As a precaution, the city filled the tower halfway with water so that the rusty struts wouldn’t be damaged by the winds of Hurricane Dorian.

A

fter almost one year, Ormond Beach’s water tower makeover is almost completed — except for its struts.

The tank has been painted with a new design, which was picked in 2016.

The project was awared to Jacksonville company Tank Rehab for $880,139, and the company requested a change order due to unforseen corrosion damage to the tank’s struts. The change order will

be discussed at the City Commission’s Sept. 18 meeting.

Fixing the struts is the last task needed to complete the water treatment plant update project, said city Public Works Director Gabe Menendez.

“The corrosion has been so aggressive that there’s a material loss,” Menendez said.

“The structural integrity of the struts is just not there.”

However, the tank isn’t in danger of toppling over, he

added, though the city was worried during Hurricane Dorian, In preparation of the hurricane, the tank was filled halfway with water to add weight to prevent winds from damaging it, Menendez said.

If the change order is approved, the tower should be completed by Nov. 17. If it is rejected, then the project will need to go out to bid again, and completion could be delayed to early 2020.

“The citizens of Ormond-by-the-Sea have come to me with their concerns, and, I have to tell you, I’m not happy with the way that it’s been presented to residents.”

U.S. 1 traffic light coming soon As Security First Insurance nears the completion of its new headquarters in Ormond Crossings, a new traffic light will be installed at Broadway Avenue and U.S. 1.

A city staff report stated that a preliminary study by LTG Engineering indicated that full occupancy of the headquarters would merit the need for a traffic light, to be installed by Tomoka Holdings within one year of the warrant.

City Economic Development Director Brian Rademacher said a temporary light is currently being installed.

Security First recently hired its 400th employee in August.

The new headquarters will be a four-story building and span 133,000 square feet, with outdoor walking trails, a fitness center and extra break rooms.

School schedule intact after Dorian Volusia County Schools announced that no hurricane make-up days are necessary for the three missed school days due to Hurricane Dorian earlier this month.

While some scheduling adjustments will be made to a few schools, the changes will not impact the start and stop times of the school day or bus schedules, a press release stated.

If another storm event causes more loss of instructional time, Nov. 25 and 26 will be designated as make-up days.

he residents of Reflections Village are preparing for their future neighbors, a planned 8.72-acre development called Ormond Central at the southeast corner of South Old Kings Road and West Granada Boulevard.

The HOA of Reflections Village, located across South Old Kings Road from the development, is asking for the city to allow it to have control of when its gates are open and closed. Currently, a city regulation built into the approval of the subdivision in 1995 requires the gate to be open in daylight hours.

told the Planning Board on Sept.

12 that the HOA wants to avoid any traffic problems with vehicles leaving or entering Ormond Central. He said they already have people entering the subdivision thinking they can find an exit to Nova Road.

“The catalyst was Ormond Central development,” he said.

“You can’t control development; you just try to be ready.”

Ormond Central will have four pad-ready sites, according to the Development Report in the Planning Department page in www. ormondbeach.org. A Planned Business Development was approved for the site by the City Commission in two readings on Nov. 21 and Dec. 5, 2017.

Investors LLC. A site plan has been approved, but a building permit has not been requested, according to the development report. No work on the site is planned at this time, according to a company spokesman. A longtime gym at the site was demolished and removed.

The area is a flood zone and will require clearing, filling and grading, according to statements by Rick Goss, former planning director, in the Nov. 21, 2017 City Commission meeting minutes.

Jaynes said he didn’t know why the neighborhood was required by the city in 1995 to keep gates open. Planning Board member G.G. Galloway said it was common at that time to leave gates open when there was no guard.

The neighborhood maintains the roads.

Outdoor display approved WAYNE GRANT REAL ESTATE EDITOR

Ocean Club Sportswear, 712 S. Atlantic Ave. is hoping to join a long list of businesses that have received special exceptions from the city to display merchandise outside.

“Outdoor merchandising is considered an integral part of the success of our business,” owners Pinchas and Eva Mamane wrote in a letter to the city.

The Planning Board recommended approval of the special exception on Sept. 12 and the City Commission will review it on Oct. 15. The exception would allow two outdoor display areas with a total of 32 square feet.

The Mamanes also own the property where the former Julian’s Restaurant now stands.

They plan to build an Ocean Club Sportswear and have received an exception for outdoor display at that location.

Residents can enter the gate with a code, and delivery drivers, such as UPS and pizza restaurants, have their own code. For emergencies, the gates sense the sound of a siren and opens automatically. Also, when the power goes out in a storm, the gates will open.

Jaynes said he has worked with a principal of Ormond Central Investors, Paul Holub, who agreed to increase the height of the masonry wall that faces Old Kings Road from six to eight feet.

Also, the developer agreed to increase the landscaping between the street and the wall, he said.

The Planning Board recommended approval of the HOA having control of the gates, and the City Commission will vote on Oct. 15.

The fee for applying for a special exception is $1,650 to cover advertising costs for the meeting.

Other businesses that have received approval for outdoor displays include Dairy Queen, Tropicasual, A1A Landscaping, Perrine’s, Ormond Outpost and Lucky’s Market.

The Planning Board background material for the meeting also mentioned one business that was denied an outdoor display, Woodstock South at 344 S. Yonge St. The Planning Board had recommended approval but it was denied by the City Commission in a 3-2 vote.

The owners at Woodstock had displayed merchandise around their monument sign and were cited for a code violation. The special exception would have allowed product display only under the front overhang of the building, but it was denied by the commission.

There were comments by a couple of the commissioners about the nature of the merchandise, which included unusual sculptures including a chicken several feet tall.

The business has since closed.

The Wawa at Granada Pointe, 600 W. Granada Blvd., is set to open in mid-October, but there remains one approval they need for signage. The company has requested to have an electronic sign for gasoline prices on a monument sign by the roadway. Wawas in other locations, such as Daytona Beach, have prices lit electronically.

“This is the way to go,” said Planning Board member Harold Briley. “It’s a cleaner look.”

On Aug. 8, the Planning Board recommended approval of a Land Development Code that would allow gas stations to request a special exception for electronic signs for gas prices. On Sept. 12, the Planning Board recommended approval of the special exception for the Wawa.

At the Sept. 12 Planning Board meeting, board member Mike Scudiero asked why the approval process is just now going through the board and City Commission.

“This should have been done six months ago,” he said.

Glenn Storch, local attorney representing Wawa, said that the company had believed that a state statute, 553.79 (20), enacted three years ago, allowed the usage.

The ordinance states a city cannot impose a rule that prevents signage of gas prices from being clearly visible.

But Storch said the city wanted to create an ordinance that would prevent any problems with other businesses installing electronic signs.

City Attorney Randy Hayes told the board it took a while to write the ordinance.

“We didn’t want every gas station and mom and pop shop to set up electronic signs,” he said.

If the City Commission approves the new ordinance, gas stations will need to individually apply for a special exception to have prices lit electronically.

The question of electronic signs has arisen periodically and the city has sought to avoid signs with frequently changing messages. There are some in town, but they were grandfathered in and are considered nonconforming to code, meaning they could not be replaced if destroyed in a storm. The gas station signs in the new ruling would only change gas prices.

The City Commission will consider the LDC amendment on Sept. 18 and Oct. 1, and the special exception for the Wawa also on Oct. 1.

In light of Gov. Ron DeSantis announcing Wednesday, Sept. 11, that he will be requesting $625 million in recurring funding for the next three years for restoring the Everglades and protecting the state’s water sources, Leek said he is happy with where the state is headed, from an environmental standpoint.

“As somebody who has grown up on the water, raised his children on the water, and continues to this day to spend any free time I get on the water, it was such a breath of fresh air to see what Gov. DeSantis wanted to do, and then to see him do it,” Leek said.

DeSantis also voiced support for legislation to increase fines for environmental crimes by 50%, and allow the Department of Environmental Protection to assess daily fines until the problem has been fixed, or a plan has been put in place to fix it.

Municipalities are some of the biggest pollutants, Leek said.

“If you are living in Florida and you are not an environmentalist, you’re probably not doing it right,” Leek said.

City Commissioner Dwight Selby earlier this year about the possibility of the city taking the conversion on in the north peninsula as a way to address pollution.

“Septic is not the entire answer, but it is part of the answer, and it’s something maybe that we could deal with,” Leek said.

His role in the matter is to help the possible conversion be as affordable as can be for the north peninsula, he explain. However, he said he doesn’t want to force the issue on the residents.

Several Ormond-by-the-Sea residents spoke up at the meeting, reiterating concerns about annexation. At that point, Leek asked City Manager Joyce Shanahan to speak.

Shanahan said a lot of incorrect information has been circulated.

The city first started providing water to the north peninsula in 1979 without an annexation agreement in place, she said. In the 1980s, cities were mandated to create comprehensive plans, and one of the elements on that plan was to have a section about annexation. The city’s current plan states properties seeking city utilities must either annex into Ormond Beach or sign an annexation agreement.

However, Shanahan said the comp plan doesn’t apply to Ormond-by-the-Sea. “We know you don’t have any interest in being part of the city, and the city has no intent of annexing you,” Shanahan said.

The city will work to clarify that in the near future, she added. The next City Commission meeting is scheduled for Sept. 18.

One resident said the 2013 Health Department study from which the septic-to-sewer conversion was born doesn’t address what exactly should be looked at in the north peninsula.

“We’re all for clean water,” she said. “We’re all for protecting the environment, but let’s do it with some information and some science behind it.”

As a “sophomore” representative, in his second term, Leek said his joining into the House’s leadership team has allowed for more local projects to receive funding.

On the 18th anniversary of the 9/11 terrorist attack on the World Trade Center in New York, nine Ormond Beach firefighters climbed 110 flights of stairs in memory of the 343 firefighters and 2,996 people who died that day in 2001.

The local firefighters were joined by two other firefighters from Orange County at the Marina Grande condominiums in Daytona Beach to complete the 343 challenge, which consisted of four rounds of going up to the building’s 25th floor, and back down, plus a fifth round of 10 flights — All while wearing about 40-50 pounds of gear, and carrying a slip of paper with the names and faces of firefighters who died that day.

This year’s remembrance event was organized by Ormond Beach Firefighter Hunter Ramirez, who said local firefighters try to complete the challenge annually. As the years go by, people tend to forget about what happened on 9/11, Ramirez said. Nowadays, some of the younger people weren’t alive back then.

“We try to remember them as best we can,” Ramirez said. “It’s the least we can do.”

As a firefighter, 9/11 is a reminder that you never know when you’ll have to make the ultimate sacrifice, Ramirez said.

“It’s a terrible, terrible day that shows why firefighters always have to be ready for anything,” Ramirez said. “It’s in our job.

Those men and women who went toward that building knew that they may not be coming back.”

t has become clear that Peggy Farmer is unfortunately one of many being hand-fed misinformation in a calculated attempt to mislead the public for political gains.

Her recent letter to the editor, which began with an attempt to discredit me by citing that I voted against hiring additional EMS personnel in one of our County Council meetings makes it all too clear.

Anyone keeping up with current politics should be undoubtedly aware that I have been at the forefront, working tirelessly (and quite vocally!) for additional personnel and procedures to instill a higher minimum standard of service for our ambulance service and all other county public safety professionals.

If you go back and listen to the Aug. 6 County Council meeting, it’s clear that I was absolutely in favor of providing the additional personnel requested in each area of public safety. However, when fellow County Councilman Ben Johnson amended the motion to exclude two additional law

How can anyone dismiss what is clearly written in the city’s Comprehensive Plan (the guidelines for future actions), which states: “If a property received city water and/or sewer and they are outside the city limits, they are required to either (1) annex if contiguous or (2) sign an annexation agreement that would result in annexation once the property is contiguous”?

The city’s plan calls for sewer to be provided in small groups of streets at a time, which would in turn make new lines contiguous. Concerning the environmental argument, there have been clear reports from water regulatory agencies that septic in other areas of the county near our springs with direct access to our aquifer and drinking supply are in much more dire need of attention. It concerns me that these areas are not our top priority, and it’s clear to me why: Those that are pushing this initiative have the most to gain from new development in Ormond-bythe-Sea. The citizens of Ormond-bythe-Sea have come to me with their concerns, and, I have to tell you, I’m not happy with the way that it’s been presented to residents. It should be the decision of the residents that it affects as to whether or not they wish to be annexed.

FUNDING CONCERNS

The additional concerns vehemently expressed to me by Ormond-by-the-Sea residents that I was elected to represent

services to this development. It is my understanding that there are no other manufactured home communities benefitted by Ormond Beach services, except water.

I do not understand why any individual or developer would want to buy a property if they are not going to build according to the existing zoning.

No one would buy a property where everywhere there are homes, and then build a ware-

The majority of residents in the north peninsula are on fixed incomes, and a monthly bill increase of what some might consider a minimal amount will be devastating to sustaining their current quality of life. (For example, a $200 increase in billing for someone that has no expendable income can mean the difference between groceries or gas or paying their full monthly mortgage.) If septicto-sewer is to become a forced reality, there must be a tremendous push to remove the financial burden from these homeowners.

Telling someone who owns only their home that their property values will go up means nothing other than higher taxes. A person living on a fixed income who has no assets other than their home doesn’t care in their day-today living if their home is worth $100,000 or $1 million. It has no positive impact unless they sell. The opportunity to provide low-rate loans may seem like a viable option, but many people cannot afford a loan.

I simply ask that the citizens of Ormond-by-the-Sea be provided with accurate information on septic-to-sewer. County Council slashes budget by $3.6 million, OKs tax hike The tentative millage is 0.1044 lower than the one proposed in July.

While Volusia residents will still see a tax increase, it won’t be as high as anticipated due to $3.6 million in county budget cuts.

The County Council voted 6-0 to approve a general fund ad valorem tax rate of 5.59 mills, which will increase taxes for residents by 4.83%. Councilman Fred Lowry was out sick with pneumonia.

Back in July, the council had voted 5-2 to adopt a maximum millage rate of 5.6944, with Council members Lowry and Heather Post voting against.

County Budget Administrative Services Director Tammy Bong said the reduction included a change in the Volusia County Sheriff’s Office budget and the rejection of two new deputy

HOMEBOUND 1:51 a.m. — Intersection of Woodlands Boulevard and Sandpiper Circle DUI. A 46-year-old Holly Hill woman was arrested after a police officer saw her vehicle parked at the end of the cul-de-sac, and she tried to drive away by repeatedly spinning her tires in different directions. She almost hit other vehicles, the officer noted.

The woman appeared to be intoxicated, so police began a DUI investigation. During the investigation, police noted she could not stand on her own without stumbling or almost falling over. The woman told police she thought she was home and pulling into her driveway. She was almost 3 miles away from her home. The woman admitted to drinking over four shots of vodka, as well as not eating anything in the last two days.

She was taken to jail.

ILLEGAL BERRY-PICKERS 2 p.m. — Interchange Boulevard Harvest an endangered plant. An owner of a wooded property called police after spotting two individuals picking his palmetto berries without permission. The berry-pickers, a DeLand man and

woman, told police they didn’t have a permit to pick the berries.

However, both had a large garbage bag of berries taken from the property, the reporting officer said in the report. Because the individuals didn’t have a criminal record, they were issued a notice to appear in court rather than be arrested.

The berries were turned over to the property owner.

THE CASE OF THE MISSING AC 1:29 p.m. — First block of Castle Manor Drive Larceny. A home’s air conditioning unit was stolen sometime this month. When exactly? No one really knows.

The homeowner’s son first noticed it missing while he was boarding up for the hurricane, and notified his mother, who later told police the unit could have been stolen around Aug. 1, because “the air was blowing hot” since then. That was her best guess.

No fingerprints were found, and since the homeowner is preparing to sell the residence, workers have been coming and going all month, police reported. The unit was valued at $8,000, and police have no suspects.

F

or Sara Swayze, volleyball is in the blood. It’s part of her family’s legacy.

Her father, Doug Swayze, was previously the head coach at Atlantic High School for several seasons, and her mother, Cara Swayze, is the longtime head coach at Spruce Creek High School, annually one of the top teams in the state.

Sara has played the game since she was 5 years old. She was a member of Spruce Creek’s varsity team for four years under her mother’s guidance.

Everything she knows about the game she learned from her mom.

“I take something from every coach that I’ve been around,” Sara said. “But especially playing for your mom and having a household that’s literally only about volleyball, all my knowledge is from that.”

Sara — who, fresh out of college, was an assistant coach at New Smyrna Beach High School — was hired before the start of the 2019 season to be the head coach at Seabreeze.

The Sandcrabs failed to win a game last season.

Sara knew taking over the Sandcrabs’ program was going to be a difficult task.

“I didn’t really know what to expect,” she said. “But these girls are amazing and talented.

When I first saw them, I knew things were going to be different this year. They just needed to be re-inspired to learn how to win again.”

The Sandcrabs opened the season with a sweep of Pine Ridge on Aug. 20 on the road. It was Seabreeze’s first victory since Oct. 14, 2017 (and the Sandcrabs won two total games that season,

as well). And after falling behind 0-2, the Sandcrabs battled back to sink Matanzas in five sets on Sept.

12 on the Pirates’ home floor.

Junior outside hitter Madison Long still remembers the pain of last season.

“It was really difficult,” she said. “We tried to keep our spirits up, but we couldn’t close. We just couldn’t win.”

Now, the Sandcrabs are finally tired of losing.

“Coach Swayze has been great,” Long said. “She knows when to sit down and make us come back on our own and want it on our own.

That’s the only way we’re going to win.”

In her first season as a head coach, Sara hopes to inspire the Sandcrabs to aim higher — a thing she was used to at stout programs like Spruce Creek and New Smyrna Beach.

“I want to get people to love the game as much as I do and to show a school that isn’t really expected to win what they’re capable of,” the 22-year-old said. “It’s a totally different bar set at New Smyrna Beach and Spruce Creek. I want to set that bar here at Seabreeze.”

After getting shut out against Atlantic on Monday, Sept. 9, the Sandcrabs looked to bounce back against Deltona on Friday, Sept. 13, at Deltona High School.

The Sandcrabs gave up two long touchdowns to the Timberwolves and went into halftime clinging on to a 17-14 lead.

“We’re a team that’s been through a lot of adversity,” Seabreeze coach Pat Brown said.

“We put a lot of work in this offseason, so Friday is supposed to be our pay day.”

On the legs of running back Otis Walker, who rushed for 150 yards and three touchdowns, Seabreeze opened district play up with its second victory of the season in a 32-14 rout of the Timberwolves.

The Sandcrabs were able to pull away in the third and fourth quarters. In the final period, Walker broke free for a 48-yard touchdown run.

The Sandcrabs (2-2) have already surpassed their win total for last season.

“They know as far as our leadership and our coaching staff, we’re going to make adjustments,” Brown said.

The Buccaneers (1-1) celebrated Homecoming Night with a 57-10 victory over Pine Ridge the night of Friday, Sept. 13, at Daytona Stadium.

Teammates on Mainland’s basketball team, Buccaneers quarterback Taron Keith connected with receiver Jordan Sears for a touchdown to open the game. Keith, a University of South Florida commit, threw for six touchdowns in the opening half.

T.J. Lockley, who caught three of Keith’s touchdown passes, replaced Keith at quarterback in the second half, rushing for a 30-yard touchdown in the third quarter.

Running back Gregory Mango ended the game with a long touchdown run.

Overall, the offense had over 500 total yards.

“I was impressed with our offense’s ability,” Mainland coach Scott Wilson said.

Up next, Mainland squares off against Seminole at 7 p.m. Friday, Sept. 20, at Daytona Stadium.

Seminole (3-0) is coming off a 24-13 win over DeLand, the team that beat Mainland in the Buccaneers’ season opener.

“We’ve got to limit mistakes,” Wilson said. “I feel like the team that makes the least amount of errors is going to win this game.”

P

hotographer Emily Anderson shoots for two things in her job: beauty, and a way to help others find self-confidence.

The Ormond Beach resident has always been good at meeting new people. She enjoys it, and even though some people can be guarded — especially when in the presence of a camera — Anderson said drawing them out of their shells can show them self-value.

Years later, some of her former clients have returned to her to thank her for showing them that they were beautiful and worthy of attention.

It’s why photography is both her method of artistic expression and a way to build people up.

“I just feel like everyone deserves to have photos taken of them like they’re in an editorial,” Anderson said.

Anderson, 34, moved to Ormond six years ago from California. She had always been interested in photography, even as a kid. She traveled a lot starting in junior high, often without her parents, and wondered about ways to bring her travels back to her family when she was homesick. Photography was the answer, though it would remain a hobby at first.

She studied music composition in college before she realized part of her skillset was that she was really good with people.

“It was better outside of a practice room than sitting there for eight hours,” Anderson said.

She then began photographing horses and their riders in Los Angeles, and the more shoots she

did, the more she realized she was drawn to the relationships between the horses and the riders. It wasn’t about making the photos look “cool,” but showcasing the connection.

Fast-forward a few years, and Anderson has made people her favorite photography subject. She shoots a lot of weddings.

Each shoot is different. Anderson said you never know the stories people carry with them. In one wedding, the bride and her mother cried over a locket. It contained the photo of the bride’s

In another instance, Anderson took pictures of a girl, and after she sent the photos, the girl emailed her to tell her this had been a huge step for her. The girl had been struggling with body image after a pole vaulting accident that broke every bone in her face.

“I had no idea, and no one else knew either,” Anderson said. “But to her, when she looked in the mirror, she just saw what was broken, and so being able to show her your broken pieces are beautiful, that was really special too.”

Anderson’s photos carry a

dream-like quality, as she specializes in film, sometimes layering two photos together. Sharp photos are great, she said, but she wants to create memories for people. Sometimes, Anderson said memories are fuzzy.

During her shoots, she tries to make people feel comfortable.

She’ll direct them, but she wants them to live in the moment.

And to loosen them up, she tells a lot of dad jokes.

“I try to make it beyond just what they want to post on Instagram that day, but something that in 10 years still feels like them,” Anderson said.

onday morning dawned cloudy and rainy for the groundbreaking ceremony for the first-ever Bucee’s travel center in Florida, but spirits ran high as local and state officials, including Florida Gov. Ron DeSantis, were on hand to celebrate.

The new chain will be located on the northeast corner of LPGA and Interstate 95 in Daytona Beach, across from the Tanger Outlets. It will have 120 gas pumps, and the convenience store will be 50,000 square feet, making it the largest of its stores outside of Texas.

The mega gas station chain is the brainchild of Arch “Beaver” Aplin, a Texas businessman, and his partner Don Wasek, who started from the ground up to provide customers with cheap ice and clean bathrooms. Since the original business, Buc-ee’s has grown to mega stores throughout Texas and is now expanding across the country.

They are known for their food, clean bathrooms and specialty gifts.

“When you go in there, you’re going to be able to get whatever it is that you need in one stop,” DeSantis said.

north on I-95, once word gets out about this, they’re gonna plan to stop right here at this place in Daytona Beach. That’s obviously going to drive more revenue here to the local community.”

DeSantis thanked Aplin for planning to further expand in Florida with future stores to open in Fort Myers and St. Augustine.

Buc-ee’s will support at least 200 jobs in the area, pay $15 per hour, with full health care benefits and three weeks of paid vacation. DeSantis said that will make a big difference for folks in Volusia County who are looking for work.

“The fact that they are breaking ground here is a testament that Volusia has a really bright future, and Daytona has a really bright future,” he said.

Daytona Beach Mayor Derrick Henry shared his appreciation for DeSantis’ support of the Daytona area. Henry said Buc-ee’s gets 100,000 visitors a day. He talked about driving to the groundbreaking site with his son.

“One of the exciting things is, I get to explain to him what’s taking place in our city,” Henry said. “Hopefully it will be a place where he will be able to live and raise a family with excitement.”

Henry was also hopeful Bucee’s would increase Daytona Beach tourism.

“We want those visitors who are visiting Buc-ee’s world class facility to see the rest of Daytona Beach as a stopping place, a resting place and a place to visit,” Henry said.

During Bike Week, could Bucee’s see 120 pumps filled with motorcycles? That, DeSantis said, will be the question.
