IS JAIL TOO HIGH A PRICE? Three counties in Florida — Miami-Dade, Broward and Palm Beach — have already decriminalized possession of under 20 grams of marijuana, meaning suspects risk a $100 citation, instead of arrest. Should Flagler County join them? Sheriff James Manfre wants the county to consider it, and each city would have to agree. PAGE 4

According to the “US Forces Afghanistan” Facebook page, 22 men and women were officially inducted as noncommissioned officers at a ceremony Feb. 6, at Bagram Airfield’s Clamshell Facility, in Afghanistan. The officers were assigned to Charlie Battery, 1st Battalion, 265th Air Defense Artillery Regiment’s “Task Force Iron Shield.” The ceremony, officiated by battalion senior noncommissioned officer leadership, featured the ceremonial “wetting” of each NCO’s rank, and a formal “Soldier’s Request” presented by Spc.

While HSDS Guns owner Steve Nobile may not share his counterpart’s optimism, Larry Beighle, owner of Larry’s Guns and Ammo in Bunnell, is riding the wave of Flagler County residents’ unease as the presidential election time nears and gun sales rise. “Firearm and ammunition sales tend to rise and remain strong during the months that lead up to an election,” Beighle said. “Residents fear more firearm restrictions with the election of a new president. From my experiences, sales tend to subside once the elections conclude.” Beighle, a Flagler Beach resident, has owned several businesses over the years, and has operated Larry’s Guns and Ammo for the last seven years. In November 2015, the location underwent an expansion, and the store doubled in size. The store, combined with its neighboring unit, previously known as Dee’s Donuts, was owned and operated by Larry’s wife, Denice Beighle. The combined units reach a square footage of 1,200 feet. “Guns sell much better than doughnuts,” said Larry Beighle when asked about phasing out the doughnut shop. The Beighles decided to expand the store in order to offer NRA pistol classes. Participants will receive a certification in which SEE LARRY’S GUNS PAGE 2

Sheriff Manfre to be fined $19,000 for ethics? An Ethics Commission staff report recommends fining Manfre $19,000 over three alleged ethics violations. He says he’s innocent.
JONATHAN SIMMONS NEWS EDITOR
Flagler County Sheriff James L. Manfre faces a possible $19,000 Ethics Commission fine over three alleged violations of state law. An Ethics Commission advocate’s report filed Jan. 19 recommends an administrative law judge order a $19,000 fine and public censure and reprimand, contending that Manfre improperly used a Sheriff’s Office car for personal out-of-state transportation, that he failed to properly report as a gift a stay in then-undersheriff Rick Staly’s cabin, and that he improperly used an agency credit card

to buy meals including alcoholic beverages for people who weren’t Sheriff’s Office employees. Manfre is fighting the allegations, and his legal team filed its own recommendation: that the case against him be dismissed. The report filed by Manfre’s legal team says there is a lack of evidence that Manfre acted with corrupt intent when using the Sheriff’s Office car out of state or when using the Sheriff’s Office credit card, and that there is not sufficient evidence that the financial value of his stay at Staly’s cabin was high enough to meet the $100 mandatory reporting threshold. “The administrative law Judge
has received evidence and testimony in this case, and we believe strongly based on this information that the commission did not meet their burden and the allegations will be found to have no merit,” Manfre said in a statement emailed to the Palm Coast Observer. “Because they have failed to meet their burden, we have submitted an order to the administrative law judge requesting the allegations be dismissed. ... At no time did I violate any Florida law or Sheriff’s Office policy. I am waiting for the judge to render her opinion, which I expect to be issued in the very near future.” The Ethics Commission voted
6-1 in a July hearing to find that there was probable cause that Manfre had violated Florida ethics. In a December 2014 hearing, the commission rejected a possible settlement recommended by its own advocate, which would have required Manfre to pay a $1,500 fine and $850 in restitution for the out-of-state use of the Sheriff’s Office car, but dropped the two charges concerning the stay in Staly’s cabin and Manfre’s use of the agency credit card. An administrative law judge is expected to rule on the matter soon. The judge’s order must then be voted on by the Florida Commission on Ethics.

they can then apply for a carrying permit. “So far, regulation issues have not negatively impacted sales,” said Beighle. “We have been met with steady sales and are at an ideal location.” The store is situated at the busy intersection of North State Street and West Moody Boulevard. Steve Nobile, owner of the recently closed firearms store, HSDS Guns at 21 Old Kings Road N., in Palm Coast, has a much different perspective of gun sales in Flagler County. “We are exhausted by the ups
and downs caused by the potential regulation issues and battles coming up on gun control,” Nobile said in a Facebook response. “So we are starting a new holster and firearm leather manufacturing business very soon.” The business will maintain its Federal Firearms License and will be based online until holster sales begin to prosper. FLAGLER COUNTY’S MOST VULNERABLE STOPS? This draft list of most-vulnerable bus stops, provided by the city of Palm Coast Feb. 9, is preliminary and might change. The stops on the list were selected through a formula created by a joint city of Palm Coast/Flagler School District staff group. The formula factored in four risk factors — how many children are using a bus stop, how old they are, whether bus drivers have reported problems there, and what the physical location of the bus stop is like — and gave each district bus stop a score, with higher scores indicating greater risk. These 18 stops got the highest scores. The safety group will discuss the stops, and what could be done to make them safer, in future meetings. LOCATION NO. SEARCHING FOR SAFER
bus stops Of more than 600 active stops, the group has created an initial list of 18 that it believes warrant attention. JONATHAN SIMMONS NEWS EDITOR
A group of local officials working to improve school bus stop safety have ranked the school district’s more than 600 bus stops by safety factors, and picked the ones that seem riskiest. This coming Wednesday, Feb. 17, the joint city of Palm Coast/ Flagler Schools staff group will meet to discuss what can be done to make them safer. “At the top level, we’re looking at 18-20 of them that we’re going to look at closely,” Palm Coast Senior Planner Jose Papa said. “The critical ones are the ones where the bus drivers said there are problems,” he said. For those, “there likely will be some treatment.” The draft list of stops, provided by city staff Feb. 9, is preliminary and might change. It hasn’t gone through a staff review yet, and when that happens, some stops might be removed from the list, and others added. But the stops on it are there because they got the highest combined numerical “score” on a
rubric of four risk factors, including the number of students using each stop, the children’s age, feedback from bus drivers, and the stops’ physical locations. Once the group finalizes that list of the 20-or-so most vulnerable stops and decides what to do to make them safer, it could continue moving down the overall list of district stops, evaluating ones that got lower risk scores to see if they also need changes, Papa said. Things that could be done, said City Councilman Jason DeLorenzo, the City Council’s representative on the safety group, include moving the stops to a nearby but less busy street, or to the other side of a street so fewer kids would have to cross the road; or, building concrete pads on nearby cityowned land for children to wait on to keep them off the street. The city’s construction and engineering department is evaluating how much it would cost to build the pads, Papa said, and that would vary by location depending on factors like whether or not pipes would have to be added underneath the pads and how the pads would affect area swales. Meanwhile, the River to Sea Transportation Planning Orga-
nization has also funded a safety corridor study along the length of Belle Terre Parkway, and the city of Palm Coast’s traffic engineering department is reviewing its evaluation report, DeLorenzo said. That might also affect the bus stop safety initiative. Any bus stop changes that would require money from the city of Palm Coast or the Flagler County School District would have to go before the City Council or the School Board for approval. The joint group of local officials working on improving school bus stop safety began meeting less than one week after 7-yearold Wadsworth student Kymora Christian was struck and killed by a car while waiting at her school bus stop Oct. 7, 2015. Kymora’s death led residents to create a petition and a Facebook page urging the city of Palm Coast to make its streets safer for children. It was the third case of a child being struck by a car on their way to or from school this school year, and there have since been several more, including one which left a boy with injuries Jan. 4 after a car struck him as he rode his bicycle.

Palm Coast Deputy Fire Chief rescues resident in pool The following is a news release from the city of Palm Coast communications office: City of Palm Coast Deputy Fire Chief Jerry Forte was in the right place at the right time Feb. 3 when a 911 call came in about an elderly resident who had fallen into his swimming pool and needed to be rescued. Forte just happened to be driving through the W Section when he heard the call, and he was able to respond. First on the scene, Forte jumped into the pool and pulled out the man, who was confused but breathing. Palm Coast Fire Department crews from Station 25 arrived shortly thereafter and took over patient care until the man could be transported to the hospital by Flagler County EMS. A Palm Coast firefighter-paramedic also accompanied the man in the ambulance to assist with the rescue. By early afternoon, Palm Coast Fire Chief Mike Beadle was praising his Deputy Chief for acting quickly to help a resident and need and for helping prevent what could have been a tragedy. “Kudos go to out to Chief Forte,” Chief Beadle said.

A Palm Coast man has been charged with five sex crimes against children after a 12-yearold girl and a 14-year-old boy told their mother Feb. 7 that the man, Joel Aiello, had touched them inappropriately under their clothes. The girl Joel Patrick Aiello told a Child Protection Team investigator in a Feb. 8 interview that the molestation began when she was 11; the boy said it started when he was 13, about a year ago. Both children described several incidents when Aiello made sexual comments and enticed them to perform sexual acts “by making deals with” them, according to a Flagler County Sheriff’s Office charging affidavit. Deputies arrested Aiello Feb. 8 and took him to the Flagler County jail. He faces two counts of lewd and lascivious molestation of a child aged 12-16, two counts of lewd and lascivious conduct, and one count of committing a lewd and lascivious act on a child under 12. He is being held on a combined $160,000 bond. Aiello was previously arrested in 2012 on a charge of forging a $1,200 check from his daughter’s account, and pleaded no contest.

How not to relax on a Saturday
BRIAN MCMILLAN EXECUTIVE EDITOR
I love Saturdays. After a long week, it’s great to finally have some time to relax and do nothing. Or not. “And don’t forget to put shoes, bottles and wipes in the diaper bag and shred the pork in the crock pot before you leave,” my wife, Hailey, was saying. She was running out the door to take our two middle children to a church service project at Whispering Meadows Ranch. “Wait!” I said, finally looking away from my Facebook news feed. “I need to make a list of all this stuff!” With half of the family gone for the morning, I was also supposed to drop off my oldest son, Jackson, at the Community Center so he could volunteer for a few hours at the Exhibit Hall at the city of Palm Coast’s Birds of a Feather Fest. Once we made it to the parking lot at the Community Center, I bumped into Jason Giraulo, who is the digital
communications coordinator for the city. He is an avid birder and was one of the people who helped create the event. I asked him how the festival was going, and, wearing a tan T-shirt with the festival’s cartoon bird logo on his chest, he gave me an example: At a bird-watching tour earlier on, he met a couple and their two kids, ages 6 and 9. “I said, ‘Thanks for bringing your kids,’” Giraulo recalled telling the couple. “But they said, ‘No, they brought us.’ The kids were the ones who wanted to sign up.” Giraulo had a big smile on his face, proud and thrilled that the event was going so well and fulfilling its mission to expose families and young people to the beautiful birds in our area. “Birding is a treasure hunt that you get to do for your whole life,” he said to me later. As I drove away to the next thing on my Saturday checklist, I imagined I was walking under a tree canopy instead, listening to birds, waiting quietly, watching them swoop and flit between branches. That sounds like the perfect combination for someone who wants to relax. Someone who wants to escape from checklists. So, for the next Birds of a Feather Fest, I’m there. I’ve got a year to drop enough hints so that my kids sign us up!

Digital Communications Coordinator Jason Giraulo and Communications Manager Cindi Lane sent me this photo in between events at the Birds of a Feather Fest on Saturday. These two city of Palm Coast employees put in a ton of work to make the event happen, and to help make Palm Coast the kind of community where I want to live. Thanks! Also, the event was a success. According to Giraulo, about 500 people attended, from as far away as Canada, Mexico and the United Kingdom. The participants identified 120 species of birds during the three days, which included options of 22 classes and trips.

Dear Editor: I see that the council members have given themselves a pay raise. I believe that should be up to the residents of Palm Coast, not the council members. When they run for office they know what the pay is and what is expected of them while in office. They are free to make their own choice to run or not. I read that City Councilwoman Heidi Shipley looked into what the average Palm Coast employee makes and came up with $22,856 and wanted to see that as the salary for council. First of all, the coun-

and whether they want to represent the people of Palm Coast. Then they can decide to run or not. No one is forcing them to run. It seems to me that politicians think they have the right to change the rules anytime they want to. The city and its real employees have to negotiate with each other on pay and benefits, but the politicians believe they can just go ahead and set their own salaries.

FAILING ‘GRADE’? YOUTHS SUSPECTED IN ROAD GRADER VANDALISM 11 a.m. Matanzas Woods Parkway and Interstate 95 interchange. Criminal Mischief: A construction site supervisor called the Sheriff’s Office to report that someone smashed in the window of a Volvo road grader overnight. The man told a deputy that youths from nearby neighborhoods had been caught pulling up survey stakes near the off-ramp before, and that workers had spoken to the kids’ parents, but the vandalism continued.

A shed next door, which belonged to the same couple, had been broken into as well. In both cases, it seemed the burglar used a metal pry bar to break in though the front door, the deputy wrote. Nothing was actually stolen, but there was about $900 damage.

BOYS CAUGHT ON PRIVATE PROPERTY SAY THEY’RE ‘JUST LOOKING AROUND’ 6:53 p.m. First block of Fairview Lane. Attempted burglary: A 53-year-old man was raking leaves in his front yard when he saw two boys peering out of an open gate to his neighbor’s fenced backyard. The man confronted the boys, who were apologetic and said they were just looking around. The boys took off on a skateboard and a BMX bicycle. Another neighbor followed the boys in a car, and confronted them near the intersection of Farragut Drive and Old Kings Road North before they fled to a nearby woodline. A deputy checked the property the boys had been on, and noticed that the bolt mechanism of a rear exterior door near the garage had been broken, apparently with a ball peen hammer that was laying on a nearby worktable. But it didn’t look as if anyone had entered, the deputy wrote in a case report.

Where to go when the unthinkable happens Family Life Center receives Rape Crisis Center certification. Two years ago, it also began providing services for victims of sexual violence, as Giaccone and staff worked to become state certified as a Rape Crisis Center. That certification finally arrived Jan. 6 from the Florida Council Against Sexual Violence. The entire staff is cross-trained, including the maintenance man and the finance director, to answer phones and help individuals. “Receiving this certification is testament to the Family Life Center’s commitment to providing no-cost services to individuals and families experiencing domestic or sexual violence,” Family Life Center Board of Directors Chairwoman Rebecca DeLorenzo said in a press release. With the new certification, the Family Life Center will be able to “give survivors the compassionate help they need quickly and close to home, while filling a vital service gap in Flagler County,” she said.
JACQUE ESTES STAFF WRITER
There is no “typical victim,” according to Trish Giaccone. While most are women, male victims have come to the Family Life Center, also. The youngest was 15 years old, but there are those in their 60s and all ages in between. “We worked with 69 victims of rape in the last year and a half,” said Giaccone, executive director of the Family Life Center. “The stereotype is a rape occurs in a dark alley at 2 in the morning, but more often than not it’s the someone that we know and trust. Someone invites you in for a cup of coffee and later you are wondering, ‘Did that really happen to me?’” For the past 28 years, the Flagler County Family Life Center has been the only certified domestic violence service in the county.
FAMILY LIFE CENTER SERVICES
OUTREACH PROGRAMS VITAL
Giaccone and her staff don’t sit inside the shelter in Bunnell waiting for the phone to ring, or victims to come to them. They get out into the community, talking about an uncomfortable subject. The staff goes into the high schools and talks to the students about healthy dating, the definition of sexual assault, and how not saying “no” doesn’t mean “yes.” “Last year I was in the media center and they merged two small classes for me to speak to,” she

said. “While I was there specifically to speak to them, kids just passing through the media center were stopping and asking questions, watching the video. ... They were so thirsty for the information.” The mother of three daughters and a son, Giaccone understands concerns parents could have. She encourages teens to take the discussions home to their parents. “As a mother I would expect two things from someone talking about this subject,” Giaccone said. “I would want them to have expertise, which we have, to have the conversation, and someone who is respectful of the family unit. I never want a family to be offended by what we have to say, but I want to be able to say what has to be said, so the kids are safer.”
wants an exam or law enforcement involvement is up to her. The shelter includes an exam room that looks like any other OB/GYN office, where a nurse will collect the evidence needed if law enforcement becomes involved. “In the exam room, the nurse explains in advance the process of the exam, so the victim is at ease with what is about to happen,” Giaccone said. “She has control to stop it at any time. We are giving control back to the victim over an event that wasn’t in her control.” Some of the people who come in for help were assaulted years ago, but are ready to talk to someone. “Something may have triggered an event that happened years ago,” Giaccone said. “Coming to a strange place to talk to strangers is one of the most horrifying things.”
WHOSE FAULT IS IT?
COMMUNITY SUPPORT
The ongoing battle is the idea that the violence is the victim’s fault, a myth the Family Life Center wants to debunk. “If someone steals your purse and you are mugged, they never say, ‘What did you do to get mugged?’” Giaccone said. “But when it comes to sexual assault, the questions are: What was the victim wearing? How much had she been drinking? And what time of night? None of that is pertinent to the fact that this person was the victim of a crime.”
The 32-bed facility of dorm-style rooms, common areas, and a kitchen at the Family Life Center is too small for the growing numbers, and the board of directors is working on a five-year plan. For the time being, the Family Life Center is working with what they have, and are appreciative of groups like the Leadership Flagler 23 group who have moved fences to allow the facility to use all of their land for families in residence, and upgrading equipment and the basketball court. This year, the Flagler Sportfishing Club also named the Family Life Center as their charity of choice for their annual fishing tournament.

A PERSONAL MISSION Giaccone is passionate about her job, partially due to the fact that she is also a survivor, and because of the joy she gets recounting the successes her team has had, and the difference they have been able to make. Her staff has an average of 4.2 years employment with her, a high number in this field. “We have all been touched by this,” Giaccone said. “All of my staff has been, or has been close to someone affected by domestic violence or rape.”

How does a mother of four graduate college?
STAFF WRITER
In a voice generally reserved for the confessional, LaTrisha Williams admits, “I don’t wash my kids’ clothes.” She also doesn’t clean their rooms or bathrooms — they do — even 7-year-old Shekinah. The mother of four children (Shalecia, 12; Shanaiya, 10; Solomon, 9; and Shekinah), Williams’ teamwork philosophy was the only way she could go back to school for her bachelor’s degree while continuing to work fulltime as a traveling school health nurse for Volusia County Schools. Her husband, Michael, works 12-hour shifts as a correctional officer in Daytona Beach. Williams went to Daytona State College and earned her LPN when her oldest child was 1 and the sec-

LaTrisha Williams and three of her four children, Solomon, Shekinah and Shanaiya (in back). There’s always time for fun. Shalecia not pictured.
Volunteering isn’t new for the family. Despite their extremely busy lifestyle, the family collected and delivered for Toys for Tots from October to Christmas. Giving back to the community and teaching her children the importance of volunteering is important to her. The schedule does include time for fun, after chores and homework are completed. On weekends and in the summertime, the schedule takes a vacation. “We do things as a family, go to
the movies, and things like that,” Williams said. “The kids play outside with their friends, we have slumber parties. My kids are awesome.” She will walk across the stage on April 30 to accept her diploma, the first in her immediate family to do so, with family and friends sharing her joy. The Williamses have advice to share: “Pursue your dreams, start with a plan and stick with it. Involve your kids and family in helping you achieve your dreams.”

they got to about 5 years old, slowly I started engaging them in doing housework and chores.” Along with the audio reminders, there are charts on the refrigerator, a schedule that Williams said the kids actually enjoy. “When they come home from school, they take a bath and pack their lunch for the next day,” she said. “It makes them independent, while not being distant from Mom and Dad. If something were to happen to my husband and me, I don’t want them to be a burden to anybody.” She does her homework after the kids are in bed. As with everything else, she has organized notes. Sometimes she can find time during the day to study. “If it’s a great day, and no kids are coming in throwing up, or whatever, I can do some studying,” she said. “Otherwise, it’s nights after the kids are in bed, and on weekends.” The degree is for her personal satisfaction of making and achieving her goal. She isn’t looking for another job; she likes her job and having a schedule that mirrors the children’s schedule at First Baptist Christian Church in Bunnell. “I will probably do some volunteering (after graduation),” she said. “I’d like to sit on a couple advisory boards in Palm Coast and see where it takes me.”

ond child was 2 to 3 months old. She decided to return to school in 2013 when she learned about Florida Resident Access Grants being offered to those pursuing a bachelor’s degree in public administration. “I wrestled with the idea whether I had time and could make it work,” she said. “It only costs me about $280 a semester. I felt like that it was free education. Why not jump at the opportunity?” She began taking classes at Flagler College in St. Augustine, two nights a week and some Saturdays, with her friend Patrice Notice. The friends use their travel time to talk about assignments and study. “It’s absolutely hard,” Williams said. “That first semester I cried, ‘What am I doing, am I making the right choice, is it worth it?’” As she is speaking, an announcement — her voice — sounds through the house. It’s a talking alarm coming from her notepad to ensure everyone stays on schedule. The first announcement of the day wakes the children at 5:45 a.m., and they continue throughout the day. This one indicates it’s time to make sure areas of the house are straightened so they can enjoy leisure time. “This is what we do, how we survive. It’s all about teamwork,” Williams said. “I used to be the mom that picked up their toys after them all the time, but once

Palm Coast to announce opposition to fracking City Council plans to draft a resolution opposing pending legislation that would bar cities and counties from banning fracking. JONATHAN SIMMONS NEWS EDITOR

A cocktail of water, chemicals and sand is then fired into the porous shale deposits to fracture them and release oil or gas inside. Netts said that the city has considered drawing salt water from an aquifer under the ocean floor, desalinating it and using it as a municipal water source. “If you have fracturing, or fracking, and injecting those assorted chemicals into that layer, you may very well inhibit or prohibit or drastically impact that future potential water source,” he said. “So I’m very concerned about fracturing off our coast. I don’t think it makes a lot of sense.”

Palm Coast’s City Council doesn’t want fracking here. And this time, it’s ready to say so. The City Council decided at a workshop Feb. 9 to have staff draft a resolution opposing proposed state oil and gas legislation that would bar cities from banning fracking or seismic testing for oil. About eight months ago, it considered the same issue, but decided not to draft a resolution, as Mayor Jon Netts and the council members noted that Flagler County had already done so. This time, council members said, things are different: Fracking bills are advancing at the state level, and unlike the last time the issue came before the council, the Florida Legislature is currently in session. “This issue of fracking and seismic testing and so on and so forth is significant, but to me, there’s an ever larger overarching problem here,” the issue of home rule, Palm Coast Mayor Jon Netts said. “I’m opposed to any more preemptions by Tallahassee of local governments. ... I am not at all convinced that by virtue of being in Tallahassee, you’re smarter or more knowledgeable than local government.” Fracking, or hydraulic fracturing, involves drilling a vertical ING IST L W NE

Sheriff unveils outreach SUV
The following is a news release from the Flagler County Sheriff’s Office: School resource deputies at the Flagler County Sheriff’s Office are celebrating being assigned a 2010 Ford Explorer that will be used for community outreach, with particular focus on youth. The vibrantly wrapped SUV will be shared among the area’s six school resource deputies at community events and especially to attract the attention of schoolchildren. “We wanted to go with something positive,” said School Resource Deputy Ralph Lilavois, who serves at Rymfire, Old Kings and Bunnell elementaries. “The kids love it. Kids recognize it as a sheriff’s car. It’s going to open a lot of doors for us.” The vehicle, which was unassigned and not being utilized, will now be driven in parades and other community events, and used at school activities and even during the summer program “Dusk With Deputies,” in which sheriff’s deputies spend time with children in parks during the summer months from 6-9 p.m., Lilavois said.

“Forensic audits aren’t cheap, and sometimes you’ve got to weigh the cost of doing that.” CRAIG COFFEY, county administrator
The end of Flagler County’s former elections supervisor’s stint in office was far from drama-free. Public meetings were contentious affairs, and the former supervisor, Kimberle Weeks, has now been charged with 12 felonies related to the surreptitious recording of county officials and others, and transmitting those recordings. County Commissioner Frank Meeker suggested at a commission meeting Feb. 1 that the county have a forensic audit of the Elections Office before the upcoming elections. “Whoever is the supervisor of elections at the end of the election needs to know that the office has been wrapped up tight, has been handed a bow, and they are free and unfettered to go out and do their job,” he said. “And until we do, I believe, a forensic audit of that operation, I don’t think we’ll ever know and I don’t think the public will ever know.” A forensic audit would likely be done by a firm other than the county’s usual auditing firm, and paid for through the county budget, not the Supervisor of Elections Office budget. It would determine whether policies and procedures were followed properly within the elections office, and might suggest new practices. So far, Meeker said, “All we have done, basically, is, ‘Let’s stop what we’re doing with the old check-
book and let’s start with the new checkbook going forward from here,’” he said. “And I think that was good and wise. ... But it’s this lack of the audit and the lack of closing out this episode that is annoying me. And I keep having people coming up and asking questions about, ‘Well, what about this issue,’ ‘What about this issue,’ ‘What happened on this,’ or ‘Was there improper spending,’ — you know, whatever — and I don’t know, and we don’t know.” County Administrator Craig Coffey said that the county’s regular auditing firm is already auditing the Elections Office, and that it does review whether policies and procedures were followed. But it does so through a sampling of various transactions, so the process is not as comprehensive as a forensic audit. “If we’re only picking random samples ... you don’t have a clean look at what’s going on,” Meeker said. “At the end of this election cycle, whoever’s there needs to know that the office is clean, and is ready to move forward.” The elections office is now under the authority of Kaiti Lenhart, who was an elections office worker under Weeks and was appointed by the governor to take Weeks’ place as an interim elections supervisor after Weeks resigned. Lenhart is running for the position of supervisor of elections, alongside two other candidates: Kimble Medley and Abra Seay.

SPORTS Lady Bulldogs basketball: The gauntlet is over
JEFF DAWSEY SPORTS EDITOR
L
DID YOU KNOW? Justin Pacifico played football up until his freshman year, when he first decided to try track. Before that, he never considered himself to be a runner of any kind.
File photo
Justin Pacifico and Ka’Deem Wynn head down the finishing stretch in last year’s track meet.
‘Allow me to introduce myself’ Justin Pacifico wows his future college school with a record-setting win. JEFF DAWSEY STAFF WRITER
I
n one of the early races to kick off track season, senior Justin Pacifico, along with other Bulldogs teammates, headed to the University of Florida, where he will attend next year, for the ninth-annual Jimmy Carnes Indoor Track and Field Meet on Saturday, Feb. 6. Pacifico, running in front of his future school for the first time since he signed his letter of intent back in November, not only won the 800-meter run, but he broke the meet record with 1 minute, 54.99 seconds, which was enough to punch his ticket to the New Balance Indoor Meet, March 11-13, in New York City. “I was going in there, trying to do all of that, but most impor-
tantly I wanted to qualify for nationals, and I did that, so it was a good race for me,” he said. “And it was a pretty special feeling, knowing it was my future home.” Pacifico’s time was just 21 split seconds faster than the NB Indoor qualification cut-off mark. Just a few days before winning the race, his peers had voted him “Most likely to become an Olympian” at the Flagler Palm Coast Senior Oscar night. “It’s always a dream for me,” Pacifico said. “I’m going to a college where they spit out Olympians every four years, so I’m just going to work hard and see where it gets me, hopefully in Tokyo 2020.” Pacifico and the FPC track team will kick off their season in the Flagler Pinnacle Classic preseason meet at 3:30 p.m. Thursday, Feb. 11, at FPC.
RUNNING MATES Justin Pacifico’s teammate and fellow senior Ka’Deem Wynn took third place at this past weekend’s race at the University of Florida. The two have been running together nearly every day since their sophomore years. Pacifico credits Wynn for helping him become the runner that he is, saying, “It definitely helps, having someone on my team who’s just as fast. On days I don’t feel like pushing hard, he is there to push me, and likewise for him.” “Running with Justin has been a very fun and wild rollercoaster ride,” said Wynn. “I’ve run with a lot of guys at FPC, but Justin definitely has become not just a training partner, but a brother to me. Both of us will be running at two different colleges next year, and it’s going to be a little surreal not running with someone who’s been by your side every day.”
ast week didn’t go so well for Flagler Palm Coast basketball. The boys lost their district championship, at home, on a buzzer beater, and most surprisingly, the girls were upset by Seminole 53-50, at home, and eliminated in the first round of the regional tournament; they were favorites to at least return to the Class 8A Final Four. Did that early exit prove the Lady Bulldogs were overrated? Or was this season a bust, although they only lost two out of 26 games? Some might say yes to these, but I consider FPC one of most resilient teams I’ve ever seen. After easily getting past their first few games, the Bulldogs encountered teams — top quality teams — that wanted to end their winning streak and beat a Final Four contestant. FPC took on all of their opponents at their best; they had a couple of targets on their back, similar to the Golden State Warriors, who won the NBA championship last season, and were riding on a winning streak. Even the worst teams have nearly beaten them this year. In their last 10 games before the regional loss, FPC had to make clutch free throws at the end of eight of those games. They trailed in some of those games. Key players sat on the pine in foul trouble at times. Others sat out, due to injury, but nevertheless, the Bulldogs found ways to come out on top of each of them. They played without leading scorer Darieli Abreu for most of that stretch. So, were they overrated? Far from it. They were, and still are, one of the top teams in Florida basketball. Their A-game was required night after night, and they brought it, but, in a singleelimination format, the other team was better, on that day. “It was a season of highs and one low,” coach Javier Bevacqua said. “It was one of my favorite regular seasons of all time. What we accomplished, going 24-1, and beating the No. 1 team in the state to steal their ranking, was amazing.” Bevacqua and his girls have no reason to hang their heads. They truly went through a gauntlet this year. For the rest of their lives, they, along with family, friends and fans, will talk about the 2015-16 Lady Dawgs, who pulled out so many close games and remained resilient, until the end.

FPC basketball loses heartbreaker, looks to regionals
The Spruce Creek Hawks beat the Flagler Palm Coast Bulldogs (16-9) 54-53 to capture the District 1-8A championship Friday, Feb. 5, at FPC. After FPC took the lead with nine seconds left in the game, Spruce Creek rushed down the court and put up a shot that was blocked by Nysean Giddens. But, the ball went straight to Creek’s Keyshawn Johnson, who nailed the game-winning shot at the buzzer beater.

FPC soccer senior Amanda Raleigh recently signed her letter of intent to play for the University of South Carolina Upstate Thursday, Feb. 4, at FPC. Raleigh has been playing soccer for over half of her life. Her last four years were at FPC, where she helped the Lady Dawgs win four straight district champions — the only player to do so — three conference titles and a regional championship in 2014. Raleigh is a three-time First-Team All-Area defender and has also played club soccer the last three years. Last season, USC Upstate’s record was 3-13-2. The program hopes Raleigh will help turn the program around.

The Matanzas Lady Pirates weightlifting team sent seven girls to the state final meet, and five of the girls placed in the Top 15 of their divisions — four in the Top 10 — on Friday, Feb. 5, in Kissimmee. Senior Kayla Walker-White made history, becoming the first female lifter at the school to ever place and medal in state competition. Her teammates, Danielle Thompson, Sarah Dillion and Samantha Brown, each placed eighth with new personal records, and Kaylee Mandt took 12th in her division. Although
Blair Shane and Bianca Siqueira did not place high, they both hit new personal records as well. “It was a really exciting experience for all of our girls, especially knowing we have four of the strongest girls in the state,” coach Sara Novak said. “It’s also great to know that Danielle, Sarah, Kaylee and Bianca will all be back next year, and they’re going to work hard and get even stronger with promise to make it back to states.” The Lady Pirates won their conference, district and regional championship this season, making it the most successful season, by far, in the program’s history.
The Flagler Palm Coast Bulldogs left no doubts as to who is the best wrestling program in the eight-school Five-Star Conference. The Bulldogs won the conference championship with 282.50 points, beating New Smyrna, Atlantic, Seabreeze, Deltona, University (Orange City), Pine Ridge and secondplace DeLand by 129 points, while capturing 12 of the 14 individual titles. FPC’s 12 champions were John Johnson, Avery Holder, Michael DeAugustino, Trace Insalaco, Nathan St. Pierre, Tariq Johnson, Evyn Insalaco, Kaz Maia, Eric Rosso, Steve Canidate, Anthony Mascraella and Vincent Ebanks. Eddie Bryant and Tyler Irigoyen both finished runner-ups, and Justin Haaf and Brady Quint took third.
Up next for the Bulldogs is Oviedo High School in the first round of the regional tournament, which will take place at 7 p.m. Thursday, Feb. 11, in Oviedo.

ith a straight face, Garry Lubi, president of the Flagler County Education Foundation, told a small group in the Halifax Plantation dining room, “I turned on the TV this morning and the Today Show led with an announcement about our event tonight.” Lubi was referring to the 13thannual FCEF Mardi Gras fundraiser for Flagler Schools; the Today Show hosts were undoubtedly referring to THE Mardi Gras in New Orleans. The timing of the local event is intentional, and emphasized a few years ago when the board considered changing the venue to a different location. The deal breaker was the date. “They wanted us to do it on a Saturday night,” Nancy Carlton, past event chair and member of the committee, recalled. “The board voted ‘no’ unanimously. We had to keep it on Tuesday, because it’s Fat Tuesday, and that has been such a draw.” Festivities started at the door, where guests were greeted by School Superintendent Jacob Oliva, wearing oversized, dol-

Milissa Holland won the $700 drawing, but she wasn’t the big winner — the students were, when she donated her winnings back to the education foundation. The annual Flagler event was being hailed as a success before the dessert was served. Cat Evans, this year’s event chair, said there were 192 confirmed guests. “Our fund raising goal this year was $14,000, and with the turnout I think we will make it,” Evans said. The guests — most decked out in feather boas, glittery masks, and beads — posed for photos in front of Mardi Gras-themed cutout, and visited the “gambling rooms” filled with slot machines, a roulette wheel, and craps and card tables.

Nan Reid, Sandra Haines, Marilyn Gingles, and Margaret Subers quickly settled onto the raised stools at the Black Jack table. “This is the only time I play,” Haines said. “I won’t play with real money.” Although it’s an established annual event, preparation starts months before. “We started planning this in October,” Evans said. “One of the great things about this event is it’s one that everybody enjoys and comes again and again, and tells their friends. They know it’s for a good cause and that everything stays local to help our local schools through grants and scholarships.” Nancy Carlson (past event chair) and Cat Evans, 2016 Mardis Gras event chair, have their photo taken at the photo corner at the 13th Annual FCEF Mardi Gras fund raiser.

What does Buddy really think about his new home? Well, he doesn’t like the rain For most pets, changing homes, even if they are with the same family, can be scary.
JACQUE ESTES STAFF WRITER
We brought Buddy home one month ago last Sunday. It seems much longer, except maybe for the dog. He is still finding his place here in the household. As he learns about us, we learn about him. This happens in every household with pets, whether just adopted from a shelter, adopted through family like Buddy, or when a move for the entire family is involved. Adjustment takes time and patience. Yesterday it rained. Come to think of it, it has rained a lot since we got back. Buddy does not like rain, especially heavy rain, and he definitely doesn’t like thunder. He has lived the past few years in Arizona, a state not known for thunderstorms. But when they had rain, he didn’t like it there either.
I put Kodi’s thunder vest on him to see if he, too, would be comforted. Much too large for Buddy, but it seemed to help. Guess there’s a trip to the pet store in my future. Even if we had enjoyed nothing but sunny days in January, there would still be adjustments. He spends a lot of time curled up on pillows on the couch, looking particularly pitiful. But that’s his look. We have no idea of his background, as he was “adopted out” through a pet supply store in Orlando with no formal application, and from what I have gathered, the rescue is no longer in business. He has a crate in the bedroom, a blanket “nest” in the family room, and of course, he has the couch. When introducing a dog or cat to a new situation it is important to bring scents from the former home if possible, ergo the blanket. If you are moving to a new home, even within the area, the first rooms I recommend setting up are the kids rooms and the pet areas. Pet areas should be somewhere you can close the door while furniture is being moved

Smile!
Twenty Flagler County underprivileged students visited the dentist on Friday, Feb. 5, for a routine dental exam and teeth cleaning, to celebrate February’s National Children’s Dental Health Month. ANASTASIA PAGELLO STAFF WRITER
For many children, a dentist appointment is unpleasant but routine. Ashton Stogsdill was especially nervous as he sat in the waiting room Friday morning, at Flagler Dental because although he is in fourth grade, this was his first time being seen by a dentist. “I can feel my legs shaking,” said Ashton, a Rymfire Elementary School student, and member of the Boys and Girls Club. The Flagler Dental Associates participated in the fifth-annual Give Kids a Smile Day on Feb. 5. Twenty low-income and underprivileged Flagler County children from the Boys and Girls Club visited Flagler Dental and Dentique Dental, for dental exams and teeth cleanings. Some of the children also received X-rays, cavity fillings, fluoride treatments and tooth sealants. “These kids would normally not have the opportunity to come to the dentist,” said Shantelle Britt, of the Boys and Girls Club. “This is a win-win situation for the families. The kids are treated to a free yearly dental visit, and the parents are able to not miss a day at work. This experience helps the kids understand the importance of taking care of themselves, and eliminates the fear of a dentist office.” The Give Kids a Smile Day was
started in 1990, to aid in the epidemic of untreated oral disease among disadvantaged children. Comprising about 150 dentists from Volusia and Flagler counties, the Dental Association hosted the event. “Teaching good dental hygiene at this young age is critically important,” said Dr. Smith, of Flagler Dental. “We hope that what they learn will last them a lifetime.” Contact Shantelle Britt, of the Boys and Girls Club of America, at 313-1988, to involve your child in next year’s Give Kids a Smile Day.

1 Million Cups launches in Flagler County Business owners and local entrepreneurs in Flagler County now have a platform in which to network and share resources through the 1 Million Cups program. ANASTASIA PAGELLO STAFF WRITER
The 1 Million Cups program stretches across the United States from 83 communities, to a million business owners and entrepreneurs. “The ‘1 Million Cups’ idea stems from the notion that at 9 a.m. on a Wednesday morning, over a million entrepreneurs and business owners are gathered across the country networking and presenting their ideas over cups of coffee,” said Melissa Chipps, CEO of WingWoman4Hire, and organizer of Flagler County’s 1 Million Cups. Developed by the Kauffman Foundation, the free program is designed to educate, engage and connect entrepreneurs. The Flagler County branch launched on Wednesday, Feb. 3, at the Fair Trade Cafe in Palm Coast. The group is set to meet at 9 a.m. on the first Wednesday of every month at the cafe. Each meeting will feature two up-and-coming entrepreneurs. To kick off the first meeting, entrepreneurs Travis Peres, of Palm Bay, and Alex Miller, of Orlando, were each given the

opportunity to present their business ideas to an audience comprised of peers, mentors, educators and advisers. After the presentations, the audience was given an opportunity to remark on the product or ask questions. “This gives me the opportunity to meet those in the same industry, learn from their mishaps, and receive guidance for my own business,” said Peres, CEO of Quix products, a quickmix formula bottle company.
Both entrepreneurs received an enthusiastic response from the audience. “I have found this program to be one of the best ways to progress with my business,” said Miller, CEO of Alex Miller Organics. Miller has presented his company, an all-natural men’s grooming line, at three 1 Million Cups meetings. “The meetings offer a good platform to become acquainted with likeminded people, and to receive positive feedback.”
