Hall Legislation to Ban State Sale & Display of Confederate Flag Approved SACRAMENTO, CA – Legislation by Assemblymember Isadore Hall, III (D- Los Angeles) to prohibit the State of California from selling or displaying the Confederate flag or items bearing its image was approved by the California State Assembly. The measure passed on a 72 to 1 vote with Assemblymember Tim Donnelly (R – Twin Peaks) casting the sole ‘no’ vote. The Confederate flag is a symbol of racism, exclusion, oppression and violence towards many Americans. Its symbolism and history is directly linked to the enslavement, torture and murder of millions of Americans through the mid-19th Century. Even today, its public display is designed to instill fear, intimidation and a direct threat of violence towards others. Earlier this year, the State of Georgia announced that it was offering drivers specialty license plates featuring the image of the Confederate flag. St. Eugene Catholic School Holds Science Fair Finals By Gloria Zuurveen Editor-in-Chief INGLEWOOD— Parents packed the multipurpose room at St. Eugene Catholic School in Inglewood on Thursday evening. They were there for the annual science fair. The room was filled with poster boards displaying the critical thinking skills and scientific minds of students from pre-k through 8th grade. The projects were judged by some of the most outstanding professionals in their field. The final judges were: Malika Jones, a Project Engineer, Los Angeles County Sanitation Districts; Ted Peters, retired from The International Monetary Fund as a Cartographer and Graphic Artist; Chris Lilley, American Honda Corporation, Business Intelligent Specialist and Computer Programmer; Marva WoodPatton, Los Angeles Unified School District, Principal-Peary Middle School; Leon Singleton, Northrop Grumman, Hardware Acquisition Manager, Advanced Mission Programs and Aerospace Engineering Sector; Joe Vinson B. ney. The many variety of projects kept the judges very busy and they said it was difficult to choose because all the projects good and creative. The science fair was coordinated by Dr. Celynda Kingsby, Stephanie Thomas and Patrick Holloway, who served as a co-coordinator and the chair. Mrs. Leona Sorrell, principal, St. Eugene walked around and talked with parents as they waited patiently for the judges to come to their final conclusion as to who the winners were. While the judges were observing and taking notes, Tracy Drain, Flight Systems Engineer from the Jet Propulsions Laboratory (JPL) in Pasadena, CA spoke to the children and the parents. She was very informative and took questions from the students. She also gave out NASA stickers and folders with a picture of Juno, the first solar-powered spacecraft to orbit the solar system’s largest planet, Juno is slated to arrive at Jupiter in 2016. Drain joined the Juno project in 2009 as a member of the Project Systems and Flight Systems Engineering teams, with a focus on Fault Protection oversight. After Drain speaking it was then time for the announcement of the winners and the judges gave out ribbons to the fourth through second place winners and the first place winner from pre-k through 8th grade received a trophy.

We, who are Christian, must take the lead according to the Word of God and teach them to our children and pray they will teach as they are directed in t he Bible to do in the book of Deuteronomy chapter 6. This is a very good book to read and to teach for leadership in the household. We have a guidebook if we will only follow it. It is the guidebook to direct and operate in our families for grace to shine and for us to understand God’s plan. There is no way except the righteous way to lead. So as mothers we need to take up the book and dust it off during this Mother’s day and use it for correction and instructions in our household. We have the way. We simply need to walk in it by reading what thus say the Lord. He said in Joshua that if we would do accordingly we will have good success. Praise God for all Mothers.

EDUCATION & COMMUNITY NEWS Waters Leads 144 Members of Congress Seeking Expansion of TIGER Washington, D.C. – Congresswoman Maxine Waters (CA-43) urged expansion of the TIGER program – a nationwide competitive grant program that creates jobs by funding investments in transportation infrastructure by states, local governments, and transit agencies like Metro in Los Angeles County – in a letter to the Chairman and Ranking Member of the Subcommittee on Transportation and Housing and Urban Development Appropria-

tions. A previous TIGER grant helped to accelerate the construction of the Crenshaw/LAX Transit Corridor, which will serve the Congresswoman’s district. The Congresswoman’s letter urges full funding of the President’s request for $1.25 billion for TIGER in fiscal year 2015, as part of an expanded TIGER program that provides $5 billion over 4 years. The text of the letter follows: "We write to request that you invest in our nation’s transportation infrastructure by fully funding the President’s request for $1.25 billion for the TIGER program in fiscal year 2015. "TIGER – formally known as Transportation Investment Generating Economic Recovery – is a nationwide competitive grant program that creates jobs by funding investments in transportation infrastructure by states, local governments, and transit agencies. The TIGER program funds innovative projects that will have a significant impact on

the nation, a region, or a metropolitan area. TIGER projects are required to deliver benefits in five critical national objectives, including safety, economic competitiveness, state of good repair, livability, and environmental sustainability. "Investment in transportation infrastructure is crucial for economic recovery. The American Society of Civil Engineers estimates that we will need to invest $3.6 trillion by 2020 in order to improve the nation’s public infrastructure. Furthermore, investment in infrastructure creates jobs for

American workers building and repairing our nation’s highways, railways, ports, and mass transit. "The President requested $1.25 billion for TIGER in fiscal year 2015, as part of an expanded TIGER program that provides $5 billion over 4 years. This expanded TIGER program will create jobs, encourage innovation, and modernize transportation infrastructure for the 21st century. "We therefore urge you to provide full funding of the President’s request for $1.25 billion for TIGER grants in fiscal year 2015."

Unpaid Court Fees Can Result in Driver License Suspension Lasting Years The Assembly Public Safety Committee unanimously approved a bill this week designed to give poor drivers a better chance of paying off their court fees. Current state law allows the imposition of fees and penalties for failing to appear in court, or failing to pay existing penalties. These fines can reach into the thousands of dollars, resulting in a spiral of debt that can take lowincome Californians years to pay. A judge cannot release the hold on a person’s driver li-

cense until all fines and penalties are paid. AB 2724, by Assembly Member Steven Bradford (DGardena), would allow a driver license hold to be removed if the driver has entered into a payment plan with the court. “Low-income Californians are in the worst position to pay huge court fees,” Bradford said. “They often need their car to get to work to pay off the fines, but they can’t get there if their license has been suspended. It’s a vicious cycle that does not serve

the public interest.” This bill would not forgive the fines. Rather, it would give an individual who has agreed to pay the fines in installments the chance to get their license back. “Court fines are necessary, but they should not be usurious,” Bradford continued. “If it takes a person several years to get their license back, they lose the incentive to pay the fines. Putting them on a payment plan and getting their license back makes more sense for everyone.”

In practical terms, Hall’s AB 2444 would prohibit the California DMV or any other state agency from selling similar items and would prohibit the Confederate flag from being raised over a government building. Hall’s AB 2444, sponsored by the California/Hawaii NAACP does not restrict a private resident from selling a Confederate flag on private property nor does it prohibit a private resident from displaying a Confederate flag. Rather, AB 2444 places a reasonable restriction on the State

of California from selling or displaying the flag or its image and is consistent with similar restrictions in other jurisdictions. “No Californian should be exposed to the type of domestic terrorism caused by the image of the Confederate flag,” said Assemblymember Hall. “AB 2444 respects Constitutional protections by restricting government speech, not individual speech and will send a strong message that California and its taxpayers will not be in the business of promoting racism, exclusion, oppression or violence towards others.” The measure now heads to the State Senate for further action.

by Union Bank in the Central Valley. The high school branches are open during the school year – the Lincoln High School branch is open Monday and Wednesday through Friday from 10 a.m. to 3 p.m.; the Crenshaw High School branch is open Monday through Friday from 11:30 a.m. to 3:30 p.m.

HEALTH & COMMUNITY NEWS Judge Orders the Voting Rights for Tens of Thousands of Californians OAKLAND, Calif. – An Alameda County Superior Court Judge today ruled that Secretary of State Debra Bowen illegally stripped tens of thousands of people of their voting rights two years ago, saying people on Post Release Community Supervision (PRCS) and mandatory supervision under California’s Criminal Justice Realignment Act are eligible to vote. “Today’s ruling is a victory for California’s democracy,” said Michael Risher, staff attorney with the ACLU of Northern California. “By following the plain language of our state’s voting laws, the court’s ruling will help ensure that in California, one of the nation’s most fundamental rights – the right to

vote – will be protected and not restricted.” In his ruling, Superior Court Judge Evelio Grillo said the fact that the California legislature passed the Realignment Act with the legislative goal of better facilitating the reintegration of people with felony convictions back into society suggests legislators would have wanted people on PRCS and mandatory supervision to retain their right to vote, writing that "the plain language of the statute suggests that the integration of adult felons into society would be facilitated by allowing" these individuals to vote. ”Our democracy belongs to everyone who lives in America, not just a select few,” said Dorsey Nunn, ex-

Sadly, poor socioeconomic conditions yield a lack of real food mainly due to having comparatively lower property value than upper scale neighborhoods. The Centers for Disease Control have shown statistically that a person's human genetic code is less important than their zip code for individual health standards. Heart disease, cancer, chronic lower respiratory disease, stroke and accidental injuries are the most dangerous killers in America, where those living in a better zip code manage to avoid these high profile killers more regularly than poorer areas. A significant number of Americans can avoid becoming a victim to these conditions simply by changing some bad habits. First and foremost by giving up cigarettes, and avoiding obesity levels greatly reduces the chances of strokes, heart disease and cancer. Low-level income citizens commonly live in areas with limited access to good medical care. Consequently, accident victims tend to suffer more from not having adequate medical facilities during a crisis. But, if a person cannot upgrade their respective zip code, maybe they can upgrade their thinking and make some positive habit changes. It seems like an easy improvement in delivering fresh foods to a community comprised of working citizens. Take for instance South Los Angeles that suffers from far fewer healthy food options than other regions of greater Los Angeles area. It is difficult to comprehend how South

The lawsuit was filed on behalf of three people who have lost or will soon lose their right to vote, along with the League of Women Voters of California and All of Us or None, a non-profit organization that advocates for the rights of formerly and currently incarcerated people and their families.

“We should be expanding voting rights, not shutting out people of color,” said Jennifer A. Waggoner, president of the League of Women Voters of California. “Our democracy is stronger when all who are eligible can express their values and shape their community by voting.” According to the lawsuit, Bowen violated state law when she issued a directive to local elections officials in December 2011 asserting that people are ineligible to vote if they are on PRCS or mandatory supervision – two new and innovative communitybased alternatives to parole created under California’s Realignment Act for people recently incarcerated for lowlevel, non-violent, non-serious crimes. The lawsuit also argued that after California voters in 1974 approved Proposition 10, state law has been clear that the only people ineligible to vote in California are those who are in state prison or on parole.

NEWS & VIEWS Waters Inspires Women Entrepreneurs and Business Owners at Second Annual Roundtable Los Angeles, CA – At the Hawthorne Memorial Center in the 43rd Congressional District, Congresswoman Maxine Waters (CA-43), welcomed approximately 250 women entrepreneurs and business owners to her "Women in Business Roundtable" on Friday, April 25. Experts from Federal, state and local agencies and the private sector were present to provide attendees with valuable information to help their entrepreneurial dreams become a reality. This was the second roundtable held by Congresswoman Waters following a successful gathering in another 43rd District city. "I truly appreciate all of the participants and chambers of commerce that came out to give women a helping hand in starting up, or expanding their businesses,” said Congresswoman Waters. "Today, women business owners play an important role in our economy and that's why supporting them is so important here in California and across our country. We must continue to seize opportunities to break new ground for women in both the public and private sector." There were representatives from eight different government agencies and organizations

which made presentations to assist small business owners. Also present were women from successful private sector businesses such as Nancy Mercolino, president and owner of Ceilings Plus. Nancy founded Ceilings Plus 21 years ago by merging two small companies with revenues of less than $1 million. She has grown Ceilings Plus into a company currently worth over $30 million. Another successful owner was Frances Jones who opened her first McDonald’s restaurant in Ojai, California in 1984. Today, she has a total of four other restaurants spread throughout the Greater Los Angeles area. Both Jones and Mercolino shared their stories for overcoming hurdles as a business owner. STATE / NATIONAL & WORLD NEWS Chioma A Nwosu Speaks Out Against Mass Abduction of Nigerian Girls By Chioma A Nwosu Slavery is not a myth. It is alive and well. Since the release of the video with a man claiming to be Boko Haram leader, Abubakar Shekau saying, "I abducted your girls. I will sell them in the market, by Allah.” “There is a market for selling humans. Allah says I should sell. Chioma Nwosu He commands me to sell. I will sell women. I sell women," he continued, according to a CNN translation from the local Hausa, the world has begun to take notice. Because of sparse media coverage, this event is now four weeks since the April 14th organized mass abduction of children. The pupils were abducted en masse from their Chibok school in the remote northern state of Borno as they prepared for exams. Forty-three girls who managed to escape. After being herded into wagons they have reported that their captors answered to the Hausa name of a militant terrorist group meaning "Western education is a sin", Boko Haram. In February, Boko Haram murdered 59 boys at a boarding school, shooting them and then burning down the school. Recently in Abuja, the nation's capital, this terrorist group bombed dozens to death. In the last year alone, Boko Haram who has gained training in weapons and communications from al-Qaeda in the Islamic Maghreb and al Qaeda in the Arabian Peninsula in recent years has killed over 1,500 adults and children in continuous waves of terrorist violence. Al-Qaeda is the same radical group accountable for attacks in the US that resulted in the tragedy that was 911 and the tyrannical group responsible for the oppression of woman with the implementation of Sharia Law in which ever territory the organization successfully seizes. Many criticized the Nigerian President for what is described as a lack of response. President Goodluck Jonathan has previously promised to defeat Boko Haram, but the insurgency has become bloodier than ever over the past few months. The terrorist group has killed more than 5,000 Nigerian men, women, and children since it emerged in 2009. In 2011, it carried out an attack with IEDs on the United Nations headquarters in Abuja. In the first few months of 2014, it has already killed 1,500 people. Boko Haram has abducted school children before, but this time the scale is unprecedented. Its mission is to overthrow the Nigerian government, U.S. authorities say. Human rights advocates contend the military is not only ineffectual, but that Nigerian security forces' response to the insurgency, including the indiscriminate killing of northern Muslim men, is worsening Boko Haram violence. The Nigerian military doesn't have a great track record

One reported reason for that is that the military does not coordinate with security forces in the countries that border Borno state—including Chad, Cameroon, and Niger—where Boko Haram members have been known to hide out. The lack of updates or leads concerning the kidnapping has many Nigerians doubting that their government can provide and maintain adequate security within the country. This is cause for concern since the country spends about $6 billion a year on its military. The Nigerian military's expenditures are not tracked and hard to determine how much of that money goes toward fighting Boko Haram and how it's used. Also, initial media reports has led us to believe that this administration is seemingly scrambling to construct an action plan after retracting a hastily construed claim of recovering and return the girls. Though Nigeria has Africa's largest economy, driven largely by oil, poverty remains widespread: Nearly 62% of the country's nearly 170 million people live in abject poverty, according to the CIA World Factbook. This dichotomy takes center stage this week as a World Economic Forum meeting convenes Wednesday in Nigeria's capital of Abuja. The country "already plays a crucial role in advancing the continent's growth; yet it is also emblematic of the challenges of converting natural wealth into solutions that address persistent social challenges," the World Economic Forum on Africa says on its website. Sen. Bukola Saraki of Kwara Central, Nigeria urges the “international community” to “lend a hand to Nigeria in the same way it did to families of the victims of missing Malaysia Airlines flight 370” in an interview with Mother Jones. Had it not been for the internetwide growth of an instrumental #BringBackOurGirls and #BringBackOurDaughters campaigns that led to a number of tweets, including one by the former U.S. Secretary of State Hillary Clinton, calling for action and subsequent rallies to garner

attention/support, this story would have remained one for social media lore. Now, within the fourth week since this horrific event and “the international press, the international media haven't taken a far greater interest in this awful event than they have”, commented former international development secretary, Andrew Mitchell. He has also said he is "astonished" media coverage of missing airliner MH370 is so much more extensive than the fate of more than 300 missing schoolgirls in Nigeria. Crowds from Los Angeles to London led by Nigerian women rallied all weekend. "We need to take ownership as if this happened in Chicago or this happened in Washington, D.C. We need to be talking about this," Nicole Lee, outgoing president of the TransAfrica Forum, told CNN's "The Lead with Jake Tapper. On Sunday, about 100 demonstrators gathered outside the Nigerian High Commission in London, chanting, "Bring them back!" and "Not for sale!" Council on American-Islamic Relations (CAIR), America's largest Muslim civil liberties and advocacy organization, said: "It is almost impossible to express the level of disgust felt by American Muslims at the un-Islamic and obscene actions of the terrorist group Boko Haram for the kidnapping and threat to 'sell' hundreds of Nigerian schoolgirls.” Ngozi Okonjo-Iweala , Nigeria’s finance minister states, “Last week, these fears appeared to have been wellfounded when unconfirmed reports suggested that the girls had been taken out of Nigeria and were being forced to "marry" members of Boko Haram. It should not need pointing out that "marriage" in this context means domestic enslavement and mass rape. Gordon Brown, United Nations special envoy on education, observed that the girls' desperate families still do not know "whether they're about to be murdered or used as sex slaves". ised assistance from the United States. Since then the US has been sharing intelligence with Nigeria to help in the search but there is no planning to send U.S. troops, according to a U.S. official with direct knowledge of the situation. The US is making clear that the Nigerian government must take the lead in finding more than 200 schoolgirls. The announcement of U.S. assistance came as suspected Boko Haram militants carried out a new kidnapping, seizing eight more girls in an overnight raid. The girls are between the ages of 12 and 15. Now, with more of the world tuning in to witness the hearts of hopeful parents break at the possible scenarios their daughters may be facing when hearing of the mass “marriages’ that have taken place in known Boko Haram hiding areas. One escaped kidnapping survivor recounts the over 200 militants during the attack and the horrendous circumstances where she and her classmates are being used as sex slaves and servants. It is clear that this faction of alQaeda has waged war on the small town of Chibok. Internationally in times of crisis, young women and children become more vulnerable to becoming the pawns of war. Yet, women and girls continue to be systematically targeted, assaulted, trafficked and enslaved on a massive scale. Globally, one in three women will experience violence in her lifetime. Human rights are indivisible and universal. UN Women, an organization uniquely positioned to promote gender equality across the entire UN system has called many United Nations Member States to “stand up and take action” in a co- authored article recently posted on trust.org by Phumzile Mlambo-Ngcuka, the Executive Director and Babatunde Osotimehin, the Executive Director of the UN Population Fund. The editorial called for a ‘global response’ to the abduction of Nigeria’s nearly 300 girls and declared that “women and girls have the right to live free from intimidation, persecution and all other forms of discrimination and to participate fully and equally in public and civic life. We cannot allow extremists to trample these rights and take us and our societies backwards.” In Nigerian’s capital of Abuja, protests continue. Yasmin Othman

Even one girl is enough to get any mother, any parent, and any father, to stand up and be counted. This is a time for people who are well-meaning people to stand up and be counted in this country, you know, for the sake of these children and the other children yet to come.” I feel a sense of bewilderment, helplessness and anger, as the child of a Nigerian school teacher. My heart goes out to the mothers and fathers that brought the needs of their community to the ears of the international media with the use of social media platforms. Now that we’ve finally taken notice of this grave catastrophe, the conversation about this quiet saga of nearly 300 African girls abducted from their school in Chibok, Nigeria must continue. Children of war become targets simply because they want to go to school. The world must come together to rescue these girls, bring their captors to justice, and, more importantly, do everything in our power to prevent this from happening again. It is essential for Nigeria’s progress that an implemented education plan is cemented to ensure that, the country with the world's highest number of out-of-school children, is given international partnership; investing in teachers and school buildings, and improvements including safety measures for the students. The families suffering the loss of their daughter, sister or friend need the same compassion and psychological resources as the families and survivors of 911; their hurt is the same. Nigeria requires the same strategic and tactical support as war-ravaged Afghanistan. This event is not just an African problem - this is an international crisis and emergency. Democracy and freedom are at risk. We must all be the center of this movement to save the lives of these African girls, all children and families enduring the horrors of war. We must send a loud and clear message that no girl can be abducted. As girls’ education campaigner and Former Nobel Peace Prize nominee Malala Yousafzai, 16, eloquently explained BBC Radio 4′s Today program: “If we forget about these girls, it means we are forgetting our own sister, our own people.”
