Protecting Property Values is What Our Association is All About! BY YESENIA VÉLEZ, LCAM, COMMUNITY ASSOCIATION MANAGER
O
ne of the biggest advantages of living in a commoninterest development is the ability of the Association to preserve, protect and enhance property values. How does the Board of Directors guide the Association to perform those duties? Often, we think of the Association as a collection of rules and regulations limiting personal freedoms and individuality. But, it is those same rules and regulations that protect, preserve and enhance the investment each of us have in our home. If you dust off your copy of the CC&R’s (Covenants, Conditions & Restrictions) and reread them, you will see that the Board of Directors have a pretty precise blueprint on how to protect your investment. First and foremost, our Association is not just made up of the Board, Committees and a few interested owners. It was established as a corporation in which ALL owners are members. What that means is, as an owner, you have committed yourself to become business partners with every other owner in the community. In order to achieve the primary goal of the Association (to preserve, protect and enhance property values) certain Covenants, Conditions and Restrictions had to be established in 2

order to achieve that goal. In those CC&R’s, the Board is given the authority to establish Rules & Regulations that complement the Association’s purpose. When we follow the CC&R’s and the Rules & Regulations, we are doing part of our duty as members of the Association. Architectural controls and guidelines and procedures for gaining architectural approval were established in order to promote aesthetic conformity and eliminate architectural changes that threaten the investment other members have in the Association. By following the architectural guidelines and obtaining approval from the Association before any exterior architectural changes are made, we are doing part of our duty as members of the Association. Our Board of Directors is given the charge of overseeing the operations of the Association and to see to it that the CC&R’s and Rules & Regulations are followed by the Association’s members. The Board is made up of owners, other members just like you. They volunteer their time and energy to serve the

Association because they care about the investment they have in it. Committees are formed to assist the Board with their charge. These committees are made up of volunteer owners, just like you. When you volunteer to serve on the Board of Directors, or you volunteer to serve on a committee, you are doing part of your duty as a member of the Association. Monthly assessments are necessary to protect and maintain our community assets and to help provide professional management to assist our community. When owners fail to pay their assessment on time, the Association is unable to meet all if its financial obligations. The result: the degree of property value protection the Association provides is reduced. In other words, even one owner who does not pay their assessment on time can adversely affect how Association business is conducted. When you pay your
assessment on time, you are doing part of your duty as a member of the Association. Finally, as owners, keeping abreast of Association matters and contributing during Open Forum is only good business. When you choose to attend the meetings, you are doing part of your duty as a member of the Association.

appy New Year! For those of you that haven’t met me, my name is Keegan. I was recently given the opportunity to take over for Sally as the ARC Coordinator and also provide some assistance to Jose with Community Standards. I have met many of you already as I started here in Bellalago in June of 2016 as a Lifestyles Attendant. I relocated to Orlando from a small town near Flint, Michigan. I’m currently taking online classes, pursuing my Bachelor’s Degree from UCF. Just last month I passed the state exam and officially received my LCAM (Licensed Community Association Manager)! I’m very excited to be taking on this new role in the community! Whether you’re doing something simple like adding some plants, or something big like a pool installation, you’ll want to make sure
you complete an ARC application. While you may just be trying to improve the curb appeal of your home, you could accidently end up planting something harmful to the local wildlife or something that attracts unwanted insects. We have a full list of the requirements and what should be included with your application on the community website, BellalagoHOA.com. Happy New Year Bellalago Family! I hope this New Year brings happiness and great memories! A reminder about the lease documents - they have been updated! We have them available at both Amenity Centers and we can also email the documents if necessary. Please do not hesitate to send me an email with any questions. Our community grew a lot in the year 2018, and we understand there are many new homeowners and tenants. This past year we encountered many tenants who came to the office wondering why they did not have access through the gates the day they received the key to the home. We have noticed property managers and homeowners are not doing the research or reading the governing documents, which can be found on BellalagoHOA.com. Please Note: Any prospective tenant must be approved by the HOA first before moving into any home. I hope this information helps any homeowner that plans on renting out their homes. Another reminder is that room rentals are not allowed. Only entire home rentals are permitted and you will need to go through the approval process. Community Documents BY JOSE CHAPARRO, COMMUNITY STANDARDS MANAGER
I
want to welcome all the new faces to Bellalago and encourage everyone to take a look at the community documents (CC&R’s) so you are aware of the Rules & Regulations. In an Association, rules are formulated to preserve the appearance of the community, protect the value of our common property and our individual homes, and intended to make our neighborhood more harmonious for all of the residents. Enforcement of the rules (CC&R’s) are necessary and legally enforceable. There is a process based on the CC&R’s, state, and county ordinances that must be followed. Notices must be sent via mail. There is an allotted time frame for the resident to cure the violation (via statute). There is a review process by the Board to make a determination as to whether to fine the homeowner or not. Once a determination is made, it goes in front of the Violations Committee for review and vote to keep or remove the fine (Florida Statute). The Violations Committee meets every third Wednesday of the month. This meeting will give the residents facing a fine the 6

opportunity to come in and present their case (due process). Ultimately, the committee makes the final decision whether to keep or remove the fine. In conclusion, the CC&R’s are legally binding rules and regulations that each homeowner agrees to when he or she purchases a home within the Association. If the owner rents out their home, it is the owner’s responsibility to inform the resident of the Rules & Regulations. All residents need to understand these rules so they don’t unintentionally violate them. Bellalago Events BY AMY MALLINDER, LIFESTYLE DIRECTOR OF CENTRAL FLORIDA
W
hat a busy few months it has been! I would like to start off by thanking each and every one of you who has attended an event in the last few months.
Hellalago was a huge success! There was approximately 1,500 people in attendance enjoying food trucks, crafts, dancing with the Transformers, taking photos with our very own Pirate and of course, the Haunted Tent. We work extremely hard on this event each and every year, spending countless hours organizing and executing this event. It truly means the world to us when we receive your positive feedback. I am already in the works for the theme for next year. We kicked off this Holiday Season with our Annual Holiday Craft Fair. We had 22 vendors participate this year which is double from 2017. We saw so many smiling faces and lots of purchases happening. We purchased some Christmas dĂŠcor for the Amenity Center! Thank you again to everyone who shared their craft with us; we hope to see you again next year. On December 2nd, we lit our very own community Christmas 8

tree. I had a 20-foot tree delivered all the way from North Carolina to be front and center for this event. Our tree had over 4,000 lights on it. We hope you had a chance to stop by to check it out and have your pictures taken in front of that beauty. We welcomed back the giant snow slide, a huge snowman bounce house, food trucks and crafts. We handed out over 700 glow sticks and special holiday glasses, and of course our very special guest Santa was back! I hope you have enjoyed these events as much as I have enjoyed planning them for you. I hope you all had a very happy holiday season. I look forward to seeing you at an event this coming year. I have some new and exciting things up my sleeve!

Who to Call for Help BY STEVEN J. PATRICK, II, DIRECTOR OF SECURITY AND SAFETY
Y
ou may have wondered, in certain circumstances, when to contact Law Enforcement or EMS/Fire Rescue. You may also ask, “What limitations do security contractors have in the State of Florida?” The following article will detail situations when law enforcement and first responders should be contacted, as well as shed light on the responsibilities of the Access Personnel at Bellalago and Isles of Bellalago.
Law Enforcement The following incidents or concerns should be called in to law enforcement BEFORE calling the gatehouse to report them: • Suspicious People or Vehicles - Law enforcement has the legal authority and means to conduct traffic stops and demand identification, which can then be checked against a national data base. • Theft • Burglary - The unlawful entry of a dwelling (home) and/or conveyance (motor vehicle, golf cart, shed) to commit a crime within. • Criminal Damage - Criminal mischief in Florida. • Domestic Violence and any other violent altercation. • Traffic Crashes - To include damage to mailboxes, landscaping, and golf carts. In the State of Florida, crashes that include damage are required to be reported. Minor damage can be completed on a “driver exchange form.” Law enforcement will assist you with crashes. • Feeding or Harassing Alligators or Other Wildlife - This is handled by Florida Wildlife Commission, known locally as Fish and Game. Contact them at 888-404-3922. • Traffic Enforcement Issues - While the Association likes to know about traffic issues so they can see patterns and try to assist the residents in improvements, only law enforcement can conduct traffic stops within the community. State law prohibits Bellalago access personnel, supervisors, and patrol from making traffic stops. • Loose Domestic Animals - The Osceola County Sheriff’s 10

Office and/or Osceola County Animal Control can be reached at 800-226-0344.
EMS/Fire Rescue The following incidents or concerns should be called in to EMS/ Fire Rescue BEFORE calling the gatehouse to report them: • Any Medical Emergency - We cannot stress enough the need to call 9-1-1 whenever a medical emergency occurs. Seconds count. Please do not call the gates to have them call 9-1-1. The 911 dispatcher will need details on the person and location that will not be known by the attendant at the gatehouse. • Security companies are bound by Florida law, but they do not have law enforcement powers. That includes traffic stops, investigative powers, or detention of a person. Although the Security Supervisor carries an AED in the vehicle, he does not have the authority to violate traffic laws to get to a scene. This delay can be very costly in a medical emergency, so please call 9-1-1.
Access Control Personnel Gate Security Staff should be referred to as Access Control Personnel and their duties include, but may not be limited, to the following: • Dispatch Security Officers as required by the Security Shift Supervisor, Account Manager, Director of Security or Property Management. • Monitor all gate activities while checking and issuing vehicle passes as necessary • Monitor the access control system and grant or deny access using DwellingLIVE network. • Check in visitors, residents, vendors and deliveries (Log in every guest and contractor in the Access Log) • Monitor communication systems including the security and engineering radio network, telephone, answer Property Management office phones after hours and when requested. • Monitor the Property’s fire alarm system and notify

Engineering and the Security Shift Supervisor of alarms. Issue and maintain record of handheld two-way radios for each shift. Maintain a 24-hour log of activities. File all security related forms, logs and reports. Upon notification of an emergency, initiate emergency response procedures. Call a Code Green when the emergency has been resolved.
Patrol/ Rover • The Security Patrol Officer or Patrol/Rover are responsible to tour community. • The Rover operates under the direction of the Board of Directors of the Bellalago/IOB HOA via the Management Company. • They are to monitor and/or note and report any suspicious or unusual activity. • They are to check the pool – inspect the pool as well as verify guest passes as needed. • Assistance - Provide “assistance only” in crashes, health, or criminal activities to Law Enforcement and Fire/Rescue Officials. • Light Poles - Look for nonfunctioning street lights, obtain the address and light pole numbers, and report that information to Duke Energy or KUA for repair. • Parking Violations – Check for overnight street parking violations or vehicles parked in the grass, blocking sidewalks or parked on a sidewalk or at the Amenity Centers or any HOA common area between the hours of 12am and 5am without proper authorization. • School Zone – the Rover is to set up cones around the crosswalk area of the backside of the Bellalago Academy at the crosswalk for resident children walking to school. It is NOT the Rovers job to conduct traffic control. Only monitor this area. The Rover does look for the “drop off/ pick up pass” and if they do not see it, they do document the vehicle description and tag to turn in to the HOA for further monitoring. If you see the Security vehicle driving the opposite direction during the times of the school zone loading or unloading, they have permission to do so as they are mentioned previous – operating under direct authority of the Bellalago/IOB HOA and Management Company to complete a task required for their contract with the HOA.

How We Can Create A Strong Community BY YESENIA VÉLEZ, LCAM, COMMUNITY ASSOCIATION MANAGER
A
hive of bees is a perfect example of a community working together in harmony and for the common good of all its members. After all, a bee living alone can barely survive, let alone prosper. But in a hive made up of hundreds of other bees, each taking responsibility for the various jobs necessary for the survival of the community, the lone bee not only survives, it contributes mightily to the success of the hive.

Each year we conduct an Annual Meeting at which time we elect our Board of Directors. Although we don’t have to participate in the election process, choosing to do so contributes to the success of our community. Our role as a rule abiding member expands to include that of a voting member.
The secret of the bee’s success in living together in a closeknit community is that each bee not only understands the interrelationships that exist between it and the rest of the members of its community, but is willing to accept some of the responsibility for the hive’s prosperity by expanding their role in the community whenever necessary.
We also have the opportunity to attend our Board of Directors meetings in order to better understand the business decisions made by the Board. When we choose to attend those meetings, our role as a rule abiding, voting member now expands to include that of a participating member. When we choose to serve on community committees or the Board of Directors, we accept another role and become a rule abiding, voting, participating and contributing member.
As homeowners, we too can choose to recognize the interrelationships that exist between ourselves and our neighbors and how those interrelationships have a direct impact on our quality of life. We can also choose to take some of the responsibility upon ourselves to contribute to improving those relationships and in the process improve our community. In order for our Community Association to continue to protect, preserve and enhance our community assets and our property values, each member of our community has to acknowledge their role in our community and, at times, be willing to expand their role to take on some added responsibility.
So, let’s all work at recognizing what roles we can choose to accept in our community and, like the bee, work together at making our community the best place to live that it can be!

Tips for a Healthy Year! BY GISELLE RODRIGUEZ, FITNESS & WELLNESS DIRECTOR 2019 we welcome you with open arms! I’m not sure about you, but typically this time of year many of us take this opportunity to press the reset button. This is the time of year we try our hardest to start with a clean slate and set our goals for the year. Many times we hear about New Year’s resolutions and it seems to be something often spoken about. Although it’s great to set goals in the beginning of the year, I encourage you to not only see the first of the year as a time to restart, but anytime in the year can be a time we press the refresh button. There will be moments we may fall off the wagon (I’m guilty of this too), but it’s never too late to hop back on. I’d love to leave you with just a few tips to stay on track this year: 1. Write down your goals and post them somewhere you can see on a daily basis. This can be in your bedroom, bathroom mirror, or work desk. This is a tip I use myself to remind me of what my end goal is. 2. Give yourself time to adjust to your new routine and create good habits. This usually doesn’t happen overnight. Although we would love to see the immediate changes drastically happen. Habits take time to create so please don’t give up after a few days; stick to your plan. They say it takes 21 days to form a habit. The first few weeks will be challenging to adjust but staying focused is the key.

3. Surround yourself with like-minded people. This can be very difficult to accomplish. If you are a spouse or parent or caregiver you may find yourself in a tug of war on getting yourself on track. Cooking two separate meals can be costly and time consuming. I encourage you to take your entire family on a journey of wellness and fitness. Include them in your goals and talk about the importance of living a healthy lifestyle. Together you can accomplish more. In your work space, let your co-workers and peers know what you’re trying to accomplish and ask for that support. It can be hard to say no to the dozen donuts brought into the office. Carry a healthy snack to help you fight the urge to give in. Join our fitness classes and stop by the Bellalago and Isles of Bellalago gym; this is a great way to surround yourself with like-minded people. I wish you all the best in this new coming year! A year full of victories and blessings for you and your family! Let this year be the year of change and breaking out from old routines. A year you break the cycles and a time to break free from negative thoughts! Let this year be about becoming a better you!
