EDITORIAL/OPINION Voting – A Means, Not an End By James Clingman, It’s so silly for Black people to fight over the Dems and Repubs, and it is counterproductive for us to be enslaved by either party. Between the late 1800’s and the early 1900’s we voted nearly 100% Republican. Now we vote nearly 100% Democrat. What has that gotten us besides being ignored and taken for granted? Do we have real political power?

Hello Readers, Praise God here we are and we have lots of good news for you this week. Yes, we have some good news and we have some great news. The good news is that some many beautiful women have been and are being honored this weekend the closing of Women’s History Month. It has been a blessing to see all the women who are about something. They are prosperous and making a difference, not only in their lives, but in the lives of others. We are so grateful for them. The great news is that we are in the season of remembering the how much God loves us that He gave us His Son who did not come down from the cross but withstood the cruelty and death for you and for me. I am so glad for His love and that is not just good news that is Great News! Let us remember to give God the praise and the glory for all He does for us every day. He makes it possible for us to move and have our being. I am so grateful and I am thankful. Praise Him!

We have been instructed and admonished to be independent and only give our votes to individuals who act in our best interests, but we have failed miserably in response to that advice by doing the exact opposite. It makes no sense to give virtually all of our support to one political party and receive patronizing crumbs in return. Voting1 To a large extent, our problem is centered on our romance with the vote itself. We hold our ability to cast a ballot in such high esteem, sadly, as though that alone will solve our problems. Not so. Voting is simply the first step, not the final step. Without power behind our precious votes, we are a paper tiger, helpless to effect positive change for ourselves in the political arena. The key word in the last sentence is “ourselves,” because we have certainly helped make things better for other groups. So, with our political predicament in mind, here are my thoughts: If we are unwilling to vote as independent critical thinkers, we should stay out of the voting booth. If we are not inclined, on a local and national level, to collectively leverage our voting power, then all we will ever have is the power to vote. If all we are going to do is vote, there is no need to vote at all. Now before some of you get your jaws tight, just think about all the energy Black folks have put into voting. Think of all the sacrifices we have made, all the mistreatment we have suffered and even this month, as we remember “Bloody Sunday,” how we are still fighting to keep our precious vote. Compare all of that to what we have gained by merely casting our votes and then going back to sleep. We have treated elections like popularity contests and euphoric exercises that only give someone a “job” for as long as they want it, whether they produce or not. We have misused and abused our precious vote by being uninformed on issues and candidates alike, and by being unwilling to do anything except vote for whatever or whomever the party tells us to. That’s sheer nonsense. If our vote is so sacrosanct, why do we mistreat it?

As much as we say we need “power,” both political and economic, our actions belie our words. Dr. Claud Anderson, in his book, Black Labor White Wealth, wrote, “…groups aspiring to gain political power can only obtain and use it if they have economic power as well…Voting rights have pacified Blacks by allowing them to make choices but never decisions.” If voting alone gave us power, we would not have heard “You lie!” during the State of the Union Address; if it gave us power, Darrell Issa would not have dissed one of our most respected and respectable congressmen, Elijah Cummings; and Paul Ryan would not have uttered his ridiculous comments about “inner city” men. Voting is part of the process that, if supported by economic power, leads to real political power. Amos Wilson wrote, “The idea that [Blacks] can exercise effective power, political or otherwise, without simultaneously exercising economic power is a fantasy…In the absence of access to and influence on relevant government centers of power, the absence of an ‘independent’ political party, and the absence of an influential, wealthy, nationalistic upper or leading class [Blacks] are unable to effectively secure [our] special interests.” For example, Wilson also said, “We have a leadership that talks about income equality. A man can have $1,000,000 worth of land and get an income of $10,000, and another get an income $10,000 working for someone else. Even though they have equal incomes, they are not equally wealthy.” Politics leads to incomes; economics leads to wealth. That’s why back in 1998 I coined the term, “Blackonomics” rather than “Blackolitics.” Brother Tarikh Bandele wrote in 2006, “Indeed, Black people should register to vote, but not to become lackeys for [any] Party… voting, by itself, should never be looked upon as the ultimate solution. Voting is but a tactic, a strategy, or a means to an end…far too many are promoting the idea that all Black people need to do is vote, and heaven is just around the corner.” Voting2 We want “voting power” but we settle for the “power to vote.” We fight for the “right to vote” but we fail to “vote right.” Voting is a means to gain political power, not an end that simply allows one to participate in the act. If we fail to follow that truism, we may as well not vote.

The Need To Grow Black Businesses By James Clingman While the 2012 Economic Census data have not yet been released, I am certain we will see another increase in the number of Black owned businesses in the past five years, since the last census was taken. As a matter of fact Black business start-ups increased at the highest rate during the previous census period. It’s great that we are going into business, but it is shortsighted for us to stop there and celebrate just the number of businesses and overlook the growth of those businesses. Understanding that most small businesses go out of business in a few years, it is vital that we concentrate on growing the businesses we have in addition to merely counting them. A closer look at 2007 census data will indicate that of the nearly two-million Black owned businesses, only 106,566 had employees; the total number of employees is 909,552, not all of whom are Black, of course, with an annual payroll of just over $23 million. Please take a moment and juxtapose those stats against the $1 trillion annual income of Black people in this country, and then analyze the information relative to our population size and the percentage of Black businesses that are sole proprietorships. One-person businesses are not inherently bad; don’t get me wrong. However, the problem with approximately 5% of Black owned businesses having employees indicates a dearth in business growth within our ranks. With that same scenario being repeated from census to census Black economic empowerment via the very engine that moves this nation and the world—business—will never be achieved. That is a prescription for falling even further behind, especially when you consider the realignment of geopolitical power and influence; Black businesses must not only be started, they must be grown to a scale that hires more people and increases their value proposition. We have heard and continue to hear the litany of excuses and reasons for why our businesses are in the shape they are in and, believe me, I know most of or all of them. I understand the history connected to our businesses and how they were excluded from the general marketplace and how they have been discriminated against by lenders and equity funds. I know we had to take nontraditional steps to establish our businesses, and we did pretty well at it, in spite of the treatment we received and the government actions that inhibited us. The main question now is, “How can we make the appropri-

ate changes necessary to attain business growth in today’s economy, which is the measurement of business success?” Several come to mind. Equity Funds specifically earmarked for Black businesses and lending programs are the two most cited answers to the problem. Equal access to capital by traditional credit organizations and consumer support are also mentioned quite frequently. There are other creative ways to provide an influx of capital to Black owned businesses, but there are also a few caveats that include the responsibility of the business owner to take care of his or her business by providing great customer service, operating an ethical business, properly managing their finances, staying informed and educated about their particular business field, providing good quality products and services, adding value to their customer base, and simply doing what they say they will do, i.e. showing up on time, and charging a fair price for their goods and services. Notice I said “fair” not “cheap.” In the vein of being informed, educated, and honest business owners, and since capital is nearly always the issue that prohibits business growth, let’s look at what Leonard Greenhalgh and James Lowery say in their book, Minority Business Success about access to capital. “…increasing access to capital without making sure the money will generate long-term revenue streams amounts to ‘throwing money at the problem,’ and we have squandered billions of dollars demonstrating how ineffective that tactic is. The emphasis needs to be on development of minority businesses, of which capitalization is just one element. Successful development involves a comprehensive integrated set of interventions. Piecemeal solutions have never worked and will never work. That is why our efforts need to be refocused.” They were absolutely correct in their assessment and recommendations, and I invite you to get a copy of their book MBS Bookto see the entirety of their presentation on business growth. Yes, we definitely need to refocus from how many businesses we have to how much they have grown. Take the lessons of successful Black owned businesses operating today; learn from them and mimic them as much as possible. That way Black people can live out the entrepreneurial legacy left by our forebears So let’s spend a little less time complaining and more time building our businesses with tried and true strategies and positive traits of great entrepreneurs—Black and any other color; because the main color in business is green.

He credited a new emphasis on publicprivate partnerships. He was joined today by White House Senior Advisor Valerie Jarrett, Supervisor Mark Ridley Thomas, City Council President Herb Wesson, City Councilman Joe Buscaino, The Walt Disney Com-

pany Chairman and CEO Robert Iger, and representatives from Citibank. "My first press conference as Mayor was to announce my commitment to double L.A.’s summer youth jobs program to serve 10,000 Angelenos. Today, I am proud to announce we will reach that goal, because we are working together, public and private, on this strategic investment in our youth and our future economy," Mayor Garcetti said.

Disproportionate Numbers of Black Kids Being Suspended from Preschool Programs (AP)—Even preschoolers are getting suspended from U.S. public schools—and they're disproportionately Black, a trend that continues up through the later grades. Data released March 21 by the Education Department's civil rights arm finds that Black children represent about 18 percent of children enrolled in preschool programs in schools, but almost half of the students were suspended more than once. Six percent of the nation's districts with preschools reported suspending at least one preschool child. Advocates have long said that get-tough suspension and arrest policies in schools have contributed to a "schoolto-prison" pipeline that snags minority students, but much of the emphasis has been on middle school and high school policies. This data shows the disparities starting in the youngest of children. Earlier this year, the Obama administration issued guidance encouraging schools to abandon what it described as overly zealous discipline policies that send students to court instead of the principal's office. But, even before the announcement, school districts have been adjusting policies that disproportionately affect minority students. Overall, the data shows that Black students of all ages are suspended and expelled at a rate that's three times higher than that of White children. Even as boys receive more than two-thirds of suspensions, Black girls are suspended at higher rates than girls of any other race or most boys. The data doesn't explain why the disparities exist or why the students were suspended. Education Secretary

Arne Duncan and Attorney General Eric Holder were scheduled to appear at J.O. Wilson Elementary School on March 21 in Washington to discuss the data. Nationally, one million children were served in public preschool programs, with about 60 percent of districts offering preschool during the 2011-2012 school year, according to the data. The data shows nearly 5,000 preschoolers suspended once. At least 2,500 were suspended more than once. Daniel Losen, director of the Center for Civil Rights Remedies for the Civil Rights Project at UCLA, said the findings are disturbing because the suspended preschoolers aren't likely presenting a danger, such as teenager bringing a gun to school. "Almost none of these kids are kids that wouldn't be better off with some support from educators," Losen said. "Just kicking them out of school is denying them access to educational opportunity at such a young age. Then, as they come in for kindergarten, they are just that much less prepared." Losen said it's appro-

priate to discipline a 4-yearold, but a more appropriate response might be moving them to a different educational setting with additional services. "Most preschool kids want to be in school," Losen said. "Kids just don't understand why they can't go to school." Judith Browne Dianis, co-director of the Advancement Project, a think tank that specializes in social issues affecting minority communities, has been advocating against the overly zealous use of suspensions against African American students. Unfortunately, she said it didn't surprise her to hear that even younger black students were being kicked out of school at a high rate. "I think most people would be shocked that those numbers would be true in preschool, because we think of 4and 5-years-olds as being innocent," she said. "But we do know that schools are using zero tolerance policies for our youngest also, that while we think our children need a head start, schools are kicking them out instead."

Last week, a report by the Brookings Institute revealed that from 2000 to 2012, the L.A. metro area’s teen employment rate fell nearly 15 percentage points, ranking L.A. 98th on a list of 100. "That is unacceptable and we are going to change that," Mayor Garcetti said.

CHURCH & COMMUNITY NEWS Black Connecticut Pastor Suffers Fatal Heart Attack after Allegedly Confessing Adultery to Congregation By Zachary Lester From the AFRO It is often said in religious circles that confession is good for the soul. But for the long-time pastor of a Bridgeport, Conn. church, confession proved deadly. Bishop Bobby Davis was the pastor of the Miracle of Faith World Outreach Church. On March 9, Davis allegedly spoke to members of his congregation about cheating on his wife, Christine Davis, the church’s first lady, according to Blackchristiannews.com. According to some reports, his wife asked him to talk to the congregation about the alleged indiscretion that he had confessed to her earlier that day.

“After the service on Sunday, the bishop’s family asked us to remain in the church and the bishop confessed to us something that happened a long time ago,” church elder Judy Stovall told Christianpost.com. “He wanted to come clean with all of us. He wanted to ask our forgiveness.” As Bishop Davis spoke, members of the church are reported to have been very vocal, some even raising their voices. Church members have reported to media outlets that they were shouting affirmations as a sign of support, not criticizing the pastor as he spoke. After his confession, Davis collapsed. He had apparently suffered a massive heart attack. He was taken to Bridge-

Few Americans Have Qualms About Cremation By Bob Smietana NASHVILLE, Tenn.— A growing number of Americans are taking “ashes to ashes, dust to dust” literally when they die. About four in 10 (41 percent) Americans say they plan to be cremated, according to a survey of 1,036 Americans from Nashvillebased LifeWay Research. Six in 10 (58 percent) say being cremated won’t keep you from being resurrected to live in heaven. And few (14 percent) say that cremation is wrong. The LifeWay online survey reflects the growing acceptance of cremation, which has become common in the United States. About four in nine (43.5 percent) Americans who died in 2012 were cremated, according to the Cremation Association of North America (CANA). That’s nearly double the rate from 1996 (21.8 percent.) LifeWay researchers

“Few people stay in the same place all their lives, so they don’t have strong connection to a place they want to be buried,” he said. “Cremation is also often less expensive than burial. And many of the social taboos about cremation are fading.” The survey found that few Americans think cremation has any consequences for the afterlife. Fifty-eight percent disagree with the statement, “If someone’s body is cremated, there is no way for them to be resurrected to live in heaven.” Only eight percent agree. One in five (20 percent) don’t know. Fourteen percent say there is no resurrection to live in heaven. Evangelical Christians have been wary of cremation in the past. And the practice does remain less common in the Bible belt. In Alabama, Kentucky, Mississippi, and Tennessee, the cremation rate is among the lowest in the country, at

The Christian website also quoted an anonymous source who knew the bishop who said it was actually the church’s first lady who told the members about the alleged affair.

Davis later entered the sanctuary and was surprised that the news had been revealed. The source said it was Bishop Davis’ family, not the congregants, who reacted angrily. Church officials could not be reached by the AFRO. The church’s website contained no reference to the bishop’s death. The site said Bishop Davis was saved at 22, has a doctorate in ministry and a master’s in theological studies and is

certified through the American Society of Christian Therapists. He was a regular guest on Trinity Broadcasting and also was featured at Promise Keepers, Christian seminars for men. He was ordained a bishop of the Eastern Connecticut Diocese, Higher Ground Always Abounding Ministries in June 2010 at The Potter’s House in Dallas, the church pastored by the world-renowned Bishop T.J. Jakes. His wife, known as Chris, is an ordained elder who has assisted him for 45 years. “She is a woman of prayer and the Word who believes that her first obligation of ministry is not to the local church or to the world, but to her husband and family,” the church website said. The Davises had six children and eight grandchildren as of February 2013. According to Facebook posts, a viewing was scheduled for March 20 and the funeral services was held the next day at Mount Airy Baptist Church in Bridgeport. On Facebook, one mourner called the bishop “a forerunner” who laid a “spiritual foundation” that still guides her many years later. “You weren’t perfect, none of us are,” posted Sylvia Jones. “But you were a man of God. HEALTH & COMMUNITY NEWS CMS Issues New Rule Expanding Reimbursement for Community based Prevention Centers for Medicare and Medicaid Services (CMS) issued a new rule on July 15, 2013 that gives Medicaid agencies the option to reimburse for preventative care se r vi c e s t ha t a re i n it ia l l y “recommended by a physician or other licensed practitioner…within the scope of their practice under State law (42 CFR §440.130. 78 ).” The new provision has been in effect since January 1, 2014, and stipulates that preventative care services no longer need to necessarily be provided by a physician or licensed practitioner to be eligible for Medicaid reimbursement as long as they are recommended by one. It expands Medicaid agencies’ ability to use a broader mix of health professions, such as community health workers (CHWs), in the provision of prevention services that fall within the current definition of preventative services covered through Medicaid. Since the rule is optional, states that want to apply it must submit a State Plan Amendment to

CMS detailing which non-licensed providers, services, and Medicaidcovered patients would be eligible under this new rule in their state and which medical billing codes would apply. SB 1322 seeks to reflect the new federal regulations in California law and requires the Department of Health Care Services to develop a State Plan Amendment for implementation. According to the Bureau of Labor Statistics, as of May 2012 California employed 5, 350 CHWs and 7,080 community health educators, the highest of any state. Furthermore, the California Health Wor kf orce Allia nce (CHWA)’s report surveyed 121 urban and rural safety net providers in California and found that 65.3% “engage 1,644 CHWs in a broad range of roles, across a wide range of program areas, and in diverse settings.” If California decides to take up the new CMS rule it particularly impact safety net providers: 81.5% who identified challenges to their

Self-Knowledge Cures By Dean L. Jones, CPM The U.S. Food and Drug Administration's Office of Minority Health (OMH) states that blacks can inherit a predisposition for contracting diabetes. Furthermore, such agencies report that diabetes is a disease that disproportionally affects all racial and ethnic minorities in the United States. The OMH statistics show how racial and ethnic minorities have a higher burden of diabetes, worse diabetes control and are more likely to experience complications. Both the Centers for Disease Control and Prevention and U.S. Census Bureau show that 17.5% of American Indians/Alaska natives, 16.3% of American Indians/Native Americans, 13.2% of Hispanics, 12.9% of non-Hispanic blacks, 9.1% of Asian Americans, and 7.6% of non-Hispanic adult whites have diabetes. Once again whether its housing, unemployment, inferior education, dysfunctional families, drug abuse, and so on, minority group members are constantly seen at the lousy end of the spectrum. The OMH describes the reasons minority group members are more susceptible to diabetes is due to poverty, lack of access to health care, cultural attitudes and underprivileged lifestyle behaviors. As well, diabetes can progress faster in minority populations due to the rapid progression compounded by a poor diet and a sedentary life. In view of that, if one is to ever grab hold of his/her own self-worth and self-determination, the area of health improvement is a great starting point. I am encouraged that by accentuating self-knowledge that collectively minority group members can steer clear of these devastating dilemmas and thereby being better equipped to rebuff the OMH's handy stereotypical pattern of negative fact pronouncements. Recent national data show that 82% of black women and 77.2% of Hispanic women are overweight or obese compared to 63.2% of white women. With greater emphasis on self-knowledge this statistic can be eliminated quickly since both blacks and Latinos were known for eating freshly grown fruits and

bursed through Medicaid in only a few ways. Reimbursement was typically limited to administrative services, such as outreach, that could be reimbursed through Medicaid adminis-

trative expense funds. Additionally, if a Medicaid Managed Care plan had remaining funds from their capitated payment after meeting care requirements and the obligations of their contract, the plan could use the money to pay for nonlicensed provider services, administrative and otherwise. The new CMS rule, however, opens the door for Medicaid fee-forservice to reimburse non-licensed providers as well. If a state had a Medicaid Section 1115 waiver, they could directly reimburse non-licensed providers for technical services and advising. For example, California’s “Section 1115 Demonstration Program” that established the Family PACT (Planning, Access, Care and Treatment) Program allowed for reimbursement of promotoras, health educators, and CHWs. In general, prevention services provided by non-licensed providers are funded through a mix of grants, organizations’ operating budgets, and general funds. In a letter sent to the Federal Reserve Inspector General Mark Bialek, the lawmakers requested the Office of Inspector General (OIG) to “immediately exercise its independent oversight authority over the Bureau’s operations, to detect whether any personnel practices and policies have created an unfair or discriminatory workplace for minorities and women employed at the CFPB.” In addition, the letter requests that the OIG examine CFPB’s performance appraisal process, citing a number of specific questions. The letter also requests additional information about the role of the Bureau’s Office of Minority and Women Inclusion (OMWI) in dealing with these matters, including a review of whether the OMWI has been involved in the CFPB’s appraisal process. The letter comes in light of allegations made in a recent American Banker article. The nine lawmakers sent additional letters to the

Offices of the Inspector General at the Federal Deposit Insurance Corporation, Department of Treasury, Federal Housing Finance Agency, National Credit Union Administration, Federal Reserve and the Securities and Exchange Commission. LOCAL NEWS Wall Street Charging Los Angeles $200 Million Yearly, Report Reveals LOS ANGELES, CA- At a lively downtown rally in front of the Bank of NY Mellon in Los Angeles, the Fix LA Coalition unveiled a groundbreaking research report, entitled "No Small Fees: LA Spends More on Wall Street than Our Streets," revealing that Wall Street charges the City of Los Angeles more than $200 million in fees. Coalition members called for action to reduce the high fees and put that money back into neighborhood services. reduce these fees. They are all negotiable. She also pointed the finger directly at Bank of NY Mellon: "Based on what we know, there are some concrete steps we can take to save LA millions. For example, we can start with Mellon Bank to renegotiate a 'swap' deal that was supposed to save the city money, but is instead costing LA almost $5 million a year. To fix this toxic deal, the bank wants $24 million in more fees. In 2012, NY Mellon charged the city $26 million in termination fees for another swap they had sold us that turned out to be a terrible deal for LA." Peggy Mears, Alliance of Californians for Community Empowerment, said: "We've got a big challenge ahead of us. But we can do it. We can take back our city. We can make Wall Street pay their fair share. We can restore city services, rebuild the middle-class and put people back to work. We can make Los Angeles a city that works for everyone." Bert Galvez, owner of Pescado Mojado Seafood Grill said: "The street in front of my

business has been messed up for years. It since it isn't getting fixed water flows through it and then a huge pothole ruins the street. This pothole needs to be fixed. So does LA. It frustrates me as a business owner, but I don't think the city is to blame. When Wall Street caused the recession, many businesses took a hit. But we also lost services in our neighborhood. My customers hurt too. Isn't it time to make LA better for businesses, for neighborhoods, for all communities?" ARTS & ENTERTAINMENT NEWS ‘Scandal’Actor Columbus Short Charged with a Felony Low-Budget Moving, Hauling By Anthony McCartney LOS ANGELES (AP) — Columbus Short, a lead actor on the television series "Scandal," was arrested Wednesday on a felony charge that he seriously injured a man during an altercation at a restaurant earlier this month. Short was arrested by police in Claremont on a warrant issued in a case that alleges he committed a battery that caused serious bodily harm. The actor was involved in a dispute with a man at a West Los Angeles restaurant March 15 before Short hit the man and knocked him out, according to Los Angeles police and prosecutors. Further details about the altercation were not released. Short, 31, plays attorney Harrison Wright on ABC's hit series "Scandal." Records show he was released Wednesday after posting $50,000 bail. If convicted, Short faces up to four years in state prison. A date for his initial

STATE / NATIONAL & WORLD NEWS Waters Calls for a Focus on Promoting Growth and Reducing Income Inequality WASHINGTON, D.C. – In today’s Financial Services Committee hearing on “Why Debt Matters,” Ranking Member Maxine Waters (D-CA), underscored the importance of promoting growth and reducing income inequality through short-term increases in discretionary fiscal stimulus in order to reduce the nation’s debt and deficit. In her remarks, Waters criticized austerity measures such as the Sequester for impeding economic growth – particularly during a recession. She also pointed to the obvious political motivation behind the hearing, as in recent years the progress toward shrinking the deficit has been significant. The Congresswoman also highlighted a number of important issues on which the Committee should be focusing. These include full funding for the Securities and Exchange Commission, the Consumer Financial Protection Bureau and affordable housing programs at HUD, in addition to the reauthorization of the Terrorism Risk Insurance Act and the Export-Import Bank. Finally, Waters warned Republicans to avoid another self-inflicted wound, such as the shutdown, sequester and debt limit brinksmanship, all of which hurt economic growth, slowed job creation, and widened the gap between rich and poor. Her full remarks are below. As prepared for delivery: “Thank you, Mr. Chairman for scheduling today’s hearing to discuss the important role that fiscal policy plays in contributing to full employment and economic growth. As we continue to climb out of the worst recession since the Great

Depression, it is essential that we get our fiscal policies right, and that we hold firm in our commitment to promoting growth and reducing economic inequality. And while my colleagues on the other side of the aisle endlessly use the national debt as an excuse to slash funding for important government programs, the fact remains that putting America back to work in an economy that works for everyone is undoubtedly the most effective and efficient way to reduce our debt and deficit. With that in mind, I am pleased to see that many of the witnesses here agree that Congress can best tackle the longterm deficit and national debt by pursuing short-term increases in discretionary fiscal stimulus. I similarly urge such an approach, and would suggest the Chairman consider similar proposals in the President’s fiscal year 2015 budget request. As we have learned in recent years – both at home as well as in Europe – government austerity during a recession, such as the Sequester, impedes growth. Unfortunately, we’ve learned this lesson the hard way. In contrast to previous recessions when the government provided much-needed fiscal stimulus, the recent drastic cuts to discretionary programs have been a headwind to our full recovery. Regardless, our progress toward shrinking the deficit in recent years leads me to believe that the timing of this series of hearings seems to be more inspired by politics than enacting good policy. Especially given the fact that since President Obama took office

the budget deficit has fallen from 10 percent of GDP in 2009 to 3 percent, which is the average size of the deficit over the past 40 years. President Obama’s new budget proposal will help grow the economy even faster – reducing the deficit to 1.6 percent of GDP by the year 2024. As further cuts are made to the deficit they must be balanced with spending priorities that boost growth and fulfill our moral obligation to those in need. The social safety net has proven to be a crucial tool in lowering poverty rates by half. Pretending that cutting these programs would somehow magically lift people out of poverty is neither sensible nor fair. This Committee should also advocate for a strong and

stable financial system that protects consumers and safeguards the savings of working Americans. Doing so requires full funding for our nation’s regulators, the Securities and Exchange Commission and the Consumer Financial Protection Bureau, to ensure that the financial services industry adheres to the rules of the road. And we should provide stability to our nation’s business community by quickly reauthorizing the Terrorism Risk Insurance Act, known as TRIA, and the Export-Import Bank, both of which increase employment and investment. We should support initiatives to reduce poverty by fully funding HUD’s programs that provide public housing, work to end homelessness and pre-

serve access to affordable rental housing. And this Committee should focus on sensible housing finance reform, not the radical remake of our housing finance system called for by the PATH Act. And finally Mr. Chairman, this Congress must avoid self-inflicted wounds that have become all too commonplace – like the recent Republican shutdown of the government, threats of defaulting on our debts and the sequester, all of which hurt economic growth, slowed job creation, and widened the gap between rich and poor. We can and must do better. Thank you Mr. Chairman, and I yield back.”
