First Tee of South Los Angeles Youth Gets Golf Tips During the 2014 Ladies Collegiate Golf Tournament at the Palos Verdes Golf Club By Gloria Zuurveen Editor-in-Chief PALOS VERDES ESTATE— From the hood to the hills of Palos Verdes Estate, youth participants in The First Tee of South Los Angeles trekked by chartered bus to the 2014 Ladies Collegiate Golf Tournament on Sunday afternoon which was hosted by the Palos Verdes Golf Club in the City of Palos Verdes Estates. Northrop Grumman Corporation sponsored the event and it was called Northrop Grumman Regional Challenge because there were college teams from all regions of the US competing. This year the field included USC, UCLA, Duke, Washington, North Carolina, Oklahoma, Florida, Michigan State, Ohio State, Baylor, Oklahoma State, Wake Forest, Pepperdine, Arizona, Arizona State, and Texas.
Waters: Once Again, Democrats Must Rescue Economy WASHINGTON, D.C. – As the House of Representatives stood poised to approve legislation to increase the government’s borrowing authority, Congresswoman Maxine Waters (D-CA), Ranking Member of the House Financial Services Committee, urged passage of the measure. Waters underscored the importance of the “clean” debt ceiling increase as critical to avoiding economic catastrophe. She also pointed out that once again, the Democratic party had to supply the votes necessary to protect the nation’s well-being. In remarks given on the House floor, Waters criticized Republicans for the lasting economic impacts of holding the full faith and credit of the U.S. government hostage in 2013, and cited their irresponsibility in opposing this measure again. The First Tee of Los Angeles had the grand opportunity to get some tips and pointers from some of the best. From the driving range to the putting course, youth were given undivided attention from the collegians and many questions were and asked and answered. Wells Fargo Edges Back Into Subprime as U.S. Mortgage Market Thaws By Peter Rudegeair and Michelle Conlin (Reuters) - Wells Fargo & Co, the largest U.S. mortgage lender, is tiptoeing back into subprime home loans again. The bank is looking for opportunities to stem its revenue decline as overall mortgage lending volume plunges. It believes it has worked through enough of its crisis-era mortgage problems, particularly with U.S. home loan agencies, to be comfortable extending credit to some borrowers with higher credit risks. The small steps from Wells Fargo could amount to a big change for the mortgage market. After the subprime mortgage bust brought the banking system to the brink of collapse in the financial crisis, banks have shied away from making home loans to anyone but the safest of consumers. Any loosening of credit standards could boost housing demand from borrowers who have been forced to sit out the recovery in home prices in the past couple of years, but could also stoke fears that U.S. lenders will make the same mistakes that had triggered the crisis. So far few other big banks seem poised to follow Wells Fargo's lead, but some smaller companies outside the banking system, such as Citadel Servicing Corp, are already ramping up their subprime lending. This is a time to share what God gave in while we were yet sinners He so loved us that He looked beyond our faults and saw our needs. Today demonstrate that can of love for one to another. Look beyond others faults and fulfilled their needs. This is a day about love. Spread some around town. It can be very good for anyone you come in contact with. So let this be a day of remembrance. It is day to also reflect on our love for our family and those who set the standard and the stage for us to be here because of their love for us. Our ancestor are to be remembered for all they left with us. History is very important. We as a black people have some very rich history and we must pass it on or else it will be forgotten. Has the thought ever occurred to you that despite having the highest unemployment rate in this country, our job creation rate is perched at the other end of that spectrum? That’s right, Blacks are some of the best job creators in this nation. We have created jobs in the clothing industry, the entertainment industry, the communications industry, the food industry, the liquor industry, the music industry and, oh yes, the prison industry. There are many other areas I could name but I am sure you get what I’m driving at by now.

Fourth grade students including Israel Matthews, Dr. Gloria Zuurveen, publisher, PACE NEWS grandson was in charge of Mass under the leadership of their teacher Ms. Flowers in celebration of Catholic School week. It was a time to recognized the importance of a Catholic education and the benefits students gain from such an education. Each student had a role to play in mass. Some were assigned to speak and everyone joined in singing and praising God for all His goodness and mercy and grace. It was a pleasure to see the children leading in God’s house as well as the house where they are being education with many values that will remain with them for the rest of their lives. Ms. Flowers also encourage the students to be of great integrity and honest.

Consumer confidence fell faster than at any time since the financial crisis in 2008. Potential homebuyers didn’t buy homes. But despite these warnings, House Republicans still want to push us to default. And the consequences would be disastrous. The value of our 401(k)s and IRAs would plummet – significantly hurting those saving for retirement. For consumers, a default would make credit cards, mortgages, and student and auto loans
all more expensive. Default would lead to a U.S. credit rating downgrade, making it harder for businesses to hire new employees, and our cities and states to finance schools, hospitals, roads and bridges. Mr. Speaker, the American people cannot afford another round of Republican recklessness. Everyone from Wall Street CEOs to conservative economists agree—we need to honor our debts. I and my Democratic colleagues will once again do what is necessary. I urge Republicans to put Americans before ideology, and support this legislation to raise the debt ceiling. I yield back.

Although, being able to say that I am eleven years sober from the addiction of sugary filled products, I cannot help but to somewhat express personal grief over the dangers of eating processed sugar. It is increasingly more thankful to be able to put behind how my internal organs endured great pain from that continuous over-acid condition in my body. Fortunately, I am now fully appreciative and value how vital minerals are no longer striped from my body that came with mindless sugary-filled foodstuff consumption. Processed sugar robs the body of vital calcium from bones and teeth, thereby weakening these essential rigid organs. Eating too much processed sugar eventually affects every organ in the body. At the start, processed sugar is stored in the liver, but since the liver is limited in size, ingesting too much sugar will quickly expand the size of the liver. If the liver organ gets filled to its maximum capacity, the excess glycogen is returned to the blood in the form of fatty acids. It is these fatty acids that are distributed to every part of the body and stored in the most inactive areas including the belly, the buttocks, the breasts and the thighs. Even though processed sugar is recognized by the body as empty calories, a more dangerous outcome from eating it is the unwanted weight gain, becoming a much larger problem as having negative nutritional value. The worse negative condition comes with how excessive consumption of processed sugar consumption is linked to insulin resistance, heart disease, diabetes, obesity, and cancer. And lenders say they are much stricter about the loans than before the crisis, when lending standards were so lax that many borrowers did not have to provide any proof of income. Borrowers must often make high down payments and provide detailed information about income, work histories and bill payments. Wells Fargo in recent weeks started targeting customers that can meet strict criteria, including demonstrating their ability to repay the loan and having a documented and reasonable explanation for why their credit scores are subprime. It is looking at customers with credit scores as low as 600. Its prior limit was 640, which is often seen as the cutoff point between prime and subprime borrowers. U.S. credit scores range from 300 to 850. Lenders remain cautious in part because of financial reform rules. Under the 2010 Dodd-Frank law, mortgage borrowers must meet eight strict criteria including earning enough income and having relatively low debt. If the borrower does not meet those hurdles and later defaults on a mortgage, he or she can sue the lender and argue the loan should never have been made in the first place. Those kinds of rules have helped build a wall between prime and subprime borrowers. Lenders have been courting consumers who are legally easier to serve, and avoiding those with weaker credit scores and other problems. Subprime borrowers accounted for 0.3 percent of new home loans in October 2013, compared with an average of 29 percent for the 12 months ended February 2004, according to Mark Fleming, the chief economist of CoreLogic.
With Wells Fargo looking at loans to borrowers with weaker credit, "we believe the wall has begun to come down," wrote Paul Miller, a bank analyst at FBR Capital Markets, in a research note. Lenders have an ample incentive to try reaching further down the credit spectrum now. Rising mortgage rates since the middle of last year are expected to reduce total U.S. mortgage lending in 2014 by 36 percent to $1.12 trillion, the Mortgage Bankers Association forecasts, due to a big drop in refinancings. Some subprime lending can help banks, but it may also help the economy. In September 2012, then Federal Reserve Chairman Ben Bernanke said housing had been the missing piston in the U.S. recovery. A recent report from think tank the Urban Institute and Moody's Analytics argued that a full recovery in the housing market "will only happen if there is stronger demand from first-time homebuyers. And we will not see the demand needed among this group if access to mortgage credit remains as tight as it is today." Subprime mortgages were at the center of the financial crisis, but many lenders believe that done with proper controls, the risks can be managed and the business can generate big profits. MAKING UP WITH THE AGENCIES For Wells Fargo, one of the critical factors in the new strategy was its clearing up of disputes with Fannie Mae and Freddie Mac, said Franklin Codel, Wells Fargo's head of mortgage production in Des Moines, Iowa. The 2013 settlements for $1.3 billion resolved a few battles in a half-decade war between banks and government mortgage agencies over who was responsible for losses from the mortgage crisis. The bank still has mortgage problems to clear up with the agencies, including a lawsuit linked to the Federal Hous-
ing Administration, but Wells Fargo officials believe the worst is over. Wells Fargo avoided many of the worst loans of the subprime era: It did not offer option adjustable-rate mortgages, for instance. But when it acquired Wachovia in 2008, the bank inherited a $120 billion portfolio of "Pick-A-Pay" mortgages where borrowers could defer payments on their loans. Those loans have suffered big losses. One of the reasons for banks being so cautious in mortgage lending now is that Freddie Mac, Fannie Mae and the FHA have been pressing lenders to buy back home loans that went bad after the crisis. The agencies guaranteed the loans, and argued that the banks overstated the mortgages' quality, or made mistakes like omitting required documents. Banks feel that the agencies were using trivial mistakes as a club to pressure banks to buy back loans. But after its settlements, Wells Fargo is more confident about the underwriting flaws the agencies consider material and the quality of the documentation needed to avoid such costly battles. "As things become clearer and we are more comfortable with our own processes and controls, it gets easier" to extend more credit, Codel said. Still, Wells Fargo isn't just opening up the spigots. The bank is looking to lend to borrowers with weaker credit, but only if those mortgages can be guaranteed by the FHA, Codel said. Because the loans are backed by the government, Wells Fargo can package them into bonds and sell them to investors. The funding of the loans is a key difference between Wells Fargo and other lenders: the big bank is packaging them into bonds and selling them to investors, but many of the smaller, nonbank lenders are making mortgages known as "nonqualified loans" that they are often holding on their books. Citadel has lent money to people with credit scores as low as 490 - though they have to pay interest rates above 10 percent, far above the roughly 4.3 percent that prime borrowers pay now. A TRAILER PARK IN VEGAS As conditions ease, borrowers are taking notice. Gary Goldberg, a 63-yearold automotive detailer, was denied loans to buy a house near Rancho Cucamonga, California. Last summer he was forced to move into a trailer park in Las Vegas. Going from 2,000 square feet to 200 - along with his wife and two German shepherd dogs - was tough. He longed to buy a house. But a post-crash bankruptcy of his detailing business had torched his credit, taking his score from the 800s to the 500s. "There was no way I was going to get a mortgage," said Goldberg. "No bank would touch me." But in December, he moved into a 1,000-square-foot one-story home that he paid $205,000 for. His lender, Premiere Mortgage Lending, did not care about his bankruptcy or his subprime credit score.
That is because Goldberg had a 30 percent down payment and was willing to pay an 8.9 percent interest rate. To be sure, credit is still only trickling down to subprime borrowers. Jamie Dimon, chief executive of the secondlargest U.S. mortgage lender JPMorgan Chase & Co, said on a conference call last month that he did not envision a "dramatic expansion" of mortgage credit because of a continued lack of clarity from the government agencies on their repurchase demands. But smaller, non-bank lenders are making more loans. One such company, ACC Mortgage in Maryland, is offering a "Low Credit Score Debt Consolidation Program" as well as a "Second Chance Purchase Program." Low credit scores don't matter. Neither do bankruptcies, foreclosures or short sales. "I think that is going to be the wave of the future, basically making non-prime mortgages, carving that out into a profitable niche," said Guy Cecala, publisher of newsletter Inside Mortgage Finance. Johnson was presented with the award by Mary Barra, GM’s first female CEO. Earlier that day, Johnson sat down for brunch with members of the media at the Capella Hotel in Washington, D.C. to talk about his groundbreaking 33 year career at the nation’s top automaker. “My first assignment at 18 years old was to supervise 35

Johnson’s career also took him and his wife and their seven children overseas when he became executive director of manufacturing based in Zurich, Switzerland for three and a half years. She said she was trained at Maggie Hathaway Golf Course as a member of the First Tee of South Los Angeles and the Young Golfers of America. She said she was glad to see so many girls playing golf because when she was coming up there were not as many. Lee is a Computer Science major at Duke. DeFrees said last year the tournament committee, at the suggestion of the university organizer, Coach Therese Hession, Ohio State University, and with the strong support from their local sponsor, Northrop Grumman, decided to incorporate the idea of "giving back to the community". He said they selected
The First Tee Organization as a worthy cause both because of its connection to golf and because we thought it would be fun for the collegians to interact with the kids and we knew the kids would benefit from learning from the collegians. The First Tee stresses their Nine Core Values and these are values that are also very important for the studentathlete to be successful. STATE / NATIONAL & WORLD NEWS Obamacare Enrollment Push for the Young Enters 11th Hour By David Morgan (Reuters) - One of the latest Obamacare pitches to get young adults to sign up for health insurance starts out with a mother's kitchen note reminding her grown son to enroll. "Mom, you know I can't afford it," the young black man protests, as he sits down at a kitchen table next to a bespectacled woman with a laptop computer linked to the U.S. federal enrollment website, HealthCare.gov. "But for the first time you can," she replies reassuringly. "You go to the HealthCare.gov website, compare quality plans and you could get help paying for it." The government-sponsored television ad, which is airing on five national cable-TV channels, including ABC Family and TVLand, is part of an uphill battle to increase youth participation in President Barack Obama's signature domestic policy achievement. Youth participation in the program is a key factor in whether the program succeeds or fails in its first year. U.S. government data released this week show the demographic of adults aged 18-34 rose only slightly by the end of January to 25 percent of t o t a l e n r o l l me n t i n p r i va t e Obamacare plans. That is well below the 38 percent that administration officials have talked about achieving to give insurers a strong mix of healthier members, whose premium payments help offset the cost of older, sicker policyholders. Several top insurers have expressed unease about the mix of enrollment so far, and Republican opponents of the law see weak youth participation as the start of a downward spiral that will put the government on the hook for more spending to keep it alive. The Obamacare marketing push has already been delayed repeatedly by the botched rollout of HealthCare.gov in October, requiring the

Given those delays, experts say the Obamacare marketplaces could have trouble getting much above the 30 percent mark by the time enrollment ends on March 31. Obamacare's advocates from the White House to federal and state agencies, health insurers, hospitals and grassroots nonprofit groups are launching the final push on Saturday, with what they call National Youth Enrollment Day. "We're entering the sprint to the end," said Aaron Smith, executive director of Young Invincibles, a nonprofit group that is spearheading youth outreach. The Centers for Medicare and Medicaid Services, the federal government's lead Obamacare agency, allocated $52 million for paid media in the first three months of 2014. The campaign has already had help from singers Lady Gaga and John Legend and actress Olivia Wilde. Focus is now on sports celebri-
ties including former professional basketball star Magic Johnson, who appears in a promotion alongside this week's Olympic Games. CMS will also run ads during the hugely popular college basketball playoffs known as March Madness. Administration officials say young adults are only one audience for the effort. But the campaign is targeting 25 U.S. metropolitan areas that are home to 5 million uninsured young adults, according to a Reuters analysis of U.S. Census data. "There's a variety of tactics," said Marlon Marshall, deputy director of the White House Office of Public Engagement. "All of those things add up to one big echo chamber. And that echo chamber is going to grow." Health insurers are expected to fork out millions more to advertise their plans. Nonprofit groups Enroll America and the nonpartisan Ad Council have a $30 million TV campaign with singing pets. The campaign competes with counter-messaging from Republicans and other Obamacare critics includ-
ing Generation Opportunity. The young conservatives group sought to discourage enrollment last year with viral online videos picturing young men and women cornered in intimate medical settings by a creepy Uncle Sam puppet. The group says it is planning "a barrage of efforts," which it declined to detail. CONCERN OVER PRICE HIKE Obama's Patient Protection and Affordable Care Act barred longstanding insurance market practices that imposed sharply higher prices on people who were sick or older. That puts the onus on the program to spread insurers' risks between policyholders who need lots of medical attention and younger consumers who tend to be healthy and cheaper to insure. The concern is that the fewer young adults sign up, the higher insurance costs may have to rise for 2015. A Massachusetts health insurance marketplace, launched in 2007 under former Republican Governor Mitt Romney and widely seen as the prototype for the Obamacare exchanges, took nine months to breach the 30 percent mark, according to an analysis by Jonathan Gruber, an MIT professor and an architect of Obamacare and Massachusetts' earlier reforms. Gruber and other experts say reaching about 30 percent participation is a more reasonable goal for Obamacare in 2015 than 2014 given its challenges, including bitter partisan opposition, scant funding, and a public that is largely misinformed about the law and the botched HealthCare.gov launch. "It's going to take two or three years minimum to do what Massachusetts did," said Brian Haile, senior vice president for health policy at Jackson Hewitt Tax Service Inc., a tax preparation service that is promoting Obamacare enrollment. Analysts at the nonpartisan Kai-
ser Family Foundation maintain that even if youth enrollment remains unchanged at 25 percent, it would add only 2.4 percent to 2015 premiums because the law compensates insurers for unexpected losses. Obamacare's allies cite some distinct advantages. For one thing, their youth enrollment push is getting under way just as the Internal Revenue Service distributes hundreds of billions of dollars in tax refunds that could provide the cash for initial premium payments, experts say. The relatively low income rates for young adults are also expected to make them some of the biggest recipients of government tax credits and other subsidies to buy coverage. Census data show 27 percent of America's 18.4 million adults aged 19 to 34 have no insurance, while mean earnings range as low as $15,800, versus $46,000 for the overall population. "By far, the biggest sweet spot is younger people. They are absolutely eligible for the largest subsidies. Many of them though are individuals who haven't had insurance before," said Peter Lee, director of California's healthcare exchange. Standing outside Madison Square Garden in New York on a bitter February night, Steven Abramson had little luck attracting young people with flyers that read "NEED Health Insurance?" to fans headed to watch the New York Knicks take on the Portland Trail Blazers. The few women who did stop to take the pamphlets couldn't speak English. "The generation of older people understand the need for health insurance, but with younger people, we have to convince them to sign up, even though it is the law," said Abramson, a volunteer with the Obama group Organizing for Action. Much of the frustration boiled over and drew public attention after one Fort Worth Police Officer made hurtful racial statements about Blacks and other minorities on an independent website. “This is very embarrassing,” said Fort Worth Police Chief Jeffrey Halsted. “This has hurt our image and hurt and our relationship with the AfricanAmerican and Hispanic communities.” Halstead admitted that Fort Worth Police Department has a host of issues because it been a city where old west Cowtown traditions have been allowed to exist and are quietly accepted as normal without being challenged or talked about. The controversy has been
brewing within the department for quite sometime, but the offensive words of Fort Worth Police Officer Tim Fornash propelled the department’s problems into the media limelight and put racism and community questions about how officers treat minority citizens and race relations in the department between fellow officers on center stage. It is not the first racist incident or complaint recorded against the Fort Worth Police Department. Reports indicate that Blacks and Hispanic citizens have been beaten by police, tased with excessive force, shot and even died in custody at the hands of police. Police have never been held legally accountable for any of those cases. To make matters worse, friction between Black, White and Hispanic officers is high over several alleged incidents involving rope and Hangman’s nooses being discovered on the desks of Black officers. Noose
neckties are a symbol of bigotry and hatred and intimidation. Some Black officers are reporting being called “Nigger” and teased and bullied by White officers in the department. Fornash offended many citizens by using profanity and dishonoring President Barack Obama, referring to him as O’bum’a,our half Black God and referring to Blacks and other minorities as “abortion babies”, “barrio bimbos”, “pole smokers”, and “wetbacks”. He allegedly made those comments on a website and was not on duty at the time. “The system of institutional racism in Fort Worth has exposed our people to torture and terrorism by police officers for too long,” said Rev. Kiev Tatum, a member of the advisory board and president of the Southern Christian Leadership Conference Fort Worth. “It is out of control and we are calling for the
police chief to be fired or to go because he has allowed this racist culture to fester and grow for far too long.” Fornash is a six-year veteran who patrols African-American and Hispanic neighborhoods. He was not suspended or terminated for his views or for belittling the residents he was sworn to serve under in the Fort Worth Police Honor Code. Halstead said Fornash was protected under the First Amendment rights that guarantees freedom of speech and a Supreme Court case that limits the legal actions that could be taken against him. He also stated that Fornash had medical and psychological problems and was on medication at the time he made the statements. “People wanted him fired and I would have, but the law protects his right to make comments as a private citizen,” Halstead said. “However, I issued him the strongest discipline possible – a written reprimand and a video tape order that such behavior in the future will not be tolerated on or off duty and it should not happen again.” Sadly, Fornash still carries a badge, a taser, billy-club, mace and an arsenal of weapons and a police cruiser to drive through the same neighborhoods and protecting citizens that he resents. According to the department website, the mission of the Fort Worth Police Department is to provide quality service in partnership
with the community to create a safe community for all. The Fort Worth Police Honor Code appears not very honorable given the problems in the Fort Worth Police Department. Racism’s undercurrents in the department have spilled over into department offices and the streets. So, how safe are Blacks, Hispanics and other minorities on the streets of Fort Worth, if the department is a smoldering powder keg and ones sworn to protect and serve are the fuses and the powder that are ready to explode. “This is my issue and I own it,” Halstead said. “I am working on a plan to fix it and we will fix it.” The only ones standing to lose are the taxpaying citizens living under the fear of that city police appear to be a secret society of bounty hunters and vigilantes and that Chief Halstead has lost control of the department and police officers he leads. The African-American News&Issues is concerned about the safety of Blacks and other minority citizens in Fort Worth. A department awash in alleged racist history, behaviors and complaints needs oversight by a special state or federal panel to ensure the safety of citizens and that all police officers are treated equally and fairly. Those involved in bullying, harassment or racist behaviors should be fired for violating the public trust.
