ach year, Flagler County spends thousands of dollars on ambulance trips for a small number of repeat callers who don’t really need them.

The callers are mostly elderly, and the reasons for the calls are often clearly not emergencies: Someone who thinks they may have forgotten to take a medication. A minor fall. They call because their water was turned off, or their cable is out, or because they’re simply lonely.

That puts the county in a bind: For liability reasons, it can’t just refuse to send an ambulance to someone who insists they need one, or refuse to transport them.

Nor can the hospital easily refuse to admit them.

Many such callers are uninsured or under-insured, and run up large bills they can’t pay — leaving the county stuck with the cost.

“A lot of the people are using the EMS and the emergency room as their primary care,” Flagler County Fire Chief Don Petito told County Commissioners during a presentation at an Aug. 1 County Commission workshop. “Those are the patients that continually call 911, and they call it repeatedly. … Fall victims, dementia patients, people that can’t get their medication, people that overdosed, just recently released cardiac patients or respiratory patients … the lonely people, or their water got turned off, or their cable’s not working. They’re calling 911, because they don’t know

who else to call.”

He gave an example.

“The water turn-off happened two weekends ago right across from my house,” Petito said.

He was inside, he said, when he looked out and saw a rescue vehicle and two law enforcement patrol cars across the street. “I walked outside asked them what happened. The toilet got clogged, and they called 911 saying, ‘I can’t use the toilet.’ It came in as a medical call. Our guys went over and unclogged the toilet and turned the water back on.”

In Flagler County, there seem to be about 15 such patients, Petito said.

One patient called 911 and was taken to the hospital 60 times, running up a $68,565 EMS bill, which has not been paid. Another called 57 times and was transported 23 times, and owes $9,431, the vast majority of the total bill.

A third called 36 times, was transported 36 times, and still owes $12,528, also the majority of his bill.

The county may have a solution: a proposed community paramedic program that could help the repeat callers without taking take them to the ER. It would cost some money — about $77,500 to staff the paramedic position, including training — but that’s less than the $830,000 the county could have to spend to add and staff an additional ambulance

to keep up with rising call volume, Petito said.

“It increases the access to the primary and preventive care, instead of them accessing the 911 and emergency medical care,” he said. “And it helps provide the wellness interventions in the home, decreasing the emergency department utilization.”

With the proposed program, he said, the county would identify its repeat callers, then, “We’re going go to that home and make sure they’re taking their medication, we’re going to make sure they’ve been in contact with their physician … on a regular rotation.”

The program would dovetail with community health initiatives at Florida Hospital Flagler, said FHF Chief Medical Officer Dr. Ron Thomas.

“One of the missions of Florida Hospital Flagler is not only to treat effectively acute illnesses, but to create health in the community,” he said. “We at the hospital feel that this would be a welcome adjunct to the development of good community health, enhancing public health within the community. And I’m sincerely confident, as I’ve seen this work in other communities, that this kind of program will definitely make a difference in the mitigation of the use of EMS … and, I believe, improve the overall health of the community.”

The proposal will return to the County Commission for a vote at a future meeting.

For the dentists in the room at the County Commission workshop Aug. 1, the issue was clear: Fluoridation of a community’s water supply decreases their profession’s workload —and that’s a good thing.

Flagler County and Palm Coast don’t have fluoride in their water.

But the County Commission might change that, using $150,000 in potential state Department of Health grant money.

Dentist David Turner, who works for the Flagler County Health Department, has been a practicing for about 20 years.

“I would like to see fewer kids that come to me from the school nurse who have a toothache,” he said. “They’d be much better off with just good, solid teeth to begin with.”

Fluoridation does that, and has been safely used in communities in the U.S. for about 71 years, said Health Department Administrator Robert Snyder.

One of the first studies of fluoridation, Snyder said, compared tooth decay in two communities in Michigan: Grand Rapids, the first community to fluoridate its water, back around 1945; and Muskegon, which did not fluoridate.

“There was a 40-60% reduction in cavities and tooth decay in Grand Rapids, Michigan versus Muskegon,” he said.

Since then, he said, there have been thousands of similar studies, and fluoridation has been embraced by national and international medical associations.

“It is effective,” he said. “All the communities that have fluoride — again, it reduces tooth decay on average between 20 and 40%.”

And it isn’t dangerous, he said.

Fluoride is a mineral that appears naturally in all water supplies.

“Thirty cities in Florida, including Jacksonville, have the optimal amount naturally occurring already in their water,” Snyder said. So they don’t have to add any. “Seventy-seven percent of all Floridians served by a public water system benefit from fluoride. ...

Fluoridating saves money, Snyder said, because every $1 invested in fluoridation saves about $38 in future dental expenses. When Snyder pulled data from Flagler Schools last fall, he said, he found that 75 children showed up in a seven-week period complaining of a bad toothache. Adding fluoride in the water could help fix that, and, he said, “It impacts everyone in the community, regardless of race, ethnicity or financial status.”

County Commissioner Barbara Revels, who grew up in Flagler County, said her dentist has had her rinsing with fluoridated mouth wash, “to get back those years of not having fluoridated water.”

“I only have one comment, and that is: Shame on us,” Revels said.

“I mean really, shame on us.”

The issue will come back before the County Commission for a vote in the future.

The parents of a local child are suing the Flagler County School District, saying their young son was subjected to sexual battery and sexual abuse by two other boys while in his pre-kindergarten classroom at Old Kings Elementary, within view of the teacher’s desk. The child was 4 years, 10 months old at the time of the alleged incident.

The legal complaint, filed by attorneys Howard Butler and Drew Baskin of Jacksonville’s Butler Law Group, seeks damages in excess of $15,000 and names pre-K teacher Carmen Hernandez, Old Kings principals Robin Dupont and Ben Osypian, School District Superintendent Jacob Oliva and the Flagler County School Board as defendants.

The alleged victim had been the subject of “escalating teasing, social exclusion, intimidation, bullying, physical violence, sexual and racial harassment” (the victim was white) before the sexual incident, according to the parents’ legal complaint, and the bullying had been reported “multiple times.” After the incident

The boy who was alleged to have kissed the other boy’s genitals denied doing so, but admitted to touching the alleged victim’s genitals. The report said that “there were no secrets, bribes or coercion to get (the alleged victim) to comply,” but that one of the two boys alleged to have committed the act “offered to be (the second boy’s) best friend if he touched (the alleged victim’s)” genitals.

The DCF report said the incident “was reported to law enforcement” and that the two boys who had touched the alleged victim were suspended and “will not return for the remainder of the school year.”

The legal complaint said that the boys who touched the alleged victim “were students with known behavioral problems” and that therefore the school district is at fault for not having done something to prevent the May 27 incident.

But Gavin, the School Board attorney, said the children who were the alleged to have initiated the sexual acts did not have a disciplinary history. “We don’t have any documentation of any issues with those children,” she said.

And, she said, the statement that the boys were given a “threemonth suspension” — mentioned both in the legal complaint and in the DCF report — is not accurate.

“There was no three-month suspension,” Gavin said. “We had come up with a safety plan for the parents, and they were

occurred, the complaint says, the district took inadequate steps to separate the two children who committed the alleged acts from the alleged victim.

In an interview with the Palm Coast Observer, School Board attorney Kristy Gavin said the School District could not comment on whether the parents of the alleged victim had complained previously about the other two boys, because of the ongoing litigation. But, she said, the School District did tell the parents that the children would not be placed in the same classroom in the future.

The parents’ legal complaint refers to the incident as “sexual battery” — that is, rape. A Florida Department of Children and Families report refers to “child on child sexual abuse.”

Here’s what happened, according to the DCF report: On May 27, 2015, one boy asked the alleged victim and a second boy “to have sex.” The second boy said “OK,” and the alleged victim and the second boy followed the first boy to the back of the classroom. The first boy asked the alleged victim to pull down his pants, and, according to the alleged victim, one of the two boys touched the alleged victim’s genitals, and one of the boys kissed the alleged victim’s genitals.

One of the boys later admitted to touching the alleged victim’s genitals, saying the other boy involved in the alleged incident told him to.

Of the two other children, the mother of one child declined counseling, and the mother of the other child accepted counseling.

“She is concerned that he has too much sexual knowledge from an unknown source,” according to the report.

Neither of the two children who allegedly initiated the incident had a known history of sexual victimization or family domestic abuse, according to the report, and, “Each child has adequate social skills and peer relationships.” One of the boys, however, had been cited for talking about sex in the past.

The first count of the six-count complaint states that as a result of “negligent supervision” — by Hernandez, principals Dupont and Osypian, Superintendent Jacob Oliva and the School Board — the 4-year-old victim “suffered repeated severe bullying including but not limited to sexual battery upon his private areas, shame, humiliation, loss of dignity, suffering, inconvenience, mental anguish, post-traumatic stress disorder, loss of capacity for the enjoyment of life, medical and psychological care expenses.”

notified that the students would not be in the same classroom. …

Disciplinary action that is taken against a student is never disclosed. … That’s private. And so a victim may be told that disciplinary action had been taken, but that would be the extent of it.”

Because the incident happened at the end of the 2014-2015 school year, she said, “We would have been looking with an eye toward the next school year, and guarantees on how we would keep that child safe.” But the family of the alleged victim did not return to the VPK program for the following school year.

In a letter dated the day after the incident, the alleged victim’s father wrote in an email to district Early Childhood Education Department coordinator Abra Seay that the family had “had problems with the pre-school right from the beginning,” including bullying and “security issues.”

“As a result of these careless approaches, my son was victim to a disgusting, disgraceful, appalling, repulsive, heart wrenching sexual incident perpetrated by one of the very children that my wife and I have complained about for quite some time,” the father wrote.

The parents had told the teacher before the sexual incident that they did not want those particular children near their son, according to the email, and had been “assured they would be separated. On quite a few occasions, my wife and I walked (the alleged victim) into class giving him reassurances of his safety.”

DCF offered counseling for each of the three children. The mother of the alleged victim declined those services. “She wants to keep a state of normalcy

This year, as in every election cycle, the Palm Coast Observer interviewed the candidates on the ballot, published an election guide, and then gathered a few trusted community leaders to discuss the candidates.

On this page, we will present our recommendations for who we think will help make this community thrive in the next four years.

Flagler County Sheriff, Republican This race might be the toughest on the ballot. Six Republicans make for a crowded field. Three of them stand out: Don Fleming, John Lamb and Rick Staly.

Fleming is a known quantity, but after eight years in office, marred by an ethics complaint at the latter end, it’s time for new leadership.

Lamb is a former assistant chief in Jacksonville and is impressive for his enthusiasm and personality. He would make a good sheriff in Flagler County and would provide an outsider’s perspective.

The concern about Staly is that political controversy seems to follow him, first as undersheriff in Orange County and then here, as he became wrapped up in Sheriff Jim Manfre’s ethics case. In both Orange and Flagler, however, he came away unscathed, while both sheriffs were found guilty of violations.

Staly is the only one of the candidates with an impressive record as a businessman, as he started a security company and then sold it for a healthy profit. He is a decorated law enforcement officer and received prestigious FBI training.

There isn’t much that’s lacking on his resume.

Supervisor of Elections Abra Seay and Kaiti Lenhart emerged as the front-runners in our ad hoc editorial board discussion. Seay has an edge over Lenhart in her potential to give a boost to community outreach and education.

However, Lenhart was appointed to do a difficult job — restore confidence in the office after the criminal investigation of her predecessor, Kim Weeks — and Lenhart succeeded. She has, by all reports, been responsive and professional in the office. She has several years of experience and is a wizard when it comes to operational efficiency.

Flagler County Sheriff, Democrat Larry Jones is enthusiastic and is truly homegrown. Among his 30 years as a law enforcement officer in Flagler County, he also started the Christmas with a Deputy program, which has blessed hundreds of children. However, his lack of supervisory experience causes concern.

Meanwhile, setting aside his ethics fine of $6,200 earlier this year, incumbent Sheriff Jim Manfre has led the agency well.

He instituted body cameras to provide greater transparency for deputies and the community. He has overseen the construction of a new operations center and a new

have helped us to see him as a man of great integrity, intelligence and thoughtfulness. He has served his community in many capacities, including at his church, the Florida Hospital Flagler Foundation, the Flagler County Education Foundation and twice serving as the chairman of the Chamber of Commerce.

We recommend Lenhart.

County Commission, District 1 Dan Potter served more than two decades in the military and was a former mayor in a town in Kentucky; he has also put forth an incredible effort by riding his bike all across town to introduce himself and learn what the voters think.

In the end, though, incumbent Charlie Ericksen’s steady humility has been an asset to the commission, and we don’t see a compelling reason to remove him.

County Commission, District 3 With a mostly invisible opponent in the Republican primary, Dave Sullivan is a clear winner. He has been active in politics for some time locally and would be an asset on the commission.

Circuit Judge, 7th Circuit Judges When it comes to circuit judges, the learning curve is high, and so there is an incentive to retaining incumbents, as long as they are doing a good job. Our sources tell us that the incumbents in Group 10 (Scott DuPont), Group 13 (David Hood) and Group 17 (Howard O. McGillin Jr.) are doing well and should be retained.

In Group 4, there is no incumbent. Sebrina Slack is well qualified, and she gets our vote over the controversial Stasia Warren, although she is also well qualified.

School Board, District 3 Jason Sands would be a fresh face on the School Board. He lives in Flagler County and works for the St. Johns School District. He has a technology background, which would be useful given the current emphasis on using devices in the classrooms.

Meanwhile, if the incumbent, Colleen Conklin, is elected, she will fulfill a fifth term, which would bring her tenure to 20 years on the School Board. She can be controversial at times, such as when she spoke out publicly this year to defend her son’s provocative drawing, which was not allowed to be displayed at school.

But Conklin’s boldness and courage would be sorely missed if she were not on the School Board.

She is passionate. She is a leader.

We recommend Sullivan.

County Commission, District 5 Denise Calderwood is a passionate advocate for county residents.

But our personal interactions over the years with Donald O’Brien

School Board, District 5 The toughest choice in this race is between Sharon Demers and Myra Middleton-Valentine.

Demers has a business degree and an entrepreneurial background, while Middleton-Valentine has a expansive resume in education and has local ties.

In her Speed Campaigning responses, Middleton-Valentine was the only District 5 candidate who opposed funding the Belle Terre Swim and Racquet Club, which shows her awareness of the budgeting constraints she would face on the School Board.

We recommend Middleton-Valentine.

We recommend O’Brien.

We recommend Ericksen.

We recommend Staly.

A Mezzaluna Pizzeria delivery driver sprung into action during one of her deliveries to help an older woman who fell and injured herself.

The driver, 26-year-old Karen Vogt, was making a delivery to a home in the Plantation Oaks subdivision on Old Kings Road when the woman who’d ordered the pizza didn’t answer the door, according to a Sheriff’s Office news release.

The resident was a frequent customer Vogt knew because she came to the restaurant “pretty often,” Vogt said in the news release.

So Vogt, who’d worked in an assisted living facility before she became a delivery driver, called Mezzaluna and asked co-workers to call law enforcement and send an ambulance while she waited with the resident.

Deputies and a Flagler County rescue unit arrived and helped the woman to a couch, and waited until her son arrived and took her to the hospital.

Sheriff’s Office Commander Jeff Stuart, who was on the scene, praised Vogt’s actions.

“If Ms. Vogt had not stayed to help, the victim could possibly have been on the floor until someone came to check on her,” Stuart said in the news release.

“I feel that Ms. Vogt went above and beyond to offer assistance to another person in need.”

Stuart called Mezzaluna to tell the restaurant’s owners that he appreciated Vogt’s initiative. The Sheriff’s Office plans to recognize Vogt formally in the future.

Vogt said — “shyly,” according to the Sheriff’s Office news release — that Mezzaluna was proud of her actions, as was her mom, who she called as soon as the incident was over.

“I was glad that I decided to go in and not just leave,” Vogt said in the news release.

Deputies conducting a welfare check on a home whose residents hadn’t been seen for weeks entered the house found the two residents dead, according to a Flagler County Sheriff’s Office news release.

The two people found inside the house were Kyle Eyrich, 57, and his wife, Colleen Eyrich, 56.

The Sheriff’s Office initially called their deaths “suspicious,” but, in a news release after preliminary autopsies were performed the morning of Aug. 5, the Sheriff’s Office said that the autopsies showed “no evidence of

The third count states that the alleged victim’s older sister, a student at Old Kings Elementary who has special needs, was bullied and intimidated by one of the two boys alleged to have touched the 4-year-old alleged victim, that the School District didn’t adequately address the bullying, and that the girl “has suffered damages and losses.”

The deputy had someone check the hospitals in the area to see if the couple had been admitted there.

Then, with two other deputies, the deputy entered the home through the garage. The section of the case report that describes deputies finding the two bodies is redacted. Deputies secured the house with crime scene tape.

Detectives “consider the deaths to be suspicious in nature,” and law enforcement officers scheduled autopsies for the morning of Aug. 5, according to the news release.

The Eyrichs’ home has been the site of repeated Sheriff’s Office and emergency services activity for years, and the Eyrichs have both been arrested multiple times, with both having prior arrests for domestic violence.

A passerby also told a deputy who arrived at the scene that the Eyrichs’ car had been sitting in the driveway for a couple of weeks, but the couple hadn’t been seen, according to the case report.

Gavin said the teacher in the classroom at the time of the incident reported it to the school administration. “At this time, the litigation is in its early stages, and the school district is constantly striving to ensure that all students remain safe,” she said. “This case was no different. The safety of all students, including the alleged victim, was of utmost concern to us. We took the complaint seriously, and reached a resolution to ensure that all students would be kept safe, including their child.”

Kangaroo gas station on Palm Harbor Parkway robbed at gunpoint Two people walked into the Kangaroo convenience store at 1201 Palm Harbor Parkway in the early morning hours Aug. 4, held the clerk at gunpoint and stole cash and cigarettes.

The robbery happened at about 1:20 a.m., according to a Flagler County Sheriff’s Office news release.

The clerk was not injured, and the store’s surveillance camera captured footage of the robbery. It was not clear how much cash the robbers stole, the release said.

Both robbers wore dark clothing. One had a bandanna around his face, wore a baseball cap and carried a baseball bat.

The other wore a hoodie. They each carried a dark colored semi-automatic handgun.

A group of eight construction workers stopped and detained a suspected burglar Aug. 3 after witnesses saw him trying to break into an electrician’s work van in a Publix parking lot.

The call came in at the Flagler County Sheriff’s Office at about 12:30 a.m. from the parking lot of the Publix at 4950 Belle Terre Parkway.

Deputies arrived to find that the workers had detained 24-year-old Palm Coast resident Jacob Atkinson, who was shirtless, shoeless and giving conflicting statements about why he was in the Publix parking lot at such a late hour.

His nose was bloody, and deputies determined that he’d been injured playing pool at Scruffy’s, not while being stopped by the construction workers. He’d been kicked out of the bar about six times the night of Aug. 2, according to a news release from police.

Two witnesses told the deputies that they’d seen Atkinson trying to break into an electrician’s work van — owned

by Bright Future Electric, of Ocoee — by pressing down the windows and door handles and trying to open the rear and side doors.

A group of about eight workers held him down until deputies arrived.

“While we don’t suggest people take matters into their own hands, especially using force, this was a good example of people being alert to their surroundings and notifying law enforcement that a suspect was trying to break into a ve-

hicle,” Sheriff Jim Manfre said in the news release. “We need the community to help us help you.”

Atkinson told deputies that he may have confused the work van with his own.

Deputies charged him with attempted burglary of an auto, boat or conveyance and with loitering or prowling. They took him to the county jail, and he was released on $3,500 bail.

Hutson, Renner present check for Mala Compra improvements The late Commissioner Frank Meeker was in everyone’s thoughts as Sen. Travis Hutson and Rep. Paul Renner presented an oversized ceremonial check to Flagler County Board of County Commissioners chair Barbara Revels, at Bings Landing on Friday, Aug. 5.

“I want to give a shout-out to Frank Meeker, and honor him as well,” Renner said.

Hutson said what many were thinking: “This, without Frank, is a bittersweet day.”

The $300,000 check will be used in the 2016-17 fiscal budget by the State for the improvements and enhancement to the Mala Compra basin a storm water system.

“We are very pleased Flagler County will receive this funding,” Revels said. “This is a very important project that will directly and indirectly affect everyone on the barrier island. Hopefully we will not

have standing water, and septic systems will be able to work better.”

Meeker, who represented District 2 where the Mala Compra basin is located, lobbied strongly for the funding. Hutson told the crowd gathered at Bings Landing that Meeker felt so strongly about the project that he continue to lobby for it in Tallahassee even as his health was failing.

“He was our champion of this project with our legislative delegation,” County Administrator Craig Coffey said. “He worked very hard to get the funding included in this budget.”

The city of Palm Coast has graduated 17 residents in its 37th Citizens Academy class.

During the five-week program, the class learned about city departments, attended a City Council meeting, and visited City Hall, the Palm Coast Community Center, main Fire Station 25 and Water Treatment Plant No. 3, according to a Palm Coast government news release.

Sheriff candidates debate issues in final forum before primary The race has drawn nine candidates.

Candidates for Flagler County Sheriff debated such issues as marijuana legalization and tensions between black communities and law enforcement Aug. 8 in their last forum before the Aug. 30 primary.

The forum, organized by the Daytona Beach News-Journal at Buddy Taylor Middle School, drew an audience of about 300.

Four candidates were running in part on their records as law enforcement officials within Flagler County: incumbent Sheriff Jim Manfre, a Democrat who’s served as the county’s Sheriff since 2012 and previously was elected in 2000, serving until 2004; Donald Fleming, a Republican who defeated Manfre for the seat in 2004 and then served until Manfre ousted him in 2012; Rick Staly, a Republican and Manfre’s former undersheriff; and Larry Jones, a former deputy who retired as a sergeant after more than 30 years with the Flagler County Sheriff’s Office and who is the only one to challenge Manfre in the race’s Democratic primary.

Of the remaining candidates, one — teacher and retired New York City cop Thomas Dougherty — has no party affiliation.

The others — Jacksonville County Sheriff’s Office Lt. John Lamb,

Holly Hill Police Department Lt. Christopher Yates, former Flagler County Sheriff Donald Fleming, U.S. Coast Guard Chief Warrant Officer Mark Whisenant and former New York City prison warden Gerard O’Gara — are Republicans.

When asked during the forum, none of the candidates said they’d support actual marijuana legalization — including Manfre, who has helped press a proposed county initiative that could let deputies give first-time offenders a civil citation instead of making an arrest. Staly said he could see the value of such a program, but cautioned that the ordinance would have to be clear. Lamb said he’d support lenient treatment of a young person caught with some pot, but, he said, “We have to hold the line somewhere.” Yates said he’d support a citation program.

Manfre, who’s been fined $6,200 by the Ethics Commission, said he’s taken responsibility for his mistakes, but called the Ethics Commission case politicized, and said he’d made a “big mistake” by hiring Staly.

On the subject of tensions between black communities and law enforcement, Jones, the only Sheriff candidate who is black, drew applause when he said it was time to “move on” from such racial tensions.

today,” he said. “We should all be brothers and sisters, and let’s move on. Let’s move on: Forget about this black and white issue.

It’s over and done with. Let’s move on and bridge the gap between the communities, and get involved and support each other.”

On the same subject, Fleming said, “Black lives matter, blue lives matter, all lives matter. … We have to instill in our children, in our schools in the early stages, how we can get them involved in our community, not involved in drugs, not involved in crimes.” As sheriff, he said, he’d established lines of communication with minority communities. “I believe also that this community here does not have the problems that the nation has,” he said. “Basically speaking, everybody gets along very well.”

O’Gara said, “We have to educate the youth early that it is not OK to call the cops on mom because you didn’t like what she’s asking you to do. It’s not OK to yell at police officers and throw anything at them. They have to learn really about respect and civility

Dougherty, who repeatedly in his answers emphasized the importance of education, said he was “amazed at the fact that we don’t have a law enforcement awareness program going on in the schools here. That’s the key.”

Lamb said the issue revolved around communication. “We need to communicate,” he said. “People we’re stopping in traffic stops, who’re engaging in domestic violence, need to understand why we do what we do.” He said that law enforcement officers already undergo diversity training.

Yates said he wanted everyone in the community to feel like they would be treated equally by law enforcement. “I look at this as: It’s not a ‘black lives matter,’ ‘blue lives matter,’ it’s an all lives matter, a human lives matter,” he said.

“I want everybody to feel that the agency is going treat everyone the same. They’re not going see color, they’re not going to see black, Hispanic, white, purple, blue green — they’re going to see human beings. … We’re going to instill training

that will take it beyond just a race and just make it human beings.”

Whisenant said he did not “see color.” “We need to look at it as one,” he said. “We’re all one people, regardless of our color. I do not see color as a squad leader and as a member of an organization. We are all caring together and we’re all going to work together as one.”

Staly emphasized the importance of trust building. “Historically, there have been issues in the South in law enforcement and the way law enforcement has treated the minority community,” he said.

“The reality is you have build the bridges before an incident happens. You have to do the community outreach. You also have to reach out to schools in the minority community to increase the participation in hiring,” he said.

Manfre said he had a record of building trust with minority communities. “I’ve been a member of the NAACP for some 20-odd years,” he said. “And the things that ... the black community is looking for, is a sheriff who they can trust, not just with words but with deeds. … We have installed body cameras, which is a huge issue for the minority community.” He said the Sheriff’s Office should do more to recruit minority staff. “We need to do more in terms of reaching out to the community and recruiting minorities as law enforcement, and making it a career that they want to invest their lives in,” he said.

TOUCH RUGBY? Touch rugby is a minimal contact sport, similar to ultimate Frisbee of flag football.

Although touch is born from the sport of rugby, the sport replaces tackles with one-hand touches. It’s a social sport that is played all over the world, and one of the few team sports that can be played competitively in a co-ed setting.

Touch rugby is also a sport suitable for all age groups.

The Palm Coast Sharks want to become a national touch rugby contender over the next few years.

ister and brother tandem J.J. and Josh Viljoen are keeping up with Palm Coast’s outdoor-fitness lifestyle, as they continue to pursue their love of America’s fastest growing sport – rugby – but in a slightly different manner.

The locals, originally from Durban, South Africa, formed the Palm Coast Sharks, a touch rugby team, in February 2014.

The Sharks are made up of mostly Flagler Palm Coast and Matanzas alumni who played soccer and/or football – ultimate Frisbee in their free time – and are looking to keep in shape or to try rugby.

efore a whistle is ever blown or a fan begins to scream, or a tackle is made or a touchdown is scored or a game is won, every team sits at the same position: hopeful.

That’s why the weeks leading up to the season make for the best time of the season — especially for those who won’t meet their expectations.

Until the scores and results reveal just how good, mediocre or bad teams really are, most of the players will rely solely upon their team practices — dominating second string, third string and JV players — and think themselves the upper echelon of the area’s talent pool.

Over the last few months, players from rival schools have traded verbal jabs, deeming their teams to be ready to compete against the area’s elite. Even players at schools that have struggled in the last few years have found themselves in the middle of heated social media exchanges.

While the dominant schools laugh off the others, the fact remains that anything is possible — I guess. Who could’ve predicted Matanzas winning eight games? While everyone else didn’t surprise much, the offseason always provides teams a ray of hope that lets even the least of them stick out their chest and say, “This is our season!”

Like those teams, sports journalists also put our “credible predictability” on the line and estimate how each team will finish the season. If we’re off, we might feel like confiscating every paper that exposes our error.

But, if we’re right, then we’ll remind everyone just how right we were.

Next week, I’ll be giving my season predictions for the teams I cover in our annual football special preview. Players will cut out my at-best guesses and pin them to lockers or stick them in their helmets and use them for motivation, as they accuse me of “disrespecting their team.” But it’s OK. Because I don’t recall anyone reminding me when I rightfully predicted a bad outcome on their behalf.

So, will Mainland win the state title this year? Will Matanzas reach the playoffs for the first time? Will Seabreeze finish better than last year? Can Flagler Palm Coast return to the postseason after a miss last year? And will Father Lopez finish with a winning record and achieve that elusive playoff berth? Stay tuned to find out.

ver the last few months, Matanzas Athletics Director Rich Weber has added four new coaches to Pirate Nation that he believes will help the school move even closer to its desired destination of all-around success. Weber found four coaches – Michael Steward, Dawn Moses, Marque Bembry and Donald Lockhart – with exceptional experience and some with success Weber hopes they’ll bring to Matanzas.

Speaking about his hires, Weber said, “I think we’re on the move and are going in a good, positive trend right now. We want to win, and I want to give the kids that winning culture; a lot of programs have never felt that. In our recent coaches meeting, you could just feel the new era and a little swagger coming out.”

On hearing about the Lady Pirates recent coaching carousel, she said, “I think the difference with me is that I’ve been through everything they’ve gone through.

Bembry and the Pirates won first and second place in all of their competitions during cheer camp this summer at Embry-Riddle.

– Strength and Development: As Weber observed Steward lead his Bridge Building Program, he felt he could really use his strength and conditioning skills.

“I’ve seen a lot of people that

can do and claim they can do it over time,” he said. “But, he did it on another level than I had seen.

I don’t get blown away easily. He really, really knows it.”

“We’re trying to create an intercollegiate setting for the studentathletes to have a better opportunity to grow,” Steward said. “I try to take away all the extra stuff that coaches don’t want to do, which is strength and conditioning. I love it; I’ve been doing it for close to 20 years, so I want to be a positive reinforcement in that aspect.” Steward will also become the new sponsor for the Fellowship of Christian Athletes.

DONALD LOCKHART

– Basketball: Weber received over 50 resumes from potential coaches from across the nation, and, while many stood out as great candidates, Palatka’s Donald Lockhart won the job.

Lockhart has gone to the playoffs with Palatka in each of the five seasons he coached them, and twice they reached the Final Four – he being head coach and

as assistant the other season.

The basketball team has struggled in the last few years to generate any success, but Weber and Lockhart believes that will soon change.

“I’m excited for the opportunity to change the entire culture of the team and turn the program around,” Lockhart said. “This position also affords me the opportunity to be close to home.”

DAWN MOSES –

Volleyball: Weber saw Moses coaching Flagler Palm Coast’s JV team, and he admired their every-game improvement.

“She was always talking on her phone recorder and taking notes during games,” he said. “I happened to google her and saw that she had won a state championship in Ohio. And, after Julie (Menendez) resigned, I knew we had to get her in.”

Moses coached 19 seasons at Olmsted Falls and amassed a 367-122 record, including no losing seasons, seven Sweet 16 appearances, a trip to the Division II Final Four and a Division I state title in 2008.

The Thomas Sisters – Tiffany and Theresa – have come a long way from singing barefoot, wearing baggy jeans and performing for their teddy bears. The sisters will be celebrating the release of their debut EP at 7 p.m. Friday, Aug. 12, at Parkview Baptist Church at 5435 Belle Terre Parkway.

“It’s been a long time coming,” Tiffany said. “I didn’t know if it would actually ever happen.”

“We may not understand why some things in life are not moving along faster,” Theresa added, “but God’s timing is always best.”

While both sisters began singing at an early age with their parents, they partnered together when Tiffany was 17 years old and Theresa 14. Since joining forces, the two have poured their talents into their community for many years in various local venues.

They have performed in front of tens of thousands of fans at concerts, youth camps and other settings.

“Our goal is to touch people’s hearts with the love of God through our music,” Tiffany said.

“He’s given us this gift to reach people for His glory, and I know it has nothing to do with us.”

Even off the stage, the two choose to live their lives together. They work together, attended Bible college together, lead Bible studies together, shop, travel together.

The Thomas Sisters were fortunate to record some of the album at Nashville’s Sound Emporium Studios, and they also got the chance to perform at the Bluebird Café, a stepping stone for many musicians.

ears ago, I flew from Los Angeles to Dulles Airport in Virginia. It was an international flight continuing on to Paris. It was also the time my luggage almost got a trip overseas without me.

As we watched an empty baggage carousel make its revolutions, two men in suits came to inform us that they couldn’t delay the flight any longer.

Somehow a handful of us had our luggage “missing” within the cargo hold.

They were matter of fact, no discussion allowed, until — as they walked away — a young girl asked, “What about my dog?”

“So you can play foot golf and golf, on the same — without killing each other?” Mayor Jon Netts asked.

“Absolutely,” Crane said.

Netts was concerned: “I’ve been getting two or three emails

a week from a golfer complaining about the fact that some of our residents are walking on the golf course … he claims it’s an issue of safety,” he said.

If golfers were turned off by footgolfers using the property, he said, that might turn some of them away, further cutting into the property’s revenue.

“The footgolf and the golf course can coexist,” Crane said.

“We work with the course to make it as unobtrusive to the golfers as we possibly can.”

The Palm Harbor Golf Club has lost taxpayer money every year: Private company Kemper Sports runs the course at a loss each year, and the city of Palm Coast covers the deficit.

The city administration wants to put about $250,000 into sand bunker repair for the course. That would fix issues like discolored sand and poor drainage.

But the City Council is seeking new ways to make the course break even — or even turn a profit— and is looking at an unusual solution: footgolf.

Though played on golf course properties, the sport doesn’t involve a golf ball, but a soccer ball: In games that mix elements of soccer and golf, players try to kick the ball into a recessed “cup” in the ground, using as few shots as they can.

Steve Crane, an international footgolf champion and the vice president of technical services for FootGolf Design and Consulting, thinks he can solve the problem.

He could envision creating a footgolf program at the Palm Harbor Golf Club that would bring in money, creating a $40,000 profit for the city, he said. And, he said,

City considers adding FOOTGOLF at Palm Harbor Golf The property loses money every year, and the city is seeking a solution.

“Footgolf is one of the fastest growing sports in the world,” he told the City Council at a council workshop Aug. 9. “Footgolf is generally played in the afternoons. … If you do it in the afternoons, four, five hours, you have a lot of footgolfers out when you’re at your most quiet for golfers.”

“So you can play foot golf and golf, on the same — without killing each other?” Mayor Jon Netts asked.

“Absolutely,” Crane said.

Netts was concerned: “I’ve been getting two or three emails

a week from a golfer complaining about the fact that some of our residents are walking on the golf course … he claims it’s an issue of safety,” he said.

If golfers were turned off by footgolfers using the property, he said, that might turn some of them away, further cutting into the property’s revenue.

“The footgolf and the golf course can coexist,” Crane said.

“We work with the course to make it as unobtrusive to the golfers as we possibly can.”

The Palm Harbor Golf Club has lost taxpayer money every year: Private company KemperSports runs the course at a loss each year, and the city of Palm Coast covers the deficit.

The city administration wants to put about $215,000 into sand bunker repair for the course. That would fix issues like discolored sand and poor drainage.

But the City Council is seeking new ways to make the course break even — or even turn a profit— and is looking at an unusual solution: footgolf.

Though played on golf course properties, the sport doesn’t involve a golf ball, but a soccer ball: In games that mix elements of soccer and golf, players try to kick the ball into a recessed “cup” in the ground, using as few shots as they can.

Steve Crane, an international footgolf champion and the vice president of technical services for FootGolf Design and Consulting, thinks he can solve the problem.

He could envision creating a footgolf program at the Palm Harbor Golf Club that would bring in money, creating a $40,000 profit for the city, he said. And, he said,

New stage: Palm Coast Arts Foundation begins construction

Holland Park progress: 78% According to the city of Palm Coast’s Week in Review report, concrete has been placed for the shuffleboard and basketball courts at Holland Park. Paving is also 90% completely on the roadway and 95% done on the parking lot.

Other projects underway include Dollar General on Old Kings Road North, which is 75% complete. The addition at Christ the King Church is 95% complete.

The Palm Coast Arts Foundation will begin construction of their 4,500-square-foot outdoor stage in Town Center this month. The stage will accommodate performances of all types including orchestras, symphonies, music of all genres, dance, theater and special exhibitions.

The stage is part of the foundation’s long-term plan in developing their Central Avenue site in Town Center into a cultural arts complex. Phase I was completed in time for May’s Picnic and Pops performance where over 1,200 gathered to hear the Jacksonville Symphony perform. Phase II is the construction of the stage; and Phase III will be a campaign for a roof system.

The company is seeking acute care, home health and graduate nurses, according to a press release from the hospital.
