Beverly White Speaks at the Rotary Club Southwest Los Angeles Eloise and Vincent Hall Scholarship Luncheon By Gloria Zuurveen Editor-in-Chief LOS ANGELES—Beverly White, Newscaster KNBC, Channel 4 Los Angeles was making news on Monday, June 29, 2015. It was on this day White served a the keynote speaker for the Rotary Club of Southwest Los Angeles Eloise and Vincent Scholarship Luncheon at the Radisson Hotel USC located at 3540 Figueroa Street, Los Angeles, CA. White is mostly seen in front of the camera bringing us the latest and breaking news stories. While she always demonstrates confidence and class as she does her job in journalism, White’s message during the luncheon gave the audience a little history as to how she arrived at NBC from her first job in Waco, Texas. She talked about how intoxicating it was for her to have an opportunity to speak up especially coming from a small town girl like herself. She told students in attendance about how she got bitten by

She said it infected her at a very early age and that it is an irrefutable fact that education changes lives and that she doesn’t just mean the knowledge that one gleans from books and classrooms. She said that we all know that cultural literacy and tradi-
tional academia are currency in this global hyperactive interconnected society in which we live. White was mesmerizing as the words flowed off her lips in rhythmic tones yet in a scholarly fashion when explaining the importance of all forms of education including exposure. “So trust me when I tell you that beyond the bump and grind that everything you get from teachers and text books is the miracle of exposure. With an open mind and an eye on being a sponge,” White said. She told them that mastery is doing something that they enjoy. She said, “Once you nail that down the knowledge and is your and no one can take it a way from you.” She talked about how journalism nor college was on her mind in high school until her junior year. She said her Texas hometown had one high school when she graduated and her parent did not have a nest egg to send her or her three siblings off to college. Please see Rotary, page 8

Rep. Waters Applauds Department of Education’s ‘Gainful Employment’ Rule WASHINGTON – Congresswoman Maxine Waters, Ranking Member of the Financial Services Committee, issued the following statement in response to the Department of Education’s enactment of the ‘gainful employment’ rule: “Today’s enactment of the ‘gainful employment’ rule was a victory for students and consumers, and additionally those of us who’ve been fighting on their behalf against predatory for-profit institutions,” said Rep. Waters. “Many for-profit institutions exist not to give their students a quality education, but simply to line the pockets of CEOs and shareholders. This rule is an important and necessary first step towards additional oversight over the for-profit college industry, and cracking down on their misleading representation of employment prospects upon graduation.” The Department’s ‘gainful employment’ rule will require colleges to ensure their employed graduates do not spend more than 8% of total income on loan repayments.
Institutions that exceed this figure will be at risk of losing eligibility for federal Title IV student aid. Many for-profit colleges have failed to prepare their students for the workforce and they account for 44 percent of federal student loan defaults, yet enroll 11 percent of students nationwide. Congresswoman Waters has been a leader in the fight against predatory higher education institutions since serving in the California State Assembly, where in 1989, she authored the Maxine Waters School Reform and Protection Act, which set a threshold for minimum job placement, graduation rates, and required for-profit institutions to be more transparent in their recruitment practices. More recently, Rep. Waters is advocating for broadbased debt relief for students who were targeted with predatory loans from for-profit colleges. She was also the first Member of Congress to endorse the ‘Corinthian 100’— a group of one hundred students who refused to make payments on their predatory loans from Corinthian Colleges.
SACRAMENTO— SB 629, a measure to correct an obsolete reference to the term “lynching” in California’s penal code, has been signed into law by Governor Brown. It takes effect January 1, 2016. “The Governor’s swift approval of my bill speaks to its obvious truth. It’s been said that strong words should be reserved for strong concepts, and ‘lynching’ has such a painful history for African Americans that the law should only use it for what it is – murder by mob – and not, especially given recent events nationwide, for an attempt, even if misguided, to free someone from police custody,”
said Senator Holly J. Mitchell, who introduced the bill and represents much of South Los Angeles. “Both actions will remain illegal, but the perverse use of the term has finally been corrected.” Historically and in most legal jurisdictions lynching is the term used for the infliction of violent, often fatal punishment by self-appointed commissions, mobs, or vigilantes on persons for presumed criminal offenses, without due process of law. It’s estimated that 3,500 African Americans and 1,300 whites were lynched in the United States between 1882 and 1968. The term is laden with
the implication of intimidation of minorities seeking civil rights. California’s Penal Code §405 (a) and (b) currently defines lynching as the taking by means of a riot of any person from the lawful custody of a peace officer. Senator Mitchell’s bill leaves the substance of the law intact, but deletes from it any reference to “lynching.” Nor would penalties be eliminated or reduced for illegally interfering with or improperly preventing an officer from detaining a suspect in the course of his or her lawful duties. Mayor Garcetti Announces Over $15 Million in New Funding for Housing Homeless Veterans LOS ANGELES -Mayor Eric Garcetti today announced that the Los Angeles area will receive more than $15 million from the first round of Proposition 41 grant returns. "We will not stop fighting until every veteran in Los Angeles has access to an affordable, stable housing option." said Mayor Garcetti. "I refuse to leave Angelenos on the margins, unable to afford a place to live. These grants will help us repay veterans for their service with housing, disability benefit advocacy, and health care. This is a long fight, but it's one I am determined to win."
Five projects across Los Angeles, from Skid Row and East L.A. to Crenshaw, will receive funding. This is the first round of funding through Proposition 41 and the Veterans Housing and Homeless Prevention Program. Seventeen programs across the state received funding and the majority of those programs committed to providing intensive support services that respond to veterans' individual needs. A second round of awards will be available this fall, providing additional opportunities to apply for and receive funds for the acquisition, construction, rehabilitation, and preservation of af-
fordable multifamily housing for L.A.'s veterans and their families. Mayor Garcetti campaigned in support of Proposition 41, which passed in 2014 and will make $600 million available to expand housing options for veterans, allowing homeless veterans and their families who struggle with disabilities and unemployment to access safe, decent, affordable places to live. The Mayor also partnered with Governor Jerry Brown to help educate local developers and service providers about how to apply and compete for Prop 41 funding. Between January 1, 2014 and May 31, 2015, Los Angeles housed 3,960 homeless veterans.

Hello Everyone, Happy 4th of July to all of Pace News readers and supporter. We are blessed to be here. This is an Independence Day for so many but for African Americans, we need to take a look at the Frederick Douglass speech and reflect on whose Independence Day is this really? When Black churches are being set on fire almost daily and blaming on arson, whose Independence Day is it really? When nine Black people can get shot down in cold blood while in the house of worship by a white lunatic who is seething with hate whose Independence Day is it really? When unemployment among Blacks is at an all time high, whose Independence Day is it? We as a people have come so far too not continue trusting God no matter how it looks. We are a people of resilience and we can not get weary. We must hold on to the promises of God and walk by faith trusting in the things not seen and walking into our victory no matter what the circumstances appear to be. We are more than conquerors. Keep the faith and be safe on this 4th of July.

July 4th: Taking our Cue from Frederick Douglass By Benjamin F. Chavis, Jr. NNPA Columnist Though the keynote address was delivered 163 years ago in Rochester, N.Y. on the significance of the 4th of July celebration in the United States, the roaring eloquence and penetrating clarity of Frederick Douglass’ speech still rings true today. Slavery and its lingering aftermath in America continues to be the albatross around the neck of our democracy that chokes the quality of life for millions of African Americans and others who cry out freedom, justice, equality and prosperity. History captures both transformative events and the evolution of impactful epochs of the long journey of humankind. Yet, the history of the times and outspoken courage of leaders such as Frederick Douglass challenges all of us not just to remember the past, but to learn from it and be determined to fight for a better future for all who have been denied basic fairness and respect. As our nation prepares for its annual celebration of Independence Day, I re-read Frederick Douglass’ Fourth of July speech with a specific eye toward what we can learn from it in the wake of the recent tragedies of Charleston and North Charleston, S.C.; Cleveland; New York City; Ferguson, Mo. and Sanford, Fla. Frederick Douglass observed, “Oppression makes a wise man mad. With brave men there is always a remedy for oppression…The freedom gained is yours; and you, therefore, may properly celebrate this anniversary. The 4thof July is the first great fact in your nation’s history – the very ringbolt in the chain of your yet undeveloped destiny… Pride and patriotism, not less than gratitude, prompt you to celebrate and to hold it in perpetual remembrance. “I have said that the Declaration of Independence is the ringbolt to the chain of your nation’s destiny; so, indeed, I regard it. The principles contained in that instrument are saving principles. Stand by those principles, be true to them on all occasions, in all places, against all foes, and at whatever cost. The sunlight that brought light and healing to you, has brought stripes and death to me. This Fourth July is yours, not mine. You may rejoice, I must mourn…What, to the American slave, is your 4th of July? I answer; a day that reveals to him, more than all other days in the year, the gross injustice and cruelty to which he is the constant victim.” A little more than a week ago we were still mourning. This time, in Charleston, S.C. for the racially motivated murders of Rev. Clementa Pinckney and eight others at Emanuel A.M.E. Church. But our spirit and our determination to be free will not be broken even after centuries of cruelty and oppression. Giving up out of fear or giving in to injustice are not and will not be in our menu of options. The spirits of David Walker, Denmark Vesey, and of Frederick Douglass live on within us.
Douglass’ intellectual imperatives are quite appropriate to reject the contemporary tolerance of poverty, injustice and ignorance. We have to move beyond removing the “symbols” of racism and oppression, such as the Confederate flag, to removing the substantive structures and policies that deny equal opportunity to advance and improve the quality of life of all Americans. The issue today is not what the Confederate flag represents. The real issue should be what does the American flag represent to African Americans and others who yearn for freedom? How are American businesses and institutions of higher learning making a difference for millions of people throughout the country who aspire to prosper and to make our world a better place for all people? An appropriate response to Douglass’ admonitions would be: (1) Education – maximizing high quality equal education for all without discrimination or restriction because of race, color, gender, creed or any other form of social exclusion. (2) Criminal justice reform and overcriminalization – there are simply too many people imprisoned in America, more than 1 million disproportionately African American and Latino American. (3) Principled entrepreneurial development – with a particular emphasis on economic equality and inclusiveness in the global marketplace. In his eulogy of Rev. Pinckney, President Obama set the right tone when talk about removing the nation’s blindness to poverty and racial injustice. Let’s raise up the next generation of “amazing” young gifted and talented genius who are currently entrapped in the ghettos and barrios of America’s impoverished neighborhoods. Let’s flood our Historically Black Colleges and Universities (HBCUs) and other universities with scholarships and career opportunities to prepare a new generation of young leaders to carry America forward in STEM fields of study and research. Let’s give the million or more prisoners in American jails and prisons a chance to redeem their lives and families with advanced training and academic preparation. Combine, all of this would constitute an “Amazing Grace.” The words of Frederick Douglass reverberate today with a renewed sense of urgency and commitment to organize and mobilize a new, bi-partisan coalition to bring about real change in America. The executive, legislative and judicial branches of the U.S. government now appear poised to finally to begin to work together in the interest of empowering of all the people. But we must not be silent witnesses. We must be vocal. We must stand without fear. It is time once again, in the spirit of Douglass, to speak truth to power to empower! Benjamin F. Turning a S.C. Crucifixion into a Resurrection By Jesse L. Jackson, Sr. NNPA Columnist “It is time to move the flag from the capitol grounds.” With those words, South Carolina Gov. Nikki Haley captured the new understanding that came after the brutal murders of nine church members at Emanuel AME Church in Charleston. Over the weekend, I attended the emotionally draining funerals held for the slain. The governor attended each, receiving thanks for her commitment. The blood of martyrs often changes the way we see. That was true after Emmett Till’s mutilated 14-year-old body was displayed in an open casket in 1955. It was true in 1963, after the four little girls were blown up in the 16th Street Baptist Church in Birmingham, Ala. It was true after Dr. King was assassinated in Memphis. In South Carolina, the “amazing grace” of the relatives of the victims, directly offering the murderer forgiveness opened the way. The governor’s declaration on the flag took the first step. Now states and companies across the South are taking down the Confederate flags and putting them – so long a symbol of hate – into the museums where they belongs. Removing the flag is long overdue. But for the crucifixion to turn into a resurrection will require removing the flag agenda, not just the flag, addressing the substance, not just the symbol. South Carolina – like many states of the old Confederacy – has refused to accept federal money to expand Medicaid. This deprives at least 160,000 lower-income workers of affordable health care, and costs an estimated 200 lives a year. It deprives the state of $12 billion in federal money from 2014 to 2020. That costs the state’s hospitals and medical facilities dearly. South Carolina could use this moment to accept the money and aid its workers, disproportionately people of color. South Carolina is one of the states – aligning once more with many in the old Confederacy – to pass measures restricting the
right to vote, particularly an onerous voter ID law, challenged by the NAACP and others as racially discriminatory. The state could express the consciousness by repealing this law. South Carolina State University, the historically Black college in Orangeburg, is imperiled. It remains open, still accredited but on probation because of financial difficulties. The state has changed its leadership. Now is the time for the state to act boldly to rescue South Carolina and the other seven historically Black college in the state. As President Obama stated in his eulogy, we’ve had enough talk about race. Now is time for action. Action that will turn this act of terror into an era of new hope, this expression of the Old South into a reaffirmation of the New South, this crucifixion into a resurrection. Action now is essential for the old forces of hate and division still exist. The Southern Poverty Law Center reports that seven predominantly Black churches have caught fire over the past week, apparent targets of arsonists. Only continued action to bring us together can insure that we overcome those who would use terror and fear to drive us apart. Gov. Haley has shown the way. She didn’t wait for opinion polls. She didn’t put her finger into the wind to see which way it was blowing. She worried about her state, asking “How are we ever going to pull this back together.” And so she acted on the flag, starting a movement that is sweeping the South. Now the governor might show the way once more. Moving to pull the state together by acting on the substance of divisions as well as the symbols. The blood of the martyrs has once more forced us to look anew. Now is the time to act boldly to express this new consciousness. Jesse L. EDUCATION & BUSINESS NEWS State Trustee at Inglewood Unified School Announces Resignation INGLEWOOD—At a Special School Board meeting of the Inglewood Unified School District, Dr. Don Brann announced his resignation at the State Trustee. No specific time line was provided for the effective date of this departure. The Inglewood Unified School District was taken over by the State of California in September of 2012 and has struggled to repair the troubled District. Dr, Brann is the third State appointed Trustee. Earlier in the day State Superintendent of Public Instruction Tom Torlakson informed the Union that Dr. Brann would be making the statement at the School Board meeting. The Union leadership will be meeting with the State Superintendent later this month to provide input to fill this position. “As a major stakeholder in the outcome of the District, the Union request a major role in the selection of the next State Trustee”, stated Christopher Graeber, Field Representative for the California Professional Employees. “Our members work and live in Inglewood and

we need to be heard regarding this process.” Our members and the community felt the major impact when the last two Trustees made major cuts to the safety and cleanliness of the District. The California Professional Employees, Local Union # 2345 is a local union of the International Union of Painters and Allied Trades and affiliated with the AFL-CIO. CHURCH & COMMUNITY NEWS Americans Optimistic About Nation’s Future; Most Say U.S. Has Special Bond with God By Lisa Cannon Green NASHVILLE, Tenn. -In a nation founded on religious liberty, most Americans believe God has a special relationship with the United States, and they’re optimistic the best is yet to come. Despite headlines lamenting the global decline of the United States since the Cold War, 54 percent of Americans believe the nation is on the upswing, according to a September survey by LifeWay Research. Only 4 in 10 think “America’s best days are behind us.” And though the U.S. Constitution makes no mention of God, 53 percent of Americans say they believe God and the nation have a special relationship, a concept stretching back to Pilgrim days. Even a third of atheists, agnostics, and those with no religious preference believe America has a special relationship with God. “‘God Bless America’ is more than a song or a prayer for many Americans,” said Ed Stetzer, executive director of LifeWay Research. “It is a belief that God has blessed America beyond what is typical for nations throughout history. I am sure that would spawn many theological conversations, but it’s important to note most Americans think God has a special relationship with their country.” Exceptionalism Both ends of the political spectrum—from President Obama to the Republican Party platform— have touted American exceptionalism, the belief that the United States plays a unique role in human history. For some, the concept includes the idea of a special relationship with God, although beliefs about the nature of the relationship vary. “Some Christians view America as an archetype of biblical Israel, chosen and uniquely blessed by God,” Stetzer said. “That’s why Christians sometimes speak of God ‘healing our land,’ when most theologians say this American ‘land’ is not in the same category as the ‘land’ of biblical Israel.” Americans have emphatic opinions on the matter, with 35 percent strongly agreeing God has a special relationship with the United States and 25 percent strongly disa-
greeing. Smaller segments say they somewhat agree (19 percent) or somewhat disagree (13 percent). Americans also have a firm belief in the nation’s bright future. In recent years the nation has faced an economic downturn and reports of dwindling political power, academic skills, and moral fiber. Nevertheless, 35 percent strongly disagree with the statement “America’s best days are behind us,” and 20 percent somewhat disagree. In contrast, just 21 percent strongly agree and 19 percent somewhat agree. Optimism is highest among the most highly educated Americans. Only one-quarter of those with a graduate degree believe America’s best days are gone, compared to 38 percent of those with some college and 46 percent of those with a high school degree or less. Protestants are more pessimistic about the nation’s future than Catholics, with 43 percent of Protestants agreeing America is past its prime, compared to 34 percent of Catholics. Gender divide Women are significantly
more likely than men to believe God has a special relationship with the United States. While 49 percent of men have that view, the number rises to 58 percent for women. LifeWay Research also found differences by age, race, geography, education, and religious preference. Nearly two-thirds (63 percent) of Americans 45-54 years old think God has a special relationship with the United States, a belief shared by 48 percent of those 18-44. Belief in a special relationship is also high among:
•African-Americans, at 62 percent, compared to whites at 51 percent. •Southerners, at 59 percent, compared to 49 percent of Midwesterners and 50 percent of Westerners. •Those with a high school degree or less, at 66 percent. For those with some college, the rate drops to 51 percent. It drops further to 40 percent of those with a bachelor's degree and 29 percent of those with a graduate degree. Evangelical Christians are the most likely to
believe in a special relationship, with 67 percent agreeing. Among evangelicals 45 and older, the share soars to 71 percent. “Americans, particularly those in more religious segments or geography, are most likely to believe in this special relationship,” Stetzer said. “But, considering the history of the nation, from Manifest Destiny to Ronald Reagan’s ‘City on a Hill’ speech, it’s not surprising this long-held theme continues

HEALTH & COMMUNITY NEWS Expanding Medi-Cal Now Covers Long Term Illnesses and Qualifying Adults By Manny Otiko California Black Media SACRAMENTO—In 1998, San Pedro resident Alaina Howard was diagnosed with Takayasu's arteritis, a disease that narrows and obstructs the arteries. Her doctors gave her two years to live. Faced with the difficulty of accepting her diagnosis, Howard also had to deal with frequent fainting spells, caused by the limited flow of blood to her brain. Seventeen years later, Howard has beaten the odds and is still alive, but she had to go on disability. Unable to work, Howard -- a Pennsylvania resident at the time -- was forced to apply for public aid. During that process, she learned her status also qualified her for health insurance through Medicaid. In 2007, she moved from Pennsylvania to California and enrolled in Medi-
Cal, the state’s health insurance program for low-income individuals or families. Howard says Medi-Cal has been invaluable for maintaining her health, even though she faced a few challenges along the way -- like the long lines at her county human services agency. She says the wait was well worth it, though, when she is faced with huge medical bills from frequent hospital visits. Not being on the hook with collection agencies for bills she cannot afford for services she needs to control her chronic illness, is the best part of the coverage, says Howard. And even though she still has to pay some out-ofpocket medical expenses for her two children, she can’t imagine what her life would be like without her Medi-Cal coverage. In addition to providing

Jones, CPM Global medical journals are revealing how processed sugary sodas, energy drinks, and sugarsweetened iced teas can be linked to as many as 184,000 adult deaths each year worldwide. Even if this number was 184, to me this would be crazy, but when you learn that nearly 200k people are dying just from drinking soda should make it a huge wake up call for one and all. In 2010 sugary drinks were at least partially responsible for the death of more than 180,000 people (133,000 deaths from diabetes, 45,000 from cardiovascular diseases and more than 6,000 from cancer). Such added sugarsweetened drink product studies and reports have ignited a number of doctors and health researchers into developing more regulations and bans against sugary beverages. One doctor claims that it is time to remove sugary beverages from the food supply mainly because it has no intrinsic health value. Nonetheless, a problem with this is how it deflects the center of attention from lethal consumption of processed sugar to solely sugary drink products. The thing that really gets overlooked when you get alarmed about deaths is the other numerous health impacts that excessive sugar consumption will lead to obesityrelated diseases, causing more than 17 million deaths per year, including heart disease, diabetes, cancer, high blood pressure, gallstones, joint disease, etc. It remains the ingredients, not the final product, as disappointedly, there are thousands of foodstuff items that are laden with processed sugar. However the difference is that the advertising and marketing exposure is far greater for soda beverages over other that of other sugary items. Mexico is at the top with more than 10% of the population having diabetes. Mexico is experiencing 405 deaths per million adults, equal to 24,000 total deaths. The United States is just

Mexicans highly believe in Coca Cola as a priority beverage to consume, which makes it no wonder how roughly 30% of the deaths among people under age 45 are due to sugary drinks. For example, shop for groceries at a store like Numero Uno and observe the heavily stock shelves with soda, where it might seem overwhelming that such large quantities of soda bottles are rapidly being sold. health care for people with chronic illnesses like Howard, Medi-Cal offers a variety of preventive health care programs, according to Adam Weintraub, a spokesman for the California Department of Health Care Services (DHCS.) The state’s government -funded health coverage program, which has historically focused on services to children and families, has now expanded to include single men and women without children and disabilities who qualify based on their annual income. To be eligible, an individual would have to earn less than $16,105 every year or $32,913 for a family of four. “Medi-Cal provides Californians with access to affordable, high-quality health care, including medical, dental, mental health, substance use disorder treatment services, and long-term care,” Weintraub said. “Among the programs administered by DHCS are: California Children’s Services; Child Health and Disability Prevention program; the Genetically Handicapped Persons Program; the Newborn Hearing Screening Program; the Family Planning, Access, Care, and Treatment Program (PACT);
Program of All-Inclusive Care for the Elderly (PACE); Every Woman Counts; and Coordinated Care Management. DHCS also administers programs for underserved Californians, including farm workers and American Indian communities.” California is also working to expand the number of people with access to health care through Covered California, a marketplace where individuals whose incomes exceed the threshold to qualify for Medi-Cal can access private health insurance, potentially with financial assistance. Covered California is part of the federal Patient Protection and Affordable Care Act commonly called “Obamacare” and is a partner with the California Department of Health Care Services, together providing affordable, quality health coverage options to Californians. On the Covered California website, Weintraub says, individuals can find out if they qualify for low-cost, private health insurance or Medi-Cal. “New enrollment for 2015 coverage is strong and has brought in consumers our marketing and outreach targeted,” said Covered California Execu-

Controller’s Audit: City Failed To Bill and Collect $1.8 Million Last Year for Traffic Control at Sports, Entertainment and Other Special Events LOS ANGELES – Controller Ron Galperin released an audit of “Special Event” assignment and reimbursement practices at the Los Angeles Dept. of Transportation (DOT). Auditors found that, when providing traffic control at gatherings like sporting events and movie premieres, poor accounting and inadequate cost monitoring resulted in the City swallowing $1.8 million in the last fiscal year in employee overtime costs--money that should have otherwise been paid by sports teams, entertainment companies and other event sponsors. “It is wrong for taxpayers to be left holding the bill,” said Controller Galperin, whose audit contained actionable recommendations to ensure that future costs are recouped by the City. “I urge DOT management to implement our recommendations and ensure that overtime that’s supposed to be paid by event sponsors actually gets billed and collected.” City labor agreements require that traffic officers and other DOT employees receive timeand-a-half when they work overtime and perform traffic control at special events. The City generally absorbs the traffic control costs associated public rallies and demonstrations. But when it comes to the Academy Awards, Hollywood Bowl nights, block parties and certain other such events, the sponsors are generally supposed to reim-
burse the City for traffic control overtime costs. Galperin’s audit found that in FY 2013-14, the DOT deployed personnel to 2,242 special events and paid out $5.9 million--40% of all DOT overtime--to employees who managed traffic at them. While $3.5 million of the 123,000 hours of overtime was reimbursed, $1.8 million--which should have been billed to and collected from event sponsors--was instead absorbed by the City because the DOT didn’t properly track and monitor how much it was spending on event overtime and costs. The audit further found that, in instances where the DOT had a standing contract to provide traffic services at venues like Dodger Stadium and the Hollywood Bowl, the department miscalculated the hourly rates it paid its own employees. Consequently, in FY 2013-14, the DOT underbilled venues by $147,808. "We thank the Controller and his team for this report,” said DOT General Manager Seleta Reynolds. “Over the last year, we have worked with our partners in Street Services to roll out an internal system to improve the way we share information about special events. We are pleased to see that our work aligns with the audit's recommendations and look forward to incorporating the Controller’s findings." In his letter to policymakers, which accompanied the audit, Galperin also questioned why the
City was only recovering the cost of paying employee overtime and not other costs associated with traffic control, like department overhead, uniforms, wear and tear on City vehicles that would otherwise be garaged, fuel costs, and potential workers’ compensation costs. “Special events often add to the social, cultural and economic fabric of our community and we must be careful not to price them out,” said Galperin. “But at the same time, we should examine the true cost of providing City equipment and employees for the purpose of traffic control.” Last month, Galperin released a related audit detailing exceptionally high overtime use in the DOT. The audit found that, as a percentage of salary costs, the DOT paid more overtime than any other department except the Fire Department. The cost of paid overtime at the DOT more than doubled from FY 2009-10 to $14.6 million in FY 2013-14. Paid overtime accounts for 12% of DOT salaries—compared to 5.6% at LAPD and 4.7% at other civilian departments.

She said, “We knew if we got to college we would have to finance it for ourselves.” White said it was a Rotary Club back in her hometown in Texas that help her achieve her goal to finish college because she applied for a renewable scholarship from them every year along with every other scholarship she could get and in doing so she graduated from college in four years debt free. Scholarships were present by Catherine Blutcher and the awards were presented by Maxine Ransom Von Phul. The scholarship recipients were: Indigo Asmari Patterson who attended View Park Preparatory High School and will be attending Paul Quinn college in Dallas Texas where she will major in Design Management and plans on opening her own Women’s Health Clinic; Adrian Patterson also attended View Park Preparatory High School and will be attending Jackson State University in Jackson, Mississippi on a full-ride scholarship to study Biology with a focus on premedicine and to go to medical school where he will become an Anesthesiologist and DeAzhane Avilez attended Crenshaw High School and be attending Bethune-Cookman College in Daytona Beach, Florida to major in Computer Engineering with a minor in Business. NEWS After Gov. Brown Signs School Vaccine Bill, Opponents Vow to Take Vaccine Safety Fight National By California Black Media Staff “The Science is clear that vaccines dramatically protect children from a number of infectious and dangerous diseases,” wrote Gov. Jerry Brown in a press statement his office released after he signed California’s controversial SB 277 legislation this morning in Sacramento. Also referred to as the “School Vaccine Bill, the new law strips away the right of parents to opt out of vaccinating their children due to personal or religious beliefs unless they keep their children out of all public and private schools and daycares. The measure gained steam after a measles outbreak that originated in Disneyland in Anaheim and affected about 135 people. It was cosponsored by Sens. Richard Pan (DSacramento), who is also a pediatrician, and Ben Allen (D-Sacramento). Opponents reacted to the unexpected news that the governor signed the bill this morning – less than 24 hours after it hit his desk. “We are not moved by what the governor or other politicians are saying,” said Min. Tony Muhammad who is the Los Angeles Representative of the Nation of Islam and has been a staunch and vocal opponent of SB. 277. “We know how powerful
the pharmaceutical companies are – particularly Merck. And they have paid for the votes of our politicians.” Muhammad insists that he is not anti-vaccine – and he is aware how, historically, they have saved lives. However, he explains, that parents – particularly African Americans – do not have enough information about the safety of vaccines for California to make them mandatory without asking the hard questions. “It does not alleviate the fact that we have not heard from Dr. William Thompson,” Muhammad said, referring to a senior scientist at the Centers of Disease Control (CDC) who has invoked federal whistleblower status and who admits his team omitted data about African American boys from a major vaccination safety study. The results of the research study, which investigated a connection between the Measles Mumps and Rubella shot and Autism, might have been different with the data included. “All the people who back this law are referring to the results of a study whose lead scientist says the data is flawed,” says Muhammad. “We need answers. We need to ask Dr. Thompson ‘What did you lie about?’” Muhammad said his mentor

“What if Thompson appears before Congress and we find out there is an issue with these vaccines? ” questions Muhammad. “They will have to answer to millions of Americans.” For parents whose kids might have a reaction to vaccines, the governor says there is a way out with the medical exemption. “SB 277, while requiring that school children be vaccinated, ex-
plicitly provides an exception when the physician believes that circumstances – in the judgment and sound description of the physician – so warrant.” Opponents are not convinced. In a climate where most pediatricians are firing patients who do not vaccinate fully and on schedule, getting a medical exemption is out of reach for most families.

Muhammad From the Finalcall.com COLUMBIA, S.C. - President Barack Obama eulogized Reverend and State Senator Clementa Carlos Pinckney before 5,500 mourners who filled the T.D. Arena at the College of Charleston in South Carolina. National and local figures celebrated and paid respects to the life and legacy of the state senator who was murdered along with eight others, who were church leaders and congregants at the Emanuel African Methodist Episcopalian church in Charleston. “We are here today to remember a man of God who lived by faith; a man who believed in things not seen. A man who believed there were better days ahead, off in the distance,” President Obama said, describing Senator Pinckney. The church massacre was stunning and brought world attention to Charleston in the days that followed. President Obama spoke June 26 of the achievements and character of Senator Pinckney who was often called the “moral conscience of the state legislature.” “Maybe we now realize the way racial bias can infect us even when we don’t realize it, so that we’re guarding against not just racial slurs, but we’re also guarding against the subtle impulse to call Johnny back for a job interview but not Jamal,” said the president, in remarks that spoke of America’s original sin and the continuing problem of racism and racial denial in the United States. In the closing years of a presidency in which Mr. Obama has been accused of being “condescending” and “distant” on race issues, not everyone lauded the eulogy as a watershed moment. “Obama goes to Charleston with the mission of depoliticizing the terrorist attack in Charleston and closing the space between the African American and the state; and folks are falling all over themselves because this actor who has been acting like a president, acts like a preacher, acting like there is some special grace connected to the criminal enterprise known as the United States of America. Sad,” wrote human rights activist Ajamu Baraka in a June 27 post on FaceBook. “This same man who walks in God’s grace, but calls our young people criminals and thugs in Baltimore; No I am not impressed.” President Obama characterized Senator Pinckney as a political figure who didn’t separate his spiritual calling as a pastor from work to serve the marginalized and voiceless in the state. Rev. Pinckney began preaching at 13-yearsold. At 23, he became the youngest Black elected to the South Carolina House and in 2000 he was elected to the state Senate. At 41 Sen. Pinckney was senior pastor at one of the oldest and most historic churches of Black America. Emanuel AME is entrenched in the Black struggle against slavery and subjugation. The church in 1822 was targeted after a planned slave revolt

In December 1821, freeman Vesey began to organize a slave rebellion that was betrayed before it started. The plot created mass hysteria throughout the Carolinas and the South. Ringleader Vesey and 35 others were hanged. Some say it’s ironic Dylann Roof, the 21-year-old alleged killer and avowed White supremacist from Columbia, S.C.—a two hour drive—attacked June 17, the anniversary date of the planned Vesey insurrection. The killing of the Emanuel 9 raised mixed emotions, controversy and questions about whether the state senator had been targeted. At Final Call press time, six churches had burned down in North Carolina, South Carolina, Georgia and Tennessee after the atrocity in Charleston. Attacks on Black churches as centers for mobilization against injustice in the 1950s and 1960s was common and church burnings swept the nation during the 1990s. A debate is raging in South Carolina and other southern capitols amid pressure to remove Confederates flags, called a symbol of White
supremacy and terror, while others embrace the flag as part of history and heritage. The issue was raised by South Carolina Republican Governor Nikki Haley, who called for removal of the flag. Critics of Governor Haley questioned the reason and timing of her position switch, citing future ambitions for higher office. “It was political expedience,” said Minister Kenneth Spry, an activist with Teen Spirit, a youth organization. Two days before making her remarks about removing the flag, Gov. Haley answering a question from CNN, said South Carolinians had already spoken and the subject was off the table, Minister Spry said. “She had a change of perspective because she has higher political ambitions,” he said. President Obama praised Governor Haley for her stance. He weighed in on the flag issue during Senator Pinckney’s eulogy. Removing the flag “would be one step in an honest accounting of America’s history; a modest but meaningful balm for so many unhealed wounds,” he said. For too long America was blind to the pain the Confederate flag stirred in many people, the president said.
“It’s true; a flag did not cause these murders. But as people from all walks of life, Republicans and Democrats now acknowledge … the flag has always represented more than just ancestral pride,” said President Obama. “For many, Black and White, that flag was a reminder of systemic oppression and racial subjugation. We see that now.” Senator Pinckney’s body was carried to the State House Rotunda by horse carriage which required his remains pass directly by the pole holding the Confederate flag that some supporters said was an insult. In a press release the Congressional Black Caucus introduced a resolution honoring the Emanuel 9, Rev. Clementa Pinckney, Rev. Daniel Simmons, Sr., Tywanza Sanders, Cynthia Hurd, Sharonda Singleton, Myra Thompson, Susie Jackson, Ethel Lance, and Rev. DePayne Middleton-Doctor and calling for removal of the flag. The resolution called for immediate removal of the Confederate battle flag from the grounds of the South Carolina State House; discontinuing sale of the Confederate flag merchandise by retailers; removal of symbolic and actual references to the Confedera-
cy in states where they still remain; and banning use of the flag and its likeness on any governmental property, not excluding license plates. “We acknowledge that demanding the removal of these hurtful images and symbols that represent decades of hatred and oppression is only the first step in addressing the racism plaguing our country, but we must also acknowledge that symbols matter,” said Rep. Emanuel Cleaver, II (D-Mo.) South Carolina lawmakers were due to vote on the matter at Final Call presstime. Activists, however, were not waiting for lawmakers to decide. Resistance started at places where the flag flies. Brittany Newsome, 30, of Raleigh, N.C., was arrested June 27 for climbing a flag pole on state house grounds and snatching the flag down. Also arrested was James Tyson, 30, for assisting. There were daily protests at the site by pro- and antiConfederate flag advocates, with a large pro-flag rally planned for July 4. “The flag is our southern heritage,” said Rusty, 34, a White male who supports the flag staying up. “It don’t have anything to do with racism. It has everything to do with a country trying to stand up for itself—the 13 colonies.” When asked about violence against Blacks under the flag? “They do the same thing with the American flag,” he said. Rusty disagreed with connecting the flag to the accused killer of the Emanuel 9. “If the guy wants to be ignorant and say the flag represents racism” that’s one guy, he said. Dre Rice, a Black businessman, called anti-flag protests a “pony show” and the debate a distraction from other key issues affecting Blacks like poor education and Black on Black crime. “To me the flag does not represent me or my history,” said Mr. Rice. “It’s too much Black on Black crime for us to sit here and let a flag take the whole issue of what we should do as a culture,” he said. He felt the flag was harmless and advocated energy be used in Black communities trying to figure out solutions to problems.
LA City Council Approves PACE Financing to Improve Earthquake Safety & Energy Efficiency Projects LOS ANGELES – The City Council today approved one of Mayor Eric Garcetti’s key resiliency and sustainability initiatives, authorizing three Property Assessed Clean Energy (PACE) providers to provide easy to access financing for seismic retrofits, energy efficiency projects, renewable energy installations, and water conservation – including turf removal. PACE financing allows property owners to access longterm financing that they pay back through their property taxes. This structure simplifies lending procedures and gives property owners access to a network of pre-qualified contractors whose work quality is checked by the lender. PACE providers have indicated they are ready to mobilize hundreds of millions of dollars to
assist property owners in lowering the utility bills and preparing their buildings to withstand earthquakes. "I’m very pleased that the City Council has passed a critical tool that will help Los Angeles implement my earthquake and sustainability plans," said Mayor Eric Garcetti. "With this lending tool, property owners wil have access to financing for energy efficiency, water conservation, renewable energy and seismic retrofits will help spur economic growth while increasing the long-term resiliency of the City’s building stock." This is the second significant initiative of Mayor Garcetti's earthquake plan that has been approved by the City Council. Last month, the Council approved an ordinance that will prevent cell
towers from collapsing so LA residents can communicate and our businesses can function after an earthquake. Combined with a recently authorized LA County Program that the City of Los Angeles participates in, property owners now have access to four PACE financing providers serving the residential, multifamily and commercial markets. Today’s council action also instructs the CAO to consider bringing additional providers into the market in the coming months. "The PACE program will make buildings safer through lowcost financing," said Councilmember Bob Blumenfield, who authored the Council motion. "As an Assemblymember, I championed the PACE program as an innovative financing mechanism for critical energy and water upgrades.
Last year, as a Councilmember, I made sure the City was taking advantage of those programs, and now it’s time for the City to include earthquake retrofits for soft-first story buildings to help property owners absorb costs and make their buildings safer." "I am happy to be support PACE as a tool that will help the City implement the Mayor's vision outlined in his Resiliency Plan," said Councilmember Gil Cedillo. "PACE financing helps create jobs, promote economic development, and protects our City. The question is not 'if' 'the big one will hit Los Angeles, but 'when'. Photo by Ricky Richardson Kobe Bryant got the crowd all worked up for the next segment of the program. The vibe was dope during the L.A. to the Bay segment of the BET Experience. A plethora of hip-hop artists/rappers were showering the crowd with rhymes and rhythms on the BETX Stage. Nef the Pharoah led this portion of the show with some original tunes. Next up was IAMSU! Kept the rhymes flowing on “Don’t Stop; Go Crazy,” “Show Me What You Got,” and “Gas that Up” (Slow Down Baby). Vince Staples held the crowd in his hands during his brief moment in the spotlight. Casey Veggies teamed up with IAMSU! for “Backflip.” If that wasn’t enough, Too $hort and Cypress Hill each played a set of classic old school tunes that rocked the BET Experience. I was glad to slow down and take a break during the BETX Discussion Genius Talks, presented by AT&T. Janelle Monae and Erykah Badu is two beautiful, smart and sharp singers/songwriters. They represented during a discussion entitled Free to Be that was moderated

two discussions. Legendary rapper Doug E. Fresh interviewed Floyd Mayweather as he talked about his family, the fight versus Manny Pacquiao, his training routine as well
interviewed by Jemele Hill entitled Kobe Unplugged. Ms. Hill kept the dialogue flowing while Kobe was candid in answering the various questions posed to him. Kobe stated that “he was coming into his own as a NBA player in the year 2000” that same year that he was coached by Phil Jackson. Kobe stepped up his game and took it to a new dimension. Kobe went on to say “he studied and learned from two NBA legends Magic Johnson and Michael Jordan” to the question of when did he realize in himself a sense of greatness? Kobe explained “failure doesn’t exist if a person can learn, grow and evolve/build up on failure” as oppose to being defeated by it. The answer that everyone wanted to hear was Kobe’s plans beyond his NBA career (retirement). Kobe stated “a definite answer would be forthcoming after the upcoming NBA season” June 2016. Kobe dropped a hint that he likes storytelling. My question, does this mean that there is an autobiography in the works? Possibly, a series of Children’s books? I returned on Sunday, June 28 for the final day of the BET Experience Fan Fest. The crowd and I were into “Groovin’ on a Sunday afternoon” to the sounds provided by Lecrae, Andy Mineo, Dee-1 and Audio Push. The BETX Stage segment El Barrio spiced it up with a good measure of picante sounds served buffet style by DJ Buddah, MLKMN, Snow Tha Product, Los Rakas and Poeta Callejero. My enjoyment of the BET Experience Fan Fest 2015 concluded with an exciting adventure to the Caribbean islands. BETX Presents
