USC Cecil Murray Center for Community Engagement’s Faith Leaders Institute is Setting the Pace to Empower Communities By Gloria Zuurveen Editor-in-Chief LOS ANGELES—The classroom at the USC Cecil Murray Center for Community Engagement’s Faith Leaders Institute on Monday, July 20, was filled with eager leaders from the faith-based community. The were gathered for the 2015 Faith Leaders Institute (FLI) to learn everything about building capacity to respond to their communities’ needs. The Rev. Mark Whitlock, executive director of the Cecil Murray Center for Community Engagement along with the Rev. Dr. Cecil “Chip” Murray, whom the center is named after, were inspirational in their delivery of the message about civic engagement. They showed so much passion for the work they have been called to do for the sake of saving communities. Rev. Murray gave an overview of “The 5 M’s of Leadership” which are: Mission, Membership, Money, Maintenance and Moral. Members in the class were clinging to his every word to learn all they could from the expert in civic engagement. He said, “Find out how to reach the community you are in.”

In other words, the fellowship of Christians generally and the black church specifically have an obligation beyond the walls of the sanctuary. Our endangered communities are lost unless the churches in their midst help to provision the journey toward a

new life.” “Personal salvation must be of a piece with social salvation, or the community is filled with empty hands and hearts and souls and minds, reaching up in praise as recreation, not re-creation. The prosperity gospel must relate to the prosperity of the community and not simply to individuals who prosper. In truth, the belief that “God wants you to have it” relates not just to the community of

believers but also to the community of humanity. Truly, I perceive that God is no respecter of persons, and to reach all persons, I know we must have an integration of personal salvation and social salvation, for only then is the Word made flesh,” said Rev. Murray. The profound words above are the epitome of the USC Cecil Murray Civic Center for Community Engagement. The training sessions were taught by top professionals in their field of knowledge. Rev. Michael A. Mata has designed and administered community and faith-based programs for nearly thirty years in the areas of community development, congregational management and community youth development.It was this Community Transformational Specialist with Compassion Creates Change, Inc. and director of the Masters of Urban Transformational Leadership LA program for Azusa Pacific Seminary whom the class had the opportunity to learn to read and assess the story of an urban community. Hello Everyone, Praise be to God for His many benefits. This week I am so grateful to report that I am one of many who have been chosen to attend the USC Cecil Murray Center for Community Engagement Faith Leaders Institute. It is a challenge but also inspiring to be in a position to learn so much from some many wonderful scholars. Rev. Cecil Murray and the Rev. Mark Whitlock are unique in their own right as soldiers in the army of God. They are called servants who are passing the mantle in a way that will enhance our communities for years to come. I praise God and I hope to complete all of the necessary assignment so that I may graduate in November. I solicit your prayers and I desire to be a good steward over what God has bestowed upon me. I am getting the chance to really understand the importance of civic engagement and how to effect systemic changes in our community through public policy. God is truly amazing!

By Jesse Jackson, Sr. There are high expectations, both in continental Africa and the African Diaspora, that your visits in Kenya and Ethiopia will be historic and transformative. I write on behalf of the civil rights community to urge you to use your speech at the African Union headquarters in Addis Ababa as a platform to address the endemic racism in international institutions such as the G-20 and the World Bank. Slavery, which robbed Africa of its sons and daughters, was a crime against humanity, as was colonialism, which pillaged Africa and subjugated its people. The abject racism in the 21st century against people of African heritage in global governing bodies and international institutions is a bestial remnant of the world’s original sin. Africa has heard plenty from world leaders about the lack of democratic institutions and the human rights abuse in the continent. It is about time that the world talks about the absence of democratic principles in the international economic and political governing bodies. It is past time, indeed, that the world deals with the prevalence of rampant international racism. The systemic confinement of Africans to underclass global citizens is nowhere clearer than in Africa’s gross underrepresentation in the G-20, an institution whose overarching objective is to “promote growth across the developed and developing world to benefit people in all countries.” Europe and North America account for 14 percent of the world population, but occupy nearly 50 percent of the seats at the G-20 table. Asia has six seats including Australia. Latin America, which accounts for eight percent of the world population, has three. By comparison, Africa, home to 16 percent of the world population, occupies only one seat (South Africa). The virtual exclusion of Africa from global governance architecture has lent itself to manifest discrimination against people of African origin in international organizations. Since 1979, numerous World Bank reports have acknowledged that Blacks in the World Bank are “rated inferior; ghettoized in the Africa region; and confined to low profile positions.” A 2014 World Bank report that was prepared by an independent expert was so damaging that the Bank’s first reaction was to embargo it. It was forced to release it “for internal use only” after a concerted campaign for full disclosure by the DC Civil Rights Coalition. According to Justice for Blacks, “the report was sanitized so much so that the independent author’s name was withdrawn.” On a scale of one to six (one being an outright racist), the report found the Bank “hovering between 2 and 3″. The report classified the Bank with institutions that are “tolerant of racial differences, [but] not open to those who question the status quo.” It documented that “some staff referred to their assignment as kind of apartheid” and underlined that there is a “lack of accountability to discriminated groups”. The findings of the report is consistent with a 2005 Staff Association report, which documented that the Bank’s Senior Advisor for Racial Equality (SARE) received and reviewed over 450 cases of discrimination in just five years. Yet not a single complainant has prevailed. The galling statistics do not begin to tell half the story of the endemic racial injustice. Dr. Yonas Biru’s case, which has triggered uproar both inside and outside of the World Bank, provides compelling evidence that racial discrimination in the World Bank is institutionally sanctioned. The case leaves bare the Bank’s longstanding corporate lie that attributes the paucity of blacks in its management ranks to the absence of qualified candidates. Dr. Biru, an Ethiopian citizen, was a widely praised deputy global manager of an international program. His performance was evaluated consistently as “outstanding and superior.” The problem started when he expressed interest in becoming the global manager of the program. The Bank rejected him alleging that “Europeans are not used to seeing a black man in a position of power.” The consolation that the Bank offered the Ethiopian was to be a de facto global manager without official recognition and accept the Bank’s decision to front a white consultant as the program’s global manager. The Bank had no qualms about acknowledging on the record that, according to World Bank rules, consultants are “not allowed to work fulltime or manage any World Bank project.” Evidently, the white consultant was front-

ed as global manager not to offend Europeans by designating a black man as global manager. Dr. Biru filed a complaint with the Tribunal. As Frank Watkins, my public policy director documented, the World Bank regarded Dr. Biru’s challenge “as audacious and saw it fit to cut him down to size. This involved debasing his official personnel record, wiping out his title from World Bank websites, and claiming that he had no management responsibilities.” Having freely obliterated his professional standing, the Bank submitted to the Tribunal that he cannot be global manager because he had neither “managerial responsibility” nor “relevant experience.” The Bank further claimed that “he lacks international credibility, and some of the international partners do not want to work with him.” The Tribunal had before it over a dozen written testimonies from senior officials of international organizations from every region of the world rejecting the Bank’s false claims. Moreover, the Tribunal was in possession of Dr. Biru’s official personnel record that read in relevant parts: “He has multiple roles in the Bank’s global management, managing one of the most critical programs that the World Bank has ever managed… As Deputy Global Manager he continued to make significant contribution… He is praised for his many skills… He managed and brought to fruition important methodological innovations in critical areas that have created a lasting legacy…” Inexplicably, the Tribunal ruled that the Bank’s actions were explained by business reasons and dismissed all charges against the Bank. To top off the injustice, the World Bank terminated the Ethiopian. The Tribunal found his termination “unlawful and arbitrary,” but still ruled that he should not be reinstated because “he has criticized his managers.” The aforementioned 2014 World Bank report found the case as a “blatant and virulent” example of racism. The Bank’s SARE stated for the record that the case is “beyond the pale of comparison and utterly incompatible with the Bank’s zerotolerance policy against racial discrimination.” Despite such findings, in 2015 the Bank filed a motion to dismiss Dr. Biru’s appeal to reopen the case. Externally, the US Treasury, the Congressional Black Caucus, the Civil Rights Coalition, the former chair of the US Senate Appropriations Committee, the Government Accountability Project (GAP), and leaders of over 500 faith-based organizations appealed to the Bank to resolve the case justly, but met with no success. Since 1998, numerous studies including those by the World Bank and the US government have found that victims of racial discrimination are denied the security of justice. This was reaffirmed in the aforementioned 2014 World Bank report. A comprehensive report by GAP has found some evidence of judicial racism against the Tribunal. The DC Civil Rights Coalition has compiled concrete examples, showing the Tribunal has different standards for blacks and non-blacks. The Bank’s SARE is on the record stating that “the internal justice system is immune from scrutiny, especially when it comes to racial discrimination of people of African origin.” Nonetheless, to date the World Bank has refused to address the problem, choosing instead to take cosmetic actions, such as the recent recruitment drive to hire 80 Africans. As the host country to the World Bank and as its largest shareholder, the US has moral and legal responsibility to ensure that the human dignity and rights of people of African origin are respected. Taking a firm stand against the World Bank will send a clear message to all international organizations that immunity is not impunity. I urge you to instruct the US Treasury to block US funding to the World Bank until it accords victims of discrimination access to justice. I also ask of you to encourage the Bank to meet the four-point requests that the DC Civil Rights Coalition has submitted: (i) resolve: Dr. Biru’s outstanding case through external arbitration; (ii) establish: a high-level external commission to investigate the Tribunal for systemic violation of human rights that the denial of due process constitutes; (iii) resolve: current and future racial discrimination complaints through external arbitration; and (iv) address: the underrepresentation of Blacks in mid to senior management positions. Last but not least, I appeal to you as the President of the United States and as a globally respected statesman to use your influence to ensure that Africa is accorded fair representation in the G-20.

HEALTH & COMMUNITY NEWS Bass Introduces Legislation To Ensure Foster Youth Continue Receiving Crucial Housing and Healthcare WASHINGTON--As part of her work to ensure that foster youth are successful as they move into adulthood and to combat some of the startling statistics about former foster youth, Congresswoman Karen Bass (D-CA) today joined the Congressional Caucus on Foster Youth co-chairs Reps. Tom Marino (R-PA), Jim McDermott (D-WA), Jim Langevin (D-RI), Diane Black (R-TN) and Trent Franks (R-AZ) to introduce H.R. 3160, the "Foster Youth Independence Act of 2015." This legislation will enable foster youth to continue to receive much-needed resources as they transition into adulthood and independence. Every year, 23,000 young people age out of foster care in need of various support to transition into adulthood--including housing, healthcare, education, financial literacy, and job training. Youth who age out of care face many challenges when ad-

justing to life on their own. Last year, the Department of Housing and Urban Development concluded that between 11 and 37 percent of youth who age out of foster care experience homelessness after they transition, and an additional 25 to 50 percent do not have stable housing when they leave the foster care system. One foster youth who would benefit from this legislation is Briana Smith from Los Angeles, California. A 20-year-old college junior majoring in accounting, Briana will have to face difficult choices when she ages out of the foster care system at her next birthday. “I’m scared,” said Briana. “I am going to be out on my own, and I will have to establish everything. I will lose my healthcare and my housing, and I will need to find an apartment while I establish my credit.” Having two more years would be incredibly beneficial to Briana.

With limited success, six years later Royal Crown Cola captured interested consumers with their Diet Rite. Dr Pepper followed, but it was the Coca-Cola Company that grabbed the largest market share with Tab, using cyclamates and saccharin as sweetening ingredients. Subsequently, science found saccharin to cause cancer in animals, so in 1977, the government regulated warning labels be placed on saccharin-sweetened foods and beverages. Nevertheless, in December 2000, government officials back peddled by passing legislation removing warning labels, assuming that saccharin no longer posed a danger. Naturally, artificial sweetener makers insist that chemicals like saccharin and aspartame are harmless, with zero health problems to humans who consume it. This is easy to say since all of the negative testing results come from animal use, as human testing is disallowed. Aspartame is linked to methanol toxicity and the formation of formaldehyde, a toxicity now showing science a potential cause of Alzheimer's disease. Though, there is scientific evidence studying women who consume greater amounts of dietary methanol during pregnancy (more than 142 mg per week) have a significantly increased risk of giving birth to a child with autism. Another review of this study shows how the introduction of aspartame in diet soda in 1983 closely matches the rapid rise in autism cases. In the U.S. and perhaps even globally, since aspartame's introduction, autism cases continue to rise in direct proportion of its consumption. Also related to this unprecedented era of the diet soda, artificial sweetener studies show that it has played a major part in actually worsening the obesity epidemic. Contrary to popular belief, researchers have found that artificial sweeteners such as aspartame in-

crease and stimulate a person's appetite. Using this chemical also increases the craving for carbohydrates; while at the same time stimulate fat storage and weight gain. Pepsi may perceive the end to diet sodas as it has decided to remove the artificial sweetener aspartame from several of its diet sodas starting next month. Diet Pepsi, Caffeine Free Diet Pepsi, and Wild Cherry Diet Pepsi sodas will flavor these drinks with a blend of sucralose and acesulfame potassium, replacing the aspartame -flavored drinks. While these replacement ingredients are less toxic than aspartame, for me it is still silly to make such a nothing product. Artificially sweetened foods and beverages do not help in weight loss as depicted in some ad campaigns. Chafee Foster Care Independence Program is designed to offer assistance to Briana and other aged out youth to attain “self-sufficiency” up to age 21. However, studies have concluded that youth do not mentally mature into adulthood by 21, leaving many “aged out” foster youth left to fend for themselves while navigating the world. This legislation will help curb some of the trends that have impacted young people who leave the foster care system. Today, only 4 percent of youth who age out of foster care earn a 4-year college degree by the time they are 26, compared to 36 percent of youth in the general population, and only half will have found a job. "In the best of home support situations it is difficult for a young person today to be completely independent by the time they turn 21. That challenge becomes

even greater for foster youth," said Rep. Bass. "Ensuring that young people like Briana can still have access to stable housing and healthcare is an investment that will pay off in better college graduation outcomes as well as job placements and guaranteeing that they can succeed as adults." The "Foster Youth Independence Act of 2015" will help young people by expanding the John H. Chafee Foster Independence Program to age 23 to agedout foster youth in states that have already expanded eligibility to age 21. Foster youth will benefit from the added support of programs designed to prepare them for a successful transition into independence and adulthood. States will also benefit from the flexibility to provide support in the manner that best serves foster youth as they approach the age when they will age out. The legislation will not require additional spending as it provides authorization to use existing funds for current foster youth.

Weber and Will Weissert AUSTIN, Texas (AP) — When Sandra Bland refused to put out her cigarette, the police officer opened her car door and tried dragging her out of the vehicle. She asked at least four times why she was being arrested and got no answer. When she told him she had epilepsy, he shouted, “Good!” The tense dashcam video of the 28-year-old black woman getting pulled over by a white Texas state trooper for not signaling a lane change renewed the national debate Wednesday over how police treat blacks and outraged some critics of law enforcement who saw a motorist who was squarely within her rights. Bland, who talked about police brutality on social media before her arrest, seemed to be aware of her civil liberties. And a range of experts said the officer’s orders to the 28-yearold motorist were probably lawful, even if his behavior appeared exceptionally aggressive for the circumstances. Bland’s traffic stop drew special attention because she was found dead in her jail cell three days later, and family and supporters continue to dispute that she hanged herself with a plastic garbage bag, as authorities have concluded. The FBI is supervising a state investigation into the death.

(AP Photo/Pat Sullivan) Experts including former law enforcement officials and civil rights attorneys say the video is not a clear-cut case of an officer overstepping his authority in the face of an agitated motorist. “Believe it or not, sometimes you can’t just look at the video and tell,” said Phillip Lyons, a former police officer and current dean of the College of Criminal Justice at Sam Houston State University in Huntsville, Texas. The video of the traffic stop in rural Waller County drew more than 1.2 million views on

YouTube, less than a day after the Department of Public Safety made the footage public. The state trooper pulled over Bland on July 10, when she was at Prairie View A&M University, a historically black college, to interview for a job at her alma mater. The traffic stop swiftly escalates into a shouting match after trooper Brian Encinia tells Bland she seems “irritated” and asks her to put out her cigarette. When Bland protests — “I’m in my car. Why do I have to put out my cigarette?” — Encinia or-

ders her on the street and opens the door to drag her out when she doesn’t comply. Simply ignoring instructions to stop smoking typically isn’t sufficient grounds for police to demand someone to get out of their car. But officers also have wide discretion to take control of a scene. Lyons said he saw nothing that was “clearly inappropriate or unnecessary” about the request, but the legal threshold rises when an officer determines that a driver must be physically removed from a vehicle. The justification for using force is generally supposed to be proportional to the circumstances. Bland is asked more than a dozen times to get out. As he gives those orders, Encinia becomes visibly annoyed at her refusal and eventually reaches into the car. “We don’t observe anything that would suggest there was a legitimate law enforcement reason to get out of the car. It seems to be just an issue of asserting his authority,” said Rebecca Robertson, the legal and policy director for the American Civil Liberties Union of Texas. But at the same time, Robertson said, if an officer instructs you to get out, “you have to get out of the car.” Bland ultimately steps out of her car on her own after the trooper says, “I will light you up,” an apparent threat to use the stun gun he had drawn. The speed with which Bland was threatened seems to run counter to best practices described in a 2011 Justice Department report about Tasers. The report cited a police survey in which most departments said they allow only “soft tactics,” such as pushing, against someone who refuses to comply but doesn’t physically resist.

Bland also tried recording the encounter on her phone before being told to stop, which experts say is a command police can rightfully make if it interferes with their duties. To some experts who watched the video, it would have been in the interests of both Bland and Encinia to simply remain calm. The director of the Department of Public Safety, Steve McCraw, has said Encinia violated internal policies of professionalism and courtesy, but he has not said the trooper acted outside the bounds of the law. Encinia has been placed on administrative leave for violating unspecified police procedures and DPS policy. “His whole demeanor, his vocabulary, the way that he spoke to this motorist,” said Vernon Herron, a senior policy analyst with the Center for Health and Homeland Security at The University of Maryland. “I just think it added to the fact that she became combative.” When the confrontation moves off-camera onto the sidewalk, Bland is heard screaming that the trooper is about to break her wrists as she is handcuffed. Bland was arrested for assault on a public servant. In an arrest affidavit, the trooper wrote that Bland had swung her elbows at him and kicked him in the shin.
