Local Publisher’s Family Members Punished for Cheering at Senatobia High Graduation By Gloria Zuurveen Editor-in-Chief Senatobia, Miss.—-When my Aunt Molly and I visited my hometown in Senatobia, Mississippi last month in May, I stopped by to visit my first cousin, Linda Faye Walker, who is named after my sister, Linda Faye Walker. I was so happy to see this single mother of three whom I’ve known since she was a baby doing such a fabulous job of maintaining such an organized and well-kept household as well as raising well-mannered children. When I walked into Linda’s living room, I noticed Lanarcia’s graduation picture with cap and gown on the table. Linda said she was going to graduate from Senatobia High on May 21, 2015. I told her that was the day that I was going to receive the Los Angeles NAACP Ida B. Well Barnett award for journalism. She even gave me one of the graduation invitation Lanarcia was preparing to pass out to friends and relatives. It was only a few minutes later that Henry Walker, Lind’s only son walked in and greeted me warmly with a hug. He had just came from work at the Walmart where he works as a cashier. It was here in the line as he worked that Mike Jones the Constable told him that he had a warrant for his arrest for ‘disturbing the peace’ but that he was not going to arrest him there but that he needed to show up for court on Tuesday, June 9. Henry was also a graduate of Senatobia High School in 2013 and he is a second year student at Northwest Community College studying to be a Physical Therapist. Linda said Henry told her what Jones said about the warrant. She said Lanarcia is having sleepless nights because she feels like she caused her brother to be in trouble with the law because before that incident where he yelled out “You did it baby.” during the Senatobia High School graduation ceremony, expressing his joy and jubilation over her accomplishment he had never been in any trouble before. But now, he is facing misdemeanor charges that Henry says is ridiculous and crazy because he may have to bond out of jail and pay court costs or a $500 fine for expressing his love to his sister for graduating. The ‘disturbing the peace’ charges were filed against Henry and others for yelling at the graduation ceremony by Senatobia Municipal School District Superintendent Jay Foster. Former School Board member and cousin by marriage, John Brunt said, “It was overkill and it was taken all out of context. He said never in the history of Senatobia High School has this ever happened before.”

Henry voluntarily left the building as one can see in the video that he was leaving as he said what he said. They acknowledge that it was not right but to have a warrants issued for possible jail time and a hefty fine was crazy since there

had been no forewarning of such. Patrick Alexander, a nonprofit executive who attended the ceremony, said the charges were excessive. He said, “If they had said, ‘Hey, if anybody celebrates with boisterous clapping or loud hollering, you will have criminal charges filed against you, we’ll set a $500 fine and you will be served,’ I’m pretty sure nobody would have said anything.”

“To anybody who is sane, anybody who is humane, this would be embarrassing,” he added. Linda said the community is outraged so much so that a meeting is scheduled for Tuesday evening to discussed what shall and will be done next. Linda said she never planned to contact the news but after she tried to reason with Foster by meeting at his office to talk with

him and he would not talk with her she went to the news with her story and the rest is viral and all over the world for what Linda believe is a blatant injustice. Foster is a former principal at South Panola High School in Batesville, Mississippi and it seems that he stops at nothing to get what he want, be it, keeping Senatobia High School graduation orderly or devising a plan to get South Panola offensive coordinator, Matthew Paul Mock, a fellow colleague hired at South Panola High School without teaching credentials. According to the Panolian writer Rupert Howell, South Panola trustees approved hiring of Mock upon recommendation of Superintendent Dr. Keith Shaffer. Shaffer informed board members that the candidate had passed muster with S. Panola High Principal, Foster and Head Coach Lance Pogue devised a way for Mock to begin his career at South Panola immediately. Foster devised a plan to get Mock although Mock, according to Howell’s report, “does not have a teaching license.” At press time, a petition has been posted at Change.org calling and demanding the immediate resignation or termination of Senatobia (MS) Public School District Superintendent Jay Foster for his issuance of arrest warrants against families cheering graduating students. All who want to take action can do so by visiting and signing the petition.

Hello Everyone, Praise God from whom all my blessings flow. I am so grateful for another day that the Lord has brought me. I give Him all the glory, all the praise and all the honor. We have been studying at Branch of Christ Outreach Ministry (BCOM) about the how we are to esteem others better than ourselves because Christ has set the example by setting aside his royalty and his opportunity to be equal with God and humbled Himself so much so that He went to the cross for our sin. That is love and this is the kind of love we are suppose to demonstrate toward one another no matter what race, lifestyle, choices one make we are simply suppose to love them. God is the Creator and we are the creature who are to seek our soul and sole satisfaction from the One true and living God, the Father of us all. He is the One, the Great and Awesome One. To Him we belong. Let us all get along no matter what the circumstance. Give the God the Glory and give Him the Praise!

Black Boys Do More Than Run By George E. Curry I recently attended my grandson Austin Ragland’s graduation from pre-school in Buford, Ga. Yes, you read correctly – pre-school. It’s never too soon to begin celebrating academic achievement, as his graduation from pre-school attests. So, PaPa was excited about going to Austin’s graduation ceremony and seeing him don a cap and gown for the first time to receive his “diploma.” In addition to wanting to support every significant event in Austin’s life, PaPa realizes, to borrow a phrase from Jesse Jackson, that he has more yesterdays than tomorrows. I don’t know how many such celebrations I’ll be around for, so the sooner we begin celebrating, the better. At 5 years old, Austin is extremely smart. He read more books than anyone else in his age-group and thanks to his parents, learning is fun to him. He frequently wants to practice his site words, even on weekends, without being asked and loves reading to Grammy. I was expecting to hear some reference to Austin’s quickly developing intellect at his graduation, but was I ever disappointed. Miffed is a more accurate description. Naw, I was pissed. When it was Austin’s turn to receive his diploma, he had been instructed to run to the front of the room, which he did. “Austin Ragland – as you can see, he’s our best boy runner,” the presiding teacher said. “He’s really fast. Give me a hug.” I said beneath my breath, “He does more than run.” And the more I thought about it, the angrier I became. Let’s be clear: Austin’s pre-school has done a wonderful job providing him with a firm educational foundation. I believe his teachers are good-hearted, caring individuals who have Austin’s best interests at heart. Still, I find it troubling that of all the things they could have said about Austin, they chose to focus on his speed. To be fair, they did the same things to some of Austin’s White classmates – one boy was praised for his athletic skills. So, I don’t view it as conscious racism. But I don’t know Austin’s White classmates, I know him. And I know how critical it is to highlight brain over brawn. Fortunately, Austin is a good athlete – he plays basketball and soccer – and he’s an excellent student. But his parents and grandparents want him to know that what he does academically is far more important than what he does on the basketball court or soccer field. In my grandson’s case, he will definitely get that reinforcement from his family. But I fear some of his friends might not

receive the message. And that’s why it’s so important that educators be aware of the messages they are consciously and unconsciously transmitting to young Black boys in particular. As education consultant and prolific author Jawanza Kunjufu observes, “Visit a kindergarten class and observe Black boys in action. They’re eager, they sit in the front, they’re on task. They love learning.” But by the time they are in the 9th grade, they have absorbed a different message, one where academics are not valued as much as they should be. Kunjufu explained, “Boys don’t drop out in the 12th grade. They physically drop out in the ninth grade, but they emotionally and academically drop out in the fourth grade.” A contributing factor, according to Kunjufu, is the composition of the teaching force. “Can you imagine African Americans may be the only group expecting someone else to educate their children?” he wrote. “White female teachers constitute 83 percent of the U.S. elementary teaching force. African American students are 17 percent of public school students nationwide, but represent only 6 percent of the teachers. “Unfortunately, African American males constitute only 1 percent of the teaching population. There are schools without one African American male academic teacher. They are employed as custodians, security guards, and P.E. teachers. Often schools will hire an African American male to be assistant principal which translates into being in charge of all male behavioral problems.” Make no mistake about it, Black girls, who are suspended or expelled from school at higher rates than White girls, also deserve special attention and should not be ignored in the rush to create new programs and opportunities for Black boys and men. Still, visit any college campus and you’ll notice the severe underrepresentation of Black males. After the graduation ceremony, one of the administrators told Grammy that Austin will be attending a challenging kindergarten in the fall and volunteered, “He’ll probably be placed in the gifted class.” To me, sharing that with the audience would have been much better than merely proclaiming that he was the fastest student in the class. He was also one of the smartest and that should not have been overlooked. George E. Blacks Need to Join Discussion on the Economy By Benjamin F. Chavis, Jr. One’s worldview or social perspective is mainly informed by a matrix of different socioeconomic and political circumstances. A polling of Black America about the current “recovery” of the economy of the United States would produce a dramatically different set of responses from the polling results of White America That is because the vast economic inequality between Blacks and Whites in the U.S. today appears to be escalating. According the latest reports from the U.S. Department of Commerce, the steady overall pace of the recovery of the economy continues grow and expand. Yet while there was a .7 percent decline in the economy for the first quarter of 2015, the forecast for the remainder of 2015 looks very favorable and profitable, especially for those who are already wealthy. I have always believed that Black Americans should become much more aware of the economic trends that are affecting the U.S. economy as a whole. Too often we get left out of the national discussion concerning the economy because we do not consistently articulate the overall daily national economic interests of 45 million Black Americans. While it is important to continue to cite the fact that the current annual Black American spending in the U.S. economy totals more than $1.2 trillion, how do we really leverage that fact to help empower Black American families and communities to get out of poverty? Economic productivity is not just about how much a person or a group spends. Economic productivity is also about how much a person or a group produces, invests, and leverages to achieve sustainable financial development and empowerment. The wealth gap between Black and White Americans continues grow wider. The U.S. Census Bureau reported in 2011 that the median White household had $111,146 in wealth holdings, compared to only $7,113 for the median Black household. Four years later, that gap has widened to the point that it is now being called the “racial wealth gap.” The state of Black America’s economy has to be a priority issue that is addressed in every municipality and in every state where Black Americans are concentrated.

This also needs to be addressed as well at the federal level not once a year but every day of every month in each of the four quarters that the Gross Domestic Product (GDP) is determined and debated. The GDP, as defined by the U.S. Department of Commerce Bureau of Economic Analysis, is the value of the aggregate production of goods and services in the United States and that is adjusted for price changes. Black American economists and professionals in the financial services arena should formally issue on a quarterly basis a report on the Black American GDP. Do not misunderstand what I am calling for and the reason for doing such a report routinely each quarter. This is not just about statistics. This is about the need to make the national economic debate more inclusive of the economic interests of the Black American community. We are grateful to the National Urban League for its annual report on the State of Black America that is published each year. Its 2015 report, State of Black America® – “Save Our Cities: Education, Jobs + Justice,” that documented the facts that economic inequality between Black and White Americans was rapidly increasing across the nation. Marc Morial, president and CEO of the National Urban League, emphasized, “Black America is in crisis – a jobs crisis, an education crisis and a justice crisis.” I agree with Morial and I would add that Black America’s crisis today is also an economic crisis. We should remain vigilant and not let the disparities or the increasing economic inequalities break our spirit. We have been through hard time before today and we will face hard socioeconomic times in the future. Our ancestors did not let racism, injustice and inequity break their collective and individual determination to make progress even in the face of brutal and institutionalized oppression. Our struggle and labor for economic equality will continue in America and throughout the world. Let’s keep pushing forward to advance the social and economic progress of Black America. Benjamin F. EDUCATION & BUSINESS NEWS Math Misplacement Fix Advances To Final Senate Vote SACRAMENTO, CA — A proposal by Senator Holly J. Mitchell (D-Los Angeles) for California’s middle and high school districts to put in place fair and transparent measures to ensure that stu-

dents may take the highest level of mathematics courses for which they can qualify has won the right for a full debate and vote on the floor of the State Senate.

Authored by Senator Holly J. Mitchell (D-Los Angeles), SB 359 was unanimously approved by the Senate Appropriations Committee, the final hurtle before being taken up by the entire Senate.

Bill To End Cap On Aid for CalWORKS Families with Newborns To Get Full Senate Vote SACRAMENTO, CA — Senator Holly J. Mitchell’s bill to repeal the state’s prohibition on parents receiving CalWORKs assistance for a child born to the household while any member of the household is receiving aid, has been sent to the Senate floor for a vote. “I call on my colleagues in the Legislature and Governor Brown to end the Maximum Family Grant Rule, which endangers the health and wellbeing of babies born into poverty by denying families the minimum CalWORKs benefit needed for infant care,” said Senator Mitchell, Chair of the Budget Subcommittee on Health and Human Services, who has declared repeal of this policy to be her top legislative priority. If Senator Mitchell’s proposal, SB 23, becomes state law, abolishing the Maximum Family Grant (MFG) Rule, the amount most households would receive in

additional benefits for a newborn child is $122/month. Studies have shown that the MFG rule and similar caps on government aid have had no impact on birthrates, although when enacted in 1994 MFG’s intent was to control impoverished parents’ choices about the size of their families and when to conceive through the threat of economic hardship, despite California voters rejection of a ballot measure calling for a similar policy. When applied to the hardship families that qualify for temporary assistance through CalWORKs, MFG ultimately punishes the newborn by denying necessary aid at a time when cash aid is most important for a child’s development. Senator Mitchell has been a vocal advocate of the need for the state to address children living in poverty as CA currently has the highest rate of childhood poverty in

the nation. At a convening earlier in the year of the Select Committee on Women and Inequality which Mitchell chairs, researchers and advocates urged the Legislature to repeal the MFG as a direct way to address California's dismal record on poverty alleviation. Organizational advocates for repeal of the MFG galvanized for the heavy lifting needed to move a bill through the Appropriations Committee to the Senate floor; they included the bill’s cosponsors; they included Western Center on Law and Poverty, ACLU of California, California Welfare Directors Association, ACCESS Women’s Health Justice, East Bay Community Law Center, California Latinas for Reproductive Justice and Health Access. Having passed both the Health and Appropriations Committees, the bill will head to the Assembly if approved by the full Senate.

“Schools that allow math achievers to slip through the cracks, especially in communities of color, not only fail our kids,” said Senator Mitchell, “They sabotage California’s economy.” In 2010 a Noyce Foundation Pathways Report found that a high number of successful students were being held back in California schools. In particular, African -American and Latino students were improperly held back in nine Bay Area school districts despite demonstrating proficiency on state standardized math tests – for rea-

sons unrelated to their ability to master the curriculum. Mitchell’s bill will require school districts to develop and adopt math placement policies that weigh grades, assessment tests and other transparent factors in student course assignments. Noting that “often unintentional barriers result in fewer African-Americans, Latinos and other students pursuing careers in science, technology, engineering and math,” Dr. Emmett Carson, President/CEO of the Silicon Valley Community Foundation, a sponsor of SB 359, called on the state to make the relatively small investment needed “to ensure all of our students have a fair opportunity to achieve their full academic potential.” SB 359 now moves from the Appropriations Committee to the Senate floor for approval.

No matter which denomination is in the name of a church, fewer than half the nonreligious say “it’s not for me.” Their views are more favorable than unfavorable toward a wide range of faiths—Catholic,

These findings, based on a new survey of denominational opinions by LifeWay Research, may come as a surprise to those who’ve seen recent headlines. Growing numbers of people who don’t identify with any church have gathered considerable media attention. But LifeWay Research vice president Scott McConnell says many of these “nones” aren’t as closed to church as many assume. “Just because someone has no religious preference does not mean they have closed the door to the Christian church or a denomination as being something that can meet needs in their lives,” McConnell says. The recent nationwide telephone survey of 1,000 adults of varying ages, backgrounds, and beliefs posed two types of questions. In addition to asking whether nine denominations or faiths are for them, researchers sought to determine whether Americans’ image of each group is favorable or unfavorable. Among the overall findings: • No denomination is ruled out by a majority. Peo-

Even more— about 1 in 3—are unfamiliar with Lutheran, Presbyterian, Assemblies of God, or Pentecostal. Many non-Christians open to denominations Though they may be puzzled about what a denomination teaches, many Americans are receptive to church, the survey shows. While 40 percent to 48 percent of the nonreligious— atheists, agnostics and those with no religious preference— assume such groups as Catholics, Baptists and Pentecostals are “not for me,” a majority don’t automatically exclude them. In addition, anywhere from one-third to half of those from non-Christian religions do not assume the nine denominations named in the study are “not for me.” “One might assume that when someone makes a conscious decision in favor of a certain religious preference, that means ‘no’ to everything else,” McConnell says. “While many are not open, to see half of the ‘nones’ and a third of those in other religions indicate they are

not closed to Christian churches makes us re-think that.” Denomination’s name may do no harm In addition, the research shows that a trend in recent years to omit denominational identity from a church’s name may not help attract nonmembers. “It would depend on who you’re trying to reach,” McConnell says. “But some denominational groups have as much ‘brand equity’ as nondenominational churches, which have been growing the fastest.” The best-known faiths garner the most approval. Baptist and Catholic—which have the highest rate of familiarity (and the highest number of adherents)—top the survey for favorable impressions, with 61 percent for Baptist and 57 percent for Catholic. Most respondents also look favorably on nondenominational churches (53 percent) and Methodists (52 percent). Conversely, only 38 percent hold a favorable view of Pentecostals, while 35 percent say they aren’t familiar enough to form an opinion.

Fewer than half also report favorable impressions of Southern Baptists, 49 percent; Lutherans, 46 percent; Presbyterians, 46 percent; and Assemblies of God, 45 percent. “It’s not necessarily a negative to include the denomination’s name,” McConnell says. “But in looking at the overall totals there are problems with preconceived notions with any name signaling where you are, theologically or historically. It also appears the Assemblies of God is probably pulling up the Pentecostal perception and Southern Baptists are negatively impacting the Baptist brand.” Few rule out Baptist, non-denominational churches People are most open to Baptist and non-denominational churches, the study found, with “it’s not for me” chosen by only 36 percent for Baptist churches, 37 percent for nondenominational churches and 39 percent for Southern Baptists. No faith group is ruled out by more than half of those surveyed, but 41 percent say the Lutheran church is not for them, and 40 percent feel that way about the Assemblies of God,

Methodists and Presbyterians. Though most Americans report favorable opinions of Catholicism, 42 percent say the Catholic faith is not for them. An even higher share, 45 percent, feels that way about the Pentecostal church. Education also influences perceptions. For example, those with a graduate degree are more likely to assume groups like Baptists and Pentecostals are not for them than people with a bachelor’s degree or less education. When it comes to the church’s future, McConnell points to one finding that should concern each denominational group tested. More than 4 in 10 young adults age 18-24 indicate various denominations are not for them. “While young adults are often testing their views as they enter their 20s, about half do not perceive Catholic, Methodist, Presbyterian, Pentecostal, Lutheran or non-denominational churches as places for them as they explore,” McConnell says. Vaccinations: Losing the Option to Opt Out By McKenzie Jackson California Black Media One Family’s Story Singer Chaka Khan’s sister, Tammy McCrary, believes there is a link between her 17year-old son’s Autism and a Measles Mumps and Rubella (MMR) shot a pediatrician gave him when he was a two-year-old toddler. Before agreeing, with reluctance, to the doctor’s recommendation for the multi-dose vaccine, McCrary says she preferred a holistic approach to health. She also didn’t know enough about the ingredients in vaccines to trust injecting her infant with them. Not long after the doctor gave her son the immunization shot, McCrary says, she began to recognize symptoms of Autism in his behavior. “It was like someone came and took my baby,” McCrary, who is a Los Angelesarea resident, explains. “His eye contact was gone. Just staring off

in space. Not being sociable with others.” Many health officials, researchers, politicians and citizens who support mandatory vaccinations across the country dismiss McCrary’s claim. They say there is no research to back up what she is saying. But McCrary is not alone. Her voice is just one among a vocal chorus of Californians and others around the country that includes attorney and environmental activist Robert F. Kennedy, Jr. and former NFL Player Nick Ferguson. I remember when over indulgence was pretty much considered someone asking how much sugar you wanted in your coffee, or the cups of sugar used to sweeten Kool Aid, which was rarely measured, as one just poured until it looked sweet enough. Now our bodies are taking the lumps from excessive eating, such as a company like KFC sells a 6-piece Original Recipe Chicken meal made up of 2,530 calories for two people. The daily recommended calorie intake is based on a 2,000-calorie diet, so, if two people equally shared this meal it would be 1,265 calories per person, unfortunately, too many people are individually consuming the whole offering of potato and gravy, chips, coleslaw, and 24-ounces of endless fountain beverages. Red Lobster offers the 'create your own meal combination' that can total 2,710 calories. The shrimp batters routinely add sugar to make it mouth-watering, but there is more when you add the celebratory liquor to wash down the biscuit and fries with Red Lobster’s trademarked 890calorie, 24-ounce margarita. It would probably not be so bad if we only indulged into a meal like this maybe no more than once a year, but too many are taking advantage of this type of gorge on more of a weekly basis. Night clubs were once the big avoidance to reduce the exposure to cigarette smoking, alcohol drinking and late hours. That was considered living the fast life; well today's popular restaurants are serving up 2,000-calorie breakfasts, lunches, dinners, and desserts that are working on producing a similar fast life that comes with detrimental lumps of obesity, diabetes, and other dietrelated diseases. Senators Richard Pan (D - Sacramento) and Ben Allen (D - Santa Monica) -- have been on the front line in mandatory vaccinations for children in all daycares, nursery schools and public and private schools, and are pushing for it to become law. The pending legislation worries McCrary and other parents who still have many unanswered questions about vaccines. They worry that the state may soon take away their right to opt out or delay any immunization shots. Some parents argue that the public simply does not have enough scientific proof about the safety of multi-dose vaccines and the vaccination schedule, which requires that multiple vaccines be given in a single doctor’s visit. Senate Bill 277, if signed into law by Gov. Jerry Brown, will require all children in the State to receive multiple vaccine shots related to 10 childhood diseases including hepatitis B, mumps, measles and chickenpox before entering kindergarten or before attending any daycare setting. The only exceptions would be medical. Only children with severe and life-threatening allergic responses and compromised immune systems would be excluded. However exemptions based on personal and religious beliefs – which are currently al-

lowed – would be removed. On May 14, the measure was approved by the California Senate by a vote of 25-11. It is now waiting to be heard in Assembly Health Committee (no date scheduled). What Supporters Are Saying Sen. Pan, co-author of the bill, says SB 277 is important because Californians need to be protected from preventable diseases like measles and whopping cough. Lawmakers drafted the bill after state health authorities traced a measles outbreak late last year to visitors or employees infected with the disease at Disneyland in Anaheim. “This is a good public health measure,” Pan said. “The science is sound. These vaccines are safe and they work.” What’s Fueling Parents’ Concerns? Opponents of mandatory vaccination disagree with Pan. Many state that children with vaccine exemptions are unfairly being blamed for outbreaks of whooping cough and measles. They point to statistics from the California Department of Public Health, which they say shows that 90 percent of the 8,215 pediatric whooping cough cases from 2014 occurred in vaccinated children and that only 18 percent of cases in the recent measles outbreak were in school-aged chil-

dren while other opponents point to safety concerns with the current vaccination schedule. To back their argument, many of them -- including Kennedy who campaigned recently against the bill in Sacramento -believe there is a correlation between the rise in Autism among children, beginning around 1989, and the increase in the number of vaccinations recommended for children in the United States by the CDC around that same time. Opponents of SB 277 acknowledge the benefits vaccinations have achieved historically in our fight against certain serious diseases like polio and smallpox. Yet, they can’t afford to look away from the sticky questions raised by activists who oppose mandatory or strictlyschedule vaccinations. Vaccination opponents point to another compelling story. They say the protocols of a landmark 2004 CDC study commissioned to explore the possibility of a link between Autism and the MMR vaccine are also troubling. Drew University of Medicine and Science (CDU) hosted its 31st Annual Commencement Ceremony at the StubHub Center in Carson, the 215 graduates were treated to a banquet of ideas to inspire them to greater heights. Dr. David M. Carlisle, President and CEO reminded them of their mission: “Sir Winston Churchill once said, ‘We make a living by what we get but we make a life by what we give.’ As a graduate of CDU you have accepted the responsibility to fulfill the University’s mission to give of yourself in order to transform the lives of underserved and under-resourced communities by providing healthcare with excellence and compassion.” The keynote speech was delivered by Dr. Terrence James Roberts, who was one of the Little Rock 9, students known for integrating public schools in Arkansas in 1957. But integration and race were not his chosen topic of the day. Instead he implored the graduates to get to know themselves better: “I invite you to think seriously about getting to know you--to develop the kind of self-awareness that allows you to know in advance what you would do even in situations where you’ve never been-- to spend time at the intersection of self and others especially others different from yourself in the name of building relations that lead eventually to stronger communities,” said Dr. Roberts. Los Angeles Police Officers Deemed Justified in Black Man's Slaying: L.A. NEWS Los Angeles City Council Raises Minimum Wage to $15 LOS ANGELES- Today, the Los Angeles City Council voted 13-1 for the ordinance that will raise the minimum wage to $15.00 an hour by 2020, plus an additional one-year “phase in” period for small businesses, bringing all workers to $15.00 by 2021. Councilmember Paul Krekorian voted YES on the ordinance and played a leadership role in shaping the legislation. Krekorian said: “Los Angeles is taking the lead in the national dialogue on income inequality.

This historic vote will lift 800,000 hardworking, low-wage employees out of poverty and give people hope for a better future. It will also help our local economy by putting almost $6 billion more a year into working people’s pockets, money they can spend in their communities at mom and pop businesses on the corner. Instead of sitting by and watching the race to the bottom that is devastating the middle-class, we took action to raise up our residents and our city.”

NEW MINIMUM WAGE SCHEDULE Beginning July 1, 2016, the minimum wage in the City of Los Angeles will be as follows: 2016: $10.50 2017: $12.00 2018: $13.25 2019: $14.25 2020: $15.00 Increases will happen on July 1 of the calendar year. Starting on July 1, 2022, the minimum wage

will be indexed to THE Consumer Price Index for Urban Wage Earners and Clerical Workers for the Los Angeles metropolitan area. SMALL BUSINESS WAGE SCHEDULE Businesses with 25 or fewer employees will receive an additional year to phase in the City’s minimum wage, putting all businesses on the same wage scale on July 1, 2021. 2017: $10.50 2018: $12.00 2019: $13.25

There have always been recognized risks for vaccination and I believe it is the responsibility of the CDC to properly convey the risks associated with receipt of those vaccines.” Vaccination Safety in the U.S House of Representatives In Washington, some congressmen like Bill Posey (R—Fla.) are pushing for stricter oversight laws around vaccination safety on the national level. Posey has introduced the Vaccine Safety Study Act,” which acknowledges that “Childhood immunizations are an important tool in protecting children from infec-

tious disease.” However, it also states "Individual vaccines are tested for safety, but little safety testing has been conducted for interactive effects of multiple vaccines”. Back in California, McCrary and other opponents continue their fight against SB 277. The differences in opinion that split those who support and oppose mandatory or delayed vaccination for children in the state remain. And as the government, manufacturers and some public health advocates insist vaccines are safe, many parents believe they need to see more data that convinces them about the safety of vaccinations. As for Dr. Thompson, he also states “there are still more questions than answers, and I appreciate that so many families are looking for answers from the scientific community.”

NATIONAL/STATE & REGIONAL NEWS Data Hacked from U.S. Government Dates Back to 1985: U.S. Official By Andrea Shalaland and Matt Spetalnick Data stolen from U.S. government computers by suspected Chinese hackers included security clearance information and background checks dating back three decades, U.S. officials said on Friday, underlining the scope of one of the largest known cyber attacks on federal networks. The breach of computer systems of the Office of Personnel Management was disclosed on Thursday by the Obama administration, which said records of up to 4 million current and former federal employees may have been compromised. A total of 2.1 million current U.S. government workers were affected, according to a source familiar with the FBI-led investigation into the incident. Accusations by U.S. government sources of a Chinese role in the cyber attack, including possible state sponsorship, could further strain ties between Washington and Beijing. Tensions are already heightened over Chinese assertiveness in pursuit of territorial claims in the South China Sea. The hacking also raises questions about how the United States would respond if it confirmed that the Chinese government was behind it. Several U.S. officials, who requested anonymity, said the hackers were believed to have been based in China but that it was not yet known if the Chinese government or criminal elements were involved. Another U.S. official said the breach was being investigated as a matter of national security, meaning it may have originated from a foreign government. The cyber attack was among the most extensive thefts of information on the federal work force, and one U.S. defense official said it was clearly aimed at gaining valuable information for intelligence purposes. "This is deep. The data goes back to 1985," a U.S. official said. "This means that they potentially have information about retirees, and they could know what they did after leaving government." Access to data from OPM's computers, such as birth dates, Social Security numbers and bank information, could help hackers test potential passwords to other sites, including those with information about weapons systems, the official said. "That could give them a huge advantage," the official said. According to a U.S. House of Representatives memo seen by Reuters, OPM knows what types of data were exposed to the hackers but not what data was taken. The memo was sent to House staff by Chief Administrative Officer Ed Cassidy, whose office provides support services to the House, including cyber security services.

In addition, the State Department said in a memo to its employees that most of them had not been exposed to the breach because their data was not housed on the hacked OPM systems. Only those who had previously been employed by another federal agency may have been exposed, it said. Investigators have linked the OPM breach to earlier thefts of personal data from millions of records at Anthem Inc (ANTM.N), the second largest U.S. health insurer, and Premera Blue Cross, a healthcare services provider. It was the second computer break-in in less than a year at OPM, the federal government's personnel office, and the latest in a string of cyber attacks on U.S. agencies, some of which have been blamed on Chinese hackers. A Chinese Foreign Ministry spokesman said such accusations had been frequent of late and were irresponsible. Hacking attacks were often cross-border and hard to trace, he said. White House spokesman Josh Earnest said, "It's not clear who the perpetrators are," but he noted that President Barack Obama and his aides regularly raise with their Chinese counterparts concerns about Chinese behavior in cyberspace. Disclosure of the latest computer breach comes ahead of the annual U.S.-China Strategic and Economic Dialogue scheduled for June 22-24 in Washington, D.C. Cyber security was already expected to be high on the agenda. U.S. officials said the talks would proceed as scheduled, as would Obama's plans to host Chinese President Xi Jinping on a state visit to Washington in the fall.

The Federal Bureau of Investigation has launched a probe of the OPM attack, and vowed that it would bring to account those responsible for the hacking. OPM detected new malicious activity affecting its information systems in April and the Department of Homeland Security (DHS) said it concluded early in May that OPM's data had been compromised and about 4 million workers may have been affected. Hackers hit OPM's IT systems and its data stored at the Department of the Interior's data center, a shared service center for federal agencies, a DHS official said on condition of anonymity. Chinese hackers were also blamed for penetrating OPM's computer networks last year, The New York Times reported last

July, citing unidentified U.S. officials. James Lewis, a cyber security expert at the Center for Strategic and International Studies think tank, said the U.S. disclosure of the hacking could signal Washington's plan to push hard on cyber issues at this month's talks. “The Chinese have been saying privately, and somewhat in public, that we want the summit to go really well. 'Let’s not talk about espionage. Let’s talk about how we can work together'," said Lewis, a former State Department official. "This might be a U.S. response to that: 'No, we are going to talk about espionage.'"
