Having My Cake and Justice, Too By Susan Burton September 27 is always full of meaning for me. First, it’s my birthday. And 20 years ago, I spent that birthday in prison. What a difference 20 years can make. This Sunday, September 27, I’ll be at a free community fair at Exposition Park, helping people remove felonies from their records that are barriers to jobs, housing, education and many other opportunities afforded to our citizenry. This is all possible because of Proposition 47, a groundbreaking law that has allowed me to focus on my future - not my past - opening new doors in my mission for criminal justice reform. In 1981, my five-yearold son was struck and killed by a car driven by an off-duty policeman. I was devastated. My life fell apart. In my weakest of moments, I numbed my grief by abusing alcohol and drugs, sending me deeper into despair. Eventually this path led me (and other Americans caught in the War on Drugs) to years of incarceration, release, relapse and incarceration again. During this long ordeal, I lost custody of my daughter – and her respect. I lost housing and job opportunities, and my addiction worsened with each prison stint. In 1996, released for the sixth time, a prison guard said, “I’ll see you back in a little while.” But I proved him wrong. By grace I received treatment and found work as a live-in caregiver. I
Susan Burton applied to become a home health aide, but my record barred me from that line of work. I saved money and opened a home women struggling to rebuild their lives after prison. A New Way of Life was born. Daily I see how a felony conviction permanently hangs over our heads, even for nonviolent offenses like drug possession. Few realize that after someone serves time, California has 4,800 additional penalties for having a criminal record. Most (73%) are lifetime bans, and 58% restrict employment. I meet countless skilled, talented individuals ready to work, only to be sidelined repeatedly by the stigma and restrictions of their records. My record prevented me from visiting jails or prisons, despite my years of helping women effectively transition back into society. Until now, I have been unable to serve on a jury or apply for student loans to further my education. Please see Justice, page 12

EDITORIAL/OPINION Publisher’s Column
Dr. Gloria Zuurveen Founder /Owner/ Publisher/Photographer
Hello Everyone, Here was are again praise God. This is the weekend I celebrate my birthday. I am so grateful for this god giving me another chance to celebrate a glorious day. The day he called me forth from my mother’s womb and set in me His plan for my life. It was amazing that the midwife who delivered me also named me. I am blessed and highly favored. This is not cliché that you hear so often when you ask people how are they and they say these word as if without any real meaning. To be blessed and highly favored is a promise from God and He mean what He says about you and me who believe. We are truly blessed and highly favored when we have opportunities to see another day, we are blessed and highly favored when we call on that great name Jesus. Because it is He who separated me from my selfish self and gave me a new heart to love others as I love myself. We are blessed and highly favored when we have opportunities to give someone a smile and to say we love them. So let us rejoice in our blessings of being blessed and highly favored today. It’s my birthday and I know that I am blessed and highly favored because God loves me and this I know for the Bible tells me so. I shall continue to
praise Him all day long. Be blessed.

LIKELY FOES: CNN's Liberal vs. Rising Conservatism in Black Americans By Brad O’ Leary From the O'Leary Report AUSTIN, Texas/PRNewswire-USNewswire/ -- Brad O'Leary, publisher of TheOLearyReport.com, former NBC News Radio/Westwood One talk show host, author of the The United States Citizens' Handbook and former feature writer for USA Today Weekend magazine, is bringing light to the current rise stemming from longstanding historical roots in conservatism within the Black community in his latest Op-Ed piece, listed below and on TheOLearyReport.com: How much of the Black population will support Republicans on the three major issues in the 2016 Presidential election? When George Bush ran for president he got 8% of the Black population's vote. There was a time when Republican candidates could only count for 8% of the Irish population's vote. It is perhaps time for the Black voters to feel just as the Irish did, that the Democratic Party deserted them. According to CNN's most recent poll, the three major issues that American voters will focus on will be immigration, abortion and guns. Now, who am I to say that CNN's liberal bias, if correct may be a danger for the Democratic Party? CNN will tell you that according to the polls, that the Democrats will be favored. However if you look at that result and the results from other polls in judging Black population responses, it may explain one of the reasons that Donald Trump seems to have the support of 20% of the Black population. In addition to political polls there is an incredible amount of consumer polling that has been done on the Black population. That polling should frighten the Chairman of the Democratic Party. First let's take the Second Amendment and gun ownership. There is no question that gun control was historically a major political effort started at the beginning of the Civil War and was principally designed by the leadership of the Ku Klux Klan, who did not want Black people, especially in the South, to own guns, not even for hunting. In some places in the South, if a Black person wanted to hunt and keep in mind that most families were fed that way, they had to get permission from the sheriff for a twenty-four hour period for hunting. We have heard stories from many people about that era, including from Condoleezza Rice, who has always supported the 2nd Amendment because her family historically owned guns namely to protect themselves from the Ku Klux Klan. Today we have many significant Black leaders like Milwaukee County Sheriff David Clarke and Detroit Police Chief James Craig, who both urged people to buy guns to protect themselves. We have seen a number of consumer polls indicate that a majority of the Black community, following recent riots, does not fear the police. Instead they fear the drug dealers and the hoodlums who are trying to stir up division and hatred making Black neighborhoods and streets unsafe. It is no wonder that the percentage of the Black population that supports the Second Amendment has increased in the last few years. Recently during the Miss Universe contest, one of the contestants, Miss South Carolina USA, Meagan Pinckney was asked about gun ownership, presumptuous but possibly by a judge, who might have believed that since she was Black and from the South she would give a gun control answer. Contestant Pinckney stunned the television audience by showing her knowledge and support of firearm ownership. Her opinion is not just from her but it is from her peers as well. Hillary Clinton has made her position clear. She would make it difficult for anyone who is White, Asian or Black to buy a gun, particularly in the cities. At the same time Donald Trump and all the other candidates for president are the strongest group of 2nd Amendment supporters that this country has ever seen. The second issue CNN touts is such a clearly a Democratic majority supported issue. This issue is abortion.
Now there is no question that a majority of voters believe in a woman's right to choose. But in a paradox of thinking, a greater majority of Americans think that abortion is either manslaughter or morally unacceptable in today's society. That doesn't include the rather substantial number of Americans who believe that 3rd term abortions where a fetus can be seen as moving, breathing and is deemed capable of life outside the womb, is acceptable in massive numbers. The number of people in the Black population who believe that abortion is morally unacceptable is greater than anyone has ever believed. The reason that Proposition 8, a heated topic of its own, which would allow gays to marry in California, was defeated at the ballot box largely due to the rallying of Black Christian voters who voted against it in massive numbers. This supports the concept that the Black population is actually quite conservative. If you do not believe me, do your own test. In New York, five Black fetuses are aborted for every one White fetus. So go to the Black churches in a very liberal city like New York and ask the pastor and congregation what they think of abortion? Frankly every time Hillary fights for more abortions and protecting the bargain basement selling of fetuses by Planned Parenthood she is also turning off church going Black women. Now that is an issue that no one can claim any of the Republican presidential candidates, including Trump, doesn't have a clear opinion on. That opinion is there needs to be a stop to aborting Black babies. Now we get to the third issue that CNN is so excited about, the issue of immigration, which clearly makes Trump and most Republicans extremists. Once again let's consider how the Black population views immigration and some of the other effects that come from immigration. A rapper by the name of Azealia Banks unexpectedly reflected the conservative outlook of the Black population with her recent pro-Trump comments, "Do you think it's bad that I sort of agree with Trump's stance on immigration? Not for any reason other than black Americans still not having been paid reparations for slavery and the influx [of] INTERNATIONAL immigrants (not just Mexicans), are sucking up state aid, and government money, space in schools, quality of life etc.?? It's selfish, but America has been really good at convincing me that everyone else's problems are more important than my own. I want my f*****g money!!…Me first!!!…Thoughts?" Two areas of life that are directly impacted by immigration are job creation and drivers licenses. Let me be clear about what the Black population thinks about immigration. For the most part they think the same as Whites and Asians. They think it favors Wall Street, it boosts corporate profit and it increases the value of many stocks. And no one polled is aware of how big immigration is every year. Only 10% of all Americans select the correct immigration numbers. The Black population is opposed to Hillary's immigration policy and they are opposed to the attempt by states to let illegals ("Sorry Mr. President that is my word.") have driver's licenses without automobile insurance. There is such a law that was just passed in California and the governors in other red states are completely supportive of giving illegals documentation. Now if anybody out there would like to see the polling that proves that this is true, I would be happy to send it to you. 65% of Hispanic citizens of the United States also opposed driver's licenses without insurance. No surprise because illegal Hispanics hiding from "White" justice aren't hiding in White neighborhoods. The Black population believes and correctly so, that Hispanics take jobs away from them, particularly Hispanic teenagers versus Black teenagers. Child Watch: Young Black Males – Pushed Out and Pushed Away By Marian Wright Edelman Damien Durr is a brilliant young man who grew up in Ohio in a family of teachers where education was always stressed. No one, including Damien, ever thought he wouldn’t finish high school. When his father, grandfather and aunt all died within a short time of one another as he was starting high school, it shook him off his solid foundation. But through his terrible grief he kept going. Then he hit a roadblock: he failed the math section of the proficiency test required for graduation. “I took the math portion of the test numerous times, went to summer school, attended tutoring in school, attended tutoring at another high school, and even had a teacher from my mother’s school come to the house and tutor me – and still I could not pass the test . . . At the end of my senior year I found myself pushed out of school and unable to graduate because I could not pass one portion of a standardized test.” Damien’s “offense” was having spent 12 years in public school classrooms that left him unable to graduate. Years later Damien wrote about how his school pushout derailed—and nearly destroyed—the course of his life. “[W]hat often is not discussed when you repeatedly fail like I did are the deep feelings which I felt of shame, embarrassment, disappointment and intellectual inadequacy … based on a test that kept reminding me that maybe I was not good enough. “…So with no high school diploma I spent the next seven years working multiple jobs… United Parcel Service, Gibraltar Strip Steel, Labor Ready, DialAmerica, construction, telemarketing, and the list goes on. Throughout the course of those seven years I was arrested and involved in some illegal activities and found myself constantly looking for creative ways to bring in revenue.” Damien eventually turned his life around, got his GED, and earned bachelor’s and master’s degrees with honors from American Baptist College. That’s where he met one of his mentors who immediately saw his brilliance and steadfastly encouraged him, Rev. Janet Wolf. After graduating from American Baptist College – which John Lewis, Bernard Lafayette and Jim Bevel attended and became key leaders in the Nashville and national civil rights movements – Damien earned a Mas-
ter’s in Divinity degree from Vanderbilt Divinity School. Today, he is a minister, a school counselor, and an organizer with the Children’s Defense Fund Nashville Nonviolent Organizing Team advocating for and mentoring children and youths – mostly Black boys – and others pushed out of school and put at risk of the prison pipeline who might not be as lucky and as able to get their lives back on track as he was. Eric Brown is one of Damien’s colleagues who wrote about his experience being pushed out and pushed away by adults. Eric, the son of a third-generation pastor, was rooted in the church. But as a teenager he started to realize adults in the church community were sometimes among the first to judge the youths around them: “I noticed my frustration with identity through my experiences of how church folk were quick to label students and young adults as criminals based on music, clothing, hair styles, and vernacular. I felt many church folks never took the chance to listen to the concerns of students, but rather preached their notions of a child’s image as evil to children they said they love . . . [M]any of my friends began to go down a road of crime based on fulfilling a destiny we felt older adults already forced on us.” Eric was able to envision and forge a different identity for himself after finding the right adults willing to serve as role models and mentors instead of prejudging him. He also graduated with honors from American Baptist College, where he was mentored by Rev. Wolf, and received two master’s degrees from Vanderbilt University – a Master’s of Theological Studies and a Master’s in Ethics. He is a minister and a volunteer chaplain at Riverbend Maximum Security Institute where he co-facilitates the Community Building and Conflict Resolution Circle on death row. We need to stand up and fight against unjust systems that often push young people out of school and onto the path to prison. We also need to make sure we are doing all we can as individuals to show love and care and support to young people – especially Black and Hispanic – who already often feel pushed out and pushed away. Marian Wright Edelman is president of the Children’s Defense Fund whose Leave No Child Behind® mission is to ensure every child a Healthy Start, a Head Start, a Fair Start, a Safe Start and a Moral Start in life and successful passage to adulthood with the help of caring families and communities. EDUCATION & COMMUNITY NEWS State Schools Chief Tom Torlakson Unveils Blueprint for Environmental Literacy SAN FRANCISCO— State Superintendent of Public Instruction Tom Torlakson today released a plan to improve instruction for students on the environment entitled, A Blueprint for Environmental Literacy. "Climate change, wildfires, and the drought are clear reminders of how important environmental issues are to our own lives and the health of planet Earth," said Torlakson. "Students need to learn about the environment so they can make informed choices and help to maintain our clean water and air, and preserve our scenic resources. A Blueprint for Environmental Literacy provides recommendations that could help educate all students about how to create a sustainable and healthy environment." Torlakson convened a 47member Environmental Literacy Task Force last year to evaluate the state of environmental education and make recommendations for improvement. Under the leadership of co -chairs Elizabeth Babcock of the California Academy of Sciences and Craig Strang of the Lawrence Hall of Science, the Task Force's findings were published in A Blueprint for
Tom Torlakson
Environmental Literacy. The Task Force recommended making high-quality environmental education available to all students, finding a funding source to sustain and improve instruction, working with outside organizations to ensure the instruction is high quality, and providing students with a variety of learning experiences. For example, the report recommended that environmental education be integrated into history-social science instruction, as well as in California's new standards for English, mathematics, and science. In addition, it recommended that students should have more opportunities to learn about the environment like growing a school garden, and visiting parks, farms, muse-
ums, aquariums, science centers, and zoos. As a science teacher, Torlakson provided practical lessons to his students, including raising a garden outside his classroom and taking his students on field trips, whitewater rafting trips, and hikes, including one up to Half Dome, to learn firsthand about science and environmental issues. Torlakson unveiled the plan while visiting Abraham Lincoln High School, where environment instruction is integrated into the school's core curriculum. The school is in San Francisco Unified School District, a California Green Ribbon Silver winner. Torlakson said the California Department of Education has already begun implementing several task force recommendations. The Department has formed a team to put the recommendations into action, including environmental principles and concepts into the Next Generation Science framework and history/social science framework, and sought additional funding to support environmental literacy. The work of the Task Force was sponsored by the
Pisces Foundation, the S.D. Bechtel Jr. Foundation, and the Ten Strands Foundation. For more information on the state's efforts to improve
environmental literacy, visit the California Department of Education's Environmental Education Web page.
Michael’s Field Trip By Israel Matthews Contributing Writer
Hello again it’s Israel Matthews I am here to tell you another good story. I hope you like it!!! Michael was going on a field trip, a very special field trip on the school bus. Michael was going to the L.A. County Fair! Michael was very excited. When he got there he really wanted to see all kinds of animals like the cows, chickens, goats, and some horses and he especially wanted to learn all about them because Michael was told by his teacher that the trip was for education and for learning about new things. Michael thought the field trip was very fun. He went on a lot of rides. He also ate a mile long hotdog which was really good. This was Michael first time going to the L.A. County Fair. He said he wanted to go again one day. Michael came home and told his parents about all the fun he had. He told them how he petted the animals and that he wanted to see the haunted house but he didn’t get a chance because the field trip was about education so he didn’t mind. Thank you and God bless. CHURCH & COMMUNITY NEWS Pope Francis Improves Protestant Pastors’ Views of Catholic Church By Lisa Cannon Green NASHVILLE, Tenn -Pope Francis is boosting the reputation of the Catholic Church among Protestant pastors in America. Nearly 4 in 10 say the pope, known for his humility and concern for the poor, has had a positive impact on their opinions of the Catholic Church, LifeWay Research finds. Almost two-thirds view Pope Francis as a genuine Christian and “brother in Christ.” However, half of Protestant pastors say they do not value Pope Francis’ opinion on matters of theology. Changing views LifeWay Research asked 1,000 Protestant pastors in America about their views in a phone survey from Sept. 8-21, 2015, shortly before the pontiff’s visit to the United States this week. Pope Francis, who in March 2013 became the first non-European and first Jesuit priest to be named pope, has been outspoken on such issues as welcoming immigrants, shunning materialism, and protecting the environment. For 43 percent of Protestant pastors, Pope Francis has not changed their views of the Catholic Church. However, half say the current pope has affected their opinions— and almost three times as many cite a positive impact (37 percent) as a negative one (14 percent). “Our sample itself— Protestant pastors—is named after the Protestant Reformation, so they are particularly interesting to survey,” said Ed Stetzer, executive director of LifeWay Research. “And the survey says that
this pope does, indeed, have a ‘Francis effect,’ even on a group of people named for protesting the very faith the pope leads.” Ninety percent of Protestant pastors agree Catholics can be “born-again Christians,” but they are less certain whether Pope Francis is their “brother in Christ.” Sixty-three percent believe he is a genuine Christian, while 22 percent disagree, and 16 percent are unsure. Evangelical pastors report more skepticism about Pope Francis than their mainline Protestant counterparts. While 80 percent of mainline Protestant pastors believe the pope is a true Christian, only 58 percent of evangelical pastors agree. “The fact that some pastors don’t see the pope as their ‘brother in Christ’ seems strange to many outside Protestantism and evangelicalism, I imagine,” Stetzer said. “However, the forerunners of most Protestant pastors—from Luther, to Wesley, to Spurgeon, to many others— certainly did not see the pope
Having My Cake and Justice, Too (Continue from page 1) Happily and justly, that changed in January. Via Proposition 47, a Los Angeles court granted my petition to reclassify my felonies to misdemeanors. I now know personally the immeasurable feeling of having the stigma lifted. This is one of the overlooked benefits of Proposition 47, a ballot initiative passed by 60% of California voters last November. Prop. 47 reclassifies six lowlevel, non-violent crimes (drug possession and five petty-theft offenses) from felonies to misdemeanors. It is estimated that 300,000 people in Los Angeles can now change their sentences, records and lives. That is why my organization and others are partnering with Californians for Safety and Justice in a first-of-its kind community event on September 27. Attorneys will be on hand at the Proposition 47 Record Change and Resources Fair (at
Exposition Park, 11-4) to offer free legal advice for people who qualify to change their record under Prop. 47. In addition, there will be other free resources, food and entertainment. Musician Aloe Blacc will even stop by ... happy birthday, indeed. But the biggest gift of the day is for people to remove the “Scarlet F” too many with a felony record continue to wear. Prop. 47 is a light in the mass incarceration keyhole. In fact, 4,402 people have found their freedom from state prisons under the law so far, and thousands more from county jails. With too many doors still shut for the formerly incarcerated, it's time to share the key of liberty, freedom and a second chance that Prop. 47 unlocks. What more meaningful way to spend my birthday, September 27, than helping to open those doors for others who have waited so long? That will be the frosting on my cake.
as their ‘brother in Christ.’ “Within a few centuries, the pope has gone from antiChrist to ‘brother in Christ’ for a lot of Protestants.” Protestant pastors are divided on whether they value Pope Francis’ opinion on theological issues. More than 4 in 10 (42 percent) say they value the pope’s opinion, but 50 percent say they do not. Mainline pastors (57 percent) are more likely than evangelical pastors (36 percent) to say they value Pope Francis’ opinion. Mainline pastors are also more likely to say Pope Francis has influenced their opinion of the Catholic Church, with 50 percent saying the impact has been positive and 9 percent saying it has been negative.
In contrast, 30 percent of evangelical pastors say Pope Francis has boosted their opinion of Catholicism, while 15 percent say their opinion has declined. Divided views Favorable views of Pope Francis are most pronounced among highly educated Protestant pastors and those in the Northeast, the survey finds. Fifty-one percent of Protestant pastors in the Northeast say Pope Francis improves their opinion of the Catholic Church, compared to 38 percent in the Midwest, 34 percent in the South, and 31 percent in the West. Most Northeastern pastors (53 percent) also say they value the pope’s opinions on theological matters, a view shared by fewer than half of pastors in
the Midwest (45 percent), South (39 percent), and West (38 percent). More than two-thirds of Protestant pastors with a master’s or doctoral degree (69 percent) view Pope Francis as a genuine Christian and brother in Christ, compared to 42 percent of those with a bachelor’s degree or no college degree. Those with a master’s degree or higher are also significantly more likely to say they value Pope Francis’ opinions on theological matters (49 percent) and the pope improves their opinion of the Catholic Church (43 percent). Among those with less formal education, 22 percent value the pope’s theological opinion and 18 percent say he has a positive impact on their view of Catholicism.

Anthem Inc would become the largest U.S. health insurer through a proposed $47 billion acquisition of Cigna Corp, announced in late July. Earlier that month, Aetna Inc said it would buy Humana Inc and become the largest provider of Medicare plans for older people. A Call For Flavor By Dean L. Jones, CPM Added sugar is crucial to increasing the packaged food industry's revenue stream. That is mainly due to how much consumers are calling out for more flavor or taste in their foodstuff. Food maker's use of added sugar works to perk up the flavor, color, and/or texture of foods and drinks. It is natural for human nature to crave flavor and adding sugar to anything will serve to satisfy most palettes enough to feel as though some type of flavor has been reached. But added sugar puts on unhealthy weight, making it no wonder how according to the most recent data, rates of obesity is now exceeding 35% of the state's population for Arkansas, West Virginia and Mississippi. There are 22 states that have obesity rates above 30%, 45 states are above 25%, and all 50 states are above 20%. This huge weight problem can be attributed to how our food delivery system over reaches with putting artificial flavor in their respective products. Our human structure has no dietary requirement for carbohydrates from processed sugar. Furthermore, ingesting high amounts of processed sugar in all probability will reduce the ability to regulate caloric intake, leading to eating more sugar, overeating, and ultimately being included in those previously mentioned obesity rates. No other mammal naturally craves processed sugar, by this means it is totally an unnecessary source of calories, as it provides no feeling of fullness, not to mention how it is more commonly acknowledged to be a major factor contributing to Type 2 diabetes. It goes even further, where for a long time science blamed saturated fat for heart disease are now sharing well documented studies that processed sugar, not fat, is probably the leading cause of heart disease by means of the harmful effects of fructose on our metabolism. An old common joke described an

Dean L. Jones unfamiliar food flavor by saying it tastes like chicken, meaning it has a generic taste. On the other hand, this phrase has somewhat perished since chicken does not taste like chicken. Instead, it commonly is served pre-flavored as chicken nuggets, chicken sausage, chicken patties, chicken burgers, chicken strips, chicken cutlets, Buffalo wings, and the rest. Accordingly, added sugar goes into every meat sauce known to mankind resulting in the pre-flavored mix dilemma that once eaten will become addictive and inevitably lead to over consumption. This presents a double jeopardy of not just the over consumption, but also the ingestion of empty calories. The weakening food flavor is so prevalent that there is a growing trend to buy and use flavored sugars. If so, consider reestablishing your true taste buds and seek flavor from fresh fruits, legumes and vegetables. Some plants taste better when organically grown, but what matters is that enhanced flavor is more readily available when you live SugarAlert! www.SugarAlert.com Mr. Jones is a marketing strategist with the Southland Partnership Corporation (a public benefit organization), sharing his view on mismanagement practices of packaged foods & beverages
the possible impact on competition. Antitrust concerns have kept investors and other experts skeptical about the likelihood the deals will make it past the U.S. Department of Justice's antitrust reviews. There is also political op-
position. Earlier this week, Democrats and Republicans grilled Anthem and Aetna during a Senate hearing on the effects of insurer consolidation. The group of 36,000 physicians specializing in psychiatry released on Thursday a
Sept. 9 letter citing insurers' history of denying mental health benefits and saying that their networks of psychiatrists were inadequate and likely to worsen. Aetna spokeswoman Cynthia Michener said the company is focused on changing the health care industry so that "insurers, doctors and hospitals work together to lower costs and coordinate care to give people as many healthy days as possible." The letter was also sent to state insurance commissioners and state Attorneys General, and urged regulators to consider these networks and insurers' historical patterns of providing access to care in their reviews. "After a thorough investigation of existing practices, we are confident the relevant authorities will be convinced that the merged entities would be a threat not only to consumer choice and pricing, but also to consumer mental health and well-being," the letter said. BUSINESS & COMMUNITY NEWS Mayor Garcetti Marks Citizenship Day by Launching Campaign to Help 350,000 Immigrant Residents with Naturalization Process LOS ANGELES – Mayor Eric Garcetti today launched a citizenship initiative as part of his “Step Forward LA” campaign, with new tools designed to help members of L.A.’s immigrant population navigate the process of becoming a U.S. citizen. Marking the celebration of national Citizenship Day, and as part of Hispanic Heritage Month, the campaign launch is an initiative of the Mayor’s Office of Immigrant Affairs. Earlier this year, the office launched Step Forward LA as an effort to reach 100,000 Angelenos eligible for DACA and DAPA programs. With the launch of the citizenship campaign, the initiative will focus on encouraging and engaging the more than 350,000 legal permanent resident immigrants in Los Angeles to take the neces-
sary steps to become U.S. citizens. A key component of the campaign is StepForward.lacity.org, where visitors can fill out a simple online questionnaire to help confirm their eligibility for citizenship. Once confirmed as eligible, they can instantly access a multilingual platform that connects them to resources and carefully guides them through the steps to citizenship. Across Los Angeles County, there are an estimated 750,000 legal permanent residents who have not yet naturalized as U.S. citizens — with nearly half of them residing in the City of Los Angeles. “There are hundreds of thousands of Angelenos who are eligible to become U.S. citizens,
Mayor Garcetti but for one reason or another have not initiated or completed the naturalization process,” said Mayor Garcetti. “We want to make sure that residents have a
friendlier, quicker, and easier time navigating their path to citizenship. The ‘Step Forward LA’ website provides a step-by-step guide to the citizenship process, and an interactive map where users can find resources — such as library “Citizenship Corners,” ESL and civics classes, and links to local non-profit organizations — that can help our friends, neighbors, family members, and co-workers get on the path to citizenship.” There are currently “Citizenship Corners” in each of the City’s 73 library branches, where residents can access tools — sample test materials, instructional DVDs, and more — to assist them as they work through the naturalization process. The Mayor’s Office of Immigrant Affairs is partnering
with the Mayor's Fund for Los Angeles to raise funds for the initiative with the support of the philanthropic community. As part of the citizenship campaign, the Mayor’s Office will also cohost immigration and naturalization workshops with local nonprofit organizations. The Mayor noted “the tremendous rights and advantages of U.S. citizenship,” which include the right to vote, opportunities to earn higher incomes and secure healthcare coverage, the ability to obtain a U.S. passport, an easier time starting businesses, obtaining loans and mortgages, and accessing public benefits such as Social Security and Medicare. For more information, visit the Step Forward LA website at http:// stepforward.lacity.org.

LOCAL COMMUNITY NEWS A Bold Vision for the Future in Watts: Children’s Institute, Inc. & Architect Frank Gehry Unveil Design of New Watts Campus WATTS—On Saturday, September 12, Children’s Institute, Inc. (CII), a 109-year-old nonprofit organization dedicated to helping children and families in Los Angeles’s most challenged communities, teamed up with world-renowned architect Frank Gehry to unveil the design of the future Children’s Institute Watts Campus. The design for the campus was revealed at a special event at CII’s current interim facility, located at 1522 E. 102nd Street, in Watts. Architect Frank Gehry was joined by a host of local political leaders, officials and community organizations who have thrown their support behind the project,
who are collectively striving to address the needs of children and families,” said CII’s Executive Vice President & COO Nina Revoyr. “And we are proud, through our services and through this new facility, to be a part of a bigger change in Watts.” Headquartered near downtown Los Angeles, CII provides services to more than 24,000 children and families a year across Los Angeles County, helping them heal from the trauma of family and community violence, build the confidence and skills necessary to break through the barriers of poverty, and grow up to lead healthy, productive lives. The event was hosted by Accenture. "CII is an incredible organization with a vitally important mission,” said Frank Gehry, whose acclaimed design firm, Gehry Partners, LLP, is headquartered in Los Angeles. “I am honored to be a part of this project, which will allow them to expand their reach to even more children and families." It was on separate motions by Supervisor Mark RidleyThomas in 2011 and 2012 that the Los Angeles County Board of Supervisors approved granting Children’s Institute a gratis lease with an option to purchase for its Watts campus. “Children’s Institute has long provided a safe haven for our most vulnerable, and now it is joining forces with the legendary Frank Gehry,” Supervisor Ridley-Thomas said. “I am excited to see this new campus rise in Watts, as it will elevate the community on so many levels, from protecting children to creating a new architectural gem for the neighborhood.” Once completed, the new two-acre Watts Campus will enable CII to expand its comprehensive support services to 5,000 children and families in the area. The campus will include rooms for individual and group counseling, community meeting space, indoor and outdoor areas for afterschool activities, early childhood education and childcare, areas dedicated to youth development programs such as art and computer training, as well as expanded space for family support services and classes. Frank Gehry is donating his design services to CII. “We are so fortunate to work with leaders and organizations in the community
provided social services from leased facilities in Watts for the past eight years, and has been active in the area for more than a decade. The new Watts campus will be a beacon of hope in the surrounding landscape, providing a safe, welcoming community hub for children and families. “We are extremely excited to be partnering with Frank Gehry and Gehry Partners to bring this much-needed resource to the Watts community,” said CII President & CEO Mary Emmons. “The opportunity to expand and build upon the work we’ve accomplished is one of our main areas of focus. We are committed to the children and families of Watts.” The $35 million Watts Campus capital project is the cornerstone of a larger campaign— CII’s Building on Success comprehensive fundraising campaign— which will also raise funds for operations and other needs. Major commitments to date include: The Annenberg Foundation, the City of Los Angeles- Prop K, The Colleagues, The Edna McConnell Clark Foundation, The Eisner Foundation, The Harold McAlister Charitable Foundation, The L.A. Galaxy Foundation, The Otis Booth Foundation, The John M. Carson Foundation, and Philanthropic Society of Los Angeles (PSLA). “We are receiving enthusiastic responses because of the significant need we’re addressing in Watts as well as the bold vision for the facility that Mr. Gehry will be instrumental in helping us achieve,” said Charles Diamond, Chairman of CII’s Board of Trustees. NATIONAL/STATE & REGIONAL NEWS Nielsen: African-Americans Upending Stereotypes in Education, Income, Media and More Washington, DC — Today, Nielsen released Increasingly Affluent, Educated and Diverse: African-American Consumers – the Untold Story, the fifth installment in its Diverse Intelligence Series. This new report is inclusive of insights about affluent Black consumers with annual household incomes of $75,000 and higher and upends outdated stereotypes about African Americans, from education and income to media consumption and social engagement. The report was released at a press conference during the Congressional Black Caucus Foundation, Inc.’s 45th Annual Legislative Conference in Washington, D.C. Increasingly Affluent, Educated and Diverse: AfricanAmerican Consumers – the Untold Story explores the evolution of upper-income Black Americans as the population continues to grow and change rapidly. At 45.7 million strong [1], the nation’s Black population grew at 17.7% from 2000 to 2014 — 35% faster than the total population and double the 8.2% growth rate of the White population. The growth rate of the Black population is partly attributed to the surge in Black immigration from the Caribbean, Africa and some European countries, making the overall population incredibly diverse. The number of foreign-born Blacks in the U.S. has quadru-
pled since 1980, accounting for 3.8 million of the nation’s Black population. Foreign-born Blacks are contributing to increased incomes in the African-American community: their median household incomes are 30% higher than U.S.-born Blacks. “The size and influence of affluent African -Americans is growing faster than that of non-Hispanic Whites across all income segments, and the impact is being felt across industries,” said Cheryl PearsonMcNeil, Senior Vice President, U.S. Strategic Community Alliances and Consumer Engagement, Nielsen. “These larger incomes are attributed to a number of factors including youthfulness, immigration, historic educational attainment and constant, relevant dialogue across various social media channels that have an impact on African-Americans’ decisions as brand loyalists and ambassadors. Savvy marketers are taking notice.” “We believe this ‘untold story’ is both timely and critical to understanding AfricanAmericans in 21st century America,” said Reverend Jacques Andre DeGraff, Nielsen External Advisory Council CoChair. “Nielsen has been successfully providing insights and data for its clients for nearly 100 years. Now with this fifth anniversary milestone African-American
report, the launching pad for the Diverse Intelligence Series, multicultural communities can be confident that Nielsen captures the importance of every demographic.” Highlights of Increasingly Affluent, Educated and Diverse: African-American Consumers – the Untold Story include: Black households $70,000+ top a number of consumption categories by percentage of their annual expenditures: * Personal insurance and pensions – 14.7% * Retirement, pensions, social security – 13.8% * House furnishings and equipment – 12.5% * Cash gifts – 7.6% Consumption habits outpace other demographics: Each week, compared to all Americans, African-American adults spend 42% more time watching TV; 13% more time on a PC; and 15% more
time on a smartphone than any other demographic. Educational progression: * The rate of Black high school graduates enrolled in college increased in 2014 to 70.9%, exceeding the rate of all highschool graduates in the nation. * 23% of African-Americans with annual household incomes of more than $100,000 search for jobs online (compared to 14% of Whites). * 11% of African-Americans with annual household incomes of more than $100,000 take college courses online (compared to 5% of Whites). Income growth rates: * African-American income growth rates outpaced those of non-Hispanic Whites at every annual household income level above $60,000. * The largest increase for African-American households occurred in the number of households earning over $200,000, with an increase of 138%, compared with a total population increase of 74%. Media and technology use: * 2015 represented a tipping point as avid media consumption, powerful cultural influence and burgeoning population statistics created an unprecedented African-American impact on a broad range of industries, particularly in television, music and social media, as well as on social issues. * ‘Black Twitter’ is an influential cluster of users on the platform that consistently drives global trending topics and conversation. Popular hashtags discussed include: #BLACKLIVESMATTER – 4,756,536 #SANDRABLAND – 3,642,898
#FERGUSON – 2,421,801 #FREDDIEGRAY – 2,087,080 #ASKRACHEL – 994,065 Purchasing power: The basket ring (average dollar amount spent per household annually) for AfricanAmericans with household incomes of $100,000+ surpasses that of other groups at higher percentage rates with the following top five retail channels: * Convenience stores – 123% * Toy stores – 40% * Book stores – 32% * Automotive stores – 15% * Department stores – 14% Immigration impact: By 2060, one of out of every six U.S. Blacks will be immigrants. Metropolitan areas that are home to some of the nation’s largest Black populations are where the impact of immigration is most apparent. Black immigrants comprise the following percentages for the Black population in these metro areas: * Miami – 34% * New York – 28% * Washington, D.C. – 15% Notes [1] U.S. Census, American Community Survey, 2014. Race alone or in combination. In 2011, Nielsen’s first award-winning AfricanAmerican report launched what is now the Diverse Intelligence Series, a robust portfolio of comprehensive reports which focus solely on multicultural consumers’ (including Asian-American and Hispanic/Latino) unique consumption and purchasing habits. Bakewell To City of Los Angeles Commission On The Status Of Women (Continued from page 7) Legal Defense Fund and is a member of the Coalition of 100 Black Women. “I’m honored that Mayor Garcetti has appointed me to the Commission on the Status of Women,” said Bakewell. “My life experiences as a businesswoman, advocate, and mother of five adult children have shaped how I see the world — and reinforced for me the importance of gender equality and all that it means for the future of our city. Working together, I know we can make a difference by supporting the Mayor’s commitment to making sure that women and girls are moving forward and upward in Los Angeles.” Established in 1975
and re-launched by Mayor Garcetti with an emphasis on promoting gender equity citywide, the Commission on the Status of Women has a mandate to advance the general welfare of women and girls in Los Angeles, and to ensure that all women have full and equal participation in City government. In August, Mayor Garcetti signed an executive directive calling on city departments to implement the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), which the City adopted in 2004.The directive requires each General Manager or Head of Department to submit a Gender Equity Action Plan by February 1, 2016.

Brown’s own work spotlights issues of race and culture. Under her company Duly Noted Inc., she produced last year’s highly acclaimed independent film Dear White People. Called “a buttonpushing word-of-mouth dynamo” by The Wall Street Journal, the satire won the Special Jury Prize for Breakthrough Talent at the 2014 Sundance Film Festival and Best Picture at the San Francisco International Film Festival. Producers have a voice and a lot of times people think producers just grab onto the next big thing,” she said. “However, the projects you choose to do are often not for the monetary gain. They’re gonna be for love and passion. Start working on those projects in school that fulfill your voice.” “Effie Brown is the perfect choice for this year’s Distinguished Alumni Award,” says Stacy Barnes, SFTV’s Development Director, overseeing fundraising and alumni relations. “Effie epitomizes the spirit of the entrepreneurial, independent filmmaker while also selflessly offering mentorship, advice and honest opinions to SFTV’s young content creators embarking on this incredibly difficult journey to become working artists.” Currently in production on Omar Tyree’s Flyy Girl for Li-
