'King of the Blues' Blues Legend B.B. King Dead at Age 89 By Ken Ritter From the Commercial Appeal LAS VEGAS - B.B. King, whose scorching guitar licks and heartfelt vocals made him the idol of generations of musicians and fans while earning him the nickname King of the Blues, died late Thursday at home in Las Vegas. He as 89. His attorney, Brent Bryson, told The Associated Press that King died peacefully in his sleep at 9:40 p.m. PDT. He said funeral arrangements were underway. Clark County Coroner John Fudenberg confirmed the death. King's eldest surviving daughter Shirley King of the

B.B. King at WDIA Chicago area said she was upset that she didn't have a chance to see her father before he died. Although he had continued to perform well into his 80s, the 15-time Grammy winner suffered from diabetes and had been in de-

clining health during the past year. He collapsed during a concert in Chicago last October, later blaming dehydration and exhaustion. He had been in hospice care at his Las Vegas home. For most of a career spanning nearly 70 years, Riley B. King was not only the undisputed king of the blues but a mentor to scores of guitarists, who included Eric Clapton, Otis Rush, Buddy Guy, Jimi Hendrix, John Mayall and Keith Richards. He recorded more than 50 albums and toured the world well into his 80s, often performing 250

or more concerts a year. King played a Gibson guitar he affectionately called Lucille with a style that included beautifully crafted single-string runs punctuated by loud chords, subtle vibratos and bent notes. The result could bring chills to an audience, no more so than when King used it to full effect on his signature song, "The Thrill is Gone." He would make his guitar shout and cry in anguish as he told the tale of forsaken love, then end with a guttural shouting of the final lines: "Now that it's all over, all I

can do is wish you well." His style was unusual. King didn't like to sing and play at the same time, so he developed a call-and-response between him and Lucille. "Sometimes I just think that there are more things to be said, to make the audience understand what I'm trying to do more," King told The Associated Press in 2006. "When I'm singing, I don't want you to just hear the melody. I want you to relive the story, because most of the songs have pretty good storytelling." A preacher uncle taught him to play, and he honed his technique in abject poverty in the Mississippi Delta, the birthplace of the

Still, the Delta's influence was undeniable. King began picking cotton on tenant farms around Indianola, Mississippi, before he was a teenager, being paid as little as 35 cents for every 100 pounds, and was still working off sharecropping debts after he got out of the Army during World War Two. "He goes back far enough to remember the sound of field hollers and the cornerstone blues fig-

How Can you Tell When a Politician is Lying? By George E. Curry NNPA Columnist How can you tell when a politician is lying? When he moves his lips. Though originally intended as a joke, the number of candidates who have declared as for president have already ushered in a cascade of lies – and the situation will only grow worse as more climb aboard. Fortunately, there are at least two non-partisan fact-checking groups that try to hold politicians accountable for their less than accurate assertions. One is FactCheck.org, a project of the Annenberg Public Policy Center of the University of Pennsylvania that describes itself as “a nonpartisan, nonprofit “consumer advocate” for voters that aims to reduce the level of deception and confusion in U.S. politics.” The second is Politifact.com operated by the Tampa Bay Times. The 2016 political season is just opening, but as each candidate opens his or her mouth, what’s leaving their lips is frequently false. Here are a few examples: Speaking on April 24, U.S. Sen. Marco Rubio (R-Fla.) declared that worldwide threats “require strong American leadership, which we cannot exert as long as we eviscerate military spending, which is what we are doing now. We are placing our nation at a dangerous position.” Referring to this nation’s nuclear stockpiles, Rubio said, “We are the only nation that is not modernizing its nuclear weapons.” Politifact’s Finding: “Rubio said that the United States ‘is not modernizing its nuclear weapons.’ Most of the experts we interviewed disputed Rubio’s statement. While the United States has reduced the number of warheads, it has also been modernizing nuclear equipment and has plans to continue to do so. We rate this claim False.” FactCheck.org said that in U.S. Senator Ted Cruz’s (R-Texas) official announcement of his run for president, he “repeated several misleading claims that we have written about before: *Cruz vowed to repeal ‘every word of Common Core,’ which he called an effort by the federal government to ‘dictate school curriculum.’ As we have said before, the standards were developed by governors and state education officials and voluntarily adopted by states, and the curriculum is set by state and local school officials. *“Cruz also warned that the Affordable Care Act puts the government ‘between you and your doctor.’ As we wrote when Cruz made a similar claim back in 2013, the law doesn’t create a government-run system. If anything, the law comes between you and your

insurance company, forbidding them from capping your coverage or charging you more based on health status…” On a May 5 visit to Nevada, Former Secretary of State Hillary Clinton said, “This is where I differ with everybody on the Republican side. Make no mistake: Not a single Republican candidate, announced or potential, is clearly and consistently supporting a path to citizenship. Not one. When they talk about legal status, that is code for secondclass status.” Politifact: said, “She’s telling voters who want a path to citizenship that there’s no one on the Republican side who supports that issue. That is not accurate. There is one – [Senator Lindsey] Graham. She does have a point that the other dozen or so candidates either have never backed a path to citizenship or have sent mixed signals. On balance, we rate Clinton’s claim Mostly False.” FactCheck.org noted, “In March, [Ben] Carson claimed that being gay is ‘absolutely’ a choice, and as proof he said ‘a lot of people’ go into prison and change their sexual orientation while incarcerated. There is no evidence to support these claims. Carson apologized for his remarks, but in doing so made another error by claiming that ‘we do know, however, that we are always born male and female.’ That’s not entirely accurate. Disorders of sex development, also known as intersex disorders, occur in about one in 4,500 births and have raised questions about the male-female gender dichotomy.” FactCheck.org analyzed Senator Rand Paul’s recent comment that the attack on the Muhammad Art Exhibit and Cartoon Contest in Garland, Texas, was “an example of how we do need to secure our border.” However, the fact-checkers noted, “but neither of the attackers crossed the southern border to gain access to the U.S. Both were Americans who were believed to have been radicalized in their hometown of Phoenix.” This is going to be a long and bitter campaign to determine who will become our next president. To remain informed and astute, voters will need to regularly check out the candidates’ assertions. After all, just because politicians move their lips doesn’t mean we have to believe them. George E. Ethiopian Jews in Israel Fight for Acceptance By Lekan Oguntoyinbo NNPA Columnist Considerable fanfare greeted Israel’s airlift of tens of thousands of Ethiopian Jews in the 1980s and 1990s. The Israeli government sprung them out of their ancestral east African homeland in the midst of a famine that led to the deaths of hundreds of thousands of people. To many, it was a powerful affirmation of Israel’s “Law of Return, which grants automatic citizenship to all Jews. It sent a strong signal that Israel, a nation of immigrants and children of immigrants from more than 100 countries, was serious about its intent to create a comfortable homeland for Jews from around the world irrespective of skin color. But for most of these Black arrivals and their children life in their new homeland has been anything but comfortable. Israel has been less than welcoming to it Black citizens. Israelis of Ethiopian ancestry number about 135,000 or about 2 percent of the population. But they have higher rates of poverty, unemployment, incarceration, divorce and suicide. As the New York Times reported, Ethiopian-Israeli youth are three times as likely to be held in detention facilities. Like blacks in America, Ethiopian Israelis are the lepers of society. They routinely encounter discrimination, police harassment and racist slights. Which is why the recent demonstrations by Ethiopian-Israelis should have come as little surprise. For several days earlier this month, in scenes reminiscent of Baltimore and Ferguson, Ethiopian Israelis took to the streets after a video of a uniformed Ethiopian-Israeli soldier being beaten by police officers in what was an apparently unprovoked attack surfaced online. For several days, demonstrators threw bottles and rocks, shut down a major highway and overturned at least one police squad car. Scores of people, including more than 50 police officers, were injured and dozens of demonstrators were arrested. Israeli President Reuven Rivlin hit the nail on the head when he said the unrest revealed “an open, bleeding wound in the heart of Israeli society.” It is a wound that, if left untreated, could turn into a sore that infects the rest of the body. The demonstrations were just another in a long line of grievances by members of the Ethiopian community. Despite the kudos accorded Israel upon the arrival of the Ethiopians 30 years ago, the decision to bring them into their new home was not without controversy. For years debates raged over the authenticity of their Jewishness before the government consented to bring them into the country. Ethiopian Jews, also known as Beta Israel, believe they are the lost

tribe of Dan. Their roots in Ethiopia go back thousands of years. For more than a thousand years they were cut off from the rest of the Jewish world. Some scholars of Judaic studies have asserted that their religious practices are more authentic than those of their European brethren. Yet, when the Ethiopians first started arriving in Israel in 1984, many of the nation’s top rabbis questioned their Jewishness and in many instances demanded that they “convert” before signing off on their weddings. In 1996, Ethiopian Jews demonstrated after learning that health authorities had thrown out their donated blood over fears or suspicions of HIV. Some landlords refused to rent to Ethiopian Jews. And there have been reports of schools restricting the enrollment of their children. In 2013, Israel’s health ministry all but admitted that doctors “may” have injected newly arrived Ethiopian Jewish women with contraceptives without their consent or without fully explaining the effects of the drug. Israel, a nation of 8 million people surrounded by a sea of enemies, has more foes than friends. Israel can’t afford to alienate a significant percentage of its citizenry. Alienated citizens make for disinterested citizens. Disinterested and oppressed citizens have a propensity to become the enemies within. Israel doesn’t need more enemies, especially not internal enemies. If Israel fails to check this problem, here’s the kind of future it could face: an Ethiopian-Israeli former member of parliament called for a variety of forms of civil disobedience, including refusing to serve in the military or pay taxes if the situation for blacks doesn’t change. The military is Israel’s most strategically important institution. Young Israeli men and women are required to serve. Ethiopian Jews have consistently been diligent about serving. Demas Fikadey, the soldier who was beaten up by the police officers, had just left his military post and was on his way home when he was assaulted. To his credit, Prime Minister Benjamin Netanyahu has moved quickly to quell tensions. He has met with leaders of the Ethiopian Jewish community. He also had a brief meeting with the Fikadey in which he commiserated with him. These are great first steps. But the real work lies in ensuring that the quasi-legal oppression of Black Israelis is vanquished. It is a task that is 30 years overdue. EDUCATION & BUSINESS NEWS Americans Say Colleges Should Still Fund Student Religious Groups That Restrict Leadership By Their Beliefs and Practices By Bob Smietana NASHVILLE, Tenn. — A dispute over who can lead student religious groups has left Americans uneasy, but few want to see groups punished for requiring their leaders to hold specific beliefs or practices. A new study from Nashville-based LifeWay Research finds mixed opinions about whether student religious groups should be allowed to mandate leaders’ beliefs or, because of their religious beliefs, restrict LGBT members from leadership roles. Yet nearly 7 in 10 say colleges should not withhold funding or meeting space from such organizations. The issue has emerged in recent years on college campuses from California to Maine. Student groups say their belief statements and ethics define their identity. College officials — citing what are known as “allcomers” rules — insist groups and their leadership be open to all students, no matter what. Groups at more than two dozen campuses have lost their official standing over this disagreement. One dispute, at the Has-

tings College of Law in California, went before the U.S. Supreme Court. Lawmakers in several states have proposed laws that would bar colleges from applying “all-comers” rules to on -campus religious groups. Ed Stetzer, executive director of LifeWay Research, observed, “Recent university restrictions on beliefs and practices of student group leadership are a sharp contrast to admissions offices that celebrate pluralism, residential programs that encourage diversity, and schools that encourage new thinking. Oddly, these ‘all-comers’ policies lead to the idea that even Oscar Mayer should be allowed to lead the Vegetarian Club.” LifeWay Research asked 1,000 Americans to respond to this statement in a phone survey: “Should student religious organizations, recognized by publicly funded colleges, be allowed to require their leaders to hold specific beliefs?” About half (48 percent) say no. A similar number (46 percent) say yes. Evangelicals (51 percent) are more likely to say groups can require specific be-

liefs than those with no religious preference (33 percent). LifeWay Research asked a similar question about

California Senate Votes To End Beliefs Waiver for School Vaccinations By Sharon Bernstein (Reuters)—California parents who do not vaccinate their children would have to homeschool them under a bill passed Thursday by the state Senate, the latest move in a battle between public health officials and "antivaxxers" who fear vaccines are dangerous. The bill, which eliminates the so-called personal beliefs exemption allowing parents to forego vaccinations if opposed to them for any reason, was introduced after a measles outbreak at Disneyland last year that sickened more than 100 people. "The personal beliefs exemption is endangering the public," said Democratic state Senator Richard Pan, a pediatrician and co-author of the bill. The measure still allows children to attend school without vaccinations for medical reasons. In recent years, vaccination rates at many California schools have plummeted as parents, some of whom fear a link

between vaccines and autism, have declined to inoculate their children against such diseases as polio and measles. Although the vast majority of children are vaccinated, at some schools, many in affluent, liberal enclaves, vaccination rates are well below the 92 percent needed to maintain the group immunity required to protect those who cannot be vaccinated for medical reasons or who have weak immune systems. “The alarming increase in unvaccinated students places everyone at risk of contracting potentially fatal diseases," said state Senator Ben Allen, a Democrat from Santa Monica, whose father suffered from polio. Parents who oppose mandatory vaccinations packed committee hearings to testify against the bill, which stalled at one point but was then revived. Thursday's vote came after an hour of heated discussion among senators, who voted

25-10, mostly along party lines, to support it. "It comes down to what do we as a society trade when we mandate that somebody has to do something in order to protect somebody else," said Senate Republican leader Robert Huff, adding that his family members are vaccinated. The measles outbreak did not rise "to the level where we have to give up personal freedom." But Allen said that 400 people die of measles every day in other parts of the world. "One child who is not immunized is not a big deal," he said. "But more and more children not receiving vaccines allows for the potential spread of diseases." Under the bill, which still must be approved by the Assembly, unvaccinated children who do not have a medical exemption would have to study at home or in organized, private home-schooling groups. (Editing by Eric Walsh)

student groups at private colleges. A little more than half (51 percent) of Americans say those groups should be allowed to have required beliefs. Forty-four percent say they should not. Researchers also asked Americans whether colleges should restrict student groups that do not allow gay and lesbian students to be leaders. Evangelicals and Catholics often believe that sexual behavior outside of marriage, and homosexual behavior, disqualifies a person from certain leadership roles. Just over a third (38 percent) say colleges should give funding and meeting space only to groups that allow gay and lesbian leaders. About 6 in 10 (57 percent) disagree with that restriction. Nones — those with no religious preference — are more likely (48 percent) to want to see limits on groups that ban gay leaders than Christians (37 percent) or those from other faiths (25 percent). Catholics (50 percent) are more likely to want to see limits than Protestants (32 percent) or evangelicals (27 percent). Yet support for a restriction lessens when religious objections come into play. Those

who support the restriction were asked whether colleges should “exempt religious organizations that object to homosexual behavior from this requirement.” More than a quarter (29 percent) of this subset affirmed religious organizations should be exempt. The combined response to the two questions indicates 68 percent of Americans believe colleges should not withhold funding or meeting space from religious student organizations that do not allow gay and lesbian students to be in leadership roles. Twenty-six percent believe colleges should withhold funding or meeting space from such organizations, while 7 percent are unsure. “Religious groups are defined by belief and practice,” said Stetzer. “An increasing number of universities are not permitting student leadership in religious groups to be defined by their own beliefs and practices. More than two-thirds of Americans stop short of denying funding or meeting space on campus despite the groups’ increasingly unpopular religious beliefs and practices.”

CHURCH & COMMUNITY NEWS Poll Shows Those In U.S. Drifting Away From Religion (Reuters)—The share of U.S. residents who identify as Christian has shrunk over the past seven years while adults unaffiliated with organized religion now represent a larger portion of the public, a poll released on Tuesday found. Between 2007 and 2014, the number of adults who selfidentified as Christian fell from 78.4 percent to 70.6 percent, or 172.8 million people, driven mainly by drops among Roman Catholics and some Protestants, according to the Pew Research Center poll. Non-religious U.S. adults who identify as atheist, agnostic or of no particular faith have seen their ranks swell over that same time period by about 6 percentage points to 22.8 percent of the population, or 56 million people. "One of the most important factors in the declining share of Christians and the growth of the 'nones' is generational replacement," the report said, referring to respondents who chose no religious identity. "As the Millennial generation enters adulthood, its members display much lower levels of religious affiliation." The report, which compares to a similar Pew survey conducted in 2007, found that while the decline in Christianity was most pronounced among younger adults, there were significant declines across ages, races, genders and geographic regions. Many people who were born to Christian families, later renounced or drifted away from their faith. The report said 85 percent of U.S. adults were raised in Christian households but nearly a quarter of them no longer identified as such.

The nation is still home to more Christians than any other country, according to Pew. Evangelical Protestants, while seeing a slight dip in recent years, remain the largest single Christian denomination at roughly a quarter of the U.S. public. Further, while Christianity may have lost ground, many Please see Religion, page 12

130th Anniversary - Second Baptist Church of Los Angeles Historic African-American Baptist Church – 1885-2015 Los Angeles, CA – Sunday, May 17, 2015, Second Baptist Church of Los Angeles (SBC) will celebrate its 130th Anniversary at both the 8:00AM service and the 11:15AM service. SBC was the west coast home to Dr. Martin Luther King, Jr., where he gave one of his last sermons. Renowned leaders such as W.E.B. Dubois, Roy Wilkins, Paul Robeson, Adam Clayton Powell, Ralph Bunch, Johnnie Cochran Jr., Congresswoman Juanita Millender-McDonald, and countless civil rights leaders, as well as elected officials have all spoken at SBC. In addition, SBC continues to be known for their strong support of civil rights, and was honored to help raise $1,500.00 for the NAACP Legal Defense Fund to help defray the cost of printing the briefs in the 1954 Brown vs. Board of Education case argued before United States Supreme Court. Moreover, SBC contin-

ues to support the Los Angeles and national communities through the courageous spiritual leadership of Dr. William S. Epps. Significantly, in the 1920’s African-American architects, Paul R. Williams and Norman F. Marsh designed, planned and built Second Baptist Church. Fortunately, Williams and Marsh’s Romanesque design of SBC will continue in perpetuity --- SBC was placed on Los Angeles’ Historic Cultural Monument in 1978, and was placed on the United States National Register of Historic Places in June 2009. Our guest speaker for both services on May 17th will be Dr. Wallace Charles Smith, Senior Minister of the historic Shiloh Baptist Church, one of the oldest African American Churches in Washington, DC. Please join us in celebration at 2412 Griffith Avenue, Los Angeles, California, 90012.

HEALTH & COMMUNITY NEWS We Need To Help Our Seniors and Disabled Adults Out of Poverty By Assemblymember Cheryl R. Brown (D-San Bernardino How many times have we heard the phrase that “our budget is a reflection of our values; or a society is judged by how it treats its elderly, sick and disabled members?” Well, it's high time to reflect on our values and to be judged. Until we restore the cuts to our seniors and disabled, we are guilty of abandoning our ethical principles to care for those who are helpless. On May 7, 2015, AB 474, a bill that would restore recession-era cuts made to the SSI/SSP program to balance the State’s budget, which helps seniors and disabled adults, was the victim of the California Legislature’s latest budget procedure. The Assembly Budget Subcommittee No. 6 on Budget Process, Oversight and Program

Evaluation placed the bill on its suspense file. This procedure of a bill being placed on an Assembly Budget Subcommittee’s suspense file was unusual to me because normally fiscal bills go to the Appropriations’ suspense file. By placing AB 474 on a suspense file, relief for seniors and disabled adults being forced to live below the federal poverty level will not happen this year. I have a problem with that; especially, when the state has continuously taken $1.4 billion from the seniors beginning in 2008. For me, this is unacceptable, and I will not be silent and allow this injustice to continue. The Supplemental Security Income/State Supplementary Payment (SSI/SSP) helps 1.3 million low-income

First Food By Dean L. Jones, CPM Commonly, an inner city food desert is what authorities have labeled south Los Angeles California to be, a place where affordable and nutritious food is difficult to obtain. This sensitivity of depleted resources has also fueled a large debate over whether food deserts are causing obesity and its related diseases. On any given day there are over one million people living and working in south Los Angeles. This area shares the Los Angeles Memorial Coliseum [home to three NFL teams - a NBL team the first AFL-NFL World Championship Game (Super Bowl I) 1932 & 1984 Olympics], a world class science center at Exposition Park, the University of Southern California, the first 54-years of the Los Angeles Angels of Anaheim, and the West Adams area once the most desirable area of all of Los Angeles. In view of that, it is senseless for this vitally rich region to be nutritiously food depleted. With good intentions community health activist groups lobbied city government to limit fast food places and the city council members placed a ban on permitting any additional fast food businesses from operating in South Los Angeles in order to help reduce the growing rate of obesity. Ideally, this was to be followed by healthier dining restaurants to establish themselves in south Los Angeles, in lieu of fat producing fast food places. Well, nearly a decade later obesity and type-2 diabetes have not subsided in south Los Angeles; in fact these diseases have risen, primarily because consumers are still falling prey to the lure of advertising campaigns that push fast food. Fast food stories are increasingly working to hoodwink consumers, like the one about a high school science teacher from Iowa who lost 56-pounds eating McDonald's three times a day over six consecutive months. This story received so much attention of being a good thing in

Low key to this story is how the man walked vigorously 45minutes every day and limited his daily fast food intake to 2000 calories during this period. Traditional fast food breeds repetitive eating patterns brought about from the addictive added sugar within the ingredients. Whereas, the truly super fast foods are fruits and vegetables, and it takes less time to prepare and incorporate it into daily dining habits than eating traditional fast food. Some top first foods include blueberries, eggs, beans (kidney, black, white, garbanzo...), nuts, salmon, green tea, broccoli, and whole grains. South Los Angeles will be an attractive region to enterprises that commonly carry for sale fresh spinach (green leaf family), watermelons, avocados, pumpkin seeds, dark chocolates, pineapples, grapes, oranges, apples, cantaloupes, strawberries, bananas... from a consciousness of plantbased first foods. seniors and people with disabilities in California pay for housing, food, and other basic living expenses. It is funded with both federal (SSI) and state (SSP) dollars. SSI/SSP provides modest income support to the most impoverished seniors and disabled adults. At a minimum, this allows many to avoid total destitution and

homelessness. In 2007, the Legislature took those funds by cutting the state’s SSP portion for both individuals and couples to the minimum levels allowed by federal law to help close budget shortfalls that emerged as a result of the Great Recession. In addition, we suspended the state cost-of-living adjustment (COLA) for SSI/SSP several

times prior to 2010-11 and then we totally eliminated it. You would think there would be some urgency to restore those funds; however, due to these cuts, state spending for SSI/ SSP dropped from $3.9 billion in 2007-08 to $2.5 billion and has not changed despite the fact that the recession ended several years ago. These devastating cuts to seniors and our disabled should be moved to the top of the California Legislature’s agenda; especially with an anticipated surplus in this years’ budget. We do it for other constituencies but for some reason we have abandon these senior citizens. AB 474 is the first step to restoring our moral responsibility to care for our most vulnerable citizens and prioritize our seniors and disabled constituents. I for one cannot in good conscience accept a raise we have just been awarded while our seniors and disabled are left without a solution because it will cost too much. I will accept the raise and donate it to those in my district who are helping seniors and disabled adults eat nutritiously; because if I don’t, it’ll be used to fund other state priorities. I will be lobbying my colleagues to do the same in their districts.

Crosby observes that many blacks have no renter’s insurance, the minimum driver’s insurance and are paying too much for the wrong kind of home insurance. “And if we haven’t checked our own insurance recently, we may be unprepared to investigate the types of life or health coverage that our parents have, until it’s too

Two auto-related examples include not telling the truth about a teenage driver in the household and using a false address for lower rates. Other examples include providing false information to

NEWS Palmdale Settles Costly Voting Rights Case for $4.5 Million Dollars LOS ANGELES– Attorneys R. Rex Parris, Kevin Shenkman and Milton Grimes announced that the Palmdale City Council has agreed to district voting and a $4.5 million dollar attorney fee reimbursement in the long-running court battle to end at-large elections in favor of four districts and a citywide mayoral position. * “In settling the case, the City finally agreed to use a fair representation voting method giving all voters an equal opportunity to elect the candidates of their choice. While we were never in doubt about our legal position, I am deeply disappointed that the Palmdale city council spent millions of dollars in precious tax dollars fighting to keep a system that violated the law of California and amounted to electoral discrimination. Instead of settling the case years ago, without paying any attorney fees, the City spent millions of dollars on outside counsel fighting to keep a system that violated the California Voting Rights Act. After losing numerous court battles," said attorney R. Rex Parris who represented the plaintiffs and is also the Mayor for the neighboring City of Lancaster, “the defendant filed appeal after appeal and refused to discuss settlement until even the most naïve litigant knew they had no hope of prevailing.” The plaintiffs alleged that the imposition of the City of Palmdale's at- large method of election resulted in vote dilution for Latino and African American residents, and denied them effective political participation in elections to the Palmdale City Council. The tentative ruling from the court was issued on November 27, 2013. The filing of appeals allowed the current council to remain in power for an additional two years, but at an enormous cost to the taxpayers. “A trial court last year ruled that the Palmdale election system violated minority voters' rights and an appeals court agreed with the trial judge. I am just disappointed that the taxpayers of Palmdale had to pay for nearly $3 million on private attorneys to fight this case in addition to the $4.5 million settlement costs. This case could have been avoided, and after it was filed, Palmdale could have done what every other municipalities has done in similar cases, settle. Instead, Palmdale refused every offer of meaningful settlement discussions. Palmdale’s council chose to fight for block vot-

ing, a winner-take-all system knowing it excludes minority representation. Such vote dilution is illegal under both the federal and California Voting Rights Acts and the courts agreed that it was taking place in Palmdale,” added Parris. The court ruled: “the current members of the Palmdale council were elected through an unlawful election. The citizens of the City of Palmdale are entitled to have a council that truly represents all members of the community. More importantly, the Latino and African American citizens of Palmdale deserve to have their voices heard in the operation of their city. This can only be accomplished if all member of the city council are lawfully elect-

Milton Grimes

ed. To permit some members of the council to remain who obtained their office though an unlawful election will not remedy the clear violation. Therefore the Court finds that in order to tailor an appropriate remedy to address the violation, the special district-based election is to be

held for all four districts.” The complaint, which was filed in April 2012, alleged that Palmdale's at- large method of electing members to its City Council prevents Latino and African American residents from electing candidates of their choice or influencing the outcome of Palmdale's City Council elections. Recognizing that the sort of at-large elections employed by the City of Palmdale for electing its City Council often prevent racial minorities from meaningfully participating in the political process, the California Legislature enacted the CVRA in 2002 to combat this disenfranchising impact. The case is Juan Jauregui v. City of Palmdale, Superior Court of the State of California, County of Los Angeles

Case Number: BC483039. Note: The ruling signed by Superior Court Judge Mark V. Mooney states that Plaintiffs are the prevailing and successful parties and are entitled to recover reasonable attorneys' fees and costs, including expert witness fees and expenses, in the amount of Four Million Five Hundred Thousand Dollars ($4,500,000), plus interest at the rate of seven percent (7%) per annum calculated from January 9, 2015 until no later than May 21, 2015. Thereafter, interest will recommence if payment is not made to Plaintiffs' attorneys within 15 days of entry of the stipulated amended judgment.

King Dead at Age 89 (Continued from page 1) T-Bone Walker, and played live music a few minutes each day as the "Beale Street Blues Boy," later shortened to B.B. Through his broadcasts and live performances, he quickly built up a following in the black community, and recorded his first R&B hit, "Three O'Clock Blues," in 1951. He began to break through to white audiences, particularly young rock fans, in the 1960s with albums like "Live at the Regal," which would later be declared a historic sound recording worthy of preservation by the Library of Congress' National Recording Registry. He further expanded his audience with a 1968 appearance at the Newport Folk Festival and when he opened shows for the Rolling Stones in 1969. King was inducted into the Blues Foundation Hall of Fame in 1984, the Rock and Roll Hall of Fame in 1987 and received the Songwriters Hall of Fame Lifetime Achievement Award in 1990. He received the

His final Grammy came in 2009 for best blues album for "One Kind Favor." Through it all, King modestly insisted he was simply maintaining a tradition. "I'm just one who carried the baton because it was started long before me," he told the AP in 2008. Born Riley B. King on Sept. 16, 1925, on a tenant farm near Itta Bena, Mississippi, King was raised by his grandmother after his parents separated and his mother died. He worked as a sharecropper for five years in Kilmichael, an even smaller town, until his father found him and took him back to Indianola. "I was a regular hand when I was 7. I picked cotton. Filmmaker Spike Lee Defends His Planned Film On Chicago Violence By Mary Wisniewski Movie director Spike Lee, known for films that deal frankly with racial issues, appeared in Chicago on Thursday to defend his planned movie about the city, after its reported title, "Chiraq," was criticized by local politicians. Speaking at a South Side church and surrounded by African-American mothers carrying pictures of children killed in street violence, Lee said artists hold up a mirror to society and are not afraid to tell the truth. "We have to stop the madness," Lee said. "This is insane." He said people who know nothing about it have been expressing opinions about the film. Lee referred to the movie's "socalled title," but did not say if "Chiraq" would be the title and did not take questions. "Chiraq" is street slang that compares the nation's third largest city to the war zones of the Middle East. Chicago Mayor Rahm Emanuel, U.S. Senator Dick Durbin, and local alderman Anthony Beale have expressed

concern over the title, with Beale calling it "insulting." Chicago recorded 407 murders in 2014, far ahead of the 328 recorded in the larger city of New York. Chicago has long fought a reputation for violence, enhanced by the mythology surrounding Prohibition-era gangster Al Capone. Lee said he was not concerned about Chicago politics or tourism. "This is not about Chicago losing business," Lee said. Referring to the grieving mothers around him, Lee said, "No one wants to be a member of this club right here." Lee cited news reports that 14 people had been shot in the city the day before, with three killed. Appearing with Lee was Chicago actor John Cusack, who is involved in the movie along with Samuel L. Jackson, according to the IMDb entertainment website. Also present was Father Michael Pfleger, pastor of St. Sabina Catholic Church, who is known for activism against gun violence. "We're painting a reality that's difficult and hard," Pfleger

Pastor Brenda Mitchell told reporters that in 2005 she sent one son to fight in Iraq but had to call him home a week later for his brother's funeral. "It's an irony that I would send a son to settle someone else's freedom, and lose my other son in a free country," Mitchell said. (Reporting by Mary Wisniewski; Editing by Will Dunham)
