On Aug. 12, the Ormond Beach Planning Board unanimously recommended approval for a land development code amendment to allow food trucks to operate up to 12 times a year in residential community centers.

According to a city staff report, the amendment came about after the homeowners association for The Trails sought an application for food trucks for their clubhouse, and when denied, asked that

the city consider allowing subdivisions with community centers to host food trucks.

This comes after the City Commission gave the OK for food trucks to operate in the B-8 Commercial and I-1 Light Industrial zones.

Planning Board member Lori Tolland suggested the city look into allowing them in subdivisions without community centers as well.

“I think food trucks do a great job of bringing a sense of

community and open spaces, and every time that we seem to do studies, greenspace — community space — is always one of those top items,” she said.

After some discussion, the board agreed to look at incorporating food trucks under the neighborhood block party ordinance in the future after seeing how food truck operations function in community centers and clubhouses.

“We just can’t look the other way. We’ve got to just put a clamp on it right where it is now. ... I think it’s a war that we are losing, and when you’re in a war, I think everyone has to make sacrifices.”

Need to get tested for COVID-19?

The Florida Department of Health in Volusia County has expanded COVID-19 testing at its main location at 1845 Holsonback Drive.

Appointments are required, but PCR testing is available Monday through Friday for symptomatic individuals and those who have been exposed to COVID-19. That includes students who are seeking testing and clearance to return to school.

Octoberfest canceled The Prince of Peace Octoberfest has been canceled for 2021.

“Regretfully, we have determined that it’s just not safe or practical to try and resume the event this year,” said Ron Nowviskie and Jay Peck, chairpersons of the church’s Octoberfest Committee in a press release.

The event had been tentatively scheduled for the second week in October. It was also canceled in 2020 due to the pandemic.

Prior to that, it had been held annually since 1969 on the church’s grounds at 600 S. Nova Road, save for 2016 due to Hurricane Matthew.

Treating COVID Monoclonal antibody therapy treatment site opens in Ormond Beach

Gov. Ron DeSantis is continuing to increase access to monoclonal antibody therapy treatment, and on Thursday, Aug. 19, he announced the opening of a treatment site at the Ormond Beach Senior Center.

The governor expressed his confidence that the state will see a reduction in hospital admissions with the introduction of these treatment sites, particularly naming the treatment by biotechnology company Regeneron. At the time of the press conference, DeSantis had announced the opening of monoclonal antibody therapy treatment sites in Jacksonville, Orlando, Merritt Island, Pembroke Pines and West Palm Beach. As of Tuesday, Aug. 24, he’d opened 18 sites across the state.

“It’s our belief that if this is something that everybody understands is available, and it’s utilized, that you will be able to reduce the admissions into hospitals, and I think hopefully in a pretty significant way,” DeSantis said.

The new sites come as Florida COVID-19 hospitalizations continue to rise, with the Florida Hospital Association reporting hospitalizations are now 165% higher than they were during the state’s previous peak in July 2020.

Hospitalizations, as of Tuesday, Aug. 24, totaled 16,820 since the start of the pandemic, according to FHA, up 100 from the time of the governor’s press conference in Ormond Beach. The association reports that 53.7% of adult ICU beds in Florida are currently occupied by COVID-19 patients.

The announcement came a day after the Associated Press reported that Regeneron is one of DeSantis’ top political donors.

According to the FDA, monoclonal antibodies “are laboratory-made proteins that mimic the immune system’s ability to fight off harmful antigens such as viruses.”

The antibody treatment is administered using an IV and though unapproved by the FDA, it does have an emergeny use authorization. It is meant to treat mild to moderate COVID-19 cases in adults and pediatric patients 12 years or older.

The monoclonal antibody therapy treatment isn’t meant to replace COVID-19 vaccinations.

Vaccines have been the “centerpiece” of the state’s efforts to fight the spread of COVID-19 since December, the governor said, but they aren’t meant to treat the virus; only prevent an individual from contracting it in the first place.

“Obviously we worked very hard in Volusia County and throughout the state to be able to provide easy access to vaccines, focusing on seniors first,” DeSantis said. “We brought it to communities here in Volusia, retail pharmacies, of course the hospitals, the whole nine yards, and we’re happy to have done that. The data in Florida for hospitalizations still is that the people who are admitted to hospitals in Florida for covid and are being treated, particularly people who end up in the ICU, tend to be people who were not vaccinated.”

IMMEDIATE TREATMENT POSSIBLE

On Aug. 10, the U.S. Food and Drug Administration revised its emergency use authorization for Regeneron’s monoclonal antibody therapy treatment to allow it to be used as a post-exposure prophylaxis for COVID-19 in adults and children 12 and older “who are at high risk for progression to severe COVID-19, including hospitalization or death,” according to the FDA. It is not authorized as a prevention measure before an individual is exposed to COVID-19, and the FDA further explains it is not a substitute for a vaccine.

INCREASING AWARENESS

DeSantis said his goal is to have between 15 and 20 monoclonal antibody therapy treatment sites in the state by the end of the week. Each site, including the one in Ormond Beach, is able to perform over 300 treatments daily. The move by the state to add these sites is meant to boost what health systems already have in place.

“I think this is expanding access, but also increasing awareness, which will be good,” DeSantis said.

Treatment is free for patients, as the federal government is bearing the cost, the governor explained.

How did the treatment site end up in Ormond Beach? Jenn Elston, spokesperson for the city, said in an email that the Volusia County Emergency Operations Center, on behalf of FDEM, requested use of a facility in Ormond Beach to host a state-run monoclonal antibody treatment site.

The Ormond Beach Senior Center is located at 351 Andrews St., and the treatment site will operate daily from 9 a.m. to 5 p.m. Walk-ins are welcome, according to a city press release, but appointments are encouraged and can be made at patientportalfl.com

MASKS State begins to make its case against mandates Attorneys for Gov. Ron DeSantis on Tuesday began calling witnesses to back the state’s case against allowing school districts to impose student mask mandates, as a hearing continued in a lawsuit challenging a DeSantis executive order.

As the legal battle plays out, eight school districts as of Tuesday afternoon had voted to require masks for students, with exceptions only for students whose parents submit doctors’ notes. The mask mandates in the eight counties cover an estimated 1.23 million students, based on state enrollment data from the 2020-2021 school year.

DeSantis issued the order July 30 in an effort to block county school boards from requiring students to wear masks as the delta variant of the coronavirus has caused a surge in COVID-19 cases. The governor contends that parents should be able to decide whether their children wear masks.

But a group of parents filed the lawsuit, alleging that the executive order violates a section of the state Constitution that requires providing a “uniform, efficient, safe, secure and high quality system” of public schools.

Leon County Circuit Judge John Cooper began hearing testimony Monday and is scheduled to finish Wednesday.

The hearing Tuesday kicked off with plaintiffs’ attorneys calling medical doctors as witnesses, with arguments centered mostly on the efficacy of wearing masks to help the spread of COVID-19.

“It keeps me from sharing my germs with you, and it keeps you from sharing your germs with me. So, regardless of whether I’m vaccinated or not or you’re vaccinated or not, it is protecting both of us,” said Mona Mangat, an allergist and immunologist.

The state’s lawyers later called their first witness, Stanford University professor of medicine Jay Bhattacharya, who testified about “harms” of requiring children to wear masks.

“If you look at the pre-COVID literature, it emphasizes that children need to be able to see faces,” he said.

COVID Booster shots? Adventhealth weighs in

Should the general public be considering taking a third dose, or a booster shot, of the COVID-19 vaccine?

Dr. Vincent Hsu, executive director of infection prevention and hospital epidemiologist at AdventHealth said that depends: A third dose of an mRNA vaccine such as the Moderna and Pfizer vaccines is only currently being considered for immunocompromised individuals. A vaccine “booster” dose is intended for patients with no comorbidities and regular immune systems, as data is showing virus immunity tends to wane over time, and a plan for these booster doses is not yet in place.

But those interested in receiving a third dose should speak to their health care providers, said Hsu during AdventHealth’s morning briefing on Thursday, Aug. 19.

Though their hospitals will remain on “black status,” limited, urgent outpatient procedures will resume this week.

“We aren’t by any means out of the woods when it comes to number of very sick patients being cared for in our hospitals,” said Dr. Neil Finkler, chief clinical officer of AdventHealth’s Central Florida Division in a press release.

“Although we are not yet able to fully return to normal, after more than three weeks of only performing emergency surgical procedures, we understand the need in our community to handle some limited, urgent non-COVID outpatient procedures which address quality-of-life situations.”

The high number of hospitalizations have resulted in staff shortages, full intensive care units, long emergency room waits and “tremendous” stress for health care workers, said Hsu during Adventhealth’s morning briefing.

“This is, unfortunately, a crisis of unprecedented proportions,” Hsu said. “We just haven’t seen these numbers. We’re over two times the number of COVID patients that we were during the winter peak earlier this year.”

There is hope the surge could be stemmed, and the epidemiologist encouraged continue to wear their masks, practice social distancing and get vaccinated, if

WORK FOR ROOM AND BOARD 11:44 p.m. — 500 block of Collins Street Loitering or prowling. Police arrested a 34-year-old Ormond Beach man who entered a vacant trailer home, telling police that he had permission to be inside; he didn’t, according to police.

Witnesses called police after they saw the man come out from the woods behind the home, and when officers arrived, they discovered that the front door was unlocked. They then spotted the man and asked him to step outside. The man complied and said he had consent to be inside since he had done work for the owner, but revealed that he had not spoken with the owner for about four months.

He said he needed a place to stay and saw that the front door was unlocked. He began to work on things inside, according to the police report, though he only left the owner a voicemail.

He was taken to jail.

Adventhealth’s median age of hospitalization has dropped to around 50 years old, but it is probable it could decrease to 40 years old soon as the trend for younger hospitalized patients continue, according to Hsu. Many of these patients are considered to be otherwise healthy individuals, and yet some have had to be placed on ventilators. Some have died, Hsu added.

The number of pediatric hospitalizations at Adventhealth has also increased; Hsu said they are seeing the highest number of since the start of the pandemic.

AUG. 19

DON’T DRINK AND DRIVE 8:55 p.m. — 700 block of West River Oak Drive DUI. A 33-year-old Port Orange man was arrested for drunk driving after he crashed into a law enforcement officer’s mailbox and parked vehicle in a neighborhood.

According to his arrest report, the man struck the officer’s mailbox and then her truck, which caused the truck to hit her patrol

vehicle. The officer told police that when she approached the man, he told her that he should had let someone else drive, as he had previously had a few drinks.

The reporting officer conducted a series of field sobriety exercises, which the man failed, blaming his flip flops for one of them. After he was medically cleared at the hospital, the man was taken to jail.

AUG. 22

RUNAWAY MOTORCYCLE 10:21 a.m. — 1600 block of North U.S. 1 Fleeing/attempting to elude law enforcement. A 42-year-old man from Virginia fled from police on a motorcycle after officers attempted to execute a traffic stop, a move that eventually landed him in jail.

The reporting officer was scoping the area for the motorcycle driver and saw him pulling into a restaurant parking lot. When the man, who had a female passenger, saw the officer’s emergency lights and heard the sirens, he sped off across the parking lot.

The officer, now with his siren off, followed the man who was instructed to stop several times.

The officer lost visuals on the motorcycle, but eventually received a call that it had been found wrecked on the side of the highway. The man and his passengers were not present; they were later located at a nearby gas station.

He and his passenger were both arrested.

munication about the change. She said council had given direction in 2019 and was never informed the ambulance, particularly the one in Ormond-by-the-Sea, was being used throughout the county.

“I have a problem with that,” she said. “I have a problem, number one, with council giving direction on a certain fix and then that just being changed without coming back to us.”

With the nearest hospital for those residents being AdventHealth Daytona Beach, a trip that could take upwards of 30 minutes from the north peninsula, Post said she has constituents that are upset the ambulance service they were promised is no longer there.

Pozzo said she was right, but that the county is doing the best it can with the units they have available.

“If we just leave that ambulance in Ormond, and there is another call that comes in and I don’t send that ambulance … we will get criticized for that,” Pozzo said.

‘THIS IS BREWING HOSTILITY’

The discussion went on for about an hour, inciting contention among the council members and at one point Councilman Danny Robins called a point of order.

“You want me to call for a vote to cut off a council member so

that they can’t speak to the director?” County Council Chair Jeff Brower asked.

“This is brewing hostility,” Robins replied. “This is day-today operations. Chair, respectfully, this is not our position.

We need to refer this back to the county manager. I have sat here for 15-20 minutes watching this dedicated employee get beat up.

This is a witch hunt.”

County Councilman Ben Johnson said the shortage of ambulances and paramedics is not just a Volusia County problem, and that council should not be “micromanaging” staff.

“Realize right now that we have been in this pandemic for 18 months,” Johnson said. “It may get worse and we’re going to see these things and they’re going to have to move resources all around, including how they do business.”

Post said part of the discussion is ensuring that when council gives direction, they are informed when said direction has to change.

“That’s not, despite what my fellow councilperson says, not micromanaging,” Post said.

“That’s my job.”

County Manager George Recktenwald said part of the issue was that he didn’t view the actions Pozzo made as a model change; they have followed the static deployment model, but have had to make exceptions based on cir-

cumstances. Once an ambulance is on the road, they’re in the 911 system, Recktenwald explained, and by county ordinance, must respond if they are the closest unit to an incoming call.

“These are command decisions that are going on all day long and that’s the type of system we have,” Recktenwald said. “They’re up there as much as they can be up there.”

County Council Chair Jeff Brower said the problem could be solved with communication. He said he understood changes may need to be made on the fly, but asked Pozzo or Recktenwald to let the council know so that they aren’t “dealing in the dark.”

The COVID-19 pandemic has put an added stress on Volusia County’s already-stretched emergency medical services, prompting the agency to deploy its “static” ambulances around the county as needed. That includes the ambulance in the north peninsula.

During the Volusia County Council meeting on Tuesday, Aug. 17, Public Protection Director Joe Pozzo gave the council an update regarding EMS. Since 2019, Volusia has been working to address its ambulance response times by introducing its nurse triage program, addressing interfacility transfers with a dedicated ambulance unit, establishing new service centers to several fire stations, and putting in place a hybrid deployment strategy in the north peninsula and Osteen, where an ambulance was to remain to service the area for 12 and 24 hours; Ormond-by-theSea’s ambulance was scheduled to be at Volusia County Fire Station 14 for 12 hours, based on peak times.

But, the pandemic has changed some of these measures. The ambulance unit dedicated to interfacility transfers is now back in the 911 system, and so have the static ambulances in Ormondby-the-Sea and Osteen. This decision was made as Volusia County experienced 5,000 ambulance transports during the month of July, increased from the average of 4,200-4,400 transports a month, said Pozzo.

“We just took that out, or put them into the dynamic system at certain times of the day when it’s busy, because it is a doubleedged sword,” Pozzo said. “We’re also under tremendous pressure to meet certain response times and to provide the service to all of the citizens with our EMS agency.

We are under great demand right now and we had to make a decision on the ambulance at [Fire Station] 36, the two ambulances at [Fire Stations] 82 and 83, and the ambulance at [Fire Station] 14, so it’s not just the one.”

The County Council was supposed to review the slate of projects to be funded by American Rescue Plan Act coronavirus relief dollars, but based on the lengthy EMS discussion, the council voted 6-1 to table the item until a special meeting on Aug. 31.

With $107 million available, Post suggested using those funds to address current staffing and ambulance needs in EMS. But Pozzo, Recktenwald and some County Council members were wary of using the one-time federal funds to employ new paramedics, as that would require a property tax increase in the future to be able to continue to staff those positions.

Pozzo said the county is hiring emergency medical technicians in the interim as they continue to attempt to hire more paramedics. The county manager added that the paramedic shortage is a nationwide problem. Public Safety accounts for 60% of the county’s upcoming budget, and EMS was given everything it asked for this year.

The EMS budget for fiscal year 2021-2022 totals $37.4 million, up $4 million from the 2020-2021 fiscal year. A bulk of the budget increase is for personnel.

The division requested funding for two paramedics and two EMTs for the next four fiscal years to assist with mandated overtime; two EMTs and two paramedics (and one 12-hour ambulance) to address increased demand for the next three fiscal years.

“So we’re doing everything we can, and you’re right on in terms of we couldn’t fill the buses if we got them here,” Recktenwald said.

“That’s the issue and why there’s a couple of years spacing out.”

No need for mandates, let’s just be responsible Dear Editor: Why are people always looking to be “given” something? We have our own individual responsibility to make our own decisions. You don’t need mandates. You need accountability and responsibility for you. I remember John F. Kennedy’s quote: “Ask not what your country can do for you, but what you can do for your country.”

This whole thing is so ridiculously political. Step back, look at what you can do.

How can you help besides bash and trash?

Responsibility trickles down the chain, and at the end is you. Feel you need a mask? Wear it. I do, and I’ve been vaccinated. I’m trying to do my part. No mandates required.

Thanks to Gloria Max for her ‘wonderful’ service Dear Editor: In the movie “It’s a Wonderful Life” (a film 70 years old, taken from a short story

by American author Philip Stern, who said the plot came to him in a dream), the main

character, George Bailey, contemplates the meaning of his life. He has spent his entire life giving of himself to the people of Bedford Falls and now reflects morosely on his perceived failures. His compassion has been directed to helping ordinary people in his community, those who have mortgages and rents to pay, families to care for, without seeking self aggrandizement.

The story is relevant in today’s world. We want to see someone like George Bailey in the movies and in life, someone to inspire us and understand their regard for us is real, not feigned for personal ambition, connecting us with each other in groups that may not have otherwise socialized, someone whose ideas influence us to then extend ourselves to others. Essentially, to enhance us with their joy.

And so, I thank you, Gloria Max for being living proof that the George Baileys of the movies do exist.

Thank you for all the ways you have brought people together. Thank you for your knowledge and understanding at the Jewish Federation, knowing the importance of details in how to maintain and maximize food supplies, and other programs which results in 700-plus backpacks delivered with age-appropriate items, luncheons with thoughtful gifts (when they can resume) for the elderly;

Old Kings Road property was an excellent purchase Dear Editor: The abandoned property formerly owned by the Duncan family on Old Kings Road was an excellent acquisition by the city of Ormond Beach. It is well worth the time and expense that it will take to remove the debris from the area and flush out the vagabonds who have taken up residence there.

But some may ask, is it “cost effective”? You bet it is. Clearing out what has become a garbage dump will give present and future residents a site that is in keeping with the rest of Central Park. This parcel was one of the last pieces of private property in an otherwise public park.

Whatever it costs to bring this area up to current standards is well worth the longterm benefit it provides to the city and its residents.

Afghanistan echoes Vietnam FRANK FARMER GUEST WRITER

The world looked on in disbelief as Kabul, the capital of Afghanistan, fell to Taliban forces on Aug. 15. It was only too reminiscent of Vietnam, and I suspect that there will be many similarities with the failures in Vietnam and Afghanistan.

In Vietnam, it was found that there was no clear definition of the end game of that conflict. The war became more about not to defeat the North Vietnamese but make them want not to continue the conflict. This calculation ignored the history of Vietnam, as the country had been in conflict for hundreds of years with the Chinese, French and Japanese with millions of casualties, and yet they continued to fight.

The same can be said of the Afghanistan people with thousands of years of tribal warfare.

Another reason for failure in Vietnam was the overly optimistic assessments given by military and intelligence sources that were wildly wrong and promised that victory was just around the corner. These reports painted a military picture that further and further dragged the United States into a quagmire. How could this have happened?

The analysis by historians has pointed to the culture of the military, in which mid-level officers, who served as advisers to the South Vietnam military, saw the ineptitude and incompetency but were ignored. I was one of those mid-level advisers in Vietnam.

Surely, the American advisers on the ground with Afghanistan forces were aware of the inadequacies of these units. There

are reports that these advisers did advise higher commands of these issues. However, the higher commands, in many instances, either ignored them or suppressed them as forwarding unwelcome information to higher authorities could have negative consequences for the next eagle or star. The collapse of the Afghan army in eight days is testimony to its incompetency.

The same complaints can be leveled at the U.S. intelligence agencies that have the responsibility to protect America. What are the reasons for their optimistic (and wrong) analysis of the Afghanistan military and Taliban capabilities? Hopefully, the post war studies will find the reasons. Americans should not have to go through two conflicts that have been disasters for the nation and thousands of dead and maimed men and women.

Let us find the reasons for these miscalculations and faulty reasoning that led to our defeat in two wars, correct them even if that means replacing incompetent military and intelligence officers and take the steps to ensure this never happens again.

ORMOND BEACH’S CAP MEETS FORMER IT DIRECTOR LEGENDARY PILOT GETS KEY TO THE CITY Cadets with the Ormond Beach The city of Ormond Beach’s former information technology director was recognized with a key to the city and a proclamation to thank him for his 17 years of service to the city at the City Commission meeting on Tuesday, Aug. 17.

Ned Huhta retired on Aug. 2.

He started working for the city’s IT department in June 2004, according to the mayor’s proclamation.

Huhta, an Ormond Beach resident, is a Mainland High School alumnus and graduated from the University of Central Florida with both his bachelor’s and master’s degrees.

Additionally, Huhta was actively engaged in the Florida Local Government Information Systems Association since 2006, and served as president in the 2014-2016 and 2016-2018 terms.

He also volunteered with the Kiwanis Club of the Trails from 2004 to 2008.

Now that he’s retired, the mayor’s proclamation stated Huhta looks forward to spending time with family, going skiing, tinkering with mechanics and traveling on his motorcycle with friends.

Civil Air Patrol Composite Squadron were selected to attend a high-altitude balloon launch event held in Altamonte Springs on Saturday, Aug. 21, where they got the chance to spend time with Retired U.S. Air Force Col. Joe Kittinger, who participated in the Project Manhigh and Project Excelsior high-altitude balloon flight projects from 1956 to 1960.

According to a press release, the pilot set a world record by completing a high-altitude parachute jump from over 102,000 feet. Kittinger was also the first man to cross the Atlantic Ocean solo in a gas balloon.

City Airport Manager and CAP Commander Steven Lichliter said in an email that Cadet Lt. Col. Emily Kraft, of Ormond Beach, got the chance to interview Kittinger on behalf of the Florida Wing about his achievements.

Two high-altitude balloons were sent to the edge of space by CAP, in partnership with Indianabased StratoStar, on Aug. 21, out of Anderson, Indiana, according to a press release. The balloons carry experiments from 187 CAP squadrons from around the U.S.

OFFICER JASON RAYNOR REMEMBERED

The community rallied to show support for the Daytona Beach Police Department as its officers mourned the death of Officer Jason Raynor, who died on Aug. 17 at Halifax Health Medical Center.

The 26-year-old was shot in the head while on patrol on June 23. DBPD, in coordination with Raynor’s family, held a wreath-laying service Friday, Aug. 19, followed by a closed-casket viewing on Aug. 22. His funeral took place at the Ocean Center on Aug. 23, followed by a procession on International Speedway Boulevard.

During the wreath-laying service, Daytona Beach Police Chief Jakari Young thanked the community.

“Every phone call, every text message, every donation that has been dropped off here for that past 57 days has been extremely meaningful and we greatly appreciate it,” Young said.

Lohman family’s new beachside townhome project coming soon The Cupola at Oceanside is a 12-unit townhome project planned for 100 N. Halifax Drive.

A new townhome project by the Lohman family will soon break ground in Ormond Beach.

The Cupola at Oceanside project was born out of the former Ma Maison at Oceanside townhome development planned at 100 N. Halifax Drive by Coldwell Banker Commercial Benchmark owner Ed Schwarz. The Lohman family, while en route to a wedding in Jacksonville earlier this year, expressed interest in returning to business as a family, recalled Nancy Lohman. But she wanted an “A-plus” project to mark their return.

“That was one of the things in my mind,” she said. “What can we do in Ormond Beach that makes Ormond Beach even better as a community? That was important to me.”

She thought of Schwarz’s project, which had already been approved by the Ormond Beach City Commission but had yet to begin construction. The 12-unit project had floor plans she liked and a walkability to the city’s downtown district. So, her son Ty Lohman spoke with Schwarz and asked if he would consider selling the parcel of land and all the work done to date for the development.

project in April, and bought the parcel for $800,000 in May, according to the Volusia County Property Appraiser. Nancy Lohman said they are now expecting to break ground sometime in the next two weeks.

Much of the project’s footprint will remain the same but the Lohmans made two key changes: The first, the project’s name; and the second, the architecture.

posed to have a french style to go along with its name, but Lohman wanted the townhomes to pay tribute to Ormond Beach history.

Hence, its new name, honoring the Ormond Hotel’s cupola, the only remaining structure of the local landmark, which was demolished in 1992.

The townhome project will also feature a cupola mimicking that of the Ormond Hotel’s that is on display at Fortunato Park.

“I thought, ‘What better way to illustrate our love for Ormond Beach than to create a beautiful townhome community for 12 residents who hopefully feel like I do and equally love Ormond Beach, and then, pay tribute to our history by incorporating the symbol of the cupola?’” Nancy Lohman said.

The townhome units, which range in price from $895,000 to $1.2 million, are all over 3,200

square feet each. Seven of the 12 are already reserved, one of which will belong to the Lohman family themselves. Ormond Beach construction company Bomar Construction Inc. will be building the residential development.

“We love being back in business as a family,” Nancy Lohman said. “We love Ormond Beach and are very committed to bringing a quality development to Ormond Beach.”

Volusia to consider mask mandate in schools ASSOCIATE EDITOR

The Volusia County School Board will have an emergency meeting at 6 p.m. on Tuesday, Aug. 31, to discuss whether to implement a mandatory mask mandate for all students in light of the current COVID-19 surge of cases in the community.

The decision was made at the end of the board meeting on Tuesday, Aug. 24, during which many members of the public asked the district to reconsider its optional mask policy. During the first week of school, Aug. 16-20, Volusia

County Schools reported 276 students and 82 staff members tested positive for the virus, and 211 students and 31 staff members were quarantined. With other school districts around the state reporting more and more positive cases, School Board members feared that VCS, though only on its second week of classes, would follow the same trend.

“We just can’t look the other way,” District 4 School Board member Carl Persis said. “We’ve got to just put a clamp on it right where it is now. ... I think it’s a war that we are losing, and when you’re in a war, I think everyone has to make sacrifices.”

Superintendent Scott Fritz, who has encouraged all students to wear masks and get vaccinated if possible, expressed apprehension for a mandatory mask policy, as it would be violating the Parents’ Bill of Rights law, which was signed by the governor in late June. However, the law is now being challenged in court.

Their COVID-19 and quarantine numbers look “OK” so far, but the district is starting to see a steady increase, the superintendent reported. If the School Board enacts a mask mandate, Fritz cautioned that they would be breaking the law.

“This should not be made lightly,” Fritz said. “This is a big deal. This is a really big deal. Not one that will be forgotten.”

date is the direction the School Board chooses to go with, he will stand by them.

School Board attorney Ted Doran said he stands by his opinion that Gov. Ron DeSantis’ order banning districts from implementing mask mandates is unconstitutional.

“I think it’s completely illegal,” he said. “I think to suggest you all could be denied your paychecks is preposterous. I mean, deprivation of property rights without any due process? Violations of federal laws, the National Labor Relations Act, I mean, you could go on and on and on. It’s a joke, in my opinion.”

District 1 School Board member Jamie Haynes remains steadfast in her belief that masks should remain optional. She asked the board to stop and think about what they’re doing. If a mask mandate is passed, that could mean disciplinary action for students who refuse to wear them, which would take away time from classroom instruction in a year where many students are already struggling with some degree of learning loss due to the pandemic.

“Yes, we have a job to provide safe environments,” Haynes said.

“We also have a job to educate our children and not have them fall further behind.”

She said she would be willing to hear everyone’s opinion on the subject at the emergency meeting, but that she was not “going to break the law.”

fter a long day of cycling 61 miles on Tuesday, Aug. 24, the 40 riders part of the 2021 Brotherhood Ride arrived at the Ormond Beach Elks Lodge 2193 to rest for the night.

Inside, showers and dinner awaited the cyclists and their 20 support staff after their fourth day of riding. And the group still has over two weeks left before they arrive at their final destination: The 9/11 memorial in New York City.

The Brotherhood Ride is typically held annually to remember first responders who have died in the line of duty. It was canceled in 2020 due to COVID-19, but 2021 marks a significant milestone — the 20th anniversary of 9/11.

As such, the Brotherhood Ride cyclists are also riding for those fallen first responders. They departed Naples on Aug. 21, and plan to arrive in New York City on Sept. 11.

“They’re doing a very good cause so we want to support them as they support us,” DeArmon said.

Rider Jeff Morse, of North Collier Fire Rescue, said everyone is in good spirits and that the Elks always take good care of them. This year, they are specifically honoring 26 Florida first responders who died in the line of duty.

“This is just a way to show those families, even though we didn’t know their loved ones, that we will be here to honor them,” Morse said. “Every time a family knows their hero is remembered, it makes them feel great.”

‘Everybody works hard’ Camaraderie is key to Seabreeze cross country team’s success MICHELE MEYERS CONTRIBUTING WRITER

T

he Seabreeze High School cross country team spent summer running an average of 25-40 miles per week, including many runs over the Granada bridge and back. Off season is used as a time for the athletes to build a distance base. As the runners return to school, they are officially considered in season and will transition to shorter more difficult track workouts.

Don Staller is the head coach of the Sandcrabs’ boys cross country team, and has been a coach with the team for 54 years, and at 75, he is not slowing down. His love for the sport and rapport with the athletes has kept him motivated to continue.

“Cross country is the toughest sport to train for physically as well as mentally,” he said. “The run-

ners are all in it together. That’s always been one of the hallmarks of the sport. Everybody works hard and they know it.”

The community of Ormond Beach continues to support the team’s goal-oriented approach to sports, education and life by perpetuating a generational interest in the sport. Alumni either return to help the program or promote the sport to their children, who in turn, do so for theirs.

One such alumnus is Staller’s assistant coach and Seabreeze math teacher, Todd Huckaby, who was the captain of the cross country team in 2008 and was also named most valuable player the same year. According to daytonabeachcombers.com, he was a four-season varsity letterman and part of the state meet qualifying team.

“I think it’s really motivating when Coach Huckaby runs with us,” fourth-year runner Trent Fabulich said. “I took my time freshman year to work my way up doing 3 miles non-stop because coming into this, I had no experience. I’d say I’ve gotten a lot better. I was running 29s my freshman year. As of last year, I hit a record of 21:8.”

Cross country’s is often thought of as an individual runner’s sport, but the intense nature of it seems to demand a sense of camaraderie. That is evident in the Sandcrabs’ desire to make it to the FHSAA cross country state championships in Tallahassee on Nov. 12, as a team.

Tyler Herndon made the switch to cross country because he appreciated the team oriented mindset. After training in Colorado for the summer, he and his brother Hayden recently returned to practice with their teammates at the high school track.

“The atmosphere competitionwise is what made me change,” he said. “It’s always about making each other better instead of degrading each other like in other sports. My goal is to get the whole team to states and breach 15 minutes. We are going to have a solid season this year.”

Fellow teammate Jacob Labonte, also changed sports but for medical reasons. After a lifetime of playing football, he tore his hamstring which took eight months to heal. He had always considered himself a naturally fast runner so he joined Seabreeze’s track team where he competed in the 400 and 800 meter events.

“I wanted to move up in distance so I started running cross country,” he said. “It paid off for track. I went from a six minute mile to a 4:55 and two minutes flat in my half-mile.

For cross country, I want to break 17 minutes this season and for track, I want to run a 1:55 for my 800. I want to make it to states as a team. That would be really nice.”

W

hen Seabreeze offensive coordinator Matt Johnson and head coach Pat Brown roam the Daytona Stadium sidelines in the Sandcrabs’ home football opener next month, they will be on familiar ground.

Johnson led Bethune-Cookman University to the FCS playoffs on the same field 11 years ago. The

dual-threat quarterback led the Wildcats to 10 consecutive wins in 2010, running and passing for 2,753 yards and 20 touchdowns.

One of his favorite receivers was Brown, who caught 30 of Johnson’s 151 completions that season.

They’ve been best friends ever since.

“Pat Brown is my daughter’s godfather,” Johnson said. “We ended up having some journey after college.”

In fact, they’ve toured the world together. They played together in the Canadian Football League in 2012 and then played for teams 45 minutes apart in Germany in 2013.

And they both wound up in coaching.

“I don’t think I chose coaching as much as coaching chose me,” he said.

Johnson got his start as a grad assistant at B-CU and went on to coach quarterbacks for two years.

After earning his master’s degree in 2015, he joined the Fort Pierce Westwood coaching staff in 2016.

He served as the offensive coordinator at Flagler Palm Coast from 2017 to 2019 under then head coach Travis Roland, another B-CU alum.

Johnson took last season off to establish his quarterback development business, “Beyond The Pocket.”

“I’ve worked with a lot of quarterbacks in the area from Little League all the way up to college,” Johnson said.

But this past year his best friend came calling and he couldn’t say no.

“Matt is literally one of my brothers,” Brown said. “He’s been my best friend since we met.”

A dean at FPC last year, Johnson is now a teacher on assignment at Seabreeze High, running the internal suspension room.

He’s also running the Seabreeze offense, mixing in a touch of B-CU’s high-tempo scheme from 2010.

“We’re trying to have an exciting offense and put points on the board,” Johnson said. “We’ll go spread, tempo, multi-sets. We’ve got the quarterbacks and skill guys to do it.”

Brown, who runs the Sandcrabs’ defense, leaves the offense in Johnson’s hands.

“It saves so much time when you don’t have to worry about the other side,” Brown said. “I just know that he’s going to take care of everything. He’s a better coach than he was a player. And that’s hard to do.”

LV Lending closes on waterfront site for marina project

Medical group celebrates 65th anniversary

LV Lending, a local private lender focused on bridge loans for commercial and residential investment properties and developments, recently announced the closing of $19 million for the refinancing of an 11.3-acre waterfront site at 135 E. International Speedway Blvd. in Daytona Beach.

The financing will also be used towards the pre-development costs and construction of the marina. Closing took place Aug. 11.

Condo sales remained steady in July across the Daytona Beach area. An analysis of Daytona Beach Multiple Listing Service data by Wyse Home Team Realty showed that 199 condo units were sold around the Daytona Beach area in July with a median sales price of $279,900. The number is a few sales more than the previous month and in July 2020. Sales volume in June was up by roughly $7 million over last year. And MLS reports show the median condo sales price in July was almost 15% higher than the median sales price in July 2020.

“Demand for condos in the Daytona Beach area has been both strong and consistent for more than a year now,” said Ron Wysocarski, broker and CEO of Wyse Home Team Realty in Port Orange.
