August brought significant economic shifts and housing trends in Canada that warrant attention. With the Consumer Price Index (CPI) surging year-over-year, driven by rising gasoline and housing costs, and provincial housing gaps evolving according to the Canadian Mortgage and Housing Corporation (CMHC), business owners and individuals need to take note. Rising inflation poses both challenges and opportunities, while initiatives to address housing issues in Ontario provide important insights, especially in Niagara.
In August, Canada witnessed a significant year-over-year surge in the Consumer Price Index (CPI), soaring to 4.0% compared to July’s 3.3%. This jump was primarily driven by surging gasoline prices and escalating rent and mortgage interest costs. Even when excluding gasoline, the CPI still exhibited a notable increase of 4.1%. Although travel-related service prices decreased, there was a more moderate rise in food prices. On a monthly basis, the CPI expanded by 0.4%, largely attributed to decreased prices for travel tours and air transportation following the peak of summer travel demand.
Gasoline prices recorded their first annual increase since January 2023, influenced partly by a base-year effect. Nationally, shelter prices, particularly rent, surged by 6.5%, while grocery price growth slowed but remained elevated, with varying trends in different food product prices. Prices surged at a quicker pace across all Canadian provinces in August compared to July, with Alberta experiencing the most significant energy price hike, driven by natural gas and electricity costs, influenced by the phasing out of provincial rebates.
For business owners, rising inflation presents both challenges and opportunities. Successfully navigating this landscape entails a proactive approach to cost management, pricing strategies, and adaptability to evolving market conditions to sustain profitability and competitiveness. Staying well-informed about economic trends and government policies is vital for making informed business decisions.
Meanwhile, the Canadian Mortgage and Housing Corporation (CMHC) reports a shifting housing gap landscape, with Ontario displaying a narrower gap compared to 2022, while other provinces grapple with an expanded shortfall. Minister Filomena Tassi, overseeing
FedDev Ontario, has introduced a userfriendly funding application process aimed at facilitating easier and more predictable access to investments for growth-oriented clients. Funding applications will be accepted thrice annually—during fall, winter, and spring— with the current fall intake open until November 7. FedDev Ontario, as one of Canada’s seven
regional economic development agencies, collaborates with industry leaders and organizations to unlock potential, fostering competitiveness, innovation, and diversity in Southern Ontario’s economy through strategic investments.
Furthermore, the Ontario government is directing nearly $4 million toward establishing 25 supportive housing units in Niagara Falls, catering to individuals and families grappling with chronic homelessness. Situated at 5528 Buchanan Avenue, this two-story, recently renovated former motel offers bachelor apartments for individuals, larger accommodations for families, and accessible units, alongside dedicated space for counseling and social programming.
Associate Minister of Housing Nina Tangri announced this funding initiative, emphasizing its aim to provide long-term housing solutions for vulnerable residents in the Niagara Region. This initiative is part of the province’s Social Services Relief Fund, which has provided substantial support during the COVID-19 pandemic to address homelessness and housing needs in Ontario. Additionally, the Ontario government is increasing its annual investment in homelessness prevention programs by $202 million, including $9.6 million designated for the Niagara Region, bringing the total annual investment to nearly $21 million.

DEBUNKING THE SUSTAINABILITY OF PAPER PACKAGING
Inan era when environmental concerns are paramount, sustainable packaging has become a buzzword in the consumer industry. Paper packaging, often touted as ecofriendly and biodegradable, has gained popularity as a supposed solution to the problem of plastic waste.
In a market intelligence report released by Mordor Intelligence, the Canadian paper packaging market is projected to increase from $16.82 billion in 2023 to $23.01 billion by 2028, with a compound annual growth rate (CAGR) of 6.47% between 2023 and 20281. This growth is driven by sustainable practices, technological innovation, and rising economies. A heightened emphasis on sustainability leads consumers to favor recyclable carton packaging over metal or plastic alternatives. As demand for user-centric and improved protective packaging intensifies, paper packaging is set to be a practical and economical choice nationwide.
The sustainability of paper packaging is not as clear-cut as it may seem, and it is essential to debunk some common misconceptions surrounding it, while also addressing the broader issue of overpackaging.
In Statista’s global paper packaging industry report released in September 2023, it notes that paper and cardboard accounted for more than 33 percent of global packaging material demand.2
Paper packaging has several apparent advantages. It’s renewable, biodegradable, and often recyclable, making it a seemingly ecofriendly alternative to plastics. Its natural look and feel appeal to consumers who want to reduce their environmental footprint. However, a closer look reveals that the sustainability of paper packaging is more nuanced. >>
and water, and emitting greenhouse gases. Deforestation for paper production can also harm ecosystems and contribute to biodiversity loss. To be truly sustainable, paper must come from well-managed forests or recycled sources.
Energy and Water Consumption: Paper production requires substantial energy and water resources. The paper-making process consumes large amounts of both, contributing to the carbon footprint of paper products. This process also generates pollution and waste, affecting local ecosystems.
Recycling Challenges: Paper is often hailed for its recyclability, but the reality is more complex. Reduce and Reuse: Companies should prioritize minimal packaging and explore alternatives such as refillable containers and packaging-free options. Consumers can also support these initiatives by choosing products with less packaging and reusing packaging whenever possible.
Choose Wisely: Select products that prioritize sustainable packaging and are transparent about their sourcing and recycling practices. Look for certifications like FSC (Forest Stewardship Council)3 for paper products.
Advocate for Change: Consumers have the power to influence companies by demanding more sustainable packaging choices and holding them accountable for their environmental practices. Collective action can drive positive change.

While this has undoubtedly brought convenience and new income opportunities for hosts, it has also sparked a fierce debate about its effects on local housing markets, regulations, and the sense of community in residential neighborhoods. With multifaceted impact tied to short-term rentals, it is important to assess various vantage points to understand the complex relationship between innovation and the need for balance.

This fosters a deeper understanding of different cultures and promotes tolerance and inclusivity.
On the other side, critics argue that short-term rentals exacerbate housing affordability issues. In cities with high demand, such as Toronto or New York City, homeowners can earn more money through Airbnb than by renting to long-term tenants. This limits the supply of affordable housing, driving up rents and pushing out residents. The rapid growth of short-term rentals has also outpaced regulatory frameworks, leading to concerns about safety, taxation, and accountability. Local governments have struggled to keep pace, resulting in a patchwork of rules that vary from place to place. Some residents complain that short-term renters disrupt the fabric of residential neighborhoods. Frequent turnover of guests can lead to a loss of community cohesion, as neighbors no longer know eachother and a sense of belonging is eroded.
Balancing the benefits and drawbacks of short-term rentals is a complex task that requires careful consideration of various vantage points.
The Niagara Falls Review published an article capturing an interview with Ray Spiteri, a Review Reporter, in which Jason Burgess, Chief Administration Officer for the City of Niagara Falls shared “The issue really comes down to balancing the rights of property owners with the rights of neighbours and looking at where those conflicts arise.” 1
Local governments need to establish clear and consistent regulations that address safety, taxation, and housing supply concerns while also allowing responsible short-term rentals to continue. Striking this balance may involve zoning restric-
tions, registration requirements, and taxation policies. Residents should be actively involved in decisions that affect their neighborhoods. Creating platforms for community input and collaboration can help address concerns about disruption while also ensuring that innovation continues to flourish.
Policymakers should leverage data and technology to monitor the impact of short-term rentals on housing markets and communities. This can inform evidence-based decision-making and help adapt regulations as needed.
Platforms like Airbnb can implement policies and guidelines to encourage responsible hosting practices. This includes ensuring that hosts are aware of and comply with local regulations and fostering a culture of respect for neighbors.
Several municipalities have been reviewing bylaws to seek out ways to support all sides, such as the City of Niagara Falls, who recently announced owner-occupied vacation rentals will now be permitted in residential areas.
“The City of Niagara Falls is committed to making our community a welcoming and inviting place for visitors. However, we remain dedicated to balancing the needs of visitors with the safety and comfort of residents as it pertains to Vacation Rental Units,” said Burgess, in a statement captured and published by iHeartRadio’s Bonnie Heslop.2
Short-term rentals have undeniably reshaped the way we travel and accommodate ourselves, offering economic opportunities and unique experiences. However, they have also brought challenges, particularly in the areas of housing affordability, regulation, and community cohesion. To address these issues effectively, it’s crucial to consider multiple vantage points and seek balanced solutions that enable innovation while preserving the well-being of local housing markets and neighborhoods. Inour interconnected world, the allure of travel beckons to people from diverse backgrounds. The opportunity to explore new horizons, immerse oneself in different cultures, and create lasting memories is increasingly accessible. Yet, amid this pursuit of global experiences, a pressing issue often emerges: cultural appropriation. This is a complex terrain to navigate, but we should openly explore how tourists and travel companies may inadvertently commodify and exploit local cultures, leading to the dilution of cultural authenticity.
Cultural appropriation encompasses a multitude of acts, all sharing a common theme: the borrowing, imitation, or misappropriation of elements from one culture by those outside it. This phenomenon is pervasive and manifests in various forms, often without a true understanding or appreciation of the cultural significance involved.
Earlier this year, the Niagara IceDogs decided not to wear “Teepee”-themed jerseys designed by a fan following
concerns from the Indigenous community who saw it as cultural appropriation. In an article by Bill Sawchuck, a reporter for The Standard, he notes that Mitch Baird, a Cayuga consultant with the Indigenous-led McLean Group, believes the issue stems from a lack of understanding the significance of such symbols.1
Tourism is undeniably a significant catalyst for cultural appropriation. When tourists embark on journeys to foreign lands, they frequently engage in practices that, while well-intentioned, may unwittingly exploit or misrepresent local cultures. Here are some ways in which tourism intertwines with cultural appropriation:

Souvenir Shopping: Tourists often seek to acquire mementos that reflect the essence of the culture they are visiting. Yet, the reality is that many of these souvenirs are mass-produced, devoid of cultural context, and may even perpetuate stereotypes.
Dressing the Part: While it’s natural to admire and appreciate the traditional attire of another culture, adopting it without a deep understanding or permission can inadvertently convey disrespect or insensitivity.
Cultural Performances: Many tourist destinations stage cultural performances as a form of entertainment. These shows, while enjoyable, often oversimplify or caricature complex cultural traditions, diminishing their authenticity.
Cuisine Adaptation: Sampling local cuisine is an integral part of travel. However, restaurants may modify traditional dishes to cater to tourists’ tastes, potentially diluting the original flavours and cultural significance.
Cultural appropriation can have farreaching and detrimental consequences:
Loss of Authenticity: As cultural elements are commodified and packaged for mass consumption, the authenticity of traditions can erode. Genuine customs may gradually be replaced with shallow imitations that cater to tourists’ expectations.
Economic Exploitation: The sale of cheap, mass-produced souvenirs marketed as authentic can be financially detrimental to local artisans and communities who receive inadequate compensation for their work.
Misrepresentation: Misunderstandings and misrepresentations of cultures can perpetuate stereotypes and cultural insensitivity, contributing to a cycle of misinformation and misunderstanding.
Disrespect: Engaging in cultural practices without a profound understanding of their significance can be perceived as disrespectful and offensive to the host culture, leading to strained relationships and tensions between visitors and locals.
The critical question becomes: How can the pitfalls of cultural appropriation be avoided and instead redirected towards cultural appreciation? It all starts with education. Just last year, Indigenous Tourism Ontario established an Indigenous Cultural Integrity Advisory Committee. In its published release, the following statement was captured by the President and CEO:
“We are extremely excited to engage this group of outstanding individuals. They will be focused on developing, implementing, and maintaining broad and inclusive Indigenous cultural integrity guidelines applicable to all aspects of tourism operations, engagements, and practices. Their work will be reflective of the nations in Ontario and will lead with a Indigenous led grassroots approach.” Kevin Eshkawkogan, President & CEO, Indigenous Tourism Ontario2
Applicable to all cultures, here are some things everyone can consider when travelling that will encourage a more respectful and authentic journey:
Educate Yourself: The foundation of cultural appreciation is knowledge. Take the time to learn about the culture, history, and traditions of the places you plan to visit. Books, documentaries, and online resources can be invaluable in this regard.
Respect Local Customs: Before participating in cultural rituals or
activities, seek permission and guidance from local experts or community members. Adhere to dress codes and etiquettes that respect the cultural norms and values of the destination.
Support Local Artisans: Rather than purchasing mass-produced trinkets, opt for authentic, locally-made products. This choice not only ensures the preservation of traditional craftsmanship but also supports the livelihoods of local communities
Mindful Photography: Photography is a powerful way to capture memories, but it’s essential to ask for consent before taking photos of individuals or culturally significant sites. Always be respectful and considerate when documenting your travels.
Choose Ethical Tour Operators: Research and select travel companies that prioritize responsible tourism and cultural sensitivity. Responsible tour operators aim to provide authentic cultural experiences while respecting the integrity of the host culture.
In a world where cultural exchange is both enriching and necessary, it’s paramount to approach travel with mindfulness and respect for the communities we encounter. By educating ourselves, respecting local customs, supporting authentic cultural experiences, and choosing ethical tourism operators, we can contribute to the preservation of cultural diversity. In doing so, we not only enrich our own global adventures but also play a vital role in fostering authentic connections and preserving the cultural tapestry of our world. As responsible travelers, we have the power to ensure that our exploration of new horizons benefits not only us but also the societies and cultures we engage with along the way.
Signature events like the Wise Guys Annual Golf Tournament and Dinner Auction, the Wise Girls Annual Tee Party, and the Wise Guys Annual Roast, are Niagara’s predominant fundraising events. This year’s roast welcomes Ted Hoxie, Retired CEO of Beattie’s, to take the hot seat in support of The Wise Guys Charity Fund. With a goal to do its part in helping surpass last year’s total of $360,000 raised, Ted and his entire family are on board to do what they can to raise awareness and inspire others to do the same.

The Wise Guys Charity Fund is led strategically by its Board of Directors and has three primary committees that focus on their own unique signature events, fundraising goals, and community outreach. Wise Guys, Wise Girls, and Wise Kids all support the Wise Guys Charity Fund and provide community members with several opportunities to apply their efforts in an area that means the most to them.

Each year, the charity accepts submissions from other organizations that outline why they are seeking funds and how they plan to deploy those funds. Submissions are accepted until October 1st of each year and after all submissions are received the grant committee reviews each one carefully and awards the funds based upon all the information provided.

InFebruary 2023, the Niagara Region declared a State of Emergency for Homelessness, Mental Health and Opioid Addiction recognizing that Niagara is in serious need of more Affordable Housing and Mental Health support for the residents of our community.
Now that we are in this situation, there are many questions around what affordable housing is? Housing is considered to be aff¬ordable when a household spends less than 30% of its pre-tax income on adequate shelter. Households that spend more than 30% of their income on shelter are deemed to be in core housing need and those that spend 50% or more on shelter are in severe housing need. In Niagara, there are currently 25,000+ families in core housing need1, over 10,000 households are on the Centralized Housing waitlist for subsidized housing representing approx. 18,000 to 19,000 individuals2 with an average wait time of 6.5 years for a subsidized 2-bedroom unit3
Unfortunately, this isn’t something that happened overnight. It’s been an issue for years however, more recently the issue has escalated creating the crisis we are currently in. There are multiple triggers that heart of this issue including but not limited to: “low supply of rental stock, steep increases in housing prices, forecasted population growth, migration of population from the GTA to Niagara, preferences for short-term vacation rentals, renovictions, the decades-long waitlist for social housing, the gig economy, and the unmet needs of vulnerable groups, all contribute to the affordable housing crisis in Niagara.”4
Other factors affecting the housing crisis are: Increase in Immigration; NIMBYism (Not In My Back Yard); Spiking Inflation; Soaring Interest rates; Supply vs Demand issues; Fallout from the COVID-19 Pandemic; Mental health decline due to the pandemic, as well as the fact that affordable housing just isn’t lucrative enough to builders and developers.
With so many issues affecting our society at the same time, you can see why a State of Emergency was declared. According to Lori Beech, Executive Director of Bethlehem Housing and Support Services, “homelessness and affordable housing are complex issues that require multifaceted strategies and innovative solutions created and delivered through multi-sector community-based partnerships.”
One organization in Niagara that’s helping tackle the crisis is Bethlehem Housing and Support Services (BHSS). In partnership with the community, BHSS has been providing affordable housing and services to support the personal growth of individuals and families across Niagara for over 35 years. BHSS is the only organization in Niagara offering supportive transitional and permanent affordable housing with supports for men, women and their children, with a focus on families who are homeless due to issues with poverty, physical disability, mental health, domestic violence and family breakdown. Since 1988, BHSS has helped more than 2,500 families stabilize their lives by providing housing and support services to help them break the cycle of homelessness and gain the confidence, skills and health to remain securely housed. Providing affordable housing is just one piece of the puzzle when it comes to enhancing and sustaining the dignity and quality of life for those in need in our community, regardless of their age - from infants to seniors. “Providing permanent affordable housing with support is a best practice. It’s proven effective in preventing housing loss, evictions, and homelessness” states Lori.
BHSS takes a holistic approach to their offerings by providing Transitional Supportive Housing, Permanent Affordable Supportive Housing, full-
time Community Support Workers to address the social challenges faced by their residents, Community Outreach - ongoing Community Support Workers available to assist people living in the community, EarlyOn Centre - helping Niagara parents and children through interactive, educational activities as well as an After School Club.
In 2022 alone, BHSS had 1,550 people participate in their Programs and Support Services, 155 people were served through their Community Outreach program, 1,800 child visits to their EarlyOn Centre, 920 calls of inquiry to their Central Intake and since 1988 has housed over 2,500 families in Niagara.
