a word from our chair As we come to the end of the current incarnation of Leader it seems appropriate to reflect on what makes Leader special.

While it certainly helps that the North Pennine Dales Leader is clearly focused on a coherent geographic area, but to me the most important element of the Leader approach is the involvement of a wide range of local people and organisations from many sectors in setting the priorities and taking the decisions. At their best Leader groups involve people who are not the ‘usual suspects’ but who care enough about their local area to come together and thrash out where investment should be made. The shared experience and local knowledge of the members of the Local Action Group (LAG) allow connections to be made and issues to be highlighted that might not be immediately apparent. I’d like to think that the North Pennine Dales has done this well and I’d like to thank my fellow members of the LAG for their enthusiasm and commitment over the past six years.
North Pennine Dales Leader has supported 88 projects investing £2.2 million pounds into the area through the delivery of the Leader element of the Rural Development Programme for England 20082013 and levering in a further £1.4 million of match funding.
A vast range of projects have received help to develop, ranging from small community ventures to rural micro businesses. The smallest investment received by a project was £2,200, with other project amounts varying up to £75,000 awarded to a number of larger projects. The principles of Leader are to improve rural life using a grass roots, bottom-up approach. The investment into the projects have forecast that in total: 946 businesses will have been supported, 88 jobs created, 68 jobs safeguarded, 1078 training days delivered and 136567 individuals benefitted. The Local Action Group members, all volunteers, have used their skills, local knowledge and experience to identify areas and projects which required support. Without their input the programme would not have been delivered so successfully. Radio Teesdale Radio Teesdale, award winners of The Radio Academy and recognised by Ofcom as an exemplar model, is a true community project that provides a community service, set up and operated by the people of Teesdale, for the people of Teesdale. North Pennine Dales Leader supported the project to enable their station manager Peter Dixon to continue his service to the radio. Peter is the only employee of Radio Teesdale, and has a dedicated team of volunteers to help him manage and broadcast seven days a week.
North East community radio stations have created a community group Community Radio Stations in the North East CRaNE (Community Radio Stations in the NE) to foster relationships and share good practice. www.radioteesdale.co.uk

Prototype for a Carbon Neutral School – Sharing Experiences Whitfield School is being very adventurous aiming to be the first zero carbon school in Northumberland with a raft of alternative energy measures. Not only will the school secure long term sustainability for this rural community asset but will provide tangible environmental and educational benefits. Project Co-ordinator for Allendale Creative Artists CIC Pebbles Gallery has received Leader funding to appoint a project co-ordinator to oversee the development of their new Forge Studios.

Harehope Quarry Project – Working for a Future The Harehope Quarry Project have been awarded funding to ‘kick start’ a project in Frosterley to look at how Frosterley can become more sustainable in the light of climate change and peak oil prices. They are starting the project with a number of film showings at Frosterley Village Hall. These will be followed by an initial meeting to explain the project and encourage people to get involved.

Barn Project – Cotherstone Village Park This is a capital project to bring a redundant stone barn back into use for the benefit of the residents of the village of Cotherstone in Upper Teesdale. The small charity was established in 2004 and they have taken over and established a 3.5 acre site as a community park. At the perimeter of the park lies a redundant and dilapidated traditional stone barn and following discussions with the owner, it was offered as a gift to the
community and planning permission was granted for conversion. This project is to refurbish the barn, replace the roof timbers and slates, and strengthen the walls and any associated works. A solar power supply will be installed and interior works will provide storage space for the charity’s maintenance and event equipment, currently located in various farms and private dwellings in and around the village. There will also be a small meeting room area where refreshments can be provided during events on the park.

Weardale Community Buildings Network (Feasibility Study) Durham Rural Community Council surveyed village halls and community buildings in Weardale in order to identify and assess the wide range of needs of the many different groups who run the community buildings in the area. The study will analyse those needs and address the issue of their long term sustainable development and the future delivery of key local services in this rural upland area.
This is a six month project which will produce a study based on at least 20 interviews with community buildings management committees. It will conclude with a group event to disseminate the findings and gauge support for a new community buildings network, and a programme of support services (bespoke or shared) to be delivered throughout Weardale. Allendale Pre-School Playgroup Outdoor Play Area Capital investment was provided towards the establishment of an outdoor play area within an established pre-school group. The play area will provide a safe and stimulating area where young children can play and learn together. It will contain an educational element in that planters and will be available for the growing of flowers, fruit and vegetables.
A canopy will provide protection from the elements and Leader funding will also go towards new surfacing, interactive fencing and a role play house. This part of the project was the final phase of a purpose built facility next to the primary school which ensures the playgroup can expand its offer and secures long term sustainability. Allendale Golf Club – Going Green on the Green In order to reduce their carbon footprint and increase the energy efficiency of their clubhouse, Allendale Golf Club commissioned an independent feasibility study which recommended that a wind turbine be installed to generate the required amount of electricity through renewable energy sources. Although the club is a private members club, the numbers of people attracted by the social activities outnumber the golf players by 4:1, and it has a wide programme of activities and welcomes young people, local schools and community groups to the facility.

The club currently consumes 12,147kWh, and a 6Kw wind turbine will generate around 8,500kWh. Barnard Castle Cricket Club 20/20 Kidzone Barnard Castle Cricket Club received support to expand an existing community facility for young people. The young people were very involved with the development of the project and the application to Leader. The project will link the newly built changing rooms to the existing social club, build a new extension, demolish outdated toilets, stock rooms and replace the kitchen, and introduce a new recreational area. Changes will enable the facility to be used 52 weeks a year rather than the current six months, and create a more attractive community resource.

Connecting West Northumberland Cybermoor has evaluated a number of ways to reduce the cost of bringing Next Generation Access to this area. They have identified a microwave link between Alston via Kirkheaton and the Virgin Media fibre optic network at Prudhoe in the Tyne Valley as the best option. Spare capacity on this new link will then be sold to the public sector and private sector clients to ensure future sustainability. Cybermoor will install 2 masts, one at Kirkheaton and one above Alston. Broadband radio equipment will be fixed to these masts, and also at the Fire Station in Prudhoe and the Catton Mast in Allendale. This will allow a high speed
internet connection to be delivered from Virgin Media in Prudhoe to Allendale, South Tyne Valley and Carrshield. A second part of the project will extend the Cybermoor broadband service to users in Halton Lea Gate, Lambley and Langley. Sustainable Allendale Food and Energy - SAFE Sustainable Allendale CIC is a new Community Interest Company and assists its community to work towards being self-determining and self-sufficient. The company exists to provide goods and services for the benefit of the community with any assets belonging to the community and any profits being available to spend on the community.
It wishes to commission a feasibility study to investigate the potential for a wood fuel district heating system and a community supported agriculture initiative, amongst other priorities. It has secured £10,000 from the Big Lottery and a small amount from private contributions for the wider project; however it requires a further public investment of £10,046 to ensure a good quality feasibility study which will include looking at reclamation of contaminated land, flooding plans and financial models.

Whitfield Parish Hall Village Halls need to ensure financial long term sustainability. This project is to upgrade the equipment to enable outside catering contracts to be undertaken and embracing opportunities from alternative energy will develop this. Whitfield Village Hall Committee has secured a high level of charitable contributions towards the project costs. The works include improvements to the thermal efficiency and electricity generation, which should be sufficient to satisfy its energy needs, and the management committee is confident

that with this new investment, the Hall can become financially self-sufficient in three years. As well as providing new facilities to this small rural community, the management committee are addressing the Hall’s long-term economic sustainability, which will contribute to the overall social and economic sustainability of the small village of Whitfield.

Barnard Castle Meet The Barnard Castle Meet is an annual carnival weekend event which has been running for over one hundred and fifty years and is operated by volunteers. This is Teesdale’s largest community event and involves around twenty participatory events which culminate in a grand parade through the streets of Barnard Castle including musicians, artists and other local talent on display. The project is to enable the event to have long term sustainability by reducing their core costs and creating an income

Joined-Up Holidays This project was born of a desire to connect people with animals, nature and the environment regardless of the person’s “special needs” or “problems”. By offering respite breaks with farm based activities, individually tailored to the needs and wishes of each client, to provide them with their own unique, fun and informative experience. The therapeutic benefits of sharing our lives with animals has been well documented, as have the benefits of outdoor activities and they will offer both these experiences to people who may find it difficult to be fully accommodated and relaxed within mainstream holiday centres’.

Targeted Rural Business Support Project Durham County Council has received Leader funding for this project which will be based in Stanhope and Middletonin- Teesdale - the rural service centres for Weardale and Teesdale. The project will offer businesses a Capital Improvement Scheme and a Retail scheme. The first offers a maximum grant for any single premises of 50% to a maximum of £7,000. Works will include minor repairs and redecoration, improvements and/ or replacement of windows and doors, rendering, brickwork, fascias and signage, provision of disabled access and minor security upgrades. The project has acted as a catalyst to offer in conjunction with capital improvements retail support.

The retail scheme will commission the assessment of the retail centres to identify businesses which would benefit from tailored training e.g. merchandising, pricing display etc. Businesses will then receive one-toone hands on support in their premises from a specialist retail consultant to maximise marketing opportunities, increased business and improved profit margins. Diversifying and Creating Opportunity at Harehope Quarry The Harehope Quarry Project has been operating for around thirteen years and is run as a worker co-operative. It offers environmental education, field studies, rural skills training, community development and community arts opportunities to local people and organisations. The project is based in two wooden buildings located in a former limestone quarry in Weardale, which presents a stimulating environment for study and learning, volunteering opportunities, community events etc., and it provides a unique meeting place for the community. The aim of the project is to practically demonstrate a more sustainable way of
living through a range of social, economic and environmental activities. Renewable North Pennines This project delivered by Upper Teesdale Agricultural Support Services (UTASS) is a follow on to their pilot study Renewable Teesdale. This project will fund an independent consultant to provide a free advisory service to small businesses and community groups wishing to develop small and micro scale renewable energy projects. This can include system design, budget projections, planning and licensing and project management for more complex installations.
This consultant will also provide initial assessments of larger (community scale) renewable opportunities as income generating investments for UTASS and Teesdale Village Halls Consortium. Middleton-in-Teesdale Farmers Auction Mart Development Middleton-In-Teesdale Farmers’ Mart was established in 1924 and provides facilities for livestock trading and agriculturally related activities including training courses and information events. Leader funding has been used to build a new multi- purpose building which will be used to service the mart on sale days, catering and refreshments, a meeting room, training area and toilet facilities. This will support the company’s business diversification and future sustainability.
It will support not only farmers but also local groups either already using the mart or new users such as a school field study centre and antique fairs. Staindrop School an Academy – Dining Hall Improvements Staindrop School in Teesdale, has the challenge of serving dinners to nearly 600 pupils plus staff in 45 minutes. Lengthy queues frequently led to bottlenecks and so it was decided by the school parliament to re-design the dining areas. The students created the designs and worked with the manufacturers to take the concept through to the final product.

Save a LIFE Teesdale Village Halls Consortium (TVHC) is a registered charity and company limited by guarantee. Incorporated in November 2006, the Consortium is composed of people from the management committees of 36 community buildings in Teesdale, and people of interested organisations. It aims to promote and improve the efficiency and effectiveness of those village halls by providing advices, information, training and support. The project has provided life saving resources in rural communities of Teesdale. Funding was used for the purchase of 10 defibrillators, 10 secure wall units and 1 training unit.. The

Love Food Love Food is a partnership project involving several organisations to support and promote the production, use and appreciation of locally grown or reared food in the North Pennine Dales area. North Pennine Dales Leader have supported funding the purchases of a mobile classroom, an expandable trailer which can be used at a range of venues and events as a closed or open space for cookery demonstrations, training sessions and display of local products. Also supported was the creation of a test production kitchen, to enable kitchen table producers to test the waters of large scale production before fitting out their own unit. The mobile demonstration kitchen can be used in the mobile classroom, in school/
community halls, at farmers’ markets and events. The kitchen can be transported either in the mobile classroom or in its own trailer which has a drop-down side so that it can also be used within the trailer if required. High Greenfield Farm High Greenfield Farm in Weardale is the host organisation under the Leonardo da Vinci, student exchange programme EU, also connected to Grampus Heritage and Training Cumbria and Dubener Heidz National Park, Germany, along with other partner/trainers in Cyprus, Slovakia, Romania, Ireland, Bulgaria, Slovenia, Estonia. High Greenfield Farm seek to offer training in traditional skills and gain a deeper understanding of the natural environment. The natural springs dried up due to geological changes through quarrying, and lead mining operations and so water was
being delivered in a tanker from a local farm two miles away. This project supported the sinking of a borehole well on land at High Greenfield Farm. This will create a permanent source of potable water and enable the farm to continue offering traditional rural skills training to European exchange students, and so maintain a diversified income.

South Tynedale Railway Extension North Pennine Dales Leader funding supported this project which extended the existing narrow gauge rail track from Kirkhaugh to Lintley Viaduct with a loop to run the trains around. iROC - Adventure Race Weekend Leader funding was used towards the race and event infrastructure to put on this race weekend which included mountain biking, running and orienteering. The inaugural event of the iROC Adventure Race Weekend was held at the LaFarge Eastgate quarry complex in April 2009. It was encouraging to find the redundant site back in use in a completely different context.
The event attracted 222 entries, with competitors travelling from all over the country, as well as Ireland, Holland and Germany. One competitor cycled from Keswick to take part, a 50 mile one way trip. The success of the event can be gauged by the amount of interest created post event with e-mails, blogs, web forums and feedback from competitors.

Witham Cinema Film & Animation Festival This project from The Witham Hall Ltd, is the development of an annual film festival including film workshops and the purchase of some additional equipment to enable films to be shown in other venues locally. The Witham cinema had opened in November 2009 and held the film festival in February 2010. It included films for all ages and children’s animation workshops with Reality Studios. The festival was themed “local connections” and included locally produced films, the work of a local animator, and mainstream films with local connections e.g. Atonement. The festival also included pre and post-screening talks by directors, producers or film experts.

Barnard Castle Riverside Walk & Volunteer Project Thanks to a team of volunteers, the Riverside walks and Sculpture Garden below the Castle and alongside the River Tees have been restored and improved. 17 volunteers, working alongside Groundwork’s staff, spent six weekends tidying the riverbank, clearing scrub, rubbish, pruning trees and replacing topsoil. They also removed inappropriate planting around the Sculpture Garden and replaced it with native planting. Additional help was provided by a team of unemployed people who have removed old wire fencing along the former gas works site, and have planted a new wooded area with a woodland path through.

As a result, the pathways through this area are enhanced and much more easily accessible for older people and those who are less physically able. Tour of the Reservoir Cycle Race Olympic riders and elite enthusiasts took part in the Derwent Cycle Race, an event which brought two small rural communities together to host the race.
With the help of Leader funding, Mike Hodgson the race organiser approached the neighbouring village of Blanchland and the two villages worked closely together to host this very successful event. Local young people were also invited to take part in a smaller race.
145 riders started the race from the headquarters in Edmundbyers. As the event has grown in size, it became obvious that the original venue of Edmundbyers could not cope with the increased number of visitors, spectators, race competitors and their support teams.

Weardale Ski Club This project has been initiated in order to improve the facilities at Weardale Ski Club. This club provides a significant draw for tourism in the winter. It is run on a voluntary basis by a small number of people who also do a lot of the maintenance. Heritage Interpretation & Information through New Technologies - HINT The North Pennines AONB Partnership has received funding for this Transnational Cooperation Project with participating project partners from Scotland, Holland, France and England. Various technologies will be used by the partners to test different innovative methods of delivering heritage interpretation using web based and Smartphone technology. This project is known as HINT (Heritage Interpretation through Innovative Technologies). In the North Pennines, this project enabled reliable information and interpretation to be provided via state of the art technology for up
to approximately 10,000 visitors per year at the Bowlees visitor centre in Upper Teesdale. The new information unit allows people to access relevant local information via their mobile phones and via a high tech (Bluetooth enabled) touch screen fitted to the inside of the centre’s window, which will allow visitors to manipulate a computer display to obtain the answer to their specific enquiry, even if they are not adept at using the various functions of their mobile phone.

Isaacs Tea Trail Walk Isaacs Tea Trail Walk is a 37 miles circular trail in the North Pennines Area of Outstanding Natural Beauty and has been in existence for 10 years. It starts in Allendale at Isaac’s Well and goes over to Nenthead and Alston and returns by Ninebanks. It was named after Isaac Holden, a legendary Victorian tea seller and benefactor. Allenheads Trust Ltd successfully applied for Leader funding to redesign this walk and make it more user friendly. Shorter walks have been added from the trail which will also be on the website. (including at least one connecting with local public transport).

South Tynedale Linear Park & Lintley Halt Community Car Park This is the latest project brought forward by the South Tynedale railway Preservation Society (STRPS), who have been developing the former redundant South Tyne railway line for nearly thirty years as a narrow gauge railway tourist attraction. The project helped towards their target to extend the line from its base at Alston in the south, northwards to Slaggyford village The 1.1 mile extension to the new Lintley Halt junction contributes to this target, and will greatly benefit the sustainability of the attraction and increase day visitors and other tourists to the North Pennines. This small scale capital project created a new 15 vehicle car park, a picnic area with litter bins, way markers and interpretation boards, a field shelter and 150m of new

The Morritt Arms “Garage Spa” The Morritt Country House Hotel at Greta Bridge, Barnard Castle was first established as a business in the 17th Century and is now one of the leading wedding venues in South Durham. To encourage increased weekday usage, they succeeded in securing Leader funding to develop a “Destination Spa” for their guests. A Journey through Teesdale Leader funds have been used to replace the dated mini-golf course with a new facility which will meet the British Mini Golf Association standard. The current course is situated on the Scar Top, a conservation area of Barnard Castle. Funding was used to carry out the design, construction and installation of the course which includes miniature stone representations of local landmarks and visitor attractions. Local artists and skills development workshops for community members, youth groups and schools were involved.
The new facility is operated by Barnard Castle Town Council who has increased the length of the operating season and daily opening hours. Dickens in Teesdale Mid Teesdale Project Partnership delivered a free one night spectacular Dickensian themed Son et Lumiere and firework display at Barnard Castle on 1st December 2012. The event was part of a 16 month programme celebrating the 200th anniversary of the birth of Charles Dickens and his later visit to Teesdale. The Bowes Museum This project has installed a bespoke climbing frame and developed a nature trail at the Bowes Museum in order to complement the recently developed woodland walk and small play area. Bowlees Discovery Centre, Upper Teesdale This project has renovated the closed Bowlees Visitor Centre and picnic site, a vital facility for the tourism industry in the Upper Teesdale area. New Witham Capacity Building The Witham Hall was built in 1844-6 and has since been a cultural and social centre in Barnard Castle. This project forms part of the Witham redevelopment programme which is due to be completed in summer 2013. Renewable Teesdale The objective of this project was to provide free site assessments to farmers and landowners at 12 sites in the Upper Teesdale area. These assessments identified overall energy consumption and ‘easy win’ efficiency measures to help reduce costs and carbon emissions. The project conducted outline renewable energy options appraisals for each site to identify potentially viable small scale technologies including assessments of biomass supply potential.

For each identified technology, outline design guidance was provided along with budget costings, output projections and financial projections including the provision of details of Microgeneration Certification Scheme accredited installers, funding opportunities and support payment mechanisms. Also, other technical issues such as grid connection requirements and operational and maintenance considerations were covered.

It helped the business to attain the HETAS Solid Biomass Assurance Scheme as well as marketing support and delivering 3 training courses each for 12 people.
