City: Andy Romano should stay traffic-free

City Manager is a finalist for award

Comments made by County Council Chair-elect Jeff Brower at a recent luncheon hosted by the Sons of the Beach have made the City Commission worried about the future of Andy Romano Beachfront Park’s traffic-free zone.

City Commissioner Dwight Selby brought the issue to the rest of the commission at its Dec. 15 meeting, referencing Brower’s remarks in a Daytona Beach News-Journal article regarding the restoration of beach driving in areas where it is currently prohibited.

Today, Andy Romano’s trafficfree area spans from about Milsap Avenue to just north of Harvard Drive.

“I think it’s great that if you go to the park, you can walk right out on the beach and you can get right to the water and you don’t have to worry about cars,” Selby said.

The commission agreed.

Partington said the trafficfree zone has been “wildly successful and a huge benefit to that park,” as it has aided in the rebirth of Restaurant Row and given parents an area to take their children to the beach without stressing

Commissioner Troy Kent, whose zone includes the park, said it would be a “recipe for disaster” to allow cars in that section. He told the story of a little boy who he saw get injured by a car on the beach 16 years ago, an event that changed his view of beach driving.

“I support beach driving, but I did not want to witness what I witnessed before,” he said.

Brower was vocal about his advocacy for beach driving throughout his campaign for County Council chair. In a video from Aug. 29 on his campaign’s Facebook page, Brower said he was looking forward to restoring beach driving in the Main Street area of Daytona Beach.

Partington directed staff to write a letter to the county manager and county council requesting the city park’s traffic-free zone be upheld.

“I think it’s critical. I think our residents would be incensed if they learned that the exemption was going to be removed, and there would be normal traffic lanes through there.”

The Sierra Club’s VolusiaFlagler Group recently announced that former mayor candidate Rob Bridger has been unanimously voted in to serve as its political committee chair. The club states in a press release that Bridger, as a “stalwart protector of the environment,” will serve the group well.

OBMS COVID-19 quarantines?

As claims circulated last week on social media that 70 students from Ormond Beach Middle School were quarantined, some parents worried about the effectiveness of Volusia County School’s protocols.

Students can return after 10 days of quarantining, and are not required to test negative for the virus, according to the district. VCS does not keep track of how many students are currently in quarantine and relies on close relations with the health department to perform contact tracing.

Crossing A1A DOT proposes $3.3 million A1A pedestrian safety project, but raised medians are a concern

A

$3.3 million pedestrian safety project by the Florida Department of Transportation is in the works for a section of A1A in Ormond Beach, and while officials are in favor of adding more crosswalks to the busy road, there is concern regarding proposed concrete medians that would prevent left-hand turns.

A public hearing by DOT was held earlier this month on Dec. 3 at the Ormond Beach Performing Arts Center, where the public was walked through an overview of the 1.6-mile project beginning at Milsap Road and ending at Granada Boulevard. The project includes roadway resurfacing, a curb ramp reconstruction, six rectangular rapid-flashingbeacon crosswalks and raised medians, the latter of which are proposed to have directional openings to allow for U-turns.

According to the project presentation, these directional openings in the medians are supposed to lessen the chances for severe crashes by reducing the number of conflict points. A full median opening— what is in place now for most of the project area — has 18 conflict points; two-way directional median openings have four, DOT illustrated.

However, these proposed medians came as a surprise to the city.

City Commissioner Dwight Selby, who serves on the River to Sea Transportation Planning Organization, said at the commission’s Dec. 15 meeting that, while the board had discussed pedestrian safety at length and crosswalks were something he’d been pushing for over the last couple of

years, he never recalled the medians being brought up.

Consequently, the impacted business owners and residents weren’t well-informed when the hearing came around.

“The DOT did not do a good job in letting people know that these proposed changes are in the works,” he said.

THE BUSINESS STANDPOINT

Several business owners spoke at the DOT hearing, many of whom identified themselves as belonging to Restaurant Row, a local nonprofit organization that aims to band beachside businesses together. A concern many shared was that the restriction of lefthand turns would impact their businesses, as fewer people will be willing to do a U-turn to eat or shop at one of their establishments.

Lena Lux, owner of Tipsy Taco Cantina and founder of Restaurant Row, said that the lack of a directional opening at Ponce De Leon Drive in particular would restrict access to, not only her restaurant, but the Beach Vil-

lage gift shop and the Go Juice smoothie bar.

“To have to make a U-turn and go all the way around, that’s going to hinder all of our businesses,” Lux said. “Plus we have a very busy intersection there with all of the residents coming in and out all day.”

Lux added that DOT should consider adding lighting to the area, preferably ones red in color to avoid negative impacts to the sea turtle population.

Ormond Beach resident Mark Dowst, a professional engineer, said another issue with the medians was that A1A doesn’t have the necessary space to conduct a safe U-turn. Cars will then be forced to do a three-point turn at these directional openings, adding to the road hazards on an already dangerous street. Then, large vehicles who aren’t able to do this will utilize neighborhood streets to reach an area where they can make a left-hand turn at a traffic light, Dowst said.

“I think what’s going to happen here is that you’re not going to get the safety benefits you’re after because it’s really not set up

for the vehicular traffic we have to make the U-turns,” Dowst said.

“I think it’s going to cause a lot of problems.”

City Commissioner Troy Kent and City Engineer Shawn Finley tested this out. Kent drives a truck, and discovered that Dowst was right. He ended up having to do a three-point turn.

THE FIRE STATION

Selby highlighted one final flaw with the medians: DOT didn’t account for Fire Station 91.

In the current design, firefighters responding to emergency calls would also not be able to turn left on A1A. The city is going to make sure this is fixed, Selby said. Mayor Bill Partington agreed.

“Certainly a fire truck can’t do a U-turn through a cut in the median,” Partington said.

Kent said the mistake leaves room for the city to negotiate with DOT on all of the medians.

When it came to the proposed crosswalks, the commission was unanimous in its support. Selby said overall, the fact DOT is beginning this project is a positive thing for the community. The six mid-block crossing locations are proposed to be located at River Beach Drive, Rockefeller Drive, Arlington Way, Seminole Avenue, Osceola Avenue and Bosarvey Avenue.

Kent said he’s been advocating for crosswalks on A1A for over a decade.

“Every single one of those rapid, rectangular flashing mechanisms is extremely needed and warranted in Ormond Beach,” Kent said.

DOT aims to finalize the project’s design phase by Spring 2021 with construction slated to begin in the fall.

Police Department launches ‘Operation Counter Swipe’ The department recently purchased a ‘Skim Reaper’ to help them identify skimmers in Ormond Beach.

The Ormond Beach Police Department is hoping to combat a rise in fraud cases by targeting one of the most common ways by which personal information is stolen: skimmers.

Operation Counter Swipe began on Thursday, Dec. 17, and the Police Department will be implementing the use of a “Skim Reaper,” a new piece of technology that alerts officers when a point of sale system has been compromised. The small piece of equipment, valued at $500, mimics a credit or debit card when inserted into the payment system, and if the device finds the “card” has been read twice — a telltale sign of a skimmer’s presence — then it will flash a red light. If it’s read once, a blue light will come up.

Fraud is one of the most common crimes in the city, said Sgt. Tom Larsen. In 2019, the city saw 268 fraud cases, and in 2020, the number to date is 217.

people they don’t know on the phone,” Larsen said. “If we can combat this from two sides, educate the public and combat this, then maybe we can try to fight fraud a little bit.”

The issue with most fraud cases is they’re extremely difficult to solve. Detective Ray Llanes said a victim of one of the recent fraud cases lost $400,000 in a scam.

There are people out there who see the information you put out into social media pages and will try to exploit you, he said. Once you’ve entered that rabbit hole, especially with scams coming from outside the city and county area, the chances of catching the perpetrator become increasingly difficult.

When a new fraud case reaches his desk, the first thing Llanes does is call the victim to verify all the information in the report.

Then, he works backwards — Did the crime happen at a physical location? If so, is there video surveillance? Was a skimmer used?

Online scams are a whole different ballgame. Even if you find an IP address, that doesn’t guarantee much in today’s age of advanced technology, Llanes said.

“We’re not the NSA, the CIA,” Llanes said. “We’re local law enforcement and we get what we can get.”

When in doubt, Detective Ryan Mihalko said to question whoever is asking you for information on the phone.

“Anybody who is legitimate will not be offended,” Mihalko said.

OBPD warns of scammers asking for money via gift cards or money orders. Those are signs indicating the person posing as an organization, such as the recent Florida Power and Light scams, are not legitimate.

And at the root of all credit and debit card fraud are skimmers, Llanes said. One device could have the ability hold up to a terabyte of information in today’s age.

It’s organized crime, said Mihalko.

“Back in the day, you ran booze,” Mihalko said. “Then you ran guns. Then you ran drugs.

Now, it’s running numbers. This is the ploy.”

Volusia’s COVID-19 cases are up; officials await vaccine

New cases continue to be attributed to infections within households.

The two-part vaccine is made possible thanks to a partnership with CVS.

Cases of COVID-19 are rising in Volusia County, and local health officials are asking the public to not give in to “COVID fatigue” and take extra care if choosing to travel over the upcoming holidays.

“As we approach Christmas and New Year’s, it’s now more important that we continue to follow those core safety measures,” said Kevin Captain, county director of community information, during a news briefing on Friday, Dec. 18.

Volusia’s total case count is at 20,392 as of Tuesday, Dec. 22, and a total of 408 people have died.

The positivity rate has ranged between 6.5% and 9.3% in the last week, according to state data. Holly Smith, communications manager for the Department of Health in Volusia County, said at the briefing that close to 1,300 new cases had been reported in the past week alone.

“We have not seen daily numbers like this since the summer high surge that we had in July and August,” Smith said.

Many of these new cases are attributed to household infections, though some have been linked to gatherings of multiple

households on Thanksgiving, she explained. If individuals are seeing mild symptoms such as a runny nose, dry throat or cough, they should not assume they have the common cold.

Though the recommendation is not to travel this holiday season, Smith said that if people choose to do so, they should plan on getting tested one to three days before they travel, and then be tested again three to five days upon their return.

As vaccine distribution begins nationwide, Volusia County awaits its turn. Peter Springer, county operational medical director, said the health department, county, hospital stakeholders as well as first responders are working together on a plan to offer the vaccine to the public.

“Even if you believe you’re not at risk for significant side effects of the virus, I urge you to consider getting vaccinated because there are elderly people in our community, there are people who have co-morbid condition, that really rely on the herd immunity portion of this vaccine,” Springer said.

The state-run free COVID-19 testing site at the City Gym, located at 1000 Live Oak St. in New Smyrna Beach, will remain open daily through Jan. 31.

The site offers both self-swab rapid antigen and PCR testing.

It operates from 8 a.m. to 4 p.m. daily. The site will close on Dec. 24 and 25 for Christmas holiday, and Jan. 1 for New Year’s Day.

For the residents of Ormond in the Pines, an Ormond Beach assisted living facility, there is an end sight to the restrictions in place for the COVID-19 pandemic. In a couple of weeks, all of them, along with the facility’s staff and caregivers, will be able to get the vaccine.

All Holiday Retirement Communities will be among the first assisted living communities in the U.S. to receive the vaccine, according to a press release.

Thanks to a partnership with CVS, there will be an on-site clinic for the administration of the vaccine, which requires two doses several weeks apart. The vaccine will administered at no cost, and all seven of Holiday’s communities have been approved to receive it in the first round of the Pharmacy Partnership for Long-Term Care Program.

Michelle Hanner, executive director of Ormond in the Pines, said they are excited and ready to go. A vaccine means their residents will be able to enjoy open dining again safely, but most of all, they’ll be able to interact with their families.

and staff members will register to take the vaccine. She’s not sure yet whether they will receive the Pfizer or Moderna vaccine; it all depends on which CVS chooses.

Hanner didn’t think the vaccine would come so soon. It’s a pleasant surprise, she said.

“Our community is absolutely excited to be the frontrunner in assisted living taking the vaccination,” Hanner said. “We’re just looking forward to this next phase in the pandemic and the end in sight.”

“This is a major turning point in the fight against this pandemic,” said Dr. Dilip Arcot, an intensivist at AdventHealth Daytona Beach and one of the first to receive the vaccine at the facility. “The fight against COVID-19 has been long and hard, but if everyone gets a vaccine when they are able, we will begin to see the light at the end of the tunnel.”

The Pfizer vaccine is being distributed to team members at all three current AdventHealth distribution sites. A supply of the Moderna vaccine is expected soon, which could lead to additional distribution sites.

City’s Quality of Life board doesn’t truly function as a tree board Dear Editor: The Observer’s Dec. 10 edition featured a “My View” article by Rob Bridger, 2020 candidate for mayor of Ormond Beach. I applaud the content of his article. It is especially important, however, to provide clarifying information regarding the claim referenced in the “editor’s note” that the city’s Quality of Life Board serves to satisfy the Arbor Day Foundation’s requirement for having a Tree Board.

I was a member of the citizens grassroots Tree Committee. At the time we made our request to the City Commission for the establishment of a dedicated Tree Board, we had researched the Quality of Life Board, after being told by the city manager

Apparently, the Quality of Life Board is now at least beginning to discuss trees! I could not find any involvement of the board in the selection

of the Medjool palms, the non-native palms selected for the medians throughout Ormond Beach, nor any other tree issues such as the current practice of “clear-cutting,” so they are not truly a functioning Tree Board giving input into city tree plants, selection, and maintenance on city properties and treerelated issues.

Our citizens grassroots group maintains, as referenced in Rob Bridger’s article, that the city does not have a functional, dedicated Tree Board as required by the Arbor Day Foundation for its “Tree City” designation.

TREE OF HOPE FEEDS FAMILIES

The Lester Family of Ormond Beach constructed their fifth-annual Tree of Hope benefitting Halifax Urban Ministries on Saturday, Dec. 19.

The tree, made up of 1,443 cans and packages of food, were picked up and will be distributed to local families in need. Donations were received from family, friends and neighbors in and near Hammock Trace in Ormond Beach. Thrivent Financial provided seed money to support the project.

PARK VANDALS 9:39 a.m. — 600 block of Hand Avenue Vandalism. Police were called to a local park after city staff reported a bit of criminal mischief.

According to the police report, a memorial park bench was intentionally damaged, containing burn marks, and a garbage can lid was spray painted with a white heart design. In addition, one of the dock’s wooden support posts was spray painted in black containing profanity and the numbers “1312,” which are associated with a derogatory phrase for police officers.

The reporting officer noticed there was something written in pink ink on a wooden ledge, but it wasn’t legible. Photographs were taken of the damage, estimated at $500.

SWEET TOOTH 10:30 a.m. — 1500 block of West Granada Boulevard Petit theft. A 42-year-old Ormond Beach woman was arrested after she “skip-scanned” 66 items — mostly candy bars — from a local supermarket.

The store’s loss prevention officer told police that he watched the woman scan one barcode while holding multiples of the same item in her hand. The amount of stolen goods totaled $126.18. The woman told police that she didn’t intentionally skipscan the items, but that she was

tired and not paying attention.

Police reviewed the store’s surveillance footage and determined this to be a lie. Due to her lack of a criminal history, she was released and given a notice to appear in court.

GAMBLING WITH THE LOTTERY 6:47 a.m. — 1600 block of West Granada Boulevard Grand theft. Police arrested a 19-year-old Daytona Beach woman who stole lottery scratchoff tickets while working at her gas station job.

According to the police report, the woman was a new employee and had been stealing the tickets and scanning them to collect the winnings. The gas station manager showed police surveillance footage of the woman doing this, and informed officers that the store was short $3,000 from three work days.

The woman told police that she needed the money, as she had recently had a child and the gas station job was her only source of income. She said she was willing to pay the gas station back if she could.

The gas station supervisor and manager told police they would contact corporate to see if they could come up with a payment plan for the woman, and if so, they would drop the criminal charges, but for now they wanted to pursue them.

he annual Roy Lee Execute to Impact pre-Christmas shoot-out got started with a win over Halifax Academy for the Seabreeze Sandcrabs girls basketball team on Friday, Dec. 18 at New Smyrna Beach High School. The final score was 52-19.

Seabreeze came out strong against their opponent, the Halifax Academy Knights. Shooting guard Madison Kollar led the team with 9 points, all 3-pointers. The Knights could not get on the scoreboard, and Seabreeze wrapped up the first quarter with a 17-0 lead.

Halifax rallied in the second quarter, matching the ‘Crabs 10 points, finishing at halftime with 27-10 deficit.

Coach Rogers has been coaching the girls team for Seabreeze High School the past two years.

“We’re coming together,” he said. “The year before I got there, they had won one game. We started off this season with a girl having a heart attack. Got to take it one day at a time.”

The Sandcrabs stayed consistent in the third quarter with another 10 points led by Aline Braun and Tonila Jackson with 4 points each.

Knights fought hard to maintain their momentum but exited the

third quarter with 7 points, 5 scored by My-ceonia Saunders.

Deandra Rogers added a couple of 3-pointers in the fourth quarter topping off the hoops for Seabreeze. Powerhouse forward Sarah Randolph grabbed her 100th rebound for the season, helping Seabreeze to finish the fourth quarter with 15 points.

Seabreeze followed up with a 43-39 win against Menendez Dec. 19 and look forward to playing First Baptist Christian Academy on Jan. 7.

ids got to enjoy some fun and fresh air on the first day of Plantation Bay’s Holiday Sports Mini-Camps, on Dec. 21.

The day consisted of learning how to play tennis, pickle ball and golf with alternative days promising an Italian favorite, bocce ball.

There were a lot of laughs and good old fashioned game play with new friends.

Camp Director Michelle Brown knows the importance of outdoor activities and learning how to play sports. Brown was raised in a sports oriented family and played just about every sport known.

She is currently a USPTA Elite Professional level tennis instructor but didn’t get the bug to play until she found her mom’s old wooden racket when she was in high school. She went on to play in college before moving from her hometown of Butler, Pennsylva-

As the owner of Positively Tennis, Brown helps other coaches use positive techniques when instructing children.

“Kids learn better in a positive learning environment. They embrace things easier when they know they can make mistakes,” she said. “We are not teaching kids just to learn a sport but to be good humans.”

Brown beams when she talks about finding a way to bring sports activities to children in the middle of the pandemic. She was able to offer summer camps this year by having the kids bring everything they would need, even their own camp chair. Her actions reassured the parents that their children would be safe and the camps were a success.

That’s a question children from Ormond Beach Elementary, Osceola Elementary, Pine Trail Elementary, Pathways Elementary, and Tomoka Elementary set out to answer with the help of Ormond Beach Police officers during the fourthannual Shop with a Cop event at Walmart on Saturday, Dec. 19.

Walmart provided the Police Department with $2,000 worth of gift cards for 20 participants, who bought a variety of gifts for themselves and their fam-

ily members. From life-sized Barbie dolls to lightsabers, the children perused the toy aisles with excitement. After shopping, in lieu of the usual barbecue which had to be canceled due to COVID-19, Walmart provided the children with pre-packaged meals.

This program is part of the department’s outreach efforts.

SACRIFICES HONORED

Organizers aimed to remember the our fallen soldiers, honor veterans and teach youth the importance of their freedoms and those that fought to protect them. Over 2,557 locations throughout the nation conducted wreath-laying ceremonies to honor over 1.7 million veterans of the United States’ military branches on Dec. 19.

Three Ormond Beach cemeteries were home to full wreathlaying ceremonies. Vietnam Veterans of America Chapter 1048 President Bob Adkins presided over the ceremony conducted at Oak Ridge Cemetery.

“We take this seriously,” Adkins said. “All of the names on that board are Vietnam veterans who died in action and are from Volusia County. They are from here. They went to Mainland High School, Seabreeze High School.”

Part of the ceremony included placing wreaths on all of the fallen soldiers’ tombstones. In Oak Ridge, there is one grave that is unique and not that of a veteran. It is that of a slave whose bones were found on the shores of Tomoka State Park. Her final resting place is in this cemetery alongside the veterans.

“We know she’s not a vet but we are going to put a wreath with her anyway,” said Diana Schaack, associates of Vietnam Veterans representative. “We have cleaned that headstone and now you can read her name, Miss Tomoka.”

olution, kicked off the Hillside Cemetery ceremony at 10 a.m. with a moment of silence to pay homage to those that served this nation. DAR Regent and United States Army Veteran Lee Thornton addressed the crowd.

“The freedoms we enjoy today have not come without a price,” he said. “Lying here before us and in cemeteries throughout this nation are men and women who gave their lives so that we can live in freedom.”

Mayor Bill Partington and Councilwoman Heather Post followed Thornton’s speech. Partington expressed his gratitude.

“I want to recognize the people who volunteer — a dedicated group of volunteers — that keep up this beautiful Hillside Cemetery park year round,” Partington said.

He also presented Thornton with a proclamation referencing the WAA theme for 2020, “Be an American Worth Fighting For,” based on former Marine infantryman Staff Sgt. Daniel Strong’s keynote to Monty Tech students in 2018.

Taps, played by musician Bree’Shawn Watson wafted throughout the cemetery. Over 200 wreaths were placed on gravesites by volunteers from all over Volusia County at Hillside Cemetery alone but there were six remaining wreaths to be placed.

Gethsemane Cemetery is of historical note with the oldest legible gravestone dated 1881.

Most of the headstones are handmade adding to the sense of intimacy. Erlene Turner, a member of the Ormond Beach Historical Society, reached out to DAR to ask for assistance restoring the cemetery and getting involved with the WAA. Their help led to the donation of 30 bags of mulch

by Lowe’s of Ormond Beach along with hours of mowing, weeding, trimming and overall cleaning by members and their families.

House on the beach gets $2.5 million A

house on the beach was the top real estate transaction in Ormond Beach and Ormond-by-the-Sea for the week of Nov. 15-21 in the Multiple Listing Service. Richard and Stephanie Potts, of Ormond Beach, sold 125 Ocean Shore Blvd. to Brian McShane, of Ormond Beach, for $2.5 million. Built in 2010, the house is a 4/4 with two half-baths, two fireplaces, a swimming pool and 5,848 square feet. It sold in 2013 for $2,855,000.

Kevin McQualte and Jeanne Connelly, of Allentown, Pennsylvania, sold 763 Riverside Drive to Erik Benson, of Ormond Beach, for $385,000.

Built in 1960, the house is a 4/3 and has two fireplaces, a swimming pool and 2,390 square feet. It sold in 2016 for $325,000.

Donald and Penny Ward, of Ormond Beach, sold 119 Creek Forest Lane to Jonathan and Angelina Mahany, of Ormond Beach, for $370,000. Built in 2007, the house is a 3/2 and has 2,572 square feet. It sold in 2014 for $225,000.

Avigdor Rabinovich, of Tel Aviv, Israel, sold 108 Benjamin Drive to James Hans and Kelley Cassidy, of Cape May, New Jersey, for $265,000. Built in 1954, the house is a 3/2 and has a fireplace and 1,172 square feet.
