FOREWORD

he bar for public service is raised most especially when devastation is imminent. Measurements are reassessed out of dire need and a blame game ensues. It is just as unfortunate for leaders to be left wanting, as evidenced by losses sustained. Our leaders are human, too, and they also incur losses though limited to available resources. Strategic management and logistical support are the only options left other than a physical presence that may be required of them to uplift the spirit of the people faced with adversity. During these trying times there is a need to celebrate our leaders who earned a mandate and are duty-bound to act as a beacon that guides their constituents. It doesnâ&#x20AC;&#x2122;t take tragedy to bring out the best from our leaders. It only takes sensitivity and an understanding of what their constituents need. Branding is the consistent delivery of the brand promise, which then generates integrity. In doing this, one becomes the brand. It is not about good, better or best. Branding is not about measuring popularity or even fabricating public perception. It is all about a genuine appreciation of the facts and truths in order to be able to deliver public service consistently. Only through legislation can our district and party list representatives deliver this with sustainability. Who we call somebody who has roots from the countryside…… has worked for the countryside…….. and continues to advocate for COUNTRYSIDE DEVELOPMENT……. ESPECIALLY FOOD SECURITY AND FOOD SELF-SUFFICIENCY THROUGH AGRICULTURE! He is the elected representative of the BUTIL Farmers Party in the 16th Congress of the Philippines. Aside sa Kongreso. His main role as a legislator is to advocate for the transformation of the various concerns of marginalized farmers and fisherfolk into legislative initiatives. For instance, he just recently filed House Bill No. 3180 entitled AN ACT ESTABLISHING MECHANISMS TOWARD SOUND MANAGEMENT OF FOOD AND FOOD STAPLES CONSUMPTION, ZERO FOODWASTE MANAGEMENT PURSUANT TO FOOD SECURITY AND APPROPRIATING FUNDS THEREFOR. He is currently the Chairman of the Special Committee on Food Security as well as the Vice-Chairman ng Committee on Good Government and Public Accountability. He is an active and hardworking member of other committees: Agriculture and Food, Agrarian Reform, Cooperatives Development, Labor and Employment, Human Rights, Government Enterprises and Privatization, Banks and Financial Intermediaries and Special Committee on Bases Conversion. His academic preparation and professional track record was and will always be rooted in agriculture. He graduated from the Gregorio Araneta University Foundation (GAUF) in 1979 with a Bachelor of Science degree in Animal Husbandry. He pursued his Masters Degree in Strategic Business Economics Program (SBEP) from the University of Asia and Pacific (UAP) as well as his Diploma in Advanced International Bank Management Course with support from the Swedish International Development Agency & Conceptors International based in Stockholm, Sweden.

Honorable Agapito H. Guanlao is currently the Chairman of the Special Committee on Food Security as well as the ViceChairman ng Committee on Good Government and Public Accountability. He is an active and hardworking member of other committees: Agriculture and Food, Agrarian Reform, Cooperatives Development, Labor and Employment, Human Rights, Government Enterprises and Privatization, Banks and Financial Intermediaries and Special Committee on Bases Conversion.

Outside the halls of Congress, the BUTIL Farmers Party, through the Office of Honorable Agapito H. Guanlao implements scoio-economic projects for its beneficiaries – the small farmers and fisherfolk, their families and their communities. Included here are infrastructures that focus on the construction of farm to market roads, multi-purpose centers, and the like. There are also projects that fall under the Karunungan, Kalusugan at Kabuhayan. Under the Karunungan projects are scholarships for college students and distribution of school supplies before the start of every school year. Medical and dental missions, as well as distribution of medicines are part of the BUTIL Farmers Party’s Kalusuan project. Kabuhayan projects are livelihood projects that include the establishment of community-based gardens or GULAYANs, distribution of seedlings and farm equipment, livelihood carts or NEGO-CARTs, and dispersal of farm animals among others. With the continuous onslaught of typhoons and flooding, BUTIL Farmers Party has formulated its KALIKASAN project that include the distribution of relief goods immediately, and rehabilitation initiatives. THUS the .BUTIL Farmers Party’s community-based projects now fall under the umbrella of the KKKK para sa Kaunlaran

The Legislative Districts of Palawan, namely the first and second districts, are the representations of the Province of Palawan and the independent city of Puerto Princesa in the Philippine House of Representatives. The province was a lone legislative district until 1972. It was part of the representation of Region IV-A from 1978 to 1984. In 1986, it was redistricted into two legislative districts until 2013. Due to RA 10171, the province is now divided into 3 districts, the 3rd district is also known the Lone district of Puerto Princesa including Aborlan.

Douglas quizzes a proposed reclamation project in Manila: “How could an ordinance prevail over a law?” Despite the abolition of the Priority Development Assistance Fund (PDAF) or the “pork barrel,” which deprive qualified beneficiaries of assistance from legislators, a neophyte lawmaker vowed not only to help craft pro-poor laws but to implement projects benefiting his poor constituents. In “Kalusugan ng Mamamayan, Prayoridad ni Kongresman”, Rep. Douglas S. Hagedorn (3rd District, Palawan) has facilitated the installation of important laboratory and diagnostic equipments at the Ospital ng Palawan for his needy constituents, for free. The project is in coordination with Director Ariel Valencia and Dr. Melencio Dy, of the Center for Health and Development of MIMAROPA and the Ospital ng Palawan, respectively. Among the equipment costing P7-Million paid from his own pocket are an ultrasound machine with complete accessories, an ultrasound doppler, a centrifuge, a microscope, a multi-parameter patient monitor and an Edan electro-cardiogram (ECG) machine, including supplies, parts and materials. “While the constitutionality of the PDAF is being challenged at the Supreme Court, my constituents need health and educational support. It is incumbent upon me, as their dulyelected representative, to find ways to fill the need while the administration finds a more proper and effective method of delivering these much-needed benefits to them promptly,” said Hagedorn.

Outstanding Congressman Award 2013 Hagedorn emphasized that he and his colleagues in Congress are closely coordinating with the executive department in finding a solution that could bridge the wide gap between the delivery of basic services and the needs of the people, especially in far-flung areas. “The PDAF per se is not a bad thing. The original intent of the program is for the people’s representatives, who are in close coordination with the executive department, to act as the latter’s ‘eyes and ears,’ being in touch with the grassroots, in identifying the needs and priorities of their respective districts,” he said. “What is appalling and unpalatable is the collusion between and among unscrupulous individuals in both the government and the private sector who dipped into government funds intended for the poor and the needy. Instead of stopping funding for the needy, we should stop the irregularities and hail the crooks to court and to jail,” he added. While the proper and timely delivery of needed services for the poor is still being deliberated, he will find ways to augment his district’s meager resources. Hagedorn is committed to pursue other pro-health, pro-environment, proeducation and pro-poor programs in support of state efforts to protect and promote the rights of the people to good health, proper and globally-competitive education, and a sustainable and inclusive development. A House leader has opposed the planned 148-hectare, three-island Manila Bay reclamation project which would establish Manila Solar City, it was learned on Friday. Neophyte Rep. Douglas Hagedorn of Palawan province, Vice Chairman of the House Committee on Ecology, noted that the proposed Manila Solar City reclamation project of Manila Gold Coast Development Corporation (MGCDC)—which would establish a park, a man-made beach and a terminal for international cruise ships all rolled into one—cannot proceed without an enabling

law. Hagedorn, the brother of former mayor Edward Hagedorn of Puerto Princesa City, cited that Manila’s local ordinance cannot supersede a Presidential Proclamation, much more overrule Republic Act 7586, or the National Integrated Protected Areas System Act of 1992, Republic Act 10066 or the National Cultural Heritage Act and Republic Act or the Strengthening People’s Nationalism Through Philippine History Act. “Without a new law explicitly exempting and allowing the Manila Solar City reclamation project, allowing executives to overturn and subvert national laws by ordinance would set a dangerous precedent and invite legal anarchy,” Hagedorn said during the recent Organizational hearing of the House Committee on Ecology. Further, Hagedorn invoked Resolution No. 19, s. 2012, of the National Historical Commission which declares the Manila Bay and water front, from Del Pan to the Cultural Center of the Philippines, as a national historical landmark protected by laws. Manila Solar City is belongs to the 112 reclamation projects approved by the Philippine Reclamation Authority under the Public-Private Partnership-inspired National Reclamation Plan (NRP) of the national government. It covers a total of 38,000 hectares of coastal areas all over the country, of which 26,234 hectares are situated along Manila Bay, from Cavite to the Bataan coast. Former president and now Mayor Joseph Estrada of Manila and Vice Mayor Francisco Domagoso, known as Isko Moreno, are in favor of the Manila Bay Reclamation project, arguing that the project will enable the Philippine government to raise P17 billion in tax revenues in a year. Manila, on the other hand, stands to collect P10 billion worth of real estate taxes. Those opposed to the project, however, claim that the initiative will block the famous spectacular sunset view by the Manila Bay, may cause more flooding, risks liquefaction during earthquakes, among others.

Anak Mindanao Party List (AMIN) Rep. Sitti Djalia Turabin-Hataman is a known advocate for women’s rights in Mindanao, conquering and excelling in politics and social work. The congresswoman was a former columnist of the Daily Zamboanga Times and a leader of various non-government organizations that sought to improve people’s lives and advocate human rights. The plight of families in conflict areas of Sulu and Basilan in Mindanao is just one of Hataman’s many advocacies. “My experience in working with and for families in conflict areas gave me the opportunity to share deeply their plight, fears and aspirations. As a development worker in NGOs, my engagement with them was limited to hearing and documenting their stories, providing meager support to address immediate needs like relief in evacuation areas, and linking them to institutions mandated to help them,” she says. “I used to be frustrated with my limitations; I knew I was not responding enough to their needs. But now, with this opportunity to represent AMIN in Congress, having realized everything that I went through, everything that I have learned prepared me for this opportunity. I am grateful and honored to accept this new responsibility, bringing with me the stories of these families, with a framework based on their realities to legislate for the good of the ARMM,” the congresswoman adds.

As one who has been fighting for women empowerment in Mindanao, Hataman says her organizations have gone a long way in terms of empowering women, yet they still have a long way to go, considering the gap between how empowered the rich women are compared to those less fortunate; between the educated, the career women and those who did not get the same quality of education. The inequality needs to be addressed if not for social services, the opportunities. But despite her new plans to venture in a business, the congresswoman vowed to remain focused on her first priority—public service. “This early, we have already started our consultations and planning workshops in cities and provinces, identifying each area’s priority legislative measures, programs, projects and advocacies. Anak Mindanao as an organization or party envisions a Mindanao with resilient and sustainable communities in harmony with other communities and the environment,” she says.

These bills include the Anti-Racial Discrimination Bill, Mandatory Study of Moro and Indigenous People’s History and Culture, and Institutionalization of Zones of Peace in conflict areas. “We are also now drafting a bill that aims to promote organic agriculture for a sustaining food security, economic opportunity and environment protection and a look as well into the possible revision of the code of Muslim personal laws, laws covering marriage, divorce and inheritance of Muslim Filipinos. There is a group now reviewing the Code of Muslim Personal Laws (CMPL). We shall also support the Internally Displaced Persons’ Bill,” she reports. Hataman says part of AMIN’s mission is educating people, more specifically on how government bureaucracy works. AMIN hopes to bridge the gap in information so people can make realistic expectations and decisions. “In fact in our city and provincial consultations and planning, a lecture on government bureaucracy is included,” she says.

The congresswoman also plans to re-file the bills filed by AMIN in the previous Congress when her husband, RG Mujiv Hataman, was its representative.

Honorable Scott Davies S. Lanete, M.D., Representative in the Third District, Province of Masbate, was born in Cebu City on October 1, 1982. During elementary and high school, he had consistently been sent by the Boy Scouts of the Philippines as a delegate to represent the Philippines in other countries. He had been an Ambassador of Goodwill to the High Sierra International Rendezvous held in Nevada, California and an Ambassador of Goodwill to the Nippon Jamboree in Akita, Japan. He also garnered the Eagle Scout rank at age 14. The following year, he was chosen as the Regional Representative for the Visayas. He had also been given the honor as one of the Ten Outstanding Boy Scouts of the Philippines and was awarded in Subic coinciding with the Centennial Jamboree of BSP. He, then, graduated high school with honors at Sacred Heart School in 1999. Rep. Lanete is a graduate of B.S. Pharmacy at the University of the Philippines where he had been Councilor of the University Student Council and the Philippine Representative to the 13th Korean International Youth Forum, among other activities. He continued his post-graduate studies at the University of the East – Ramon Magsaysay Memorial Medical Center. His thesis entitled “O Smile Naman Dyan: A Quasi-Experiment Evaluating the Effectiveness of a Public Health Information Campaign in Raising Awareness of Depression and Suicide Among Filipino Adolescents” offered him a ticket to officially represent the UERM-College of Medicine to the “International Medical Students Conference” held in 2008 in Amsterdam, Netherlands, along with two other delegates. He, then, graduated B.S. Medicine in 2009. Despite his busy campaign for the 2010 Local Elections, Rep. Lanete, who was then a newly-graduate of medicine, managed to pursue his review in preparation for the board exams. Successfully the same year, after he was duly-elected as Congressman, he also passed the Physician Licensure Examination, making him a certified medical doctor and a public servant.

As a physician himself, he imposes instruction to health workers under his turf to advance preventive health measures. To catch up with some health prevention, medication and surgery, he organized a series of 3-day medical, surgical, and dental mission which covered to at least 5,000 patients from the entire province of Masbate. The said medical missions were held in Masbate on October 1-3, 2010, February 25-27, 2011, and May 5-7, 2011. The scope of which offered surgical operations such as dental extractions, cleft palate, thyroid, some gynecologic cases and medical consultations. Health is, indeed, a fundamental rule to this advocate. Rep. Lanete is continuously seeking out funds for the rehabilitation of the Masbate Provincial Hospital. Undeniably, the over-all improvement of the provincial hospital is of prime importance as this will address the poor health situation in the province. Likewise, he is in constant partnership with the Philippine Children’s Medical Center to commonly resolve the provincial hospital’s scarcity on medical equipment and medicines and to provide trainings for the medical practitioners and staff. Moreover, Rep. Lanete, along with the officials from the provincial government, attended a Special Forum with the Board of Directors, officers and members of the Masbate Association of America, Inc. held on November 27, 2010 in New York, U.S.A.. During the said forum, he had discussed with the association his programs and agenda for his constituency. As part of their contribution to such undertakings, the said association had willingly committed to extend any possible assistance and encourage sponsors to make donations for the ill-fated provincial hospital. As an output, on February 2011, The Father’s House, a California-based non-profit organization, donated medical supplies, hospital beds and other medical equipment to the Masbate Provincial Hospital.

During his first term, Rep. Lanete had become the Vice Chairman of the House Committee on Public Order and Safety. He is also a member of the following House Committees: Appropriations, Bicol Recovery and Economic Development, Dangerous Drugs, Government Reorganization, Health, Information and Communications Technology, Science and Technology, and Transportation. His focus on obtaining quality education and higher learning in his district is further urged, being one of the authors of House Bill No. 3184 entitled “An Act Establishing a State College in the Municipality of Cawayan, Masbate to be known as the Cawayan State College and a Satellite Office in Masbate City, and Appropriating Funds Therefor.” This bill aims to answer an extreme need to have a state college in one of the poorest provinces in the country, and bring education closer to the students of remote areas in Masbate, especially those from impoverished families who have no means of transportation and/ or living expenses. Hence, obtaining quality tertiary education at the least possible cost shall extricate them from the bondage of poverty, ignorance, illiteracy and other social maladies afflicting the far-flung provinces. Presently on his second term, Rep. Lanete is still the Vice Chairman of the Committee on Public Order and Safety. He is also the Vice Chairman of the Committee on Poverty Alleviation. He is a member of the following House Committees: Appropriations, Basic Education and Culture, Bicol Recovery and Economic Development, Energy, Games and Amusements, Health, National Defense and Security, Public Works and Highways, Tourism and Transportation.

Outstanding Congressman Award 2013 With health being one of his primary concerns, he authored House Bill No. 3228 entitled “An Act Establishing a National Program for Sharing of Organs from Deceased Donors and Appropriating Funds Therefor.” Rep. Lanete is sponsoring the said bill, knowing that transplantation has prolonged and improved the quality of life of patients in need of organ replacement. However, the perennial lack of deceased organ donors has continually hampered the widespread application of transplantation. The imbalance of supply and demand has created the need to resort to other sources of grafts, such as living donors, which, albeit, a noble act of charity, has been beset by numerous ethical issues, has unfortunately lent itself to abuse and has been tainted with commercialism in many areas of the world and oftentimes has been associated with human trafficking. Thus, this bill is necessary to institutionalize the development of a national system of promoting organ donation from deceased donors and sharing of grafts through the creation of the Philippine Network for Organ Sharing (PHILNOS), which shall implement a system of timely referral and processing of potential multiple organ donors, uphold equitable allocation, efficient procurement and transplantation of organs from deceased donors. Meanwhile, believing that road and infrastructure projects spur total development, Rep. Lanete authored House Bill No. 1659 entitled “An Act Providing for the Conversion of the Daraga-Placer, Cawayan Provincial Road, Province of Masbate into a National Road and Appropriating Funds Therefor.” He is also the author of House Bill No. 1660 entitled “An Act Providing for the Conversion of the Del Carmen-Malbug Provincial Road, Province of Masbate into a National Road and Appropriating Funds Therefor.”. Likewise, he authored House Bill No. 1661 entitled “An Act Providing for the Conversion of the Junction Morning, Cataingan-Pio V. Corpus-Esperanza Provincial Road, Province of Masbate into a National Road and Appropriating Funds Therefor.” He regards converting the said roads into national roads as imperative, given the fact that the province is entangled from the quagmire of economic difficulties. Notably, Masbate is a regular recipient of typhoons that cause large scale destruction in infrastructure, affecting mostly the road networks. Evidently, the province’s anemic coffer is not in a

financial position to cause the maintenance, rehabilitation and repair of frequently destroyed access roads, causing undue suffering to the people and even affecting economic upheaval. Therefore, placing these provincial roads under the ambit of the national government jurisdiction certainly will succor the provincial government to pursue other public services by using its limited source of fund. In addition, Rep. Lanete pursues concerned government agencies for the funding allocation and implementation of a main road linking three municipalities, the Junction Morning, Cataingan – Pio V. Corpus – Esperanza Road. This is in support with the on-going establishment of the Esperanza Roll-on Rolloff (RoRo) Port in the Municipality of Esperanza, Masbate, of which Junction Morning, Cataingan – Pio V. Corpus – Esperanza Road serves as an access road. His major thrust on development centers on the construction and improvement of road networks. The accessibility of these roads plays a vital role on fiscal progress as it ensures the ease and speed on the mobility of people and goods, especially from key production areas to market areas. Furthermore, his line-up of projects include construction of water systems, bridges, multi-purpose buildings, gymnasiums, rural health units, barangay halls, barangay plazas, pavements, shore protections, line canals, boundary markers, as well as distribution of ambulances. Rep. Lanete considers education among his top priorities. He enlists poor but deserving students to scholarship programs in aim to financially assist them on their academic expenditures. Also, he implements a Regular School Building Program in response to dilapidated school buildings and to suffice classroom shortage in various areas districtwide. In fact, he has already prioritized different municipalities such as Cataingan, Cawayan, Dimasalang, Esperanza, Palanas, Placer and Uson. Apart from these, Rep. Lanete also co-authored numerous house measures. His diligent participation in the legislature corresponds to the need in addressing significant issues of national and local concern.

Outstanding Congressman Award 2013 On the other hand, Rep. Lanete remains to be in close coordination with the Department of Trade and Industry as they conduct livelihood trainings for the marginalized sector. Said trainings, thru his initiative, are targeted to promote and develop skills on the enhancement of products from different marine resources such as scallop shells. Aside from livelihood trainings, he also involves the community to programs and recreational activities which are geared towards sports and youth development. Rep. Lanete is an athlete himself. In fact, he is officially part of the Congress Basketball Team-Team Pilipinas. On March 24-27, 2011, his basketball team won the championship in Guam when they competed with foreign legislators and a community of fellow Filipinos. Being a sports enthusiast, he is very much aware of the physical, mental and social benefits of sports which he dedicatedly imparts among the younger generation. Such diversions also aim to prevent them from engaging to vices and delinquent acts.

Considering that Masbate had long been infamous for acts of violence and other unlawful activities, Rep. Lanete stays firm and tactical to rapidly lessen, if not totally eradicate, crime incidence in his district. One is his serious campaign against illegal fishing which is rampant on the provincial seawaters. With his utmost commitment, inevitably, peace and order will be kept to ensure the safety of each and every one in the locality. Rep. Lanete exemplifies a young, budding public servant who is up to meet the challenges in order that his vision for his constituency will be realized. By his leadership, he fervently aligns his district towards a more productive and progressive state. He is driven to alleviate the poor living condition of his underprivileged folks, as well as strengthen economic, legislative and security measures in the countryside. His precedence is to oversee the welfare of his people. And, being a dedicated and benevolent legislator and doctor, it is with sincere devotion that he shall perform and deliver efficient service to them, even beyond the call of his duty and profession.

Leachon was credited with transforming Calapan City into one of the country’s most competitive cities as recognized by the Asian Institute of Management and the Department of Interior and Local Government in 2008. “We in the local government must show what impact our accomplishments have done,” he said. Under Leachon’s program called “Tsek,” at least 2,000 jobs a year have been generated, the capacities of local cooperatives have been strengthened and more training programs have been made available. He is the former national vice chair of the League of Cities of the Philippines. He juggled odd jobs before becoming a public servant. In December 2011, Leachon, who juggled odd jobs as a taxi driver and fast food chain worker before becoming a public servant, was feted as one of the Ten Outstanding Young Men of the Philippines (TOYM). The Asia Society, a renowned international organization based in New York that aims to strengthen understanding among the peoples of the Asia Pacific region, picked Leachon for his effective management and policy implementations as the mayor of Calapan City for two terms.

The program aspires to develop the next generation of leaders who would take up the challenge of collaborating on creative solutions to address national and regional issues. While in his early college years in San Beda College taking up Bachelor of Arts in Philosophy, he worked as a taxi driver to make ends meet and as a crew member of a fast food outlet. “All that matters is your most noteworthy accomplishments and what you can do more for your people for their betterment and advancement,” he said. Leachon, a lawyer and a former two-term Calapan City mayor, is a member 0f the 16th Congress in the lower house.

After being awarded as Most Outstanding Congressman in 2011 and 2012 by the prestigious international marketing group Superbrands, Congw. Lani Mercado-Revilla of the Second District of Cavite again demonstrated her commitment to her constituents and dedication to public service when she is again awarded as Most Outstanding Congressman in 2013 by this prestigious group. Rep. Lani Mercado-Revilla, although a neophyte legislator in the 15th Congress and a member of the minority bloc, emerged as one of the most hard-working, productive and diligent members during the past Congress â&#x20AC;&#x201C; having passed 14 laws out of 39 house bills that she authored and 145 bills that she co-authored. She also authored 17 house resolutions and co-authored 40 house resolutions. These statutes are RA 10151, which allows the employment of night workers; RA 10157, which institutionalizes kindergarten into the countryâ&#x20AC;&#x2122;s basic system of education; RA 10160, which converts the municipality of Bacoor into a component city in the province of Cavite; RA 10165, which strengthens and propagates foster care for abandoned and neglected children and children with special needs; RA 10361, which establishes standards of protection to promote the welfare of

domestic workers, RA 10372; which amended certain provisions of RA 8293 (The Intellectual Property Code); RA 10397, which converts the Marcos Alvarez Provincial Road in the City of Bacoor, Cavite into a national road; RA 10398, which declares November 25 of every year as National Consciousness Day for the Elimination of Violence Against Women; RA 10454, which creates 16 additional Regional Trial Courts (RTCs) and 9 additional Municipal Trial Courts (MTCs) in the Fourth Judicial Region; RA 10394, which converts 7 branches of the RTCs of Pasig City, which are located in Taguig City, into RTCs of Taguig City; RA 10524, which expands the positions reserved for persons with disability; RA 10532, which institutional the Philippine National Health Research System; RA 10549, which converts the General Evangelista Provincial Road in the City of Bacoor, Cavite into a national road; and RA 10575, which strengthens the Bureau of Corrections. She likewise delivered four (4) privileged speeches viz.: PS 73, which called for the investigation of the abandoned newborn baby (George Francis) on a Gulf Air Flight from Bahrain; PS 86, which promoted Coastal Waters Clean-Up Day; PS 206, which promoted and strengthened HIV/ AIDS awareness; and PS 503, which called for sobriety in the plenary deliberations of the reproductive health bill.

Rep. Irwin Tieng, commonly known to his friends and family as “Irwin”, is on his third term as Representative of the Buhay Partylist. He obtained his Bachelor of Science in Business Management from De La Salle University-College of St. Benilde and earned his Master’s Degree in Business Administration at the Ateneo De Manila Professional School. He is a commissioned Reserve Officer of the Philippine Marines-Navy with the rank of Lieutenant Colonel. Rep. Tieng is committed to promote and protect life especially the Person’s With Disability (PWD). Known to actively fight for the rights of children with autism and cerebral palsied, he was conferred as the Champion of the UN Convention on the rights of the PWD’s. During his previous terms as legislator, he authored five bills that eventually became laws, to wit: RA 9504, Additional Personal Exemption for each dependent from P8,000 to P25,000; RA 9995, Anti-Photo and Video Voyeurism Act; RA 9640, Lowering Amusement Tax from 30% to 10%; RA 10088, Anti-Camcording and RA 10372, Amending the Copyright Law.

His legislative agenda involves the education of the youth and improvement of basic social services. He was able to help several of his constituents to get jobs, locally and abroad, through his educational assistance program in CHED and TESDA. His medical assistance and medical missions also benefited thousands of his constituents. His other projects also aim to address health care services such as acquisition of mobile clinics and ambulances, and wheelchair donations.

Rep. Tieng is the Chairman of the Special Committee on Globalization and World Trade and the Vice Chairman of the Committee on Housing and Urban Development. He is also a member of the following committees, to wit: Basic Education, Social Services, Small Business and Entrepreneurship Development, Welfare of Children, and Youth and Sports Development.
