Car break-ins continue to be the top crime in the city, and are up 71% compared to this time last year, according to Ormond Beach Police Department data.

In the public Crimeview meeting on Tuesday, April 30, Sgt. Tom Larsen gave a rundown of the criminal activity happening in the city, and compared it to last year’s data. Car break-ins have gone up from 57 between January 2018 and April 22, 2018, to 98 over the same time frame this year. Simultaneously, OBPD has increased its distribution of Lock it or Lose it cards, or “LOL cards,” by 137% compared to last year. Officers place the cards in unlocked cars that have visible valuables inside, alerting owners to lock up.

The LOL cards are working at night, he said.

“The thief during the day is not the thief at night,” Larsen said.

Even though the car break-ins have increased, car thefts have gone down, Larsen said. Car thefts have decreased by 39% from last year, going from 33 last year to date to 20.

There were nine car break-ins, five unlocked, April 9-22. In one case, an iPhone and laptop were stolen. “If we can get them to lock their cars, this stuff wouldn’t be taken,” Larsen said.

A Feb. 8 incident involving a delayed Baker Act of a suicidal student at Ormond Beach Middle School caused the Ormond Beach Police Department to re-evaluate its school resource officer procedures.

An internal affairs investigation summary reported that while Ormond Beach Police Officer Stephen Brugone was working at the school, a student made suicidal comments, climbed up to the school’s second-story balcony and threatened to jump off, and later ran out onto the school’s field while staff chased the student. Brugone, who was covering a shift for OBMS’ regular SRO, Baker Acted the student after these events took place and the child’s mother arrived at the school.

The investigation was triggered due to the school administration’s concern about how the incident was handled. Earlier that day, the same student had been sent out of class for disruptive behavior after breaking a computer monitor, according to the investigation summary. As the incident was going on, Brugone was also dealing with other students. He didn’t witness the student climbing up to the balcony or running away

During an IA interview on March 5, Brugone said he had been waiting for the parents to arrive at the school to see how they wanted the situation handled, as he believed the parents had a right to deny the Baker Act. However, according to Florida Statute 394.463, law enforcement officers, as well as medical providers and courts, retain the right to Baker Act people. The allegations that Brugone failed to follow general orders, was negligent and violated custody procedure directives were sustained following the investigation.

Since then, the Police Department has conducted “refresher” trainings on Baker Acts, Police Chief Jesse Godfrey said. The department made a checklist of things officers need to do while working at schools, something which wasn’t in effect prior to the Feb. 8 incident.

“Different officers were doing different things, and it wasn’t consistent,” Godfrey said.

Also, until the regular SRO returns, OBPD assigned one designated officer to the school, rather than a different one each day.

“The safety of our kids is paramount,” Godfrey said. “Absolutely, it’s very important. We don’t take it lightly.”

With imminent changes coming to the north peninsula, Volusia County Councilwoman Heather Post advised Ormond-by-theSea residents to be involved in their community and make their opinions and wishes known.

That’s what helps lead what elected officials do, she said to the approximately 60 people who attended the county town hall meeting at Riverview United Methodist Church on Monday, April 29. Residents posed questions and concerns about septic tanks, speeding on John Anderson, annexation and county accessibility. While Post didn’t have an answer to all of their questions, she said she was there to help represent them at the county level, and promised to look into various suggestions and problems raised at the meeting.

“Every decision I make in the role — which is probably why there have been some kerfuffles — those decisions are made based on that,” Post said.

COMING SOON TO THE NORTH PENINSULA

Volusia County plans to add an ambulance in Volusia County Fire Station 14 as the county addresses emergency medical service needs. The ambulance will be fully staffed, and will remain at the fire station for 12 hours a day starting this fall.

The county hopes the ambulance will help shorten long response times, especially since there is no emergency room on the north peninsula. The former Florida Hospital Oceanside is now gone.

In mid-February, Volusia County Public Protection Director Joseph Pozzo told the Ormond Beach Observer that EMS had received 499 calls for service in the north peninsula from Oct. 1, 2017, to Sept. 30, 2018. The average ambulance response time was

HOW BAD ARE THE NORTH PENINSULA SEPTIC TANKS? According to a 2013 report by the Florida Department of Health in Volusia County:  Ormond-by-the-Sea accounts for three of the five worst areas in the county.  There are almost 4,000 homes on septic.  The three areas received a score of 34, 32, and 30 by the Health Department based on soil permeability, proximity to a water body, age of septic system, depth to water table, potable water status and home density. Based on the Health Department’s formula, a score of 1.20 would be the best scenario, and a score of 50 would be the worst.

Since the county can’t make the hospital build another emergency room on the north peninsula, Post said, what government can do is make sure an ambulance is closer to those residents, so they can get to the hospital more quickly.

“To me, that is an absolute necessity,” Post said. “It’s ambulance service, for heaven’s sake, right? We must make sure that we get that.”

Volusia County is also seeking to rezone about 1,900 homes east of John Anderson Drive, west of Ocean Shore Boulevard, north of Sandcastle Drive and south of Michael Crotty Bicentennial Park, from urban single-family residential R-4 zoning to urban single-family residential R-5. The change is meant to put the majority of homes in compliance with zoning, as R-4 requires a minimum lot width of 75 feet and lot area of 7,500 feet. Most homes in that section have smaller lots.

Not being compliant to current zoning puts hurdles in front of residents who want to make building changes to their homes, Post said. The county is trying to prevent that.

“That’s all there is,” Post said. “There is no hidden agenda.

I’ve looked for it. I don’t see any.”

Plans for the Highbridge Park boat ramp are 60% complete, Post also said. The $45,000 project should be completed by September, and will have floating docks.

WHAT’S NOT COMING SOON

Residents in the north peninsula may have to wait up to two more decades to switch from septic tanks to sewer — and whether that sewer system will belong to the county, the city of Ormond Beach or a private entity is unknown.

Post said septic to sewer conversions are a costly fix, likely about $13,000 per household, and that there would need to be collaboration at the federal, state and county level. Since the county is dealing with other water and infrastructure needs, Post said, a septic to sewer conversion is not going to happen anytime soon.

It’ll happen eventually, she added.

“I’m going to imagine that in 20 years, that will absolutely be the conversation,” Post said.

Ormond Beach City Commissioner Dwight Selby had been pushing for the city of Ormond Beach to begin plans for converting the first 700 homes from Plaza Drive to Longwood Drive to city sewer, but he lacked support from the majority of the City Commission. At the April 16 commission meeting, Commissioners Troy Kent, Rob Littleton and Mayor Bill Partington advocated for taking care of the city’s 560 septic tanks first.

One resident also asked at the town hall meeting about what Ormond-by-the-Sea could gain from annexing into the city of Ormond Beach. Post said that conversation is currently not

on the table. This concurs with what Partington said at the April 16 commission meeting. He said the city could look into annexing the north peninsula (a move that would lower taxes for the north peninsula by 9%, according to Selby) after the county spends millions to “cure the horrible neglect that they have perpetrated on the Ormond-by-the-Sea area.”

Sidewalks on John Anderson are also not on the table at this moment, Post said. With properties so close to the two-lane road, adding a sidewalk without encroaching would prove difficult.

SPEEDING AND CRIME

Post said she’s had residents complain about speeding along John Anderson Drive, which has a speed limit of 30 mph for the majority of the Ormond-by-theSea stretch. Some people have asked for stop signs, like the ones placed in the John Anderson portion in the city of Ormond Beach.

However, that is easier said than done. Post said you can’t just place a stop sign.

“There are a number of hoops that you have to go through for pretty much everything that you try to get done in government,” Post said.

She said she’s learned that when you put a stop sign up, people slow down before they reach it, but speed up after they pass them.

As a result, the houses beyond the stop signs get the “speeders.”

Volusia County Lt. Bryan Barnard said the Sheriff’s Office is monitoring John Anderson frequently. Last year, deputies issued 128 citations for speeding.

“It is a continuing effort that we’re working on all the time,” Barnard said.

Other traffic issues that have been raised include parking on State Road A1A, he said. In the last two weeks, deputies have issued 21 citations and warnings.

In regard to theft, he said, people need to lock their car doors, as the majority of thefts are a result of unlocked cars. Barnard said more than 100 firearms were stolen from unlocked cars throughout Volusia County last year.

Home sales were down for the third consecutive month across the Daytona Beach area in March, according to an analysis of Multiple Listing Service data by Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange.

In March, the MLS reported that 435 existing single-family homes were sold in the greater Daytona Beach area, including Ormond Beach, with a median home sales price of $230,500. That’s a 7% drop in sales compared to the same month last year and a nearly 2% drop in median prices.

Compared to February 2019, sales were up by 52% and prices were down by 2%. And year to date, single family home sales are down by more than 9% across the Daytona area, while prices are up by 3%.

“Home sales weren’t as robust as we hoped during the first quarter of the year, but there is still strength in the market,” Wysocarski said.

Inventory levels rose again in March. There were 75 more homes on the market than were available during February, and 7% more listings than were available in March of 2018.

March 2019 single-family home sales data by area: Ormond Beach: 102 sales, $277,000 median sales price; Mainland Daytona (Including Holly Hill and South Daytona): 57 sales, $178,000 median sales price; Beachside (Ormond-bythe-Sea to Ponce Inlet): 55 sales, $253,000 median sales price; Port Orange: 86 sales, $248,500 median sales price; and New Smyrna Beach: 54 sales with a $335,000 median sales price.

Condos had lackluster sales, but the median sales price rose in March, Wyse reported.

There were 108 condo units sold around the area in March. That’s a more than 18% drop in sales, compared to March of 2018. The median condo sales price in March was $239,950, up more than 11% over median sales prices last year.

In monthly comparisons, March condo sales matched February sales and prices rebounded strongly from the $180,000 median condo sales price reported in February.

or a casual dining experience, it would be hard to beat Buckethead’s Beachside BBQ and Sweets, where you sit at an outdoor picnic table across State Road A1A from the ocean in Ormond-by-the-Sea. Often, guests are accompanied by the sound of the waves and an ocean breeze.

Formerly Crabby Chris, the restaurant has new owners who have added a colorful paint scheme as well as sun-sail shades for more comfort. Joanne and Marty Young purchased the restaurant in October and have brought their own flavor to the business.

One unique aspect, Marty Young said recently, is that the menu has both seafood and barbecue. They offer burritos, seafood tacos, brisket and pulled pork. The couple plans to begin smoking wings in the very near future.

The Youngs learned cooking by operating golf courses in Ohio for 20 years. This included running the restaurants as well as catering. They developed their own seasonings and gathered tips from chefs they knew through the years.

“We have our own unique style of cooking,” Young said.

For the brisket, they use angus meat and smoke it “long and slow” for about 14 hours. They come in at 7 a.m. to make the sides from scratch.

The Youngs vacationed throughout Florida before discovering Ormond-by-the-Sea, and found it to be more laid-back than Fort Lauderdale and St. Petersburg.

“I haven’t worn long pants yet,” Young said. “And you can’t beat this view.”

There’s a small bandstand, and Young said he’s looking into adding live music.

The weather can be a factor at outdoor restaurants, and the couple offer takeout or delivery and also have started catering.

“We want this venue to be the place that you want to stop by for lunch, bring the family out to on the weekend, or come by for an evening with a group of friends as you enjoy good food under the stars as you listen to the sound of the ocean,” Yong said.

To order groceries, download the “walmart grocery app” (the orange icon.). The cost of a delivery will be $7.95, but the first delivery is free, according to store manager Mark Rogers.

Currently, Walmart offers grocery pickup, where items are ordered and then picked up by the shopper.

Dear Editor: Every eligible voter in Ormond Beach (in fact, in all of Volusia County) will be receiving a ballot to vote on very important issues. Do not throw your ballot away. They are counting on you to do just that. A trashed ballot is a vote for them.

Based on past history, only about 30% of ballots mailed out are returned for vote tabulation. That means, effectively, 16% of the population could determine the outcome of a mail-in vote. Pretty clever of them folks who control our county and our city. They orchestrated this unnecessary vote in mid-year via mail-out ballots to ensure low returns and, possibly, to pass their devious plans. Good leadership would prepare the public over a longer period of time for these changes, get the public involved and have the vote during a regular election period so as not to cost the taxpayers (us) the amount of $500,000.

The half-cent tax increase has merit — if put in the right hands to ensure proper use of same. Additional funding for road improvements and water management is needed. What isn’t needed is control of these funds by those currently in office. Solution: Wait until the general election, clean house and then bring back the halfcent tax increase.

Regarding extending term limits as proposed by the Ormond Beach City Commission, any voter would have to

four-year term, I’ll vote for you again after two years.” I like her sentiment. Anyone who favors commissioners getting fouryear terms, I encourage to vote for them again.

Staggered terms? Vote no.

The pro-staggered terms side says, “We want to keep the institutional knowledge going and have at least a couple city commissioners with some experience.” The other side say “the institutional knowledge is with the city staff.” I have to agree with the latter. The City Commission is not meant to be a full-time job. For city staff, it is a full-time job.

Primary election? Vote no.

In the event of three or more candidates qualifying, this would move the election from the general to the primary. The issue here is that most people don’t participate in the primary election process. Many voters are not focused as heavily at this time. Also, lesser known candidates do not have as much time to become known to their constituents in the event of a primary. Many organizations will hold their “get to know the candidates” events leading up to the general election and not the primary. An instant-runoff voting method on the general

election ballot is a much better and more fair way to conduct elections with more than two candidates.

Term limits? Vote no. We should have a representative government where as many different individuals have a chance to put their ideas for improvements forward into action. I would be in favor of this question if it was not coupled with extending terms and had a lower cap of six or eight years versus the proposed 12 consecutive years.

ask a simple question: “Why?” The current City Commission disregards the views, the wants, and the needs of the residents.

Why should we subject ourselves to more years of this abuse? Institutional knowledge? That’s a stretch. Mere control sounds more like it.

Again, do not throw those ballots away. The County Council has tried several times to overturn Amendment 10 which was overwhelmingly passed by the citizens of Volusia County giving more “departmental control” to the county sheriff, tax collector, property appraiser, election supervisor, and clerk of the court. The people of Volusia County have spoken, but the majority of the County Council wants to control everything.

The Ormond Beach City Commission has proposed preposterous referenda so that they can sit on their thrones for a longer amount of time. Over the past year, they have repeatedly ignored the pleas of the residents and voted through a gas station and a car wash to be placed in an environmentally sensitive area which also abuts up to a very nice residential neighborhood. And to add insult to injury, they voted to approve a floating dock in excess of one million dollars at the foot of Granada Bridge.

How many of you reading this letter will put that dock to use?

Very recently Anne Ruby, on behalf of “Citizens 4 Responsible Development,” and several others wrote articles about this same topic. And, the bottom line, the main focal point, is — trust. Based on recent history, these political leaders have

not shown representation or leadership. We need to replace all city leaders and all but two or three of those that make up the County Council.

Now, adding more salt to the wounds, the city leaders of Ormond Beach had the audacity to mail a fancy, glossy sales pitch to every registered voter in the city pushing the sales tax and their self-serving referenda for the term increases, etc. — just last week, an expenditure that we (that is, you and I) paid for!

Everyone is entitled to their own opinion, and mine, based on the above, is as follows: 1) vote against the half-cent sales tax on the county referendum regarding the proposed tax increase; and 2) vote no on all four city of Ormond Beach referenda requesting changes to extended terms and term limits. These amendments, if approved, will favor the incumbent commission and will lessen accountability to the citizens of this city.

You, reading this letter, are the voice of this county and your city. The main thing is to exercise your given right by having the freedom to vote.

One final extremely important item. Please be sure to sign the ballot in the manner you signed your voter’s registration. Your signature is matched up against what the Supervisor of Elections has on record. If you have taken the time to vote and returned the ballot, you want your vote to count.

YOU LOOKIN’ FOR ME? 10:30 a.m. — First block of Williamson Boulevard Bomb threat. A woman (we’ll call her Jane) got into an argument on the phone with her ex-girlfriend, who works at a local fast food joint. Jane said there was a bomb in the restaurant’s freezer, so the manager called the Sheriff’s Office. The restaurant was evacuated.

Jane posted about the threat on social media, saying that the restaurant kept calling her.

Later, she said, the restaurant told her that there was a warrant out for her arrest. So, Jane contacted police and told them her ex-girlfriend worked at the fast food restaurant, and that the two had gotten into an argument.

That’s when Jane had mentioned the supposed bomb, she said.

Were the police really looking for her? Jane wanted to know.

The report doesn’t answer the question. But, it does say that there was no bomb.

Jane was in a different state at the time of the call. Everything went back to normal at the restaurant.

FEELING CRABBY 11:43 a.m. — 1500 block of West Granada Boulevard Petit theft. Police arrested a 66-year-old Ormond Beach man who tried to steal crab legs from a local supermarket.

The store’s loss prevention officer saw the man get the crab legs and

place them in an empty shopping bag he got from his pocket, before attempting to leave.

When police arrived and asked him why he stole the crab legs, the man said he didn’t remember what he was thinking, and that he was hungry. He said he had come into the store to “buy a light.”

Because he’d failed to appear in court in connection with other previous crimes, he was taken to jail.

APRIL 25

WINNER, WINNER, CHICKEN DINNER 1 a.m. — 700 block of South Nova Road Larceny. A woman agreed to pay $100 and a bucket of chicken as ransom for her stolen phone, according to a police report.

The South Carolina woman had left her cell phone at a local laundromat, and noticed she didn’t have it once she had arrived back at her hotel.

After texting the phone several times, the woman received a response and the person with her cell phone negotiated its return.

The woman was supposed to meet the other person at the laundromat around noon the next day, but the person didn’t show up. A police report didn’t note whether the victim had brought the bucket of chicken, as promised.

The district tournament was all about “redemption” for Seabreeze’s flag football team.

The No. 3 seed Sandcrabs faced No. 2 seed Pine Ridge, who handed the Sandcrabs their first loss of the season on April 2, in the semifinal on Tuesday, April 23. The Sandcrabs defeated the Panthers 19-13 to advance to the district championship for the second year in a row — where they faced No. 1 seed Mainland, for the second year in a row.

The Buccaneers completed a gritty, fourth-quarter comeback to top the Sandcrabs in their regular season matchup April 11.

Down 7-6 entering the fourth quarter on the night of Thursday, April 25, at the Ormond Beach Sports Complex, the sting of that previous loss to their biggest foe served as motivation.

“We just remembered how it felt when they beat us,” Seabreeze’s Kara Haas said. “We didn’t want to feel like that again.”

After Haas stopped Mainland’s Ava Dougherty — who scored the Buccaneers’ lone touchdown late in the first half — short of the goal line, the Sandcrabs had 8 minutes and 5 seconds to march 78 yards.

The first play of the drive almost ended in disaster. Sandcrabs quarterback Bailey McQuarrie

threw a pass right into the arms of a Buccaneers defensive back for what would have most assuredly been a pick six — but the ball was dropped.

Two plays later, the Sandcrabs faced a fourth-and-1 inside their own 20, but Haas made a surehanded catch to pick up the first down.

The Sandcrabs battled penalties, a pair of false starts and a personal foul, and faced fourthand-10 with 2 minutes to go.

Center Alex Nelson made a diving catch just beyond the first down marker to keep the drive alive.

And after McQuarrie picked up another first down on a quarterback run, the Sandcrabs got to the Buccaneers’ 15-yard line.

With 1:24 remaining, Nelson snapped the ball to McQuarrie, who dropped back and with defenders in her face, launched the ball downfield. Nelson caught it a yard short of the end zone and extended the ball as Mainland defenders scrambled to pull her flag.

Touchdown.

“There was no way I was going to drop that ball,” Nelson said.

Mainland turned the ball over on downs on the ensuing drive, but got the ball back with 2.2 seconds left after the Sandcrabs failed to run out the clock.

However, Mainland quarterback Alexa Wilson’s pass was batted down, and the game was over, Seabreeze winning 12-7.

For the second year in a row, the Sandcrabs defeated Mainland to win the 1A District 9 title.

Mainland’s girls track team became the 3A Region 2 champs for the first time in school history on Saturday, April 27, with 11 girls qualifying for the state meet. The girls team’s top performers were: Cydney Wright, who won the 100-meter dash and the 200-meter dash; Jordan Elder, who finished fourth in the 300-meter hurdles; Jasmyn Dorsey, who took gold in the long jump; Asia Hubbert, who took third in the discus; and the 4x100meter and 4x400meter relay teams, which won gold.

The Buccaneers’ boys track team, which finished third at the regional, qualified eight boys for the state meet.

Malcolm Reed took silver in the 400-meter dash. Lindon Cooper won the 110-meter hurdles and 300-meter hurdles. And the 4x100-meter and 4x400-meter relay teams finished second and first, respectively.

eabreeze’s football team held its first spring practice on Monday, April 22, on the practice fields at Seabreeze High School. It was Pat Brown’s first time coaching his new team.

Brown, the former Father Lopez defensive coordinator who was hired on Jan. 25 to replace the resigned Troy Coke, is trying to teach his players to adopt the right attitude.

“You have to come in with the right attitude and the right amount of effort,” he said.

“They guys are really buying into that. They seem like they’re tired of losing, and they’re giving a great effort throughout this process.”

n celebration of Arbor Day, all seven Ormond Beach schools received three cathedral oak trees by the city.

The tree dedication ceremonies began with Osceola Elementary on Thursday, April 25, and will wrap up with Pathways Elementary on Tuesday, April 30. The tree donations were a joint effort between the city of Ormond Beach and the Garden Club of Halifax Country. This was the first Arbor Day celebrated citywide in all seven schools.

Tomoka Elementary held its dedication ceremony on Friday, April 26, with students reading poems, reciting the history of the first Arbor Day in 1886 and taking the Arbor Day pledge.

“It’s so important for me as a school board member to see all of these young people learning and understanding how important it is to protect our environment,” said School Board member Carl Persis at the ceremony. “Nothing more important.”

The ceremony was held by the school’s playgrounds, and Principal Julie Roseboom said she hopes one day that will become a shaded area.

In celebration of Arbor Day, the Ormond chapter of the DAR donated a flatwoods plum.

Ormond Beach’s Environmental Discovery Center now is home to one more tree thanks to the Captain James Ormond of the Daughters of the American Revolution, who donated a new flatwoods plum in celebration of Arbor Day on Friday, April 26.

Regent Dee Clark said the chapter has a conservation committee, in line with other DAR chapters across the country, and that they all plant trees on or around Arbor Day as a result. The chapter had a conservation program at its last meeting, and Clark said it is also working on a butterfly garden project.

The chapter chose the EDC to

plant a tree because of it’s location in town.

“It’s a beautiful place where not only children can come and learn, but a lot of adults can come and learn,” Clark said.

Locals can kayak, walk the gardens and learn about local wildlife, she added. That helps people identify what is native to the area when considering gardening in their own backyards. Residents are blessed to have a place in Ormond Beach like this, she said.

“We need to think about how our trees are such a valued source, and the shade and the homes it gives for everyone,” Clark said. “To me, that’s what Arbor Day means, and I think for most of my members.”

The Ormond Beach Lions Club has chosen Seabreeze High School student James VuilleKowing as its student-athlete of the month for April.

Vuille-Kowing is a four-year member of the school’s tennis team, according to a press release. He was named the Volusia-Flagler Player of the Year for the 2017-18 season, and has also been named the Spectrum Boys Tennis Athlete of the Year. He is ranked 250th in the United States Handball Association and 53rd in the state.

He is also a member of the track team, and placed fourth in the conference track meet with a 4-minute and 52-second mile. In addition, Vuille-Kowing serves as a volunteer tennis coach.

Aside from sports, VuilleKowing is a member of the National Honor Society and has

earned a 3.9 weighted GPA, as well as scored 1370 on the SAT. Following graduation, VuilleKowing will attend the U.S. Coast Guard Academy, where he will major in operations research and computer analysis.

The featured speakers for the Capt. James Ormond Chapter of the Daughters of the American Revolution came from two local environmental agencies.

The speakers were Annie Evert with the Environmental Discovery Center in Ormond Beach, and Chad Macfie from the Marine Science Center in Ponce Inlet. Macfie showed the DAR a bull shark skeleton.

Two young dogs have been featured as this week’s Halifax Humane Society Adoptable Pets of the Week.

The first is Merritt, a 3-yearold terrier and American Staffordshire mix dog with a black and white coat. He is one the volunteers’ favorite dogs to walk. His fee has been paid by a donor, and he has been at HHS since March 3.

The second dog is Legend, a 4-year-old terrier and American Staffordshire mix dog with a fawn-colored coat. He has recently been treated for heartworm, and possible adopter will need to continue treatment. His adoption fee costs $35 Call 274-4703.

Built in 1992, the house has six bedrooms, 4.5 baths, three fireplaces, a boat house, tennis court, swimming pool and 6,781 square feet. It sold in 1999 for $850,000.
