South Carolina Governor Signs Bill To Remove Confederate Flag By Harriet Mcleod South Carolina Governor Nikki Haley signed legislation on Thursday to permanently remove the Confederate battle flag from the state capitol grounds, following an emotional debate spurred by the massacre of nine black churchgoers last month. Haley signed the bill into law in the State House Rotunda before an audience of legislators and dignitaries shortly after 4 p.m. EDT (2000 GMT), and her office said the flag would be taken down at 10 a.m. (1400 GMT) on Friday.

Google Apologizes For Tagging Photos of Black People As “Gorillas” From BlackNews.com The Google Photos app has apparently been labeling some pictures of African Americans as “gorillas”, and Google has officially apologized for what they say was an error in their software. Google spokeswoman Katie Watson commented, “We’re appalled and genuinely sorry that this happened. We are taking immediate action to prevent this type of result from appearing. There is still clearly a lot of work to do with automatic image labeling, and we’re looking at how we can prevent these types of mistakes from happening in the future.” One commenter on Huffington Post, “This ‘software issue’ is only possible when so few people of color are hired. No one to around in corporate leadership or product design or testing levels to help shape facial

Hello Everyone, Praise God for one more day. We have been blessed to see this day and we ought to rejoice in it. Congratulation to our Supervisor Mark Ridley Thomas for the opening of the new MLK Hospital in Watts. It is beautiful. It is first class facility and we should all be very proud of it. Let me encourage you to use your tax dollar hospital and get the services they have to offer. It is open for tours so I suggest you call the hospital and make arrangement to take a tour. God is truly amazing. South Carolina removed the Confederate flag on yesterday. However, just because the flag has been removed from the pole doesn’t mean that it has been removed from the hearts. We need to continue to pray that God will take care of our enemies. We are to pray that we can come together and live as one some day but at the rate things are going on in America now it doesn't seem to be the case. So I say we need to constantly pray, pray and pray. But let us also work while we pray to do our part.

Church Burnings Should Ignite More Protests By Julianne Malveaux NNPA Columnist It’s possible that lightening may have caused one of the fires. Another may be the result of faulty electricity. Still, in the past couple of weeks, there were fires at churches in North Carolina, South Carolina, Georgia, Florida, Ohio and Tennessee. At least two have been ruled arson by local fire departments. Several are still being investigated. Is it a coincidence that churches are burning in the days since the massacre at Emanuel AME Church in Charleston, S.C.? President Obama spoke to the historical importance of Black churches when he eulogized Rev. Clementa Pinckney. The church, he said, “is and always has been the center of African American life.” He went on to describe Black churches as “hush harbors” for enslaved people, “praise houses where their free descendants could gather and shout hallelujah, rest stops for the weary along the Underground Railroad, bunkers for the foot soldiers of the Civil Rights Movement.” To set fire to a Black church, to kill people in a Black church, to bomb a church strikes at the very heart of our community. These acts of terrorism are meant to intimidate, to send a message. That these recent fires have happened in the wake of protests against the vile Confederate flag suggests that these fires may be pushback from the protests, a continuation of work of the man who murdered nine people in Emanuel AME Church. Whoever is burning churches, though, forgets that it is not 1815, but 2015. The intimidation tactics that worked during slavery won’t work now. These church burnings fire me up. They ought to fire us all up. The burnings ought to spark a resistance to racism unlike any we have seen in the past. These church fires ought to infuse us with the passion of Bree Newsome, the African American woman who climbed up a pole and snatched the Confederate flag from a pole outside the South Carolina statehouse. She didn’t wait for Gov. Nikki Haley to take the Confederate flag down; she was too fired up to wait. After all, Haley’s post-massacre announcement that the flag should not fly on statehouse grounds is symbolic until the South Carolina legislature votes to take the flag down.

Meanwhile, Alabama Gov. Robert Bentley, not needing legislative approval, ordered four Confederate flags to be taken down from the capitol grounds that served as the first headquarters of the Confederacy. A South Carolina woman, Edith S. Childs, came up with a slogan when candidate Obama visited Greenwood (population about 23,000) for an event that drew a scant 20 people. To energize the small crowd, Childs walked through the crowd attempting to fire them up. The call and response phrase, “fired up, ready to go” not only galvanized the small gathering, but became a central chant of Obama’s 2008 campaign. Used everywhere from civil rights gatherings to country clubs, “fired up” captured the energy of the first Obama campaign. Indeed, organizations used the “fired up” slogan to get people out to vote, to work on issues other than the Obama campaign, to symbolize the energy needed for change. In the wake of these church burnings, the righteous need to be fired up and ready to go in dismantling the racism that has plagued our nation since its founding. We need to collectively debunk the myth that the Confederate flag is about history and heritage – it is simply about White supremacy. We need to go to school boards, especially in the South, to demand curriculum revisions when young people are force-fed inaccurate history about the Civil War. We need to put those employers “on blast” when they can’t “find” any African Americans to hire. We ought to encourage the Office of Federal Contract Compliance Programs (OFCCP) to ensure that those who get federal contracts comply with the law— that those who get federal contracts do affirmative action hiring. The Mother Emanuel massacre demonstrates that racism is alive and well in these United States. We experience it everywhere we turn, from our national statues (fewer than 10 Black women are commemorated in public statues) to persistent housing segregation. Too many of us have accepted this racism, or feel powerless to fight it. Thus, it persists. It was gratifying to see the multiracial crowds that mobilized in solidarity with the Mother Emanuel Nine. It would be interesting to see how many of those mobilized are willing to be involved in anti-racist work. All of us need to be “fired up, ready to go” to persistently and consistently dismantle the racism that is woven into the very fabric of our national consciousness. President Obama, are you in? US. Should Not Pressure Africa to Embrace Same-Sex Unions By Lekan Oguntoyinbo NNPA Columnist Over a picture of two bearded tuxedo-clad men kissing, a Nigerian-born acquaintance of mine posted the following on Facebook: “May I, my children, grandchildren and great-grandchildren never be part of this abominable act.” A short piece that’s been particularly popular among English-speaking Africans on social media for months, reads: “(Whites), you asked us to wear (suits) under the hot sun and we did. You said we should speak your language and we obediently dumped ours. You said our ladies should wear dead people’s hair instead of the natural ones the Lord gave to them and they obeyed. You said our decent gals should wear catapults instead of conventional pants and they obeyed. Now you want our men to sleep with fellow men and our women with fellow women…We will not agree with you this time. If you like keep your (foreign) aid.” Yes, same-sex relationships get significantly less buy-in from Blacks around the world, including here in the United States. In the wake of the recent U.S. Supreme Court ruling effectively legalizing same-sex marriages, there’s been a lot of talk about the possibility of a ripple effect, possibility extending to some of the world’s most conservative regions, including Africa and the Middle East. Twenty countries, including Canada, the United Kingdom, Norway, Denmark, Argentina, Spain and South Africa already had laws on the books sanctioning gay marriages before America’s high court ruled. But none of these countries carry the global clout of the United States. Still, it’s hard to see how that clout will influence the African continent and the Muslim world, where negative attitudes toward homosexuality are the most conservative in the world. According to a 2013 Pew Research Center survey, Africa is less accepting of same-sex relationships than any other continent. In Sub-Saharan Africa, nine in 10 people believe homosexuality should not be accepted by society. In Nigeria, 98 percent frown on it. The numbers are 96 percent in Ghana, 96 percent in Uganda and 90 percent in Kenya. In South Africa, which is reputed to have the most progressive constitution in the world, 61 percent say it should not be accepted. And that figure is relatively low only because acceptance is significantly higher among Whites and Asians in the rainbow nation. Over the years, leaders of many African countries have publicly blasted gays. Zimbabwe’s President Robert Mugabe once described gays as

“worse than dogs or pigs and worse than organized addicts or even those given to bestiality.” In a 2013 address before the United Nations General Assembly, Gambian President Yahya Jammeh called homosexuality “very evil, anti-human and against Allah.” More than two-thirds of African countries have laws on the books criminalizing homosexual acts or same sex relationships. Six years ago, Uganda’s parliament proposed a bill calling for the death penalty for anyone who engaged in acts of “aggravated homosexuality.” In 2013 Nigeria’s legislature passed a bill banning same sex marriage and the formation of gay rights organizations. In 2010 a court in Malawi sentenced two men to 14 years in prison for sodomy. The men were pardoned a couple of weeks later during the visit of United Nations Secretary General Ban Ki-moon. Here in the United States, Blacks are less likely than Whites and Hispanics to support gay marriage and are typically less accepting of homosexuality. A recent poll showed that 59 percent of Whites support same-sex marriage compared to 41 percent of Blacks. Many academics have come up with an assortment of reasons to explain these racial differences in attitude, including religion and disparities in income and lower levels of educational attainment. But such explanations are simplistic. The majority of the most vociferous opponents of gay relationships in Black communities around the world are highly educated, well heeled and driven by a desire to strengthen families. Besides, such arguments fail to take into account other factors – custom, tradition and deeply held conservative views among Blacks about family and procreation – views that were once widely held in western culture and are still deeply entrenched among certain groups in this country, including evangelicals, Latter Day Saints and ultra orthodox Jews. The United States, which for years has leaned on many African countries to show more tolerance toward gays, would be wise to tread carefully as it continues to expand its influence on the continent. In the economic sphere, many African countries are finally starting to come into their own. Six of the 10 fastest growing economies in the world are in Africa. Several African countries, including Nigeria, are strategic allies of the United States in the war against terrorism. Successfully fostering relationships will require understanding and, most important, respect of the culture and traditions of people of African descent. EDUCATION & BUSINESS NEWS Two Senators Move to Ban Confederate Names, Symbols in California By McKenzie Jackson/ California Black Media The nationwide rally against Confederate symbols has hit the Golden State. Sens. Steve Glazer (D-Contra Costa) and Bob Huff (R-San Dimas) last week announced a bill that would prohibit all public schools, buildings, parks, roadways, and other state-owned property from using names associated with the Confederate States of America, a group of seven southern and slave-holding states. They seceded from the United States beginning in 1861 and remained an unrecognized alliance until 1865 when they lost to the Union Army of the Northern states at the end of the American Civil War. Huff says he co-authored the bill because California should have no interest in enshrining the names of Confederate leaders or the ideas and symbols that represent the secessionist movement. “While it’s important to never forget the mistakes made in the past,” he said, “we shouldn’t be in the business of paying tribute to those mistakes.” The Frederick Douglass Liberty Act – or Senate Bill 539 – comes to California amidst eruptions of similar movements across the country. In the wake of last month’s heinous murders of nine black parishioners at Emanuel AME Church in Charleston, SC., the message opposing Confeder-

ate symbols is clear: ban the offensive star-crossed Confederate flag from our public spaces. On June 17, 21-year-old alleged gunman Dylann Roof, who is white, shot and killed the churchgoers after sitting with them in a bible study meeting. He confessed that he committed the killings because of his hate for African Americans and his wish to start a race war. Social media pictures of Roof that surfaced after the shooting show him posing with a pistol in one hand and the Confederate battle flag, the most prominent sign of the segregated and racist Old South, in another. Around the country, a spirited debate over the flag has ensued. South Carolina’s governor, Nikki Haley, President Barack Obama, and a host of other politicians have called for the flag’s removal from the grounds of the Palmetto State’s Capitol in Columbia. But supporters of the Confederate flag and other Confederate symbols say the items are symbols of southern pride and heritage and have nothing to do with racism. A pro-Confederate flag group, the Conservative Response Team, has even begun making robocalls to South Carolinians urging them to fight to keep the flag hoisted on the grounds of the state Capitol. “Don’t think the PC haters will stop if Governor Haley gets her way, and the Confederate memorial is taken down and hid-

den away in a museum,” a transcript of the call reads. “Just like ISIS, Obama’s haters want our monuments down, graves dug up and schools roads towns and counties renamed. They’ve even taken the ‘Dukes of Hazzard.’” For others, like El Camino College history professor Daniel Walker, the case to get rid of confederate is not just about it being a racist symbol. He says there should be no Confederate symbols or associated names on public property in California since the Confederacy was an enemy nation that fought against the U.S. The research associate at the Center for Religion and Civic Culture at USC in Los Angles said the flying of the flag and naming of public property after Confederate leaders has never made any sense. He called it “asinine.” “That is like having a Nazi flag up for German people who want to acknowledge their German heritage,” Walker said. “There is no reason anything should be named after or commemorate [the Confederate States]. It was a rogue nation, the enemy. It fought against the United States and because of it lives were lost and property destroyed. Then, we add the slavery issue in there. They were fighting for this thing we now know as an antihumanitarian issue.” Walker called Roof’s crime and the subsequent debate over the Confederate flag a

“flashpoint” in history for Black Californians. He said many Blacks over the age of 50 have strong connections to Southern states and a deep-seated awareness of what Confederate symbols represent since either they or their parents moved to the West Coast from the South. “We know when we go and visit our cousins and family down in Mississippi that the Confederate flag is everywhere, but we just kind of allow it to happen. It is because there is not a considerable mass of people rising up and talking about it,” Walker said. “Now, gladly it happened. As opposed to disparaging people for how long it takes to get there, we have to be happy that we have had these flashpoints.” Currently, there are two schools in California named after top Confederate General Robert E. Lee. One is located in San Diego and the other in Long Beach. Discussions about changing the names of the schools began to happen last month. San Diego Assemblywoman Lorena Gonzalez called for the San Diego Unified School District to change the name of the school bearing Lee’s name. In a letter addressed to school system superintendent, Cindy Marten, Gonzalez said anyone associated with the Confederate army, which was linked

to racism and hate, have no place in California schools. “It is also important to note that the area in which the elementary school is located is truly representative of South San Diego – a vibrant, multiethnic community with a strong African-American presence that deserves a school named after someone we can all admire,” Gonzalez wrote. “Robert E. Lee is not that person.” An article by a reporter at a local newspaper sparked the discussion in Long Beach. The reporter’s story called for the renaming the school that bears the name of the Confederate general and slave owner. Huff and Glazer agree. The senators say its time for change because the use of Confederateassociated names on state-owned property promotes the discriminatory agenda characteristic of old Confederate states. “The shooting deaths of nine African-American men and women at a church in South Carolina is clear proof that racial violence is alive and well in this country,” said Huff. “Images of the accused killer wrapping himself in the Confederate flag show that it’s become an emblem of cruel oppression and racial hatred. It’s become offensive to segments of our society.”

CHURCH & COMMUNITY NEWS Half of All Americans Believe Discrimination Against Christians Is a Serious Problem in the US, New PRRI Study Finds By Vincent Funaro Christian Post Reporter Nearly 50 percent of Americans believe discrimination against Christians in the U.S. has become as big of a problem as discrimination against other ethnic and religious groups, according to a new survey published by the Public Religion Research Institute. Fourty-nine percent of the Americans surveyed believe that discrimination against Christians is becoming as big of a problem as discrimination against other groups, while 47 percent disagree. Out of all the white evangelical Protestants surveyed, 70 percent said Christian discrimination has become a serious issue, while just 28 percent disagreed. People unaffiliated with Christianity leaned more toward discrimination not being as big of a problem as discrimination against other groups, as 59 percent disagreed with the statement with only 34 percent agreeing.

Fifty-five percent of nonwhite Protestants said discrimination against Christians is as bad as it is with other groups, while 40 percent disagreed. The data also analyzed whether or not Americans believe the U.S. is a Christian nation. The survey found that 45 percent Americans do not believe the U.S. is a Christian nation today, even if many say it was in the past. Thirty-five percent of the public believe the U.S. was a Christian nation in the past and is still a Christian nation today; and 14 percent say the U.S. has never been a Christian nation. The data also found that most Christians do not believe that the U.S. is still a Christian nation today, with only 42 percent of white evangelical Protestants saying it is. The number drops lower with other groups analyzed, including non-white Protestants, with only 39 percent of them be-

HEALTH & COMMUNITY NEWS Dr. Henry T. Sampson, Jr. Gamma-Electric Cell Inventor Remembered The Man, The Nuclear Engineer Dr. Henry T. Sampson, Jr., a living legacy will be remembered during a memorial service planned at Rolling Hills Covenant Church (North Campus) in Rolling Hills Estates, CA on July 11, 2015. Sampson remembers a career day at Morehouse College that changed his life and, “Contrary to what you read on the Internet, I did not invent the cell phone,” but was a pioneer in the technology now used in cell phones. Sampson’s journey from Jackson, Mississippi to West Lafayette occurred thanks to the intervention of an unknown Purdue graduate. “I was attending Morehouse in Atlanta. I went to Senior Career Day even though I was a sophomore. I spoke to a Pfizer rep, a Purdue grad who bragged about Purdue. I worked in Chicago that summer and took a bus to West Lafayette to check out Purdue. It was love at first sight,” recalled Sampson. Purdue prepared Sampson, “Excellently. Everything I know about chemical engineering I learned

at Purdue.” While a Purdue student, Sampson was instrumental in establishing the Omega Psi Phi fraternity chapter at the university earning his Bachelor’s Degree. From 1956-61, Sampson worked as a research chemical engineer at the U.S. Naval Weapons Center, China Lake, Calif., in highenergy solid propellants and casebonding materials for solid-rocket motors. “The U.S. Naval Ordinance Test Station was a godsend. When I graduated from Purdue, I found many companies would not hire an African American engineer,” stated Sampson. He earned a Master’s Degree in chemical engineering from UCLA and a Master’s Degree in nuclear engineering at the University of Illinois Urbana-Champaign. He was a pioneer in academia becoming the first African American to earn a PhD in nuclear engineering in the United States. Following graduate studies, Sampson joined the Aerospace Corp. in El Segundo as Project Engineer

Dr. Henry T. Sampson from 1967-81, then Director of Planning and Operations and Directorate of Space Test Program from 1981-87. He led senior engineer staff in every phase from planning to launching and space operation of several satellites. He was a vanguard engineer examining how to power satellites. Awards and Honoraria During the American Institute of Chemical Engineers (AIChE) Centennial meeting held in Philadelphia in November 2008, Dr. Sampson was honored among the “Twenty Chemical Engineers in Other Pursuits.” Sampson is the recipient of a variety of awards including the Atomic Energy Commission Award (1964-1967), Black Image Award from Aerospace Corporation (1982), Blacks in Engineering, Applied Science and Education Award and Los Angeles Council of Black Professional Engineers (1983), and was named a fellow in the U.S. Navy (1962-1964). As for the Distinguished Engineering Alumnus award (2013), Sampson says it’s “very special because I consider Purdue the starting point of my engineering profession. It was there I took an elective course in nuclear engineering that inspired me to pursue my graduate degrees in nuclear engineering,”

Sampson once recalled. Historian Sampson is a frequently cited authority on the contributions of African Americans in cinema and performing arts in the U.S. His seven books include a two-volume set, “Blacks in Black Face: A Source Book on Early Black Musical Shows” (released in June of 2014), and several reference books examining the frequently overlooked contributions of African Americans in American stage and cinema from the end of the Civil War to the beginning of the radio and TV age. Sampson succumbed to respiratory failure and pneumonia on June 4, 2015. A memorial service will be held on July 11, 2015, 10:00 a.m. at 2221 Palos Verdes Drive North, Rolling Hills Estates, CA 90274. At his request, Sampson wished to be cremated with his ashes being scattered in the Pacific Ocean off the Palos Verdes peninsula. A burial at sea will be held on Sunday, July 12, 2015 beginning at 8 a.m. Dr. Sampson leaves to cherish his memory, his wife Dr. Laura Howzell Young-Sampson, an associate professor at California State University-San Bernardino, College of Education.

Nearly two centuries later, the issues of Black America — though not as severe as human bondage — are still urgent and continue to belie America’s promise of freedom and justice for all. This is the reason that 21st century black newspapers remain focused on “pleading our own cause” as was expressed in the first editorial by abolitionists Samuel Cornish and John B. Russwurm in Freedom’s Journal. The editorial concluded, “Too long has the public been deceived by misrepresentations, in things which concern us dearly.” In this regard, Denise Rolark Barnes, the new chair of the National Newspaper Publishers Association, says the federation of more than 200 black-owned newspapers will continue to not only thrive but grow as it begins its 75th year. With most newspapers in an economic struggle industry wide and black newspapers enthralled in a historic battle against advertising discrimination, Barnes says NNPA’s new leadership team will encourage a keen focus on issues that continually plague black communities, while initiating strategies to expand. “Housing, the large foreclosure rate, the issue of the lack of police-community relations, the unwarranted deaths of young

Denise Rolark Barnes black men at the hands of police, the big issue of black-on-black crime —We need to take responsible positions on all of these issues because this is what our community looks for, but this is also what I think our advertisers will be looking for. They want us to take a stand on these issues,” says Barnes in an interview with the Trice Edney News Wire. “I’d just say look out because we’re going to flex our muscles. And we’re looking forward to doing our jobs on a broader scale and speaking stronger. And I know the publishers are prime for it.” The flexed muscle of the Black Press recalls the powerful logo made famous by the historic Richmond Planet. The newspaper’s banner carried a drawing of “a flexed, muscular black arm with lightning bolts radiating out of its clenched fist”, as described by the National Endowment for the Humanities. Barnes, publisher of the Washington Informer Newspaper for more than 20 years, was given the leadership charge by her fellow publishers in a June 19 election

held during the NNPA Annual Convention in Detroit. As publisher, she follows in the footsteps of her father, the late Calvin Rolark, who was widely known as a business and community leader as well as publisher of the Informer, which was founded more than 50 years ago. We’re fairly young and are committed to the legacy that was left by those who started in this industry. We understand what our responsibilities are and we’re looking forward to continuing to make a difference through the stories, the photographs, and the editorials that you’ll find in black-owned newspapers,” said Barnes. She ticked off several initiatives foremost on her mind that the association must explore in coming months and years in order to expand and strengthen its membership. Among them are: *Since NNPA operates off of sponsorships and advertising, there must be new ways to help corporations understand the value of black newspapers. That will be a major effort now carried out by a national advertising sales team currently being established. *Increase, solidify and grow online presence in order to engage readers who may not readily pick up newspapers. Currently, the two NNPA websites are NNPA.org and BlackPressUSA.com. Most NNPA member newspapers also have their own individual websites. The NNPA Foundation, which includes the D.C.-based NNPA News Service and Black-

pressusa.com, run by Editor-inchief George Curry, has a separate board chair. *Create genres through which readers can exchange opinions and thoughts surrounding the issues and articles in black newspapers. *Consider broadening the NNPA membership base to fully include those newspapers that only publish online as well as helping to bring back members that may have become defunct due to economic difficulties. *Provide greater support and service to newspapers that are evolving into multi-media companies. *Supporting the staff of the national office, also based in Washington, D.C., in order to maximize the success of the policies set by the board. Barnes’ term as chair is two years, after which she could run for a second two-year term. The executive committee heads a 22member board of directors, including representatives of five regions. The board establishes policy and directives for the Washington, D.C. headquarters, which is led by NNPA President/CEO Benjamin Chavis. Chavis’ stature as a former member of the recently pardoned historic Wilmington 10 as well as his civil rights leadership as former

NAACP executive director, has raised the visibility of the organization to a new level over the past several years. Barnes, who replaces former chair Cloves Campbell of the Arizona Informant, says she will build on the new growth that he established over the past four years. “NNPA for so long didn’t have a president and didn’t have a staff; therefore, the publishers were actually involved in the day to day management of the association. Now, we have the benefit of both of those, the president, the staff and the National Office. And so, the board now can get back into the business of creating policy,” she

said. The fact that the NNPA national office and chair are now both located in the nation’s capital is an additional advantage from a standpoint of infrastructure, she said. Amidst the home of the federal government, the U. S. Congress, she says she will work the relationships garnered by her and her father over 50 years for the maximum benefits for NNPA. “We serve as the voice for the black community; we speak truth to power, we influence legislation and I think when folks see that we’re still an integral part of our community because of the positions that we take on behalf of our

community, it will show that we have the kind of value that’s worth investing in,” Barnes says. “Some may not always appreciate the positions that we may take. But, it’s not about liking what we do. It’s being respected for what we do.” She concluded, “We give you stories about communities that are working hard to support their families, to build communities, to contribute to this nation and to the world and I don’t ever see a day, to be honest with you, when the black press will not play that critical role in this country and across the world.”

Undocumented Californians Gets Professional Licenses By Gloria Zuurveen Editor-in-Chief While recently gleaning through a 2014 copy of the Orange County Register newspaper, there was an article that caught my attention. It was information about the new laws passed in 2014. One of those laws, which will take effect in 2016, allows all Californians, regardless of immigration status, to apply for a professional license, including doctors, nurses, beauticians, pharmacists, accountants, real estate agents and landscapers. The article written by staff writer Roxana Kopetman

said the new law will require the state’s licensing boards to accept federal individual taxpayer identification numbers in lieu of Social Security identifications. (The legislation expands on a 2013 California law that allows the California Supreme Court to approve law licenses to qualified individuals, regardless of immigration status.) Opponents said the professional licensing law violates federal law. Sen. Ricardo Lara, D-Bell Gardens, who sponsored the bill, counters that federal law prohibits unauthorized immigrants to be employees but that they can start businesses or

work as independent contractors. “This is about doing right by those individuals who have studied, sacrificed and mastered their professions, but are unable to practice because of their immigration status,” said Lara, calling the bill the first of its kind in the nation. “Our state is stronger when we have qualified, highly skilled workers contributing their talents and tax dollars to advancing our economy,” Lara said in a recent statement. The theme has oftentimes been that we must have an illegal workforce as American citizens will not do those jobs. But now professional licensing will be made available to those unlawfully present – a very bad development for the U.S. worker,” said Hvidston, whose group lobbies against illegal immigration. For both immigration rights advocates and opponents, their battle in 2015 continues on a state level. In D.C., a GOP-controlled Congress in the coming year is unlikely to produce the immigration reform packages debated in recent years. For California, some of the focus will now turn to health care coverage for all, a proposed Office for New Americans and “ensuring that our state really invests in implementation” of Obama’s plans, said Villela, of CHIRLA. Lara has two bills in the pipeline. One would expand opportunities for health care coverage to everyone in the state, regardless of their immigration status. (The federal Affordable Care Act specifically excludes people living in the country

illegally from insurance coverage through health care exchanges such as Covered California.) And a second bill would create a California Office for New Americans to help the state’s 2.6 million undocumented immigrants integrate into the state and coordinate efforts to provide education, fraud prevention services, assistance, legal services, English instruction and civics classes to the largest undocumented population in the country. Several states, including Nevada and Washington, have similar offices, Villela said. “Our state pushed the envelope this year,” Villela said. “And I hope it will continue to push the envelope next year.”

Hello again this is Mr. Israel Matthews and today I am going to talk about Michael going to Boston. I hope you enjoy. Michael woke up and went to brush his teeth, but his mom said, “put on your clothes because we’re going to Boston today.” So Michael packed his stuff and was ready to go. It took Michael and his mom a couple of hours to get there in the car but it was worth it because he went to see a baseball game between the Boston Red Sox and the Toronto Blue Jays. Sadly for Michael the Blue Jays won but then something even better happened. He saw the place he wanted to go to all his life. That place was Harvard University located in Cambridge, Massachusetts. Michael was thrilled and he took lots of pictures. His mom even took a picture of him sitting on the big Harvard sign in front of the university. Michael was so happy his mom took him on the road trip. After Michael’s road trip to Boston and visiting Harvard University, he said that he is going to study hard and keep up his grades in school because he is looking forward to one day walking on the Harvard campus and becoming a lawyer like Thurgood Marshall. (Reuters)—Data breaches at the U.S. government's personnel management agency by hackers, with suspicions centering on China, involves millions more people than previously estimated, U.S. officials said on Thursday. The Office of Personnel Management (OPM) said data stolen from its computer networks included Social Security numbers and other sensitive information on 21.5 million people who have undergone background checks for security clearances. That is in addition to data on about 4.2 million current and former federal workers that was stolen in what the OPM called a "separate but related" hacking incident. Because many people were affected by both hacks, a total of 22.1 million people were affected, or almost 7 percent of the U.S. population. The breach had already been considered one of the most damaging on record because of its scale and, more importantly, the sensitivity of the material taken. Those exposed included 19.7 million who applied for the clearances - current, former, and prospective federal employees and contractors - plus 1.8 million non-applicants, mostly spouses or co-habitants of applicants, the agency said. Lawmakers from both parties demanded OPM Director Katherine Archuleta's removal. House of Representatives Speaker John Boehner, a Republican, said President Barack Obama "must take a strong stand against incompetence in his administration and instill new leadership at OPM." "The technological and security failures at the Office of Personnel Management predate this director’s term, but Director Archuleta's slow and uneven response has not inspired confidence that she is the right person to manage OPM through this crisis," added Virginia Democratic Senator Mark Warner. Archuleta said neither she nor OPM chief information officer Donna Seymour would be resigning. "I am committed to the work that I am doing at OPM," Archuleta told reporters during a conference call. "I have trust in the staff that is there." The White House said Obama retains confidence in Archuleta. The United States has identified China as the leading suspect in the massive hacking of the U.S. government agency, an assertion China's Foreign Ministry dismissed as "absurd logic." Asked during a conference call with reporters on

Thursday whether China was responsible, a White House National Security Council official, Michael Daniel, said "we're not really prepared to comment at this time on the attribution behind this event." Daniel, special assistant to the president and cybersecurity coordinator at the National Security Council, said that "at this point the investigation into the attribution of this event is still ongoing and we are exploring all of the different options that we have." OPM said the stolen personal identification data included: Social Security numbers; residency and educational history; employment history; information about immediate family and other personal and business acquaintances; and health, criminal and financial history. OPM said in a statement that its investigation had found no information "at this time" to suggest any misuse or further dissemination of the information stolen from its systems. checks before 2000 might be impacted but it is less likely, the personnel agency said. "Rather than simply place blame on the hackers, we need to acknowledge our own culpability in failing to adequately protect so obvious a target," said the top Democrat on the House of Representatives intelligence committee, Adam Schiff. The critical information, which was not encrypted, involves a complete rundown of the personal lives of some 90 percent of applicants for security clearances, mainly excepting most undercover CIA agents.

That includes drug use, romantic histories and close friends abroad of those in the military, National Security Agency (NSA) and sensitive State Department posts, among many others, essentially a road map for what weaknesses might be used for blackmail by a foreign power. Though not attributing the attack in public to China, investigators have told Reuters that their prime suspect is a team tied to that nation’s Ministry of State Security. The evidence includes a specific piece of malicious software and the use of a stolen digital certificate, both of

which had been seen in only a small number of attacks that had been tied to the same group. Dmitri Alperovitch, chief technology officer at security firm CrowdStrike, said his company’s analysis of data about the breach provided by the government made it clear that one or another part of the Chinese government directed the hacking.
