Leading the way to a bright future By capitalizing on the country’s unique opportunities for global trade and tourism, Jordan is quickly becoming a dream destination for visitors and investors alike.

L

ast year, the Kingdom of Jordan announced a historic reshuffling of its investment policies and governing bodies designed to steer the country in the direction of greater interdependency and a more prominent role in a globalized world. Heading this effort was the creation of a new Ministry of Investment, entrusted with enlarging the nation’s potential as an investment destination and led by experienced corporate banker Mr. Khairy Amr. “Our idea is that Jordan is not limited by its landmass, but it is also an optimal gateway into a region and a world in a moment of transition”, Mr. Amr explains. Conceived as both a promotion body for investment in the country and as a regulatory body with full ministerial powers and cabinet representation, the Ministry is expected to stimulate economic growth, stabilize the economy, and enhance productivity. “A lot depends on the per-

formance of this Ministry”, admits Mr. Amr. “All eyes are on us”. But he is up to the challenge. In fact, the Ministry has set out a detailed agenda of policies and strategies that redefine the nation’s economic role in the region and the ways in which it can contribute and benefit from it, in order to raise growth and productivity to meet the expectations. The heart of the agenda is addressing the cost of doing business and stabilizing the regulatory environment. Approximately since 2001, Jordan had been seeing a steady rise in FDI that after culminating in benchmark numbers around 2015, started to stall due to growing competitiveness in the region and later due to the Covid-19 pandem-

ic. The key to retaking the lead is thus to focus on the after care of investors, that means addressing the many inputs that increase the costs of investing, such as energy and labor costs, financing, ease of doing business, speed of response and minimizing red tape. “All these issues contribute to increasing the cost of doing business, so that’s exactly what we are working on”, says Mr. Amr. By easing the way into its economy, investors will have unparalleled opportunities to benefit from Jordan’s main point of attraction, which is its role as a platform to enter a wide range of markets in the West, the Middle East and the Far East as well, through its many bilateral trade agreements. “We are solidifying Jordan’s posi-

Yet the main selling point in Mr. Amr’s opinion is that the Jordanian government is very serious about providing the right conditions for investors and has gone to great lengths to enhance the speed and efficiency of doing business in the country. “Our philosophy is that as we seek new investors and work to open up new markets, we take care of investors in the country today as we take care of our own, they are our primary concern”. With a near-perfect climate for renewable energies, well-developed infrastructure and telecommunications, a well-educated, English-speaking workforce, and enviable geographic location, Jordan is already showing it can be a top player on the world stage, and that its potential is limitless. “Jordan has always been a destination for investment”, concludes Mr. Amr with pride, “but now you have a responsive, dedicated Ministry to guide you through every step of the process”

ith 25 national and international banks operating in the country, a modern Stock Exchange, and a comprehensive legal framework, the Kingdom of Jordan today enjoys a robust and promising financial sector. The banking sector in particular has proved resilient in the face of setbacks in trade caused by the global Covid pandemic, and has been able to maintain a wide array of businesses, investment, and retail services which are expected to show positive results in 2022, with the World Bank projecting an overall 3.2% economic growth rate. With the government now turning its attention to green and digital expansion as it moves forward on its successful economic development agenda, the financial services sector is expected to benefit greatly from new foreign investment targeted to support double-digit growth in trade.

Jordan Kuwait Bank With over 45 years of experience in corporate lending and private sector higher-end salary customers, Jordan Kuwait Bank took the risk of veering into the SME sector in 2018, as a way of tackling the country’s employment challenges. According to CEO Mr. Haethum Buttikhi, the move was largely successful and was responsible for securing the bank’s leading position in the region. “It forced us to develop a diversified portfolio as well as to become an active, positive influence on the economy”, he explains. This year, by signing a $120 million agreement with the EIB for lending to actors in the SME sector hit by the Covid pandemic, the bank is leading the way forward towards a more customer-centric, digital banking experience, and has completely revamped its mobile banking, corporate and digital platforms, with significant investments on digital development. With a strong foot in the region through its Kuwaiti partner, the KIPCO group, the bank has established 67 branches in countries of the Gulf, North Africa, and in Cyprus, gaining direct access to key players in global trade such as the GCC and the European Union. In this way, the bank can target both Jordanian corporate customers operating outside of Jordan as well as non-Jordanian customers. “This is the business model we originally set forth because it allows a great deal of flexibility,

ith the establishment of the QIZ’s in 1994 and the FTA with the USA in 2000, the Jordanian textile industry went from being a small operation of US$50 million to becoming one of the key suppliers in the region for international apparel brands, of US$1.7 billion in size and amounting to 25.2% of the nation’s exports. From the seaports of Aqaba and Haifa, Jordan-based industries supply 32 of the largest brands in the world with high-standard specialized items that other larger and cheaper industries cannot match. Employing over 75,000 well-trained and well-paid workers, among which a growing number of locals and of women, more and more international consumers are looking to Jordan for sourcing their needs because of its compliance with global ethics standards regarding working conditions. Similarly, investors in the industry are drawn to the country by a bureaucracy designed to favour development and growth, and to provide a smooth gateway into the global market for the benefit of companies and of Jordanians as well.

ith a staggering 7 million visitors in 2019, before the Covid 19 pandemic reduced world tourism by 70%, Jordan is not only returning to its former numbers, but it is gearing up to go far beyond, and reach its true potential. From luxury hotels, to spas, resorts and massive real estate projects, the country has been working tirelessly in bringing all its lesser-known wonders to the level of its now world-famous destinations, such as its capital, Amman, the coasts of the Dead and Red Seas, and the ruins of Petra, the jewel in the crown of Jordanian historical sites. “Through the Jordan Free and Development Zones, the country is investing heavily in its future”, says Minister of Tourism and Antiquities Nayef al Fayez, “creating a platform for global investors to bring their talent and ideas here”. Accounting for 14% of the country’s GDP in 2019, the country’s tourism industry plays a crucial role in the economy and bears considerable responsibility as well. “We are developing the country’s infrastructure in a comprehensive and integrated way but also in a sustainable way, so that all regions will draw benefits from it”, says Mr. Fayez. In fact, the development of infrastructure is happening on many fronts, expanding not only the country’s capability for welcoming tourists but the types of tourism it can offer. While Queen Alia International Airport is being expanded to handle 9 million passengers per year in its first phase, a new and modern cruise ship terminal is being constructed in the

The camp is fully eco-friendly, it offers food from local stables and orchards and is built on light wood structures above the desert floor, which in Wadi Rum is a relic in itself, as it bears the marks and traces of billion-year-old marine life, from when the valley used to be a sea.
