BRIEFS Ormond man killed in hit-and-run crash An 84-year-old Ormond Beach man on a mobility scooter was killed after he was struck by a drunk driver in an SUV near Winn Dixie around 6:26 p.m. on Saturday, Nov. 30.

Ormond Beach Police reported that witnesses saw the driver, 61-year-old Kevin Zoeckler, of Ormond Beach, step out of his car and look at the victim before getting back in his car and driving away. The victim was identified as Kenneth Daniel Strickler. Zoeckler was spotted by a Volusia Bureau of Investigations detective at Wawa. He later told offers he wasn’t leaving the scene, that he was going back, and “I just don’t know what to do at the moment.”

Zoeckler was arrested for DUI and leaving the scene of a fatal crash.

Impact fees increased for 2020

City to pursue grant for SONC

Water and sewer impact fees in the city will be increased by 2.29% and 2.32% respectively, come Jan. 1, 2020, as the city makes adjustments based on the increase of construction costs.

The commission unanimously approved the increase on second reading at its Dec. 3 meeting. City documents show that the construction cost index increased by 2.3%. The increased fees should generate $15,000 more for the water and sewer impact fee funds.

Ormond Beach could see all three of these traffic calming measures in the future as city staff works to put together a program to address issues on local roads.

The City Commission participated in a workshop on the topic on Tuesday, Dec. 3, where City Engineer Shawn Finley laid out the framework of how a traffic calming program could operate, including submittal processes, plan preparation and the devices the city will allow.

Finley presented the commission with a three-year timeline, in which construction or implementation of a traffic calming measure would occur in year two. The city would evaluate the device’s success in the third year.

With seven pedestrian fatalities this year in Ormond Beach, two commissioners felt that, while the program is needed, the timeline is too stretched out.

City Commissioner Rob Littleton pointed out that placing the electronic signs on the intersection at West Granada Boulevard and Clyde Morris Boulevard, and for the new Wawa traffic light near 600 W. Granada Blvd., only took a few days to put in place.

“For small things, I don’t want to create such a bureaucratic mess that nothing gets done and we’re less responsive,” Littleton said.

Mayor Bill Partington agreed.

He said he didn’t want the process to take too long in case more issues arise while residents wait for a traffic calming device; he added that he would like to look at the ability to expedite the process for streets that rank high in the evalu-

ation.

“In today’s world, like it or not, we’re seeing faster drivers and more aggressive drivers,” Partington said.

AN ‘EVOLVING’ PROCESS

If residents want to ask for a traffic calming device for their neighborhood or street, they will need to request a “Traffic Calming Request” form from the city’s engineering division, where they will detail their concerns, what time they occur and specific locations. However, Finely said, residents will need support from 65% of their neighborhood for the request to go forward.

Finley defined a neighborhood as a “central unit that operates together.” He expects the city will see requests come in from one single road, or parallel roads.

That’s something that the city should define later, he added.

City Commissioner Troy Kent said the city should be careful about what constitutes a neighborhood in this process.

“One street could be grossly affected, and the next street really has very little effect because of how things are set up,” Kent said, citing the example of the residential roads on U.S. 1.

Highland Avenue and Dix Avenue have had issues with fastspeed cut-through traffic.

Kent said he’s had residents call in the past asking for speed bumps, and that the answer received was that the city “doesn’t do speed bumps.” Because of this, he’s glad the city is “evolving” its traffic calming measures.

WHAT CAN BE ‘CALMED’?

As outlined by the city’s traffic calming handbook:  Only streets maintained by and within city limits ae eligible.  Traffic calming devices won’t be provided for streets with a speed limit higher than 35 mph.  Traffic calming should not encourage “cutthrough” traffic to divert to other local streets.  Requests must be submitted by legal property owners in the city.  Thoroughfares designated as “major arterial or arterial” by the state, the county or the city are not eligible.  Reasonable access for emergency services shall be maintained and incorporated into designs for traffic calming projects.  Existing striped onstreet parking will be retained where possible.

After requests are filed, the city will collect site data and give the project a priority ranking based on traffic speed, crashes, traffic volume, number of schools within two miles, and existing sidewalks or bike lanes. Then, a feasibility study and concept plans will be drafted, followed by a neighborhood meeting.

Plans will be prepared, and the project will be evaluated by the City Commission for possible inclusion in the following year’s Capital Improvement Budget.

“Overall, I’m encouraged,” Partington said. “I think it’s a good process.”

As the deadly hepatitis A virus continues to spread through the state, the Florida Department of Health has declared a state of emergency and has directed the departments of health in all 67 counties to vaccinate three populations who are at highest risk of contracting and spreading hepatitis A: homeless people, jail inmates, and anyone in drug rehab facilities. Volusia County’s Department of Health has been busy.

“Our outreach teams are in the field visiting feeding sites and food pantries at churches and other social agencies, attending events that serve the at-risk groups, offering vaccinations at substance-abuse treatment facilities, sober houses, resource centers, etc.,” Holly Smith, the health department’s communications manager, wrote in an email.

“They also have been on the street in areas frequented by the at risk populations, including parks and lodging sites suggested by lawenforcement and again offered vaccines on site to those interested.”

Volusia is to be closely watched: It has the fourth highest rate of hepatitis A among Florida’s 67 counties, with about 50 cases per 100,000 people.

NO CURE

Hepatitis is an inflammation of the liver. Although the disease was discovered centuries ago, it was only in the past several decades that the five distinct strains — A, B, C, D and E — were been identified. Hepatitis A was first isolated in 1979, and vaccines were licensed in the mid-1990s, according to the Centers for Disease Control.

The hepatitis A virus has just one natural host: humans. It’s classified as an oral-fecal disease, meaning it’s acquired by mouth and spread through feces. Therefore, a common way for the disease to spread is for someone to neglect to wash his hands after using the SEE HEPATITIS PAGE 4

WASH YOUR HANDS! To protect yourself from the hepatitis A virus, wash your hands with soap and water after you use the bathroom, and wash your hands before you eat, says Bonnie Welter, nursing director for the Department of Health in Flagler County. Hand sanitizer has no effect on viruses.

The DOH is currently administering vaccines to the high-risk populations; others should check their insurance and ask for the vaccine at a pharmacy if they so desire. If you do any work with the homeless or are associated with anyone who is using drugs, you may want to be vaccinated, Welter said.

After the virus incubates for five to 10 days, the infected person could have flu-like symptoms, have tea-colored urine or gray stools. Jaundice follows within days (the person’s eyes or face could have a yellow hue).

About three of every four people who get these symptoms require hospitalization, with a fatality rate of about 1.8% for patients who are older than 50.

In response, the state created an incident command structure, providing additional resources and requiring each county to set

goals and report on progress for administering vaccinations.

“It’s an all-hands-on-deck approach,” said Bob Snyder, director of the DOH in Flagler County.

Volusia has some help now with its efforts, with the jails now providing vaccinations to inmates.

Also, hospitals offer the vaccinations to people who are over 65 with chronic health conditions. Volusia County government is working with municipalities “to discuss disinfection of public restrooms and shower facilities,” Smith wrote in an email.

As of Nov. 1, 39% of the at-risk population had been vaccinated in Volusia County, which is better than the state average of 36%.

But, with the goal of vaccinating 80% of the at-risk population, there is much left to do.

L ETT ERS On Volusia’s proposed sales tax and reach for aerospace industries Dear Editor: Volusia County officials have been discussing ways to bring aerospace business into the county. A countywide sales tax has been proposed as a funding mechanism to improve the infrastructure. The county was informed they will miss the opportunity to attract the space industry if construction is not ready to start in 12-18 months.

I owned a civil engineering/ surveying firm for around 18 years. In my experience, it is impossible in this situation, to have a contractor under contract for a public improvement project within 18 months. Many issues need to be addressed and legalized long before construction documents commence. The sales tax must be implemented first.

Capital improvement plans need to be implemented or updated, planning and zoning issues need to be addressed, potential improvements need to be identified and justified, projects need to be defined and prioritized, right of way and easement requirements need to be identified and obtained, permits will be needed, plans and specifications need to be completed, budgets need to be set... The list goes on.

The area has already missed the opportunity to entice the space industry. The time to start was at least five years ago.

A single jurisdiction could perhaps complete it sooner, but

not a county with several cities.

If that’s the only purpose for a sales tax, we can drop the subject now. The sales tax is not needed.

Benefits associated with infrastructure improvements should be identified. Upgrades to Daytona’s sewer and water systems will not benefit DeLand or Ormond Beach. On the other hand, certain roadway system improvements will benefit most residences.

Each city controls their own growth, and each city will be competing for major job growth — competing for your tax dollars. Volusia County should certainly be part of the process, but not for funding. This belongs to those competing for big business— the cities within our county.

Major job growth will lead to rapid growth throughout the county. Are we prepared for what will come with a rapidly growing aerospace industry?

Full disclosure: My wife and I were able to retire early here because of rapid growth in our hometown (and sound financial decisions). Development put food on our table, but it was too much too fast. In one generation, housing became unaffordable.

What cost $90,000 23 years ago, now costs $340,000. General wages have not kept pace. Traffic is a mess. Crime is on the rise.

Volusia County has thus far been controlling growth with a great quality of life. From an outsider, you have a great thing going here!

GRAFFITI WOES 8:49 p.m. — 400 block of South Yonge Street Vandalism. Police are investigating the vandalism of an electrical pole near a local restaurant where the words “Death to America” were painted, along with an “odd-looking” object painted below it, according to an incident report.

One waitress told police that this was not the first time the pole had been vandalized; it happened recently in the past.

Police searched for surveillance cameras but didn’t find any.

ALL ABOUT THE WHEELS 7:16 p.m. — 100 block of Bosarvey Drive Loitering. Two men found loitering in the street with five different bicycles told police that they were test-driving them “to see which one rode better.” But police found out the bikes were stolen.

with the bikes. They were taking the bikes apart when officers arrived. The men said a couple of the bikes were theirs, and the other three belonged to a friend who lived down the street. But they couldn’t give police a name or address for their “friend.”

The men later changed their stories and said they’d found the bikes around town. Police found pills in one of the man’s pockets and stolen groceries in the other man’s backpack. Two bikes were returned to their owners.

Both men were taken to jail.

FUELING THE ... GRASS? 5:39 p.m. — 400 block of Black Oak Lane Information. A 50-year-old Ormond Beach man suspected his neighbor poured diesel fuel near a cable junction box in his yard and wanted police to check it out.

The man said he thought the neighbor was trying to kill the man’s lemon tree, but officers noted that most of the diesel was actually in the neighbor’s yard.

The neighbor told police that he’d poured a mixture of diesel and water on the grass to keep the grass from growing, as that area is never cut. Police determined no crime was committed.

“Opportunities such as this baking assignment teach our students teamwork and organizational skills, but also give them the confidence in following a recipe and feeling comfortable in the kitchen,” Celena Stephens, a teacher and TeenZone sponsor, said in the press release.

OBMS STUDENTS LEARN THE ART OF LEMON PIES In preparation for the holidays, some Ormond Beach Middle School TeenZone students recently made lemon pies.

TeenZone is one of the school-based programs offered by the nonprofit Food Brings Hope, which helps provide meals, tutoring and activities for students. For this latest activity, students worked as teams to follow a recipe, organize ingredients, mix them all up, and clean and wash the dishes, a press release stated.

The students were able to share their pies with their peers and take some home.

Record-setting kicker Samuel Hayworth, a Seabreeze graduate, was chosen as the STATS Football Championship Subdivision’s National Special Teams Player of the Week on Nov. 25 after Eastern Kentucky’s 29-23 victory over Jacksonville State.

Hayworth scored a program record 17 kicking points and tied EKU’s mark of five-made field goals in a game.

eabreeze’s girls basketball team won just one game during the 2018-19 season — a 67-26 victory over a winless Matanzas team on Jan. 30. The Sandcrabs, in turn, lost 17 games.

But where others saw despair, John Rogers saw a glimmer of hope for the future.

“I knew they were better than that,” Rogers said. “I knew we had to encourage them. They’ve been beaten down for so long that that’s all they knew.”

Rogers has had many stops in his time as a high school basketball coach. He was an assistant coach at Flagler Palm Coast, Pine Ridge and Calvary Christian,

After winning its season-opener against Father Lopez, Seabreeze’s boys basketball team proceeded to lose the remainder of the season in 2018-19.

The main concern was their inability to convert from the free throw line, where the Sandcrabs shot 27%.

“I think it was a mental thing,” Seabreeze coach Pepper Johnson said. “We work on them in practice. But when you get in the game, the pressure is on. We’re just trying to figure it out.”

The Sandcrabs lost 24-straight games to end last season, and many of those games would have been close if not for the free throw discrepancy.

“It was frustrating,” the Sandcrabs’ Darius Malone said. “There were a lot of games where we lost by a couple points. There was just

so much frustration.”

Regardless, the Sandcrabs believe they can turn the corner this season.

and was a head coach at Warner Christian. His most recent job was as an assistant girls basketball coach at Trinity Christian.

Rogers heard of the job opening at Seabreeze this past summer, applied and was hired. He’s the Sandcrabs girls basketball team’s third coach in three years.

Five games into the 2019-20 season, the Sandcrabs already have three wins: a 74-31 victory in the season-opener over First Baptist Christian Academy, a 53-19 win over Taylor and a 63-19 win over Deltona.

“We’re going to win with dignity and we’re going to lose with

dignity,” Rogers said. “We want to teach them the fundamentals and to teach them to be a better person after basketball. We want them to be better human beings.”

The Sandcrabs are led by Tonila Jackson and Samantha Roberts.

They said the last few seasons have been tough on the team, but they’re looking forward to improving throughout this season and creating a blueprint for success at Seabreeze.

“It’s just all about not being selfish and communicating with each other,” Jackson said.

Roberts added: “We’ve grown a lot in the past few years. I just want to keep winning and keep having fun.”

“I put a lot on them,” Johnson said. “They just have to step up and be leaders. We have to fight to the end and put it all together.”

Malone and Randolph, who were both contributors in the turnaround of Seabreeze’s football team this season, believe similar success can be expected of the basketball team.

“We want to play hard every game,” Randolph said. “We want

You don’t have to go up north to see the northern lights. This year, The Casements is bringing them to Ormond Beach.

The 41st Christmas Gala at John D. Rockefeller’s former home will deck the halls with shades of blue, white and silver to emulate the northern lights. The Gala starts with a tree lighting ceremony at 6 p.m. on Friday, Dec. 6, and will run through Sunday, Dec. 8. Featuring appearances by Santa and Mrs. Claus, music, the annual

tree gallery and other Christmas activities, the Gala is held annually in memory of the Christmas parties thrown by Rockefeller for the neighbors. Rockefeller started the tradition in 1920.

Gala Chairman Jayde Lyle said new special lighting will reflect the event’s theme outside as well as other lighting around the indoor Christmas tree that will shine up to the house’s third floor. Themes are selected a year in advance, and there have been no repeats since the Guild started hosting the Gala again in 1979 after the city purchased The Casements.

“Each year, there was a different theme — 41 years,” Lyle said.

Past themes are displayed around the dining room.

On Tuesday, Dec. 3, Guild members and city employees at The Casements flitted about the house getting everything ready.

They hung up lights, organized decorations and got started on piecing together the big Christmas tree at Rockefeller Gardens.

Without these “worker bees,” Gala co-chair Janie Pennington said, the Guild couldn’t host the event. Around 40-45 people have helped make the Gala possible.

Everyone’s hard work will be worth the effort though when the doors open to the public Friday evening, she added. It’s exciting to see the people come into the house. “it’s really near and dear to everyone’s heart, and we want each year to be a little bit better,” Pennington said.

This year, the Guild has a new Polar Bear Tea event for children in addition to the annual Holiday Tea events part of the Gala, all of which are already sold out. For more information on the Gala, visit TheCasements.net

FUNKY FURNITURE REDO JOINT OPENS When shopping in the new Rusty Wagon Art & Funky Furniture Redo Joint, 1030 N. U.S. 1, you’ll find unique items and you’re also likely to have a laugh or two.

Rochelle Cannon, owner, and Angie Vogt, have been friends for 30 years and have fun with what they do, reimagining old furniture or turning wooden pieces, such as fencing or barnwood, into works of art.

And currently, in time for the season, they have a Christmas room, where visitors can pose for a holiday photo.

They have a room for woodworking, a room for painting and several rooms where furniture is

displayed. Customers can buy a furniture piece as is, or commission Cannon and Vogt to change the color or paint a design to fit their décor.

The two friends have been doing this type of work for 30 years, and now that they have the shop, are able to have all of their supplies and tools in one place.

“We were able to clean up our homes,” Vogt said. “My garage looks great.”

Cannon previously owned Just Like New resale shop, which is still operating in the same plaza, and decided to concentrate on restoring items.

“I’m a big fan of not throwing stuff away,” Cannon said. “I like restoring things.”

She showed an example of

a solid oak table that was in a Southwester design. By sanding, refinishing and changing the fabric, she made it more coastal.

Painting discarded wood with designs really took off after Hurricane Matthew, because so much debris remained for a while, Cannon said.

Two customers on a recent day, Henry and Jan Houle, were having a photo they took of the Granada Bridge mounted behind an old wooden window frame.

“These ladies are very creative,” Henry Houle said. “And they have a lot of laughs.”

TRIBUTES Lowell Wayne “Bill” Austin 1925-2019

Proper Barber Co. has opened at 150-A W. Granada Blvd. in the Granada Crossings Plaza, where owner Brandon Castaldi does classic barbering with a modern twist.

Men’s barbering has taken off in the past five years, Castaldi said. His customer on a recent day, Seth Mallory, agreed.

“I get my hair cut twice a month,” he said. “I like to be clean cut.”

He said it’s important in his job as a car salesman.

Castaldi said the tradition of gathering at the barbershop is coming back.

“Guys sit and talk,” he said.

“Coffee and beer are available.”

On Saturdays, the TVs are tuned to college football.

A 2013 graduate of Seabreeze High School, Castaldi grew up in Ormond Beach. He was working as a barber at a local shop when the opportunity came up to open his own business.

Castaldi said he enjoys getting to know people.

She never complained and always had a smile on her face despite the illnesses. She was an eternal optimist and touched the lives of all that met and knew her.

She was preceded in death by her husband of 35 years, Jim DeBenedictis; parents, Arlene and Lee Poth.

She is survived by her Daughter, Sara Nolin (Jeff); Grandchildren, Hank and Olivia Nolin; Brother, Gary Poth (Cecilia), and their children Scott and Alicia; Sisterin-Law, Jane Watkins (David), and their children James and Stephen.

A Celebration of Life Service will be held at Our Lady of Lourdes Catholic Church in Daytona Beach, Florida on December 7, 2019 at 11:00 AM.
