APRIL 2021 Welcome to the April issue of the Observer. It has been 3 years since we purchased the paper, and we like any other business, have had some ups and downs in that time. Despite the steep learning curve we found ourselves in, we are really proud of the publication it has become. In these years we have increased the amount of pages from 16 to 32, the distribution from 4100 to 5500, and developed it into a full colour magazine. All of this has come at no extra cost to our advertisers. We realise that people’s advertising budgets are carefully managed, and we are so appreciative when they choose to advertise with us. That being said, we believe that advertising in the Observer is a great option, and we are getting excellent feedback from our advertisers. We are thrilled to have Louize Juniper on board with us. Louize is going to share a recipe each month. She says her goal is to share recipes that are seasonal, affordable, and doable for anyone. FLU Season is here again. Update for upcoming Flu Clinics The first two weeks provision of Flu Vaccines will be for patients over 65 as per the Ministry of Health's directive. This will be from Wednesday 14th April to Tuesday 21st April. We will then invite our patients under 65 to book online for a vaccine. We encourage you to register on our Patient Portal if you haven't done so already to make booking easier. Please email admin@ochc.co.nz or call in to the practice if you would like to register for the portal. We have challenges every year with getting stock, being a rural practice, and can only have 200 vaccines on site at a time due to the size of our vaccine fridge. We will be sending letters to those patients who don't have an email address, and emailing information to everyone else. We will have 2 separate appointment books online to book into this year. One for under 65 years old and one for over 65 years old. This year the over 65’s have a targeted vaccine. More info will be emailed to patients as we get further updates. Emma’s At Oxford welcomes new owner
Sara Shand is beyond excited to take over this “amazing store”. After Covid-19 hit in March 2020, she began to think about her career, and decided it was time for a change. Being an avid traveller she was bound suddenly by copious travel restrictions, due to the infectious disease that took over New Zealand, and the rest of the world. “I had no intention of buying a retail business.” Sara shared, “It was a bit of an impulse purchase to be quite frank,” she laughs. But when she saw an advertisement on Instagram that Emma’s at Oxford was for sale, she realised it was the change she had been searching for. After a bit of to and fro thinking on whether or not she should make the purchase, she drove out one Sunday to Oxford, going to the farmers’ market and popping into the store. Before she knew it, they were talking to lawyers and signing contracts to make it official. “It’s such a unique place, with things you can’t find elsewhere,” Sara says. “Things will stay the same, including the name of the store. It’s been built up and recognised for 14 years by people all over New Zealand,” she says. She considers the change of ownership to be a new chapter in the life of the shop. “I’m going to carry on the story, the legacy of this incredible book store,” Sara notes, feeling extremely fortunate to have purchased such a successful business. Having studied at Lincoln University and growing up on a farm in Central Southland, Sarah is used to the rural small town life, and says her background with finance will definitely come in handy with the store. For those of you wondering what is next for Emma Gillard, she plans on resting, reading, embroidering and travelling New Zealand a bit more. She’s excited to “have a bit of freedom until I figure out my next adventure.” Emma has mixed emotions about leaving the store, “it’s hard to put into words what my emotions are as it is still a bit surreal,” she says. four
Her fondest memories are ones where she made connections with people, forming strong bonds over the years. “I‘ll miss connecting with people, but I am genuinely excited for Sara to follow her new found dream.”

I am a big crime fiction fan. I also love fiction based on fact, and anything set in Italy or France. And beautiful cookery books. Who is the author you will always read? Micheal Robotham, Nicki Pelligrino, Edward Rutherford What are you reading right now? I recently finished The Thursday Murder Club (by Richard Osman), which is about retirement home residents solving cold cases, and a new murder within their midst – lots of laugh out loud moments, mixed with lots of twists and turns.

During the week Rio Coster is a hairdresser at the local Main Divide Salon, but her weekends are spent with her horses, training them for competitions like the South Island Teams Challenge, which was held on the 7th of March. Rio rode for Canterbury, competing at the Amuri Showgrounds in the second division barrel race. Barrel racing is a new sport for Rio (who has been riding since she was four years old),and her horse Pearl. The pair have been training for just 5 months, but both rider and horse are loving every minute. Barrel racing is about speed, and the lowest time wins. But it’s not quite as simple as it may sound. As the name suggests, barrel racing involves riding around a set of 3 barrels in a clover pattern, and knocking a barrel over results in a stiff 5 second time penalty. According to Rio, such a penalty “normally lands you out of the money”. However a rider is allowed to drop their reins and correct a falling barrel, and provided the obstacle doesn’t hit the ground, no penalty is incurred. Each rider ran the course once on the day, and the team with the lowest overall time won the competition. Rio and the Canterbury team made it to the podium, and she says “Our Canterbury team was stoked that we placed 2nd in the event”. But Rio is still looking to improve, and she takes lessons with Nancy Franco, the 2019/2020 Rookie Barrel Racing Champion. Her goal for the year is “to keep on practising and hopefully improve my personal best time”, and she’s also hoping to introduce her second horse Boo to the sport. Right now she races with Pearl, and Rio rides and trains everyday that she can. Rio rides Pearl around the beach and the forest, and the 10 year old mare even helps moving stock around the farm. Rio says “I try to change it up lots, to keep life interesting for her so that the barrel racing continues to be fun”. Pearl loves the sport as much as her rider, and Rio is learning to trust her horse completely. But like any new skill, barrel racing can be challenging, and Rio says “the hardest part about barrel racing for me is learning to feel confident at the speed we are going, and to trust my horse 100%, as she knows her job, and doesn’t like me interfering when she’s in her zone!” But as with anything, progress will come with practise, patience, and time, and as Rio isn’t planning on giving up anytime soon, she’ll have ample opportunity for all three.

And for Rio, the challenge is part of the fun. Barrel racing is so different from the jumping and dressage that Rio is familiar with, and it’s a great spectator sport for all the friends and family who come to support her. She says “My favourite part about barrel racing is how encouraging and warm everyone is. Everyone cheers you on and it literally feels like a big extended family which is so special!” It’s clear that Rio and Pearl are loving their newfound sport, and both horse and rider deserve to celebrate their success. Barrel racing sounds like a whole lot of fun, for the riders and spectators alike!

New Compliance Regime with Hank van Keulen
On the 15 March 2021, the Financial Service Legislation Amendment Act (FSLAA) 2019 came into effect. It will completely change the way the Financial Service industry works. It will have a huge impact on all aspects of the industry, affecting everyone from Mortgage Brokers, Insurance Advisers, Investment Advisers, even banks. All will change the way they operate. ,Every part of the industry, on, and from 15 March, will operate un-
der a completely revised licencing regime. Everyone who operates in the industry will need to either operate directly under a Transitional Licence, or an entity that holds a Transitional Licence. That Transitional Licence is valid for two years, during which time each entity must apply, and be granted, a full operating Licence. If you do not have a full Licence by the 15 March 2023, then you can’t operate in the industry. It’s that simple! It seems every industry is being governed more and more by legislative compliance. We’re no different. Why? Some would say it’s simply to keep the bureaucrats in a job. A bit cynical I would suggest. Others would say it gives the Government more reason to charge fees and gather revenue; a bit like paying more tax. Again, a bit cynical. Fundamentally the real reason for all compliance, not just in our industry but every other industry finding itself in the same position, is to protect you the consumer. The first and most important rule under our new regime is that we must put you, the client, first and foremost in every instance. The reality for you the client, is that you probably won’t notice a lot of difference if you deal with a professional, bone fide, honest and successful advisory practice. Putting our clients first for us is the very basis of our practice. We know that good business practices, placing the client at the forefront, is the key to our business success. We also know that any business that does not do this, will in time, be found out for what they really are; a sham!! The other part you may notice is different, is the necessity now for greater transparency by way of disclosure. Financial Services are now required to disclose to clients early on in the advice process, how they operate. This must include who they are, how they operate including their advice process, how they get remunerated, i.e. fee charges or commissions paid, and a complaints / disputes process. This information must be readily available, and easy to find on all public domains such as websites and social media. This information must also be presented at the various stages of both the advice process and review process. All that will mean for you is more paperwork for you to wade through. Don’t be concerned about the paperwork. It’s there to protect you. It’s there so you know exactly what’s happening, and exactly what’s going to happen. It’s there so you can make a better and more informed decision, firstly on whether the adviser is someone you’re happy to deal with, and then the expectation around process. It’s there so that you better understand what it is we do and how we do it. Lastly, there is a clear and definitive requirement to have complaints and / or disputes process for when you the client aren’t happy. This must also appear in any public domain such as website or social media. It must also be presented in written form when giving advice. I am originally from the Uk where I worked in various restaurants, as a private cook for a number of affluent families in the UK and Europe and also worked on yachts and at ski resorts. ROAST PUMPKIN & FETA RISOTTO
600g pumpkin chopped and roasted 1 med onion diced 2 cloves garlic crushed ¼ cup olive oil 1tspn mixed herbs 1tspn fresh thyme 1 lemon, zest only 1tspn nutmeg 2 cups arborio rice 150ml white wine 1ltr veg stock 200g Danish feta Salt and ground black pepper to taste Grated parmesan
For best results use a heavy based saucepan like a Le Creuset or an enamelled cast iron pot. • Prep pumpkin, de skin and seed, cut into cubes toss in olive oil, salt and pepper. Roast in hot oven (200oC) till soft. • Dice onion, fry off in the olive oil with the crushed garlic till soft • Add the rice and stir in with the onion mix for about 3 mins, add the lemon zest, herbs and nutmeg. • Pour wine over the rice, reduce the wine by half then slowly add the veg stock. Make sure the rice doesn’t stick to the bottom of the pan. Maybe turn the temp down if this happens. • Keep adding the stock and gently stirring until the rice reaches a nutty texture and is still quite wet. • At this stage add the roast pumpkin, stir in the crumbled feta and remove from heat, season to taste, cover with the lid and leave to absorb excess stock. • After about 5 mins your Risotto is ready to serve. • Sprinkle a heaped spoonful of grated parmesan on each serve, drizzle with your best extra virgin olive oil, top with chopped fresh herbs (parsley, basil or chives). You could also added toasted pumpkin seeds for some crunch!

1. Get amongst nature
10 things to do
I know this goes without saying, but Canterbury is home to some of the most scenic hikes in New Zealand, and some of them don’t require too much physical activity, such as Castle Hill. There’s also Ashley Gorge loop track, and if you are feeling more adventurous, there is the water fall option half way through the track, but it’s quite steep so be warned! If you have a bit of spare cash, Washpen Falls is another great family friendly hike, but it’s on private land and will cost you $10 per person. I highly recommend getting a cheap portable gas top stove, and taking your dinner to Ashley Gorge river. I’ve done it several times with my family and we always have a lot of fun!
2. Get crafty Take advantage of all those fallen leaves by making leaf inspired crafts. Grab a bunch of leaves and paint them, and make leaf paintings with the kids. If painting isn’t your thing, grab a black ink or whiteout pen and doodle on the leaves. If there are still some flowers sprouting about, pick a bunch and dry them out in books, or in the microwave. (Put them in the microwave for 30 second bursts. Be sure to put a paper towel underneath so they don’t stick to the plate!). Once they are dry you can arrange them into frames and hang them on the wall.
3. Tickle your tastebuds
With colder weather approaching, what better to do than to tickle your tastebuds with some of your favourite foods? Whether it is baking the classic chocolate chip cookie, creating a pumpkin pie or making homemade candy apples, there are so many ways you can get creative in the kitchen to feed that sweet tooth craving. If you are wanting something outdoors, why not try roasting marshmallows by the fire and making some s’mores? My favourite is getting a chocolate thin biscuit, placing a freddo chocolate on top of the inside, then placing the melted marshmallow and another chocolate thin on top to finish.
4. Take up cross stitch The latest craze to hit the internet is cross stitching! Why not have a go? Pop down to the local craft store or buy a starter kit online, and have a go at creating something beautiful for the wall, or wrap it up and give it as a gift!
5. Go on a scavenger hunt School holidays are on the way, so why not create a fun scavenger hunt for the kids (and hey even the adults can join in on the fun!). There are a lot of printable scavenger hunts you can find online, or you can have a go at making one yourself. You can make it as big or as small as you want, and could go from around the house, to the entire neighbourhood. See who can complete the scavenger hunt first to win a prize.

6. Tie-dye everything Who doesn’t love a good tie dye shirt? Grab anything light coloured (preferably white), some rubber bands, a bucket and some clothing dye, and have fun creating weird and extraordinary patterns. This can work on clothing, duvet covers, sheets – anything made of material.
7. Random acts of kindness
It’s been a tough year and Aotearoa could use a little more kindness! Why not do a random act of kindness for someone? It could be paying for someone’s coffee, writing a note to someone, give someone a compliment, surprise someone with fresh baking, write a recommendation for a local business, smile at strangers, write a gratitude list, have a clean up party at a local river, run an errand for someone who is busy, write random compliments on pieces of paper and put them in people’s letterboxes, or practice self kindness and do something you love for 30 minutes, that you wouldn’t normally do.
8. Have a board game night It’s so easy to fall into the habit of watching Netflix or aimlessly scrolling on our devices for hours on end. Why not get a group of friends or family members over and host a board game night? Get your favourite snacks, and bust out Monopoly, Cluedo, Twister, Operation and any other game you’ve got tucked in your cupboard and enjoy a night together. Or take it up a notch and host a murder mystery dinner or lunch! I did one recently for my birthday with the family and we all had a fantastic time!
9. Head to Arts in Oxford Not only is Arts in Oxford an art gallery with amazing displays to help inspire the creative mind, they also host various workshops. Head down and view the latest art displays or join in on a paper making, life drawing or young artist club. They also have various online workshops that are free for anyone to view. These include pigment making, dry point, mono print, embossing and hand colouring. They are constantly holding various one off workshops as well, so make sure you keep an eye on their website and Facebook page for updates.
10. Knit a jumbo blanket What could be better than being able to knit something for yourself for the upcoming colder months. Grab yourself some jumbo wool and knit yourself a giant cozy blanket. There are several ways to do it, either with your hands or huge knitting needles, and it’s a fairly simple pattern so it’s perfect for beginners!

Curle Contracting helps in clean-up after lake Ōhau fire

One of New Zealand's largest wildfires ripped through Lake Ōhau village early October 2020. The fire occurred in a densely wooded area, destroying 50 structures and travelling through the trees to the houses nestled within. Incredibly strong winds spread the flames at enormous speed and the township was lucky to evacuate in time. Whilst the village is slowly recovering, the tragedy left hectares of privately owned, charred pines.
Rob Curle, of Curle Contracting, heard about the situation through a friend that had lost their house at Ōhau.
“Ōhau is a special place for my family and me, as we spend a lot of time there. Knowing how special it is for my family, I understand how special it is for the property owners.”As the Curle Contracting repertoire includes forestry, Rob immediately wanted to help. “Most of these families affected were not covered by insurance for the trees, so I had to do the best job possible to help them, whilst

Lake Ōhau is located by Twizel, which found the two machines travelling 5 hours to reach the lake.
Each machine was well equipped for pushing the trees to the ground. The trees were then arranged in windrows, roughly 50 to 100m apart, which were then removed.
As 40 hectares of pine required culling, the work took the entire month of February to complete as the township began rebuilding. By the end of the job, grass was beginning to grow back in the burn zone. With most of the pines cleared, the removed danger of burnt trees will allow the village some room to breathe.
The people of Lake Ōhau can now focus on regrowth, or embrace the new landscape. Afterall, the village has obtained a new feature- as Rob puts it; “every house has a lake view!”

Experiments in Hanmer Springs
Last month brought much excitement as our Dragon Boating teams, the Mighty Dragons and the Dragons, competed at the annual Canterbury Secondary Schools' Dragon Boating Competition at Lake Rua. Five trophies later and a First and Second in the Final proved a successful day and a "three-peat" with Oxford Area School Mighty Dragons winning three years in a row! Congratulations to all the students and Megan Lowen who has developed Dragon Boating for Oxford Area School over the last three years and to their coach Mike Robinson. In March our Year 7/8 students had three wonderful days at Living Springs and our Year 12 and 13 Mathematics students also spent two days in Hanmer as part of their programme. Education outside the classroom provides our students with experiences and the application of the knowledge they get inside the classroom. These trips require a phenomenal amount of preparation and for our teachers, time away from their families. It goes without saying just how grateful we are for their commitment to this. These camps also only exist with the support of volunteers/parents/ caregivers who give up their time to support our trips - again we are very grateful for your support.
Twenty Year 12 & 13 Maths students from Oxford Area School joined a similar number from Amuri Area School in Hanmer in order to perform experiments!! The annual OAS Maths Camp occurred on Monday 15th & 16th March in Hanmer Springs. In order to work towards the Experiments Standards at NCEA 2 and NCEA 3, students need to plan, carry out and then write up an Experiment. Students spent the afternoon at Hanmer being participants in the experiments. Time was spent after the experiments starting to analyse the results. It was great to see the camaraderie between Oxford and Amuri students growing. On the following day the students wrote their experiments up. There were good questions, and lots of support for each other. It was a fantastic group of students, who were caring, positive and responsible. Thanks to the other teachers: Miss Basher & Mr Moore from OAS, and Mrs Ibbetson & Miss Lane from Amuri, who all contributed to a great couple of days away.
Volunteering On the note of volunteering and support for the school, our wonderful Parent-Teacher Association (PTA) donates over $20,000 per year to our school. This money is essential to the running of our school and often allows us to make purchases of items we simply wouldn't be able to achieve. The PTA organises a number of fundraisers throughout the year. Parent help with these is essential for the ongoing commitment and success of these fundraisers. Success at the Secondary School's Dragon Boat Championships. By Lauren Morris and Sonja Slemint On Sunday 7 March students took part in the Secondary School's dragon boat championships, with not only one boat participating but two this year, which was amazing !! The two teams went by the names of the Mighty Oxford Dragons and the Oxford Dragons 2 ! Throughout the day there was so much laughter, smiles, determination and hard work, which all paid off. The day consisted of two 250 meter heats and then a final and two 420 meter heats then a final. Mighty Oxford Dragons won both the 250m mixed and the 420 turns mixed race. The Oxford Dragons 2 received a 3rd in the 250m mixed and 2nd in turns mixed race. Lastly for the third year running the Mighty Oxford Dragons took the trophy for the quickest time of the day. Congratulations to both teams for also beating their time by a second in each race. On behalf of the whole team, I would like to thank all the parents and the teachers who came and cheered us on throughout the day. Secondly, I would like to thank Miss Lowen for taking her own time to take us to and from training, and lastly, our coach Mike Robinson - without him, none of us would have got to where we are now in the dragon boating world.

CASAfest 2021
Our annual House Day was held last month. This is a day to celebrate tuakana-teina - younger and older students working together. The theme of this day was "Decades" given it has been ten years since House Day's current form started. To celebrate, students and staff wore "dress-up" of their House's chosen decade - 50s, 60s, 70s, and 80s. This day, as always, is a great way for our students to work together across the ages - this is the special character of our school. A big thanks to Emma Don and Richard Hines (our House Coordinators), Fun HQ, Hellers Sausages, Canterbury Cricket, Mr Whippy, Pedalmania and to the House Leaders and Staff who made this day possible.
CASAfest is a cultural and sporting exchange that will involve over 240 Year 9 -13 students from Canterbury Area Schools. Oxford Area School is hosting CASAfest and we need your help. During lockdown, Raymond Kara decided enough was enough, and once the level 4 lockdown was over, he rushed down to the gym to sign up. “It’s been all go since then,” says Kara. Despite early mornings and long work hours, Kara always shows up to the Oxford Fitness Centre with a smile on his face, ready to take on the challenge that the gym brings. “Coffee is a big factor, good music, and of course lots of talking myself up,” says Kara. The driving factors for getting fit was to make a change for his health, but also so he would be able to keep up with his two tamariki, Willow and Koda-Ray. “They are really fast,” Kara laughs. Kara manages to get to the gym, even after his 10+ hour shift days working as a 2IC at a local dairy farm. He says that it’s a team effort and without his partner Seanna’s help, he wouldn’t be able to get to the gym. “She helps by taking care of dinner and the kids, freeing up time for me to get to the fitness centre,” Kara says. Another factor that motivates him to get fit and in shape, is to be able to get back into sports again. He hopes to return to touch rugby which he used to play. However farming took up most of his time and he stopped playing. For now he enjoys playing touch during the summer with plans to eventually play rugby league again soon. Oxford Fitness Centre are proud of Kara’s achievement and commitment to his fitness journey. “Ray turns up rain or shine and has an amazing can-do attitude. He also makes everyone feel welcome, no matter who they are, bringing that amazing community spirit with him every time!”

On a sunny Saturday afternoon my family and I headed to the Eats and Beats Festival in Rangiora. We arrived just before 4.00pm and watched the stalls and food trucks set up, excitedly awaiting the festivities to begin. It was a warm evening. However there was a brisk cold breeze in the air, making me regret opting for shorts and a tee, instead of jeans and a warm jumper. Once the event began there were waves of smiling people gleaming over the event. We headed to the alcoholic area of the event in hopes to find something to warm us up internally.
I went to a little stall called All Caked Up by Lisa and bought a jar of deconstructed lolly cake cheesecake to take home. Hubby bought a chocolate and banana cream crepe from the same stall I had my delicious savoury crepe from earlier. It was also nice to see friendly local food truck Queenie’s Delights at the festival and couldn’t help but buying a slice of her gooey chocolate brownie, which I devoured
Hubby ordered a 10 acre and a yellow box hazy pale ale from The Good Drop, while I opted for a Ataahua Riesling which was perfectly sweet for my palette. When the wind got the better of my drink, they were quick to offer me a refill free of charge. We sat and chatted for a while, listening to the live band which created a carefree ambience, and also ducking and swiftly moving every time a large acorn decided to fall from the tree above us. After a few drinks our stomachs started to growl, and the kids began to get restless, so we headed to the array of food trucks which housed food from all over the world. The kids went for the classic hot chips and sauce, hubby ordered a steak roll from Lettuce Eat, and I decided to go for a savoury ham and cheese crepe from Crepes Creation. We sat down on the grass in front of a pavilion and watched a magician/performer attempting to do a trick spinning a ball on a pointy stick, while juggling. Alas the wind got the better of his performance and after a few attempts he gave up, but the crowd nonetheless gave him a huge round of applause for his efforts. Later on our sweet tooths were tingling, and we went to browse the delicious line up of sweet treats.

So I seem to have skipped March and headed straight to April. There is a reason that I feel this way, and that’s because the little second hand store in Darfield no longer belongs to polkadotcom. From the 1st of April it now has a new owner called Cindy and operates under the name of Nearly New. I am so excited for Cindy and her new venture and wish her all the best. This little store has been the launching pad for my new adventures and where I have developed so many skills. The next chapter involves taking these skills and sharing them with women everywhere and anywhere. April lends itself perfectly to re-looking at your wardrobe. It’s the change of season, and if you were very good and achieved my de-clutter challenge that I set in Feb then you will be ready to fill some gaps with some winter pieces. Now each season brings ‘trend’ pieces. Often trend pieces can be regarded as ‘what were we thinking’ as time goes on. Trend pieces can be really fun to play with but it’s a good idea to know if you have the shape to pull it off to it’s potential. Oversized Peter Pan collars are appearing this season. Now for me that is not hugely complementary as I carry my width on my top half, and to add a massive collar, throws my proportion. But someone who is little on the top and bigger on the bottom could really pull it off. Another trend is fashion wellies (No Dad, Red Bands do not count as fashion wellies!!). Personality plays a big part in pulling this look off! Just remember ‘trend’ pieces are neither right nor wrong. The question is more if it aligns to your personality style. This autumn, style will be completely different as last year around this time, we were in lockdown and nobody saw what we wore! This autumn we have places to go and people to see. So take the trends and bend them to suit you.

Let’s talk about the next 10 years - Waimakariri’s draft Long Term Plan
The draft Long Term Plan (LTP) is out for your feedback. This is your Council’s key strategic document which details our priorities for the next 10 years and, perhaps most importantly, looks at how these are proposed to be funded. Each LTP is a careful balancing act between what the District needs, what our residents want, and what we can afford. As the world slowly begins to recover from Covid-19 the Council and I know we need to balance affordability while making sure we schedule work that’s needed for our growing community. Over the next 10 years the Council is focused on making sure we keep up with growth, Covid-19 economic recovery, climate change/sustainability, and the impact of the Three Waters Review being imposed on us by the government. In this LTP we’re specifically asking for feedback on: • New community facilities for Pegasus and north Woodend (Ravenswood) • Upgrades to the Rangiora Library and wider civic area • Parking in Rangiora – including a car park building. If there’s something you think the Council should or shouldn’t be providing, deferring, or bringing forward – now is the time to tell us. If the draft LTP is supported the proposed rates increase is 3.95 percent in the first year before moving to 4.2 percent for the following years. You can give us feedback in person, by posting in a submission form or by filling in the online questionnaire. Disappointed with Environment Canterbury’s Proposed Rate Increase
Environment Canterbury is proposing a 24.5 or 18 percent rate increase in their upcoming Long Term Plan. Councillors and I are concerned how ECan proposes to fund their programme of work, which is the main reason the rate increase is so significant. Like most businesses and organisations, Waimakariri District Council debt-fund their projects. It’s exactly like a normal loan; you borrow up-front and repay over time. This ensures intergenerational equity - after all, the next generation is a beneficiary. ECan’s proposal is to entirely ratepayer fund their programme of work up-front. The 24.5 percent increase would completely fund their entire work programme. The alternative is simple: to borrow for the work and smooth any increases into acceptable amounts that aren’t so unsympathetic to communities already finding times tough. The Council does not support the methodology of how ECan is proposing to fund their Long Term Plan and we will be strongly expressing our concerns. At the moment borrowing is the right move. Interest rates are remarkably low, and the necessary work can be undertaken without significantly burdening households already struggling during Covid-19. ECan’s draft Long Term Plan is available online for submissions. Make sure you visit haveyoursay.ecan.govt.nz and let them know your thoughts on this rates increase. I hope ECan will listen to their submitters.

Dragon Boating seems like a rather obscure sport for a small town area school to excel at, but as it turns out Oxford is the team to beat. After just 5 weeks of training, the two Oxford teams have finally competed in their first regatta, and they came home bearing more than one trophy. On Sunday the 7th of March, Oxford entered the Secondary Schools Dragon Boating Championships, and were pitted against schools from all over Canterbury. The ‘Mighty Oxford Dragons’ and the ‘Oxford Dragons II’ both qualified for the finals, competing against each other in the 250m speed race, and the 420m turns race. The two teams train together, rowing down Kaiapoi River on Wednesdays and Fridays after school. And it’s not just paddling techniques that are practised. A new vocabulary is being tried and tested as well. With the America's Cup final being excitedly talked about, I have been introduced to a world of sailing jargon, and now I have a few more terms to add to the glossary. The 12 man boats are led by a caller, who sets the rhythm for the race. And the two paddlers at the front of the boat are known as the strokes. They help to set the time of the other paddlers. Timing is key in this sailing world, and achieving the fastest time of the regatta is no small feat. Hundreds of metres can be covered in a matter of minutes, and the Mighty Oxford Dragons managed the fastest time of the day, coming home with 2 first place trophies. Stroke for the Oxford Dragons II, Ashleigh Lawler says that “competing against the other Oxford team was an exciting challenge”, and they certainly gave the Mighty Dragons a run for their money. Following in third in the 250m final, they were nudged from second place by Christchurch Adventist School. But the Oxford Dragons II took back the silver in the 420m turns race, knocking CAS back into third, and leaving the two Oxford teams standing next to each other on the podium. The regatta was the first of the season, and the new teams have never raced together before. But Ashleigh says “I really feel that there was a strong sense of team spirit”, and there’s no doubt that both teams worked together, focusing on achieving their best. After their combined success at the regatta, the next challenge for Oxford is the South Island Championships. We wish them all the best for the upcoming competition, and I have no doubt that they will all be fantastic on the day!

Helping your child with reading at home Throughout society, even though we have entered a technological age, the necessity of reading is just as important as it’s ever been. Not all children will find reading easy, especially in the early years, but there are a few things parents can do at home to help this along.
What is Reading Fluency? Fluency is the ability to read text in a connected and fluid way, without lots of stops and starts, and with an easy reading pace. It happens best when a child can read without undue struggle, and without feeling stressed and disconnected from the words. It also includes being able to read to the punctuation of the story, for example, stopping a sentence at a full stop, and not reading through the full stop linking all words together. Building Reading Fluency is a skill that comes with practice as younger children begin to find reading easier. It makes reading more enjoyable, and the easier a child can read the text the more they will understand. If the story is too difficult they may read in a choppy and disconnected way, missing many of the cues of punctuation and often losing the meaning of the story. This can be a very off-putting experience for children, especially when we want to encourage them to read for enjoyment.
What you can do There are a few simple techniques you can use to help your child build fluency. Ideally, it is best to have a story the child can read fairly independently, once they have already experienced the story. One of the most important techniques is to re-read the same story at least three times. The first read will enable you to help your child read and understand any unfamiliar words. Explain the unknown word to them, and allow them to repeat the sentence that the word is in, so they experience the word for themselves. The second read will help your child to feel more in control of the story and trial any new vocabulary out for themselves, with a developing sense of independence. Do this within 24 hours to help with activating the memory. The third read will enable success! They will be reading more fluently and find it more enjoyable. A child who can feel success with their reading will be encouraged to do more of it.
Other pointers Use a story that your child can read without undue struggle. It may be a story they have read at school – so the story has already been introduced to them. This is perfect because some of the unknown words will already be familiar. If a child comes up to a word that is unfamiliar and they can’t decode it easily (stop-start reading), give them the word so the story can continue. If there are too many stop-start moments, the text may be a little too difficult. In this case you can share-read, where you read one paragraph or page and they read one. Or shadow reading, which means reading along with them so they can still gain the most from the story, and join in when able to. Allow the child to use a strip of card under each line of the text so they keep track of where they (and you) are up to, or they can use their own finger and read along that way. Above all, make reading fun!

I find myself looking back at the year that was and how far we have come. This time last year we were all in our little bubbles just surviving in this crazy place we call home. We have come so far and we have all done so well, but life is still throwing up those little challenges. We are seeing an increase in people asking for help. No matter what the mountain is, never be afraid to ask for help. Whether it be a friend, family member or a stranger, ask. There are numerous avenues. One of the easiest is to txt: 1737 and someone will give you a call to have a chat about life.
The year is flying by and autumn is here already.
Another quiet month for the Brigade with only three calls. One call was to a paddock on fire caused by mowing the grass for hay, one to a LPG cylinder on fire caused by a perished hose between the cylinder and barbecue and one to a controlled stubble burn. The total number of calls for the year is six. During the month the Brigade welcomed two new recruit firefighters. Curt Ward, and Alex Mason.
I will say it again. Our community has been a target for stolen motor vehicles. So, if you own a Toyota Landcruiser, Hilux, Nissan Safari or Ford Courier, please keep them locked away, park them off the street, and out of view when they are not being used. Which brings me to my next topic, reporting incidents The general rules are, if it’s happening now and there is risk to person or property “111”. If it has already happened, but you still want Police to know about it “105”. This is very important, because it starts a paper trail. If you txt or leave a voice mail for either of us, we may be busy and not return your call, but if it’s reported through either 111 or 105 there will be an incident logged. You can report through 105 either on the phone or via the internet.

The Oxford crew have attended over 80 jobs to date, ranging from motor vehicle accidents, falls and trauma. With the changing weather, remember to make your vehicle safe before your travels. Clear your wind screens. Get those new tyres on before you leave home. Keep distractions to a minimum, and please drive to the conditions.
On Sunday the 2nd of May there is an open day at the Oxford Fire Station. We have four firefighters going to Auckland to do the Sky Tower Challenge. Craig Johns, Aaron Fredericksen, Nalin Hewawasam and Pete McPherson. They are raising vital funds for leukaemia and blood cancer New Zealand. They will be there promoting this. With $855 already raised, their goal is $1500. There will be a barbecue, bouncy castle, evacuation challenge (maze ) and free handouts for the kids. Come along and support them with this worthy cause.
We really do need some more recruits to join our great team. If you would like to learn more, please ring the station on 033123516 leave your name and number, and our recruiting officer will be in touch. Come along and see us at the Oxford Show on the 3rd of April. The Oxford Station is not manned.

Again this month message is; Never under estimate the speed of fire. It can take your home and everything in it, in less than three minutes. Get everybody out and stay out. Have no doubts of two ways out, and make sure you have an escape plan.

Remember it is your responsibility to know where you are hunting. Unlawful hunting is a real problem, and safety is everyone’s responsibility. A firearms licence is a privilege. Have fun out there.
