City to adopt resiliency action plan

Thanks to a budding partnership between the Garden Club of Halifax Country and the city of Ormond Beach, a city “pocket park” could soon get an all-native plant makeover.

The club approached city commissioners about the initiative for Vadner Park, a 0.6-acre park at 105 Seminole Ave, which could also be used as an outdoor classroom for Osceola Elementary students.

The support was unanimous.

The Ormond Beach City Commission at its Feb. 4.

With resiliency and sea-level rise being major topics for many cities across the state, the city of Ormond Beach will be adopting the East Central Florida Regional Resiliency Action Plan in the near future.

The city will also be participating in the agency’s Regional Resiliency Collaborative. The goal of the action plan is to “increase the ability of local and regional stakeholders to implement resiliency and climate adaption strategies across

disciplines,” a city memo states, and the collaborative asks that members cooperate on a regional basis, attend an annual summit and engage the community to involve stakeholder representation for policies and recommendations for the action plan.

“This resiliency is the wave of the future,” said Mayor Bill Partington at the Feb. 4 meeting.

He said that with the governor recently appointing a state chief resiliency officer,

if the city doesn’t get onboard with the initiative, it will likely lose future opportunities for funding.

City Commissioner Rob Littleton worried participation wouldn’t generate many grants, and that it would be more of a “bureaucratic” endeavor.

Planning Director Steven Spraker said the city can move on from the collaborative if this is the end result. The commission will evaluate a resolution come March 3.

“It’s not a matter of repayment. It’s a matter of any director being able to point to point to anyone in their division and do that without any oversight or accountability.””

The Daytona Beach Racing and Recreational Facilities District will provide the city with a grant to construct a new indoor gymnasium at the South Ormond Neighborhood Center.

The $235,000 grant means the city will use $565,000 from General Fund Reserves for the project.

Group advocates for city tree board A new nonpolitical grassroots group has been formed, and this one wants a tree board.

Three speakers came before the City Commission at its Feb. 4 meeting, They believe the Quality of Life Board doesn’t meet the Arbor Day Foundation’s Tree City USA standards. The city has been recognized as a Tree City for 28 years. City Commissioner Dwight Selby said he was intrigued by the idea of a tree board.

ocal artist Thays Franca spent about 40 days meticulously creating a painting on a wall, 50 feet long and 11 feet high. Through the long days, it was words from passersby that kept her going.

She liked being there at 3:30 p.m. on her workdays, because that’s when Ormond Beach Elementary School down the street let out. Drawn to her oversize art project, the students were full of curiosity.

“We talked about hard work, creativity,” she said. “I was an art teacher and I always like to have a teachable moment.”

Unveiled at the Feb. 1 Granada Grand Festival of Arts, her work is the first mural in the Ormond Beach Arts District mural program. Facing the west in the rear of the Ormond Garage Brewing building, 48 W. Granada Blvd., the mural was sponsored by Bill and Jan Jones, who own the building.

The mural was done from a photograph of a beach racing scene taken in 1904 at the Granada beach approach, fitting in with local history and the Ormond Garage. Provided by the Ormond Beach Historical Society, the photo has “50-mile race won in 40 minutes WKV Jr.” inscribed, which apparently refers to William K. Vanderbilt Jr., the winner of the race.

When Franca was painting, nearly everyone who happened by stopped to talk.

“I had such wonderful, warm encouragement from everyone who passed by,” she said. “I did not hear anything negative. It was overwhelming. The coolest comments from the kids. I’d hear, ‘Wow’ or, ‘This is so cool.’ I knew they were being honest because kids don’t sugarcoat anything.”

SECOND THOUGHTS

It was the largest mural that Franca has ever completed, and much different from the colorful beach and tropical scenes she normally paints.

“I don’t paint black and white,” Franca said. “I don’t do people. I paint from my imagination.”

When she first saw the photo, she even considered turning down the project, but then changed her mind.

“I knew I could do it. It was easier to accept the challenge than to watch another artist do it a few blocks from my studio,” she said, smiling. “It was a question of pride.”

Julia Truilo, executive director of Ormond MainStreet, said she is thrilled with the result. She said it’s impressive how she got the details and the overall feel of the original photo.

The mural also exceeded the expectations of Judith Stein, who heads up the mural task force for the Arts District.

“I watched it being done blow by blow,” Stein said. “It’s an incredible work of art.”

‘A PERFECT CHOICE’

Though the weather was cold and dreary, a large crowd equipped with raincoats and umbrellas made sure they didn’t miss the mural unveiling. Looking out at the faces of those who attended, Bill Jones said it made him feel proud of what was done at Ormond Garage.

“This is a grand old building,” Jones said. “I’m dedicated to keeping grand old buildings like this around.”

He also said he and his team have many more plans for Ormond Beach’s downtown.

“We’re not knocking things down,” Jones said. “We’re going to be building things up.”

Mayor Bill Partington also spoke at the unveiling, reiterating the importance of beach racing in the city’s history.

“We love our history, and we’re constantly fighting to make sure we preserve Ormond Beach’s history,” Partington said. “It’s so critical.”

At least two people traveled from out of town to see the mural.

Orlando residents Bobbi Campbell and Gail Joiner came out to support Franca, who is part of their Women Making Waves group.

progress as she goes along and I think it’s beautiful.”

Joiner is originally from a Texas town with many murals, and she said using them to make people aware of Ormond’s history is important.

“It goes so well with the garage,” Joiner said. “It’s a perfect choice.”

CHALLENGE AND REWARD

An outdoor mural presents challenges, most obvious being the weather, and it was a rainy December. It took Franca three months to get the mural done, dodging the raindrops.

Another challenge was the scope of the work, making it physically demanding. A muralist makes large brush strokes, quite different from doing a small painting.

“After three days, your arms ask, ‘Are we really going to do this again?’” she said.

As she finished a section, she would go ahead and paint a second coat the next day, because she

didn’t want people to see it with just one coat.

“It took me six to eight hours just to get where I was the day before,” she said.

Franca had worked with the Arts District committee for the past several years to get the mural project started. She said people travel from all over to see murals.

Now, she can drive by and see her own work.

“There’s no better feeling than accomplishing something you knew would be a challenge,” she said.

The first time Caryn Baker was formally introduced to the Ormond Beach Chamber of Commerce, it was through its leadership program eight years ago.

“Through the years, I have seen firsthand the growth of the cham-

ber and I recognize that it is a very impressive organization,” said Baker, who was installed as the 2020 executive committee chairwoman at the chamber’s annual installation banquet at The Plaza Resort and Spa on Friday, Jan. 31.

Baker, a real estate agent with Realty Pros Assured, was handed the gavel by past chairman Rich Cooper at the event. This year, Baker announced the chamber will be working on reorganizing and launching a new business investment structure to allow members more branding opportunities, as well as launching the Business Owners Sharing Solutions program. The first of that series is scheduled for March 5, and will have a goal-setting theme.

Chamber CEO and President Debbie Cotton said Cooper’s contribution during his year as chair made a difference.

“It’s because of your leadership, vision and support over the past year that the Chamber ended its year financially successful,” Cotton said.

Despite his busy schedule as executive vice president at Halifax Insurance Partners, Cotton said Cooper always made time for the chamber, its members and staff. He attended a slew of ribbon cuttings, all major events, and spoke before the City Commission when needed. He worked the front desk during the holidays so her staff would have time off for family, Cotton added.

Cooper said the past year had been fun. He said the chamber launched a new website, increased the Rob Ridder Scholarship Fund and became certified, and the leadership class raised over $12,000 for the Volusia County Angels Fund to help with school lunch debts, to name a few achievements.

He thanked committee members and chamber volunteers for their contributions in 2019.

“It’s a lot of work, but it’s a great endeavor and you get to do it with such amazing people,” Cooper said.

Pay raises for Volusia County government employees will face more supervision moving forward, with County Manager George Recktenwald looking over future requests.

The added oversight is a result of the discovery that in December 2018, former Deputy Attorney Jamie Seaman received an $11,000 raise shortly after making an informal agreement to repay $33,000 of mistakenly provided cashed-out leave over the course of three years.

Based on a leaked memo written by Volusia County Councilwoman Heather Post — which she emailed to all council members — Seaman agreed to biweekly payments of $434.78 to repay the debt; however, a raise equating about $376 bi-weekly was approved by former Human Resources Director Tom Motes and former County Attorney Dan Eckert.

Post called the situation “highly inappropriate,” and one that the county needed to make sure was not repeated. She also asked that the county’s auditor look into other possible instances.

“It’s not a matter of repayment,” Post said. “It’s a matter of any director being able to point

to anyone in their division and do that without any oversight or accountability.”

Seaman’s salary was $180,250 at her time of resignation, with her final workday having been Jan. 31. Both Motes and Eckert had previously resigned as well.

With all three gone, County Councilman Ben Johnson said it was time to put the issue to rest, as nothing done was illegal, and accept County Manager George Recktenwald’s suggestion moving forward to disallow raises for employees who owe money to the county.

“We are a policy group,” Johnson said. “We cannot get down in the weeds of how people act and what they do in reference to the county and their division.”

Interim County Attorney Michael Dyer, who received a 5% salary increase earlier in the meeting, said county personnel rules state that any employee pay adjustments would require approval by the HR manager.

The council hopes Recktenwald’s added supervision will prevent another situation like Seaman’s from happening.

Recktenwald said he wouldn’t have approved her pay increase.

“I think the timing was terrible,” he said.

Seabreeze presents ‘Into the Woods’ The 26-student cast has been hard at work these last few months putting together this ‘dark and human show’ as described by Director Crisi Simmons.

“I wish.”

These are the opening words in Stephen Sondheim’s 1986 musical “Into the Woods,” and on Friday, Feb. 7, they will be the first lines spoken onstage at Seabreeze High School’s auditorium.

SHS American Musical Theater group has been hard at work for the past few months learning the difficult show. “Into the Woods” features well-known fairytale characters who will eventually face the consequences of their actions, for better or for worse. Director Crisi Simmons described it as a dark and human show, and the 26 students in the cast have learned their roles and progressed their characters in a short amount of time.

“It’s been really fascinating to see how much effort and how much thought that they are putting into crafting these characters,” Simmons said.

AMT has had challenges putting this musical together along

the way. Originally, Simmons was the production’s choreographer.

But when the first director moved to Texas, Simmons took over.

“It’s been a whirlwind, but the kids are awesome,” Simmons said. “They really have stepped up in such amazing ways.”

For senior Jackie Myers, that meant diving into her character of Cinderella. It’s a role she was excited about, though she’d never played a part like that. In last year’s AMT production, “Shrek The Musical,” she had played Pinocchio.

“I found a lot of myself in her, which I think helped me,” Myers said.

This will be Myer’s last show for her high school career, and from the beginning, she knew it had to be memorable.

“If we all want it as much as the person that wants it most, then we will succeed,” Myers said. “And I think we’re starting to succeed, and it’s starting to come together.”

the show, her character struggles with wanting a child despite the fact that her husband was cursed with infertility by a witch.

Despite the fantasy element of the stories, the show is relatable, Koneski said.

“We’ve really worked so hard and this group — we’re so tight and we would love for everyone to see it,” Koneski said.

Senior Ben Kuftic, who plays the baker, agreed. The show is about want and sacrifice, he added. This will be his first role in a musical, and he said they want to show it to the community.

“I want to show our rendition,” Kuftic said.

Musical Director Julia Hood said she’s seen the students grow together as a team, and that the show has instilled a timely life lesson for them, too.

“I think what this play does is to realize that we all have humanity, and we all are trying to do the

Seabreeze High School Reading Chair Jennifer Mollo wants to get students excited about books.

But in an age when smartphones reign supreme, that’s easier said than done. Even so, with a little chalk and some literary inspiration, Seabreeze’s courtyard on Thursday, Jan. 30, paid tribute to the books and quotes that changed students’ lives.

The art is part of the school’s participation in the Florida Department of Education’s initiative, “Celebrate Literacy Week, Florida!” Throughout the week, the halls at Seabreeze were covered in sidewalk chalk haiku poems, students swapped books at the media center, and they created six-word stories. On Friday, they had the chance to participate in a “literacy photo booth,” courtesy of Frame of Mind.

As Mollo perused the courtyard, she wasn’t surprised to see Harry Potter book titles written out on the sidewalk. But she was surprised to see books like “Adventures of Huckleberry Finn” and “Kite Runner” among them.

“What shocked me about those is those are all books they read here in school, like, in class,” Mollo said.

Seabreeze student Justin Scheats said reading has made big impact on his life — in particular, the Percy Jackson series.

“It reached out on things that teens have trouble with nowa-

days, so I felt connected to it somehow,” Scheats said.

Reading isn’t student Mason Owen’s favorite hibby, but he said he does enjoy a good sports biography every now and then. Still, he said seeing the campus decorated for Celebrate Literacy Week was welcome.

“It’s more creative, so it’s not like the same thing every day,” Owen said.

For student Maddox Bovee, he loves a book with a good story line and writing style.

“It takes a lot for me to get interested in a book, but once the writing style flows really nice, and the story is really interesting, I can get into it really well, like ‘Oliver Twist’ — that’s a favorite,” Bovee said.

It’s conversations like these that Mollo strived for during the week.

She said students deal with so much negativity and heavy topics that, as a teacher, she spends a lot of time building relationships with students — especially those in her reading classes who need a little extra boost in the subject matter to be able to pass their standardized tests and graduate.

But things like Celebrate Literacy Week helps get the kids excited about something, she said.

“Events like this, it’s important to have a little fun during the school day sometimes,” Mollo said. “Something out of the ordinary.”

ayden Alexander, an Ormond Beach native, has been doing competitive gymnastics for about three years. She currently trains at Flight Gymnastics Academy, located at 400 Andalusia Ave. in Ormond Beach.

She’s at the gym every day. Not almost every day. She’s there seven days a week. Every week.

She’s at the gym before 3:30 p.m., and she doesn’t leave until 7:30 p.m.

“She never misses a day unless she’s too sick to walk,” said Director Brittany Jensen, who has known Alexander since the gym’s founding nearly three years ago. “She’s a very motivated and determined person.”

Alexander, now 12 years old,

got her first taste of gymnastics when she was in first grade. She participated in the sport for several months before a fall gave her a scare.

She hardly remembers the incident now.

“It wasn’t even a bad fall,” she said. “I was just little. If I fell like that now, I would be fine.”

Alexander also dabbled in soccer and tennis before permanently settling on gymnastics.

“There’s a certain type of person who is cut out to be a gymnast,” her mother, Lisa, said. “It’s not for everybody.”

She started in the Xcel Silver division and quickly moved into Xcel Gold. At that time, she was practicing only about three times per week. She’s now in Level 7 — and is progressing rapidly. Her goal is to be at Level 9 or Level 10 by the time she’s 15.

“It’s very rare to see someone progress as quickly as she has,” Jensen said. “She’s very naturally gifted.”

But with the jump to a higher level comes the extra commitment: more practice, more meets, more time. All this while balancing her family life, social life and

academic duties at St. Brendan’s Catholic School.

“To be in the gym as much as she is, you really have to love it,” Lisa Alexander said. “Most adults don’t even have that kind of discipline. I don’t think she’s meant to do anything else.”

Sometimes, it’s difficult — like after a rough meet. But Hayden Alexander has a thing she likes to do to regain confidence. She likes to read quotes.

“Hard days are the best days,” she tells herself, “because that’s when champions are made.”

Her dream is to one day earn a scholarship to UCLA or the University of Florida. She’s already attended several camps at UF. “Gymnastics is something I want to pursue,” she said. “I have a lot of motivation to do this.

Seabreeze’s girls weight lifting team had six girls qualify for regionals: Emily Steinmann, Towana Richards, Andreana Bowen, Hailey Strohm, Olivia McGee and Kelly Hall.

Of those six, two qualified for the state championship, which will be held on Feb. 14 at Arnold High School in Panama City Beach. Steinmann placed first in the 129-pound weight class at the regional, and Richards placed second in the 199-pound weight class.

Despite second half rally, Sandcrabs fall short against FPC

n its game against Flagler Palm Coast, Seabreeze’s boys basketball team fell behind the Bulldogs by 17 at halftime. However, the Sandcrabs regrouped to start the third period.

The Sandcrabs battled back, cutting the Bulldogs’ lead to single digits on multiple occasions. The Sandcrabs were led by forward Angelo Mack, who scored a team-high 16 points, guard Avery Randolph, who scored 13 points, and guard Darius Malone, who scored 12.

Despite the furious comeback, FPC held on to win 58-50 the night of Thursday, Jan. 30, at Seabreeze High School. It was the Sandcrabs’ 13th loss of the season.

Competing in the 160-pound weight class, the Sandcrabs’ top grappler, Lipsey, placed sixth after he fell to Boone High School’s Colbi Giroux 8-6.

Patton, who is relatively new to wrestling, got two pins to make the semifinals, where he lost to Fleming’s Jeffrey Lascano.

AdventHealth Daytona Beach presented the Rotary Club of Downtown Ormond Beach at its Jan. 29 meeting with a $45,000 check to sponsor phase 1 and 1B of the Downtown Fit Loop at Fortunato Park.

The Downtown Fit Loop will provide a 2-mile pathway between the four parks at the corners of the Granada Bridge, and will utilize the connections below and walkways across the bridge, according to a press release.

This will give users the option to walk or run the path without crossing West or East Granada Boulevard. The Downtown Fit Loop will also feature outdoor exercise equipment in the parks.

The project will cost more than $170,000 when all four corners are completed, according to the press release.

An Ormond Beach woman has launched a new business, a product line of cosmetics for the mature woman, that’s formulated and bottled here in the city.

Carole Girman, 55, started 30 years ago as “the girl behind the counter.” She noticed that the majority of products were “one for all” and says it’s still true today.

“I was selling moisturizers to 65-year-old and 22-year-old women, and it was the same product,” she said recently. “The majority of large beauty product producers don’t target mature skin.”

Her cosmetics line has ingredients that she learned over the years help the problems of aging skin that has been depleted of minerals and vitamins. She has also conducted research.

Girman, whose career included working as an account executive for cosmetic manufacturers, points out that advertisements show young women who don’t have any lines or wrinkles.

“Society has made maturing a bad thing,” she said. “We have a lot of wisdom. We don’t have to hide behind tons and tons of makeup.

My motto is ‘age youthfully.’”

She created her product line with the help of a formulator, Kym Nadeau, who has a local manufacturing facility. Girman started working on the project a year ago and has been bottling products for a couple of months. The process included giving free samples to friends and family for a test market.

house in Oak Forest was the top real estate transaction in Ormond Beach and Ormondby-the-Sea for the week of Dec. 29 to Jan. 4 in the Multiple Listing Service. V. Kathryn Babcock, of Ormond Beach, sold 1209 Oak Forest Drive to Todd Hendrix, of Miami, for $585,000. Built in 1985, the house has four bedrooms, 2.5 baths, a fireplace, swimming pool and 3,288 square feet.

It sold in 2017 for $592,000. Following is a partial list of the week’s other sales.
