‘A tremendous investment in the future of Ormond Beach’ State-of-the-art building first to occupy Ormond Crossings WAYNE GRANT REAL ESTATE EDITOR

Ormond Crossings, long billed as the future site for business and residential growth for Ormond Beach, has its first occupant.

Security First Insurance had a grand opening event Nov. 14 for their new home, a gleaming 136,000-square-foot, four-story office building.

The building cost was $38.2 million, paid by Security First.

The landowner, Tomoka Holdings, now owned by the Ford family of DeLand, paid about $2 million for infrastructure.

“That’s a tremendous investment in the future of Ormond Beach,” said Locke Burt, CEO and president.

And there’s still room for growth. The company bought 48 acres in 2017, and only 13 acres have been cleared. Melissa Burt DeVriese, Burt’s daughter and chief administrative officer and legal counsel, said this space could contain a campus of buildings someday.

City Economic Developer Brian Rademacher said the available space in Ormond Crossings is one of the attractions for development. Companies can buy as much land as they need for now and the future, rather than trying to fit into developed area.

The company received state and local incentives, including $280,000 from the city of Ormond Beach for creating new jobs.

“We pledged to create a minimum of 165 new jobs paying an average salary and benefits of $68,000,” Burt said at the grand opening. “To date we have created 200 new jobs with average salary and benefits of $73,000.”

After welcoming speeches at the grand opening, a large crowd, including local and county officials and many employees, had self-guided tours of the building along with hors d’ oeuvres and refreshments. Ormond Crossings is located near the intersection of Interstate 95 and U.S. 1; the entrance to Security First is Broadway Avenue.

Previously, some employees were located in Holly Hill, but now all 420 are located in one place, making Security First the largest employer in the city.

Thirty more employees have been hired and will start in December, according to Burt.

Only 100,000 square feet of the building is occupied, and the building has a potential for 700 employees.

DeVriese called the grand opening a terrific day.

“We’ve moved into our new home,” she said. “Everyone is excited. It’s an open floor plan making it easy for people to work together.”

The building will withstand 165 mph winds, and has generator power and a self-contained water system so employees can begin work after a storm passes by.

Amenities include a walking trail, gym and yoga room.

The Burt family has been in the insurance business in Ormond Beach since 1959, when Locke Burt’s parents started an agency.

A recurring theme among those involved with Security First, as well as government staff and officials, is that the building will be a catalyst for growth in Ormond Crossings, a dream for development that began in 2002.

“We’re excited to see who our neighbors will be,” DeVriese said.

The Ford family purchased Tomoka Holdings three years ago and many hoped would give new life to efforts to develop the land.

At the grand opening, Lisa Ford-Williams called the Security First development “phenomenal.” She said the owners are optimistic about more development because the economy in the area remains strong, and they have seen interest.

Rademacher said he was not at liberty to talk about potential new occupants of the business park, but said he believes Security First will open up opportunities.

For one thing, the building is visible from the interstate and will attract attention.

“I don’t think they’ll be alone for long,” he said.

Ormond Crossings, 2,700 acres, is zoned a planned mixeduse development, featuring areas for a business park, lifestyle town center and a variety of residential neighborhoods.

Rademacher said the advantage to a business thinking of locating in the area is that no land use or zoning changes would be required.

The city is a partner with Tomoka Holdings, meaning that the two work together to fulfill the development goal.

The theory is that as businesses are built, retail and rooftops will follow.

“Economic growth is slow progress,” Rademacher said. “It doesn’t happen overnight.”

Rademacher said Ormond Crossings reflects a national trend toward self-contained residential areas, where people live, work and play.

The area that incorporates Ormond Crossings was platted in the early 1900s for dense residential lots within the jurisdiction of Volusia County. The City Commission and staff worked with the County Council and the property owner, Tomoka Holdings, to annex the property into the city in 2004. The city’s interest was to build a commerce park, according to a history on the city website. In 2010, the city approved a development agreement with Tomoka Holdings that outlines density, public facilities, etc. (Complete information can be found at ormondbeach.org. It could be just a matter of time until Volusia County residents find themselves voting on a new sales tax.

City and county leaders at the Elected Officials Roundtable on Monday, Nov. 18, discussed the possibility of placing a new sales tax referendum on either the upcoming 2020 ballot or waiting until 2022. Earlier in the meeting, the officials were given a presentation by Volusia County Councilwoman Deb Denys on ways to bring aerospace to the county, a topic that was revisited throughout. Without the proper infrastructure in place, some officials feared companies will overlook Volusia.

CEO Business Alliance President Kent Sharples said if the county isn’t ready in 12-18 months to start construction on infrastructure improvement projects, then Volusia County is out of the space race.

“Until we get that infrastructure in place, we’re not going to be successful,” Sharples said.

In regard to whether the new initiative should aim for a fullcent sales tax, DeLand Mayor Bob Apgar said his commission didn’t think it would be wise to do so, since the half-cent sales tax failed. He suggested that, to improve trust in the public, perhaps the initiative should come from the business community.

Daytona Beach Mayor Derrick Henry disagreed, saying they need to be careful of the tax coming across like a “top-down” initiative.

“I think it should be more focused in having residents as a part of the process,” Henry said, adding that they should build a committee of people from different communities.

TO WAIT, OR NOT TO WAIT

The elected officials realize there is a lack of infrastructure in the county to support companies and high-paying jobs, said Deltona Mayor Heidi Herzberg. As a whole, she believes all the municipalities and the county will benefit from sales tax funding.

The lack of trust among constituents was also discussed.

Mayor Don Burnette said it might be wise to wait until 2022 to place it on the ballot, and reevaluate the way it was presented to residents. He also reminded the roundtable that several of them were up for re-election in 2020.

Kelley said he agreed with Burnette. The School Board was able to lay out its sales tax plans to the public in a way that was successful. He suggested they follow the School Board’s example since the local infrastructure needs aren’t going away.

“These are not infrastructure needs that were created overnight,” Kelley said. “They’ve been building up.”

‘TOO MUCH AT STAKE’

Volusia County is at a crossroads, Denys said. Either they as elected officials have to decide Volusia is “worth it” and work together to fund infrastructure, or they’ll have to pass on companies like SpaceX and the United Launch Alliance.

Saying the sales tax failed because of a lack of trust is not the answer, she said.

“I’m sorry that answer is wrong from here on out,” Denys said. “There’s too much at stake.”

Sharples said timing is “everything.” Waiting until 2022 would mean projects won’t be finished until 2024, at the earliest.

“Tomorrow is almost too late,” Sharples said.

County Council faces ‘game changer’ on event sponsorships The Volusia County Council finds itself once again having to revise its sponsorship process, this time due to an opinion issued by the Florida Commission on Ethics.

The Oct. 30 opinion on gift acceptance and disclosure determined that tickets to events held by both non-profit and for-profit entities paid for by government entities via a sponsorship contribution are considered gifts if elected officials attend the event.

It would be a gift from the government entity to the elected official, to the amount of the entrance ticket’s value. If that value is over $100, then that elected official must include the gift in his or her financial disclosures.

How does that affect Volusia County? At the Nov. 19 council meeting, the council approved a $1,500 sponsorship for the Volusia Literacy Council’s 9th-annual “Lights of Literacy” Gala, rendering them a silver sponsor of the event with a reserved table for eight and presentation of county logo on event signs and materials.

That table for eight could likely be entirely vacant at the gala.

“Until that’s totally cleared up, I’m not going to another one,” Kelley said, adding that if he wants to go to a county-sponsored event, he’ll buy his own ticket.

County Attorney Dan Eckert said it calls into question the entire sponsorship arrangement

and whether it is the best way to direct funds into nonprofits like the Volusia Literacy Council. Last fiscal year, which ended Sept.

30, the county allocated $46,650 toward sponsorships, according to accompanying agenda documents. This fiscal year, $3,000 have already been pledged to sponsorship. This latest one bumps it to $4,500.

“I think it places the council members in an unfortunate position, and you may wish to change how to do business about this,” Eckert said.

County Councilwoman Deb Denys called the Commission on Ethic’s opinion a “real game changer.” She suggested a moratorium on support until the matter can be addressed by the county’s legal department, which she believes has an obligation to tell the council how much each they will need to individually disclose with every possible sponsorship.

“You owe it to council to tell us exactly what implication it is to us,” Denys said.

Council members also expressed concern about the possibility that it would appear that the county was contributing to elected officials. Suggestions to let the nonprofits know of the situation were also brought up.

Kelley also asked why the county would sponsor an empty table.

Granada Blvd. by December, and possibly earlier, according to Jorge Najera, who is currently finishing the final details of remodeling the building along with Abraham Navarez. The building previously housed Maria Bonita Mexican Restaurant.

The restaurant is owned by the family that also owns Agave Fresh Mex & Cantina in Ormond Towne Square and restaurants throughout Florida. The restaurant chain was started in 1997 by Pedro Navarez and his wife Gloria. Najera is the nephew of Pedro Navarez and Abraham Navarez is his son.

“We’re putting out own ideas into the restaurant,” Najera said. “It’s an introduction of the second generation.”

He said it will be a fusion of Miami and California style, with Mexican street food on the menu as well as traditional plates.

The restaurant is inspired by Frida Kahlo, the poet and artist.

Lohmans donate $50,000 to Halifax Humane Society The Halifax Humane Society received a $50,000 donation from Lowell and Nancy Lohman in a “spur of the moment act of generosity” after the Volunteer Appreciation Dinner on Nov. 12, according to a press release.

After hearing at the dinner that volunteers had donated over 50,000 hours of time, Lowell Lohman said he was “so touched,” and surprised staff and volunteers by announcing that he would be donating more money for the renovation of the veterinary services area at the main campus.

“Even at just $10 an hour equivalent hourly wage, that is a savings of over $500,000,” said Lohman in the release. “I knew I needed to do more for this organization. I asked the people I was seated with, including Dr. Green, the director of veterinary services, what did HHS need next and the answer was an updated, more efficient veterinary services area.”

Lohman then asked Chief Financial Development Officer Pam Clayton if she could estimate how much a renovation of the veterinary services area could cost, and she quoted him $43,000. After touring the space, the Lohmans decided to donate $50,000.

THIN LINE HOSTS FESTIVAL RETURNS The second-annual Blast to the Past Harvest Festival is hoping to travel back in time with fun 1950s and ’60s-themed games, live music and food, all to help raise money for combat wounded veterans and first responders.

Hosted in partnership by the Thin Line Coalition, the Fraternal Order of Eagles and the American Legion Auxiliary on Saturday and Sunday, Nov. 23-24, the festival will feature a raffle, vendors’ market, beer garden and a Sunday Talent Show. Blast to the Past will be held at the Fraternal Order of Eagles 3800, at 190 S. Nova Road.

“We want to bring our veteran families closer together and help them assimilate back into their communities,” said Cliff Morris, Thin Line Coalition founder and president, in a press release. The coalition’s first project will be the Joseph F.X Rooney, Sr. Veteran’s retreat, which will be a part of the Rooney Family Adventure Lodge, to be an all-inclusive

cabin-style resort open to the public. The proceeds will go to hosting combat wounded veterans, and first responders who were injured in the line of duty, for a free week.

Ormond teen holds 10th-anniversary shoe drive Spruce Creek high school freshman Matthew Monroe has been collecting shoes for Soles4Souls for a decade.

Not every teenager asks for shoes on his birthday, but for the last decade, that’s exactly what 15-year-old Matthew Monroe has put on his wishlist.

The thing is, he doesn’t keep the shoes. He never has. Since his sixth birthday, Matthew has conducted an annual shoe drive to help Soles4Souls, a Tennessee nonprofit organization that distributes shoes to people in need around the world. This year marks the 10th-annual shoe drive for the Ormond Beach resident and Spruce Creek High School freshman.

“I never really expected it to go as far as it has,” Matthew said.

His passion for giving back was ignited by a friend in Atlanta who collected toys for the Ronald McDonald House on his birthday. Matthew was 4 years old at the time, and for his fifth birthday that year, he decided he wanted to help a pet pantry. So instead of presents, he asked for cat and dog food donations.

Matthew learned about Soles4Souls in his Sunday school back in Atlanta. And so, for his sixth birthday, the shoe drive was born — an initiative he would later bring to Ormond Beach.

Matthew’s mother, Cynthia Petrie Monroe, remembers ask-

ing him if he was sure he didn’t want to collect pet food again for his sixth birthday.

“He said, ‘Mom, I want to help people,’” Monroe recalled.

Over the years, Matthew has donated thousands of shoes. The drive has expanded beyond his birthday party to local businesses

and schools. This year, there are nine locations in the county serving as designated drop-offs.

The highest collection Matthew has ever sent to Soles4Souls was 1,120 pairs of shoes, in 2013 for his ninth birthday. This year, he’s aiming for 1,200. His mother, who helps him sort and bag the shoes, is ready for the challenge as well.

“We have to make a big splash for 10 years,” Monroe said.

“There’s enough bad in the world. I think there needs to be some good to balance it out.”

Soles4Souls will take any kind of new or gently-worn shoes.

Heels, sneakers, flip-flops, soccer cleats — Matthew will accept them all. One year, he even got a pair of ice skates.

When his collection surpassed 1,000 pairs of donated shoes, Soles4Souls sent Matthew a poster of a child holding a pair shoes. Seeing the shoes go to people in need was “incredible,” Matthew said.

Knowing he’s helping people in need is what drives him.

“There’s enough bad in the world,” Matthew said. “I think there needs to be some good to balance it out.”

Monroe is thankful for the community’s support for the drive over the years. In 2015, Ormond Lanes hosted Matthew’s birthday drive when rain almost cancelled his annual party. Miss Priss in Ormond Beach donates a box of shoes every year, and this year, the first large collection of shoes came from the Seabreeze color guard.

“It is heartwarming and encouraging, with so much negativity in the world, to see how our community supports each other,” said Monroe in a text message.

FROM BAD TO WORSE 2:48 a.m. — Intersection of Hull Road and North U.S. 1 DUI. A 35-year-old Port Orange man knew he was in quite a pickle after police discovered he was part of a hit-and-run crash — officers caught him in the “running” portion of the crime — and began an investigation.

“This is bad,” he spontaneously said, according to his arrest report.

As one of the officers was getting the man’s information, he noted he could smell alcohol and marijuana coming from the vehicle. The officer asked the man for his driver’s license, and as the man reached for it, he almost fell out of the car, police report. The officer caught him and helped him sit back up.

He was then asked to step out of the vehicle and that’s when the officer noted that the man’s clothing appeared disheveled, with his pants zipper completely unzipped. Other officers arrived on the scene and the man tried to get back into his car, appearing to be reaching for an unknown object. When he refused to keep his hands on the steering wheel, police placed him in handcuffs.

The man refused to perform field sobriety exercises or give a breath sample. He was taken to jail.

SUGAR, SUGAR 12:43 p.m. — 1600 block of West Granada Boulevard Vandalism. A Palm Coast woman discovered sugar in her gas tank while on a meal break from work, police report. The woman had stopped to refuel her car when she saw the sugar stuffed in the gas intake line.

The woman drove back to work and called police, telling officers she suspected her ex-boyfriend committed the crime, since he was the last person to fill her car with gas.

She also said she couldn’t find her car’s spare key, and suspected he had it as well. Opening the car’s gas cap requires entry into the vehicle, police noted.

Because of the rain, police were not able to collect fingerprints. The ex denied both allegations.

Local architect seeks to light up children’s eyes Village for ill children provides magical experience.

When local architect Benjamin Butera is asked to show a sample of his work, he often holds up a photo of the Castle of Miracles, complete with mushroom that contains a carrousel. It’s an imaginative, fanciful building that was designed to spark a child’s imagination.

“It’s my best work,” he said recently.

It’s one of several buildings he has designed in Give Kids the World Village near Kissimmee, a place where children with life-threatening illnesses have a memorable and cost-free experience, along with their families.

Butera was there at the beginning of the village 30 years ago, when he met with Henri Landwirth, a Holocaust survivor who became successful in the hotel industry after coming to America. In creating the village, Landwirth said he wanted to give something back to humanity, especially the children.

The work continues today, as Butera, whose firm is located at 1364 U.S. 1, Suite 502, Ormond Beach, is starting design on a new multi-family residential building. He is the major architect for the 71-acre village where

170,000 families have visited, and Butera said he’s as engaged and enthusiastic as ever.

“It has been the most creative and rewarding work of my career,” he said. “No contracts, no hidden agenda and the opportunity to work with the most caring people on Earth.”

Landwirth told him that he wanted to bring joy to children’s lives, even if only for a short time. Butera, whose office was in Winter Park at the time, set to work, with a goal to make children’s eyes light up.

Other buildings in the village designed by Butera include Amberville, where there are shows and an arcade and children can dress up as characters.

The village provides lodging for critically ill children not available at the Orlando theme parks. But the local entertain-

ment industry, including Disney and Universal, work with the village to provide animation and interactive experiences.

Butera was one of several business people inspired by Landwirth in the beginning. For example, Perkins Restaurant was the first building, and still provides free meals to the families. The village is funded by corporate donations and also aided by 4,000 volunteers. There are 200 full-time employees.

“What they do for families really is magical,” Butera said.

It’s something he can look back on and know he made a difference, he said.

Landwirth died last year, and his wife, Pamela, is now president.

BETTER THAN EVER? The Sandcrabs graduated one of the most accomplished senior classes in school history last season. But some believe this year’s team will be even better.

When Seabreeze soccer player Chase Doucette walked off the field at Spec Martin Stadium following the Sandcrabs’ 3-0 loss to American Heritage in the Class 3A FHSAA Boys Soccer State Championship on Feb. 23, he felt he had changed as a soccer player.

That feeling has persisted leading up to the start of the Sandcrabs’ 2019-20 season, and it’s fueled him to become better.

“Losing that game ... made me work harder,” Doucette said.

“When we make it to that stage again, we need to win.”

The Sandcrabs graduated one of their most talented senior classes in recent memory. Cameron Bowling, Nate Thompson, Connor Rioux, Benjamin Hartsell and Will Crotty were part of a class that led the Sandcrabs to three-straight state championship appearances, winning one title.

“Those guys have been overshadowed by that last senior class,” Freidus said.

“But these kids are good, and they’re hungry. It’s their time. I’m really excited about this team.”

However, there are plenty of returners from last season’s team who will be placed in prominent roles this season.

“Nothing will compare to the chemistry and the love that everybody had on that team last year,” Doucette said. “But they started from somewhere, and I think we can do the same.”

The goal this season, as with every season for Seabreeze, is to return to DeLand for a shot at the state title.

How will the Sandcrabs, who opened the season with a 8-0 victory over Belleview the night of Thursday, Nov. 14, get there?

“We have to set our expectations high,” Barnwell, a team captain, said. “We have to put in the work on and off the field and stay committed. We have to do it all season long.”

Mainland exits playoffs with 27-7 loss to Escambia Mainland concluded the season with a 6-5 record.

Mainland football’s 2019 season came to a close the night of Friday, Nov. 15, after the Buccaneers were defeated by Escambia 27-7 in Pensacola for the second round of the Class 6A FHSAA State Playoffs.

The game began with promise, as the Buccaneers stopped the Gators on fourth-and-goal on the Buccaneers’ own 20-yard line.

And after a scoreless first

quarter, Escambia led 3-0 after a 41-yard field goal at the beginning of the second period. The Buccaneers’ offense struggled to move the ball, and with 35 seconds left in the first half, the Gators scored their first touchdown of the night to take a 10-0 lead.

Escambia added a 31-yard field to make the score 13-0 with 3:28 to play in the third quarter. The Buccaneers threw an interception on the responding drive.

However, Mainland’s Charles

Reid picked off Escambia’s quarterback to start the fourth period.

Fun, families and food: The three pillars of Tomoka Elementary’s annual Fall Festival.

Families, students and teachers spent their evening on Friday, Nov. 15, at the event, a longtime school tradition that helps fundraise for the PTA. Featuring games like pumpkin tic-tac-toe, inflatable obstacle courses, local food trucks and music, the Fall Festival is one of the school’s largest fundraisers. It’s an event that PTA President Amy Graydon said brings unity.

“It’s not just a fundraiser,” Graydon said. “It’s a time for our community to come together, and the parents and the kids get to play and have fun.”

The PTA begins planning for the Fall Fest every summer, and a lot of work goes on by student and parent volunteers to put it together. Over 30 volunteers helped on the day of the festival alone.

But, all their hard work pays off when they see the children running and playing around the school field.

YACHT ROCK ALL-STARS When: 7:30-9:30 p.m.

Where: Ormond Beach Performing Arts Center, 399 N. U.S. 1 Details: Featuring former Grammy nominees John Ford Coley and Peter Beckett, the original lead singer and guitarist of California band Player, this show will have you singing along to hits like “Nights are Forever,” “Baby Come Back,” “This Time I’m It For Love” and “You’re The Only Woman.”

“That’s what it is,” said Elaini Harrell, Fall Festival chair and PTA treasurer. “It’s seeing the kids have a good time, just seeing them smile and laugh.”

The funds raised help pay for tutoring, classroom materials, books, extracurricular activities, arts programs, classroom furniture and teacher mini-grants.

For example, this year, a teacher needed a new easel for large books after transitioning from teaching fourth grade to kindergarten. The PTA was able to lend a hand.

“That’s the kind of thing that makes us really happy to be part of the PTA because it’s a shame that teachers have to pay for so much of that stuff out of their

own pockets a lot of the time,” Graydon said. “We’re glad we can help.”

Tomoka Elementary Principal Julie Roseboom said this past week, the school was able to receive $10,000 for tutoring and books for classroom libraries thanks to PTA funds and a matching state grant. Roseboom was also able to purchase 40 iPads for classroom use. Without the PTA’s help, the school would have only been able to purchase half of that.

“I couldn’t do that without our PTA and their generosity,” Roseboom said.

‘SCHUBERTIADE’ When: 3:30 p.m.

Where: First Presbyterian Church of Daytona Beach, 620 S. Grandview Ave. Details: Presented by the Daytona Solisti Concert Series, this concert of music by Franz Schubert performed by the Rickman-Acree-Corporon Piano Trio features a work written by the Austrian composer when he was just 15 years old. The trio includes pianist Michael Rickman, violinist Susan Pitard Acree and cellist Joseph Corporon. Admission is a requested $15 donation.

Born on December 14, 1923 in Pittsburgh, Pa where she lived until 1972 when her husband Roger (deceased 2006) was transferred to Jacksonville, Fl. They later retired to Ormond Beach and Palm Coast.

She relocated to Venice when her health issues became necessary to be closer to family. She is survived by her two sons, Ronald (Dianne) in Ohio and Glenn (Debbie) in Florida. Known as “Grammy” to her Grandchildren Brian, Kristen (Ben) Quinn, and Colleen; then at the age of 90 she became known as “GG” to her great grandchildren, Avery and Waylon Quinn.

She leaves so many memories in the hearts of her family and those who knew her. She was blessed with a long and productive life full of laughter and good times.

SERVICE: A private family service will be held at a later date with interment at the Trinity Presbyterian Church of Palm Coast.

a teacher of Physical Education, Driver’s Education and Weight Training. He also served as Athletic Director, Football Coach, and Wrestling Coach.

After retiring in 2003, Hugo moved to Palm Coast, Florida where he built his dream home among the pine trees. He enjoyed weight lifting each day as well as bike riding and spending time with his bird Bluee.

Hugo is survived by his daughter Brandi (Danny) Givens of Palmetto Bay, FL and his beloved granddaughters Kaitlyn, Kelly, & Camryn.

A special thank you to AMAZING staff at Advent Health Hospital and the Stuart F. Meyer Hospice House in Palm Coast. They were fundamental in the love, comfort, and support of Hugo as well as Brandi.

Hugo was born August 26, 1945, to Clarence and Estel (Halstead) Hammond in Chicago, Illinois. He grew up in Arkansas and graduated from Gravette High School in 1963. While in High School he excelled in Baseball, Basketball, Boxing, Football and Track. During his High School Football career, Hugo made All District/All Conference as a Running Back. As a Senior, he earned Honorable Mention for All-State as well as being selected to play in the Arkansas High School All Star Football game. He continued his education at the University of Arkansas graduating with a Bachelor’s degree in Physical Education. Hugo also earned a Master’s and Specialist’s Degree from Emporia State University and Nova University, respectively.

In 1968, Hugo began his lifetime career in education as a Physical Education Teacher at Cotter High School in Cotter, Arkansas. The following year he became Head Football Coach at California High School in California, Missouri. He later went on to teach and coach football at Jefferson City High School in Jefferson City, Missouri. In 1974, a newlywed Hugo moved to Miami, Florida to begin his career at Southwest Miami High School.
