Warehouse under construction on Hand

A new apartment complex is in the works for Ormond Beach.

About three weeks after the City Commission approved 3-1 a comprehensive land use amendment for the Courtyards project between Highland and Dix avenues, landowner CST Holdings LLC will be holding a neighborhood meeting to present the site plan.

The Planned Business Development and planned residential application seeks to allow 48 multi-family units and 12,000 square feet of commercial, the notice reads.

The meeting is scheduled for 3-4:30 p.m. on Sunday, Nov. 3, at the Ormond Beach Public Library, located at 30 S. Beach St.

City looking into OBE parking woes Parking lot signage improvements may be coming soon to Ormond Beach Elementary.

A city staff report from Oct. 25, states that staff met with School Board staff and the OBE principal over concerns about people using the parking lot during school hours.

The concerns included safety and the general public getting caught in school release traffic.

A possible alternative may be to allow business employees to park in designated spaces, the report reads.

Staff intends to present Ormond MainStreet with a concept in November. It would go before the City Commission at its Dec. 3 meeting.

Rep. Tom Leek files legislation to prevent sex offenders from going free while they’re appealing their convictions pending their appeals.

ark Fugler is supposed to spend 15 years in prison. He was charged with exposing himself to a young girl and showing her pornographic videos. He was tried, convicted, sentenced. And then, just a month later, a judge let him out — on bail, while he filed an appeal.

The decision generated outrage and opposition from the victim’s family and from community members, including Volusia County Sheriff Mike Chitwood, who wrote to the circuit’s Chief Judge Raul Zambrano to ask him to overturn Senior Judge Michael Hutcheson’s decision to allow bail for Fugler, an Ormond Beach resident and former Embry-Riddle Aeronautical University professor.

Zambrano couldn’t do that: The law doesn’t allow it. But soon, the law might not allow someone like Fugler to be released to begin with: Florida Rep. Tom Leek, whose district includes part of Volusia County, has filed legislation in the house to close the legal loophole that allowed Hutcheson to grant Fugler’s request for a release on bail.

“We already have in place a list of offenses for which you cannot get released on appeal after conviction,” Leek said. “So that already exists, and on the list of offenses would be other violent crimes … and things that are not violent,” including certain drugrelated offenses — but not lewd and lascivious exhibition to a minor or displaying obscene material to a minor, neither of which are first-degree felonies.

“The type of offense that Mark Fugler committed should be on there,” Leek said.

Chitwood voiced support for the proposed bill.

With Fugler, Chitwood said, “Here’s a guy who was sentenced unanimously by a jury of his

peers — they even made the little girl get up there on the stand to testify — and the mother is shopping in the Publix, and who’s in the next checkout line?”

It was only luck, Chitwood added, that the mother had not had her daughter with her at the time.

Chitwood has seen other instances of people being released on bail pending an appeal, but none for cases so serious.

“Fugler is a first for me,” he said.

“I’ve seen it happen on credit card fraud ... embezzlement cases; I’ve never seen it happen on a case as egregious as this, where a little girl’s innocence was stolen.”

THE LAW

Not all states allow bail after conviction, while a prisoner is filing their appeal, and of those that do, the nature of the offense that are bailable varies.

Connecticut allows it, but specifies a number of scenarios in which it can not apply, including “any offense involving the use, attempted use or threatened use of physical force against another person.”

Louisiana allows it for offenses where the sentence would be five years or less, and adds that it can also be imposed in cases in which the actual sentence ends up exceeding five years, “except when the court has reason to believe, based on competent evidence, that the release of the person convicted will pose a danger to any other person or the community, or that there is a substantial risk that the person convicted might flee.”

In Texas, bail is not allowed for defendants convicted of felonies where the punishment is equal to or greater than 10 years of confinement.

THE BILL

Leek’s bill is narrowly tailored to the kind of situation that occurred in the Fugler case.

It adds to the existing statutory language, specifying that,

in addition to the existing instances in which a person may not be released on bail after an adjudication of guilt, a person may not be released for a posttrial motion or appeal for “Any other offense requiring sexual offender registration under s.

943.0435(1)(h) or sexual predator registration under s. 775.21(4), when at the time of the offense, the offender was 18 years of age or older and the victim was a minor.”

Might there be other cases, not involving minors, that should also be added?

“It was hard for me to say that these other offenses don’t warrant the same type of treatment, and we can go back and add those things at a later date,” Leek said. “But what I know right now is what’s in front of me. ... There is just something fundamentally wrong with releasing a convicted sex offender into a neighborhood where he found his victim a little over a mile away.”

Shortly after hearing about Hutcheson’s release through the news, Leek had started hearing from constituents who objected, he said.

“I started to get phone calls from some folks saying, ‘This doesn’t seem right; is there something that you can do about it?’” Leek said.

He also met with the victim’s family.

“It just became evident that this is a hole in the statute that we can fix relatively easily … to make sure someone who’s been convicted of a sex offense

isn’t released into the neighborhood, he said.

He added that the current language of the bill is a starting point, and may change as he seeks out the thoughts of prosecutors, attorneys and victims.

“We will take all that information in,” he said, so that the wording of the proposed law will be appropriate, Leek said.

Florida Sen. Tom Wright, whose district includes part of Volusia County and part of Brevard County, is filing a companion bill in the Senate, Leek said.

BALANCING ACT

In Flagler County, Sheriff Rick Staly said he’d backed Chitwood’s decision to speak out against Hutcheson’s decision to allow bail in the Fugler case.

“I would have done the same thing had it occurred in this county,” Staly said. “Sometimes you have to use the power and the influence of your office to call out perceived injustices. That appeared to be the case as I’m aware of here. ... I’m glad that the judge revoked his decision.”

He can’t remember any cases similar to the Fugler one — in which someone was convicted of a serious crime and then released pending appeal — occurring in Flagler.

But, he said, “I’ve seen some low bonds while people are pretrial that kind of raise an eyebrow. ... At least now, when they’re rearrested, they are generally held on no bond. ... And I understand there’s a balancing act. They haven’t been found guilty at that point, and there’s plenty of case law that a bond is not supposed to be punishment, and the constitution and court of law allows a person to be eligible.”

As far as releases pending an appeal, he said, “From my experience, it is rare that a conviction is overturned, although it does occasionally happen. So I personally think that people that have been convicted of a crime should immediately start serving their sentence. And if they’re going to appeal, then that appeal can be done while they’re sitting in jail.”

What makes a development sustainable?

In Ormond Beach, the quintessential example is Central Park, said the city.

What is sustainable development and can it be achieved in Ormond Beach?

That’s the question three city, county and state agency staff members sought to answer at the Civil Discourse meeting on Monday, Oct. 28. The panel featured Ormond Beach City Engineer Shawn Finley, Volusia County Environmental Advisory Director Ginder Adair, and Regulatory Coordinator for the St. John’s River Water Management District John Juilianna.

Finley used the definition of sustainable development found in “Our Common Future,” a book by the World Commission on Environment and Development.

“Sustainable development is development that meets the needs of the present without compromising the ability for future generations to meet their own needs,” he cited.

As a city, staff looks at three major categories: Transportation, water quality and the environment. Multi-mobile modes of transport, like ride-sharing services and the ability to easily bike and walk to places are some of the factors the city looks at, Finley said. Ormond Beach is also currently updating its stormwater master plan and focusing on Central Park, which spans 150.51 acres in the middle of the city.

“Central Park in Ormond Beach is one of the best examples of a sustainability project the city can do,” Finley said.

As for the environment, Finley said the city adopted a low impact development manual in 2013. It’s been fully used on projects like the Environmental Discovery Center and the Dollar General on U.S. 1.

“But low impact development on its own isn’t something that you can just plug in play and rely upon entirely,” Finley said. “You can use small pieces — you can help do it, but sometimes just the element of being able to reduce some pavement is a good step forward in doing some low impact type development.”

At the county level, Adair said her department monitors 90 water quality sites across Volusia.

She also spoke about standards for wetlands, trees and stormwater.

Cities are allowed to adopt their own standards, but must meet the county’s at the minimum.

“The idea is let’s not continue to build vulnerable things in vulnerable areas — let’s be smart, and if we’re building something in a vulnerable area, let’s build it in a way that can withstand what may be coming,” she said.

The panel touched on wetlands as well. Adair said mitigation banks are the better alternative of wetland impacts in small parcels; mitigation of wetlands in small properties have failed in the past.

The cheers only got louder as Kalkhurst announced that,thanks to grants, the school will be able to repeat the challenge again next year — and, the students were getting ice cream to celebrate.

“We could not be more proud of our little Ormond Beach school,” said Kalkhurst in the press release.

With students reading a total of 225,345 minutes over the summer, Ormond Beach Elementary finished first place in Central Florida in the Kiwanis READS summer challenge.

The challenge began in May when the Kiwanis Club of Ormond Beach sponsored a Scholastic summer reading book fair, where the club provided every student with the opportunity to pick four free books to read over the summer. Each teacher was also allowed to select 10 books for their classroom libraries.

The READS summer challenge is meant to prevent what Kiwanis calls a “summer slide,” which refers to a loss of reading development when children do not read during the summer months.

More than half a million students from 1,741 schools participated nationally, with 120 from Florida, a press release stated.

Four decades ago, flying meant getting in the cockpit of a B-52 bomber for retired Air Force Lt. Col. Frank Delzingaro. For his 85th birthday on Sunday, Oct. 20, flying meant being on the other end of a plane, 15,000 feet in the air, and jumping.

Skydiving was a breeze for the Ormond-by-the-Sea resident, even while free-falling at 120 mph.

“It seemed like floating,” Delzingaro said. “I didn’t want it to end. I wanted to glide toward Miami and just up the coast. I wanted to stay up there for hours

— like Peter Pan almost, flying over the state of Florida.”

He had been wanting to skydive for about a decade. His personal trainer Nathan Henwood jumps several times a month, and when the opportunity arose, Delzingaro seized it. After all, his family was also going to be in town for his birthday. It seemed like the perfect occasion.

While Delzingaro wasn’t nervous about his jump with Skydive DeLand, his wife, Donna, definitely was. But, she said her husband was going to do it even if she told him not to. So she decided to be excited for him.

“Would I do it myself? No, no and no,” said Donna Delzingaro

with a laugh. “But for him, I was happy for him, because I felt like he’s living his life to the fullest.

He’s living his dream, and I’m just happy to be along for the ride.”

The Delzingaros have been married for 20 years. They met at a church function.

“We were married six months to the day we met,” Donna Delzingaro said. “We just knew.”

Before his 85th birthday, Frank Delzingaro had only jumped from one airplane. It was 1963, just a couple years before the Vietnam War officially started. But there’s no comparison between a military jump and skydiving, he said.

For one, military jumps happen at 1,200-1,500 feet.

Delzingaro, who is originally from Pennsylvania, served a total of 26 years in the Air Force. He was 11 years old when he decided he was going to be a pilot.

It was 1945 and World War II had ended. Parades would often pass by his Philadelphia suburb, and he was sitting on the front steps of his house with his brother when one in particular came by. He remembers seeing a WWII pilot sitting in the back of a red convertible during the parade.

“I said to my brother, ‘One day, I’m going to do that,’” Delzingaro recalls.

And he did. Until at 43 years old, he had a heart attack and was retired medically.

You’d be hard pressed to find someone prouder of Delzingaro than his wife. Donna Delzingaro said his life has been “amazing” and that everyone who meets him recognizes he is an extraordinary man.

When he landed back on the ground, seeing his family waiting for him was one of the best parts of skydiving, Frank Delzingaro said.

He could see they were relieved.

“They were all cheering and yelling,” he said. “The old man didn’t kill himself. It was great.”

he article by Jarleene Almenas in the Oct. 17 edition covered some aspects of the septic-to-sewer conversion very well. Thank you. But we are not asking for another septic study.

What we want is to have one done in the first place.

The Volusia County Health Department report on the status of sewage disposal and collection in Volusia County dated November 2013 claims to be objective and scientific. It is neither. Moreover, this report is not even a study. It is merely a compendium of 66 areas where septic systems are installed.

No attempt was made, in this report, to determine whether the septic systems in a particular area actually cause any environmental pollution. Untested assumptions are being presented as fact.

This may lead to the kind of high density development which will change the nature and character of our delightful village permanently.

Septic tanks can, and do, produce water which contains nitrogen and phosphorus. Most of this is then removed from the waste water by anaerobic and aerobic bacteria within the external drain field, which is an integral part of the septic system. Any remainder can be dissipated by similar bacterial activity in the adjacent sand. The sand beneath the northern peninsula provides a perfect environment for septic system drain fields. Partially treated effluent enters the sand so slowly that the layer of active biology surrounding the drain field laterals is able to capture, consume and degrade the nutrients and many toxins.

pollutants are not present below the highly active layer, which prevents their introduction into the ground water below.

It is the unique properties of the sand on which Ormond-bythe-Sea rests, together with the proximity of the ocean, which makes OBTS one of the best places in the country to use private septic systems for disposal of human waste.

The Halifax River and the adjacent Tomoka Basin are undoubtedly more polluted than they were before the high bridges were built and city sewage plants started pumping their surplus effluent (which still contains nitrates) into it.

I am a homeowner in Ormond-by-the-Sea, and I am not convinced that any of the pollution in the Halifax or the Tomoka originates from our septic systems. And we homeowners should not be expected, or obligated, to contribute a colossal amount of money, which few of us can afford, to pay for a central sewage system which we do not want, and almost certainly do not need, which will not improve our health or the condition of the environment around us. It may even make this worse.

The homeowners of Ormondby-the-Sea have no mandate to select the Ormond Beach politicians who are planning to levy this colossal tax upon us, although the politicians have no evidence whatsoever that their unilaterally enforced solution will have any effect on the problem. In our view, this compulsory conversion will do absolutely nothing to reduce pollution in the waterways, and is very likely to increase it. Yet the property owners of Ormond-by-the-Sea will be forced to pay the vast majority of the cost for doing it.

This is commonly known as taxation without representation.

Homeowners in the area are only now becoming aware of what the politicians in Ormond Beach are thrusting upon them.

We can only hope that county and state politicians will become aware of the situation which is rapidly developing in OBTS, before they oblige Florida tax-

uch has been said recently about the Ormond Beach initiative to improve water quality in the Halifax River and the aquifer by converting Ormond-by-the-Sea septic tanks to central sewer. Unfortunately, much of what’s been said is false. Here’s the truth:  No one will be forced to convert to sewer.  The cost to the homeowner will not be $15,000-$30,000 as some have alleged. It will be way, way, way less. The goal is to make the project as affordable as possible.  Ormond Beach has never released raw sewage into the Halifax River.  Septic-to-sewer is not about annexation. It’s about water quality for our kids and grandkids.  I will not personally profit from septic-to-sewer.

The Ormond Beach sewer plant has ample capacity to handle OBTS and is an advanced wastewater treatment facility, which removes about 95% of the nutrients, nitrogen and phosphorous, which are harmful to the environment.

remove the nutrients nitrogen and phosphorus from their wastewater.

These nutrients lead to algae blooms, fish kills, oxygen deprivation and toxic conditions in surface water. Some nutrients end up in the aquifer also. The Clean Water Act declared the Halifax River an impaired water body. The Volusia County Health Department rated OBTS “not suited for septic.”

There are 4,000 homes in OBTS with septic tanks. All 4,000 are Ormond Beach water customers — they get their drinking water from the city even though they live in the unincorporated county. The soil is very porous, so a homeowner may not realize their septic tank is not working properly as long as their toilet flushes and their shower doesn’t back up.

On two occasions that I am aware of, the residents of OBTS have voted against annexation.

And recently a citizens group has made it clear that they do not wish to be part of Ormond Beach. The Ormond Beach City Commission understands and honors that desire. However, OBTS is in the Ormond Beach utility service area and I would propose, as such, the city has a duty to provide sewer to OBTS. We have ample capacity in our waste water treatment plant to handle all 4,000 homes in OBTS and more. No other entity can address this need. The county is not going to build a sewer plant for such a small number of customers nor will the private sector.

No one will be forced to convert to central sewer. If your septic system is working well, you can stay with it. However, once a sewer line has been installed in front of your home for 12 months, you may be charged an availability fee, and the Health Department will not issue a permit to replace or repair your septic system.

HOW MUCH WILL IT COST?

Incredibly high numbers have been bantered around — as high as $30,000. This is ridiculous and is causing fear among OBTS residents that their homesteads are in jeopardy. Nothing could be further from the truth. The cost will be very minimal, and a long-term payment plan will be offered. Homeowners who convert will no longer have the expense of maintaining their septic tank or the worry that it will fail someday causing a big, unplanned expenditure.

The Health Department has a study that shows OBTS as “not suited for septic.” And a Total Maximum Daily Load study was done a few years ago that estimates thousands of pounds of nutrients from septic tanks are entering our water every year.

Some have not only questioned the efficacy of these reports, they maintain that OBTS is the “best place in America for septic tanks.” While I believe it’s self-evident that OBTS is not an appropriate place for septic tanks, many feel otherwise so I’m joining the chorus requesting an additional site specific study to resolve this disagreement.

WHAT’S NEXT?

We have met with all members of the Volusia County Council, local state legislators and U.S. Rep. Mike Waltz soliciting their support.

With city staff, we have had two meetings with St. Johns River Water Management District staff to discuss their cost-share

amounts of nitrogen and phosphorus actually generated by OBTS septic systems which are then transported into the Halifax River.

2. Establish desired water quality goal (based on the latest total maximum daily load).

3. Determine the exact amount which the proposed conversion of OBTS septic systems to the Ormond Beach sewage plant will contribute to this goal (including any offset generated by an anticipated increase in the Ormond Beach sewage plant point source loading).

4. Determine whether the operational performance of septic systems in Ormond-bythe-Sea warrants their future conversion to nitrogen-reducing systems 5. Determine extent to which the total maximum daily load of the relevant BMAP (basin management action plan) could be achieved by stormwater collection and treatment and/or public education and outreach.

We’re researching Community Development Block Grant funds for those who may qualify and are exploring Florida Department of Environmental Protection 319(h) Grants that assist with homeowner expenses.

We have investigated the State Revolving Fund as a possible source of low-interest, longterm, fixed-rate financing for the project.

Ormond Beach will offer a low-interest, payment plan for those residents who cannot or choose not to pay their share in full. The payment plan will likely be over a long period of time, at a low interest rate and will flow with the property so that if the homeowner sells the property before the loan is paid off, the new owner will make the future payments. This will require action by the city commission.

City staff is planning a town hall to inform OBTS residents about the project. The first one will likely be held before the end of the year. Plan to attend, with an open mind, and listen

to the panel of subject experts as well as have your questions answered. You will be glad you did.

I will recommend to the City Commission the following actions to address water pollution:  Moratorium on septic tanks for new construction in OB.  Reduce effluent from the city’s wastewater treatment facility by increasing storage capacity.  Educate Ormond Beach residents on the county’s fertilizer ordinance.  Challenge city staff to make suggestions to improve the following: stormwater runoff, sediment from construction, industry and farm land.  And finally, I’m asking the City Commission to direct staff to explore an additional scientific study of the factors impacting water quality in the Ormond Beach and OBTS area.

Together we can achieve great things. Let’s make permanent changes that will improve water quality for generations to come.

COPS CORNER OCT. 18

ANOTHER MAN’S TRASH 1:35 p.m. — 1000 block of West Granada Boulevard Suspicious incident. A garbage man accidentally sent a local bank into lockdown after he propped up a pellet gun outside of the building while he went in to use the restroom.

Police report that the 30-yearold garbage man had found the gun while picking up trash. His co-workers had dropped him off at the bank because he couldn’t ride on the back of the truck while they dumped the garbage.

When he exited the bathroom, he found the bank “in a panic” and left, throwing the gun into a dumpster.

After police confirmed his story, the garbage man was released from the scene with the pellet gun.

COSTLY HANGOUT 9:31 p.m. — 200 block of South Atlantic Avenue Larceny. A man staying in a hotel found himself short of $680 after he met up with an old high school friend, who disappeared shortly after she offered to get him another drink. The two had been hanging out at the hotel pool, police report.

After waiting 15 minutes, the man went to the room to check on her and realized she was gone.

His money was missing. The man told police he tried to contact the woman through Facebook, but she blocked him. The man will be pressing charges.

Seabreeze golfer Harley Rossi still remembers how it felt when he stepped onto the tee box for the first time at the at the FHSAA State Tournament in 2016.

It was his freshman season, and he qualified individually for the tournament.

Seabreeze competed as a team in 2017, and Rossi qualified as an individual again in 2018.

The Sandcrabs, who play in Class 2A, finished third at their regional tournament to once again qualify for states as a team.

The Sandcrabs, led by Rossi and juniors Matthew Hewitt and Phillip Kamelgarn, will tee it up at Mission Inn Resort and Golf Club

on Tuesday, Nov. 5, and Wednesday, Nov. 6, in Howey-in-theHills.

“We’re much more ready this year,” Rossi said. “We’ve been there and we know a lot of other people haven’t.”

Seabreeze boys golf coach Jack Bailey has been with the Sandcrabs the past 13 seasons. He said his players haven’t been putting up their best numbers this season, but he believes it can all turn around at states thanks to the team’s experience and leadership.

“The guys have worked hard,” he said. “The leadership on this team is everything. The younger kids, they see that. It makes them want to come out and work harder.”

The goal this season has been to return to the state tournament as a team. Anything short of it would have been a disappointment. The Sandcrabs have been putting in extra time at the range, beating ball after ball, since August to make that goal become a reality.

“The journey getting to states is hard,” said Kamelgarn, who last played at states as a freshman. “It’s a long journey. There’s some good teams you have to go through.”

He, like his teammates, believes Seabreeze, which is not traditionally known as a “golf school,” has an opportunity to make a statement come Nov. 5.

“A lot of people are kind of sleeping on us going into this event,” Kamelgarn said.

“I think we can make a name for ourselves.

We want to show that we do belong at states.”

hen lunch period ends, students at Osceola Elementary are certain of one thing: They’re helping to preserve the environment, one tray at a time.

Volusia County Schools launched a pilot program on Oct. 21 at Osceola, where biodegradable trays made from vegetable oils and plants replaced plastic foam trays. The initiative also eliminated plastic straws, utensil packets and other plastic foam food containers.

Principal Lynn Bruner said she’s honored and excited to be the first school in the county to utilize the new trays. The student response has been positive.

“What better time to teach [students] than here at school to help contribute to the environment and to do our part,” Bruner said.

HOW THE PILOT PROGRAM BEGAN

Earlier this summer, Volusia County School Board member Carl Persis met with Heather DeMeola, director of School Way Cafe at Volusia County Schools; Suzanne Scheiber, founder of Dream Green Volusia; and Dr. Ellen Asher, teacher at Old Kings Elementary School. Asher launched a biodegradable tray initiative in her Flagler County school in 2017.

Scheiber recalled that they all met in a room at the Ormond Beach Regional Public Library and discussed the tray initiative for two hours until they came up with a plan. Cost was a factor; none of them wanted to hike up school lunch prices. However, eliminating the plastic utensil packets killed two birds with one stone: It evened out the cost and

got rid of more single-use plastics.

“What so often we found is that people had those little bags with the fork, the spoon and the napkin in cellophane, and they didn’t even open it up,” Persis said.

It was important to him as the District 4 representative on the School Board that the pilot program start in Ormond Beach.

Osceola Elementary, with its 389 students, was a good fit.

Volusia is following in the footsteps of school districts like Flagler and Orange, which have schools that have already converted to biodegradable trays. DeMeola was already familiar with the trays; she previously worked in the Orange County School District.

“These break down in a relatively short time to reduce the landfill trash — they go back into the environment,” DeMeola said.

Scheiber said it felt “amazing” to eliminate plastic foam, especially at a school she volunteers in twice a week. Dream Green Volusia is planning to approach the Daytona Auto Mall next.

“Ultimately, I believe this is going to save the environment a lot of damage,” Scheiber said.

CHILDREN: A DRIVING FORCE

Fifth grade student Asiri Cornegjo Happel was positive about the change. She said there is a lot of trash in the ocean.

“I think it’s good that we have them so we can save more of the animals and plants,” Happel said.

Dané Hietala, a fellow fifth grader, agreed — especially when it comes to turtles. A lot of her friends have pet turtles, she said, adding that she hopes more schools switch over to biodegradable trays.

“It’s actually really exciting,” Hietala said.

Ormond Beach City Commissioner Susan Persis recently led the charge for a straw ban ordinance in the city, and said she doesn’t know many people who disagree that single-use plastics are a problem. Some local restaurants have begun to give out straws on request only.

She believes children will be one of the driving forces behind protecting the environment in the future, and, these trays are a start.

“To get the schools on board will be a huge help to our environment and our county,” she said.

“I believe this is going to save the environment a lot of damage.”

Tomoka Elementary unveils STEM lab The lab is a result of a partnership between the Museum of Arts and Sciences and General Electric volunteers.

Thanks to a partnership with the Museum of Arts and Sciences and General Electric Volunteers, STEM learning at Tomoka Elementary has become a touch more hands-on.

The school’s new science, technology, engineering and math lab opened on Wednesday, Oct. 23, in one of the school’s portables. The lab features former MOAS science exhibits, as well as small kits for various lessons. While accessible to all Tomoka Elementary students, the standards that accompany the exhibits are mainly geared for third- to fifth-grade classes.

“We’ve got our own little personal hands-on museum and hands-on lab,” Teacher Dr. Tionis Fordham said. “Things that aren’t as easy to do in the classroom, we can now do here.”

It’s a chance to involve students further in the learning process, she said. Teaching them through textbooks and videos works, but Fordham said having a lesson become interactive is different.

“They’re able to create their own knowledge, which is more powerful than anything,” Fordham said.

James Zacharias, MOAS senior curator of education and history, said the museum has been sending retired exhibits to local schools for the past 15 years since its partnership with GE began.

“The museum is always there to support the school system,” Zacharias said. It’s one of our number one missions in the education department in the museum.”

Tomoka Elementary Principal Julie Roseboom said this is the first school where she’s been able to start a STEM lab. Tomoka had a portable available, so for the last year, she’s been working with Zacharias to make this possible.

The school wants the children to have hands-on lessons in science so that they can recall the information better in the future, she said.

“There’s so much excitement behind the learning,” Roseboom said. “The teacher will follow up and tie the activities to the actual standards, and the standard kits that GE has brought to us coincide with the Florida State Standards.”

BUSINESS OBSERVER GOLF SHOP REOPENS AFTER 26 YEARS

You lose some, but you win some.

Blue Coast Bakers, a company that was expected to create 300 jobs in three years with $50 million in annual revenue when it opened in 2016, closed up shop last year.

There were about 20 employees a year after it opened in the a vacant building at 1899 N. U.S. 1. Local observers say it never got off the ground.

But late last year, a company called Forte Frozen Logistics moved into the 200,000-squarefoot building, occupying 70,000 square feet. City Economic Director Brian Rademacher described the company as “third party logistics,” helping manufactures get products from point A to point B. And now Future Foods Enterprises LLC will occupy 30,000 square feet.

“Future Foods is a good company and will bring in high wage jobs,” Rademacher said.

The building is owned by Northlake Capital Partners, a company in the northeast.

Future Foods is getting performance-based incentives from the city and the state.

If the company adds 50 fulltime jobs in three years, it will receive $50,000 from the city. That amount includes $30,000 the city will pay to the state as a 20% match, and the state will then allow $150,000 in tax credits. The jobs must average pay of $43,401 with benefits of $8,000.

The company will receive $75,000 from the city if it invests $4.3 million in building renovations and equipment.

The agreement is for five years and payments are not made until after the company meets the requirements.

David and Jim Baliler have reopened Bali Golf Co. after 26 years.

Professional golf services and club repairs are now available at Bali Golf Co., 1360 N. U.S. 1, Suite 102.

But it’s not really a new business.

Father and son Jim and David Baliker operated Bali Golf in Ormond Beach from 1982 to 1993 and then sold the business.

“We’ve now returned like the Phonenix,” said Jim Baliker.

Baliker said they have bought back the maintenance equipment they had in the original shop and it has all been rebuilt. They had sold it to Legacy Golf, now going out of business. He also has modern equipment for analyzing swings.

Baliker, 85, an active golfer with a 10-handicap, attended the Schloss Club Master School when he first opened the business.

He retired from the Army as a Lt. Colonel in 1977, but has been busy since. His wife, Joan Baliker, a local sculptor, said he has three loves, golf, cars and her.

“I’m not sure of the order,” she said with a laugh.

Baliker said he opened the business to give back to the community and share his knowledge of golf gained over the years.

“It keeps me busy,” he said.

He has many stories to share, such as making golf clubs for professional baseball players. Pitchers, he said, are usually the best golfers because they have the most time to play.

His son, David, also has a surf board business, but may take over full time if his dad ever really retires.
