Palm Coast City Council members aren’t paid much: $9,600 per year, plus a cell phone/communications allowance and mileage reimbursement. They haven’t had a raise since 2007, and they aren’t eligible for the city’s health care coverage. The council’s two freshman members, Heidi Shipley and Steve Nobile, have suggested changing that — something Nobile believes would entice a more diverse pool of candidates in the future. Nobile suggested a base pay equivalent to 70% of the $50,916 County Commissioners make, which would leave City Council members with $35,641 — almost four times what they’re making now. “I just feel like it would open up the ability for us to attract candidates who both fall into a more diverse — diversified categories — and who are allowed to participate a lot more,” Nobile said during a Nov. 10 City Council workshop. Nobile said the council could delay enactment of the pay change by “two or three years, to the point where we’re not doing this, potentially, for our benefit.” If council members are paid enough to live on, Nobile has suggested at previous council meetings, more people would be likely to seek election; the current system is difficult for council members who work full-time. As things are, Nobile said, the council position is “a full-time job” that isn’t paid as one. “I probably, of everyone here, put in the least amount of time, and I probably put in 30 hours at least,” he said.

Florida Hospital Flagler to expand The hospital plans to build a hall of 32 extra beds. JEFF DAWSEY STAFF WRITER
The new hall will be constructed over the emergency department.
next year,” said Ken Mattiso, CEO of the hospital. “So, when we get to our busy season, we will have those additional 32 beds.” The hospital is currently operating with 99 licensed beds and 16 already built observation beds, which it plans to license. “Meeting the needs of the people that God has called us to serve is what we’re about,” Mattison said. “How do we do that best? It has become evident to us that more beds are needed to be able to meet the community’s needs.” The project will cost the hospital $15 million, which, Mattison said, is a great benefit, as opposed to the
average bed prices. “Many people have commented about us being able to build 32 beds for $15 million, because you’re typically looking at hospital construction being about $1 million per bed,” Mattison said. “We’re taking advantage of the design, where a lot of that infrastructure does not have to be built.” “Overall, we look at it as an investment into the community’s healthcare,” King added. “We are investing $15 million into more beds that we can care for more of our neighbors.” For more information, call 5862000.

Flagler Hospital Flagler is set to expand its facility 18,500 square feet with the addition of 32 new beds. “The need is here in the community, and we want to meet that,” said JoAnne King, Florida Hospital Flagler VP/Chief Operating Officer. “By the end of the project, we will be licensed to have 147 beds. As the population has grown in Flagler County, the use of the hospital has increased. Florida Hospital Flagler’s average daily census has increased more than 25 percent from 2010 to 2014.” The beds will be Progressive Care Unit rooms, and the extra wing will be built over the emergency department on the second and third floors. Based on the original construction of the hospital, which was completed in 2002, an extra wing for a purpose, such as more room, was considered, so the project will not force any extra workings on the building except what is already expected. While construction has yet to take place, the design phase is well underway. Builders just completed a mock up room that gives the hospital an idea look of how big the rooms will be and what they will look like. Construction will start in the spring of next year, and we expect to have it finished before the end of

On the OTHER SIDE of the DESK One woman’s journey: From cocaine addict to intake specialist at Project WARM.
Project WARM is a longterm residential program at the Vince Carter Sanctuary, 1 Justice Lane, Bunnell. The program is for women who are pregnant, post-partum, or parenting young children. Women live on campus with their children under the age of six. Older children can visit overnight with their mothers on weekends. Services include 16 primary substance abuse treatment beds, 10 in a dormitory type setting, and six in apartment units.
“Recovery only asks you to change one thing, and that’s your whole life.” LETISHA TENNANT
STAFF WRITER
Letisha Tennant’s cocaine addiction began at the funeral of her great-grandmother, the woman who had raised her. Someone offered her the drug, and she was so grief-stricken she took it. She was 12 years old. HER FIRST STEP TO RECOVERY
During the next 17 years, she bore three children, became homeless and lost everything. She was pregnant with her fourth child, and, as she would later describe it, “Death seemed like the only option,” when, on Feb. 19, 2009, she was hospitalized under the Marchman Act, a state law that provides a path for voluntary — and, in some cases, involuntary — treatment for substance abuse. Her treatment was involuntary; she appeared before a judge, afraid and angry, and was ordered to participate in treatment. After completing a seven-day detox course, she was taken to WARM, Women Assisting Recovering Mothers, in Daytona Beach. “If it had not been for that first Marchman Act, I don’t know if Letisha would be sitting here before you today,” she said. “The disease of addiction takes a person to a place they never imagined.” SIX YEARS LATER
Tennant is still at WARM, now located at the Vince Carter Sanctuary in Bunnell, but she is on the other side of the admission process: Tennant is an intake spe-

cialist. With every new client she helps admit into the program, she relives each step of her own success story. “It is interesting for me ... seeing the ladies come in,” she said. “They are either frightened, resentful or angry.” Of those three, she recalled, “I was the frightened one.” “Strip down” is how Tennant refers to the first 45 days in the program. Clients are stripped of any outside contacts. There are no personal phone calls and no visits. If a doctor appointment has been made, WARM transports the client. Keeping their clients away from destructive outside influences is the first priority. After that, the WARM program renews treatment for another 90 days. Clients can stay from six months to a year. “I stayed for 10 months,” Tennant said. “I got the message.”
‘I WANTED TO LIVE CLEAN’
While she was undergoing treatment, Tennant watched women working with others in the program. They were living the life she wanted. “They were working a job, taking care of their children, accomplishing things, and loving themselves,” she said. “Seeing that helped me to let my guard down.” Tennant searched for a way to be on the helping, not the receiving, end of treatment. “I wanted to know who the winners were so I could talk to them because I needed to know how they became winners. My counselor told me, ‘The ones that choose to be a winner.’” ON THE WINNING PATH
By this point, Tennant was passionate about her new life, and made being a winner her goal.
Art Therapy: WARM’s stress reliever Flagler County Art League donates $500 to make sure program has the materials needed to provide the courses.

She worked hard, and followed any advice she could get. She attended 90 meetings in 90 days, got a user sponsor, stayed in the center of fellowship, worked the steps, helped others, and didn’t keep secrets: She shared her struggles. “I separated myself from people who weren’t seeking the things that I was seeking,” she said. “I wanted to live clean; I didn’t have anything to do with my old life.” THE TEAM MAKES THE DREAM

Alicia Vincent, executive director, and Kenya Griffin, assistant executive director of WARM, took the FCAL representatives on a tour of the facility, especially the art room. A recognized stress reliever, art also helps the clients at the Vince Carter Sanctuary to feel accomplishment. “We use it as an exercise in completion,” Thomas said. “Most people that come into the program have not been successful or completed anything under their own guise. Just finishing a simple project can be earth shaking, especially when they take nothing and make it into something.” Thomas says she is not an art therapist but enjoys working with the women, teaching class twice a week. The classes start with a color theory class to teach the basics. In this class the students learn the basic techniques of water color and acrylic.
“We have a specialty class for clients referred by the counselor, clients dealing with trauma,” she said. “These classes don’t get larger than six or seven students, and no children. We have them in the evening and work on very specific pieces that deal with trauma or the uniqueness of feminism.” As a medium, watercolors can be hard to control, much like the clients’ lives at the moment. “It has to be done in watercolor because there is very little control with watercolor so they learn watercolor techniques and they apply them to these places in their lives, these times in their lives,” Thomas said. “We talk about it while we are doing our work. I am holding the brush and I am dipping the paint, but the watercolor goes where it wants.” Thomas said it is rewarding for her to see the pride in the women when they realize they have created and completed a piece of art.
Trust didn’t come easily. “I came here with the mindset, the defensiveness: ‘Do you know first-hand what I am going through?’” she said. Going through the process she learned that while most counselors do not know first-hand what the clients experience, they do offer a valuable perspective and have the education and training to help. Tennant is able to identify with the clients and says her experience and the counselors’ skills are “an awesome combination.” “We don’t look at the messenger, we receive the message,” she said. “I share with clients that this is a team and our teamwork does make their dream work. If you need someone you can relate to, see Miss Letisha, because I can relate.” SHARING HER JOURNEY
It’s the raw honesty, the matterof-fact manner in which Tennant speaks about her life that stays with you. She’s been through things most cannot relate to. She could blame her family for not providing her a nurturing home, or have resentment toward those who gave a 12-year-old cocaine, but she doesn’t. She’s moved on. “When I tell clients, ‘I too have the disease of addiction,’ the response is, ‘What?’” she said. “One thing I like to share with new moms, is that if you get this now, your children don’t have to encounter what my children did. Your children don’t have to know you as being a using addict.” REALIZING THE DREAM
In July 2010, a year and five months after a judge ordered her into treatment, Tennant married a man with seven children. She has four, and they’re in the process of adopting her nephew, so she will soon have an even dozen, even more than the family of 10 children she dreamed of as a child. “God does have a sense of humor,” she said. “I wanted seven boys and three girls; now I have seven girls and soon to be five boys.” Six years ago, Tennant couldn’t imagine the life she has today. While at WARM she earned her GED and worked as a behavioral tech before being offered the position as intake specialist. She is now working on her bachelor’s degree in psychology and talks about possibly going for her doctorate. “Never, never, never, did I imagine it would be like this,” she said.”I was going to die a drug addict. My children were going to be raised by other people.” “We are all waiting for that knight in shining armor to come and rescue us. I was the damsel in distress, and WARM was my knight in shining armor,” she said. “It’s provided me with all those riches — and I am not talking about material riches; I am talking about the internal ones: self-love, self-acceptance, self-respect.”

The future of health care is going to require that we improve our status, and the patient is an important part of that.” Leading the charge in Flagler County has been Florida Hospital Flagler Foundation Board member Laura Gilvary. Her husband, John Gilvary, diagnosed himself with the disease when he was 14 years old by looking up his symptoms in the family Encyclopedia Britannica medical dictionary. John Gilvary asked how many at the seminar had been diagnosed with diabetes. Nearly half of the hands were raised. “I’ve been dealing with it for 28 years,” Gilvary said. “ ... I can

Sometimes it takes persistence to get the right diagnosis. That’s what Bloyce Nelson found out. His symptoms had been misdiagnosed. The correct diagnosis was made during a visit to the ER on Mother’s Day weekend 2014 for shortness of breath. “I was thinking heart attack,” his wife, Nancy Nelson, said. They, they discovered “his sugar levels were between 400 and 500. They started him on four shots of insulin a day.” Nelson said her husband immediately began looking for support groups and researching the disease. He started reading labels and began eating better. Their daughter began cooking healthier meals for them. Bloyce Nelson’s determination turned his disease around. He has lost about 50 pounds and no longer needs medication. “I got really scared in the hospital because the doctor was talking about syringes, pumps and amputation,” he said. “I jumped on it early and got control of it, so I don’t have to worry about it now.” Vern Shank, better known as DJ Surfin’ Vern at 97.3 FM, doesn’t “look” like he has diabetes. He bounces back and forth around the country as a musician, screenwriter, and radio station owner/

DJ, a lifestyle that does not lend itself to healthy eating habits. About three years ago, a pulled groin muscle took him to the doctor for the first time in 18 years. The doctor decided to run a blood test. The results weren’t good — his blood sugar was 425. “Less than two weeks later, my eye blew out; I had diabetic retinopathy,” he said. “I had to get a series of eye surgeries.” He took care of his condition the first few months — care he has not continued. He admits he doesn’t eat well or regularly. He knows this is not good for his condition, and he is struggling to find a way to blend his diabetes with his life style. “It’s always in the back of my mind,” Shank said. He heard Laura Gilvary speak at a Flagler Beach City Commission and, once again, the desire to take care of himself was sparked again. And that’s Laura Gilvary’s whole goal. She and her husband want to increase awareness, support groups and attract endocrinologists to practice in Flagler. “We will absolutely be growing this,” she said. “In January, we are going to coordinate with Hayleigh and some key people in the community to see what can be done. The World Health Organization has named diabetes it’s No. 1 cause for 2016.”

Proud moment for Palm Coast: City Hall opens Dear Editor: As a former member and supporter of the Home Rule Coalition to make Palm Coast an incorporated city, I watched with pride the opening of our new City Hall. However, it did bring me back to 1999, when Mayor John Masiareczyk, of Deltona, walked into our service district meeting in the Community Center to show us the furniture of newly incorporated Deltona City Hall, which was then a room on the second floor of the Deltona library. Mayor Masiareczyk and his team carried in a bridge table, a folding chair and a cardboard box with the totality of his city’s documents. He was there to prove that incorporation need not be complex. Since 1999, both Palm Coast and Deltona grew tremendously, and our expanded city administration and city halls reflect that. Anyone who remembers when we were a

Some dog owners stink

Dear Editor: As a homeowner in Palm Coast, I have a complaint about daily dog walkers that walk their dogs and do not pick up after their dogs defecate. Earlier this year, I notified Ms. Barbara Grossman at the Palm Coast city offices several times and was told that letters would go out to the dog owners in question. (I provided a list of addresses for these individuals.) The same people are walking their dogs in the area of Bird of Paradise and Biscayne Drive. We can see them stopping in front of homes and on the median and not picking up the waste from their dogs. Isn’t there an ordinance in this city? Shouldn’t these individuals be fined for continuing

The contract will come before the commission once more for a second, final vote. JONATHAN SIMMONS NEWS EDITOR
Records may be lost. Photo by Jonathan Simmons
An information technology problem that knocked the Sheriff’s Office’s tech systems down for more than a week seems to be largely over, but officials aren’t yet sure if the Sheriff’s Office lost records. The county, which runs the Sheriff’s Office’s server and its New World Public Safety Software, is going through a data recovery process, County Administrator Craig Coffey said. “If we find data is lost, we’re going to try to find out if there’s another location we can retrieve it,” such as from other agencies, he said. The problem began Oct. 29. The server which stores case records and the local emergency dispatch center’s Computer Aided Dispatch system ran out of disc space, Sheriff’s Office spokeswoman Laura Williams said, and 911 dispatchers had to write out notes by hand. “This is not affecting law enforcement or fire/rescue responses to public safety calls for service,” Sheriff James L. Manfre said in a news release. “We have advised the county that the NWS system needed to be upgraded, and as sheriff, I’m disappointed that it has taken over a year to upgrade this system.” In an interview with WNZF Radio General Manager David Ayres during the Free for All Friday radio program, Sheriff’s Office spokesman James Troiano laid responsibility for the malfunction with the county administration. “We engaged in a contract with them for services, and we entrusted the county to this task,” Troiano said on the program. “We made recommendations over a year ago to get this system fixed. ... Sheriff Manfre’s frustrated. We knew it had to be fixed. We were moving along that path, and our question to the county is, why did it take so long?” Coffey said in an interview that when the county took over the Sheriff’s Office IT program in 2014, “We went in there, and what we found was a mess.” The county spent $130,000 in IT costs for the Sheriff’s Office in 2014 and contracted a month ago to spend about another $600,000, he said. But things are changing, he said, as a result of the mishap: The county is already preparing triple redundancy backups of its information, and planning to get everyone trained in the Computer Aided Dispatch program. “At the end of the day, I think there’s going to be a lot that comes out of this that’s positive,” Coffey said. “The bottom line is, we walked into a mess. We’ve been proactively working on it. Unfortunately, it didn’t make it before we could get it replaced. ... We’ll take responsibility for our management of it, and we’re working toward fixing it.”
Terrence McManus, of Flagler Golf Management
A locally based golf management company has received the city of Flagler Beach's initial approval to take over the derelict Ocean Palm Golf Club. Under the contract approved on first reading at a special meeting of the Flagler Beach City Commission Nov. 5, Flagler Golf Management will take over the course and pay the city a base rent of $200
per month, which will be adjusted by 3% each year, plus: from the 25th month of operation through the 60th, 3% of any gross revenue over $100,000; then, from the 61st month after the commencement of the agreement and until the agreement expires, 3% of all gross revenue. The initial term of the lease is 15 years, according to the agreement, and is revewable for two 10-year terms. But the length of the initial term and conditions for subsequent
terms is still being negotiated, and may be changed before the contract comes before the commission again for a second reading. The company's registered agents are Flagler Beach resident Duane McDaniel and his cousin Terrence McManus, a Wellington, Florida resident. The contract must come before the commission again for a second vote before it's finalized. That meeting is scheduled for Nov. 20.

How much money do other elected officials make? SALARIES FROM PAGE 1
“We’re all sitting here today because we have the opportunity to. None of us would be able to leave our job and serve, and that just cuts down the candidate pool, so to speak.” STEVE NOBILE, Palm Coast City Council member
It was City Councilwoman Heidi Shipley who raised the issue of council member pay at the workshop, suggesting the city offer its health insurance plans to council members and consider raising council members’ pay annually to keep pace with cost-of-living changes. “I know it’s a touchy subject, because we would have be the ones to do that,” she said. She asked what the council would have to do to provide annual costof-living adjustments for council members, and City Attorney Bill Reischmann said the council could change council pay by enacting an ordinance. By charter, the pay changes would only go into effect after the next election, he said. Nobile has suggested examining the issue in the past, listing council member pay as one of the things that could be examined in a City Charter review. Although Nobile’s months-long push for a Charter review ended unsuccesfully when other council members wouldn’t back his proposal for a citizen-committee-led review with a vote Oct. 20, Mayor Jon Netts noted at that meeting that the council could still consider individual issues in the Charter if council members bring them up in their comments at the end of meetings. The Nov. 10 meeting was the second time that’s happened. Nobile did it first at an Oct. 27 meeting, noting a Charter
inconsistency with state law. At the Nov. 10 meeting, as in meetings where Nobile pushed for a Charter review, Councilman Bill McGuire pushed back. “If you ran for this office, and you said you were going do your best to be fiscally conservative and do your best to keep taxes low — as I did — then to participate in any compensation over and above what I’m already getting that would come out of the ad valorem taxes would be to say, ‘Well I was just kidding,’” McGuire said. But although he said he didn’t “feel strongly” about his base pay, McGuire did see room for change in other areas, suggesting the city allow council members to use city vehicles for trips on official business, or issue them city cell phones for city-related communication. “I don’t want to lose money, because I’m living on a fixed income, so I don’t want to have to dip into my Social Security to have to finance my activities on behalf of the city,” McGuire said. “It isn’t hurting me financially to do my job, but I’m cutting it close.” Netts suggested the city check the cost of adding benefits for council members, and consider determining the cumulative cost-of-living change since the council members’ pay was last set, and making an adjustment. City Manager Jim Landon said he’d have staff look into it.
FLAGLER COUNTY SALARIES Unlike city officials, county and constitutional officer salaries are dictated by a formula found in state statute. Here is what these officers are paid in Flagler County:
$126,123 Sheriff
$117,174
Clerk of court, property appraiser, tax collector
$98,766
Supervisor of elections
$50,916
County commissioners
$31,900
School Board members
AND THE PALM COAST CITY COUNCIL? By comparison, City Council salaries are dictated by the Palm Coast Charter:
$11,400
“If you ran for this office, and you said you were going do your best to be fiscally conservative and do your best to keep taxes low — as I did — then to participate in any compensation over and above what I’m already getting that would come out of the ad valorem taxes would be to say, ‘Well I was just kidding.’” BILL McGUIRE, Palm Coast City Council member

Palm Coast looks at bus stop safety options Mayor Jon Netts also suggested that Palm Coast residents push for cameras on school buses. JONATHAN SIMMONS NEWS EDITOR
A group of city and School Board employees is trying to get children waiting for their school buses away from busy traffic in the mornings. They’re brainstorming possibilities: Creating larger areas for the kids to stand and wait away from the road, changing the location of stops to move them to less busy streets, and holding safety instruction for children are all possibilities. The group held its first meeting Oct. 13, searching for ways to make local streets safer for kids after a 7-year-old Wadsworth Elementary student, Kymora Christian, died from a car strike as she waited for her school bus Oct. 7. A few weeks later, on Nov. 2, a 13-year-old boy was struck while riding his bicycle home from school. The teen, who was hospitalized with non-life-threatening injuries, was the fourth child struck by a car since then beginning of the school year. Jason DeLorenzo, who represented the City Council in a group of school and city staff to look at safety issues, said a plan had been
drafted. For now, he said, the School District is working on the education aspect of the initiative, planning to deploy its Problem Solvers student teams to help educate students about street safety. The city is working on the engineering side of the problem, he said. That might mean moving stops to city-owned land like pump station driveways where kids could wait away from the main roads, he said. “One of the things the School District is looking for is to identify where there are a lot of kids at the stop, and maybe see if there’s opportunities to split them up into two smaller groups so there’s less congregating in one area,” he said. Councilman Steve Nobile said there were two other issues residents had expressed concern about that he felt fell under the city’s purview: Speeding in school zones and cars passing school buses. “I drive up and down Belle Terre every now and then during school times, and there are always cars speeding through the school zone while the light is flashing,” he said. “And the thing that irks me the

most is that that person then pulls into the line to drop their kids off.” DeLorenzo said he’d noticed problems too, near Indian Trails. But enforcement by the Sheriff’s Office has helped, he said. “They’re constantly running the bikes up there, and they have somebody in the median — it’s been good,” he said. Nobile asked if the city could get more police presence. He sometimes passes St. Elizabeth Ann Seton Church when there’s a patrol car positioned there, he said, “and when you see that cop car and the flashing lights, everybody just slooooows down.” As to the problem of cars illegally passing stopped school buses, DeLorenzo said, “The technology is there to have cameras on the buses. It’s an incredible capital expense.” City Manager Jim Landon said other communities have cameras on school buses and issue citations. But after the red-lightcamera debacle, he said, such programs are unlikely to move to Florida unless the state Legislature explicitly grants permission

ONE POSSIBILITY ...
The city and school district could consider moving bus stops to cityowned land like pump station driveways where kids could wait away from the main roads, according to Jason DeLorenzo.

CITY CONSIDERS TOWN CENTER SPEED LIMITS
for cities to run such a program. “I think it’s an excellent idea,” Netts said. “But then, I thought red light cameras were a great idea, too.” Netts said he’s seen kids spilling out into the street at school bus stops, but “in the last two months, I’ve noticed that at the typical stops, there’s a parent there. One parent. ... kind of herding the kids back. The public — the parents, the grandparents, the older brothers and sisters — can take some responsibility. And I’ve seen a difference.” Netts mentioned a program in another Florida city that sent citizen observer patrols out with radar guns to clock drivers in school zones. The observers got speeders’ plate numbers and sent them letters saying that they’d been seen speeding in a school zone, and that if they’d been clocked by a deputy, they would have received a ticket for it. “It’s helpful that people know that someone’s watching,” he said. “When we had the red light camera signs up, people slowed down. When police cars start the flashing lights, people slow down.” And if people know one school bus has a camera, they may be less likely to pass any, he said. “I’d suggest the public, council members, contact their representatives and suggest that school bus cameras make sense — even if you don’t do enforcement and you just send a nasty letter,” Netts said.

Just a week after moving into the new City Hall building in Town Center, the city administration and City Council have moved to fix the sluggish, 15-25 mph speed limits that slow Town Center traffic to a crawl and have long frustrated residents. Councilman Bill McGuire suggested the city have a look at the issue. “I come in to the (City Hall) building and I drive the speed limit, and people pass me like I’m standing still,” he said. The driving in the city frustrated him. “Drivers that I encounter, by and large, if they’re not texting or using their cell opens, they’re just plain rude,” he said. Palm Coast Mayor Jon Netts said that in the case of Town Center, the low speed limits were conceived when that area was expected to be built out to be pedestrian-friendly and vehicle-unfriendly, with shops right on the sidewalk. McGuire said his idea was “to get a head start, because I do believe that this City Hall will bring in commercial type facilities.” Netts said “it was a great concept, but it hasn’t developed yet. ... Maybe in the interim, we make some adjustments where (a low speed limit) doesn’t make good sense.” The city asked its staff to study the issue.

Bunnell city manager resigns Bunnell and Flagler Beach are both trying to find new city managers before the holidays. JONATHAN SIMMONS NEWS EDITOR
Bunnell has become the second city in the county to find itself scrambling to find a new city manager before the busy holiday season begins. Flagler Beach was the first. But unlike in Flagler Beach, where City Manager Bruce Campbell has requested numerous times to step down but repeatedly been induced by the City Commission to stay, the vacancy
in Bunnell was unexpected: Bunnell City Manager Larry Williams, who has been with the city for about two years, resigned suddenly just weeks after asking for a 2% raise, which the city granted. “I told them on Tuesday. It came about Sunday night,” he said in an interview. “I was talking to my wife, and I said, ‘You know, I’m really doing keep-busy work, and that’s just not me. I can’t justify getting paid to sit at a desk for eight hours a day. I can’t do that.’ So that was it; It was very spon-
taneous.” Bunnell city commissioners, in a Monday, Nov. 9 meeting, thanked Williams for his service to Bunnell, formally accepted his resignation — noting some of his key accomplishments, like balancing the city’s budget and pulling the city out of the planned-for purchase of the old courthouse building — and then voted 3-2 to advertise for the position. Commissioners Elbert Tucker and Bill Baxley objected, preferring to search for an internal candidate first. “I would rather see us look internally first before we go advertise to go through another 84 applications, like we did last
time,” Tucker said. “If it fails and we can’t find somebody in the city of Bunnell … then we can go out to advertise.” Baxley agreed. “It’s always better to go from within, because you’re letting your staff know you’re looking at them first,” he said. Bunnell Mayor Catherine Robinson said advertising the position wouldn’t keep internal applicants from applying. And there isn’t much time to find someone: Williams’ last day will be Jan. 4. Two people speaking in the meeting’s public comment period also urged the city to advertise widely.

Bunnell City Manager Larry Williams
The Rev. Sims Jones said, “I think we need some new ideas, some fresh ideas and maybe some other qualifications that may be out there.” Williams thanked the commissioners for their support. “I applied to the job thinking I could do something good,” he said. “I was able to, through staff and through your votes, we were able to get through it all. I’m at the top of my game, and I feel that when you’re at the top of your game, it’s time to move on.”

In the Oct. 15 edition, Kim Olson wrote a letter saying, “The NRA has a proud history and was instrumental in providing guns as protection for our black citizens targeted by the KKK.” The following edition, Oct. 22, included a “correction” that inaccurately represented Olson’s letter. The correction stated: “Olson wrote that the NRA was founded in part to provide guns to fight the Ku Klux Klan.” But Olson never mentioned the “founding” of the NRA. A second point also needs clarification. Olson claimed the NRA “was instrumental in providing guns,” but nothing has been found to corroborate that the NRA actually provided guns.

How many games matter?

The Pirates went 8-2 on the season, by far, the programs’ best year.
Your 2015 Matanzas Pirates
A BANNER YEAR Matanzas’ season may be over, but the future is now looking bright for Pirate Nation.
PIRATES WIN IN SEASON FINALE
JEFF DAWSEY
Matanzas (8-2, 3-2) closed out the season with a 28-20 win over Pedro Menendez Thursday, Nov. 5, at Menendez. “We’ve come a long way,” Ripley said. “I think you saw a lot of resolve tonight. Last week left a bad taste in a lot of players’ mouths, our coaches included, but they just didn’t want to lose tonight. There’s a lot of fight with this group, a lot of pride to come out here as a team with nothing to play for other than winning game No. 8.” Unlike last week, where they were held to just six points through nearly three quarters, Matanzas scored 28 points in the first half. Sophomore Cory Steward returned a punt 70 yards for the first Pirate touchdown, and, at the beginning of the second quarter, the Pirates drove down field, and Daniel Dillard sealed the drive with a two-yard run to put Matanzas up 14-0. After giving up a 70-yard Menendez touchdown pass, the Pirates responded with a Mackenzy Wagner five-yard quarterback keep. With a little over a minute remaining in the half, Menendez found the end zone again, but the Pirates came firing back, when senior Rahkim Perry returned the kickoff 96 yards for a score. “I think if this team showed up at Deltona, we’d be playing at least one more game,” Ripley said.
SPORTS EDITOR
H
ead coach Robert Ripley and the Matanzas Pirates removed a lot of monkeys from their backs this season. While a first playoff appearance just barely eluded them, the Pirates can finally breathe, knowing they’re no longer a team other opponents will automatically put a “W” on the calendar for. “If you would’ve told me, at the beginning of the year, we will be 8-2, I would’ve taken it and said, ‘Thanks. I’m going home,” Ripley said. “To win eight (games) and join a short list of teams in the county’s history is a huge accomplishment for us, and to be the best statistical team to ever play at Matanzas is also a great accomplishment. I think in a few weeks it will feel a lot better than it does right now. You gotta be proud of this team and everything they’ve been through, the three head coaches, losing seasons, unsure of who they might be and now getting a little bit of success.” While Matanzas is losing key seniors, such as Daniel Dillard, Andre Bodison and Hunter Turner, to name a few, stout underclassmen are looking to step up and put the Pirates into the playoffs next season for the first time in the school’s history.
THE YEAR OF FIRSTS The 2015 Pirates were the first Matanzas football team to ... n Beat Flagler Palm Coast and become county champions; n Win a district game in nearly four years; n Beat Nease; n Win more than five games (up to eight); n Win consecutive games; n Be ranked in the AP Poll (10th and ninth); n Be ranked in the Bright House Sports Network Poll; n Be ranked in the Daytona Beach News-Journal Fab 5; n Go undefeated at home; n Win three district games in a year; n Have a winning record; n Beat Pedro Menendez.
“I feel like the future is great,” Ripley added. “I felt like we were a year away and that we would have some growing pains this year, but we would also have some success.”
Rahkim Perry returned a kickoff for a touchdown and broke off a huge run that led to another score.
“This won’t be the last you’re going to hear about them Pirate Boys.” ANDRE BODISON, wide receiver
“No one thought we could do it. ... I’m just so happy I got to be a part of it with my brothers.” DANIEL DILLARD, running back
o one would care if we were 5-5 and going (to the playoffs) because went 4-1 in the district.” Coach Robert Ripley is right. No one would ask him about the playoff system, if Matanzas was mediocre but won enough division games to advance. I, however, would still raise the issue. Last year, I wasn’t a fan of Seabreeze’s playoff appearance, after the Crabs went 3-6 in the regular season. This football season has concluded for a lot of good teams with impressive records, while others go on, who may have a losing record. But, is that fair? I think so. Playoff teams are determined based on the division record. If you win your division games, you advance. Because each team plays the same opponents, no one can argue the fairness. My issue concerns the other five to six games on the schedule. Is there any significance in them? Ripley says they’re “honestly just practice games.” I would also agree with him there. I understand that colleges look at stats and players’ performances throughout a season, and other games generate revenue for the program, but the better wisdom would suggest teams treat those non-division games like practices. When teams trade game films for preparation against my imaginary squad, they’d be in for a rude awakening, when we come out in an entirely different formation with different personnel. I’d rest some of my best players midway through games and play the less talented. Then, when I get to division games, our opponents wouldn’t know what to study. Yeah, we may go into our division schedule 0-3, or better, if we’re lucky or good enough, but we would be fresh and unpredictable, unlike our competition. With most sports topics, hindsight is always better, and spectators are always the best coaches, because spectators’ logic doesn’t breed consequences. But I wonder how long a coach would last, if he adopted that system, and it actually worked to perfection. Would he be considered a genius, if he finished three straight seasons at 5-5, winning all or nearly all of his division games, while losing others, but getting into the playoffs? Or would he get fired for losing a bunch of exhibition games? We’ll probably never found out because that system is too risky. I guess that’s why Ripley said, “It’s just the nature of the beast.”

Friends, family and supporting community members gathered at the Wadsworth Skate Park, Sunday, Nov. 8, to shed light on the illness that led to A.J. Fernandez’s death. Fernandez had paranoid schizophrenia and was constantly battling fear, paranoia and anxiety, which led him to take his own life at age 24 on Aug. 26. Yvette Ruiz’Raszl, A.J.’s mother, was awed by all of the support received from the community to commemorate her son. “Everything is a little surreal, and emotions are bittersweet,” Ruiz’Raszl said. “I am so proud to see all of these faces; so many of

He is a rising star who keeps getting better and is a hard worker, who believes in himself and his coaches. “He follows every season plan to a tee,” Halliday added. “He knows that, if does, he will be at his best at the end of the season, when it really counts. He is a gamer, when championship season comes. Justin was second at districts, third at the region and now state runner-up. He believes he can win every time he toes the line, and he knows I believe in him.” After a short stint to rest, Pacifico will begin to train for track season. Last season, he won the runner-up medal in the 800-meter run, after giving up the lead in the end. When asked if he will settle for silver this year, Pacifico laughed and said, “No.”

As the 4A Cross Country State Final headed into its last stretch, senior Justin Pacifico, who was in eighth, didn’t want to leave the track with any regrets. He rocketed past everyone in front of him except the pre-race favorite to clinch runner up and the fourth fastest time of the day (two other runners ran in the cooler early morning), amid hot and humid Florida conditions on Saturday, Nov. 7, in Tallahassee. “I’m satisfied,” he said. “I was honestly hoping for a Top 5 finish. The pace was slow throughout, which was a little weird for those big guys in the front. “He was super excited, as was I and his school,” coach David Halliday said. “Justin is the fastest FPC distance runner since Anthony Morales in 2006 and the highest FPC state meet placer since Justin Harbor won the indiCOV-1636 DBIA JetBlu PC Obsevr .qxp_Layout vidual title in 2005. Through this event we can spread awareness on the illness that A.J. succumbed to and hopefully prevent another family from going through the same experiences.” Event coordinator Carli Cipolla and her fiancé, Adison Wida, were best friends with Fernandez. She decided to have a skateboard competition when she saw an old picture of Fernandez with his friends at the skate park. “This was his favorite place to be,” said Cipolla, pointing to the half pipes and skate rails. “After seeing the picture of A.J. skating with his friends, I knew this would be the best way to remember him. With about 50 competitors, the turnout for the skate competition is better than I had anticipated.”

The Flagler County Schools bed nears the finish line with the assistance of Flagler Beach firefighter Andy Thomas.
Wake up,
sleepy head! B
ystanders kept their distance as team members sprinted past pushing a bed down the street in Flagler Beach Saturday, Nov. 7, for the Flagler Fun Coast Bed Race. Each team went one at a time racing the clock, instead of each other, to avoid a bumper car situation. The teams were faced with four pit stop challenges to complete throughout the race. The bed race has been a tradition held by the Flagler Volunteer Services, the Kiwanis Club of Flagler County and Wheels in Motion at Veterans Park for the last seven years. Proceeds from the event support Reading Pals and the youth in Flagler County through sponsorships conducted by Flagler Volunteer Services and the Kiwanis Club. This year, nine beds signed up to compete, but only eight made it to the finish line. The bed created by the Flagler Beach Fire Department and the
Flagler Beach Police Department lost a wheel before the start of the race. Without hesitation, the Flagler County School Board welcomed firefighter Andy Thomas to join their team and represent the Flagler Beach law enforcement and fire department. Trouble didn’t stop there when the Sea Ray bed-boat broke apart on the rocky waves of Second Street. The team was left with nothing of the original grand display, but luckily the bed frame was still functional. Undeterred by the broken ship, the team pushed on and finished the race in second place. “This was our third attempt at creating the ship over the bed frame,” said Jesse Shembeda, an assembler and installer at Sea Ray. “The destruction of the ship was discouraging, but we pulled through together.”

In 1998 we had to walk out of this place and hope it wasn’t burned to the ground when we got back,” Carotenuto said, as she remembered the countywide evacuation during one of Flagler’s worst firestorm summers. “Alachua County Animal Services helped us and took our animals in.” In early October, South Carolina suffered flooding due to a tropical weather system. A huge burden was placed on already crowded animal shelters as adoptions went down and more animals came in. The shelter staff expected the van from Brother Wolfe Animal Rescue in Ashville, N.C., to arrive at 9 a.m. on Thursday, Nov. 5. A change in plans delayed their arrival until past 7 p.m. Shelter staff and volunteers remained after hours to greet and settle the six dogs, four kittens and an adult cat into their FHS kennels. Man’s best fur-end? How to handle the shedding
JACQUE ESTES STAFF WRITER
I am not complaining; I look forward to writing my column every week. But instead of being focused on writing about one of my favorite subjects — animals; I am being drawn to my vacuum
cleaner. OK, it is a Dyson and (in my opinion) the best money I’ve ever spent. We have gone through countless vacuums because: A. I don’t like spending a fortune on something that sucks dirt; and B. There is one dog, one bird, and one cat in this house that could make a zookeeper shudder at the hair and feathers. Getting excited over a vacuum seemed odd — still does, to be truthful — but I have to admit James Dyson does know vacuums. I mentioned to my daughter that I bought a vacuum that I am way too excited about. Her

immediate response: “You got a Dyson!” — and immediately laid claim to it in the will. I am hoping that means that she, too, thinks it (and I) will last a long time. The best way to reduce (you will never eliminate) the excess fur is to brush your pets every single day. Right, and I floss my teeth after every meal, too. There are seasons, though it seems to be 11 out of 12 months in Florida, where animals shed their coat. How much they shed has a lot to do with the breed. If you have a dog that requires grooming, like a wire haired terrier or poodle, you are probably not going to see any tumblefur rolling across your tile floor. A good diet with good quality food will help your pet obtain a glossy, healthy coat of hair, which will still shed under the bed, but hopefully less. If your pet is shedding exces-

sively (i.e. thinning coat and bald spots), or if your cat stops grooming herself, please make an appointment with your vet. There is something going on
that even a fantastic vacuum can’t fix. Have a tip you to share on pet grooming? Send me an email!

ourists staying at the Topaz Motel in Flagler Beach stood on their balconies, taking in the activity at the Island Grille on Friday, Nov. 6. Below them were multiple Tweedle Dees and Tweedle Dums, Alices, Mad Hatters, and one “Rabbit Hole,” all enjoying the fifth-annual Flagler Education Foundation Josh Crews Writing Project fundraiser. The event is in honor of Josh Crews, who was killed in an automobile accident on Nov. 21, 2010. Island Grille co-ownerJoe Rizzo and his wife, Teresa, were thrilled with the turnout for the event. The couple said 180 tickets were sold, an increase of 100 from the 2014 event. “Josh was best man at our wedding, and tomorrow is our 16th anniversary,” Teresa Rizzo said. “He was an amazing story teller and this event brings together children’s literature and storytelling, and gives everyone a chance to dress up, have a good time and reminisce.”

On the day of the Marine Corps’ 240th birthday, the Rotary Club of Flagler County held its secondannual Veterans Day lunch, welcoming veterans from all branches and all ages, who have served in World War II, the Korean War, Vietnam, Desert Storm, Afghanistan, and Iraqi Freedom on Tuesday, Nov. 10, at the Grand Club. As a way to thank former service
members, the Rotary Club asks its members to invite a veteran to a free lunch, where the veterans are celebrated for accepting the nation’s challenge to defend their country. response we’ve received.” The lunch also celebrated the nation, officers and first responders as a part of its opening observance. To close the lunch, guest speaker Marine Captain Ben Reep spoke about his time as a soldier, dating back to 9/11. The Flagler Youth Orchestra played as guests dined. “I think this all says that we get it,” Skripko said. “We have a 94-year-old who fought in World War II, Korea and Vietnam, and we have another gentleman that actually flew on the plane that was following the Enola Gay when they dropped the bombs on Hiroshima. They want to say thank you to those guys because they’re not going to be here much longer.”

White Table Ceremony kicks off Veterans Awareness Week at the county library
SYMBOLISM OF THE WHITE TABLE
Embry-Riddle cadets held a special ceremony at the library; the presentation left the audience teary-eyed. ANASTASIA PAGELLO STAFF WRITER
Flagler County Public Library Director Holly Albanese hosted the ceremony injunction with the Friends of the Library.
An emotional presentation was performed to honor and remember victims of POW/MIA from all branches of the United States Armed Forces at the Flagler County Public Library Monday, Nov. 9. Each cadet from the Embry Riddle Air Force ROTC POW/MIA Honor Guard represented one of the Armed Forces. The five cadets created a circle surrounding a table draped in white, symbolizing the men and women taken as prisoners of war and those missing in action. “The table cloth is white: symbolizing the purity of their intensions to respond to their country’s calls for arms, so that their children can remain free,” Cadet Redley said. “Our ceremony reminds the community to respect and honor our veterans and remain aware of their sacrifices.” The White Table Ceremony originated from the Arnold Air Society at Embry Riddle. The tradition has since been passed

along to the Air Force ROTC Honor Guard and is performed multiple times a year at community members’ requests. Each cadet is handpicked based on their dedication, ideals and morale, to ensure the ceremony is taken seriously. Old memories and emotions swept over the audience during the presentation. Sylvia Danese, a retired high school teacher, chocked up with tears after watching the ceremony. The symbolism from the white table brought back
memories of her life when she was just 18. Her fiancé had lost his life while defending our country in the Vietnam War. “The years have not made the memory of him go away,” Danese said. “Even after having a husband and kids, the pain still persists. As a country, we cannot do enough for those who sacrifice their lives to keep us all safe. I hope future generations will continue to love and show respect for our fallen heroes.”
The lit candle symbolizes the frailty of a prisoner alone who is trying to stand up against his oppressors. The black ribbon on the candle signifies those who will not be coming home. The single rose represents the loved ones and families of our comrades in arms who await their return. Slice of lemon to remind us of their bitter fate if we do not bring them home. Salt is present of the plate to show the families’ tears who wait and remember. The inverted glasses show they will not be present for the meal. The faded picture is a reminder they are missed by their families. The chair is tipped and their place is saved in hope for their return.

YOUNG GARDENERS FEED FLAGLER
Kayla Haines, a fifth-grade student at Bunnell Elementary, dressed up as a veterinarian on Friday, Oct. 30. She was one of many students at the school who dressed as they would in their future careers. The students had a great time sharing their future dreams with their classmates and teachers.
On Saturday, Oct. 24, members of the Volusia/Flagler Boys & Girl’s Club, at Rymfire Elementary School, worked hard, planting vegetables. Flagler County Master Gardeners David Tibbetts and Honor O’Reilly, along with Shantelle Britt, the Boys & Girls Club director, worked with the children and nearly 20 volunteers as they planted more than 200 vegetable seedlings. The Flagler County’s Department of Juvenile Justice’s Community Garden continued its seventh year of operation, helping to feed Flagler’s hungry. Last year the garden donated more than 1,000 lbs. of fresh vegetables and citrus for local food pantries to distribute to families in need. This year the garden volunteers are planning to work even harder to increase their annual donation. Among the work crew were the following: Volusia/Flagler Boys & Girls Club member Isabella Principe, Kayla Principe, Master Gardener Honor O’Reilly,Jeramiah Poggi, FPC’s Najare Johnson, and Joy Prime.

Information provided by the club: The Portuguese American Cultural Club of Palm Coast celebrated the fourth-annual Scholarship Dinner on Saturday, Oct. 17, when the club awarded 13 students of Portuguese ancestry the merit and cultural scholarships. The winning students: Marco Felipe Branquinho, Jennifer Martins Almeida, Daniel Amaral Cedeira, Nicole Santos Couceiro, Nicole Sa Da Silva, Emily Ferreira Dias, Kiara L. Ferreira-Taft, Andrew Philip Lourenco, Leana Nicole Lourenco, Andrea Cristina Maia, George Michael Pereira, Alyssa Kiara Santos, and Jessica Alysse Santos-Cogo. The scholarship money is the result of a collaboration of golfers who participated in the annual North vs. South Golf tournament at three Palm Coast golf courses. The tournament was sponsored
by Fred Hackney, of Hackney & Associates. The scholarship committee comprised Jack Ataide, Lauro Cabral, Ivone Carneiro, Manuel and Catherine Carneiro, Rosa Costa, Rosemarie Hiers, and Samuel and Paula Prata. Master of Ceremonies Rosa Costa introduced Manuel Grova Jr., councilman from Elizabeth, N.J. Grova spoke about the importance of ancestors who, through heavy labor work and many sacrifices, succeeded in giving their children a better life. “When you wake up in the morning and don’t feel like going to your classes,” Grova told the students, “please remember your parents, grandparents, and other ancestors — that for them there was no better days, only very labor intensive physical work, every day.” During dinner, entertainment was provided by Kenny Real and Banda Unica.
