If you’ve taken State Road A1A in Ormond-by-the-Sea recently, chances are you’ve seen the posts.

The Florida Department of Transportation has installed slatted wood sand fencing at road’s intersection with Spanish Waters Drive, and has plans to continue up in sections to Highbridge Road, a 1.75-mile project aiming to re-stabilize the sand dunes and mitigate sand erosion, FDOT Community Outreach Specialist Mariam Ali said in

an email.

The project is expected to cost $109,543 and be completed this summer. FDOT doesn’t anticipate any lane closures or detours. Each sand fence will be 4 feet tall.

“Over time, the permanent sand fencing will fill up the sand dunes and will cover up most of the fence,” Ali said.

No dunes will be destroyed during the project, Ali continued. The contractor, Glacier Contracting Inc., will only remove the old fence.

Some vegetation may be lost if it is intertwined in the old fencing. No herbicides have been used, Ali said, and the contractor is taking “special care to avoid disruption of vegetation when possible.”

More vegetation will be added once the project is done.

“This is vital maintenance for a coastal roadway, as the fencing adds necessary enforcement to further protect the dunes and roadway,” Ali said.

“I felt attached to the place. I mean, our names are on the building and everything. I was definitely going to work here.”

Widening Williamson Boulevard from Strickland Range Road to LPGA Boulevard from two to four lanes will cost the county less than initially expected, as Volusia has received a $1.9 million Florida Job Growth grant.

The first presumptive coronavirus case in Volusia has been identified.

Officials are monitoring the situation.

ith two presumptive cases of coronavirus in Volusia County, the Florida Department of Health in Volusia County is continuing to raise awareness to reduce the potential spread and impact of the disease, which has affected 647 people in 36 states and the District of Columbia as of March 10.

A total of 25 people in the United States have died; two of those deaths occurred in Florida.

“This is what we prepare for in public health,” FDOH-Volusia Administrator Patricia Boswell said to a room full of officials during the Roundtable of Volusia County Elected Officials meeting on Monday, March 9.

The Volusia cases have been identified as a 66-year-old woman and a 60-year-old woman, both of whom are currently in isolation and have recently traveled internationally. When asked what city in Volusia the first woman resided in, Boswell said only the gender, age and county are being provided to the public.

“That level of privacy is practiced very often in public health when there’s cases like this,” Boswell said.

Coronavirus, also known as COVID-19, was first detected in Wuhan, China, with a link to a seafood and live animal market, suggesting it spread from an animal to a person, the Centers for Disease Control and Prevention states. It has now been detected in almost 100 countries. Symptoms include fever, shortness of breath and coughing, and may appear 2-14 days after exposure.

The CDC states that COVID-19 is thought to spread mainly from person to person at this point through respiratory droplets produced when an infected person coughs or sneezes, like the flu.

A total of 319 people are currently self-monitoring for coronavirus in Florida, Boswell said, and 222 have tested negative.

Another 115 are awaiting test results. There are 19 people with COVID-19 in Florida.

“In Florida the risk is low, but as more cases are identified, again, it’s changing,” Boswell said. “The situation is evolving every day.”

Volusia County Emergency

Management Director Jim Judge said the county has been in communication with the state. There have been no clusters of COVID-19 cases unrelated to international travel, Judge said, and if that happens, the county will look into other public information avenues.

For now, residents who believe they could have coronavirus can call 911, where the county’s nurse triage program will evaluate them over the phone. If necessary, FDOH will then issue testing for coronavirus on the concerned individual.

No one has been placed in quarantine; rather, people who believe they could be infected have voluntarily isolated themselves.

“There’s been no need to quarantine anyone,” Boswell said. “We would only use quarantine in the event that somebody is not going to cooperate.”

All student field trips involving air travel will be suspended immediately through the end of the school year, Volusia County Schools announced Tuesday afternoon.

School superintendents in Central Florida continue to monitor the coronavirus outbreak, and that the travel suspension is a result of the Florida Commissioner of Education’s “strong recommendations,” according to a press release. The district and school staff members will work with parents and travel companies on cancellation arrangements.

‘BIMBO’ IS PRONOUNCED ‘BEEMBO’ The Bimbo QSR website does not provide the origin of the name, but according to Banderas News, a website featuring news from Mexico, “Bimbo” is the name of a cartoon bear character used in company promotions. The largest baking company in the world could have a division in Ormond Beach if Bimbo QSR USA LLC decides to lease space in the building at 1899 N. U.S. 1. The Ormond Beach City Commission approved a performance-based assistance package of $135,000 at their March 3 meeting, and Volusia County has approved assistance of $55,000 so the company will be able to qualify for a tax incentive of $275,000 from the state in the Qualified Target Industry program.

Bimbo QSR is part of Grupo Bimbo, a baking company headquartered in Mexico City with 196 plants in 32 countries and $15 billion in annual sales. The largest baker in the world, according to www.cnbc.com, Grupo Bimbo owns Thomas English Muffins, Entenmann’s and Sara Lee. Headquartered in Chicago, Bimbo QSR makes buns and other bread items for quick service restaurants and is seeking a location to serve the Southeastern United States, according to Ralph Malmros of SVN Alliance Commercial Real Estate Advisors, of Ormond Beach. He said now that approval of the incentive packages has been received, he is to waiting to hear from company headquarters in Mexico City.

between the recent sale and Bimbo QSR. Almost half of the 193,000-square-foot building is now leased to Future Foods, a plant-based food production company, and Forte Frozen, a third-party logistics provider.

Future Foods is currently remodeling its space and is expected to occupy the facility in about a month.

The building is approved by the USDA for food manufacturing, so that type of operation makes the most sense, Malmros said.

The building was previously owned by Blue Coast Bakers LLC, but the company closed its operation a couple of years ago. However, reminders remain. The retention pond in front of the building is surrounded by gold-colored statues of horses in various poses. They were installed by the Blue Coast owner, Kambiz Zarrabi, who purchased them from the Holy Land Experience theme park in Orlando, according to a May 9, 2017, article in the Daytona Beach News-Journal. The theme park has struggled financially and sold off merchandise, according to www.timesofisrael.com.

The city’s funding package and the state’s tax incentives are needed to attract Bimbo QSR, which is also considering sites in Georgia and Mississippi, according to a memo from city Economic Development Director Brian Rademacher. The funds will help with buying equipment and remodeling.

In 2016, the City Commission unanimously adopted the Ormond Beach Strategic Economic Development Plan, which recommends establishing incentive programs to increase manufacturing in the city.

Bimbo QSR is projecting to create 55 full-time equivalent jobs in three years with an average annual wage of $43,401 plus approximately $14,000 in benefits, and a capital investment of approximately $250,000 in building renovations and $7,275,000 in manufacturing equipment.

The city will pay a maximum of $135,000 over a three-year period as the company verifies capital expenditures and job creation.

The 55 “new to Florida” jobs are also required for the state tax incentive.

Conklin Center closes after four decades of serving the blind With 60% of the Conklin Center’s funding coming from the state, a termination of its contract means the residential program comes to an end.

A 41-year-old chapter of helping visually impaired adults become independent has come to a close, as the Conklin Center For the Blind at 408 White St. in Daytona Beach closed its doors on Friday, March 6.

When the board of directors received the news via a Feb. 21 letter by the Florida Division of Blind Services, board member Nancy Epps said, they were shocked.

Epps, who is acting as the board’s spokesperson during this time, had only been an official member for one day at that point, despite having been involved with the Conklin Center for a long time; she’s the president of the Ponce Inlet Lions Club, and the Conklin Center was an endorsed entity of the Florida Lions.

“I had absolutely no idea anything wasn’t going along just fine,” Epps said.

The Division of Blind Services first issued a notice of breach of contract by the Conklin Center on Feb. 5. The notice, addressed to former Conklin Center President and CEO Kelly Harris — who has since been terminated — lists eight issues that the center failed to address following a Dec. 11 email that stated the Division of Blind Services would be completing a comprehensive contract review

as part of its recent monitoring.

The issues included “operating without sufficient staff to ensure quality services”; failing to “submit actual client service and progress reports in correct and sufficient detail”; failing to “provide adequate client services in regards to the offsite community independent living apartments”; and failing to communicate and cooperate with Division of Blind Services staff and district offices.

The Feb. 5 notice also stated that 50% of both staff and the board positions have turned over.

In a second notice, issued on Feb. 18, Division of Blind Services Director Robert Doyle wrote that additional concerns had risen during a second visit.

“During this second on-site visit, DBS was able to determine that the Conklin Center continues to operate in a state of material breach and non-compliance with its contractual requirements, has altered client service documentation and environmental conditions may cause undue harm or danger to the vulnerable clients who are residents of the Conklin Center,” Doyle wrote.

Because the Conklin Center failed to address the issues within the two-week period, Doyle informed Harris and the board on Feb. 21 that the Division of Blind Services would be terminating its contract with the Conklin Center.

Because 60% of the Conklin Center’s funding came from the state, Epps said they weren’t able to keep residential services going any longer.

‘TEACHING US TO BE HAPPY’

Many expressed support for the organization. In a Facebook post to the “Volusia County Women Who Care” page, Teresa Smith wrote that as a volunteer, she got to know Harris and found her to be inspiring. Volusia County Women Who Care donated $7,350 at its second-ever meeting in 2018, she wrote, adding that Harris became a member of the group as well.

She called the former Conklin Center president a “tireless ambassador.” She said she met students whose lives were transformed due to the services the Conklin Center offered.

“In a special handwritten Christmas Card one of the students thanked Kelly, ‘Thank you

for teaching us to be happy with what we have while working for what we want,’” the post reads.

“Unfortunately for the students, staff and community the legacy and ongoing issues inherited by Kelly and her team proved to be insurmountable in her brief tenure as CEO.” Epps said they had about eight or nine students when the contract was terminated. They have all been transitioned to their own apartments, sent back to their families or moved across the street to the Division of Blind Services facility at 1185 Dunn Ave. Since 1979, the impact the Conklin Center had on visuallyimpaired adults was “tremendous,” Epps said.

“We’ve given people the opportunity to become independent, to have jobs, to have that same opportunities that anybody wants, and overcome some major challenges in their lives,” she said.

There is hope for the Conklin Center, though.

Epps said the board is currently working with the state and other entities to reconstitute the Conklin Center.

“We would like to continue our services, obviously, even if it’s in a somewhat modified form,” Epps said.

The board also wishes to keep the Conklin Center name in honor of its founder, Millard Conklin.

And on its closing day, the board received good news: They were able to find enough funding to continue the center’s supported living and supported employment services for local clients for at least a couple of weeks.

This means those clients are guaranteed to have their coaches available, which Epps said have become like an extended family to these adults as they help them out with personal aspects of their lives, such as banking, transportation or employment issues.

Though the board doesn’t have a timeline, she said she feels Conklin will get back on its feet in the “short to medium” term, rather than long-term. What they need most now, she said, is financial help to keep services going. Those interested can contact any board member or call the Conklin Center at 258-3441, a line which will remain operational for at least a few more weeks.

“We have great support in a lot of different areas, and so we’re feeling very encouraged that something is going to work out,” Epps said.

LOCAL ARTIST TO TEACH WORKSHOP IN MAINE Ormond Beach artist Daniel Ambrose will be traveling to Maine this summer to teach a workshop on egg tempera, an ancient painting medium that uses handmade water-soluble paint that dries quickly and produces luminous artwork, according to a press release.

At the workshop, Ambrose will teach how to make the paint and mixing pigments, as well as the use of design, color and light.

A motorcyclist died in Ormond Beach early the morning of March 8 during a head-on crash with a pickup truck, Ormond Beach Police reported.

During the crash investigation, a second vehicle struck a police cruiser with the officer inside.

Around 1:39 a.m. on March 8, police officers responded to the scene in the 100 block of Ocean Shore Boulevard, according to a press release.

The motorcyclist, Patrick Gilman of Hampton, Connecticut, died at the scene.

The officer in the police cruiser had been positioned to block traffic when he was subsequently struck.

He was taken to the hospital to be checked out, the press release stated.

The driver of the pickup truck was also taken to the hospital with non-life-threatening injuries, and released a few hours later.

OBPD reported that investigators believe Gilman was traveling northbound on Ocean Shore Boulevard when he crossed over to the southbound lane to pass a vehicle and into the path of the pickup truck.

HOW NOT TO MAKE FRIENDS 11:43 a.m. — Intersection of Ocean Shore Boulevard and Sandcastle Drive Suspicious incident. A man who said he was seeking new friends for his teen son and daughter inadvertently brought police officers to his home instead after he offered to take a young woman’s little brother, and their dog, for a ride in his car.

The young woman told police that the man approached her on the street in a slingshot motor vehicle, complimented her dog and asked to take the dog — not her — for a ride. She declined his offer, even as the man offered to leave his fiancé, who was in the passenger seat, behind with the woman as he rode with the dog.

Police report the young woman’s little brother then arrived at the scene, and the man offered him a ride, too, telling him to go ask his parents. The pair continued to decline his offers, and the pair went home. When police spoke with the man, he apologized.

DUDE, WHERE’S MY CAR? 8:35 p.m. — 1500 block of West Granada Boulevard Information. A 57-year-old Ormond Beach man reported that someone had stole his car from the supermarket parking lot.

But then, just after an officer formally flagged the vehicle as stolen, the man found the car

HONEST TRUTH 9 p.m. — 100 block of South Atlantic Avenue DUI. Police arrested a 37-year-old Bunnell man who told police he “knew he was going to jail,” and apologized for wasting the officers’ time as they conducted a narcotics investigation.

The man had been pulled over for speeding, and officers soon discovered he was also driving on a suspended license.

During a search of his car, officers found narcotic paraphernalia and marijuana. The man admitted to drinking alcohol and told police he and his friend had smoked a blunt an hour earlier.

He told police he wanted to be “straight up” with them, according to his arrest report.

He subsequently failed field sobriety tests and was taken to jail.

The man told the officer that his day had been “extremely stressful” and that, while he was shopping, he’d forgotten his keys in the ignition.

The officer noted in his report that the man mentioned his stress level “multiple times.”

The man drove off after police cleared the car from being marked as stolen.

Despite periodic struggles on offense early in the season, Seabreeze’s baseball team got off to a hot start in their annual showdown with rival Mainland the afternoon of Monday, March 9, at the Jackie Robinson Memorial Baseball Park.

The Sandcrabs scored five runs in the first inning and then torched the Buccaneers for nine more runs in the second inning.

“It started with a great batting practice, and coach [Jeff] Lemon got our minds right before the game,” said the Sandcrabs’ Bran-

don Redmond, who had a teamleading three hits to go along with 2 RBIs. “We got our bats swinging today.”

Seabreeze recorded 12 hits as a team in its 14-2 defeat of Mainland. All but three Sandcrabs scored at least one run. In addition to Redmond, the Sandcrabs were led by Colton Brown (2 hits, 3 RBIs), Canyon Brown (1 hit, 3 RBIs) and Joe Justice (1 hit, 3 RBIs), among others.

Mainland scored one run in the second inning and another in the fifth inning. The Buccaneers had 8 hits as a team, with Austin Grunder and Quinten Williams each recording an RBI. “It’s easy to come out and play loose when you put up some runs early in the ball game,” Seabreeze head coach Jeff Lemon said.

Among them, Kimberly Collins earned a second-place finish in the high jump with a height of 1.47 meters. Collins also took fifth in the triple jump and sixth in the long jump with a distances of 9.47 meters and 4.55 meters, respectively. In addition, Cheyanne Justice finished sixth in the discus with a throw of 27.18 meters. On the boys side, the Sandcrabs placed in the top 10 in five events.

The 4x100-meter relay team placed third with a time of 46.57, and Tyler Smith placed third in the high jump with a leap of 1.72 meters.

Mainland’s flag football team opened the 2020 season in a big way, defeating Deltona 42-0 the night of Thursday, March 5, at Deltona High School.

Former Mainland football player D’Andre McMillan, who is currently a freshman running back at Murray State, announced that he has entered the transfer portal. McMillan had 18 carries for 87 yards and 14 receptions for 108 yards during the 2019-20 season.

Seabreeze wrestlers compete at state meet The Sandcrabs’ Victor Lipsey made it to states for the second straight year, while Kobe Baert qualified for the first time.

Seabreeze wrestler Victor Lipsey competed at the state meet for the first time as a junior last season.

The experience was a shocking one — but it prepared him.

Lipsey was one of two Seabreeze wrestlers to qualify for this year’s Class 2A FHSAA Wrestling State Championships, held March 6-7 at the Silver Spurs Arena in Kissimmee.

“Last year was a bit of an eyeopener,” Lipsey said. “This time around, the stadium seemed smaller.”

Lipsey, who wrestles in the 160-pound weight class, was joined by teammate and 120-pound wrestler Kobe Baert, a senior who was wrestling at the state level for the first time in his high school career.

“It was really cool,” Baert said.

“It was not like any other tournament I’ve ever been to. We didn’t get the result we wanted, but it was a great experience.”

Both Sandcrabs fell just short of placing in the tournament. They both fought in the blood rounds, where Lipsey (52-11) lost to Charlotte’s Sean Taft and Baert (49-

This was the second season leading the team for head coach Mike Fries, who won two state titles of his own when he was a wrestler at Flagler Palm Coast High School. The Sandcrabs showed rapid improvement in 2019-20. They won several meets, including the first district duals championship in the program’s history.

Fries attributed the team’s suc-

cess to the amount of work they put in. The Sandcrabs practiced often — even during holiday breaks.

“Endurance, mental toughness, we really pushed for that kind of stuff,” he said. “Our kids got good at the basics and were able to fight through adversity because of it. We outworked everybody we went against, and that’s really what made this team successful this year.”

Lipsey added: “I think that this team grew a lot. We became a lot more mature. I had the best senior year I could have possibly imag-

ined, and having Kobe with me at states was awesome.”

Although they are graduating, Lipsey and Baert wished for one more year with Fries as their coach.

“If Coach Fries is behind the wheel of this team, there’s nowhere to go but up,” Lipsey said.

“Hopefully, our boys will take advantage of what’s in front of them.”

Baert added: “Coach Fries can only do so much. He gives them the tools, but they’ve got to use them.”

For Joan Tague, one of the hardest questions to answer is, “What’s your favorite bird?”

As an avid bird-watcher for over three decades, her answer changes often. It depends on the hour, the day and the season, Tague said. Lately, she’s been loving the swallow-tailed kites around town.

They’re like angels, Tague said, describing their white bellies and forked tails.

“They live high,” Tague said.

“They nest high. They almost never land on the ground.”

Since the Environmental Discovery Center, located at 601 Division Ave., opened in 2016, the volunteer has dedicated her time to leading locals and visitors on tours to see birds like these. You’ll hardly ever see Tague without her binoculars. She’s always ready to

catch a glimpse of something new and exciting.

“The bird-watching business is like a big scavenger hunt,” Tague said.

Her involvement with the EDC predates the building’s opening.

When the city of Ormond Beach was developing the center, she and her late husband, Chuck, both naturalists heavily involved with the Halifax River Audubon, were consulted. Her husband spoke at the EDC’s groundbreaking.

Unfortunately, he died before he could see it come to fruition.

Their role in the EDC’s inception was part of the reason Tague stayed involved.

“I felt attached to the place,” she said. “I mean, our names are on the building and everything. I was definitely going to work here.”

“It would be difficult for us to do some of our programming, especially some of the school field trips, without her help, because she is so knowledgeable,” Price said.

She can answer almost every question people throw at her, and if she can’t, Price said she’s also honest about that. Tague likes people, and gets along well with all the age groups, he added.

Her presentation to the Ormond Beach Elementary students during the city’s Arbor Day celebration on Jan. 17 was an example of that.

“She was on her game that day,” Price said. “She typically is, but she really engaged those children and the importance of trees providing a habitat to all kinds of things. They paid attention.”

It’s people’s interest in the natural world that gives Tague gratification. Her favorite moments are when she witnesses somebody see something new for the first time. You can hear their breath almost being sucked out of them, Tague said.

When that moment involves a bird, she often knows it’s coming.

Tague can identify them by their song.

“Just seeing people see these birds for the first time, it recharges you.”

ON A BIRD-WATCHING MISSION

Tague was 19 years old when she first visited Ormond Beach. Her aunt and uncle had just moved here, and she remembers marveling at the big birds — vultures and storks.

“I was taken with pelicans,” said Tague, a Pennsylvania native.

“Anything that was big and easy to see. I even went down to the beach and try to figure out what all those little things were running around on the beach.”

They were sanderlings. Immediately, Tague bought a cheap pair of binoculars, a camera and a book. She was on a bird-watching mission back then, too.

But it wasn’t until 1988 that she really got into it. She started volunteering at the National Aviary in Pittsburgh. It’s where she met Chuck. He was the education director, and a huge geek, she fondly recalls.

So was she. Decades later in 2005, they started wintering in Ormond Beach. In 2011, they moved down here permanently.

A screech owl box was donated to the EDC by the Halifax River Audubon in his memory; the Tagues used to rehab owls.

“I wish I remembered half of what he knew,” Tague said. “But, I’m picking it up.”

Sometimes, she worries that there won’t be anything to see on the walks she leads around Central Park.

“But the thing that absolutely wins it in the day, if you don’t see anything else — anything else at all — is an owl,” Tague said. “So anytime I see an owl, is a good day.”

“Retail Coming Soon,” declares a sign at the southeast corner of Williamson Boulevard and LPGA Boulevard. Construction equipment can be seen beginning work in the area.

The website for Unicorp National Developments Inc., listed on the sign, states South Williamson Shops is located in “one of the top 25 fastest growing metro areas in the country.” On their site map, the company shows a Goodwill, ABC Liquor, Burger King, Extra Space Storage and AT&T. The development continues the growth of retail in the area. Tomoka Town Center and Tanger Outlets opened in the past few years.

Sam’s Club opened last year, and a Buc-ee’s is planned.

Housing also continues to expand. The Lattitude Margaritaville and ICI Homes Mosaic communities are building new homes, joining the established LPGA International community. Several apartment buildings have been built or are under construction.

In December, an Orlando company, Avalon Park Group announced plans for a community on State Road 40, north of the LPGA corridor, that could have as many as 10,000 residents. The company is working on site plan approval with the city of Daytona Beach. This neighborhood would have access to the LPGA/Williamson area by Interstate 95, Williamson Boulevard or Tymber Creek Road if it is ever extended to State Road 40.

AdventHealth Daytona Beach and AdventHealth DeLand have earned national recognition for their efforts to increase organ, eye and tissue donor registrations, through the Workplace Partnership for Life hospital organ donation campaign. MARGARITAVILLE HOPES TO EXPAND Latitude Margaritaville could grow larger if a landowner is successful in getting land to the east rezoned and approved for development by Daytona Beach.

As part of the process, residents of Latitude Margaritaville got to hear about the possible addition to their community at a neighborhood meeting March 7 at the Holiday Inn on Automall Circle.

Plans call for the adult community to be expanded into now vacant, undeveloped land to the east. The meeting was held by Cobb Cole, which is representing the property owners, T.J. Cloar III and GDA Investments LLLP. Cobb Cole and the owners are seeking a rezoning to a Planned Development. Minto Group, owner of Margaritaville, has a contract to purchase the property contingent upon development approval.

Dennis Church, of Margaritaville, told the audience at the meeting there would be 500 units, half single-family and half townhomes or villas. This would be in addition to the 3,400 homes previously approved for Latitude Margaritaville.

So far, Minto has closed on 700 homes.

“I hope you look forward to this as getting new neighbors,” Church told the audience.

Asked about added traffic from the 500 new units on their streets, traffic engineer Matthew West said traffic and needed new infrastructure would be analyzed.

“We’re at the conceptual stage,” Church said.

housing should be more desirable in that location than apartments or a commercial development, saying something will likely be built there someday.

Several attendees said there should be a different route for construction traffic to the proposed site, such as directly from Tymber Creek Road, as opposed to traveling through the neighborhood. Some said they already have construction traffic to phases being built.

Bob Merrell, attorney for Cobb Cole, said they have heard their concerns and will look into other possible routes.

There will more public hearings as the development goes though the approval process.

A 200-foot setback would be required from the Tomoka River.

Parts of the area would require fill to raise above flood plain.
