Renner also adopted the dog, Jackson, who now has a new home and a new sister in Palm Coast.

Flagler Beach resident Nickolas Nelson died in a motorcycle crash on Oceanshore Boulevard early the morning of Sunday, Aug. 14.

Nelson, a 28-year-old who worked at Captain’s BBQ, was riding his 2011 Suzuki 750 north on Oceanshore Boulevard “at a high rate of speed” at about 3 a.m. when he “failed to negotiate a curve” to the left, according to a Florida Highway Patrol report.

The motorcycle veered off the road and overturned, throwing Nelson. Nelson and the motorcycle struck a metal fence and its stone fencepost, and Nelson died at the scene of the crash. He was wearing a helmet.

Nelson covered his Facebook page with photos of his motorcycle, and his cover photo is a photo of the cycle parked on the dirt shoulder of Oceanshore Boulevard, with the beach in the background.

The Captain’s BBQ Facebook page posted the following message the afternoon of Aug. 14: “It is with heavy hearts that we post this. Our Captains BBQ family and the Nelson family has suffered a great lost today. Our beloved team member Nick Nelson was taken too soon in a tragic accident. Our thoughts and prays go out to his family in this trying time. He will be missed.”

he drive from Jacksonville to his home in Palm Coast is usually a routine trip for Rep. Paul Renner. But it wasn’t on Friday, Aug. 5.

“I was southbound on 95 and saw this dog running down the side of the road,” Renner said.

“I pulled my truck over and tried to get him to come to me. I didn’t want him running into traffic.”

But Jackson, as the Renners have named him, darted across the three lanes, then changed his mind and started back. He froze as a semi rolled past, and made it safely back to the shoulder of the road where he disappeared into the underbrush.

Another car had pulled over, and soon Jackson reappeared, this time allowing Renner to get close enough to get the dog into his truck.

“We had been thinking about getting another dog for our dog Mia,” Renner said. “He even looks like Mia.” In an effort to reunite the dog with his owners, Renner called Amy Carotenuto, director of the Flagler Humane Society, to find out what he should do.

“He called right after he found the dog,” Carotenuto said. “I told him to bring the dog in and we would scan for a microchip.”

Carotenuto said the staff was thrilled when the scanner did detect a microchip, but the joy was short-lived, as the registration was untraceable. The microchip had either never been registered, or the registration had expired.

Jackson stayed at the shelter for five days, but no owner came forward to claim him. The Renners had decided if the owner couldn’t be found, they would adopt the dog. Carotenuto said people who find dogs and cats are offered the option of adopting them after the stray waiting period, and many do.

Before Jackson went home, he was vaccinated, tested negative for heartworms and was given a new microchip registered to the Renners.

Carotenuto said when an animal like Jackson is found out of county, the shelter calls shelters in the area where the animal was found.

The Renners also followed the shelter’s recommendations in methods of introducing Jackson to their other dog Mia. “He did everything right,” Carotenuto said. “He got involved. How many would just drive by?”

Rep. Paul Renner saved Jackson from I-95 near Jacksonville. After waiting out his stray period at the Flagler Humane Society, Jackson is now the newest member of the Renner family.

Someone broke into the office at the Belle Terre Swim and Racquet Club overnight Aug. 7 and stole $75 from the club’s cash register.

Robert Stump, the employee who opens the Flagler School District-run facility in the mornings, told a deputy that he’d arrived at about 6 a.m. Monday, Aug. 8, to find the pool office’s door kicked in, and the cash register drawer on the ground with $75 missing.

The facility had closed at 4 p.m. the previous day, and no one was supposed to be in the office after hours.

Stump told the deputy he thought “some kids from the neighborhood are responsible,” the deputy wrote in the report.

The deputy photographed the pool office and canvassed the area, but didn’t find anything suspicious.

Flagler County will no longer be one of the few counties in the state of Florida that does not have fluoridated water.

The Flagler County Commission voted unanimously at its regular Aug. 15 meeting to move ahead with a fluoridation program recommended by the county and state health departments.

There was little discussion of the matter among commissioners, and no members of the public spoke in favor of or against it.

“It’s about time for Flagler County to do something to prevent tooth decay — for children and adults,” Flagler County Health Department Administrator Robert Snyder after the meeting. “This is a very important public health initiative, and we are very pleased that the County Commission has taken this initiative.”

A total of 52 out of Florida’s 67 counties area already either fluoridate or already have the optimal amounts of fluoride naturally occurring in their water sources, Snyder said.

Nearby Jacksonville is one of about 30 Florida cities that has the optimal amount of fluoride — about 0.7 milligrams per liter of water — occurring naturally in its water supply, and doesn’t need to fluoridate.

Gainesville was the first Florida city to start fluoridating its water, in 1949, and now, Snyder said, 77% of people served by a public water service in the state of Florida have fluoride in their water.

Fluoridation is supported by the state health department with

grant money, and Flagler County would be eligible for $150,000 in state money to start its fluoridation program.

The change will affect people who live in areas that receive water from Flagler County water plants — the unincorporated areas, including Plantation Bay and the Eagle Lakes subdivision.

But Palm Coast, Bunnell, and Flagler Beach — which have their own water sources — would not be affected by the County Commission’s vote to fluoridate the county’s water supply.

Those cities’ elected boards would have to vote separately to fluoridate the cities’ water sources. Right now, none are fluoridated, but Snyder has already started talking individually with Palm Coast officials about the possibility of adding a fluoridation program there, he said.

Fluoridation has its opponents, and has since it was first implemented in the town of Grand Rapids, Michigan, about 71 years ago.

Back in the 1950s, Snyder said, opponents called it a communist plot. These days, they blame it for various health issues, including lowered IQ and various kinds of physical ailments.

There’s no science to back those claims, he said.

claims have “no basis.”

“All of these claims have been reviewed at length, and debunked,” he said. “We should be making public policy based on the best available science. It’s really not a controversy.”

Johnny Johnson, president of the American Fluoridation Society, said that “not a single reputable medical or dental association” opposes fluoridation.

Among fluoride’s proponents, said Snyder, are the Centers for Disease Control — which has listed fluoride as among the top 10 health advances of the 20th century — and about 100 other medical associations, including the American Medical Association, American Dental Association, the Mayo Clinic, the American Academy of Pediatricians and the World Health Organization.

Fluoride’s opponents often say that the people who want fluoride can get it in their toothpaste or mouthwash, and that there’s no need to put in it a water supply where it affects everyone. But the benefit people get from fluoridated toothpaste isn’t comparable to what they get from fluoridated water, Fluoridation Coordinator State of Florida Department of Health Sean Isaac told commissioners during an Aug. 1 County Commission workshop.

“What you use in toothpaste raises the fluoride level in your mouth for an hour or two, then it drops back down again,” he said.

But fluoride in a water source helps keep the fluoride level in a person’s mouth at the optimal level throughout the day.

Fluoridation, Tomar said in the Aug. 1 workshop, leads to about a 25% drop in tooth decay, even with widespread access to fluoridated toothpaste.

It also saves money in the long run, said Snyder: By some studies, fluoridation saves $38 in future dental expenses for every $1 invested in fluoridation.

Among the Florida municipalities recently grappling with the topic of fluoridation are Collier County, which recently voted to keep it, and Wellington and Lake City, which voted to restart fluoridation programs.

“We’re supporting Flagler County getting it, and then keeping it,” Isaac said after the meeting Aug. 15.

WHAT WILL PALM COAST DO? Flagler County Health Department Administrator Robert Snyder has spoken individually with city of Palm Coast officials about fluoridating the city’s water, but has decided to put those conversations off until after the upcoming general election.

Still, some council members spoke out about fluoridation after the Flagler County Commission voted Aug. 15 to approve fluoridation for areas served by the Flagler County water supply.

“These days we can get fluoride on many different ways. So we have options,” Palm Coast City Councilwoman Heidi Shipley wrote in an email to the Palm Coast Observer, after noting that she’d grown up with fluoride in her water. “I don’t feel it’s my place as a City Council member to tell people what they have to ingest. Water is a necessity and therefore I would be imposing my opinion on everyone. I do not feel that government should decide what your children drink. People know the benefits of fluoride and I’m sure dentists tell parents their views. The choice ends there.”

At a City Council meeting Aug. 16, Palm Coast Mayor Jon Netts spoke of fluoridation’s benefits.

“I can certainly give you my opinion, my understanding, as a trained biologist,” he said during the meeting.

“The vast majority of Florida already has fluoridation, has fluoride in the water.

Jacksonville, for example: Its water supply has naturally occurring fluoride in the appropriate, optimal amounts. There is statistical data that shows tooth decay, or caries, far less in Jacksonville than in areas where you do not have the optimal amount of fluoride.

Over the years, going back to the ’40s and ’50s, there has been outcry about, ‘Oh, fluoride is poisonous.’ Well, so is chlorine. They’re all in the same family of chemicals.

But there’s no question that where fluoride is in the water, there is a reduction in tooth decay — and, I just found out recently, not just in children, but … there is significant evidence that fluoridation helps prevent dental decay in the elderly.”

Gerald Asher Gerald Asher passed away of natural causes August 12, 2016 at his home in Palm Coast. His wife of 57 years, Karen, and his children, Angie and Jason, were by his bedside.

Gerald was born September 17, 1936 in Joplin, MO where he met his wife, while they were both working for Zales Jewelers. They were married Christmas Day 1958.

He attended the University of Arkansas where he received his Juris Doctorate in 1962. He was a City Attorney in Arkansas and also a corporate attorney and Director of Real Estate for various national corporations.

He retired to Palm Coast in 2003.

He loved a good cheeseburger, movies, a good joke, and politics.

He will be laid to rest at Volusia Memorial Park in Ormond Beach, FL. He was dearly loved by his family and will be sorely missed but more than that remembered.

She has extensive experience representing the people in various areas of government and has demonstrated her ability to improve the working relationship between the city and county. Milissa has pledged to continue her work on this relationship.

These assets are of particular importance this year as the council majority will have new members inexperienced in local government, and the remaining members will have been in office for only a couple of years. In addition, she has formed relationships at the state level, which is of utmost importance when the city seeks to identify and secure available funding for projects.

The result was that the sheriff was charged with violating multiple ethic laws.

He later admitted to the violations and was fined $20,000, censured and reprimanded by the governor and did not seek re-election.

Milissa Holland is definitely not the person to provide new leadership. She is a nice enough person but seems to have a lack of any real ideals and philosophies to move the city forward. She changed political parties a la Charlie Crist, another politician who goes where the wind blows.

What has she been doing since then? Why has she stayed in politics, working for the Southern Strategy Group, a lobbying firm who championed, among other things, the much-hated red light cameras?

Does Ms. Holland think that we would not find out about this? Do we really want someone who would advocate for something like the red light cameras that the will of the people actually successfully ousted (mostly) from our community?

I don’t think Ms. Holland has the philosophy nor knowledge of what our city needs to move past the Netts era to the future. We need someone who will stand up to the powers that be and who is not afraid to offend the various constituencies that keep their hands in the pockets of taxpayers. I am voting for Dennis McDonald as he is exactly who we need to shift gears and move forward in 2017.

NO PICNIC: MISCREANTS MAKE OFF WITH PARK BENCH 5:43 a.m. 900 block of Central Avenue, Palm Coast.

Criminal mischief: Someone called the Sheriff’s Office to report a green minivan dragging a park bench on Central Avenue near Bulldog Drive. The bench was then left in the middle of the road, blocking it, the caller told deputies. Deputies arrived to find the minivan driving “completely blacked out,” according to a Sheriff’s Office case report. The minivan almost struck one patrol car, entered the E-Section, and sped south on Belle Terre Boulevard. A deputy found the bench on the sidewalk at Bulldog Drive and Central Avenue. There was a rope — which looked like it had been cut — tied around the bench, and scrapes along the road where the van had dragged it. The bench had been unbolted from its spot in the park. Deputies didn’t catch the mischief-makers.

THIEF HIDES $545 OF CHAMPAGNE IN HIS PANTS 12:53 p.m. 200 block of Palm Coast Parkway NE. Larceny: An employee of a local supermarket called the Sheriff’s Office saying the store manager was chasing a shoplifting suspect through the parking lot. The suspect ran toward a nearby fast food restaurant, and deputies couldn’t find him, according to a Sheriff’s Office report. When dep-

uties spoke to store staff, the employees said the same suspect, a man, had stolen from the store before. “He steals several bottles of champagne and conceals the merchandise in his pants, making multiple trips in-andout of the store to his vehicle,” a deputy wrote in the report. “Each time he returns inside the store he changes his clothing.” The vehicle was a GMC Jimmy — and champagne-colored, the deputy noted. Deputies found the SUV in the parking lot and determined its registered owner. The owner, a 59-yearold, matched the thief shown in store surveillance video stealing three bottles of Moët & Chandon Ice Imperial, worth $170.97, and five bottles of Moët & Chandon Nectar Imperial $374.95 — altogether, $545.92 of booze.

The man returned to the SUV, and deputies arrested him after stopping it in a traffic stop. They found the champagne in the SUV’s cargo area, and returned it to the supermarket.

What does Palm Coast need in a Mayor?

Vision

Combing through Flagler County budgets, Milissa found many areas of duplication of services with the City of Palm Coast. She was able to eliminate this waste of taxpayer dollars.

She started the annual Feed Flagler Thanksgiving dinner event now in its seventh biggest year. Over 6,000 meals served and 1,000 bags of groceries delivered.

Collaboration

She initiated the first regular monthly meetings between Flagler County, area municipalities including Palm Coast and School Board representatives.

What do we look like at Flagler Schools?

The ‘equity report’ shows that 15% of students are black, 14% Hispanic, 63% white, 9% other.

The School District runs the numbers every year, calculating the ratio of boys to girls in sports programs, the ratio of white, black and Hispanic teachers relative to the student population, and student enrollment in advanced coursework by race.

Statistics from last year continue to show a gap between the percentages of white, black and Hispanic students enrolled in advanced courses such as Advanced Placement classes, International Baccalaureate classes and dual enrollment classes, although enrollment increased for each group over five years before.

“We want to make sure that those numbers are constantly increasing over those five-year periods,” School District Growth and Measurement Director Shawn Schmidli said in a presentation before the School Board at an Aug. 16 workshop. “You can see that all those areas are going up. They’re going in the right direction.”

In the 2015-2016 school year, 16% of white high school students, 9% of black high school students and 17% of Hispanic high school students were enrolled in AP or IB classes. Five years earlier, in the 2011-2012 school year, 10% of white high school students, 5% of black high school students

But those numbers had not changed much from five years before: In the 20112012 school year, 8% of white high school students, 3% of black high school students and 4% of Hispanic high school students were enrolled in those classes.

“That was something that I kind of saw pop off the page,” Schmidli said. “We’ll probably dig deeper into that and see.”

School Board member Colleen Conklin saw another possible cause of the stagnant dual -enrollment rates.

“There is a cadre of kids right now that is exceptionally frustrated, because they ended the school year thinking they qualified for dual enrollment, because they had the GPA at the 3.0, and (end of course exams) came in after the fact, in middle of the summer, and negatively impacted their GPAs … and they could not participate in dual enrollment,” she said. “And so you’ve got a lot of kids that are getting caught in that piece of it.”

She asked the two student School Board members — Flagler Palm Coast High School student Brittany Franklin and Matanzas High School student Kobi Kane — what they thought. The students mentioned transportation issues.

When it comes to sports participation by gender, the state doesn’t make things easy, demanding that the male-female ratio in varsity sports exactly match the malefemale ratio of the student population.

“The Department of Education’s guidelines look at this as, you’re out of compliance if you don’t have exactly equal participation that you have per enrollment,” Schmidli said. “So we find that we’re out of compliance every year, because we never get a perfectly aligned result. … You can see

that they’re pretty close … to the overall representation, male and female athletes.”

In terms of district hiring and staffing, the teaching and administration staff is whiter than the student body. About 63% of Flagler Schools students are white.

But 89% of teachers are white, as are 82% of the district’s principals (a small field, as there are only 11 total), 75% of district-level administrators, 78% of assistant principals and 93% of guidance counselors.

Black students make up about 15% of the student body. About 18% of district’s principals are black, as are 22% of assistant principals and 19% of district-level administrators. But only 6% of the 666-person strong teaching staff is black, and 3.5% — one member — of the guidance staff is black.

Hispanic teachers and school officials are underrepresented relative to the student population: About 14% of Flagler Schools students are Hispanic, but only 4% of teachers are. There are no Hispanic principals or assistant principals, 6% of district administrators are Hispanic, and 3.5% of guidance counselors are Hispanic.

There were notable gender disparities in the teaching staff — where 75% of teachers are women, and 25% are men, in line with national trends — and in the guidance staff, where 93% are women and 7% (two members) are men.

Since moving to Flagler County over eight years ago and during my own campaign to become sheriff in 2012, I have learned much about Don Fleming and the common desire we share: service to the community as law enforcement officers and service to our country as veterans of the Armed Forces.

Don’s devotion and caring for Flagler County is evident each and every time you speak with him. Woman, 19, found dead at Mondex home after reports of shots fired Deputies investigating a call about shots fired arrived at a

western Flagler County home and found 19-year-old Caitlin Ryone dead Aug. 11.

At this point, deputies do not suspect foul play, but the investigation is continuing, according to a Sheriff’s Office news release.

“The investigation is in the very early stages,” the release stated.

The Flagler County Sheriff’s Office got a call about shots fired at about 2:02 p.m. Deputies found Ryone dead of “an apparent gunshot wound” at a home at 4664 Mahogany Blvd. in the Daytona North area, also called the Mondex.

They are conducting a death investigation, and an autopsy was held the morning of Aug. 12.

New maps are out A new, interactive program on the Flagler County government website lets users compare

current Flood Insurance Rating Maps for any land parcel in unincorporated Flagler County to updated maps that are soon to be released by FEMA. A flood zone change can change flood insurance requirements. The current maps were adopted in 2006, and are being updated across the country based on aerial-survey data, changing some locals’ flood zone categories, according to a Flagler County government news release.

Jack Carall questioned the need to spent more taxpayer money on the golf property.

Residents, council discuss Palm Harbor Golf Club The city of Palm Coast will spend about $215,000 to repair sand bunkers at the Palm Harbor Golf Club.

Not all residents at a City Council meeting Aug. 16 were happy spending taxpayer money on the city-owned course, which charges user fees — $28-$37 for 18 holes, or $18-$24 for nine holes — but still loses money.

“Why should the people of this city support the amusement of a few?” Palm Coast resident Jack Carall said at the Aug. 16 meeting. “That’s not cheap. … I have to sit at home — and I don’t golf — and say, ‘Well, all these people are golfing on my money.’

But I never hear people say, ‘Well let’s raise (the entrance fee) $5. … Let’s get them to support it a little bit, instead of being the nice guy.”

The city-owned, KemperSports-managed club loses money every year — about $300,000 last year, City Manager Jim Landon said — and the city covers the deficit with taxpayer money, treating the property much as it would a city park or trail — as an amenity.

Palm Coast resident Anita Moeder, who is running for City Council, compared the course to the city’s trails and parks, which all require maintenance. “I think that making sure we maintain those to the proper standard is really critical,” she said.

Carall disagreed with Moeder’s comparison of the golf property to local parks.

“I don’t pay to go into the park,” he said. “If I want to ride my bike, I don’t have to give you $5 and say, ‘Oh I’m going to ride it 8 miles.’ If I want to go to a park, I don’t give you $2 and say, ‘Oh, I’m going to use the swings.’ … But a golf course, I’ve got to pay to play. … But I don’t on these other parks and these amenities that we’ve paid for.

Those, I agree with. Those are money well spent.”

The bunker repairs at the golf course, city staff said, are regular maintenance that must be performed once every seven or eight years.

Councilman Steve Nobile said the course couldn’t just be shut down. “We own the golf course,” he said. “We can not go into that community right now and say we’re shutting it down. That would just be devastating to Palm Coast, to that community.

So what we need to focus on is how to make it profitable, how to keep it active.”

Councilwoman Heidi Shipley had proposed at an earlier meeting that the city look into adding foot golf at the course, and brought in an expert Aug. 9 to discuss the proposal at a City Council workshop.

Councilman Jason DeLorenzo said the course is an asset for the city. “Keeping it as a highquality amenity of the city is necessary,” he said. “Part of owning an asset is maintaining it at a high quality.”

Palm Coast, Flagler County prepare Zika virus prevention measures The county has tested five people for the virus, and none had it, according to the Health Department.

What should Palm Coast residents do about Zika virus? Cover up, use insect repellent and avoid travel to affected regions, for starters, according to health experts.

About 440 cases of the mosquito-borne virus were documented in the state of Florida as of Aug. 15, Flagler County Health Department Administrator Robert Snyder said at an Aug. 16 City Council meeting. There were no known cases in Flagler County.

“We’re are the ready at our health department for surveillance, investigation.” Snyder said.

“We’ve only tested about five patients. They’ve all been negative.”

Zika, which can be transmitted through mosquito bites or through sexual contact with an infected person, poses the greatest risk for pregnant women, because it can cause microcephaly, a birth defect that causes children to be born with small heads because their brains did not develop normally during pregnancy.

“That’s the big issue, and that’s the big public health threat,” Snyder said. “Probably the biggest piece of advice that we can give pregnant women is: If you’re thinking about becoming pregnant or if you are, do not travel to the South American and Central American countries and other

countries where there has been an outbreak.”

Pregnant women who suspect they may be infected can go to the Flagler County Health Department for a free Zika test.

Locally, Snyder said, the Health Department took part in a training exercise on Zika July 5. “We had a tabletop exercise. We had about 20-25 people there, representing the city of Palm Coast, other municipalities, the county, the hospital the Health Department — and we practiced,” he said.

The group took about three and a half hours and ran through four scenarios representing different types of Zika outbreaks, answering questions that arose: who would respond how and where, for instance, and what different agencies’ roles would be.

Residents, Snyder said, can do their part by draining water to eliminate places for mosquitoes to breed, and by covering exposed skin to eliminate places for mosquitos to bite. The mosquitos that transmit Zika bite during the day, not at night.

“Any kind of water — it could be the small size of a bottle cap of water — is where mosquitoes would breed,” he said. “No standing water in your yard, or water fountains or old tires. Get rid of that water. And then cover.

are biting, or at night. ... and of course use an insect repellent.

It’s the most important thing that could be done. An insect repellent with DEET.” Statewide, Snyder told the City Council, 3,340 people have been tested so far, and 456 pregnant women have been tested at no charge.

Most cases have appeared in people who have traveled to the Dominican Republic or Puerto Rico, but 30 people in Florida — 28 of them in a roughly one-squaremile area around the Wynwood neighborhood in Miami — were infected locally.

As of Aug. 17, 35 of the state’s 67 counties had Zika cases, according to floridahealth.gov.

The five counties with the most cases were Miami-Dade County (136 cases), Broward County, (85 cases), Orange County (53 cases), Palm Beach County, (23 cases) and Osceola County (18 cases).

Closer to home, there were seven reported cases in Volusia County, three in St. Johns County and none in Putnam County.

For most people who get Zika, the illness won’t pose major problems. In fact, most won’t even know they have it: Only 20% show symptoms.

Even then, Snyder said, “The signs and symptoms are very mild: low-grade fever, rash, joint pain, conjunctivitis, body aches, headache — as a matter of fact, dengue, chikungunya and West

Gov. Rick Scott declared a statewide public health emergency because of Zika Feb. 3 and designated $26 million in state funds to be available for Zika surveillance and testing.

Flagler County may create a new veterans treatment court system to divert veterans charged with certain crimes from the justice system into mental health treatment programs or drug treatment programs.

“The big thing here is to get away from the starting line,” County Commissioner Charlie Ericksen said at a County Commission workshop Aug. 15. “And I think this is a program that deserves our utmost effort to do for our veterans.”

About 23 similar diversion programs are already in place in other counties around the state, including St. Johns County and Volusia County.

“Our veterans in Flagler County deserve to have one,” said Randy Stapleford, military and veterans coordinator for U.S. Rep. Ron DeSantis, at the Aug. 15 workshop. “The veterans in Volusia County, they have two veterans treatment courts; they have about 56,000 veterans. They deserve to have two veterans treatment courts. And the veterans in St. Johns County, they have about 20,000 veterans, thereabouts.

They deserve to have a veterans treatment court. It’s good thing.”

Flagler County has about 12,600 veterans, according to numbers from the Veterans

Administration, Stapleford said.

The program would identify veterans at arrest or booking, at their bail hearing, or during pretrial services.

“This is a phenomenal success, these veterans treatments courts, wherever they’ve been instituted,” said Ed Fuller, who, with Stapleford, has been pushing for the creation of a local program. “The bottom line for Randy and I as the driving force and motivator is: Why not our veterans? Why not Flagler County veterans? ... We’d like to honor that commitment that they’ve already given to us.”

If such a program is implemented, Fuller told the County Commission, officials would ask about an arrested person’s veterans status at each of those three stages of the process, giving them three opportunities to identify themselves as veterans. Veterans would establish their veteran status by providing a DD214 or equivalent official document.

Once someone is identified as a veteran, he said, their arrest information would be sent to the Veterans Administration, which would oversee the diversion program.

Veterans court would only handle certain kinds of crimes, and veterans would only be eligible to participate if they were honorably discharged. Some programs in Florida only accept misdemeanors and felony charges, some will

also consider domestic violence charges, some accept pre-plea and post-plea cases and some accept jurisdictional transfers, he said.

“This is drug court, except for veterans,” Fuller said. “And the beauty of this court is that it can be tracked inside drug treatment court. You have all the same resources, except in this particular instance you’ll have a veterans administrator, officer, provided by the VA, and they will provide the services for the veteran.”

Sarasota County and Manatee County track their veterans court programs inside their drug court programs, Fuller said.

County Commissioner Nate McLaughlin said the program seemed similar to the pretrial release program, “only the quali-

fying factor here would be that you’re an honorably discharged veteran. Almost mirrors it,” he said.

Fuller and County Commissioner Barbara Revels clarified that the program would also offer alternatives, much the way drug court programs do.

“What this does — this unleashes services to veterans that they don’t have right now,” Fuller said. “To advocate for this is really a simple thing of: We have veterans, we have needs, they certainly have fought for our country, and they have suffered some injuries — mental illness, substance abuse, alcohol, traumatic brain injury, PTSD — by allowing us to go forward with this, those avenues will be open to them.”

Revels said that because Flagler

County has a relatively small population, it might make sense to have the proposed veterans court nested inside or run alongside the current drug court program, as is done in Sarasota County and Manatee County.

“Maybe the drug court team could grow slightly with a veterans expert, or whoever an appropriate person might be to be part of that team,” she said.

“That’s exactly how we’d like to see this proceed,” Fuller replied.

Flagler County Sheriff Jim Manfre supported the idea.

“The reason why this veterans court is crucial, similar to the drug court, is if you don’t track veterans, they get lost in the system,” he said. “It’s hard for the court system to marshal those resources every single day and every single time a veteran is coming through.

It’s the same thing with drug court. By sort of keeping them on one particular court at one particular time, the VA can be there, and other resources can be there, to assist that veteran if they avail themselves.”

The commission had a consensus to move the proposed program forward.

“Why not Flagler County veterans? ... We’d like to honor that commitment that they’ve already given to us.”

Have you ever noticed a military soldier or veteran wearing a backward American flag?

Well, according to Army Regulation 670-1, “The American flag patch is to be worn, right or left shoulder, so that ‘the star field faces forward.’”

The “backward” flag woven into the sleeves of our nation’s soldiers ensures that when our military men and women are charging forward, our flag will always appear to be charging forward with them, never retreating.

A conversation between Flagler Sheriff’s Cmdr. Steve Brandt and military veteran Gary Johnston on his back porch last year has blossomed into a unique football program run predominantly by military veterans.

“There are two groups of people we’re trying to help out here,” said Brandt, the Flagler Warriors president. “We’re trying to give combat veterans who suffer from PTSD a new mission, and we’re trying to mentor kids.”

“When I got out of the military,” said Johnston, the Warriors’ football director, “I lost myself for a long time. But, I found that coaching football was an outlet for me, a mission. It’s become therapy for me, because it teaches patience, and it has also taught me how to deal with adversity again.”

While serving in Iraq, Johnston’s convoy was hit by a roadside bomb, causing him to suffer vision and hearing loss, a traumatic brain injury, among other serious damages.

Like Johnston, many of the coaching veterans have suffered from war wounds that have forced them out of the military.

Now armed with a new mission, which includes not only coaching the kids, but teaching them the 5 Pillars of Warrior Football (honor, discipline, courage, respect and service), the veterans have refocused their minds and are preparing to take their own teams into battle.

ith a military background, you’d think I would have dominated my competition in my first paintball experience, but that was not the case. They dominated me, not because I can’t shoot or hide — I was too impatient.

After some of the enemies’ opponents (Sage and Trinity Calugar, Devin Hannigan, Malik Cooper, Rochelle Jimenez and Jake Huntoon) remembered that I had served in the military, they were a bit intimidated. I added to the intimidation factor with my new identification: Enforcer X. Using my special hiding skills, I decided to disappear close to the public area and wait for everyone to come out. Once everyone was well-blended with the forest, I began my campaign.

Within two minutes from the start, I spotted Sage, who had been watching me the entire time. She showed mercy and allowed me to move away from her. I knew right there that I was in bad shape.

After running away from Sage, I went and found an actual hiding spot. No one sought any action, so I got bored. I began to look for people, and what happened? I took a shot in the arm and the vest by Devin.

How does the experienced one, Enforcer X, get eliminated first? Talk about the embarrassment I felt as I stood and watched the action unravel for those next 30 minutes.

Once everyone had lost, we played another round. This time, I was determined to prove myself. I hid in a great location, laid down in the prone position and anxiously waited for someone to cross my path.

Sadly, everyone else must’ve been doing the same thing, because no one moved anywhere. I got bored again, after five minutes of sitting quietly.

So, I get up and began slowly moving away from my spot … only to be shot a couple of times

by Jake. I was done playing after that. I had to wait, again, for everyone else to leave their hiding spots and shoot each other.

I was 0-for-2 and the first person “killed” in both rounds. And the only good memory that I’ve kept with me is this nice mark that’s still on my right arm from being shot. Now, what exactly did I learn in the military?

cos Figueroa said. “I left kind of messed up, and it was last year that Johnston told me to come out here and coach football. It’s been a good experience instilling the values I learned over the course of my military years.

“It also takes my mind off of all the negatives and horrors, and it allows me to remember that there are better things in life — like teaching kids. It gives me a sense of purpose.”

The Flagler Warriors — a part of American Youth Football — will kick off their season with a jamboree at 9 a.m. Saturday, Aug. 27, at Flagler Palm Coast High School. During the season, they will play split four home games between the two high schools.

They will also be accompanied by cheerleaders, led by Theresa Vedder.

“I think it’s such a great opportunity for our kids to be involved in something like this,” she said.

Off the field, the Warriors will attend two leadership classes in the Sheriff’s Office training room and write four essays on the pillars throughout the season.

“Yes, we want to win, but it’s more about teaching kids and developing the groundwork for them to become productive human beings,” Brandt said.

“Football is just a catalyst to help these veterans and kids; there’s a lot more going on out here. And, who better to mold these kids than a bunch of veterans?”

t took nine months to complete Christ the King School’s new preschool center and just two days for the teachers to fill the rooms with colorful décor that will make the kids feel right at home.

Students, parents, CTK church members and members of the community toured the new

“We wanted to create a quality program that gives glory to God, that parents would be proud of, and where kids could learn and be safe,” Principal Jeff Loberger said.

The center includes nine classrooms, a huge indoor play space and administration rooms.

Francesca Dopp, the new preschool director and a third-grade teacher, has taught at the school since its beginning. Speaking about the school’s growth and new facility, she said, “God is definitely showering us with His blessings.”

Some parents were so impressed with the new childcare center, that they were seeking to sign up their unborn.

“A couple approached me and said, ‘We’re trying to get pregnant, so can we put our child on the waiting list for the year 2018?’” he laughed. “I told them we didn’t have a waiting list that long.”

CTK begins its school year Wednesday and is projected to start with 330 students, 180 of them being preschoolers. Its staff has grown from 24 employees last

“I can’t say enough about our staff,” Loberger said. “In 48 hours, they’ve made this building look like this, which says a ton about them. Teaching is more than a paycheck for them; it’s about a calling.”

“Since they’ve been here, they have been huddled together,” Carotenuto said.

“We have been told there is no family member available to take them.”

Sadey is a 7-year-old female tiger, and Calley, a 3-year-old calico mix. The FHS received their medical records, and while both are spayed, they were due for vaccinations — something

the Humane Society includes, along with a microchip and pet insurance, with the adoption. The adoption cost for both is $50.

Carotenuto said the animals have been affected by their ordeal and hopes a quiet home can be found for them.

“Every animal that comes in here has a sad story. We just don’t know it,” Carotenuto said. “We know theirs.”

here are many questions unanswered after Kyle and Colleen Eyrich were found dead in their Palm Coast home on Aug. 4. For the couple’s two cats, Sadey and Calley, the question is, “Will someone adopt us?”

“The Sheriff’s Office brought the cats in,” Flagler Humane Society Director Amy Carotenuto said. “They were a little dehydrated, and they may have been without care for up to two weeks.”

A 16-year-old Palm Coast boy left home on his bicycle Aug. 9 and has not been seen by his mother since.

Coby Allan Queen was last seen by his mother, Laurie Stone, in the morning Aug. 9 when she left their home at 4 Smith Trail to go to work. The teen was still asleep.

When she got home at about 3:30 p.m., the boy was gone, and his 9-year-old sister said he’d let the house on his bike at about 1 p.m.

Stone filled out a missing persons form on Queen, telling Flagler County Sheriff ’s Office deputies that the 16-year-old likes to hang out at the Flagler Beach pier and at the McDonald’s in Town Center.

A Flagler Beach Police Department officer checked the pier and

found the teen’s bicycle and backpack beneath it.

A Sheriff’s Office deputy checked the Town Center McDonalds and found some of the teen’s friends, one of whom said he’d seen Queen with 21-year-old Josh LeMaster at the pier at about 6 p.m. LeMaster has an arrest record in Flagler County that includes charges for shoplifting, burglary and carrying a concealed weapon.

Stone told deputies that she had no reason to believe Queen was in danger. Still, she gathered a group of the teen’s friends at Central Park in Town Center to film a video urging him to come home, and distributed a flier to the local press with his picture, asking anyone who sees the teen to not try to talk to him, and to call the Flagler County Sheriff’s Office at 313-4911 in reference to case 16-71793, or, in Volusia County, the Volusia County Sheriff’s Office at 386-248-1777.

To Belize and back How one Flagler County resident is making a difference after storms abroad.

he was a 19-year-old sophomore in college, 28 years ago.

“I didn’t even know where Belize was,” Whisnant said. “I went back to college, and when I returned to Belize I had a backpack with three changes of clothes, and my Bible, toothbrush, $50 bucks, and a one-way plane ticket.”

Lynn Fallon, of Palm Coast, has known Whisnant for 31 years.

“We went to the same camp as teenagers,” Fallon said. “His family was always very missionaryminded.”

Five years ago, Whisnant and Fallon realized they had both moved to Palm Coast and recon-

nected on FaceBook. Fallon took her daughter, Kaleigh, then a high school student, on a missionary trip to Belize. Kaleigh Fallon is now an ICU nurse at Halifax Hospital.

Lynn Fallon said the people in Belize were different.

“They don’t expect anything of you, but they are so appreciative,” she said.

Fallon was impressed by how Whisnant goes into a village and meets the people, helps them with medical needs, the construction of churches, and trains the local men to be church pastors.

CHILDREN ARE MOST AFFECTED BY HURRICANE

UNICEF reported that 3/4 of all of the children in Belize were affected by Hurricane Earl. Approximately 110,000 children, 27,000 younger than 5 years old.

One week after Hurricane Earl came ashore in Belize, Dr. Paul Whisnant was back in Flagler on a fund-raising tour.

“I would like to be on the ground (in Belize) right now,” said Whisnant, who is the Belize Mission director for International Servants, and citizen liaison for the U.S. Embassy in Belize. “I was on the ground helping to coordinate things, coordinating the rescue and the assessment.”

The storm was a Category 1, hardly acknowledged by the average Floridian, but for the poorer sections of Belize, the storm was devastating.

“The people in poverty, which is the majority of the country, are the most severely affected,” Whisnant said.

Whisnant said that his group isn’t the only organization working to help. The Red Cross, the Baptist Association of Belize, UNICEF, and the National Emergency Management Office of Belize, to name a few, have activated.

“There are all of these groups doing good things,” he said. “The problem is, the need is greater.”

People dropped off a total of 80 guns during a gun buyback event at the Flagler County Association of Realtors building Aug. 11 — no questions asked — and got $75 Target gift cards in return.

The event, called Kicks 4 Guns and held by the Flagler County Sheriff’s Office and the Flagler Beach and Bunnell Police Departments, netted three short-barreled shotguns — banned in the U.S. — a Japanese war rifle that was “likely seen as a war trophy,” organizers said in a Sheriff’s Office news release; and one gun that had been reported stolen.

“This was a great event to help us make Flagler County a safer place by taking unwanted guns off the streets,” Sheriff Jim Manfre said in the news release.

This is the first time the Sheriff’s Office has taken part in Kicks 4 Guns, an initiative taken by policing agencies throughout Central Florida to let people get rid of guns, no questions asked.

All of the guns will be destroyed, except for the one which had been reported stolen. It will be retuned to its owner.

Real Radio 104.1 sponsored the event and had food donated for law enforcement officers from local restaurants, including a Flagler County McDonald’s, Firehouse Subs, and Volusia County restaurant Bimbo Bakery.

Residents also brought officers Wendy’s hamburgers and bottled water, according to the news release.

Highjackers marks 15 years, celebrates $75,000 to charity Lisa Setien, the general manager at Highjackers Restaurant, is celebrating 15 years in business during the week of Aug. 22-28.

“We owe our 15 years of success to our patrons and friends,” Setien said in a press release. “We wanted to show our appreciation to everyone that supports our restaurant, and the community causes we ask them to support, like the recent surgery to help

Avery Bishop walk.”

Avery Bishop is a 6-year-old Flagler County resident that needed a $35,000 surgical procedure to help her walk. Coowner of Highjackers Gail Holt has been a family friend of the Bishops for many years. Highjackers helped, the money was raised, and Avery had surgery last month and is undergoing physical therapy to help her walk.

The restaurant tries to incorporate charity work into all of its major events, raising thousands for the American Red Cross, Hos-

pice and families in need, for a total of about $75,000 for various causes over the past 15 years.

One promotion in the anniversary week is that one table will be picked at random to have an entire dinner paid for by Highjackers. The restaurant is located at 202 Airport Road in Palm Coast at the Flagler County Airport. Call 586-6078.

After being closed for two months, Maria Serrano has re-opened Back to Eden Café, at 210 S. Central Ave., Flagler Beach. The restaurant specializes in organic, vegan, vegetarian, and raw living foods for lunch and dinners.

The café opened in 2013 and seats approximately 22 inside and outside. It is owned by David Hostetter, a former Flagler Beach resident and former Navy Seal, who now lives in North Carolina. Call 693-4930.

VILLARI’S MARTIAL ARTS OPENING LOCATION IN PALM COAST

Protea Senior Living is applying for a permit for $11 million.

The facility’s central building will have a bistro, pub, theater, spa and fitness center.

A commercial permit application has been submitted for Protea Senior Living, at 65 Fernmill Lane, which is at the southeast corner of an open lot bordered on the north by Forest Grove Lane and on the east by Palm Harbor Parkway. The contractor is Elkins Construction, out of Jacksonville.

The Palm Coast Planning and Land Development Regulation Board approved Protea Senior Living’s technical site plan for the first phase of the project in a meeting Jan. 20. It was projected to be an 82-unit, 100-bed assisted living facility. The facility will employ about 60 full-time and part-time staff members, according to city planning staff documents.

About 13 acres of the vacant, 18.67-acre plot picked for the facility is now mostly wetland, and will largely stay that way, city planning staff told board members in January.

Three churches make investments in construction In addition to Christ the King (see Page 19), two other churches invested in their classrooms.

St. Elizabeth Ann Seton Catholic Church, at 4600 Belle Terre Parkway, is investing $25,000 in classroom conversion.

Meanwhile, Palm Coast Baptist Church is adding a two-story, 12,225-square-foot classroom facility, at 5345 Belle Terre Parkway. The permit was approved for a value of $1.4 million.

7-Eleven in front of Beach Village?

Island Walk storefronts make progress Another restaurant is ready to open Island Walk. The sign has been on the front of the building for some time now, but China Express has received a certificate of occupancy from the city of Palm Coast. Two other storefronts received occupancy permits: Crossfit Hammock Beach, at Suite 604 in Island Walk; and Island Breeze, which is an “upscale resale shop,” at Suite 403.

Two of Flagler County’s four McDonald’s restaurants are having some work done. The site at 5190 E. State Road 100, which is in front of Target, is having $25,000 worth of work done, while the site 6030 E. State Road 100, just east of Interstate 95, is getting more extensive upgrades worth $315,000. In both cases, the commercial permit applications were completed by Southlan Construction.

Adventist Health System, which includes the six Florida Hospital facilities in Volusia and Flagler counties, has been named a 2016 Most Wired health system for the fourth year in a row, based on the results of HealthCare’s Most Wired survey.

Most Wired hospitals are using telehealth to improve care; using technology to build patient engagement with the individual’s lifestyle in mind, which includes electronic access to their care team; and utilizing population health management tools and partnering with other health care providers to share critical clinical information.
