HOPA and What it Means For You

ith Vitalia at Tradition classified as an active adult community we are required to follow the HOPA Act of 1995. HOPA stands for Housing for Older Persons Act of 1995 and every two years we are required by the HOPA Act to update our records of current occupants within Vitalia. During this process we receive several questions regarding the HOPA Age Affidavit and below I have answered these questions. What must a housing community or facility do to qualify for the 55 or older housing for older persons exemption? In order to qualify for the exemption, the housing community/facility must satisfy each of the following requirements: 1.
At least 80 percent of the occupied units must be occupied by at least one person 55 years of age or older per unit; 2. The owner or management of the housing facility/community must publish and adhere to policies and procedures that demonstrate an intent to provide housing for persons 55 years or older; and 3. The facility/community must comply with rules issued by the Secretary for verification of occupancy through reliable surveys and affidavits. What is considered reliable age verification documentation? The following documents are considered to be reliable for age verification: birth certificate, driver's license, passport, immigration card, military identification, or any other state, local, national or international documentation, provided it contains current information about the age or birth of the possessor.
How frequently should a housing/ community provider update its lists of occupants to be in compliance with the age verification requirements of HOPA? Are there any consequences if a housing provider fails to update its list of residents? HOPA requires that a housing facility/community re-survey its lists of residents every two years to ensure that the 80% requirement is met. A housing community's or facility's failure to survey or re-survey its list of occupants in accordance with its age verification procedures does not demonstrate its intent of housing for older persons, and could jeopardize the housing community's status as 55 or older housing. We completed the re-survey in December of 2012 and the next scheduled re-survey is December 2014. The survey will be sent with the annual meeting notice for 2014. All new homeowners in Vitalia are required to complete the survey/ affidavit when they receive their transponders/ access cards for the clubhouse. Please let me know if you have additional questions regarding the HOPA affidavit or anything else in the community. If you haven’t registered on the HOA website please take the time to register and explore the new website: www.VitaliaAtTraditionHOA.com. Within the HOA website residents can view their personal account information for the HOA, submit maintenance requests, download HOA documents and monthly HOA financials. We will also utilize this HOA website and database to send weekly HOA e-mail blasts with important community information. This will be a great tool to improve the overall communication within Vitalia at Tradition.

And the Winner Is...
VITALIA It proved to be more difficult than expected to select a winning name for the Vitalia newsletter. More than 50 entries were submitted and they received very careful consideration. The final decision was long in coming, but the winning name pleased the distinguished judging committee. This issue’s masthead says it all. The selected name of the newsletter is
VOICE Vitalia Voice. There were five submissions from residents with the winning name. Those names were placed in a hat and a winner was selected. The lucky resident was Fran Benish, and she will receive the $100 gift card. Congratulations to Fran and to all who sent in their suggestions. Please enjoy your first issue of the Vitalia Voice!
Welcome Committee
Our HOA is working on forming a Welcome Committee. At this time, we are looking for a couple of volunteers from each street to welcome newcomers into our community. The welcoming volunteers will call on new neighbors to answer questions about Vitalia activities and amenities. They may also have questions about the Port St. Lucie area. We will be able to let welcome volunteers know ahead of time when new residents will be moving in, along with their name, address, phone number, and in some cases, where they are from.
In all cases, we will try to make sure that the closest welcome volunteer to the new neighbor will do the welcoming. We are still working out a few details, but we are confident everything will come together in the next month. We believe that welcoming new residents will become a very important part of our community as we grow. Winter is Coming!

ometimes by the time September arrives it is hard to believe that winter will ever be here. Over the years toward the end of summer the phrase “Winter is Coming” has become a line that I use to encourage our employees to push through the long hot and demanding days of summer. I don’t know for sure if it really helps them feel a whole lot better, but at least for the moment it usually brings about a smile on their face. Particularly this year, with all the rain and humidity I have tossed around quite a few “Winter is Coming” phrases to our employees. I also know that if we could speak to our landscapes the same phrase would be appropriate for it as well. Because by the time September gets here you can see the stress on the landscape as easily as you can see it on our employees faces. The grass is looking a bit tired and ready for a break from the long hot rainy days. Plants and trees like Crape Myrtles have bloomed out and the leaves are starting to turn. The ornamental grasses and other flowering ornamentals are
ready to be pruned and beds are ready for new mulch. Everything (and everybody) in the landscape is ready for some cooler weather so we can all just slow down. One of the awesome things about being in the landscape business is that “Winter is Coming” is a phrase that always comes true. Winter does come and provide the rest that we all need to be ready for the next summer. So this month if you think the landscaper or your landscape looks a little tired or maybe the beds need mulching, remember this article and remember “Winter is Coming.” We hope that September is a wonderful month for each and every resident and as always please enjoy your beautiful Vitalia landscape!

Things To Do The New Elliott Museum Baseball Gallery The Elliott Museum may have the most comprehensive signed collection of baseball-related items outside of the National Baseball Hall of Fame in Cooperstown, New York. It includes autographed baseball cards, baseballs, bats, and other artifacts. The new gallery in which this significant collection will be displayed, located on the second floor of the Museum, tracks the game’s evolution, highlights players who changed the sport, and showcases Florida’s role— which included popularizing Spring Training—in the sport’s culture. The Museum’s baseball collection includes more than 600 baseball cards, from tobacco cards to the present, and most are autographed. In the new gallery the cards will be displayed in two automated cases with rotating spindles. The visitor can easily locate a card in an alphabetically-ordered booklet and then push a button on the corresponding spindle until the card is displayed. Future plans for this display call for full computerization, which will allow visitors to view both sides of a card via a touch screen. Thanks to donations and long-term loans, the collection of autographed baseballs now numbers more than 200. The collection sports signatures by
players from the Major Leagues, the Negro Leagues, and the All-American Girls Professional Baseball League (AAGPBL). Among the most famous players represented are: Ray Dandridge, the Negro League; Hank Aaron, the Negro and Major Leagues; June Peppas (AAGPBL); and Jackie Robinson, Nolan Ryan, Ted Williams, Derek Jeter, Bob Feller, Ralph Kiner, and Babe Ruth of the Major Leagues. Other items in this significant collection include hundreds of photographs and artifacts, some dating to the 1800s. These include player contracts, correspondence, players’ checks, autographed pictures, and more. Some of these artifacts will be on display when the Museum opens in 2013; a later phase of development will see more being placed on view and made available via touch screen programming. Some items in the collection belonged to Major League players who grew up in south Florida. These players include: Stuart natives Rusty Meacham, who pitched with the Detroit Tigers, Kansas City Royals, Seattle Mariners, Houston Astros, and Tampa Bay Devil Rays, and Scott Proctor, who pitched for the New York Yankees, the Los Angeles Dodgers, and the Atlanta Braves; Miami-born Rob Murphy, who pitched for the Cincinnati Reds, Boston Red Sox, Seattle Mariners, Houston Astros, St. Louis Cardinals, New York Yankees, Los Angeles Dodgers, and Florida Marlins; and Rick Ankiel, born in Ft. Pierce, who was a pitcher and outfielder for the St. Louis Cardinals, the Kansas City Royals, the Atlanta Braves, and the Washington Nationals.
