Crenshaw/LAX Transit Project-Halfway There Community Celebration

The Lula Washington Dance Theater Photo by Ricky Richardson

By Ricky Richardson LOS ANGELES—Los Angeles Transit officials (Metro) held a community celebration as they approach the halfway mark on the Crenshaw/LAX Transit Project. The free family oriented event was held on Saturday, May 7th, in Leimert Park Village, the cultural hub of the African American community. The purpose of the celebration was a way for Metro officials to thank their neighbors and local businesses for their patience and continued support as Metro celebrate the halfway mark to construction completion; a major milestone! A steady stream of people representing diverse communities took in the daylong celebration. The event featured welcome remarks from Los Angeles City Officials, Metro Board members and other community stakeholders. The Halfway There Community Celebration featured a variety of inter-active, engaging, entertaining and educational activities throughout the day. Residents left the celebration with a better understanding of the Crenshaw/LAX Transit Project, potential job prospects and small business opportunities with Metro to name a few. An eclectic musical lineup of entertainment enthralled the

gave us a glimpse into the wonderful, thunderous rhythms that will permeate the streets of Brasil during the upcoming 2016 Olympics in Rio. Soul Children DJ’s Sacred and Al Jackson manned the ones and two’s to spend some funky, Global rhythms in between sets. The Lula Washington Dance Theater graced the stage for a beautiful showcase of World class contemporary modern dances. You probably noticed the seamless thread that binds the eclectic line-up during the Halfway There Community Celebration. This was quite evidence during the crowd pleasing set by Buyepongo. Their Pan-Latin sound takes its cues from traditional “roots” music of Colombia, Haiti, Belize, Honduras and the Dominican Republic. It is no wonder that their high-octane, infectious grooves causes people to move. The celebration continued with a set featuring royalty from Leimert Park Village. Kamau Daaood recited original spoken word with some up-tempo sounds of jazz. Dwight Trible is a singer who combines the best of vocal virtuosity with high caliber musicianship and improvisational skills that are awe inspiring to both audiences and musicians alike. This concluded my enjoyment of this fun-filled program at the Metro Crenshaw/ LAX Transit Project. The program continued with a staple of Leimert Park Village, interactive drumming workshop led by Nikki Campbell and Kahlil Cummings. Visit www.metro.net/crenshaw for more updates on the Crenshaw/ LAX Transit Project.

Pat Buchanan Explains White Fears Over Diversity By George E. Curry George Curry Media Columnist Leave it to Pat Buchanan, a former Richard Nixon speechwriter, to summarize why Whites fear an increasingly diverse United States. As MediaMatters documented, he appeared May 5 on NPR’s Morning Edition to rant about America no longer looks like the America of his childhood. NPR Host Rachel Martin pressed him on his views. MARTIN: A decade ago, you wrote in your book, State of Emergency, on the issue of immigration, speaking of the world changing and America changing, you wrote that “if we do not get control of our borders, by 2050, Americans of European descent will be a minority in the nation their ancestors created and built.” Do you still stand by that statement? And do you think ideas like that resonate? PAT BUCHANAN: I would amend it. That period will be reached in 2042, now, or 2041. So we’re about 25 years away from the fact where Americans of European descent will be a minority in the United States. MARTIN: Why do you see that as a problem? BUCHANAN: Well, because I look at Europe and I look all over the world, and I see peoples everywhere at each others’ throats over issues of ethnicity and identity. Again, the United States of America — we had an enormous success, we had high immigration from 1890 to 1920. Then we had a timeout where all those folks from eastern and southern Europe were assimilated and Americanized. They learned English. I went to school with the sons and daughters of these folks, and we created a really united country where 97 percent of us spoke English in 1960. Now, in half the homes in California, people speak a language other than English in their own homes. Anybody that believes that a country can be maintained that has no ethnic core to it or no linguistic core to it, I believe is naive in the extreme. Martin did not let Buchanan off the hook. MARTIN: Explain to me what having a diverse cultural identity and a diversity of languages, how that undermines the American identity. I think it’s important to try to understand why you think that this is such a threat. BUCHANAN: Well first, it seems that the American people tend to agree with us, does it not? MARTIN: But, what you are laying out is an America that is white, or if not exclusively white. BUCHANAN: It’s an America like the country I – It’s an America like the country I grew up in, which was a pretty good country. MARTIN: So how do you make that case in 2016?

BUCHANAN: Well, first off, the voters, apparently, in the Republican Party, have voted pretty conclusively for Donald Trump. And we’re going to find out in the fall whether he has won it with the nation. Because, I think Hillary Clinton will raise the issue that she disagrees with him sharply on this. MediaMatters notes: “Buchanan was fired from MSNBC in 2012 for his racist and bigoted 2011 book Suicide of a Superpower, which followed his long history of racist remarks. During his book tour, Buchanan appeared on a white nationalist radio program – the same radio program the Trump campaign gave press credentials to during the GOP primary election. Trump has received enthusiastic support from white nationalist media and current and former Ku Klux Klan leaders during his presidential candidacy, and has declined to disavow that support.” Buchanan’s noxious views are thoroughly documented in the AntiDefamation League’s report, “Patrick Buchanan: Unrepentant Bigot.” Among other things, the ADL report observes, “In addition to his antiSemitism and anti-immigrant views, Buchanan has also made a number of racist statements and stereotyped characterizations of minority communities.” Pat Buchanan mirrors presumptive Republican presidential nominee Donald Trump’s promise to take back America. The obvious question is: Take back the country from whom? There have been some humorous claims that England plans to take back America. One website satirically noted, “The Queen of England has issued a promise to her subjects that she will invade the United States of America if Donald J. Trump is elected President in November of this year. “‘Should Mr. Trump be elected we will take back America by force and place it once again under colonial rule,'” her Majesty said in a statement this morning. “The announcement has received mostly a positive response, but many critics have seen the Queen as merely taking advantage of the swell of antiTrump feeling in the country after a petition calling for the banning of the real estate mogul from entering the UK received over 500,000 signatories. “In the meantime the Queen has ordered the armed forces to start preparations for an invasion this November.” The last time I checked, there is nothing for White Americans to take back. You can’t take back what you already have. Whites are almost exclusively the top 1 percent of wealthy Americans and are in control of most Fortune 500 corporations and the majority of U.S. institutions. In truth, the only people who can legitimately “take back America” are Native Americans, who predated Christopher Columbus and the European colonization of the Americas. George E. Power Talk Three By James Clingman Veteran radio talk show host, Carl Nelson, will present his third Power Talk event on June 17-19, 2016 at Union Temple Baptist Church in Washington, D.C. The event has featured the likes of Tony Browder, Ashra Kwesi, the late Dr. Frances Cress-Welsing, Pastor Willie Wilson, Dr. Claud Anderson, and Dr. Patricia Newton, among many others. The speakers are called “Power Talkers,” and rightly so because they are most knowledgeable in their particular fields of endeavor. They are unapologetically Black, and they impart their wisdom to a Black audience in an effort to create what I will call, “Power Doers.” But, no matter who is doing the talking, if there is no subsequent follow through, quite frankly, what’s the point? Do we talk merely so that Black people can have more information, or is it merely to repeat the information we already have? Or is information just a “booster shot,” a reinforcement of sorts to keep us from being so discouraged that we give up on ourselves? If we do not respond appropriately to what we hear, specifically by executing strategies to eliminate some of the problems we discuss at these kinds of events, then we have relegated ourselves to mere cheerleaders for those who share their information with us. We do that so well (“Ase!” “Amen!” “That’s right!” “Teach!” “Tell it!”), but then we leave our haven of knowledge, go back into the real world, and do absolutely nothing except wait for Power Talk Four. Our events should have legacies that we can celebrate and share when we meet again. We should have victories as a result of thousands of us coming together at an event, especially at a Power Talk event that showcases some of our top brothers and sisters. They are not the run-ofthe-mill, milquetoast, talking-head Blacks who earn a great living discussing mundane issues and offering meaningless solutions to Black problems. Not only should we hear their words; we should act upon them. At this year’s Power talk Three, there should be something that has taken place over the past year as a result of the information and instructions discussed at last year’s event. Doesn’t that make sense? I was one of the Power Talkers last year and have been invited to come back this year; as many of you know, I am also a “doer” even more so than a talker. So, during my speech last year I noted 16 things Black folks can do in response to my words. I posited that some of our people are waiting for the world to end; some are waiting to be put into FEMA camps; some are waiting for racism to end; some are waiting for reparations; some are waiting for political fairness; some are waiting for equality; some are waiting to be

rescued by who knows whom; and some of us are just waiting to be exterminated by the powers-that-be. My question was: “What are we doing while we wait?” As Red said in the movie, Shawshank Redemption, we had better “Get busy livin’ or get busy dyin’”, thus, I offered the following things to do while we wait: ♦Work to raise our consciousness to a level of “unconscious competency;” ♦Leverage our collective dollars against injustice and inequity by withdrawing them; ♦Use our collective consumer dollars to create conscious Black millionaires; ♦Leverage our collective votes against “politricksters”; ♦Establish more viable, professional, well-managed businesses, and support them; ♦Establish Black owned and controlled trusts, equity funds, revolving loan programs, legal “offense” funds, and endowments; ♦Form strategic alliances and partnerships that can take on larger projects; ♦Scale up our businesses to the point of being able to hire our own people—our own youth; ♦Teach our youth the history of Black business—even before we were brought here; ♦Teach entrepreneurship and entrepreneurial thinking to our young people; ♦Make our demands on politicians from a position of economic strength; ♦Vote as a bloc for those who publicly state and commit in writing their support for our interests; ♦Withhold our votes from anyone and any party that does not support our interests; ♦Hold ourselves accountable for our own freedom; ♦Organize ourselves around practical economic and political solutions that benefit us; and ♦Commit some of our time, talent, and treasure to the uplift of our people, WHILE WE WAIT! I will add one more: Join the One Million Conscious Black Voters and Contributors at www.iamoneofthemillion.comone million2 To the attendees of Power Talk Three, commit to being “Power Doers” when you leave. That way, when it returns next year, we will have much to celebrate. And to the Power Talkers, as my colleague, Amefika Geuka has proposed, commit to joining the Harvest Institute Think Tank, and use your collective talents to help us actually solve our problems.

Michael Reports On Indonesia By Israel Matthews, Contributing Writer

Michael came home from school and told his mom about a report he had to write and it was very important that he picked out the right sources for information. It was a project on a country. Michael chose to do his report on Indonesia. He like hearing about Indonesia, the country where his granddaddy was born. His granddaddy was born on the island of Bandung, Indonesia. Michael and his mother went to the book store and to the public library to hunt for books to read and do research so that Michael could do a very good job. It was important because the report was going to be on display at his school’s open house and he wanted to make a good impression. Michael also found an old copy of a 1964 encyclopedia and he found it to be very interesting so he used it as one of his source of information. Michael learned so much about Indonesia and most of all he learned about what his granddaddy culture was like and how they lived as well as some of the food they ate. Michael was so proud of his report when he finished it and he prayed that he would get an A on it. Stay tune for the update on what grade Michael received for his report. God Bless :)

HEALTH & COMMUNITY NEWS Vaxxed: New Documentary Reignites Concern Over Possible Risk of Increased Autism in Black By Madlen Grgodjaian/California Black Media A growing number of Californians are getting the chance to screen a troubling new documentary that accuses the Centers for Disease Control and Prevention (CDC) of hiding and covering up data showing that administering certain vaccines to infant children can contribute to conditions like autism. The controversial film, “Vaxxed: From Cover-Up to Catastrophe,”opened Friday night in Sacramento at the Tower theater, not far from the California State Capitol where a heated policy debate played out last year before Gov. Jerry Brown signed Senate Bill 277 into law. The legislation, commonly called the “School Vaccine Law” requires California schoolchildren to be fully vaccinated with multiple doses of vaccines for 10 different illnesses before parents can enroll them in daycare or prior to attending public or private schools with the exception of a medical exemption. The California law passed the state Assembly and Senate even though opponents of the law raised

a number of questions that they say remain unanswered today about the causes of spiraling numbers of chronic conditions in children, including autism and autoimmune diseases. According to the Centers for Disease Control (CDC), one in 5000 children had autism in 1975. Now, one in 68 American children have been diagnosed. “Vaxxed” makes the case

Newborn Obesity By Dean L. Jones, CPM Now and again, it is unfortunate to see expecting mothers drinking artificially sweetened sodas and never pausing long enough to understand that the developing baby is sipping on the same toxic concoction. The latest research reveals how those pregnant women who consume diet sodas are twice as likely to raise a fat child. Routinely observed in the growing commerce of Latino-based grocery stores frequently one will see extremely obese Latin babies, both boys and girls. This obesity trend corresponds to the aforementioned finds of fatter children; especially since a large portion of Mexican cultural serves and consumes plenty of Coca Cola, as well as other sugary sodas. The research did lean more heavily on reporting this outcome of the likelihood of producing a fatter baby to those expectant mothers who drank artificially sweetened sodas every day. In addition, unborn babies exposed to artificial sweeteners in the womb have an increased propensity of developing a sweet tooth, which in turn will drive their respective calories consumption way up. Usually, aspartame and other artificial sweeteners are primarily promoted to diabetics and those concerned about gaining weight. The thing is artificial sweeteners are bad and cause the insulin in the body to become more sensitivity to wanting more sugar than what table sugar would cause. When we eat something sweet, our brain releases dopamine, which activates the brain's reward center. The appetite-regulating hormone leptin is also released, which eventually informs our brain that we are full once a certain amount of calories have been ingested. However, when we consume something that tastes sweet but does not contain any calories, the brain's pleasure pathway still gets activated by the sweet taste, but there is nothing to deactivate it, since the calories never arrive, thereby wanting to eat more and more.

Dean L. Jones

Besides worsening insulin sensitivity and promoting weight gain, aspartame and other artificial sweeteners also advance other health problems associated with excessive sugar consumption, including cardiovascular disease and Alzheimer's disease. For the record, aspartame is better known by the brand names NutraSweet and Equal. It has a competitor that is nearly as harmful called sucralose, commonly recognized under the brand name Splenda. Sucralose, a chemical about 320 to 1,000 times as sweet as sucrose (table sugar), three times as sweet as aspartame, and twice as sweet as saccharin, but still a synthetic additive created by chlorinating sugar. The chemical structure of the chlorine in sucralose is almost the same as that in the nowbanned pesticide DDT (dichlorodiphenyltrichloroethane, officially banned as a health hazard in 1973). Sweet is not something that has to come from sodas and the like. For example, by soaking about ¾ cup of raisins in warm water, then later puree the raisins in a high-powered blender with ¼ cup of the liquid they soaked in and the results will be very sweet. Living it up requires enough discipline to live SugarAlert! www.SugarAlert.com Since 2007, Dean steadfastly shares his understanding on the dangers of eating processed sugar.

that the CDC withheld critical information from the findings of research that could have established a potential link between autism and the Measles Mumps and Rubella (MMR) vaccine, particularly among African-American boys who receive the shot before 3 years old. The government agency collected the data during a 2004 study. Since “Vaxxed began screenings earlier this year, a number of celebrities across the state and country have joined the national discussion about the film. Rapper T.I. screened it recently in Atlanta. And Los Angeles area-based rapper Snoop Dogg shared this with his nine million followers after watching “Vaxxed”: “A must. C. Thanks. @bigu1.” Last month, actor and producer Robert De Niro, well known for his role in numerous films from “The Godfather Part III” and “Goodfellas” to “Meet the Parents,” took to the “Today Show” on April 13 to share his concerns about pulling the controversial documentary from the Tribeca Film Festival. Although the reputable film festival is co-founded by De Niro, some of his colleagues and a few festival participants pressured him to drop “Vaxxed” from the lineup. On “Today ,” De Niro, who has a teenaged AfricanAmerican autistic son, clarified that he is pro-safe vaccine and regrets pulling the documentary. De Niro says he and his wife noticed a change in their son’s behavior and development nearly overnight after he received routine childhood vaccines. “There’s something going on with the CDC and the pharmaceutical industry,” the Oscar winner said. “There are inaccuracies and things you have to question. That was my reason for having the film. There’s something that is not quite kosher in all of this and that’s all I can say.” The documentary features parents with similar stories to De Niro’s, sharing how they noticed changes in their children’s speech, ability to walk, and comprehend, just days and sometimes hours after receiving the MMR vaccine. The parents all report having healthy, active children prior to the administration of the shot at 12 or 18 months. Del Bigtree, one of the producers behind the 2016 documentary “Vaxxed,” said the 91minute film exposes how the CDC, the government agency charged with protecting the health of American citizens, concealed and destroyed data collected during a 2004 study it conducted that showed a potential link between the MMR vaccine and autism. “This is not an antivaccine movie,” films producer Del Bigtree said in the documentary. “This is a movie about fraud, scientific fraud, committed by the CDC, the most important study body on health in the world. It’s not about Andy Wakefield, it’s not about me, it’s about Dr. William Thompson.” Before taking on “Vaxxed,” Bigtree, was a producer on the daytime network show “The Doctors.” He left that position to pursue making “Vaxxed” after doing extensive research on the CDC. Bigtree learned of leading senior scientist at the CDC, Dr. William Thompson, released a statement via his attorneys in 2014 admitting he and his colleagues omitted statistically significant information from a 2004 pediatrics

Rapper T.I. and son along with Minister Tony Muhammad study regarding the timing between the administration of the MMR vaccine and the onset of autism in children. The discarded data showed African-American boys are 340 percent more likely to be diagnosed with autism if they receive the MMR vaccine before 36 months. The film contains many incriminating statements from Thompson, recorded without his knowledge. “I was complicit and I went along with this. We did not report significant findings,” Thompson says in the film. “I have great shame now when I meet families with kids with autism because I have been part of the problem.” Although Thompson stepped forward to expose the alleged cover up at the CDC, he maintains that vaccinations are critical to public health and insists that it is not his intention to diminish their importance. “I want to be absolutely clear that I believe vaccines have saved and continue to save countless lives,” Thompson wrote in his statement. “I would never suggest that any parent avoid vaccinating children of any race. Vaccines prevent serious diseases, and the risks associated with their administration are vastly outweighed by their individual and societal benefits.” However, Thompson claims his team deviated from the original analysis plan of the study. The paper was the only study of the three autism studies he coauthored that didn’t have an external panel of consultants. On top of that, in “Vaxxed,” Thompson said he and his colleagues met behind closed doors and decided to exclude reporting any race effects from the findings. The remaining four coauthors even went through all of their data and destroyed documents, he alleges. But the CDC whistleblower says he retained hard copies and computer files of the data without the knowledge of his colleagues. “Literally everyone else got rid of all their documents, so the only documents that exist right now from that study are mine,” said Thompson. “It was the five of us behind closed doors for two years.” The documents held by Thompson were turned over to Congressman Bill Posey (R-

Florida). In July of 2015, Posey testified about the papers before colleagues in the U.S. House of Representatives. The congressman says it is Congress’ duty to review the 100,000 pages of documentation provided by Thompson. “Considering the nature of the whistleblower documents, as well as the involvement of the CDC, a hearing and a thorough investigation is warranted,” said Posey. “So I ask, Mr. Speaker, I beg, I implore my colleges on the appropriations committees to please please take such action.” The potential correlation between autism and the MMR vaccine was first discovered by Dr. Andrew Wakefield, a gastrointestinal surgeon and researcher from the U.K. In 2000, Wakefield testified before the U.S. Congress regarding the possible connection between the MMR vaccine, autism, and bowel disease in children. He first made the claim in a report published by The Lancet, a peer-reviewed British medical journal. The study was retracted in 2010 and Wakefield’s medical license was revoked. Four years later Dr. Brian Hooker, PhD, a researcher and a father of an autistic son, contacted Wakefield regarding recorded conversations he had with Thompson. Hooker says, during the recorded phone calls, Thompson admitted to omitting vital data about the MMR study. Wakefield then met with Bigtree and his co-producer to create “Vaxxed,” revealing the whistleblower’s confession. In a congressional hearing in 2013, Posey, the Florida Congressman, asked Dr. Coleen Boyle, Director of the National Center on Birth Defects and Development Disabilities at the CDC, whether they had conducted a study between vaccinated and unvaccinated children. “We have not studied vaccinated versus unvaccinated,” Boyle told the congressman. “The really sad thing is the amount of doctors I’ve spoken to that say to me, Del, I know that vaccines are causing autism, but I won’t say it on camera because the pharmaceutical industry will destroy my career just like they did to Andy Wakefield,” Bigtree said. “We find ourselves being bullied by an industry that doesn’t actually care about the health of our children the way it should.”

BUSINESS & COMMUNITY NEWS Presidential Candidate Secretary of State Hillary Clinton Acknowledges YouthBuild USA Program a Preventive Program Giving Youth a Second Chance Commissioner James Smith aka “ Mr. YouthBuild” , Founder/ President of Y.E.S. Inc. YouthBuild in Watts, South Central, had a chance to meet and talk with Democratic candidate Secretary of State Hillary Clinton about YouthBuild USA at a recent community meeting held at the California African American Museum. YouthBuild USA is a nonprofit organization which provides education, counseling and job skills to unemployed young adults, generally high school drop-outs. Nationwide, about 10,000 young people ages 16-24 ,participate in YouthBuild each year. Approximately 70% are male and 30% are female. Ninety percent are from low-income families. An average of 30% are adjudicated youth who have been referred to the program by the court system. Since 1996, Jim has been a strong advocate for construction and job training, leadership development and employment opportunities for young people and is known for his “ Pull your pants up, educate yourself, and get a job.”

Jim has been providing youth services for unemployed young people who left school without a diploma, for well over twenty years. At Y.E.S -YouthBuild located in Watts, students were given the opportunity to reclaim their education, gain the skills they needed for employment , redirect their lives and become community leaders. Over 300 students have earned diplomas from the Y.E.S.YouthBuild Charter School program and took that second chance to build a better life for themselves, their family and the community. In order to make a joyful presentation and do it “safely” many praise teams need recorded music, costumes, props and/or proper shoes. All of these items have a cost! Also, after a presentation there are such costs as transportation, feeding of team members, cleaning of costumes, and/or storing of props, which also incur costs. So if it begins to cost your team members money to minister—the leader may want to seriously think about if a fee should be charged. I believe that praise teams should not ask for compensation of any kind when ministering during a church service especially, if the ministering is being shared at your home church. But, if an honorarium

is offered “take it!” Lol Moreover, performances at outside churches, organizations, festivals and conventions should come with a fee. The members time, expenses and hospitality must be taken into consideration. I know many ministers that charge a fee (and are paid handsomely) when they speak at churches outside of their home church—so should the Praise Team. Praise Teams work hard and their efforts should be appreciated. If you find that your team is being asked to perform frequently, charge a fee. This will enable the team leader to take better care of its members (purchase new music, costumes, props, etc.). Praise Team Leaders do not get sucked into “you should be doing this for Christ”! Remember: A man is “worth his hire”! My praise team is paid well when we perform outside of our home church and as our reputation and outreach increases so does the fee. If you would like to see how my praise team functions and possibly become a member, please attend our “Free Workshop” this Saturday, May 14 at 10:00 a.m. at Faith UMC 1713 W. 108th Street.

preventive measures will you do as president to correct this mass incarceration?” Clinton answered “I just had a conversation with a gentleman here that represents a dynamic pre-

Mr. Smith is also the founder and former Chair of the LA Regional YouthBuild Collaborative (LARYBC), which is made up of over 25 YouthBuild Charter schools and YB programs operating throughout Los Angeles county, serving more than 3500 high school dropouts daily in a comprehensive driven YBCS education program and nationally funded DOL funded programs. Presently the LARYBC is working to secure funding through the Los Angeles County Board of Supervisors to provide funding to YouthBuild affiliates to reach an expansion plan that would impact more urban youth. DOL funding would support and create over 200 funded YouthBuild programs nationally ,allowing 200,000 young people to enroll in YouthBuild programs and stay out of jails, prisons and gangs Rebelmouse.com/ yes4youth

NATIONAL/STATE & REGIONAL NEWS Obama Administration To Issue Transgender Restroom Guidance To Schools The Obama administration will tell every U.S. public school district on Friday to allow transgender students to use the bathrooms that match their gender identity. The letter, signed by officials from the Education and Justice departments, does not have the force of law but contains an implicit threat that schools which do not abide by the Obama administration's interpretation of the law could face lawsuits or a loss of federal aid. "There is no room in our schools for discrimination of any kind, including discrimination against transgender students on the basis of their sex," U.S. Attorney General Loretta Lynch said in a statement. "This guidance gives administrators, teachers, and parents the tools they need to protect transgender students from peer harassment and to identify and address unjust school policies," she said. The move comes as the Obama administration and North Carolina battle in federal court over a state law

passed in March that limits public bathroom access for transgender people. By passing the law, North Carolina became the first state in the country to ban people from using multiple occupancy restrooms or changing rooms in public buildings and schools that do not match the sex on their birth certificate. "No student should ever have to go through the experience of feeling unwelcome at school or on a college campus," Education Secretary John King Jr. said in a statement. The Obama administration letter will say schools may not require transgender students to have a medical diagnosis, undergo any medical treatment, or produce a birth certificate or other document before treating them according to their gender identity. Americans are divided over which public restrooms should be used by transgender people, according to a Reuters/Ipsos poll, with 44 percent saying people should use them according to

their biological sex and 39 percent saying they should be used according to the gender with which they identify. White House spokesman Josh Earnest told reporters that the administration would not take action to withhold federal funding while the

matter played out in courts, a stance applauded by the state's governor and a top Republican lawmaker. "Today the Obama administration admitted what we have said all along - that their threat to withhold funding and bully North Carolini-

ans into accepting their radical argument that men have a 'civil right' to use women's bathrooms and shower facilities would have to be settled in court," state Senate Leader Phil Berger said. (Writing by Eric Beech; Editing by Sandra Maler and Kim Coghill)

U.S. Plans New Wave of Immigrant Deportation Raids By Julia Edwards REUTERS—U.S. immigration officials are planning a month-long series of raids in May and June to deport hundreds of Central American mothers and children found to have entered the country illegally, according to sources and an internal document seen by Reuters. The operation would likely be the largest deportation sweep targeting immigrant families by the administration of President Barack Obama this year after a similar drive over two days in January that focused on Georgia, Texas, and North Carolina. Those raids, which resulted in the detention of 121 people, mostly women and children, sparked an outcry from immigration advocates and criticism from some Democrats, including the party's presidential election frontrunner Hillary Clinton. Immigration and Customs Enforcement (ICE) has now told field offices nationwide to launch a 30-day "surge" of arrests focused on mothers and children who have already been told to leave the United States, the document seen by Reuters said. The operation would also cover minors who have entered the country without a guardian and since turned 18 years of age, the document said. Two sources confirmed the details of the plan. The exact dates of the latest series of raids were not known and the details of the operation could change. The operation in January marked a departure for ICE, part of the Department of Homeland Security, from one-off deportations to high-profile raids meant to deter migrants from coming to the Unit-

Officers from U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO) are shown during an operation targeting criminal aliens and other immigration violators in Philadelphia, Pennsylvania, United States in this image released May 11, 2016. ... REUTERS ed States. An ICE spokeswoman said the agency does not "confirm or deny the existence of specific ongoing or future law enforcement actions." The spokeswoman said immigrants who arrived illegally after Jan. 1, 2014 are priorities for removal. Federal resources were strained in 2014 under a wave of illegal migrants crossing the U.S.Mexico border, especially women and children fleeing violence in

Honduras, El Salvador, and Guatemala. The planned new raids are in response to a renewed surge of illegal entries by Central American women traveling with their children. From October 2015 through March 2016, the U.S. Border Patrol apprehended more than 32,000 family "units", defined as mothers and children traveling together, for crossing illegally into the United States. Over the same period in 2014-2015, there were about 14,000 such apprehensions; in 2013

-2014, about 19,800. (Graphic on immigration patterns of Central American migrants: tmsnrt.rs/1qglGZG) Many of those apprehended for unlawful entry are put into deportation proceedings in court but do not show up for their scheduled appearance before a judge or ignore court orders to leave the country. The surge in illegal border crossings has put Obama in a tough spot in a presidential election year in which he wants to see a fellow

Democrat elected as his successor. Obama has said criminal immigrants and those who have recently entered the country are priorities for deportation. He is regularly hammered by Republicans over the presence of more than 11 million undocumented immigrants in the country. But HispanicAmericans tend to vote for Democrats, who are more sympathetic to the plight of the undocumented. Clinton raised concerns about the January raids at the time, saying they had "sown fear and division in immigrant communities." The presumptive Republican presidential nominee Donald Trump has pledged to build a wall along the Mexican border to prevent illegal immigration. Homeland Security Secretary Jeh Johnson told a U.S. Senate panel in March that the January raids had helped to deter Central Americans from migrating illegally. Border Patrol reported fewer illegal entries between January and March 2016 compared to October and December 2015, but there were more apprehended than over the same time period in early 2015.A separate document seen by Reuters said Johnson was concerned about the most recent uptick in border crossings. Immigration advocates say they have asked Johnson to abandon plans for future raids. "Raids are not the answer," said Marielena Hincapie, executive director of the National Immigration Law Center, a legal aide and advocacy group for migrants. "This is a humanitarian challenge," she said. (Editing by Kevin Drawbaugh and Stuart Grudgings)
