Employers can now submit a request for the employment of foreign workers online! The issuance service for proof of employment for foreign workers is also available The Ministry of Employment and Labor’s EPS system has been newly upgraded to enable employers to electronically request the issuance of various documents and submit reports necessary to hire foreign workers. Also, certified copies of employment record for foreign workers can be obtained. Request for the Employment of Foreign Workers Prior to the system upgrade, employers had to visit the Job Center locations in person to request authorization for hiring foreign workers, or commission the Ministry-authorized agency in charge of the respective business sector to prepare and file required documents on behalf of them. However, with the EPS system upgrade, employers can now submit necessary applications, requests and reports through the EPS website (www.eps.go.kr) accessible from the privacy of their homes or offices. Services available online: application for the issuance and reissuance of the Employment Permit and the renewal of the Employment Permit, submission of reports on any changes in employment (the cancellation and/or termination of labor contracts) and in workplace information, application for refunds, application for the modification of the Permission for Special Cases Employment, arranging visits to the Job Center locations, etc. The new online services are anticipated to contribute significantly to reducing the time and costs associated with offline visits and thereby to improving the productivity of businesses. What’s more, as it has become far more convenient for employers to promptly submit reports regarding the employment of foreign workers, it is expected to drive down the number of illegally hired foreign employees. Online Issuance of Certified Copy of Employment Record for Foreign Workers The issuance of certified copies of employment record for foreign employees in Korea is now available with the launch of the newly upgraded system. Foreign workers can request the issuance of proof of employment in English at a local Job Center. The document specifies the name of workplace, the position or responsibilities held by the worker, contact information of the company and the period of employment.

The issuance service for foreign workers residing in their home countries will also kick off in the near future. The introduction of the service helps foreign employees fully capitalize upon the experience and skills they acquired in Korea when they return home and seek new jobs. Director General of Manpower Policy at the Ministry said, “The introduction of the new services is expected to add to the convenience of employers in dealing with the employment of foreign workers while lowering associated costs. Also, foreign workers will be able to better establish themselves after returning to their countries of origin through obtaining official documentation verifying work experience in Korea. We expect the services to contribute to reducing the number of illegal immigrants.
