“There is no link between fluoride and these things that the anti-fluoride community espouses,” Health Department Administrator Robert Snyder said.

About 3,200 reputable scientific studies, Snyder said, “have proven the science and the safety and effectiveness behind community water fluoridation.”

Some day, Flagler County will no longer be one of the few counties in the state of Florida that does not have fluoridated water.

The Flagler County Commission voted unanimously at its regular Aug. 15 meeting to move ahead with a fluoridation program recommended by the county and state health departments.

According to County Administrator Craig Coffey, there will be no immediate change in the water: Fluoridation is likely two or more years out.

There was little discussion of the matter among commissioners, and no members of the public spoke in favor of or against it, although the Observer has had many letters to the editor opposing fluoride since the meeting.

“It’s about time for Flagler County to do something to prevent tooth decay — for children and adults,” Flagler County Health Department Administrator Robert Snyder after the meeting. “This is a very important public health initiative, and we are very pleased that the County Commission has taken this initiative.”

A total of 52 out of Florida’s 67 counties area already either fluoridate or already have the optimal amounts of fluoride naturally occurring in their water sources, Snyder said.

Nearby Jacksonville is one of about 30 Florida cities that has the optimal amount of fluoride — about 0.7 milligrams per liter of water — occurring naturally in its water supply, and doesn’t need to fluoridate.

Gainesville was the first Florida city to start fluoridating its water, in 1949, and now, Snyder said, 77% of people served by a public water service in the state of Florida have fluoride in their water.

Fluoridation is supported by the state health department with grant money, and Flagler County would be eligible for $150,000 in state money to start its fluoridation program.

The change will affect people who live in areas that receive water from Flagler County water plants

— the unincorporated areas, including Plantation Bay and the Eagle Lakes subdivision.

But Palm Coast, Bunnell, and Flagler Beach — which have their own water sources — would not be affected by the County Commission’s vote to fluoridate the county’s water supply.

Those cities’ elected boards would have to vote separately to fluoridate the cities’ water sources.

Fluoridation has its opponents, and has since it was first implemented in the town of Grand Rapids, Michigan, about 71 years ago.

Back in the 1950s, Snyder said, opponents called it a communist plot. These days, they blame it for various health issues, including lowered IQ and various kinds of physical ailments.

There’s no science to back those claims, he said. About 3,200 reputable scientific studies, Snyder said, “have proven the science and the safety and effectiveness behind community water fluoridation.”

Scott Tomar, a dentist with the University of Florida who attended the meeting, said the anti-fluoride claims have “no basis.”

“All of these claims have been reviewed at length, and debunked,” he said. “We should be making public policy based on the best available science. It’s really not a controversy.”

Among fluoride’s proponents, said Snyder, are the Centers for Disease Control — which has listed fluoride as among the top 10 health advances of the 20th century — and about 100 other medical associations, including the American Medical Association, American Dental Association, the Mayo Clinic, the American Academy of Pediatricians and the World Health Organization.

Fluoridation, Tomar said in the Aug. 1 workshop, leads to about a 25% drop in tooth decay, even with widespread access to fluoridated toothpaste.

It also saves money in the long run, said Snyder: By some studies, fluoridation saves $38 in future dental expenses for every $1 invested in fluoridation.

Among the Florida municipalities recently grappling with the topic of fluoridation are Collier County, which recently voted to keep it, and Wellington and Lake City, which voted to restart fluoridation programs.

“We’re supporting Flagler County getting it, and then keeping it,” Isaac said after the meeting Aug. 15.

Residents will see a scheduled rate increase of 5% this October, and in October 2017. Impact fees of $4,600 are being charged on new home construction. All of the money from the impact fees will be applied to the wastewater project and well construction.

The Plantation Bay residents who clutched jars of yellow water — or flashed cell phone photos of jars of yellow water, straight from their faucets — weren’t happy on July 25. The process of fixing their ailing utility service, which Flagler County bought from Bunnell for $5.5 million, is a slow one.

The good news is the water has tested in acceptable ranges for more than a year.

But when the water is yellow, that good news is hard to swallow.

The 70 residents who attended the update meeting at the Club de Bonmont on Monday, July 25, hoped for some answers.

One new resident was upset because her real estate agent had not told her of the water issue, even though she had asked about the water in the community because she has an auto-immune disease.

Dave and Gail Yaris have lived in the Westlake section of Plantation Bay for the past two years.

They’ve had a home filtration system installed, and have a reverse osmosis system in the kitchen.

“The water coming out of the refrigerator and the ice cubes is fine,” Dave Yaris said.

wife added, “we have to explain why there is yellow water coming out of the bath faucet.”

The community is applying for $8 million in loans from the state and the Federal Department of Environmental Protection, and $2 million has been approved by the state.

Resident Jane Gentile-Youd asked what would happen if the county couldn’t get the loans.

“While there is no guarantee of loan approval, if you follow their guidelines, they work with you,” Flagler County Administrator Craig Coffey said. “The state wants us to be compliant and environmentally sound.”

Coffey said that the wastewater portion — itself a 27-month project — would be completed first.

“The wastewater project is nine to 11 months away from the start of construction,” Coffey said.

The well water project is expected to be a 40-month project.

“I can Band-Aid this for $2 million and improve your water in the short term, or develop something for long-term,” Coffey said. “Our goal is to get as much money as possible and build the best possible system.”

Of the four wells Plantation Bay residents get water from, Well 1 was described as good, Well 2 was average, and Wells 3 and 4 were poor. The yellow water coming from taps is attributed to a spike in demand requiring use of Well 3.

Karen Piazza spent part of her teen years riding shotgun in a red Triumph during trips to Plantation Bay. But it wasn’t Plantation Bay in the 1970s. It was Marco Polo Park, and she was on her way to work.

“I was a senior at Seabreeze High School, and I would ride with two other friends, Terry and Janet Browning. We all worked at Marco Polo Park,” Piazza said.

Piazza’s parents were living in Plantation Bay, and when her father died, she asked her husband Bernie, “What do you think about moving down here?”

Bernie Piazza had never been to Florida before, and had little experience with hurricanes. His wife reassured him.

“I told him we have hurricanes, but we hadn’t had a hurricane in a long time.”

So they moved to Plantation Bay in the summer of 2004. Bernie Piazza soon became acquainted with Charley, Frances, Ivan, and Jeanne, not new Plantation Bay neighbors, but the series of hurricanes that came through in August and September.

She also worked with her friends at a Welcome Station on U.S 1. near ramps to I-95. It was there she had her picture taken with “Marco Polo” for the cover of a resort guide (see the photo on this page).

nese garden with peacocks and ducks. There was also an ice cream and jewelry shop, and a toy shop with hand-crafted wooden toys.

Piazzo would generally work in the pottery or toy shop.

She has fond memories of a family from Italy who lived in trailers on the park grounds and operated the Ferris wheel. They had sons, and, being a teenager, the Italian boys were worth noticing.

“We would go to their trailer, and their mom would make dinner for us,” she said. “They didn’t

speak English, and we didn’t speak Italian. It was fun trying to coordinate.”

Piazza didn’t initially realize that the community her family had settled in was in the same spot as where she worked in the early 1970s.

“It is so funny that I would end up living here,” she said. “It was so far away from everything. It wasn’t busy and crowded like Disney. It was a really fun job.”

TRAFFIC CONTROL ISSUES:

Although we have seen significant improvement with the increased presence of both Volusia and Flagler County sheriff’s deputies, security continues to receive complaints about bad driving behaviors, by residents, vendors and visitors.

Please abide by the traffic laws here on property, as you would elsewhere, whether driving motor vehicles or golf carts, or as pedestrians or on bicycles.

Speaking of which, each school day, security has been monitoring the intersection of Aldenham and Hampstead, and we have observed several cars continue to not stop at the stop signs, and there are children present waiting on the school buses.

In most cases, we have contacted the offender and asked them to be more diligent and aware for the children’s safety.

Take a moment and follow the traffic laws. Those could be your children or grandchildren at risk.

Both Flagler and Volusia sheriff’s offices assured me they will continue to monitor traffic and will write citations for offenders

Although Hurricane Hermine didn’t produce any significant weather related incidents, (other than some minor wind and rain related incidents), the security staff was prepared, and had activated our “Emergency Preparedness” plan.

I recently attended a community awareness meeting dealing with the Zika virus and the financial impact it could have on our community. The meeting was presented by the Volusia County Mosquito Control Department and the State of Florida Department of Health.

The focus of the meeting was to provide additional information on awareness, prevention and spraying techniques by the mosquito control department for the mosquito that carries the Zika virus, and how its impact affects our community of Plantation Bay. Some key features of the type of mosquito that carries the Zika Virus: The type of mosquito that carries Zika is a “container grown” mosquito, meaning it only grows in stagnant water, such as birdbaths, old tires, pots, pet water bowls, gutters, etc. — basically anything that can hold standing water.

It does not grow or thrive in normal bodies of water, like retention ponds, lakes or streams because of the constant changing of the waters molecular structure.

Swimming pools also need to be properly chemically treated (normal chlorine/ph levels).

This kind of mosquito has a very small “flight area,” meaning that it normally stays within a 200-yard area (basically the area of your residence, and your neighbors on each side).

Normal life cycle is two weeks from larvae to adult biting mosquito.

If you “tip and toss” every week, getting rid of any standing water in your yard, it will dramatically reduce the chances of these mosquitos from affecting our community.

In Volusia County there are currently eight cases of confirmed Zika, each of those being “travel related,” meaning each case was contracted outside Volusia County. Flagler County has no reported cases of Zika.

Tips to prevent mosquito borne issues: If leaving windows open, make sure your screens are secured and any holes in screens are fixed.

Wear long sleeved shirts, pants, socks and shoes when outside (from dusk to dawn).

Use insect repellent with at least 30% DEET or organic sprays containing oil of lemon, or eucalyptus.

Reapply repellent as necessary.

Symptoms of Zika (in nonpregnant persons): Only about 1 in 5 people infected with Zika virus are symptomatic.

Zika fever is a mild illness. Severe disease requiring hospitalization is uncommon. Signs and symptoms of Zika fever may include acute onset of low-grade fever, rash, joint pain, conjunctivitis (reddening of eye), body aches, headache, eye pain, and vomiting. Treatment is symptomatic since there is no specific treatment against the virus. Illness typically resolves within a week.

If we ever have a reported case of Zika in our community, we will receive additional treatment from the mosquito control department, in the range of $9,000 to $30,000 per treatment.

These treatments are for a fiveweek spraying, education and surveillance of infected areas But, this is only required if we have a reported Zika infection in our community.

This is why it is very important for each of us to do our share in preventing the growth of the mosquito. Remind your neighbor to “tip and toss” that standing water. Visit www.floridahealth. gov and www.cdc.gov/zika/.

Healing hands, healthy mind JACQUE ESTES COMMUNITY EDITOR

Plantation Bay’s Karen Patton is a well-known artist throughout Volusia County. She is even featured on an Ormond Beach economic development YouTube video that highlights the artistic community in Ormond Beach.

What many might not know about her is that she had breast cancer six years ago.

“I continued to paint, though it was more difficult during my treatment,” Patton said. “I became more aware of hazards of the materials I was using and learned extra precautions on how to handle them.”

Kristin Heron leads the Art of Healing classes at Florida Memorial Hospital and the Ormond Beach Memorial Art Museum and Gardens.

During a doctor visit in 2010 she saw a book, “Lilly Oncology on Canvas: Expressions of a Cancer Journey.” Two years later one of her watercolors would be featured in the book. The painting, titled “Tranquility,” won first place and Patton received a $1,000 for her favorite charity, St. Jude’s Children’s Hospital. She also spoke at the Eli Lilly National conference in Orlando that year.

“The art for the book was submitted by people with cancer, nurses, doctors — anyone affected,” Patton said.

Patton is a professional artist, but she is the first to say art can benefit everyone, whatever their artistic skills may be.

“I volunteered at Florida Hospital for the Art of Healing when it first started,” Patton said. “They had it in the conference room at the care center, and supplies were provided. It has become so popular they have it twice a month, one at the hospital and one at the Ormond Art Museum.”

Kristen Heron, the education and outreach curator for the Ormond Beach Memorial Art Museum and Gardens, leads the Art of Healing classes at the hospital and the museum. The same class is taught at both locations, and participants are asked to sign up for only one to accommodate the demand.

project,” Patton said. “It takes your mind off your problems.

As always, Heron started her September class at the museum by explaining that she is not an art therapist, and therefore the classes are not “art therapy.” The distinction didn’t seem to affect anyone, as scissors and paint brushes sprang into motion for the evening project, decorative magnet sticks.

It was an hour and a half where the focus was not on an illness or stressful issue in their lives; it was on the creativity and the people around them.

“It’s a relaxing place for people to come for a distraction from things in their daily life,” Heron said. “I don’t ask people what their medical situation is or why they are here.”

Patton said a friend and neighbor died this summer of COPD, but not before he discovered

Patton said she knows there are other people in the community, who may be battling cancer and other issues who would benefit by tapping their inner artist.

“There is so much available in the area,” Patton said. “You could start out at the Art of Healing and if you really liked it, you could take art lessons.

“I am a plein air painter,” she said. “I feel closer to God when I am painting. It’s my form of meditation.”
