Saffari puppies that survived PARVO virus are almost ‘out of the woods’ Of the 20 puppies, six have died. But the other 14 are eating and playing and bringing smiles to FHS staff. JACQUE ESTES COMMUNITY EDITOR

A week ago last Monday, Amy Carotenuto, director of Flagler Humane Society, started her week sitting on a blue tarp stretched across the floor of the Humane Society’s education room. A white towel was draped over her legs, with a small black and white Labrador, Xena, on her lap. An IV bag provided much-needed fluid and nourishment to the ailing dog. Ten-week-old Xena was one of 25 dogs surrendered to the Humane Society by Ruth Rupprecht of Saffari Rescue on July 12, and one of the first two to be diagnosed with Parvovirus, a deadly infection that mostly affects puppies. Xena and the other pup were diagnosed with Parvo less than two days after they were taken to the humane society. The other pup died. A total of six of the puppies surrendered from Saffari have now died of Parvo, and 11 more have started showing symptoms. While Carotenuto said they weren’t out of the woods with Xena, the signs were encouraging. Xena would be the only dog Carotenuto would come into contact with that day, to ensure the other animals in the shelter were not exposed. Xena was quarantined alone in a room so far from the kennels you couldn’t hear the other dogs barking as their breakfast was served. Rupprecht surrendered the 20 puppies and five adult dogs, along with nine cats dogs, after the Flagler County Sheriff’s Office served a warrant to inspect the property after receiving an anonymous complaint about the facility. No charges were filed. Carotenuto and her staff are focusing on the surviving pups. “The seven (surviving) of the 13 puppies that were quarantined are all eating as of Sunday night,” she said. “It feels like we are out of the woods. Staff was coming in at night, so they’ve pretty much been receiving round-the-clock care.”

CANINE PARVOVIRUS INFECTION IN DOGS The canine parvovirus (CPV) infection is a highly contagious viral illness that affects dogs. The virus manifests itself in two different forms. The more common form is the intestinal form, which is characterized by vomiting, diarrhea, weight loss, and lack of appetite (anorexia). The less common form is the cardiac form, which attacks the heart muscles of very young puppies, often leading to death. The majority of cases are seen in puppies that are between six weeks and six months old. The incidence of canine parvovirus infections has been reduced radically by early vaccination in young puppies. — PETMD.COM

The five adult dogs brought to the shelter were put into adoption, and one, a cattle dog, has been adopted. The other litter of seven puppies, which were not in quarantine, is being kept away from the general population as a precaution. The first thing shelter staff did when the dogs and cats from Saffari were brought to the shelter was administer vaccinations. “Every dog and cat that comes in here is vaccinated upon arrival, unless we can prove for a fact they have been vaccinated,” Carotenuto said. “Anytime you add a new animal to your home, even if you are just babysitting it, you want to make sure it’s vaccinated and your pets are vaccinated.” Once the staff feels the 14 puppies are ready, they will be spayed or neutered and placed up for adoption. The nine cats are healthy and are available now for new homes.

The process of fixing their ailing utility service, which Flagler County bought from Bunnell for $5.5 million, is a slow one. The good news is the water has tested in acceptable ranges for more than a year. But when the water is yellow, that good news is hard to swallow. The 70 residents who attended the update meeting at the Club de Bonmont on Monday, July 25, hoped for some answers. One new resident was upset

Resident Jane Gentile-Youd asked what would happen if the county couldn’t get the loans. “While there is no guarantee of loan approval, if you follow their guidelines, they work with you,” Flagler County Administrator Craig Coffey said. “The state wants us to be compliant and environmentally sound.” Coffey said that the wastewater portion — itself a 27-month project — would be completed first. “The wastewater project is nine to 11 months away from the start of construction,” Coffey said. The well water project is expected to be a 40-month project. “I can Band-Aid this for $2 million and improve your water in the short term, or develop something for long-term,” Coffey said. “Our goal is to get as much money as possible and build the best possible system.” Of the four wells Plantation Bay residents get water from, Well 1 was described as good, Well 2 was average, and Wells 3 and 4 were poor. The yellow water coming from taps is attributed to a spike in demand requiring use of Well 3. “Pumping demands exceeded Well 1, and Well 2 was used,” Coffey said. “This weekend, the demand was so great we had to use Well 3. That’s when you saw the color, possibly odor, and the water was harder.” Residents will see a scheduled rate increase of 5% this October, and in October 2017. Impact fees of $4,600 are being charged on new home construction. All of the money from the impact fees will be applied to the wastewater project and well construction. After the meeting, County Commissioner Nate McLaughlin said he was missing Commissioner Frank Meeker, who died of cancer July 22. Meeker was an environmental scientist who worked for the St. Johns Water Management District for many years. “Frank knew this subject better than anyone,” McLaughlin said. “When a water topic came up, I would always turn to him.” Asked what he thought of the meeting, Dave Yaris was one of the more positive residents. “It sounds like they have a good plan of action,” Yaris said. “They need money and time.”

damage and one count of possession of alcohol by someone under 21. Edwards was driving a Ford F-150 pickup truck west on Palatka Boulevard in the Flagler Estates area of rural western St. Johns County at about 8:40 p.m. Jan. 9 when he ran the stop sign at the intersection with Isaacson Avenue, striking a Chevy TrailBlazer driven by 20-year-old Hastings resident Victoria Sutton, according to a Florida Highway Patrol news release. Sutton died at Putnam Community Medical Center, and one of Edwards’ two passengers, 19-year-old St. Augustine resident Katherine Stecker, died at the scene of the crash. The second passenger in the F-150, 21-year-old Palm Coast resident Alexander Koufodontis, had minor injuries, and Edwards was hospitalized with critical injuries. Edwards was booked at the Flagler County jail July 22 and has since been transferred to the St. Johns County jail, where he remains incarcerated on $367,518 bond.

A Hammock woman who called 911 in September 2015 saying she believed she’d shot and killed her husband will spend the rest of her life in prison. A jury of four women and two men found Anna Pehota, now 76, guilty of second-degree murder with a firearm in connection with her 77-year-old husband John’s death. Anna Pehota shot John Pehota four times with a .22-caliber handgun the afternoon of Sept. 23, 2015 after the couple had an argument at their home on Sanchez Avenue, according to Flagler County Sheriff’s Office reports. John Pehota had dementia, and Anna Pehota had been his caretaker. The jury deliberated for about an hour and a half July 22, the third day of the trial, before coming to a verdict, a State Attorney’s Office spokesman said. Pehota has been sentenced to life in prison without the possibility of parole.

Instead of being a helicopter organization, swooping in for damage control after the fact, the NAACP could partner with organizations (including churches) equipped to address parenting and child development needs. As a resource, every parent should have a copy of “Boundaries,” authored by Dr. Henry Cloud and Dr. John Townsend.

It was disheartening to read the comments from the NAACP rep in the July 14 edition of the Palm Coast Observer. Our community should expect a more professional presentation from a national representative organization. Before even one of the investigations of the shootings was complete, she issued her pronouncement: Police were guilty of killing black men because of intolerance and stereotyping. When addressing the killing of five police officers, she failed to identify them as being white, and the killer black. Instead, she prefaced her statement by saying the protest was peaceful, and she ended by asking if the killing of white police might happen again. She lamented the pain and suffering of the families associated with the videos; however, she directed no such lament to the families of the slain police officers. She concluded with a laundry list of what law enforcement must do. She had no other advice regarding her “theory that black males have an extraordinary high potential for victimization.” Could a contributing factor be that over 70% of black males grow up without a father’s guidance, and that they in turn contribute to that statistic? Instead of the NAACP settling for “equal justice,” “anger,” or “pent-up frustration,” they should consider addressing the fatherless void in the lives of black boys and girls. Young mothers do not have innate parenting skills, especially

CLEAN GETAWAY 2:01 p.m. 100 block of Barrington Lane. Stolen Vehicle: A 61-year-old man was detailing his white 2006 Toyota Solara when he decided to go inside his house for a few minutes. He left the key on the driver’s seat, and left the door and trunk open. When he got back outside, the car was gone. Frank Meeker, a county commissioner, dies after battle with cancer FUNERAL IS JULY 30

He was a soccer coach who took a scientific approach to government decision making, and he was a man with a sense of humor on two government boards. Frank Meeker, a Palm Coast City Council member from 2007 to 2012, then a member of the Flagler County Board of County Commissioners from 2012 to present, died July 22 after a battle with cancer. He was 61. Meeker and his wife, Debbie, were married three decades ago. They have two sons: Jason, who is in the Air Force, and Joshua, who is an EMT/firefighter for EVAC in Volusia County. Meeker watched Palm Coast grow up from its earliest days, as he worked for the city’s original developer, ITT. A fellow Commissioner, Nate McLaughlin, called Meeker a personal and a professional friend. He posted on Meeker’s Facebook page the following note: “My heart is heavy as I have lost a dear friend this morning and the community has lost a faithful leader.... God Bless you Frank Meeker.” Debi Peterson commented on the post: “My heart is broken!

Funeral services for Frank Meeker will be held at 10 a.m. Saturday, July 30, at Parkview Baptist Church, 5435 Belle Terre Parkway. There will be a funeral procession from the church to Flagler Palms Memorial Gardens, 511 Old Kings Road S., Flagler Beach. The family will receive friends afterwards back at their church, Parkview Baptist Church. Craig Flagler Palms Funeral Home is handling the arrangements.

sciences and Masters of Science degree in coastal resources, created local Sea Turtle Protection Guidelines that included a resolution approved unanimously by the County Commission in 2015. “This topic is very near and dear to me,” Meeker said in May to a group of residents and officials at the Hammock Beach Resort. “I felt I had to address this after getting the Manatee Protection Plan back on track. They (sea turtles) are defenseless and the life of a sea turtle is a rough one.” County Commissioner Barbara Revels said, “He loved his city and he loved his county, but he loved his family most. He was a great family man and he will be greatly missed.” “Always wearing a smiling face, he was well-loved by the residents he served,” said Palm Coast Mayor Jon Netts. “You could always count on Frank – that he would follow up if you asked him to do something. His word was gold. He always put others first.”

According to state law, an empty County Commission seat ought to be filled through an appointment by the Governor if the remaining term of office is less than 28 months, or a special election if the remaining term is 28 months or longer. State Division of Elections officials initially calculated the amount of time remaining for Frank Meeker’s seat at 27 months and 28 days — requiring an appointment by Governor Rick Scott — but later told Flagler County Elections Supervisor Kaiti Lenhart that the Division of Elections is doing further checking to verify, Lenhart said. Lenhart was still awaiting official confirmation from the state as of the Palm Coast Observer’s press time.

A former Bunnell police sergeant convicted of soliciting nude photos from teenage boys will serve three years in state prison followed by five years of probation. Michael Stavris, now 32, was originally charged in March 2014 with two counts of computer pornography under the Computer Pornography and Child Exploitation Prevention Act, and one count of criminal use of personal identification information. The charges were amended in a plea deal to two counts of felony chuld abuse and one count of fraudulent use of ID. Circuit Judge Matthew Foxman sentenced Stavris to three years in prison in a July 26 sentencing hearing. The reduced charges mean that

Stavris will not have to register as a sex offender. Stavris was arrested March 25, 2014, after Florida Department of Law Enforcement investigators found him passing himself off as a teenage girl on Facebook in order to solicit nude pictures from teen boys, according to an FDLE arrest report. Investigators said Stavris used a local high school girl’s information to create the fake Facebook profile in 2013, then messaged the girl’s classmates through Facebook, asking the boys about what sex acts they’d committed in the past and asking them to send him pictures of their genitalia, according to an arrest report Posing online as the teenage girl, Stavris promised to commit sex acts on the boys later if they would send the pictures first. Some boys sent Stavris photos of their genitalia, and between 30 and 40 kids “liked” Stavris’ fraudulent Facebook profile, according to an arrest report. In a phone call that was recorded by law enforcement officers during the investigation, Stavris admitted to his girlfriend that he’d created the fake Facebook profile and related that he had, while identifying himself online as the girl, sent a boy a photo of a

morning of July 26, is part of the city of Palm Coast’s construction of the Palm Harbor Parkway extension, undertaken as part of the Interstate 95/ Matanzas Woods Parkway interchange project. Old Kings Road lane closures planned for July 28-29 A southbound lane of Old Kings Road will close for drainage work between Fleetwood Drive and King’s Colony Court from 8 a.m. to 3 p.m. Thursday, July 28 and Friday, July 29, according to a city of Palm Coast news release. Delays are expected. One lane of traffic will be open, a flagman will help with traffic flow and an electronic message board will be in place to alert drivers, according to the release.

County Library branch in Bunnell to expand hours The Flagler County Public Library branch in Bunnell will soon be open 40 hours per week. The change starts Aug. 1, and the new hours will be 8 a.m. to 5 p.m. Monday through Friday. “I am so excited that we are able to increase the hours,” Library Director Holly Albanese said in a Flagler County news release. “We will be better able to meet the needs of our community.” The 3,000-square-foot Bunnell branch is currently open 24 hours per week, and holds 15,000 collection items and six public computers. It opened in 2004 to serve the county’s southern and western population and to provide staff to maintain the law library near the county courthouse, according to the release. “We are very pleased to be expanding the hours,” County Commissioner George Hanns, who represents the commission on the Library Board of Directors, said in the news release. “It is imperative that we provide excellent services in all areas of the county. The County Commission voted unanimously to build a library on our campus when the time comes, because it’s important to keep it in this area.”

It’s awkward timing: District 1 City Councilman Bill McGuire is resigning effective Aug. 15, and the city’s Charter says the city must replace him within 30 days. Meanwhile, there’s a primary election for the same City Council seat Aug. 30 — and it could decide who will sit in that seat if one of the candidates gets more than 50% of the vote. That leaves the City Council in a tricky position. The city could select someone for the seat, including one of the current candidates. But, “It would be awkward for the City Council to appoint somebody prior to the Aug. 30 primary, and then find that our choice did not match

up with that of the public,” Palm Coast Mayor Jon Netts said at a City Council workshop July 26. Netts saw three options. Option one would be to advertise the vacancy, review applications, interview the candidates, and then vote to select one to serve until November. But, he said, “It’s difficult to complete that within 30 days.” Option 2: The city could select one of the four people running for the seat — Arthur McGovern, Sims Jones,

Robert Cuff, or Troy DuBose. But that could draw accusations that the city was unfairly boosting that candidate’s chances in the election. Option 3: The city could appoint someone who held the District 1 seat before. Former councilmen Holsey Moorman and Alan Peterson have both volunteered. City Councilman Steve Nobile proposed a fourth option: The city could ignore its charter and not appoint anyone to fill

the seat, since the vacancy period would only be about two months. City Attorney Bill Reischmann said violating the charter could invite legal trouble. By the end of the July 26 workshop, council members were leaning toward a hybrid process — starting the process to seek applications, but planning not to make a decision until after the Aug. 30 primary. Deputies have arrested a 22-yearold Bunnell man on charges of raping a 15-year-old boy. Michael Anthony Davis, a resident of Peach Street, is charged with sexual battery on a child over the age of 12 — a first-degree felony. The 15-year-old’s mother told Flagler County Sheriff’s Office deputies that she went into her son’s bedroom at their home in Bunnell July 19 to check on him, and thought he was acting strange. She noticed an open window, according to a Sheriff’s Office arrest report. When she walked over to shut it, she said, she saw Davis, who’d been a family friend, crouching naked beside her son’s bed. She pulled the covers off her son’s bed, and saw that he was naked as well, she told deputies The 15-year-old told her they had had oral sex. The mother kicked Davis out of the house and called 911, according to the arrest report. The 15-year-old told a deputy that Davis had knocked on his bedroom window and said he wanted to talk to him. The teen let Davis into the room. While they were sitting on the bed, Davis began touching the teen’s stomach and groin and

then performed oral sex on him, the teen told deputies. The teen told deputies that he “did not know what to say” to Davis, so he did not say anything, according to the report. Davis stopped when the teen’s mother opened the bedroom door, the teen told deputies. The teen said that when his mother found them, both the teen and Davis had their clothes on. Davis told a deputy that he’d come over to the house to play video games, and that he hadn’t had any sexual contact with the teenager. A deputy who checked the teen’s room wrote in the report that there was no video game system in the room. Davis refused to give a DNA sample. Deputies arrested Davis and took him to the Flagler County jail, where he remained as of the morning of July 26 on $15,000 bond.

n the Palm Coast Junior Little League’s 17 seasons, only two of its teams have reached the Little League State Championship Tournament. Now, the Junior All-Stars have become the PCLL’s first team to win games there. After a disappointing game to open the tournament, the AllStars returned to the mound and excited PCLL fans through six innings. They made run-saving catches, knocked balls deep into outfield and even had fun cooling off head coach Raul Hernandez in the dugout with cooling towels. “It’s something I’ve always wanted to do, since I started coaching at 17 years old,” Hernandez said. “I would watch the guys I helped out as the season went on, and I always tried to bring the SEE FINISH PAGE 17A

or the first time in my life, I became a guardian when I took in my nephew, Malik Cooper, 13, last July. Malik came to me from a horrible environment. He didn’t like to think, he didn’t have any drive and he wasn’t concerned about his future. It was probably six months ago when I asked if he had developed a life goal, and he finally said, “I want to play football for Florida State (University).” “Wow!” I thought. “This kid finally has a dream.” I was as proud as a first-time father who hears his baby say, “Da-da.” But as months have gone by and I continue to study up on football injuries, I’ve decided to halt his dream — at least for now. Honestly, it pains me to do so, but I believe I’m making the right decision for his overall wellbeing. I’ve seen him play, and I have no doubt he could make a college roster. But, knowing the dangers of football, I’m afraid I can’t take that chance. Is it possible Malik could navigate through high school, college and potentially even the NFL without any major head trauma or serious injuries that could alter his life? Sure. But if there are other options for him to succeed in life, I’ll feel more comfortable leading him toward those routes — which I am. Malik has taken a liking to basketball ever since he started playing in the Upwards league, where he led his team in rebounding. He’s made great strides in every aspect of the game. On the court, Malik is a naturally gifted athlete, and it shows through his rebounding, defense and hustle. He reminds me of how Dennis Rodman played — not caring if he scored, just giving his best effort on every play. Parents and guardians across the nation are struggling with this same decision, and I understand both conclusions. Soon, I will be publishing an article that will take a closer look at both the good and the bad of football. As Malik continues to grow and gain more size, I may change my mind. But I hope he continues to develop his love for basketball, because I don’t think I’ll be letting up any time soon. Are you struggling with this decision? olton Bucek is much more thankful his father, Kevin, didn’t allow him to play football two years ago. Since that conversation, he’s become an allstar and has made history with Palm Coast Little League.

“I didn’t expect for him to be an allstar in his second season ever playing, much less in the state tournament.” KEVIN BUCEK, coach and father of PCLL All-Star Kolton

“He wanted to play football, but I told him he had to get much bigger and stronger,” Kevin Bucek said. “I really wanted him to do something else. So, one day he started watching baseball, and he began to like it.” According to his father – who became a first-time baseball coach when his son decided to play — Kolton keeps a baseball in his hand and takes lessons as often as he can. With the PCLL practice schedule, he has gradually developed in just two seasons. “His progression is twofold,” Kevin said. “He’s done really well. I didn’t expect for him to be an all-star in his second season ever playing, much less in the state tournament.” Now that Kolton has tasted a little baseball success, he wants to pursue the sport for the rest of his life, leaving all the others behind.

Overall, I wouldn’t have done anything different. We just wanted to present Palm Coast Little League with pride and confidence, and we wanted to compete hard.”

ould summer really be over? That question resonated throughout the FPC gymnasium at the Back to School Jam on Saturday, July 23. School resumes on Wednesday, Aug. 10. “I can’t believe it,” Old Kings Elementary Principal Benjamin Osypian said. “But I miss the kids, and this makes me happy.” The event was an opportunity for every student in the county to buy school T-shirts, learn about Girl Scouts, Boy Scouts, bus stop routes, food assistance, and — sorry kids — Skyward Access, an online program that allows parents to check their student’s grades, attendance and discipline. There were raffles of school supplies at many tables, and the African American Cultural Society had a table full of items for children to pick from. “This is one of our community outreaches this year,” Yumeka Carey, administrative assistant at the AACS, said. “We want to give back to the community, especially the little ones.” — JACQUE ESTES

No one is going to disagree – this has been an oppressively hot summer, even for Florida. Our bodies sweat. (“Perspire,” if you’re a Southern lady.) It’s our body’s way of cooling us off. Tour de Palm Coast: more than bicycling the trails The annual bike ride includes stops along the way to enjoy life.

With helmets on and water bottles filled, 26 people pedaled away from Linear Park the morning of Saturday, July 23, for the start of the annual Tour de Palm Coast. By the time they arrived at Waterfront Park, other bicyclists had joined them. The free bike ride — guided by City of Palm Coast staff members Cindi Lane and Carl Cote, and Palm Coast City Councilman Bill McGuire — traversed more than seven miles of trails, with stops along the way to learn about the wildlife, and for rest breaks. “This is a chance for people who love to bike to learn more about our trails,” said Cote, the city’s construction manager. “There won’t be a lot of cardio today. This is more of sight-seeing, pleasure type ride.” Trish Carmo, Amy Gagliano and Anna Crawford were perspiring before the race began: They had already run eight and a half miles of the trails. Carmo is preparing for the Marine Corps Marathon,

Safety-first was emphasized, and many riders took advantage of the free helmets, and helmet fittings, that Stephen Harris, Herb Seely and Bob Keeth of the River to Sea Transportation Planning Organization offered at their information table. Danny and Dorothy Hine, who recently moved from St. Augustine to Palm Coast, rode in the event for the first time. “We ride daily and we wanted to do this,” Danny Hine said. “They don’t have anything like this in St. Augustine.”

The Flagler Home Builders Association has revived its School Backpack Program by delivering 100 backpacks full of school supplies to Emmanuel’s Closet for distribution to the county’s needy.

For the 2016-17 school year, FHBA members will participate in programs at the elementary, middle and high school levels. Elementary school kids are encouraged to join Brick Builders clubs available at all district schools and participate in Home Building 101 and the Parade of Homes. Buddy Taylor Middle school will have a new Future Builders Club focused on getting kids interested in construction careers. At Matanzas High School, FHBA has its largest project, Construction Tech, in which students will build a storage shed and outdoor construction lab.
