Water tower to be repaired

More boat and RV storage — and hopefully a solution to some flooding concerns — are coming soon as StorIt’s expansion moves ahead following unanimous approval from the City Commission for a rezoning and development order at its meeting on Tuesday, Oct. 1.

Stor-It was seeking a rezoning from Highway Tourist Commercial B-7 to Planned Business Development to

add 106 boat and RV parking spaces to a vacant plot adjacent to its existing facility.

Due to ongoing flooding concerns, Planning Director Steven Spraker said part of the development order included implementing a stormwater outfall swale solution.

Ormond Lakes Resident Thomas Gaynor expressed concern over the single drainage pipe running under

U.S. 1, connecting the two developments before the water reaches local estuaries.

City Civil Engineer David Allen said the city’s rules regarding flow and volume are more stringent than the St. John’s River Water Management District.

“We feel that what they (Stor-It) have designed will function very well,” Allen said.

“What was designed in the past continues to function.”

Historic lodge sees final days Due to its state of extreme disrepair, the historic John Anderson Lodge has been removed from the local historic landmarks list.

The house, located at 71 Orchard Lane, was built in the 1870s by John Anderson.

The house will likely be demolished, and a new home will take its place.

Downtown Master Plan updated An update to the 2006 plan was adopted by the commission. This is meant to establish the district’s framework for future projects.

When his daughter Mikaila was born, Cory Stafford turned to his wife and asked, “What are we going to call her?”

Amanda Stafford responded, “Kailaroo, like Kangaroo.”

And from there, Mikaila became known as Roo in her large family.

She was one of eight children.

Up until March, she was a perfectly healthy child. She had celebrated her third birthday last December. The Staffords didn’t know she wouldn’t get to celebrate her fourth. Their life changed in 49 days.

One day mid-March, Mikaila began vomiting, and her parents took her to see a pediatrician, who at first wasn’t too concerned, thinking it was a passing virus. A couple of days later, Mikaila was having trouble balancing and walking, and she didn’t want to eat or drink.

On her pediatrician’s advice, she was airlifted to AdventHealth Orlando on March 22. Doctors had a hard time pinpointing what was wrong. The first CT scan performed on Mikaila was normal. Cancer wasn’t even laid on the table as a possibility until two weeks later, following an alarming MRI that made doctors believe she had meningitis. A spinal tap was conducted, and her cerebrospinal fluid pressure was much too high.

Doctors also found one lone cancerous cell, and that was enough to start talking about cancer.

“Everybody looks at cancer kind of different, especially doctors these days,” Cory Stafford said. “It’s not unfamiliar anymore, so they treat it that way.”

Stafford, who works for B. Braun Medical, a pharmaceutical and medical device company, is very familiar with the pharmaceutical and medical industry.

Doctors soon a wanted a brain biopsy, but before they could perform that high-risk procedure on his daughter, Stafford wanted answers. At his insistence, a second CT scan was done on Mikaila, and this time, doctors found more cancerous cells.

They went ahead with the brain biopsy, and the cells were revealed to be malignant. Mikaila was diagnosed with primitive neuroectodermal tumors without a solid mass. Her cancerous cells were free-floating, which is extremely rare. Mikaila also had leptomeningeal disease, a complication Cory Stafford described as “meningitis on steroids.”

The cells were replicating faster than the doctors could count.

“Everything happened so fast,” Amanda Stafford said. “At first, it was really hard to process because there was no time ... It was like

running into a brick wall and ‘Okay, here it is.’”

HARD DECISIONS

Three weeks later, Mikaila was sent home on a 10% chance of survival. Doctors began talking about clinical trials, chemotherapy, radiation and St. Jude’s Children’s Hospital.

Just 12 hours after being home, Mikaila got worse. She started having seizures and returned to the hospital.

Cory Stafford recalls doctors were alarmed to see them back so quickly. That’s when he started asking himself if Mikaila’s cancer was terminal. Doctors hadn’t used that word around them.

“In the hospital, you could see her just deteriorating,” Stafford said. “You would look at her every day and she’d become more solemn. She wouldn’t talk, she wouldn’t eat.”

He was researching all the drugs being administered to Mikaila, and still has two color-coded binders of her entire medical history in those 49 days.

The Staffords decided against radiation therapy. The oncologist told them there was a 90% chance she would die during the procedure, and that was it. They wanted to be able to take her home to see her brothers and sisters.

REUNITED WITH HER SIBLINGS

The Staffords initiated hospice around April 14. Amanda Stafford contacted The Make-A-Wish Foundation, which suggested the family take a trip to Disney World together.

Before Mikaila got sick, the family had been planning a trip.

Make-A-Wish brought the other Stafford children back to Florida from North Carolina, where they had been staying with grandparents, and the family stayed at the Give Kids The World Village, a resort for children with critical illness, in Kissimmee for five days.

Mikaila perked up a bit for the vacation. She loved seeing the Disney characters.

“She was smiling, she was laughing,” Amanda Stafford recalls. “She was having a good time with her siblings.”

Mikaila died shortly afterward, on May 9 at 10:54 p.m. She had been born at 10:54 a.m. — a coincidence that stands out to her mother.

FOUR PERCENT

After she was gone, Amanda Stafford knew her family needed to heal. When she found out September was Childhood Cancer Awareness Month, she talked to her husband about participating in something as a family to help them process their loss.

They decided to join Alex’s Million Mile initiative by the Alex’s Lemonade Stand Foundation, which encouraged supporters to log miles to collectively run, walk or cycle 1 million miles throughout September to raise awareness about childhood cancer.

And so, “Roo’s Crew” was born, and this year, their fundraising goal was $3,000. As of Sept. 26, they had surpassed it, raising $3,459.

When the Staffords discovered that only 4% of federal government cancer research funding goes to pediatric cancer, they had to get involved.

“Four percent is not acceptable — especially when children are the future,” Amanda Stafford said.

Cory Stafford said more research and case studies are needed in pediatric cancer. Rare diseases, like Mikaila’s, are becoming more common, and there is little research into what causes them.

He wants studies looking at complications and knowledge on why they occur, too.

The family hopes to start a foundation someday in Mikaila’s honor.

The Staffords continue to learn about more families impacted by childhood cancer. Amanda Stafford said they will always advocate for more research.

“We never want any other family to have to go through what we have,” she said.

Ormond Memorial Art Museum adds new staffer Meet Kimberly Gonzalez, the museum’s new manager of development and partnerships.

Kimberly Gonzalez loves supporting the military and veteran community.

When she applied to become the Ormond Memorial Art Museum’s new manager of development and partnerships, it was the museum’s dedication toward local veterans that drew her. Gonzalez is an Army wife; her husband is stationed in Fort Riley, Kansas, though he belongs to a unit in the Orlando area.

“The fact that the museum has a connection to the military community, and honoring veterans, that is my passion,” Gonzalez said. “That is my heart.”

Gonzalez comes to the museum with a bachelor’s degree in education and psychology from Brewton-Parker College and a master’s degree in teaching and learning from Nova Southeastern University. She has worked as a teacher in both public and private schools, as well as held positions with the American Red Cross and the Department of Defense. Gonzalez recently moved to Holly Hill from Gainesville, Georgia, with her two dogs.

In her new role, Gonzalez is responsible for making sure the museum has funding available for art scholarships and encouraging community involvement. She’s also been instrumental in extending the art scholarship opportunities beyond service members

area. Growing up, she spent every summer in Daytona Beach, and when she’s not relaxing by the shore, she’s probably at Disney World.

Her mom was a teacher in their Georgia hometown, and as soon as school let out in June, her family took off to the Sunshine State.

She even remembers eating dinners at Julian’s in Ormond Beach.

“I have so many precious childhood memories of Julian’s, and so seeing that part of that history chip away, but yet seeing all the growth that has happened, it’s bittersweet,” Gonzalez said.

The museum is entering a new era, as it recently entered into a 50-year lease agreement with the city to allow OMAM to qualify for state and county grants for its upcoming $2.8 million expansion, which involves adding a 5,000-square-foot-building.

“It’s going to be a team effort,” Gonzalez said. “Very exciting. I can’t wait.”

The Ormond Beach Lions Club honored Seabreeze High School student Connery Cassidy as its student-athlete of the month for September.

She earned fifth-place in the 500-freestyle at the regionals as a sophomore. Though she was injured her junior year, Cassidy has returned to captain the girls swim team. She has earned the team MVP recognition twice.

Cassidy serves as an altar server at St. Brendan Catholic Church, is a lifeguard, certified emergency medical responder and a volunteer at junior lifeguard camp. She has earned a 3.75 GPA, is a member of the National Honor Society and the Spanish Honor Society. She also serves as the vice president of the Spirit Club and is a member of the Fellowship of Christian Athletes.

County event sponsorships loosely capped at $40,000

The Volusia County Council has adopted a policy on event sponsorships, loosely capping funding at $40,000 annually for the entire county.

The new policy also limits sponsorships to $1,500 per event, which typically adds the county to the list of sponsors in exchange for a table or booth, for example. Applicants must be nonprofits; requests must be filed 60 days before the event. If a nonprofit has already received a general fund grant from the county that same fiscal year, it would be ineligible for a sponsorship.

The new direction came as a result of council instructing staff in May to instate a procedure for all sponsorships. In the 2018 fiscal year, the county spent $60,870 on sponsorships. In the 2019 fiscal year, the county spent $46,650 in sponsorships. Both figures are above the $40,000 figure in the new policy, and when a resident expressed concern over the figure being too low, County Council Chair Ed Kelley said the council can choose to go over it if needed.

The resident, John Nicholson of Daytona Beach, said that in his city, each commissioner is given a set amount of funds to sponsor events in their district. It was an idea that appealed to County Councilwoman Barb Girtman,

who expressed that District 1’s needs, access and abilities are not the same as those of the east side districts.

Several council members disagreed with her. Councilwoman Deb Denys said it’s always a “dangerous slope” when they start defining things by districts. If a council members wants to support a specific event in their district, they can write a check and sponsor a table individually.

Councilman Ben Johnson said the reason for the policy was that sponsorships were adding up.

“We had to take some kind of a stand to get control of it,” Johnson said.

He added that he’d never seen an event sponsorship from West Volusia be turned down. This isn’t accurate. In early April, the council voted 5-2 against a $5,000 sponsorship for the “Dreams Do Come True” weekend celebration later that month, which included a groundbreaking ceremony for the new DeLand Community Spring Hill Center. Johnson was among the council members who voted against the sponsorship.

Girtman responded there is a disparity in events and access between the west and east sides of the county. She doesn’t want her district to be “slighted” because it has different needs.

The motion passed unanimously.

Seabreeze High School employees get married, move to Father Lopez

It all started on Match.com. More than two years ago, Christopher Stephenson and Buffy Briggs found love, as Briggs gave a virtual heart to an unsuspecting user.

Both lovebirds were part of the Seabreeze family — Stephenson as an AICE teacher and position football coach, and Briggs as an administrator of 10 years with, she said, “many memories and bonds” at the school.

One fateful night Stephenson was faced with a knotty dilemma.

It was Christmas Eve 2018 when he was offered the head football coaching position at Father Lopez High School. “Did I want to leave Seabreeze? No,” he recalled thinking. “I love my job, and I love my students. But I’m a football coach and always have been, and so when this opportunity came, I had to take it.”

No matter the circumstances, Briggs and Stephenson apparently were meant to be together, as Briggs got an offer she couldn’t pass up soon after. She would have the opportunity to become the administrative assistant to

guidance and a testing coordinator at Father Lopez — and of course work with her boyfriend.

While the school-crossed romance seemed like a dream, she still had to come to terms with her deep connection to Seabreeze.

She thought about it for a long time until one fateful day — May 28 — when Stephenson proposed

at Seabreeze.

Hundreds of students and faculty flocked the scene. Stephenson even employed some students to hold up the letters as he played Jeopardy with his future fiancé in the courtyard.

Briggs kept guessing until the jumble of letters soon became clear: “Will you marry me?”

Two cadets from the Ormond Beach Composite Squadron of the Civil Air Patrol were recently honored by the Civil Air Patrol’s Florida Wing Commander with two awards. Cadet Capt. The kids grinned as they watched Briggs come to the realization, and in the next moment — astonished and teary-eyed — she accepted. The entire courtyard erupted to celebrate the heartwarming moment.

The rest is history, as Seabreeze said goodbye to not one but two faculty members: Mr. and Mrs. Christopher and Buffy Stephenson.

Their wedding was July 11 at Andy Romano Park, with Seabreeze faculty and staff attended the wedding. Erika Scott, the bookkeeper at Seabreeze, even married them. Stephenson recalled that they looked down to see “tons of Seabreeze kids below on the beach, just peering up.”

Both began work at Father Lopez in August to begin the school year.

And it’s not only Christopher who’s coaching football.

Coaching girls flag football at Seabreeze was one of Buffy Stephenson’s fondest memories, and she felt that bringing the sport to Lopez would be like taking a piece of home with her.

City joins litigation against opioid manufacturers NEWS EDITOR

The city of Ormond Beach has decided to enter the multi-district litigation against opioid drug manufacturers and distributers, joining Daytona Beach and Volusia County.

At least 484 cities, counties, states and sovereign nations have hired attorneys from the same six-firm consortium Ormond Beach chose to represent them in the national legal battle that alleges prescription opioid manufacturers “grossly misrepresented the risk of long-term use of those drugs for persons with chronic pain, and distributors failed to properly monitor suspicious orders of those prescription drugs,” according to the Northern District of Ohio court. The argument is that this contributed to opioid epidemic in the U.S. The city chose the law firm of Levin Papantonio to represent them in the litigation, which is the same firm that represents Volusia County. The firm will bear the cost for now. If the litigation prevails, the firm would deduct fees and costs from the money awarded to the city.

The county joined in June 2018, and Daytona made the decision this May. The city of Deltona recently entered the litigation as well.

“I don’t think anyone would dispute that Ormond Beach, like every community in the country, has been affected by the opioid situation,” Deputy City Attorney Ann-Margret Emery said.

However, the city’s numbers

don’t support that at this time, she added.

Since January, the Ormond Beach Police Department has documented deploying 10 Narcan nasal sprays. From January 2018 to January 2019, the Ormond Beach Fire Department administered eight doses of Narcan via IV. Each dose costs $41.46, a city memo states.

Though the Fire Department responded to 31 overdose incidents in that time period, the majority were from elderly residents who accidentally took the wrong dose for their medication, Emery said.

“No one knows how this is all going to end up,” she said. “It’s really unclear how long it’s going to take.”

But, Emery said there isn’t a downside to entering the litigation. The only cost the city would bear would be staff time.

Only City Commissioner Dwight Selby expressed some hesitation toward joining, citing staff time. He said litigations like this usually want more cities and municipalities to “bolster” their numbers. However, he said he’d go along with what the rest of the commission decided.

Mayor Bill Partington said there’s a likelihood the city will see some compensation eventually. The city may not have high Narcan deployment data, but Partington said he believed it was worth getting involved if even only one Ormond Beach family was affected by the epidemic.

“Just the one makes it worth trying to get something back,” Partington said.

Petit theft. Two women were arrested after they stole 22 pieces of clothing from a local supermarket, telling police the clothes were for their “god kids.”

Both of them had cash in their purses, and the reporting officer was advised this was not used to buy the clothes because the kids weren’t theirs — just other kids they help out due to financial hardships.

Because the women didn’t have any prior convictions of thefts, they were released and issued notices to appear in court.

NOW ACCEPTING NEW PATIENTS HEALTH TESTING AND TREATMENT

CHECKS AND BALANCES 10:58 a.m. — 1200 block of Gallaten Road Fraud. A resident selling a car part online received a fake check for almost $3,000, which the sender indicated was to cover the shipping of the part, and then some.

The resident brought the fake check to the police department and filed a report. He informed police that he received an email asking if the part was still available. When he replied, he received a scripted response, instructing him to hold the package and wait for a check to arrive in the mail.

The resident replied saying it was a cash only deal, but the check still arrived.

Thankfully, the resident didn’t ship the part out before cashing the check.

SOLICITING SCAMMER 11:18 a.m. — First block of Sandcastle Drive Larceny. A resident was scammed out of $400 after paying an alleged tree trimmer in cash for work he was supposed to do later that afternoon. The man never returned to the house.

Police report that the man approached the resident and offered his services, mentioning that he had done work for the resident’s neighbors. He provided a handwritten quote of $700, and after the resident paid him the deposit, he was never heard from again. The resident was given a business card but misplaced it.

The resident asked the neighbors, but they said they had never had work done by anyone matching the man’s description.

However, they had seen him soliciting in the neighborhood before and believed it was a scam.

The resident waited four days to report the incident. Police asked to be contacted if the resident found the man’s business card.

he Mainland and Seabreeze sports rivalry extends well beyond the gridiron. On two lanes at the far end of the Ormond Lanes bowling alley the afternoon of Tuesday, Oct. 1, the Buccaneers and Sandcrabs battled fiercely.

“It’s always a close game when we go against them,” Seabreeze head coach Paul Shuler said.

“They have a great program. It seems like we’re always a few pins away from each other, and that was the situation today.”

The Sandcrabs defeated their crosstown rival 6-1.

“They’re a really good team,” Sandcrabs senior Landan Kuenning said, “so it feels good to beat them.”

The Sandcrabs, led by McKay Messner, were one of the top teams in the state last season.

They finished third as a team at the 2018 FHSAA state championship and placed three bowlers in the top 10 individually: Messner placed third, Kirk Mowl placed fourth and Kuenning placed eighth.

Messner graduated high school in May, but the Sandcrabs feel like they have a better team this year.

Although Seabreeze’s volleyball team lost to Spruce Creek on Thursday, Sept. 26, the Sandcrabs were in the midst of a five-game winning streak, knocking off Matanzas (twice), Pine Ridge, Deltona and Crescent City.

The Sandcrabs return seasoned veterans in Mowl, Kuenning, Luciano Castellano and Alex Grant. Most of the guys grew up bowling together and some of them even knew each other well before they started playing the sport.

Their tight bond has aided them throughout this season.

“We all know a lot about each other and we all help each other out,” Kuenning said. “Separate, we’re all very good. But together, we’re even better.”

And the Sandcrabs have added fresh talent.

Spencer Mosher, though just a sophomore, has plenty of bowling experience. He’s competed for the past seven years and most recently transferred to Seabreeze after his family moved to the area from Ocala, where he attended St. John Lutheran School.

Not only is Mosher one of the team’s most consistent bowlers, he also boasts one of the top averages in the area at 227.

His teammates call him “Rookie.”

Seabreeze has advanced to the state championship each of the last three years, and after last year’s close call, the Sandcrabs have their eyes set on the top spot.

“We know we can do it,” Shuler said. “We’ve been fifth, we’ve been third and now we’re looking for No. 1.”

Former Seabreeze football player Samuel Hayworth, who is a placekicker for Eastern Kentucky University, is a semifinalist for the 2019 William V. Campbell Trophy, the National Football Foundation announced. The award recognizes an individual as the absolute best football scholar-athlete in the nation.

From a list of 185 semifinalists, the NFF will announce 12 to 14 finalists for the trophy on Oct. 30.

The Buccaneers (2-2) bounced back from a disappointing loss to Seminole in Week 5 with a convincing win over Deltona the night of Friday, Sept. 27, at Deltona High School.

Mainland held the Timberwolves scoreless in the Buccaneers’ 49-0 victory. It was the Buccaneers’ first time holding an opponent scoreless since their 43-0 rout of crosstown rival Seabreeze on Oct. 26, 2018.

receiver Sam McKenzie put the Buccaneers on the board early in the first quarter. Keith threw for two touchdown passes in the first period. The Buccaneers also got touchdowns on the ground from running backs Nathan Braswell (7 yards out), Greg Mango (8 yards out) and Isaiah Gordon (3 yards out).

The highlights of the night, however, came from the Buccaneers’ defense: R.J. Turner and Jordan Jackson had interceptions returned for touchdowns on back-to-back defensive series in the first half for the Buccaneers.

The event was put on by the PTA, and the school received 47 dozen doughnuts from Krispy Kreme on International Speedway Boulevard, totaling 1,020. Of that number, 850 were served, according to a Pathways Elementary PTA Facebook post.

PTA President Katie Thiell said she estimated the student and parent attendees to be about 500.

The event is held annually.

A graduate of the University of Florida, she and her husband, John J. Upchurch, moved to Ormond Beach in 1972, where she taught at Tomoka Elementary School until 1985. The travel agency resided in Ormond Towne Square for 20 years, and is now located at 146 S. Atlantic Ave. Another reason for the business’ growth, she said, is that she focuses on adding and training new advisors.

There is now an office in Jacksonville and will soon be one in Viera. There is a staff of 30 in both locations, and most staff members are travel advisors working as independent contractors.

The job of a travel advisor is very detailed, she said. An advisor must be detail-oriented and have strong organizational skills, including follow-through.

GROUP TRAVEL MAKES MEMORIES

Karen Upchurch moved from the mass-market type of agency to luxury travel by joining Virtuoso, a global travel network, in 1999 to be able to give her clients special amenities.

River cruises are currently booming. People think of Europe for river cruises, but the Upchurches say there are several very good cruises in America.

“I really enjoy small groups,” Karen Upchurch said. “It adds to the memories, the enjoyment.”

These days, Karen Upchurch specializes in South America.

Travelers don’t have the jet lag issue, and there are outdoor activities, wineries and tremendous scenery.

The fires in the Amazon rain forest are not affecting them.

The Upchurches enjoy travel themselves.

now planning a trip to Normandy, France.

John Upchurch is set to lead a tour in Italy.

PUBLIC PRESENTATIONS

Before Odyssey Travel moved into its present building in Ormond, the interior was totally remodeled. There are 16 offices where advisors can have privacy with clients, but large windows create an open-office atmosphere.

Many travel agencies have all of the agents together in a large room, but the Upchurches learned over the years that people want privacy when planning trips and providing credit card information.

Many people turn to the internet to make travel plans these days, but a travel agency provides a service component and the

knowledge of providers.

An agency’s relationship with providers can also lead to more amenities for clients.

“We live in a do-it-yourself society,” John Upchurch said.

“But you might end up paying more and getting less service.”

To inform the public about what they offer, the Upchurches do public presentations, sometimes at the office but also at other locations. They are planning a presentation for 20 suppliers at 10 a.m. on Jan. 11 at the Daytona Beach Shores Community Center.

John N. Upchurch is a former attorney who ran for U.S. Congress in 2018.

He doesn’t rule out another run, but said he is now busy with the travel agency.
