Our rural areas like Oxford, which do so much to support our local economies, are going to need support as the country meets the challenges of the Coronavirus (Covid-19) pandemic.

Well..... How the world has changed in the last couple of weeks. Terms like ‘social distancing’ and ‘self isolation’ have become the new normal. At the time of writing this we are at Alert Level 4 where many businesses are unable to operate due to the Coronavirus pandemic, and the restrictions that are in place. Because of this we were unable to produce a publication where we would require advertisers, most of whom were not operating themselves, to pay for advertising. That being said, our goal is to keep our advertisers names out there through the online digital platform at no cost . Please remember these businesses when it comes time for them to start up again, as they will be in need of your support. Keep in your bubble, check on people by phone or email to make sure they are doing okay. I know for us, just having a chat to someone outside of our home every day is a real boost! For those front line services and essential businesses that we all rely on, thankyou, we appreciate what you are doing for us as a community. You are doing an amazing job. We hope to have the 100th issue of the Observer back into letterboxes in May. Please stay home whenever possible & stay safe.

The impacts on local trade and farming are still to be gauged. I recently met with Cam Henderson, president of Federated Farmers North Canterbury, which is adding its voice in asking the government to defer a raft of regulations being put on the sector to give farmers space to deal with Covid-19. As in New Zealand, when our farmers do well, Waimakariri does well, and we need to be supporting our farmers to face the current uncertainties without burdening them with a lot of regulations at this time. I also met with Enterprise North Canterbury for an update on the impact of Covid-19 on local businesses. I am contacting business owners to check in with them and see if they need help in navigating avenues of assistance. We need to support our businesses to keep on staff and I support the package of assistance announced recently, which includes wage subsidies. Please get in touch if you want to catch up with me on the impact of Covid-19 on your business. One of the challenges for communities will be the effect of selfisolation on pastoral care. After the earthquakes, our communities came together and some wonderful, community-led models of care were developed, including Oxford’s I’ve Got Your Back initiative. These concerns were raised at the NZ Mental Health conference in Christchurch last month, at which I spoke as a member of Parliament’s Cross Party Mental Health Group. I had advocated for a cross-party approach to mental health and it’s encouraging to be able to work together across party lines on the challenges, like Covid-19, that face us as a nation. Kia ora kotou. Warm greetings to everyone in our community. Firstly, I want to acknowledge that for many of you it’s been a difficult week. I know there’s a high level of uncertainty and things are changing almost on a daily basis. I need to reassure you that the Council is working extremely hard to support our community and ensure all our essential services - water, roading, recycling and rubbish – will continue to operate smoothly through this difficult time. We have shut all Council building and facilities in order to follow Ministry of Health guidelines in order to protect our residents. We are closely following the situation, and as soon as it’s safe to reopen facilities, we will do so. In the meantime we’re adapting and finding ways for people to access council services remotely. Staff from departments such as the aquatic facilities, are being redeployed to assist our community in other areas. Our libraries already offer a range of digital services you can access now, and will be offering book delivery options for those who are isolated at home. You can contact our Customer Services by email, phone, Facebook or Snap, Send Solve. As far as possible, we will still be carrying out our normal activities, such as dog registrations, building inspections and LIMS. We do ask for your patience, as we get to finish updating these processes to accommodate the issues.

The Council agreed to establish an Emergency COVID19 Response Committee which will streamline Council’s decision making. The committee membership is made up of Councillors but with a focus on providing a fast response during this time. Our Councillors are at this moment taking another look through our budgets and at the projects we had planned for the coming year. It’s important that our infrastructure is maintained, that we support our local contractors and we keep planning for our future growth. However there may be spending that can be deferred until this situation is behind us. I encourage you to listen and follow the advice from the Government. The GARDEN behind TUAHIWI BOTANICALS words & photos by Cathy Dee

Cathy Bouma, is the force behind Tuahiwi Botanicals, a range of handmade natural products made with the herbs she has collected and grown over 11 years, after completing an apprenticeship in Herbal Medicine. The garden was started from scratch, without spray on 2ha bare farmland at the end of 2010, using a ‘no-dig’ method, which involved layers of cardboard to suppress the grass, with pea straw, leaves and compost heaped on top. “It took a bit of getting used to the heavy clay soil having moved here from Burwood where the soil was nice and loamy.” She picks the flowers and/or leaves at their peak, and they are naturally air dried, before being turned into a variety of products which she sells from home, and online at tuahiwibotanicals.co.nz. Small batches of natural skin care products and herbal tea blends were originally made for her own use, but when she started to give away extras to friends and family, they quickly gained popularity, so Cathy started making some available for sale. She hands me a cup of ‘Tulsi Spice’ tea which smells divine, but as someone who really isn’t keen on tea, especially when they smell great, but taste completely different, I was pleasantly surprised to say that the taste lived up to the scent. We then head out to her garden, which is winding down for Autumn but still looks incredible. We are accompanied by Bernie, a small red dog who inspects everything along the way as if he was responsible for it all. He’s a dear little chap who makes me laugh with his quiet insistence on leading the way. The diversification of herbs is astonishing, and I am taken on a tour of herbal variety and piquancy. I am almost bowled over by the strength in flavour of many of them from sweet to bitter, to hot to fresh, these are herbs as I have never tasted before. Cathy points to a beautiful patch of tall brilliant yellow ‘fluff’, so filled with bees it almost sounds as if the bush itself is humming. “Goldenrod - the bees love it,” she says in the understatement of the day. Then we move into the tunnel house, where the more delicate species are grown and I am treated with a display of beautiful passionflower (Passiflora incarnata), I taste raw stevia – very very sweet - and we stand around chatting and eating the most delicious grapes I think I’ve ever tasted. After an influx of aphids in the tunnel house, Cathy introduced a small parasitic wasp from Bio-Force which cleaned up the aphids in short order! four

The tunnel house is big enough to house a small eco-system, and Cathy makes sure the beneficial insects are kept happy by allowing brassicas to flower, and by growing plants such as Phacelia (Blue tansy) alongside her precious fruits and herbs. There is no need for sprays. There is even a thriving population of skinks living happily in there. She shows me the small shop, set up in a gorgeous old gypsy caravan, in which all her hard work is displayed in its final form. There are herbal salves for first aid and a special range of beard oils for men, perfumed oils, a skin care range along with an assortment of herbal teas. In spring she has a range of plants for sale. Not only does Cathy grow and make her produce, but she also runs workshops where people can come and learn about how to use botanical powders to make skin products. I ask Cathy what she feels is the most important aspect of creating a herb garden. “The soil, care and attention must be paid to the soil…unless you are growing some of the hardy Mediterranean herb like rosemary” she laughs, “That will grow pretty much anywhere”.

Council Business Continues through Alert Level 4 The vast majority of our staff are now working from home with key staff only out in the community to carry out essential duties. This means that you can only drop rubbish in official Council bags into the skip at each of these transfer stations during normal working hours. There are also a few changes to the building services that we can provide during this time mainly those activities that require some sort of site visit or inspection will need to be put on hold until Alert Level 4 is lifted. In line with Government guidance we’ve closed our playgrounds, dog parks, skateparks and access gates to beaches.

We have made contingency plans to enable decisions to be made by Council during the COVID-19 outbreak. We have set up an Emergency COVID-19 Response Committee with all members of the Council. This same response was adopted following the Canterbury earthquakes. All Community Board meetings as well as Committees, Joint Committees, Working Groups and Steering Groups are suspended until further notice. The new Emergency COVID-19 Response Committee will deal with any Board or Committee business. A key focus for the COVID-19 Response Committee in the coming weeks will be to consider if changes need to be made to our Draft Annual Plan 2020/21. The community are at the heart of that decision making process and we will keep you updated.

We will also be working with our partners to see how we can best support our community through this. This includes our business partners, health sector and social service providers. We will continue to provide community information and updates through our website waimakariri.govt.nz/covid19 and Facebook as well as through the local newspapers. Please share with your family and friends across your virtual networks. Please take care of each other, follow the rules and be kind.

Bearded Dragons as pets

A dragon isn’t a pet that usually springs to mind when considering a cute little addition to the family. Anita and Jason Fischer, along with their daughter Chelsea, are proud owners of a beautiful bearded dragon named Fusa, and it is clear that they all love him, and have even developed a relationship with him. At first Anita wasn’t keen on the idea of a dragon as a pet, but when Jason left her in charge of him for a few days while he was away, she says she completely fell in love with him. “He really does have such a personality! “ Native to Australia, bearded dragons are gentle, inquisitive, and clean. With life spans that can reach 15 – 20 years, they are a serious commitment; Jason recommends doing your homework before purchase. The dragons grow to around 60cm so a ‘vivarium’ or enclosure of at least 1200mm in length is the first investment. Originating in desert regions, these lizards are heat lovers but they also need a ‘cool’ side to their enclosure. It is recommended that you set up a heat lamp to around 35 – 40 degrees for basking under but also a ‘cool’ side which should be around 26 degrees. Special lighting is needed in the form of a UVA/UVB tube light, this is critically important in order for them to make vitamin D, which they need to help them absorb calcium, and needs to be on for around 12 hours. Jason and Anita take Fusa outside for time out on the grass in the sun during the summer, so we let him out while I am there. It is fascinating to see him rise up on this legs and scamper around, stopping to sample dandelion leaves before sinking flat to the ground to bask in the sunshine. “He loves his time out” says Anita, “sometimes he sulks when it is time to go back to his house”. A place to hide is important for the dragon to feel safe, this can be a hollowed piece of driftwood or a box.


The enclosure needs a form of substrate, to mimic the natural habitat, you could set them up on a natural calcium substrate with flat basking rocks along with large pieces of driftwood to climb on although many people, Jason says most people prefer to use artificial grass “They dig, gravel would go everywhere. They need a surface that has a texture that they can scratch themselves on, this is really important during shedding”. Jason explains that dragons shed their skin as they grow, and that this process appears somewhat uncomfortable, but can be helped by misting with water or allowing them a 10 – 15 minute soak in shallow warm water. Misting them is also a good way for them to stay hydrated, as they lick the droplets off their nose as they would do in the wild with rainfall. The dragon’s diet is varied with a mix of live insects, crickets and meal worms are ideal, vegetables and non-citrus fruits. Specifically formulated reptile pellets are a good idea also to ensure they are getting enough essential vitamins and minerals including Vit D3 and calcium. Twice a day feeds are ideal, but don’t panic if the dragon doesn’t eat a meal as long as he is healthy and alert. For most of the year these little guys are fairly active, however, over the colder months, they may go into ‘brumation’ which is the reptile equivalent of hibernation. During this time, they become sluggish and less interested in eating. Leave them alone and don’t disturb them too much over this period. Most dragons love to climb (the exception to this rule being Fusa!) In the wild, a dragon shows dominance over another by climbing to a higher perch. Male dragons can be aggressive towards each other in fighting for territory, and actually are perfectly happy on their own, as they are naturally solitary animals only pairing up to mate. The Bearded Dragon is not cheap, the cost of the reptile, along with the set up could set you back a couple of thousand dollars; however, there is a lot to be said for these guys as a novel and fascinating choice of pet.


ACC Continued “The Minefield That is ACC” You’ll recall in the last two editions I’ve been talking about ACC. In particular how that effects those of us that are self-employed or small business owners. What I’ve called “the minefield that is ACC” because in these circumstances it is indeed a minefield. Because ACC is both a default system and designed for the majority, when it comes to income compensation, it works very well for those of us that are employed. Not so well where our income is variable because of what we do and how we do it. However, there is one part of ACC that effects everyone regardless of how we earn our livelihood, and that is claims. Both for the medical costs and income compensation. Let’s go back to my very first column on ACC. You’ll recall I talked about why we have ACC and when ACC accept liability for both medical cost and income compensation. ACC was first formed in order to negate the need for private litigation when an accident occurs, and the victim suffers a loss. A loss could be either (or both and, often is) the cost of the medical treatment or loss of income as a result of being unable to work. We’ve all heard and seen what happens in such places as the US where there is no ACC. Private litigation is how victims are compensated for their loss. You’ll have heard the stories of lawyers following ambulances to tout for business on a “no win, no fee” basis. Very messy and often very unjust, for both parties!! So, we have ACC. ACC accept liability in the case of an accident. So, what is an accident? I guess it could be best described as a specific incident, that causes a specific injury, on a specific day at a specific time. Most of the time that’s really easy. If you have a fall and break your leg as a direct result of that fall, it is deemed an accident and you have ACC cover. But what happens if after a number of years your leg starts playing up again. Is that a direct result of the fall? Or an accident? Arguably not. Just wear and tear with age. This where ACC’s liability become somewhat blurred. And in recent times they have become at lot more stringent on what they will accept liability for. Those issues that result over a longer period of time, either through sports or work, are less likely to be accept by ACC. What do we do then if we can’t work? What do we do when our sick leave runs out? Then our annual leave runs out? What then? And, by the way, only 25% of us that can’t work are incapacitated as a result of an accident. 75% of us are incapacitated by an ailment, not an injury. No ACC here!! Private income protection comes in many different forms. Private medical insurance also comes in many different forms. A number of options are available depending on such things as age, occupation, health, debt and so on. It’s a complicated matter and needs appropriate advice. But, if you think ill health only happens to others and never to you, then think again. Illness, especially serious illness is not discriminatory. It can happen to any of us at any age from any background. If you rely on physical exertion to create your income, to pay your bills and keep the lifestyle you and your family are accustomed to, then you need to talk to us about your best options to ensure that your income continues when you can’t work.

Smile! You are on Candid Camera!! I honestly feel like someone is going to jump out and say ‘It’s all a joke” where I would smartly reply that ‘it’s not funny and if this is your idea of a joke then you need your head read!’. Over the last couple of days I have felt so many different emotions for so many different situations. One of the blessings, is that I still have this wee space in the corner of the best magazine in the world, and Convid 19 is not taking over my column. I will use this space as I always have, to talk about what I love. So imagine if you were given four whole weeks of very few interruptions to create a bubble and a space that reflects what you love best. You wouldn’t have to jam everything into a spare afternoon. You could break it down into small bite size pieces and really enjoy the process of being able to evaluate what you have, and if it fits into your bubble. Well people guess what! You don’t have to imagine. By some plot twist, we have been gifted this time. So my expertise of creating magical bubbles is in the wardrobe. It can be a daunting task if you try to tackle the whole wardrobe all at once. Making outfits work, and sorting your wardrobe are two very different things. Today I’m going to discuss sorting your wardrobe. I have listed 20 tasks, and they can all be done in your own time. Each task means that you need to empty and clean the space as well. Here we go: Day 1: Sort through all your scarves, wash and fold, make a donation pile. Day 2: Sort winter shoes. Polish, clean, wash laces, make a pile of any that need to be fixed. Day 3: Sort summer shoes. Polish and clean. Throw any broken or not worn. Store away. Day 4: Jewellery, look at your storage system, discard broken items or fix, clean. Day 5: Sock drawer! Tip out and match odd pairs, throw those with holes or stretched items. Day 6: Underwear drawer. Throw out any with holes, broken elastic, list items you need to purchase Day 7: Pants, Trousers, Jeans. Try on and ditch items that are no good, fold and sort. Day 8: Skirts. Hang all together in one area and colour coded. Take out items that don’t fit. Day 9: Dresses, sort summer from winter. Swap winter to the front. Hang in colour order Day 10: Jumpers and merino tops, fix any holes, freshen up and wash, fold Day 11: Activewear! What is comfy and what is not? Old and holey needs to go. Day 12: Nightwear and PJ’s. Old and holey needs to go. Make a list to purchase. Day 13: Jackets/Blazers. Fix/mend any holes, fallen off buttons, wash and freshen, check pockets. Day 14: Handbags. Empty and wash! Freshen the linings, clean out the rubbish. Day 15: Hats and gloves, check for holes, wash and freshen. Wash caps. Day 16: Sort all the ‘at home clothes’. How much do you actually need? Day 17: Clean all your mirrors. Day 18: Wallets and Belts. Clean out your cards, receipts. Sort the belts Day 19: Take a small piece of fabric and sew into a bag (can do by hand). Full with rice and add your favourite scent. Tie with a piece of ribbon and hang from your wardrobe rail. Day 20: Open your wardrobe and survey all the good work you have done!! Use this time to work through the ‘fix’ pile. Hopefully this helps you to break sorting your wardrobe into bite size pieces and sets you up for the awesome next step which is making outfits (my favourite bit). I find myself sitting here and thinking back only a few weeks, life was pretty normal as far as my life can go but now I keep reading, “we are heading into unprecedented times� and yes I guess we can say that, I know from my point of view I have never experienced anything on such a wide scale a world changing event. In saying that, I implore everyone out there, this is a time to look after one another, sure you and your immediate family members should be foremost in your mind, but also take the time to say hi to your neighbours. We are a strong community who looks after one another. I think if I can say one thing, smile, give someone a wave and enjoy the simple things, a smile goes a long way. Now back to business, there has been an increase in burglaries in the area again so make sure your valuables are labelled and ensure your property is secure, that means lock your doors and take your keys out of your vehicles when they are in the garage. Last but not least with the change of season and the cooler weather its time to cast your eye over your vehicle, how is your tread, are you happy with the way your vehicle is fairing coming into the cooler months because now is the time to make those changes. Well it was another busy month for the Brigade with eleven calls. We were asked to assist the Rangiora Brigade at a large vegetation fire in the Ashley river which involved several other brigades and asked to assist the Cust Brigade at a tractor fire. In our area we were asked to attend a permitted rubbish fire, two vegetation fires caused by downed power lines, one motor vehicle accident with no injuries, three un-permitted rubbish fires, one private smoke alarm activation, and one barbecue fire. This brings our total calls for the year to twenty. This months message is; With the recent rains there is a possibility the prohibited fire season may be downgraded to a restricted fire season which means a permit maybe required. If a permit is obtained you will still need to phone the fire communication centre to let them know when you are going to burn, the address etc, have water on hand and let the neighbours know of your attentions. COVID-19 UPDATE All our Brigade training and meetings etc have been suspended. Any of our members that are over seventy years of age or those with a comprised immune system have been stood down. Vehicle checks and operational equipment will be checked once a week by our duty personnel. To do this there will be only one person at the station at any one time, so the siren should still be tested a twelve hundred hours on Saturdays. The Brigade is still operational and still able to respond to emergencies. We have been issued with extra personal protection equipment should we have to respond to incidents. If we all keep to Covird 19 rules be patient we will get through this, look after one another. KEEP SAFE.
