While the city of Ormond Beach is considering a ban on plastic straws, City Commissioner Susan Persis recognizes that the initiative isn’t a total solution to the single-use plastic environmental crisis.

“Certainly straws are not the main problem,” Persis said at the Civil Discourse town hall meeting on Monday, June 24. “They are part of the problem.”

The city attorney is drafting an ordinance to ban plastic straws citywide. It will be brought to the City Commission for a vote.

Persis asked for the ordinance at the commission meeting on May 21. The City Commission’s next meeting is scheduled for July 30.

The Civil Discourse town hall meeting revolved around the topic of single-use plastics. It was the first of two town halls scheduled by the local group striving to improve communications between citizens and elected officials after the 2018 elections.

Persis said she cares about the environment, having grown up in Ormond Beach and remembering a time when the water was

cleaner. The fact that water quality has worsened bothers her, she said. When she ran for City Commission, she said she was going to help protect the environment.

Persis said that platform wasn’t a “political ploy.”

“I do what I say, and I say what I mean and that’s just the kind of person I am,” Persis said. “If I say I’m going to do it, I’m going to do it.”

She decided to start the straw ban initiative in Ormond Beach following Gov. Ron DeSantis’ veto of a bill that would have prohibited cities from banning plastic straws.

The time to ban them is now, Persis said to the approximately 30 people inside the Ormond Beach Library auditorium.

No one spoke against a straw ban.

Steve Wonderly, the chair of the Sierra Club of Volusia and Flagler County, said the city should ban straws because they’re harmful.

Plastic straws take almost 500 years to degrade, he said.

“We should do the right thing while we have the chance,” Wonderly said.

Suzanne Scheiber, founder of Dream Green Volusia, said plastics are a “huge” problem, spurred on

by a lack of waste management.

She said more trash is being produced than can be managed, and that Dream Green Volusia supports Persis’ initiative.

The group is focusing on the impact of straws, plastic bags and styrofoam in Volusia County, and Scheiber said there are four other cities discussing different singleuse plastic bans: Ponce Inlet, Port Orange, South Daytona and New Smyrna Beach.

“We’re in a coastal community here, and what we do makes a difference,” Scheiber said.

Persis said people need to become cognizant that there are alternatives to using single-use plastics. She recently walked from her home to the local Walmart and took photos of all the straws she saw on the ground. There were a lot, she said.

Ormond Beach banning straws wouldn’t be an outlier, Persis said.

It’s a ban that’s being discussed nationwide, and she believes it’s something Ormond and other communities need to do.

“People are really beginning to take notice,” Persis said. “I think people have pushed it to the side for too long and now it’s literally piled up all over the world.”

L

ike a senior citizen filled with memories, the former Julian’s Dining Room and Lounge stands silent, seemingly reflective, as the world rushes past on State Road A1A. Located a bit south of Granada Boulevard at 88 S. Atlantic Ave., the empty building with the A-frame entryway was one of most popular eateries in the area starting in 1967. Now, long lines no longer extend around the corner of the building. Echoes of music and laughter have faded away. It closed in 2012 after a brief period under different management.

A new owner plans to demolish the building and build a retail shop with beach-related merchandise, saying a new, modern building will boost the area, and that there will be improved landscaping and storm water management. He said the former Julian’s is too outdated and deteriorated for rehab to be feasible.

But at a neighborhood meeting on the plans, an adjacent business owner expressed worries about the effect on parking, and one audience member lamented the loss of a unique Polynesian-style building that has become a landmark.

If a Planned Business Development is approved, the building will be replaced with an Ocean Club gift shop owned by Pinchas “Pinny” Mamane, who owns one Ocean Club farther south on State Road A1A, two in Daytona Beach and one in Daytona Beach Shores.

The plans were detailed at the neighborhood meeting June 19 at Ormond Beach Regional Library

by Joe Hopkins, president of The Performance Group of Daytona Beach, a civil engineering company. Neighbors within 600 feet of the property were notified about the meeting, and ads were placed in a local newspaper.

This is the second date with the wrecking ball for Julian’s. It was purchased it in 2014 by local entrepreneur L. Gale Lemerand, who had planned to remove it for Stonewood Grill and Tavern parking but ended up selling the property to Mamane 18 months ago.

CITY APPROVAL NEEDED

The neighborhood meeting was necessary because the property owner is seeking a rezoning to Planned Business Development with relief from two requirements in the Land Development Code.

The Planning Board will review the request on July 11, and then the City Commission will have the final vote. Hopkins said construction would start immediately after approval and required asbestos and pest inspections.

The former Julian’s Dining Room and Lounge has another date with the wrecking ball.

One relief from the code concerns the requirement for a 30-foot buffer between commercial and residential. The owner seeks to have this reduced to 15 feet along the west side, which is adjacent to housing on Florence Street.

The owner also seeks relief from the LDC requirement of a wall.

Currently, there is no buffer and no wall. Constructed in 1967, the building is non-conforming to the LDC. Mamane also owns some residential properties along Florence Street.

Hopkins pointed out advantages to the development plan. It will increase the green area of the site with additional landscaping, have 51 trees instead of the required 42 and improve pedestrian access to the building.

Also, all stormwater will be diverted to underground tanks, so none will leave the property. Currently, the site is 90% impervious, and water runs off into the neighborhood.

“It should improve the drainage of the area,” Hopkins said.

He also said the district will be improved with a new building.

THE PARKING QUESTION

John Adams, president of Adams Cameron and Co. Realtors, is concerned about parking problems for businesses in the neighborhood.

The Julian’s parking lot has always blended into the parking area of the next-door Adams Cameron office. The realty office would use the parking mostly in the morning, while the restaurant utilized it in the evening.

The new site plan calls for a retaining wall between the gift shop parking lot and the Adams Cameron lot, and Adams said at the neighborhood meeting that this could cause problems.

“We really need to get to the bottom of the parking,” he said.

Hopkins would make no specific commitment.

“There’s an issue with the parking,” he said. “We will work with you but we can’t make a deal tonight.”

He said the gift shop will require only 35 stalls but the lot will have a capacity of 75.

Hopkins also said the gift shop owner is not responsible for parking problems in the neighborhood and said perhaps the city can look at alternatives such as on-street parking.

After the meeting, Mamane indicated that an arrangement could be made.

REZONING REQUEST The owner seeks a Planned Business Development, saying landscaping and storm water management would be improved.

“Being a good neighbor is very important for a business,” he said.

Also after the meeting, Adams said the parking problem could have a snowball effect, saying some businesses on Bovard Avenue utilize the parking at Julian’s at times.

“I’m very hopeful it can be worked out,” he said.

Condo owners across State Road A1A said they hope to continue using the lot for parking when needed, such as when their lot is being paved. Hopkins said he would not say no to temporary parking, saying there is a cooperative spirit.

LOSING A LANDMARK

Other than parking issues, there were no objections to the plans at the neighborhood meeting, except for one person who called the building a landmark.

Byron Kauffman, a commercial artist who lives on the beachside, said if unique buildings are torn down, Ormond Beach will eventually look like any other city.

“I hate to lose that cool of a building,” he said. “The city should get involved.”

If he were designing a new gift shop, he said he’d incorporate the A-Frame design, to pay homage.

“Having a Polynesian design for a beach shop is a no-brainer,” he said.

Hopkins said the architectural style of the new building will be neo-eclectic, similar to the Panera Bread on West Granada Boulevard.

Kauffman remembers a handpainted, 35-foot Hawaiianthemed mural in the restaurant, saying it could not be replicated today and should be saved.

Hopkins, who has inspected the property, said he did not remember seeing the mural, but it is dark in the building, so he may have missed it. Mamane said he was not familiar with the mural, but would

be willing to give it away if anyone is interesting in removing it.

In an interview after the meeting, Elysha Petschauer, executive director of the Ormond Beach Historical Society, said buildings that are 50 years old are now considered historic. In fact, state and national agencies are currently placing importance on “mid-century” buildings.

Hopkins said the building is in such bad shape that it would not be feasible to try to bring it up to code. In 2015, Lemerand also said the building could not be saved.

Some said the decor had become outdated by the time it closed, and Lemerand agreed.

“The customers, employees and building all got old together,” he said.

A FAMILY REMEMBERED

Among those who remember Julian’s are Adams’ parents, Bob and Ryan.

“If you wanted to see anybody in Ormond Beach that you hadn’t seen for a while, you went to Julian’s,” Bob Adams said. “It was really wonderful.”

The restaurant was started by Cuban immigrant Julian Lopez, and Adams remembers the friendliness of the Lopez family.

“We’re still friends,” he said.

His wife Ryan recalls the owner’s wife, Dora, cracking the lobster claws for their young son.

Adams said the restaurant had nationally known entertainment and the “best prime rib in the world.” There was a small dance floor, and the Adams remember people dancing in the aisles.

On the west side of the building was a mini-bar that seated about 20 people and was the local hangout for many years.

According to Orlando Sentinel archives, Dec. 22, 1997, was declared “Julian’s Day” by the Ormond Beach City Commission, commending Lopez for fulfilling the American Dream and honoring the family for community involvement. Lopez received a similar recognition from the Volusia County Council. Julian Lopez Sr. died April 21, 2018, in Ormond Beach.

A prospective new apartment complex between Dix and Highland avenues has residents concerned for the future of their neighborhood.

About 25 people attended the neighborhood meeting for the development of a property at 135 N. Yonge St., which previously had an expired Planned Business and Residential Development zoning designation for two-story townhomes. The property, which includes the existing Dollar General, is owned CST Holdings LLC. The developer held the neighborhood meeting voluntarily to discuss the first stages of the land use application. CST Holdings is planning to amend the comprehensive plan land use of the parcel, which currently is slated for low density residential and general commercial.

James Stowers, a representatives of CST Holdings and a former city commissioner, led the meeting. He said CST wishes to amend 2.52 acres on the parcel from low density residential to medium density residential, allowing for up to 12 units per acre; low density residential allows for 4.3 units per acre.

However, Stowers said overall residential density will not increase. CST Holdings is also seeking to restrict the residential units in the six-acre parcel to a maximum of 60. Currently, the general commercial designation allows for 32 units per acre. The Dollar General will also stay.

BAILEY RIVERBRIDGE GARDENS

Bailey Riverbridge Gardens is a 2.6 acre beautiful, riverfront park at the northwest corner of the Granada Bridge. A scenic fountain and colorful plantings grace the grounds in front of the Pilgrims Rest Church which is the historic site of the first Christian wedding in North America. The church has been preserved by the Ormond Beach Historical Society and is often used as a meeting location and for celebrations. The gardens host weddings and events throughout the year. The park offers a walkway extending into the Intracoastal Waterway and under the Granada Bridge to Cassen Park and South Beach Street. It is a perfect location to enjoy a peaceful walk, the beautiful views or fishing.

Ormond Beach resident Beth Putnam said apartment complexes devalue surrounding properties, and that the road is too narrow.

“You’re overbuilding Ormond,” Putnam said. “You are changing the character of it. It does not need another apartment building sitting there.”

Ormond Beach resident Brigitte Keafer said Highland Avenue already has semi-trucks delivering food, and the trucks speed.

“Go sit there for a little while and see how the traffic is,” she said.

She asked Stowers if he would like an apartment complex in the corner of his home.

Stowers said that, as an Ormond Beach resident, he and the others developing the project want to be conscious of the neighborhood.

Though he doesn’t know yet how many apartments could go in, there won’t be any one-bedroom units as those tend to bring in a “less desirable” renter. Just like the previous townhome project that was going to be built there, the apartments would be two-stories, he said.

Ormond Beach could soon see more vibrant colors in its downtown district, as a mural program is now officially underway.

The program was approved by the City Commission in May, and anyone who owns a business in the downtown, or is a merchant with building owner’s approval, will be able to commission a mural.

The Ormond Beach Arts District Mural Committee will review and approve mural art before it comes to the City Commission for final approval. Those seeking to commission a mural can select an artist from a registry established by the Arts District, or propose a new one. Artists must have completed mural projects in the past.

“We want things that are going to add to the attractiveness of the downtown,” said Julia Truilo, Ormond MainStreet executive director.

There are no style restrictions for murals, though Truilo said art is more likely to get approval from the committee if it is “neighborhood sensitive.” Murals may also not contain any words or numbers.

Ormond Beach artist Beth O’Connor is one of the artists on the Arts District’s registry, and she recently completed a mural of a hummingbird in the rear of the Frame of Mind building. Over the last 13 years, O’Connor has painted over 50 murals.

Q: What influence can poets have in society today?

A: Poets don’t regulate laws, but we do have an influence in the way we want to live our lives.

someone who feels poetry is unapproachable and hard to understand?

A: They’re reading the wrong poets. ... There’s lots of poets out there — Tim Seibles, Patricia Smith, Mahogany Browne — a whole slew of poets that use common vernacular that talk about the neighborhoods they come from, that don’t want you to feel that they separate themselves from the reader. I would encourage those readers to have a little bit of an adventure in a bookstore and see if they can find a book or a writer that really talks to them, because they’re out there. There isn’t a moratorium on accessibility in American poetry. I feel that my work is

A: That’s a true story. With only a little bit of tweaking, that’s pretty much verbatim what he was telling me as he was driving me in the wrong direction to my house.

A: I’m pretty sure I wanted to have something that would have the energy of slapstick but also surprise you, the way Chaplin’s pantomime surprised you at times. For example, he would turn two dinner rolls and two forks into a dance. I was hoping I would give a list that would approximate that kind of invention, but also something that violates protocol. In “Little Tramp,” he truly violates protocol time and time again, so I was trying to get that energy onto the page.

Q: Why is voice important in poem?

A: Voice ... is the conveyor of the image, the lyric, the idea.

There’s an initial handshake, between the reader and the page; there’s a little negotiation there, whether you’re going to believe the tone of the speaker’s voice and let the speaker take you somewhere. Or, you’re going to say, “I don’t think the speaker knows what he’s talking about. I don’t believe the authority.

“I love hunting for treasures,” she said.

“I forgot I had some of these things,” she said.

After investigations by the U.S. Department of Labor’s Wage and Hour Division, Rios Rodriguez Enterprises Inc., owner of five Central Florida restaurants, will pay $83,577 in back wages to 91 employees for violating the minimum wage, overtime and recordkeeping provisions of the Fair Labor Standards Act, according to a June 12 press release from the U.S. Department of Labor. The employer also paid $21,266 in civil money penalties for repeated violations.

The investigations involved La Fiesta of Ormond Beach, La Fiesta of Port Orange, Saint Anejo Mexican Kitchen in Winter Springs, Agave Azul Mexican Cuisine in Orlando and Agave Azul Mexican Cuisine in Winter Park.

Investigators found the employer failed to pay tipped employees the federal minimum wage for all the hours that they worked. The employer also paid cooks flat salaries, without regard to the number of hours that they actually worked, which resulted in overtime violations. Also, the employer’s practice of paying overtime after 80 hours in two workweeks, instead of after 40 hours in a single workweek, resulted in additional violations.

The employer also failed to maintain accurate payroll and time records.

Oceanside Country Club, 75 N. Halifax Drive, a part of the community for more than 50 years, is undergoing a $5.5 million renovation. The private club is the site of the annual state of the city luncheon, civic league events, company parties, nonprofit functions and Chamber of Commerce events.

The club, which has about 600 members, was remodeled in 2013 at a cost of $1.3 million.

The interior and exterior remodeling project will include updates to handicap access, new landscaping and parking lot improvements. The project is expected to be complete by Thanksgiving.

The golf course began in 1907 as an amenity for the Ormond Hotel, the hotel built in 1888 and demolished in 1992.

Ormond Beach Police initially reported that witnesses said Worthington was racing a blue Subaru four-door car north on Nova Road before colliding with Spanos. Witnesses told police that they saw Worthington and the driver in the Subaru revving their engines while stopped at the traffic light of North Nova Road and West Granada Boulevard.

Worthington told police when he was first arrested that he didn’t know the other driver, who was flicking hiim off and “brake checking” him up and down Nova Road. He denied racing the Subaru.

A 41-year-old Ormond Beach woman driving a convertible refused to stop for police, leading them on a 1.23 mile chase through town. A 24-year-old South Daytona resident has been charged with vehicular homicide after he crashed into a 73-year-old woman’s car while street racing another car.

Erik Worthington could face up to 15 years in prison for the death of Mary Spanos, of Daytona Beach, who died at the hospital seven hours after the June 4 crash. Spanos’ injuries at the time of the crash were believed to be non-life threatening, according to Worthington’s arrest report, and she was transported to the hospital by non-emergency EVAC.

Andre McMillian was weeks away from graduating high school and only a few months away from attending his first football practice at Murray State University.

But his old team needed him.

There had been some shuffling among Mainland football’s coaching staff. Some coaches were forced to take on new position groups, and they were spread out.

Before the start of spring practice on April 22, Buccaneers offensive coordinator Arin Hankerd approached McMillian. He wanted him to help coach during the spring.

“He was the first coach ready with a whistle in his mouth,” Hankerd recalled. “It was awesome.”

Losing McMillian’s leadership is what will be most difficult for Mainland during the 2019 season. Not that he was the first 1,000 yard rusher the Buccaneers have had since 2011. Not that he accounted for 27 total touchdowns, 23 of which were rushing touchdowns (a school record for a running back). Not that he was one of the fastest or most agile players on the team.

It’s losing his intangible qualities — his football IQ and his character — the Buccaneers will struggle to replace.

“He was the smartest kid we

ever had,” Hankerd said. “He’s a brilliant football mind.”

Taron Keith doesn’t know how last year would have turned out if not for having McMillian with him in the backfield. It was Keith’s first time starting at quarterback, and he was in a new system.

But McMillian knew the offense inside and out, backward and forward. He called audibles for the offensive line and checked pass protection nearly every down.

“It was like having another

quarterback back there with me,” said Keith, now a rising senior.

“It took a lot of burden off my shoulders. I could rely on him at any time.”

The Buccaneers will no longer have their workhorse at running back. To combat this, they’ll use a by-committee approach.

tion to his duties at quarterback (where he’ll still be relied upon to run the ball). The Buccaneers are looking for a third back to step up during summer practice.

Braswell, a transfer from Father Lopez Catholic High School, doesn’t have the top-end speed that McMillian had. But he’s got great balance. He bounces off tackles and stays on his feet.

“He’s very efficient when he runs,” Hankerd said. “He just hits the hole and gets forward progress.”

Braswell said that he can do more than run, though. He’s a more-than-willing pass catcher.

“I can even throw if you need me to,” he joked. “I can give you anything you need.”

Keith, in addition to his physical talent, may be able to bring some of the leadership qualities that McMillian demonstrated last season.

“He’s the perfect storm of A-plus athlete, A-plus character, A-plus football guy,” Hankerd said. “He’s the hardest working guy every day, and he just has the best character of any one I’ve ever met. He’s one of the best kids I’ve ever coached.”

But there’s no question: Regardless of who is in the backfield for the Buccaneers, McMillian will be sorely missed.

“He set the bar around here,” Braswell said. “And now, we’ve got to go raise it.”

Mainland teacher in National Senior Games Sandy Garner, a physical education teacher at Mainland High School and a former volleyball coach, had the opportunity to play volleyball in the 60+ division at the National Senior Games in Albuquerque, New Mexico. Her team placed second in the championship division.

There were 40 teams in her age group. Her team went undefeated, winning eight straight matches without dropping a set — until the final match. Garner was the only player from Florida on her team.

Father Lopez hires new football coach

Father Lopez golfer qualifies for U.S. Junior Championship

Father Lopez Catholic High School promoted defensive coordinator Chris Stephenson to take over as the Green Wave’s next head football coach.

Stephenson went 11-8 in two seasons in charge at Mount Dora from 2016-2017. This promotion comes after the recent departure of former Green Wave head coach Matt Knauss, who left Father Lopez for Orange Park Ridgeview.

Father Lopez Catholic High School’s Lisa Colee shot a 69 to qualify fro the 2019 U.S. Girls’ Junior Championship, which will be held on July 22-27 at SentryWorld Golf Course in Stevens Point, Wisconsin.

Brookdale Senior Living in Ormond Beach celebrated the summer solstice on Friday, June 21, with a day full of activities for its residents in the hopes of continuing to raise awareness for Alzheimer’s and dementia in the community.

For Todd Register, executive director for Brookdale Ormond Beach West, it’s a cause that runs deep. His mother had dementia, and five out her nine siblings were also diagnosed with it. His grandfather had it, too, and one of his cousins was recently diagnosed.

It’s why every year, he sets a personal fundraising goal to aid the Alzheimer’s Association.

“We want to make sure that we are bringing as much awareness to dementia and Alzheimer’s as we can,” Register said.

Brookdale Senior Living participates in the Alzheimer’s Association annual Walk to End Alzheimer’s, and this year will be no different. Brookdale has already set fundraising goals for the Nov. 9 walk.

Its first-annual “Longest Day” event was a way to begin raising awareness for the cause. It was an all-day celebration with new activities every hour, including yoga on the beach, music thera-

py, hand massages and ice cream sundaes. Among the participating residents were former nurses, a socialite, and even a concert pianist.

Register said other diseases, such as breast cancer, are more supported by many individuals and organizations compared to Alzheimer’s. There’s a reason for that, he said — breast cancer is curable. Alzheimer’s and dementia isn’t yet.

“We need to change that,” Register said. “We need to get people to focus on it.”

Food Brings Hope’s Feed-AFamily program received a monetary boost thanks to a $15,000 donation from Bank of America.

The donation was made possible through Bank of America’s Charitable Foundation Grant, according to a press release, and will also help with the VCan2020 campaign aiming to end childhood hunger and homelessness in Volusia County

by 2020. The Feed-A-Family program provides families with 40-pound food bags in partnership with Halifax Urban Ministries.
