Introduction from CEO Carers Support West Sussex is the charity supporting carers across West Sussex. With more than 25,000 carers registered with us and an average 7% growth in numbers year on year we are the “go to� organisation for those needing support across the County. Our current estimates are that there are c94000 carers living in this County. Studies by our national partner Carers Trust show that 3 in 5 of us will at some time in our lives have a caring role and almost 50% of us will have to do that while in full-time employment.
We want to continue to be the first for carers across the County and we are looking for a new member of the team to help transform some of our services whilst maintaining the quality and impact of what we do.
I have been with the Charity since July 2019 and I am very proud to say that this is the most compassionate organisation I have been part of. Six out of ten of our workforce are carers themselves, providing a whole range of unpaid carer responsibilities for family members, friends and members of their communities.

The Role The Carer Services Director is a newly created position, responsible for the impact Carer Support West Sussex makes through delivering services to unpaid and family carers and communities, through developing innovative and evidence based practice which is coproduced with the people we support. The role is accountable for all of our frontline carer services financially supported by a single county council contract until 2022 with the option of two further 12 month extensions. The role has access to a further £100,000 annual charitable investment for the next two years from 1 April 2020 as part of a transformation programme to maximise the benefit for carers from our charitable services.

You will bring significant leadership experience from effectively leading and managing teams across a number of disciplines and geographies across a County footprint. The job holder will be a natural and strategic leader with deep and wide-ranging knowledge and experience within health and/or social care settings and services. Key Areas of Accountability Strategic Development and Impact • Lead the development and delivery of CSWS operational plans to meet the overall organisational strategy, ensuring impact and progress are measured against demanding objectives which are monitored and reviewed at regular intervals. • Develop and maintain effective partnerships and relationships are established with relevant County organisations. • Guarantee the goals and impact of the CSWS client facing services are communicated widely and effectively to individuals and families living within its geographical reach and to external stakeholders. Operational Development • Ensure the Carer services team stays up to date with the latest thinking on Carers policy and aim to continuously improve and use evidence-based best practice and quality assurance. • Develop and manage CSWS direct services to individuals and families, monitoring and keeping under review their impact, value for money and the overall structure of the organisation. • Secure the progress of CSWS overall in meeting objectives, KPI’s and outcomes is kept under regular review and reported accordingly to the Board of Trustees and WSCC as per the contract. Effective Governance • Provide the Board of Trustees with regular and appropriate reports on the progress of our services for carers. • Ensure the Chief Executive is advised of potential and current safeguarding and operational risks and their mitigation. • Confirm that CSWS meets all contractual requirements with West Sussex County Council and/or other contractual agreements that CSWS has in place now and in the future.

Finance and Risk Management • Maintain a rigorous approach to financial planning with tight expenditure controls and effective short term and medium-term forecasting for all carer facing services. • Identify opportunities for income growth and closely monitor and highlight emerging trends in Carer engagement, staff and volunteer recruitment and income development which influence the charity’s short term and long-term position. External relations • Provide consistent and inspiring leadership to influence external stakeholders. • Act as an effective role model always with credibility internally and externally with the charity’s wide range of stakeholders. Leadership • Provide effective leadership to the Carer Services Managers, team leaders and wider Carer Services team • Ensure that the organisation’s values and policies are relevant, fair and consistently implemented. • Ensure that effective mechanisms (eg Newsletter, Staff Forum) are in place to facilitate effective two-way communication with staff and volunteers. • Lead and be responsible for the overall development of the employees within • CSWS as a whole and to be flexible within broad remit of the role. It should be noted the above list of duties is indicative only and not exhaustive. The Carer Services Director is expected to perform all such additional duties as are reasonably commensurate with the role and the needs of CSWS.

Person Specification Education/training and knowledge • Educated to degree level or similar • Management qualification • Evidence of continuing professional education and management/leadership development in the areas of health and social care. Experience • Significant leadership experience gained at senior level in a complex environment, ideally with good, first-hand knowledge of the carer or health sectors, working with patients, families or vulnerable people. • Evidence of leading the delivery of organisational strategy, key targets, service improvements and management of change. • Solid track record of effectively managing resources and budgets, with experience of delivering long term financial sustainability and stewardship of valuable resources. • Ability to forge and nurture effective partnerships and collaborative relationships with a range of organisations both inside and outside the carers, healthcare and/ or charitable sectors. • Demonstrable evidence of strategic development and leading and inspiring people / organisations and developing effective partnerships. Skills and personal attributes • Ability to inspire, lead, motivate and manage staff and volunteers and develop the capacity of a management team so that activities are coordinated and delivered across services.

Other requirements • Willingness and ability to develop an understanding of carer issues and the impact of government policy on carers support within the community. • An understanding of charity governance and the respective roles and responsibilities of the non-executive Board of Trustees and the leadership team. • Ability to ensure effective financial planning operates across services with tight financial controls and effective risk management in place. • Commitment to working within the policy and principles of Equal Opportunities. • Ability to work outside of normal office hours with evening and weekend meetings, with frequent travel across the county and south of England. • Strong support commitment for the vision, values and strategic aims of CSWS.
