Maria Bonita Restaurant, 195 W. Granada Blvd., has been purchased by Pedro Navarez and his wife, Gloria Huitron, who own Agave Fresh Mex and Cantina, 1474 W. Granada Blvd.

A restaurant called Frida’s will open in its place. The building is being remodeled. Nevarez and Huitron started a chain of Mexican restaurants in 1997 in Vero Beach and own several throughout Florida.

The property was sold on June 28 for $1.55 million, according to county property records.

As for Aldi increasing traffic, he said people are already driving west on Granada to reach Walmart and Publix.

Three residents spoke on the item, two asking the commission to vote no. The third asked the commission to be conscious of traffic.

Ormond Beach will be getting a new standalone Starbucks at Shoppes on Granada, as the City Commission voted 4-1 on a resolution to approve a drive-thru restaurant at the second phase of the development. The current Starbucks on West Granada will relocate to the new building.

The special exception allows a 2,400-square-foot twotenant building, which will also house a hair salon, at the 1246 W. Granada Blvd. plaza. City Commissioner Troy Kent voted against the resolution, citing increased traffic concerns due to the upcoming Aldi, which should open in September.

Ormond Beach Mayor Bill Partington supported the project, but said he would have felt more comfortable if a deceleration lane was added to the project, due to the city’s recent traffic fatalities.

“That traffic is there, is my feeling one way or the other, whether this goes in or not,” Partington said. “That traffic is going to be there.”

A deceleration lane would help, he added.

“We almost always vote together, and that says something. And sometimes we don’t, and that also says something. It’s healthy, I think.”

Surf Shop gets OK for boards

A special exception request

Owner David Mongeau sought to authorize a daily display and rental of two surfboards outside his 220 E. Granada Blvd. shop. A city memo on the request stated that Neighborhood Improvement Division and Planning Department staff received a complaint over the surfboards at the Granada Surf Shop and the special exception request was to bring the business into compliance.

Tree companies can not solicit The city also updated its solicitor ordinance at the meeting, with the commission unanimously approving an amendment to the definition of a “commercial solicitor.”

A city memo states that prior to the change, a commercial solicitor required a city permit for door-to-door sales of goods or property, but didn’t mention sale of services. The city brought up the update due to the increase of tree trimming service solicitation activity without a permit.

Now, tree companies must have a permit to solicit their services in local residences.

A residential zoning description on www.ormondbeach.org states, “Use of dwelling units for transient lodging is prohibited in order to protect and maintain the residential character of the zoning district.”

A random check of the Airbnb website showed homes in Ormond Beach advertised as “200 yards to the beach,” “walking distance to the beach” and “one block to the beach,” revealing they are west of S.R. A1A. AllTheRooms provided a snapshot of stay lengths in zipcode 32176, which is the beachside.

Based on 218 listings on Airbandb, the average length of stay was 4.44 days. It’s not known how many were in the residential zone.

A RESIDENT’S OPINION

A resident of Ormond-by-theSea, who didn’t want to be named, said he has considered renting his

home when he goes on vacation to pay for expenses, noting that several people on his street rent their homes.

Asked if most of his neighbors rent their homes for less than a month, he said, “Oh, absolutely.”

He said the rentals don’t normally bother him, but he understands when residents get upset by frequent turnover of renters at a house that continually rents short term.

Last spring during Bike Week, there was a dispute about noise in Ormond-by-the-Sea between neighbors and homeowners who rented their home to several bikers, and it was reported in the Daytona Beach News-Journal.

Chris Hutchinson, code compliance manager for Volusia County, said if they find an illegal rental, it’s handled as a county code violation. Spraker also said violations in Ormond Beach are investigated by code enforcement.

In 2011, the state of Florida passed a law stating that local municipalities cannot set an ordinance governing the frequency or duration of home rentals, but the codes of Ormond Beach and Volusia County were grandfathered in. Occasionally, a state legislator proposes a bill that would disallow the local ordinances, but none have passed, so far.

A HOTELIER’S VIEW

Bob Davis, CEO of the Hotel and Lodging Association of Volusia County, calls short-term rentals through online sources a “huge crisis.”

Those who rent out their property for less than six months are required to pay a 6% resort tax, whether it’s a house, condo or hotel. This applies throughout the county, including Ormond Beach. The county does not have a collection system set up with online companies, so it depends on homeowners to self-report.

If a rental does not pay the tourism tax, then the county loses money. Half of the resort tax goes to pay the mortgage of the Ocean Center and half goes for tourism promotion.

Davis has been going to the County Council for four years, he said, to ask for enforcement measures such as those instituted in Miami and other locations. He said recently that some council members are working on it, but it’s coming slowly.

“We must stop illegal Airbnb’s and only allow in designated areas that are zoned for them,” he said.

“They should not be allowed in the neighborhoods.”

Private home rental also hurts the hotel industry, he said. This year, for the first time, he saw vacancies at hotels along State Road A1A during Bike Week and Speedweeks. (Observers also say the events are attracting fewer visitors.)

Davis also said rentals take away needed workforce housing.

The Volusia County School Board voted unanimously to approve a tentative budget of $995,336,965 and 6.081 mills for the 2019-2020 school year at a special meeting on Monday, July 22.

The vote to approve happened after a detailed presentation of how all monies are allocated. Following the presentation, the floor was opened for public comment.

No one was present.

The budget encompasses general operating expenses, capital projects, debt service, special revenue and internal service. The 2019-2020 year has more capital projects due to improving buildings such as Pierson Elementary, Chisholm Elementary Phase 1, and George Marks Elementary.

The property tax calculation is based on 6.081 mills. For example, an assessed property value of a $147,135 home, minus a $25,000 homestead exemption, leaves

That is $75.07 more per student than last year. However, that number is still barely an increase per student compared to pre-recession allocations from 2007-2008, when the BSA was $4,163.47.

In August, the superintendent will advise the property appraiser of the proposed millage, the rollback rate, and the time and date of the public budget hearing. The appraiser will prepare and mail a TRIM notice for proposed property taxes.

A public hearing for the adoption of the final budget will be held Sept. 10.

The superintendent will then certify the adopted millage to the property appraiser and tax collector.

The budget is sent to the Department of Education within three business days after adoption.

STUDENT RECEIVES COAST GUARD ACADEMY AWARD A rising senior at Father Lopez Catholic High School has been awarded the John and Carol Johnson U.S. Coast Guard Academy Auxiliary AIM Honor Graduate award. Ryan Waddell received the award after participating in the Academy Introduction Mission program at the U.S. Coast Guard Academy in Connecticut this past July, according to a news release.

The award is given to six recipients annually. Waddell hopes to pursue a nomination to a service academy, with an engineering major.

New trail gives kids safer route to Tomoka Elementary City Engineer Shawn Finley said the city continues to explore future projects to bring more trails to Ormond.

With school starting on Aug. 12, students attending Tomoka Elementary now have a new way to get to class.

The Forest Hills Trail, a concrete sidewalk beginning at the western end of Scottsdale Drive and proceeding along Misner’s Creek to Old Tomoka Road, was completed in April.

Its construction was spurred by a 2008 River to Sea Transportation Planning Organization (then called the Volusia TPO) study

conducted on school bicyclist and pedestrian safety after the school district’s budget-cut-motivated cessation of bus service to Tomoka Elementary students living in the Forest Hills neighborhood, City Engineer Shawn Finley said.

At the time of the study, 351 Tomoka Elementary School students lived within the study area, and about 70 walked or rode bikes to school, city documents state.

Without the trail, students walking or biking to school needed to travel on Nova Road and Granada Boulevard for more than a mile.

The proposed trail was placed in the city’s five-year plan by the City Commission in 2011, and construction by JD Weber Construction Co. began in October of 2018.

Finley, who was recently promoted to city engineer upon John Noble’s retirement, said the trail makes that area of the city accessible to residents once again.

“I’ve talked to people who grew up in the area, and they tell stories of how they used to walk along the creek bank as children, and I think it really opens it up similarly to a linear park,” Finley said.

The trail solves the initial problem of providing students with a safer route to school, and provides a new amenity, he added.

The cost of the trail amounted to just under $580,000. The project was 90% funded by

the Department of Transportation, which provided $459,185.

The city provided design services, valued at $51,811, and covered the remainder of the cost, at a total of $120,572.

Other TPO applications for additional trails and sidewalks for Ormond Beach are currently in the works, Finley said. The city is also seeking to extend sidewalks north on U.S. 1, though that project has yet to reach the design phase. However, the sidewalks in front of Tomoka Elementary could soon be reworked, as that project is in design now.

“We really recognize the fact that people are wanting to walk and bike, and we’re looking for any opportunities we can to bring projects like this for residents to be able to do that,” Finley said.

HOME PRICES RISE AS SALES FALL Median home sales prices rose in June, but sales fell across the greater Daytona Beach area, according to an analysis of Multiple Listing Service data by real estate agent Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange.

For June, 475 existing single-family homes were sold, a 12% drop in sales compared to May and a 4% decline compared to the same month last year.

However, the median sales price in June was $256,900, which was higher in both monthly and annual comparisons. The prices were up by 16% compared to the same month last year and 4.8% higher than in May. For condos, there was a substantial median price drop, compared to condo sales in May. There were 146 condo units sold around the Daytona Beach area in June with a $175,100 median sales price.

A person died on Sunday, July 28, after a vehicle ran off North U.S. 1, Ormond Beach police reported.

The victim, whose name has not been released, was a passenger in a crash that happened in the 900 block of the highway around 8:08 p.m. Only one vehicle was involved in the crash, according to a press release.

The victim died at the scene.

Two of the city’s Leisure Services programs recently won awards from the Florida Festival and Events Association, and the faces behind the program will be honored at the annual conference in Naples in late August.

Both women said it was an honor to be recognized.

“We’re kind of doing what we love to do, and working with the children is just fun,” Daly said.

Evert added that the awards wouldn’t have been possible without support. In her case, she emphasized the help she receives from the master gardeners, garden monitors and the residents who participate in the program.

“We really all work together to make sure the program runs smoothly,” Evert said.

This is the first year that Evert and Daly have been included in the FFEA, and Daly said they were excited about joining. Enviro Camp is a brainchild of hers, as she was part of the program’s creation back in 2006 when it started at The Casements.

The program has grown since then, and has been moved to the Environmental Discovery Center.

It now offers fishing and archery programs, and it benefits from the over 50 partnerships the center has. This year, the camp’s registration was fully booked within an hour and a half on the first day.

Evert has also been able to witness the effect of the two community gardens in Ormond Beach.

This year, the Garden to Give initiative was introduced, and the gardeners donated green beans to the Jerry Doliner Food Bank.

Executive Director Gloria Max sent them a letter to thank them for their donation, especially because the food bank doesn’t get much fresh produce.

“And that’s really when it hit home to me what a huge impact we make in the community with the community gardens,” Evert said.

caused the damage could at least have left a note. And the person did, just a few hours later — along with a new mailbox.

The note reads: “I’m sorry for crashing into your mailbox on my bike. Here is a new mailbox.

Sorry again.”

Based on the note, the Kolaskas believe it was a child, and hope he or she isn’t hurt.

Ed Kolaska said he thought the individual deserved some recognition for his or her actions. So do the parents, for the upbringing they’re instilling in their child, he said.

“We thank you for your honesty,” they said. “The world is a better place because of you.”

Ormond Beach residents Ed and Terri Kolaska returned home on July 17 after being gone for just two hours, and noticed their mailbox was “slightly askew.”

“We made a hasty decision to somehow find the perpetrator and make him/her pay dearly,” the Kolaskas wrote in a post on Nextdoor.com.

They initially believed the mail carrier had caused the damage, so they called the post office, but to no avail.

They thought the person who

LADDER WANTED 4:40 p.m. — 500 block of South Nova Road Burglary. A 33-year-old Ormond Beach man used his bicycle to steal two ladders from a storage facility, according to the Ormond Beach Police Department.

The man, when officers caught him, told them he’d needed one of the ladders for a tree-trimming job.

Security footage from the storage facility showed the man ride into the gated compound by following a vehicle inside.

He loitered for almost 40 minutes before taking the ladders from a utility trailer, according to the police report.

The man took one first, hoisting it on his shoulder and pedaling away. He then came back and jumped over a wall to steal the second ladder.

An OBPD officer recognized him from the security footage and paid him a visit at his sister’s residence. The man admitted to stealing the ladders and told police he’d left them leaning against a tree behind the storage facility. Both were recovered.

The man was arrested and taken to jail.

JULY 17

MEAT PACKER 10:30 a.m. — 1500 block of West Granada Boulevard Petit theft. A 48-year-old Daytona Beach man tried to steal two ribeye steaks from a local big box store by removing the steaks from their packaging and slipping them into his pants, ac-

cording to the OBPD. The store’s loss prevention officer saw the entire operation, and also saw the man put on a pair of the store’s boots.

When the man tried to walk out, the employee confronted him at the exit.

The store got all the merchandise back, but couldn’t resell the steaks because they’d touched the man’s skin.

The man denied leaving the store and said he hadn’t stolen anything. A police officer asked him why he’d put the steaks down his pants.

“I didn’t put no steaks down my pants,” the man replied, according to the report.

He was trespassed from the store and taken to jail.

SPIT IT OUT 8:45 p.m. — 200 block of East Granada Boulevard Battery touch. A 27-year-old Daytona Beach man was looking for some alone time with his girlfriend in a local pharmacy’s bathroom when they were interrupted by a knock at the door.

The store’s manager told them they couldn’t be in the bathroom together. The man stepped out and began arguing with the manager, then spit in his face, according to a police report. A witness told police she’d heard the man make a “snorting sound consistent with that of a person preparing to spit a large amount of saliva out,” the police report states.

The store manager grabbed the man’s neck and pushed him.

The man was later arrested.

After two years at Bishop Moore Catholic High School in Orlando, defensive back/athlete Jordan Jackson is returning to Volusia County. Jackson, who played his freshman season at Warner Christian Academy, announced via Twitter that he is transferring to Mainland High School for his senior season.

uke Fleischer makes breaking 3 inches of pine look easy.

But the 13-year-old knows its wasn’t. Passing his first-degree black belt test was a goal he’s been working toward over the last 2 1/2 years.

This summer alone, he’s spent almost 12 hours at United Martial Arts every day. On Saturday, July 27, as his instructor tied his new belt around his waist, Luke saw his efforts come to fruition.

Stan Lee, chief instructor and founder of United Martial Arts, said it’s been some time since the school’s last black belt test. That’s why he believes in the importance of the rest of his students witnessing the moment, especially those who are wondering if they could ever reach the same goal.

He said Luke can be an inspiration to them.

There aren’t many children who stick with a set goal in mind for over half a decade, he added.

Six years ago, Luke Fleischer and his sister Madison were two of 12 campers attending the United Martial Arts Summer Camp. Back then, they wore white robes, known as karategi. Luke was a yellow belt, and Madison was just getting started with mixed martial arts as a white belt. The Ormond Beach Observ-

er captured a moment during that summer camp with both siblings practicing how to defend against a headlock. Luke was 6, and Madison was 5.

Now, 11-year-old Madison watched as Lee tied her brother’s new belt around his waist. Soon, it’ll be her turn.

“It kind of shows me that I can achieve it in the timeframe he did,” Madison said.

The black belt test at United Martial Arts consists of four parts: grappling, striking, self-

defense choreography and boardbreaking. Both Madison and Luke have spent years learning all those components, but in addition to that, Lee said they’ve also developed the principles of good character and how to be a leader.

It’s come full-circle, as Madison and Luke now help teach other 5- and 6-year-olds.

Luke’s overcome obstacles to obtain his black belt, but stayed motivated because of the support he received from his family and Lee. “I’ve been encouraged by Mr. Stan because he tells me that I can do it,” Luke said.

For Luke to obtain his black belt, he had to perform every martial arts skill he’d ever learn.

It’s an example of the perseverance Luke has learned through the years.

Overseas Sensation Former Seabreeze basketball standout makes a name for himself overseas

Corey Walden’s basketball career has spanned the globe.

Walden, who was born and raised in Ormond Beach, starred for the Seabreeze Sandcrabs before his graduation in 2010.

He played at nearby Stetson for a year — where he started all 24 games he appeared in and averaged 12 points, 3.3 rebounds, 3.3 assists and 2.3 steals per game, earning Atlantic Sun Conference All-Freshman team honors.

He transferred to Eastern Florida State the following season but didn’t play due to an injury.

He spent his remaining college years in Richmond, Kentucky, playing for Eastern Kentucky. As a senior, he averaged 18.6 points, 4.0 rebounds, 3.8 assists and 3.1 steals for the Colonels.

All of that time was spent preparing himself for the next level — whatever that level might be.

“My journey has been a grind,” Walden said. “Every kid’s dream is to play in the NBA or to be a professional somewhere.”

His first shot at the NBA came after his graduation from EKU in 2015. He received a training camp invite from the Boston Celtics. He didn’t make the team, so he hopped on a plane and went overseas.

He played for Telenet Oostende in Belgium for a season, winning the Belgian Cub and the Belgian League championship in 2017.

He signed with Hapoel Holon of the Ligat HaAl, the top division of Israeli basketball. Walden led Holon to the 2019 Israeli League Playoffs and was named the regular season MVP. In all his travels, one of the most shocking things was the admiration fans have for their teams in other countries.

everywhere you play it, but the atmosphere is different,” Walden said. “People are passionate about basketball here in the U.S. But overseas, the fans are way more involved. They’re more hands-on.”

Walden was back in his home country in July. He received an invite to compete with the Toronto Raptors in this year’s NBA Summer League.

He didn’t hear back from any NBA teams, but he still enjoyed the experience.

“It felt like that even though I was overseas, my game wasn’t being ignored,” he said. “People were still watching me even though I was across the world.”

He’ll be returning to Europe, however. He recently signed with a one-year deal with the Partizan of the Adriatic League First Division.

“I’ve built such a big name for myself over there,” Walden said.

“I kind of want to keep that buzz going and see how it goes.”

A big idea. A shoestring budget.

Aging. The death of a mentor.

Those are all things Ormond Beach filmmaker John McLoughlin was faced with during his fiveyear journey to film “Underwood,” an indie supernatural thriller about an author on a retreat who discovers the truth about an old murder in town. Starring Ormond Beach resident and former model Michelle McCurry, as author Samantha in “Underwood,” she is haunted by a victim’s ghost who urges her to expose her killer and the real way she died.

“Underwood” started as a 20-page short, which McLoughlin wrote in his early 20s in the mid-1990s. A few years ago, he was going through his old ideas and he came across it once again.

McLoughlin decided to rework it into a full-length movie script, and in 2014, he began filming “Underwood.”

McLoughlin, who produced the film under his own production company Inertia Digital Media, has always had a passion for movies. Initially, he pursued an acting career. He lived in Los Angeles, starred in a few commercials and a had a handful of guest appearances in shows like 90210.

But he later discovered his heart was really in writing.

“I love creating the world, you know. Telling the jokes in my head and then seeing them come out of the actors and the way that they

deliver it is a treat, just as a writer,” McLoughlin said.

He wrote his first script at 15 years old on legal pad. In 2007, that script became “Along the Way,” a $1.3 million budget indie film, which was directed by his friend Andrew Bowen.

More recently, McLoughlin worked on “Lifeline: The Untold Story of Saving the Pulse Survivors,” a documentary about the Pulse shooting survivors and the role OneBlood played. The documentary special was nominated in 2017 for a Suncoast Regional Emmy Award.

To work on “Lifeline,” McLoughlin had to put “Underwood” on ice for a bit. Out of the five years he spent working on his film, he and the cast only had about 40 days of shooting.

“There are actually scenes that are shot years apart,” McLoughlin said. “In the movie, it’s supposed to be five minutes later … but yet, the actor shot that scene in 2014 and the following scene was done in 2018.”

That posed a challenge for continuity, as actors aged over the years, or changed their hair, and it delayed the filming process. Scouting locations, many of which are found in the greater Daytona Beach area, was also a challenge.

Those who watch the movie may recognize one particular location. McLoughlin needed a country store for “Underwood,” and he chose a former gas station down State Road 40.

He calls “Underwood” a labor of love, and making the film has also shifted some of his writing mentality. It’s gotten him thinking more realistically as a writer, he said, and he hopes to incorporate that in his newer works.

As his movie approaches 100,000 views on Amazon Prime, McLoughlin looks back to his experience fondly. He doesn’t regret switching from acting to filmmaking.

“I didn’t want to dance for the dollar,” McLoughlin said. “I wanted to create ... Twenty years later, I’m one rung up that ladder.”
