Wrongly arrested teen plans to sue Sheriff’s Office admits the arrest was ‘sloppy.’ JONATHAN SIMMONS NEWS EDITOR
The police work was sloppy: Deputy James Gore should have confirmed the spelling of the suspect’s name with the victim, who knew the suspect. But he didn’t. He should have confirmed the suspect’s appearance and address, too, but didn’t do that either. The result? Brown-haired, brown-eyed Dakota Ward of Orange Street was handcuffed and booked at the county jail when the man deputies should have been after was strawberry-blond-haired, light-eyed De’Coda Ward of Moody Boulevard. Dakota Ward, who’d never been arrested before, plans to sue the Flagler County Sheriff’s Office for $200,000 — the maximum amount allowed under the law. Ethics Commission votes to fine Sheriff Manfre $6,200 Manfre has said he will appeal the decision.
ics violation where he was fined only $500 for his use of a membership to a private resort that was valued at over $40,000 over a five-year period. ... I ask that you compare Fleming’s penalty to my fine of $6,200 and public censure for $300 related to four events over a six-month period that was immediately reimbursed when the accounting error was discovered by our auditors. Remember, this was a proposed fine that was initially assessed as $1,500 and subsequently, inexplicably, increased to $19,000.” Manfre had said in February that he would accept the Ethics Commission’s decision, but changed his mind in March, calling the case a “political setup.” “My original reaction was just to put it behind me. Politically, that would be the smarter thing to do,” Manfre, who is up for reelection, said in an interview March 15. “But on reflection and talking to my family, I’ve decided that, other than them dismissing the charges, I intend to appeal any decision that finds me in violation of the ethics code, or any fine. ... They’re asking for a fine 10 to 20 times greater than Don Fleming received. This is unfair, it’s unjust.” In his statement issued after the Ethics Commission’s ruling, Manfre questioned the commis-
advocate had not proved a third charge, that Manfre had misused his position by using a Sheriff’s Office vehicle on personal trips out of the county and out of the state. The commission voted unanimously to accept Cox’s motion and recommend the fine and censure. Manfre, who did not attend the hearing because he was out of town attending his son’s wedding, said in a written statement that he would appeal the decision. “I have never violated any state law or agency policy or procedure and intend to appeal this affront to our system of laws,” he wrote. “I am certain that an unbiased district court of appeals will overturn this biased decision.” He called the fine unjust, and disproportionate. “Ultimately, I do take responsibility for all of my actions and do want to put this matter behind us; however, with a good conscience, I do not believe the penalties proposed by the ethics commission are appropriate based on my actions, nor are they equal to sanctions provided others,” he wrote. “I only have to look at former Republican Flagler County Sheriff Don Fleming’s 2012 eth-

In a unanimous decision after a hearing that lasted just six minutes, the Florida Commission on Ethics voted to censure Flagler County Sheriff James L. Manfre and fine him $6,200. There was no discussion among members of the commission before the vote. Commission Advocate Elizabeth Miller said that Manfre had “never accepted responsibility or accountability for his actions.” Attorney John Marsey, representing Manfre, said the Commission Advocate’s argument “continues to suggest that because the Sheriff exercised his right to a hearing and didn’t roll over or admit wrongful intent, that he should be penalized. I respectfully suggest that is not in the public’s interest.” Commissioner Michael Cox made a motion to accept the final order including Administrative Law Judge Suzanne Van Wyk’s recommendation: to censure Manfre and fine him $6,200 for misusing an agency credit card and failing to properly report a stay in then-undersheriff Rick Staly’s cabin as a gift. Van Wyk had found that the commission

sion’s process. “As the sheriff of this county for seven years and a long-time prosecutor and attorney, I have been appalled at the Commission on Ethics’ process,” he wrote in the statement. “From four alleged violations to three and now to two, in the end, this was all about $300 spent over four officially sanctioned sheriff events that should have been resolved with the information I provided to my accounting department. It also had to do with the value of a three-night stay I spent at the personal invitation of Rick Staly, my former undersheriff’s personally owned cabin. The value of this stay, by the testimony of the commission’s own witness, was subject to interpretation. Staly is now running for sheriff against me.”

n 1946, a group of women sat on the porch of the Flagler Beach Hotel wanting to make a difference in their community. The hotel, which stood on the property now used for the Farmers Market, is long gone, but the organization that was born that day is alive and thriving. The Flagler Civic Club, as it was initially called, started with 13 women who, among other things, wanted the beachside elementary school refurbished and reopened. Flagler Beach Elementary was closed during World War II due to disrepair, and the children attended Bunnell Elementary. Today the former school is better known as the Wickline Center. On Wednesday, April 13, the Flagler Woman’s Club celebrated its 70th birthday with one of the biggest birthday parties this town has seen. Some of the guests included Rep. Paul Renner, a representative from Sen. Marco Rubio’s office, Flagler Beach Mayor Linda Provencher, past city mayor and county commissioner Jim Darby, former city commissioner Richard Price, Flagler Beach Police Cpt. Matthew Doughney, Fire Chief Bobby Pace, Catherine Wilson, Jim Sheehan and Gerald Slovak. Ann McGee was recognized for her 43-year membership — the club’s longest participating member. Four ladies presented a skit to provide a glimpse into the timeline of the club, including starting the first library, the annual art show and scholarships. Ruth Young, director of the Flagler Beach Library, spoke about how the club started the first library on one side of the room where the luncheon was being held.

“The club started the library in 1962,” Young said. “They sent the Boy Scouts door to door to collect books.” The club gave its first scholarship, $10, so a high school band member could attend a music clinic in Tampa. In 1984, Dorothy Sheehan reorganized the program and a scholarship of $200 was presented to a high school senior. Sheehan’s husband, Jim, along with Gerald Slovac, have continued Dorothy’s work as major donors to the scholarship programs. The late Mike Freydl was also a major scholarship donor. Last year the club presented nine $1,000 scholarships.

After arrest, Sheriff’s Office enacts changes FROM PAGE 1
a three-day unpaid suspension for Gore, a 26-year-old who was hired in 2011. Here’s what happened, according to the Sheriff’s Office’s internal affairs investigation: On Dec. 15, Gore responded to a report of a battery. The suspect had left the scene by the time the deputy arrived, and after talking with victim Chad Cox, Gore wrote up a charging affidavit listing a “Dakota Ward” as a suspect. That was wrong: The victim, who knew the suspect, was talking about a man named De’Coda Ward — and Cox wrote the name that way in his own written statement. Gore didn’t notice the discrepancy, and didn’t verify what the suspect looked like or try to contact him. Cox looked up “Dakota Ward” in a driver’s license database and filled out the suspect information on the charging affidavit with Dakota’s identifying information. But for the address, rather than using the Bunnell one listed in the database, he used the one Cox had given him for De’Coda, at the Capri trailer park on Moody Boulevard. So a summons was issued for “Dakota Ward” and sent to De’Coda Ward’s home with Dakota’s name on it. De’Coda didn’t appear in court. Neither did Dakota, who had no idea he was a wanted man. An arrest warrant was then issued March 22 for failure to appear in court — again with Dakota’s name on it. Depu-
“His whole world’s been flipped upside down. ... It’s been a complete and total nightmare for him. He’s trying to get back to some semblance of being who he used to be.” JOSHUA DAVIS, attorney for Dakota Ward
ties arrested Dakota Ward at his home in Bunnell March 26 after the young man returned from an offshore fishing trip with his father. Attorney Joshua Davis, speaking with Dakota Ward’s mother and father by phone during the arrest, heard them screaming to the deputies that they were arresting the wrong man. But it wasn’t unusual for suspects to tell deputies they had the wrong guy, Deputy Rich Petkovsek, the arresting officer, said during the internal affairs investigation: It was a “typical response” from people with a warrant. Davis printed out a copy of Dakota Ward’s mug shot and met with Cox. Cox wrote across the printout of the mug shot, “I Chad Cox am 100% sure this is the wrong guy it’s NOT De’Coda Ward,” then signed it.
March 31, the Sheriff’s Office opened an internal affairs investigation after a Palm Coast Observer reporter who’d been contacted by Davis called the Sheriff’s Office asking questions about the case. April 1, the Observer, FlaglerLive.com and the Daytona Beach News-Journal published stories online about the case, and the Sheriff’s Office issued an official apology to Ward and began removing his name from its website. The State Attorney’s Office dropped all charges. Records associated with the case with Dakota Ward’s name on them — including the erroneous charging affidavit — still appeared on the Clerk of Courts website as of April 18. Davis said he was working with Clerk of Courts Gail Wadsworth to have them removed. But even if they were, he said, records associated with the case would remain online, aggregated on private websites. “You go in and Google my kid’s name 50 years from now, this arrest is going to pop up,” he said. Davis has given the Sheriff’s Office official notice that his client intends to file suit for $200,000, for false arrest and confinement. “His whole world’s been flipped upside down,” Davis said. “This is a Bunnell kid who works a full-time job at the graveyard shift, and then goes to school and spends weekends fishing with his dad. ... It’s been a complete and total nightmare for him. He’s try-

Dakota Ward, 19, was arrested in error by Flagler County Sheriff’s Office deputies after a name mix-up.
WHAT WENT WRONG? Deputies are supposed to take steps to ensure that a suspect listed on an charging affidavit is the right one — for instance, by getting a physical description from a witness, or using a photo lineup, or making contact with the suspect. In this case, none of that happened.

ing to get back to some semblance of being who he used to be.” Costs associated with the suit will be carried by the Sheriff’s Office’s insurance company, Sheriff’s Office spokesman James Troiano said. “We can’t say that we’re sorry enough to Dakota Ward,” he said. “We have safeguards in place, and they were not followed. This is not indicative of our agency. We’re all human, we all make mistakes, and certainly this is a mistake that Deputy Gore made, and we hope he will learn from it.” The Sheriff’s Office has now formalized what had been an unwritten policy, Troiano said: “We have now mandated that our deputies place in their reports — to include all arrest reports — how they positively identified the suspect.”

‘Community’ means no one’s an outsider A playground experience gone wrong.
BRIAN MCMILLAN EXECUTIVE EDITOR
On a recent evening at the outdoor court at the George Washington Carver Community Center, on Drain Street in Bunnell, a healthy gathering of neighborhood boys and girls in their school polo shirts played basketball. I was pushing my daughters on the swings next to the court, and it was pleasant and relaxing — until a couple of the young boys started to push each other and swing their fists. Soon, they spilled over into the sand parking lot. The smaller boy fell to the ground, and the larger one pinned him. I took a step in their direction, planning to scare them off and defuse the situation, but I stopped once I saw everyone else’s reactions. About 20 other kids started running for a better view of the action, gleefully cheering for the entertainment to continue at the smaller boy’s expense. It wasn’t a totally unfamiliar scene to me; I was a kid once, too. And I understand that the norms of an agitated crowd often differ greatly from the norms of each individual in
that crowd. But it was a rotten scene all the same. So why wasn’t I already there in the parking lot, breaking it up? Why did I stop and hesitate instead of immediately rushing to pick up the younger boy and dust him off and give all the kids a sermon about treating people the way they wanted to be treated? It’s hard to say exactly, but I think I hesitated because I was the only white person in sight. The kids did nothing to make me feel like an outsider — they ignored me completely — but I still felt like one, on some level because I was the minority and didn’t live in this neighborhood. As an outsider, was it my place to intervene? “It’s OK,” a young man said to me, sensing my concern. He was leaning comfortably against the thigh-high, wooden playground fence, watching the action. “He’ll be all right.” The implication of this spectator, who could have been as old as 18 or 20 and therefore one of the oldest on the scene, was that this fight was somehow good for the young boy, a rite of passage necessary to toughen him up. That sentiment shocked and saddened me. Yes, the world is a tough place, but that doesn’t mean we need to sit back and
WHAT IS THE CARVER CENTER? The George Washington Carver School was closed in 1967 due to desegregation. Most of the school was torn down in later years except for the gym. This building served as the focal point for residents of that community of Bunnell. The Flagler County School Board and Flagler County Government have both owned and managed the facility over the years. Due to budgetary con-
become accomplices to a little kid getting some toughness pounded into him. Outsider or no, I decided it was certainly my place to intervene because I was also the only adult in sight. I rushed past the young man on the fence and shouted at the kids to break it up, which they did — who knows for how long. I don’t know what happened to the little boy or what his name is. I wish I did so I could tell him to keep his chin up and that the bravest thing to do is often to walk away.
straints, it appeared it would be necessary to close the facility in 2010. But a coalition was born to save the gym and restore it as a community center. A 501c3 foundation was created to serve this facility with grant funding and equipment/supply needs. Today the George Washington Carver Gym is again enjoying a rebirth, thanks to the many individuals and corporate contributions. Source: Carverfoundation.org

This is not a story about a white guy coming in to save the day. For all I know, the kids at the playground laughed at me all the way home. This is a story about bullies — black or white. This is a story about kids who are left to their own devices — black or white. This is a story about helping each other out — black or white. This is a story about our community, like it or not.

The dogs just have to be well behaved and good with people. Gracie, a Great Pyrenees mix, was adopted by Sharon and Mac McMullen seven years ago. “We were living in North Carolina and looking for a dog on PetFinder,” Sharon McMullen said. “My sister in Colorado saw Gracie’s picture and noticed she was in a town close to where we were.” Cash, a Pomeranian, was adopted by Lee Christie 10 years ago, when the dog was 2 years old. They are totally different dogs that have two common bonds – they were abused and neglected, and they were lucky enough to get a second chance at a loving home. Gracie had been kept in an outside cage with no roof through heat, snow and rain. Her coat was severely matted and she had heart worms, requiring her to go through eight months of heart worm treatment before she could be adopted into a new home. Amy Carotenuto, director of the Flagler Humane Society, attended the demonstration, something she said she doesn’t get to do often. “Educational programs like this are making a difference,” Carotenuto said. “With these, and the low cost spay and neuter clinics, we are finding we have more
responsible pet owners, who are spaying and neutering their pets, and adopting from shelters.” This shift in attitude, Carotenuto said, has reduced the euthanasia rate to almost zero, and allows the society to put its focus into programs to help families keep their pets, by providing a low cost wellness clinic, and a pet food bank for those having trouble affording pet food “It’s a temporary solution, but I would much rather help someone for a few months with food than for them to have to surrender their pet,” Carotenuto said.

THIEF STEALS CASH, CHECK FROM CAR 9:34 a.m. 100 block of Beechwood Lane. Car break-in: When a man noticed April 10 that his cars had been rummaged through, his first thought wasn’t that he’d been burgled: He assumed his son had gone through the cars. So at first, he didn’t call the Sheriff’s Office. Then he realized that whoever had rummaged through his Nissan Sentra and Toyota Tundra had taken cash and a check from the Tundra, according to a Sheriff’s Office report. Nothing was stolen from the Nissan. When a deputy canvassed the area, a neighbor said his car had been broken into as well, though nothing was stolen.
POLICE DOG SEARCHES FOR BURGLAR BEHIND ANIMAL HOSPITAL 4:21 p.m. 100 block of Old Kings Road. Vehicle burglary: A 21-year-old employee of a local animal hospital drove to work, then came outside to her car at about 3:20 p.m. and found the white 2000 Chevrolet Monte Carlo’s driver’s side window smashed, and her purse missing. Deputies used a police dog to search nearby woods for a suspect, but didn’t find anyone, according to a Sheriff’s Office report. The purse contained about $50 cash. Surveillance video from the animal hospital showed a vehicle back in right next to the woman’s car, then stay for about three minutes and leave, with no one from the vehicle actually entering the animal hospital.
BURGLAR STEALS THOUSANDS OF DOLLARS IN ELECTRONICS 12:15 a.m. First block of Blakemore Drive. Residential burglary: A 47-yearold man went bowling at about 9 p.m., and when he got back home, found his front door unlocked. He’d told a deputy he’d locked it when he left, according to the deputy’s case report. Inside, all of the doors to the man’s entertainment system were open, and his $200 Nintendo Wii was gone. So was his $149 camera bag and his $579 Canon camera, plus $1,800 worth of lenses. The thief also stole a $349 Samsung S2 tablet, a $479 Toshiba laptop and a $200 watch. Altogether, the burglar had stolen $3,756 worth of the man’s possessions.
BAD WAY TO FIND OUT A GUN’S LOADED 4:26 a.m. First block of Memorial Medical Parkway. Gunshot wound: A 62-year-old man was cleaning his new 9mm handgun, and pulled the gun’s slide back to see if there were any bullets in the chamber. There were — and when his hand slipped, he later told a deputy from a room at the hospital — the gun fired. The bullet struck the man’s left index finger, leaving a deep gouge, then smashed through a sliding glass door, according to a Sheriff’s Office report. The man’s wife, 66, woke up when she heard the gunshot and her husband’s yell. She drove him to the hospital.

‘Don’t let a dying Marine pay for a cake’ A birthday celebration for what may be a Marine’s last. LISA WOLFE STAFF WRITER

weeks later. To celebrate his birthday early, Lucente-Vieira set out for a special birthday cake for her dying brother. After a day of searching and being turned down by other bakeries who were unable to provide what she was looking for, Lucente-Vieira’s sister suggested a small cupcake café in Bunnell. Upon entering the café, Lucente-Vieira told Tazwell that her brother is in hospice and his
birthday is this month. Tazwell stopped her and said, “I understand.” The two discussed ideas and took out some photos of other cakes. The first photo Tazwell showed Lucente-Vieira was the one for her brother. And after speaking with her father, Tazwell decided to make the cake at no cost. “Don’t let a dying Marine pay for a cake,” she explained. On April 9 Lucente was able to
celebrate his 58th birthday surrounded by his parents, children and sisters, after having been brought home from hospice so he could be with family. The celebration was a huge success, and the cake brought smiles to all, especially Lucente. Lucente-Vieira is so grateful to Tazwell that she now considers her family. She intends to stay in touch with her from her Massachusetts home.

Paul Lucente — a U.S. Marine, a father, a son and a brother — on April 26 celebrated what may have been his last birthday with his family, thanks to Theresa Tazwell, owner of the Cupcake Café. Lucente’s six years of service as a Marine began 40 years ago, and his role as a member of the Armed Forces has been a big part of his life ever since. But in other ways, his life today is much different. “He always did everything with his own two hands,” Denise Lucente-Viera says of her brother’s earlier days. Now, a man who was once a very independent human being must today rely on the help of his family for essentially everything. His life changed dramatically one night eight months ago, after a trip to the emergency room. Lucente thought he may have suffered a stroke, but doctors found lymphoma in his brain. For six months he went through extensive chemotherapy, and was told that his disease was incurable and could not be treated through surgery. Six months later the tumor appeared gone, only to return six

Flagler Beach Montessori School kids can keep their garden
The city might create guidelines for the appearance of a garden created by the Flagler Beach Montessori School. JONATHAN SIMMONS NEWS EDITOR
“I don’t think the issue was the value of a garden to a school.” JANE MEALY, City Commissioner
A garden created by children at the Flagler Beach Montessori School won’t be removed by the city, but it may get a makeover. School owner Kerri Huckabee and a group of about 30 parents and children argued for the garden’s preservation at an April 14 City Commission meeting after word leaked — inaccurately, city commissioners said — that the city wanted to tear it down. “A plant or something that might seem worthless to you is the world to a child,” Huckabee said. “Life and trees and plants mean the world to our children.” One parent called the garden “a living illustration” of concepts taught in class — and one that teaches children to be inquisitive, patient and observant. “The whole reason my 7-yearold eats vegetables is that garden,” another parent said. City officials weren’t going tear the park down, city commissioners told the audience, but they did have concerns over how the garden — which sits in the middle of Wickline Park — has been managed. “I don’t think the issue was the value of a garden to a school,”
City Commissioner Jane Mealy said. “The question was: It’s the people’s park, and if the garden wasn’t living up to what other people in town thought it should look like, that’s what I thought we were discussing.” Commissioner Joy McGrew said she would be “the last one to vote to do away with it.” “It was never about taking away the garden,” she said. “It was trying to make it look ... like the old paradigm,” with neat rows of plants. Commissioner Kim Carney thought the city should recon-
sider the lease that lets the school use the park. “I think that the garden should be defined; I think it should be part of the lease,” she said, adding that the school should pay for any city water it uses to water the plants. Commissioner Rick Belhumeur had concerns, noting that the garden sits in the middle of a green space that could be used for other things — playing ball, for instance. “It hasn’t been maintained,” he said. “You’ve got trees, you’ve got hedges — you know, it’s going
beyond what it was supposed to be to begin with. And it’s a public park; it’s not a place for a private garden. ... I don’t think it should be unmaintained in the middle of a good green space, and the only recreational space that we have.” Mealy asked the school to maintain the garden, and said the city will look at the lease and work with the school. McGrew said the issue could be solved with good communication. “If we communicate, we can come up with a solution,” she said. “We always do.”

About 30 parents and kids showed up for the meeting, but some of the younger ones had to head home for bedtime before the commission discussed the school garden.

firing about 90% of the teaching staff and hiring expert consultants, Glover said. That brought the school’s state grade from a C to an A; last year it was a B. “Many parents have asked that we expand the school,” Glover said. Superintendent Jacob Oliva said that although the school had some performance issues years ago, “they have really stepped up to the plate to make sure that they addressed the concerns that we had.”

CODE OF CONDUCT REVIEW PERIOD BEGINS 201767
Palm Harbor Academy, which now serves children in kindergarten through sixth grade, hopes to add seventh grade this coming school year and eighth grade the following year. “Essentially, what we anticipate is our existing sixth-grade class being moved up,” said Rev. Gillard Glover, chairman of the Palm Harbor Academy Board of Trustees, at an April 19 School Board workshop. That would be about 18 students, he said. Palm Harbor Academy is a charter school which entered into an agreement with the School District in 2010, and opened with an emphasis on helping lowerperforming and lower-income students. “Our mission is to create an environment where the children can become exceptional learners, and also good corporate citizens and community citizens,” he said. Grover’s presentation before the board put the district on formal notice that the school hopes to expand. The issue will return to the board for a vote in the future, after the school has studied some of the logistics of the expansion. Palm Harbor added sixth grade in 2012, and “did some drastic things” to turn the school around,
The district is starting its annual review of the Student Code of Conduct, which this year will be published in separate elementary and secondary code documents. The Coalition for Student Success and a collaborative group representing all of the district’s school will review the document and make recommendations.

County raises standards for tourism money applications The County Commission also approved $300,000 of spending on stadium equipment. JONATHAN SIMMONS NEWS EDITOR

County Administrator Craig Coffey speaks during a County Commission workshop. County TDC chief Matt Dunn is at left.
And, he said, it can be difficult for events to verify. “We’ve seen it in the past; it’s very difficult to verify 100% of the room nights,” he said. Flagler Beach City Commissioner Kim Carney — who attended the county workshop and spoke during its public comment period — agreed, noting that not everyone who comes in to town for an event stays in an actual hotel. Many stay in condos or vacation rental homes, which can make them hard to count. “With the overnight stay grant, verifying stays is very difficult. ... How do you get a condo owner to confirm an overnight stay?” she
said. “This is not broken. Leave it alone.” McLaughlin also pushed back on Dunn’s proposal to change the minimum amount for TDC “quality of life” grants from $1,500 to $1,000 and cap the number of years an event could receive the award at three. Dunn and Craig Coffey, the county administrator, said the reduction would allow the TDC to award a higher number of grants. McLaughlin agreed to $1,250; the three-year requirement was cut. Few people spoke during public comment at the meeting. Steve Wolfe, of the Flagler County Corvette Club, said what the county

Local organizations putting on small events in Flagler County are used to being able to apply for little bit of tourism grant money. It hasn’t been much: $2,500 through the county’s Tourism Development Council for events that bring in 25 to 74 “bed nights” in local accommodations. The standards just got stricter: In the future, only events bringing in at least 50 bed nights will be able to apply for the money. “We are giving away far too much money … for the return that we would like to see,” Tourism Chief Matt Dunn told the County Commission at a County Commission workshop April 19. Dunn had wanted to eliminate the grants for all events that bring in fewer than 100 bed nights. Commissioners weren’t convinced. “At the end of the day, if a small event brings people in, we’ve got to account for that,” Commissioner Nate McLaughlin said. “We can’t just say, ‘Well you didn’t get your 100 beds, you don’t get the money.’”
has already been doing has been working. “I’d like to know why we’re considering cuts to what is apparently a successful model,” he said. The proposed changes, Wolfe said, would be “a drastic reduction in something that is helping a county of this size achieve growth.” Dunn proposed having the county collect the local tourism “bed tax” rather than having the state collect the money and then distribute it to the county, as is done now. Making that change, he said, could raise revenue by about 20%. The commission also discussed raising the bed tax rate from 4% to 5%, but that would need a supermajority vote in a regular meeting to pass, and Commissioner Barbara Revels noted that Flagler Beach was recently recognized by Trip Advisor as an affordable vacation destination. The commission should discuss a potential rate raise further before it makes a decision, she said. The commission also approved the addition of one new fulltime staff member — a tourism marketing advertiser — to the TDC’s current staff of five, and approved the purchase of about $300,000 worth of stadium equipment, including hydraulic bleachers, floodlights and barricades.

Pastor Charles Silano and Dottie Colletta from the Grace Community Food Pantry presented a $2,000 check to Jeanne Elliott and Kevin McCarthy, for the Adults With Disabilities program.
GRACE COMMUNITY FOOD BANK GIVES FUNDS TO ADULTS WITH DISABILITIES PROGRAM Information provided in a news release from Flagler Schools The financial challenges facing the Adults With Disabilities program, a unique program within the Flagler Technical Institute, have been well documented. Funding was restored by the State for this year, but longer term financial solutions are being explored. Many from across Flagler County stepped up to offer their support for the program when funding was lost last year. The Grace Community Food Pantry was one of these groups. In January, Grace Community Food Pantry volunteers held their first “Walk for Food.” In addition to collecting food and donations for the pantry, additional funds were earmarked for the AWD program. On Friday, April 15, Pastor
Charles Silano and Dottie Colletta from the Food Pantry, presented the Adults With Disabilities program a $2,000 check. Kevin McCarthy, director of Flagler Technical Institute said: “This money will go directly towards scholarships for our clients and theirfamilies.” Silano also said that the AWD clients are now on his charity’s list, and “available funds will be sent to the Adults with Disabilities program.”

Worth weighting for Kendrick Thomas and Mike Astrologo win state titles, leading the program to history. JEFF DAWSEY STAFF WRITER
O
n the morning of the state weightlifting meet, senior Kendrick Thomas enjoyed a nice stack of five pancakes and a half chicken. Having moved down from the 139-pound class to 129 a few months, Thomas has only eaten healthy food to lose and keep weight off, but, after his morning weigh-in, fellow lifter Mike Astrologo, a heavyweight, said Thomas ate more than he did. With a full stomach, the firstplace favorite didn’t disappoint. Thomas led from the beginning with his bench press, and he did enough in clean-and-jerk to win the 129-pound-class state title, becoming just the fifth Flagler Palm Coast athlete to win a state weightlifting championship. “It didn’t sink in at first, because I was just jumping around and celebrating,” he said, “but, when Mike did his thing, that’s when the tears started rolling. It felt good. In my freshman year, all I wanted was my name on the wall for a record. But, once I got that, and coach started talking about being a state champion, I realized that I can have my name among state title winners.” ASTROLOGO DOESN’T GIVE UP
After his bench press, Astrologo went into the last competition, clean-and-jerk, down by 20 pounds. So, after opening with 315 pounds, he had two shots at 350 for the win (read my column on his disadvantages). On his first attempt, Astrologo dropped the weight and fell to ground, going unconscious.

Mike Astro lifts 20 pounds more than personal record to win the state title.
“It took several minutes after he came to, to get him back in focus,” coach Duane Hagstrom said. “But, when he took a deep breath and finally looked at me, I knew the switch was back on.” “At first I saw my mom cry,” Astrologo said, “so I thought, ‘I have to do this for my parents, because they’ve been to every meet and bought me everything I needed to be successful.’ And, I was not going out second. I’ve been second to the No. 1 kid every year since I lifted, and I was going to put everything into my last one.” When he returned for his final attempt, Astrologo completed the lift, and he and all of the FPC supporters began to jump around uncontrollably. “I cried there and many times since it happened,” coach Hagstrom said. “It’s the ultimate accomplishment that these kids
have worked so hard for, and to see how happy they are and the joy it brings to them releases this ball of emotion.” Although The Bulldogs took five lifters to the state meet, only Thomas and Astrologo scored points, but they were enough to deliver FPC a runner-up finish, the program’s best state finish ever. Fourth place was the previous highest finish. “I couldn’t be happier than what I am,” Hagstrom said. “We’ve been talking about getting to and battling for a state championship since September. For the kids, it was an unrealistic thing, but I knew it was much within our grasp. And, as we got closer, they realized that it was doable. The determination that they showed was unlike anything I’ve ever experienced.”
WEIGHT TOTALS Kendrick Thomas finished with 260 pounds in the bench press and 235 with cleanand-jerk. Mike Astrologo benched 455 pounds, and he clean-and-jerked 350 pounds.
rowing up, I was a Michael Jordan fan like everyone else. There was nothing better than watching him boldly take the last shot of the game— and make it. Although I never cared for Kobe or Tom Brady, I can’t deny their similar greatness to come up big in the final moments of the biggest games. I can’t think of anyone else who has exhibited better talent at the end of games than these three, but what I saw FPC’s Mike Astrologo accomplish on his final career lift blows any of their feats away. After he and the No. 1 lifter in his division separated themselves from the rest of competition, Astrologo trailed the other lifter by 20 pounds, heading to the final event, clean and jerk. Up for his first attempt to win the 4A state heavyweight lifting championship, Astrologo needed to clean and jerk 350 pounds. At no other time in his life has he ever lifted more than 330 pounds, which he had only completed once at a practice. “I said to him before he had ever lifted anything, ‘I want you to make me a promise that whatever I tell you to put on the bar, you’re going to trust that I have the faith in your ability to do it,’ and he said, ‘Yes sir.’” After jerking the weight up to his shoulders, Astrologo was seeking to hold it over his head, but the weight dropped, and he begin to fall back until he fell tot he ground unconscious for roughly 10 seconds. From there, he gets back up, uses a little over four minutes to get back focused, and, on what would be the last lift of his entire four-year high school career, wins on a PR that far exceeded anything he had ever done before, just after failing miserably. I tried, but I’m not sure I can put that into perspective. Yes, Kobe did put up 60 points in his final game, and Jordan did score 40 points after turning 40, but what Astrologo accomplished is greater than Jordan’s “Flu game.” He had never even attempted to reach 350 pounds, and he didn’t get any chances to warm up to it! Forgive me if I seem a bit shocked — because I am! You can try convincing me otherwise. Email me at jeff@ palmcoastobserver.com.

The Bulldogs have won nine of their last 12 district titles.
Welcome to FPC’s run for the title Each week presents a new championship opportunity for track teams.
JEFF DAWSEY SPORTS EDITOR
Toward the end of track season, every athlete approaches each of the last four weeks with two goals in mind — win and advance. For the Flagler Palm Coast boys, they’ve done both, with winning the District 4A-1 championship, which has become a norm, taking it the last three years.
“Not to downplay it, but that is the expectation at this point, on the boys side,” coach David Halliday said. “We have dominated the local scene since I arrived in 2004. But, it always feels good to win the district local bragging rights for the kids. It’s the first step in the state series on the way to the state meet.”
Halliday and the Bulldogs have won nine of the last 12 possible district titles, since he took over. The Lady Dawgs finished as district runner-ups, losing by a mere three points, after the last race. After two weeks of rest, FPC will kick off its Region 4A-1 Meet at 10 a.m. Tuesday, April 26, at IMG Academy in Lake Minneola.
WINNERS
FPC district champions: Frank Clark, high jump; Michael Peppin, discus throw; Nick Thornton, Ka’Deem Wynn, Slade Cavallaro, Que’Shaun Byrd, 4x400-meter relay; Byrd, 100- and 200-meter dash; Justin Pacifico, 800- and 1600-meter run; Cianna Gopie, 800-meter run; Cavallaro, Wynn, Ore, Pacifico, 4x800-meter relay.

Running with the world at the Boston Marathon A team of seven runners from Flagler County competed in their first Boston Marathon this year. SPORTS EDITOR
They all enjoyed their first ever Boston Marathon — and they all finished. That’s what matters most to Flagler County Runners Shawn Dortch, Todd Mellow, Jessie Magee, Tess Wamhoff, Karen Zawislak, Bob Hamlin and Carrie Meng. Mellow, whose only other marathon helped him qualify for Boston, set a personal record by two minutes at the April 18 race

World renowned long-distance runner Shalane Flanagan celebrated with birthday-girl Carrie Meng the day before the race.
And, if you tracked them along their 26.2-miles journey, you greatly assisted them a lot more than you realize . “When you cross one of those (timing) mats, you know you’re sending your family and loved ones a message, and that makes a huge difference for runners,” Magee said. “Sometimes, the people tracking you are more important than the people cheering on the course.” The runners acknowledged that the course was much tougher than they expected. Although they had trained on Flagler’s bridges, they didn’t prepare them for the downhill training they needed for Boston. Some of the locals suffered muscle cramps, spent time in the medical tent and had to completely abandon their planned pace, but they all eventually met up at the finish line to congratulate each other on such a historic feat. As tough as Boston was, are they eager to run off into the sunset? Of course not. “During the race, we all probably said we’ll never do this again,” Mellow said. “But, within an hour after the race, we’ll be signing up for the next one. The runner’s high is real.” Throughout the race, Magee says the city showed an extraordinary amount of support for the runners, beginning at the airport.

They yell for you like they’ve known you your whole life. The kids get excited if you take their orange slice or cup of water; they all want to give you something to help you.” Before the main event, the group of seven enjoyed a shakeout run on Sunday with accomplished American long-distance

Due to the physical demand a marathon requires, feet may never look the same, and skin irritation quickly builds in other areas, among many other things. So, is a marathon worth it? According to Meng and her group, it definitely is. “It’s almost a badge of honor for the runner, when you have callouses and missing toe nails,” she said. “But, it’s all worth it, once you cross the finish line.”

HARVESTING HISTORY Children and adults learned about Florida’s farm history at the Florida Agricultural Museum’s Family Farm Day. JACQUE ESTES STAFF WRITER
M
ax Patterson climbed aboard a wagon to take a journey from city life to farm life, as it would have been more than 100 years ago. The 13-month-old boy wasn’t as impressed by the history as he was about riding in the wagon pulled by a tractor, and being greeted by Tucker, the resident farm hound. Tucker, the official hound in residence at the Florida Agricultural Museum, decided to check out the wagon full of people being taken to the Whidden-Clark Homestead. After a couple of laps around the wagon, and one leap over the benches into unsuspecting laps, Tucker hopped off at the final destination. Everyone seemed to take the canine’s ad-lib interaction with humor, but Tucker was seen on
the end of a leash for the remainder of the day, something not typical for the shelter-adopted dog, accustomed to having the run of the farm. It was very easy to get into the spirit of the event, and for a moment, forget it was 2016. Susan Barry rocked on the porch of the homestead, weaving pine needles into baskets, with her grandsons Braeden, Trevin, and Tucker at her feet. On the backside of the house, 12-year-old Jazmine washed clothes on a washboard, with water pumped from a temperamental hand pump. “It takes a long time (to wash clothes on a washboard), and you can’t ever get the stains out,” Jazmine said as she spread open the man’s shirt she had been trying to get clean, but still bore a black stain. Behind her, Ci Ci and James Lee Gunn of Ormond Beach ground corn for chicken feed. James knew exactly what he was doing, as he had been at the Florida Agricultural Museum before, on a school field trip. The visit to Family Farm Day on
Brian Rumler (circa 1835) and Rooster Morrell (circa 1870) shared stories during Family Farm Day at the Florida Agricultural Museum.

Jazmine Allen, a volunteer at the Family Farm Day event, washes a shirt with a washboard.
Saturday, April 16, was a field trip for home schooled Zoey Birchard of Bunnell. Rooster Morrell, a cow camp cowboy, in the 1870s stood by his wagon. Those who asked about his CS (Confederate States) belt buckle were told about the importance of the cow camps during the Civil War, and how their job was to provide beef for the Confederate soldiers. Admiring his wagon was Brian Rumler, an 1835 Homesteader. “Land was too expensive there so we came here to give it a try,” he explained. Visitors could make butter, and take radish seeds home to grow, at Lisa Gaskall’s table. Gaskall works with Florida Agriculture in the Classroom. Kara Hoblick, community liaison for the Florida Agricultural Museum, admitted she was a bit nervous when she got up Saturday morning. The weather threatened to ruin the event. She even had some vendors who decided not to come, but they missed out, because the weather was perfect, and a good time was had by all — except maybe Tucker the dog.

Don’t look now — you have been adopted

The best pet isn’t the one you adopt, it’s the one that adopts you.

I
have written columns, had my own pet blog and worked with humane societies for more than 20 years, and there are certain things I know to be true. First: Puppies and kittens are adopted first. Litters come into shelters with moms, and the kids go first — mom is left behind. Second: Everyone is looking for a dog or cat of a specific breed or age. I don’t blame them. I too have my favorites. Right now it’s Pembroke Welsh corgis — only because that is what my son adopted from the St. Augustine Humane Society nearly 10 years ago. My first two dogs were given to me. They were both purebred breeds — with papers. I never really found a need for
those papers. The last dog type I would have gone into a shelter looking for, was a Labrador/chow mix with a squinty eye — but that’s what my Shadow was. She was joined by Luna, a golden retriever/chow, and the two became my “girls.” I have learned that letting the animal adopt me works out quite well. Oh I would love to have another corgi — absolutely — but if my pet adoption history has taught me anything, I need to be ready for the unexpected. Buddy, the new shorty Jack Russell in our pack, certainly meets that critera.
There’s a dog I definitely never thought we would have, but now I can’t imagine the household without him. Another group that gets overlooked are those with special needs. No one wants shelters to euthanize animals, but what if no one wants the animals? Are the animals supposed to live in cages their entire lives? No, they are supposed to be surrounded by a loving family. The Flagler Humane Society has two special-needs kittens up for adoption. Natalie and Stephanie came to Flagler Humane Society
together. They are only a couple of years old, but Natalie tested postive for the feline leukemia virus. Stephanie is negative for the moment, but, since they came in together she has already been exposed. They have also bonded and are unhappy when separated. FHS is hoping to find someone who wants to open their heart and home to these kittens. If there are cats in the home, they would need to be feline leukemia positive. No one wants to infect a healthy cat. If that person is you, please go to FHS and meet these beautiful kitties.
Susie, 31170972, is a 2-yearold, female hound mix who is available for adoption at Halifax Humane Society. Sweetie Pie, 30854494, is a 5-year-old, female cat who is available for adoption at Halifax Humane Society.

Cut-a-thon to help with Cameron Higgins’ medical bills Opened three months ago, Emerald Day Spa is already involved in community causes. JACQUE ESTES STAFF WRITER
W
hen Emerald Day Spa owner Jenny Marafurova received the email from her twins’ sixth-grade teacher at Belle Terre Elementary, about Cameron Higgins having a serious medical issue, she knew immediately she wanted to help. “My twins, Nonna and David Hasan, are classmates of Cameron,” she said. “My mom passed away in 2013, and I know how it is having medical bills, and not having insurance, and how hard it is.” Marafurova decided to use her new business, Emerald Day Spa, which she opened in January, to raise money for the family. From 10 a.m. to 5 p.m. Sunday, April 24, the spa will be open specifically for a Cut-a-thon for Cameron. On this day, the spa will offer hair cuts only, no color or blowout, at half price, and massages for $1 a minute, with 100% of the proceeds going to the Higgins family for medical expenses. In addition, Marafurova said all of the spa products will be reduced 10%. Papa John’s Pizza will provide refreshments. The salon has contributed to others in need, including Locks of Love, and, in the future, she will have additional cut-a-thons to help Cameron and to help her massage therapist, a mother of four, whose house recently burned down.

Elks Lodge turns 30 The Elks Lodge aims to support charities locally, statewide and nationally.
ALL IN THE FAMILY
LISA WOLFE STAFF WRITER
Palm Coast Elks Lodge 2709 celebrated its 30th anniversary on April 16 at the Elks Lodge. The room was filled with retired police officers and firefighters, the mayor of Palm Coast and other Elks members. The Elks Club consists of American citizens whose goals are to support charities locally, statewide and nationally. The Palm Coast Elks Club gives out $10,000 a year in scholarships, often for persons looking to go into law enforcement or firefighting careers. Fundraising also helps Flagler County children to attend a statewide youth camp. Other programs include the soccer shoot, hoop shoot and drug awareness programs, which are designed to help keep young people away from undesirable activities. The organization also provides lunch weekly to veterans and runs one of the best Boy Scout troops in the state, which produces more Eagle Scouts than any other troop their size. After a recitation of the Pledge of Allegiance, the National Anthem and prayer, all veterans in attendance were acknowledged and recognized with a round of applause. As the awards ceremony started, Flagler County District 2 Commissioner Frank Meeker and Palm Coast Mayor Jon Netts pre-

KITCHEN WITCHES The lodge wouldn’t be able to raise as much money for charity without the help of the Kitchen Witches, a group of volunteer ladies who are members of the Ladies Auxiliary. They were acknowledged at the anniversary ceremony for the time they’ve put in for all the meal prepping and behind the scenes work.

erans, first responders and active duty service personnel. Honorary Life Memberships were given out to Brian McNulty and Andy Jekabsons. These are earned by going above and beyond what the officers and volunteers do for the lodge, as well as special actions and financial contributions. McNulty and Jekabsons are the fourth and fifth persons in the history of the lodge to receive this honor, said President Vincent Gough Jr. These are just a few of those who were acknowledged at the 30th anniversary.
