10th shark bite reported in 2020 A 17-year-old boy was bit by a shark while in waist-deep water at the Neptune beach approach on Saturday, Oct. 31, Volusia County Beach Safety reported.

The boy was retrieving his surfboard when he was bit on his right leg. He was transported to the hospital with non-life threatening injuries. This is the 10th shark bite this year.

Andy Romano Beachfront Park was one of the accomplishments of the current master plan.

It’s been 15 years since the city of Ormond Beach adopted its most recent parks and recreation master plan, and an update is now in the works.

The City Commission unanimously approved a $125,000 bid to Barth Associates at its meeting on Oct. 20 to begin the update process. According to the accompanying agenda item memo, the purpose of the plan is to develop a long-range plan to “set priorities and direction for the planning and

capital expenditures related to Leisure Services.� The most current master plan led to the construction of Andy Romano Beachfront park and the Environmental Discovery Center.

Included in the project is also an analysis of funding sources, according to the memo, which includes the parks and recreation impact fee.

The funding for the update will come from the 2019-2020 general improvement fund.

“There are voters that want the city to move in a new direction and to hear input from their voices. I would be hopeful that the mayor and the commissioners would be responsive and not dismissive of citizen’s input.�

In Bath Associate’s proposal to the city, the consultant outlined a 10-month project schedule starting in January 2021.

There will be six public meetings starting in March 2021 to gather public input, including two community meetings, meetings with the Leisure Services and Quality of Life boards, and a final presentation to the City Commission.

The update is slated to be complete in October 2021.

A 47-year-old Ormond Beach man died while swimming in an unguarded area of the beach near the 1200 block of Ocean Shore Boulevard on Oct. 31.

Volusia County Beach Safety reported that the man entered the water with a woman when a third individual, who came to the beach with the victim, saw them struggling in the ocean and called 911.

The woman was assisted to shore safely. The man was pronounced dead at the hospital.

Meals for Mainland High Mainland high School has been added to the Volusia County Schools after school meals programs, which provides free nutritious dinner meals to students enrolled in an enrichment program, including Extended Day, tutoring, school clubs or athletic programs. The program will run through Dec. 18.

Ormond Beach made their voices heard on Nov. 3.

Residents re-elected all Ormond Beach City Commission incumbents. At the Volusia County Council level, voters reelected Councilwoman Heather Post with almost 60% of the vote, and like the August primaries, challenger Jeff Brower earned the most votes, leading him to a victory in the race for chair.

On his Facebook page, Brower thanked county citizens for the positive response to his campaign.

“You will now have real representation and a voice that will speak up for you,” Brower said.

“You really did take back your power and we are already going to work to protect your quality of life.”

Brower ran against Deb Denys, who resigned her County Council District 3 seat to run for chair.

Shortly after results came in, Denys appeared to have deleted the Facebook page for her campaign.

Post said she is glad to be serving a second term on the council, and that she looks forward to having discussions on responsible development and about changing council priorities to best serve the residents.

On her Facebook page, her opponent, Barbara Bonarrigo, said her “heart is filled with gratitude and love.”

“It’s not about winning or losing; it’s about the life experience and the life-long friendships I made over the last year and a half,” she said. “I will never forget this experience and will take it with me until the end.”

Post said her campaign worked hard until the end and that they are happy with the results.

“I’m actually very excited about the potential for Volusia County moving forward,” Post said. “I’m very much looking forward to continuing the good work.”

Ormond Beach incumbent Mayor Bill Partington won a third term against his opponent Rob Bridger.

Partington said he was excited and honored to be re-elected. He thanked Bridger for running a fair campaign.

“We have our clear differences, but it was never acrimonious between us, and we both I think were able to share our visions for the city and didn’t attack each other personally,” Partington said. “I was proud of the way the campaign went.”

Moving forward, Partington said one of the biggest issues facing Ormond Beach is neighboring growth putting pressure on the city’s infrastructure, citing Avalon Park Daytona and the apartments in the LPGA area as examples. He said making sure the city has adequate infrastructure in place and that a “slow and planned” growth rate is maintained will be one of his priorities in the next term.

While Bridger said he was disappointed in the results, he said running for mayor was “never about him.” It was about preserv-

Combined with the total number of mail-in ballots returned, the number of votes cast prior to Election Day is 253,952. This comes just shy of the total number of ballots cast in the 2016 election, which totaled 265,202, according to data from the Volusia County Supervisor of Elections.

For resident Stacy Burfield, voting on election day was very easy.

There was no line to vote at Providence Church in Ormond Beach around noon.

Burfield said she voted for incumbent County Councilwoman Heather Post as well as mayoral challenger Rob Bridger, whom she said she supported because of his environmental platform.

“I’m a big environmentalist, so I want to keep the Earth for the children,” Burfield said. “Hopefully, we’re doing that with preserving it.”

At the Ormond Beach library, there were also no lines to vote on election day around noon.

Resident Lindsay Duvernoy said the national races this year felt divided and contentious.

But while national elections are important, she said staying aware and interested of what is going at the local level is also paramount. Like Burfield, she disclosed she voted for Bridger.

“Rob Bridger has a stance that we be back and believe in, and Rob Bridger doesn’t do as much advertising I guess as Partington did, but we believe in Bridger’s success as a leader,” Duvernoy said.

What’s next for Volusia? Incumbents, challengers reflect on 2020 campaigns ing the quality of life in Ormond Beach and advocating for responsible development. He congratulated the incumbents and said he hopes the dialogue continues in regard to these issues.

“It’s not just a handful of angry people,” Bridger said. “There are voters that want the city to move in a new direction and to hear input from their voices. I would be hopeful that the mayor and the commissioners would be responsive and not dismissive of citizens’ input.”

COMMISSION SEATS

For Zone 1, incumbent Dwight Selby also won a third term. He ran against resident Tim Grigsby.

The campaign experience was great, Grigsby said. He congratulated Selby on his re-election and said it was an honor to run for city commissioner. He thanked his supporters, family and friends, and said that he made lifetime friends while running.

“Even though we were not able to overcome name recognition and special interest I feel that we made a difference and exposed how big money developers and outside forces drive policy in our city for the benefit of corporate profit and not in the interest of our citizens,” Grigsby said. “As we move forward, I hope I can continue to make a difference and I will continue to defend our environment, fight overdevelopment, work to protect our quality of life and expose injustices when I see them.”

Incumbent City Commissioner Troy Kent will serve a ninth term on the commission representing Zone 2.

Kent said he was feeling grateful to the residents of Zone 2 for their support, and thanked his family and friends for their help during his campaign. He called his opponent, local business owner Ken Smith, a “class act” and said the campaign, while different this year due to COVID-19, was positive. At the end of this term in two years, Kent will have served for 19 years on the commission, and said he hopes to keep the city fiscally responsible.

“I’m very proud of the fact I’ve been one of the leaders who’ve been in charge of the financial reigns of Ormond Beach for quite some time, and our financial house is extremely strong right now,” Kent said.

His next priority for this term will be to bring an emergency room to the beachside, an issue that has plagued the area since AdventHealth shuttered its hospital in 2017 after Hurricane Irma.

Commissioner Rob Littleton was re-elected to represent Zone 4 for a third term after running against David Romeo, who also ran against hi Littleton said he was “deeply honored” to be granted another term, and said his main priority going forward will be tackling the effects of COVID-19 on the city’s revenues and expenditures, and that, with his experience in finances, the commission will be able to face that head-on.

“It makes me very happy that I won by a higher percentage and more votes than I did last time,” Littleton said.

Republicans dominate in Florida House races Nov. 3 JIM SAUNDERS THE NEWS SERVICE OF FLORIDA

Tom Leek won re-election in Ormond Beach’s District 25, and Republicans further cemented their control of the Florida House on Tuesday, knocking off three incumbent Democrats, picking up open seats and successfully defending districts against Democratic challenges.

Republican Linda Chaney defeated Rep. Jennifer Webb, D-Gulfport, in Pinellas County’s House District 69, Republican Dana Trabulsy unseated Rep. Delores Hogan Johnson, D-Fort Pierce, in St. Lucie County’s House District 84, and Republican Tom Fabricio toppled Rep. Cindy Polo, D-Miramar, in House District 103 in Broward and MiamiDade counties.

Meanwhile, Republican Fiona McFarland picked up an open seat in Sarasota County’s House District 72, as did Republican Demi Busatta Cabrera in MiamiDade County’s House District 114.

Those seats became open when Rep. Margaret Good, D-Sarasota, ran for Congress and Rep. Javier Fernandez, D-South Miami, ran for the state Senate — with both losing their races Tuesday.

Alo, the GOP appeared to hold off Democratic challenges in several hotly contested districts across the state. That included Rep. Chuck Clemons, R-Newberry, topping Democrat Kayser Enneking in North Florida’s District 21; Rep. Elizabeth Fetterhoff, R-DeLand, defeating former Democratic Rep. Patrick Henry in Volusia County’s District 26; Rep. Jackie Toledo, R-Tampa, fending off a challenge from Democrat Julie Jenkins in Hillsborough County’s District 60; and Rep. Mike Caruso, R-Delray Beach, defeating Democrat Jim Bonfiglio in Palm Beach County’s District 89.

Republicans have controlled the Florida House since 1996 and have long held large majorities.

While not all results were finalized Tuesday night, it appeared that Republicans could hold about 77 of the 120 House seats going into the 2021 legislative session, with Rep. Chris Sprowls, R-Palm Harbor, serving as speaker.

Rep. Anna Eskamani, D-Orlando, lamented the Democrats’ losses in House races and other contests Tuesday.

“I’m saying it now. We need a whole new direction for the @ FlaDems,” tweeted Eskamani, who was re-elected in House District 47. “We are losing too many incredible down ballot elected officials and candidates right now and it’s not ok. I know we have the potential to be better and do better. We do it everyday here in #HD47.”

Democrats got some key wins Tuesday, including Rep. Joy GoffMarcil, D-Maitland, holding off a challenge from former Rep. Bob Cortes, R-Altamonte Springs, in District 30 in Orange and Seminole counties. But Republicans picked up other open seats where the parties squared off, particularly in Miami-Dade County. As an example, Republican David Borrero topped Democrat Maureen Porras in District 105.

Daytona State College announced new sessions of the Vets Create program, thanks to another grant from the Margaret McCartney & R. Parks Williams Foundation, to continuing benefitting military veterans and their families. Funding for the Vets Create program allows veterans, their spouses and dependents to enroll in a variety of courses in the studio arts at DSC as a means of expression, social reintegration, healing and engagement, as well as learning.

“Veterans have shaped the American arts since the late ‘40s, specifically ceramics with the introduction of the G.I. bill after World War II,” said Andres Montenegro, DSC ceramics instructor.

“Thanks to ceramic artists/veterans like Peter Voulkos, Warren MacKenzie, Frances Senska and many others, we get to enjoy the present state of the ceramic arts in America. The veteran project seeks to keep this exceptional group of people involved with a medium that gives them more than we could ever offer.”

The Margaret McCartney & R. Parks Williams Foundation was established in 2001 with funding priorities centered on education, veteran rehabilitative services, and the prevention of cruelty to children.

Veterans and their family members may enroll in previously scheduled ceramics, drawing,

painting, or design courses and participants are enrolled in regular classrooms with non-veteran students. Courses are scheduled with four hours of instruction each week for 16 weeks though completion of the required work or study may require more than the scheduled 64 hours. Art produced through the project will be featured in a free exhibition prior to the close of the project.

Grant funds will provide 12 students with approximately $400 in scholarship funds to cover course credits, lab and required fees, tool kits and art supplies specific to each course. DSC will cover all expenses related to personnel.

Designated as a Military Friendly institution, Daytona State currently enrolls approximately 1,400 veterans. The Vets Create grant enables the College to expand its current support and engage student veterans who may be suffering from anxiety, depression or post-traumatic stress disorder.

Florida plans to prioritize COVID-19 vaccinations for front-line workers at hospitals, nursing homes and senior centers and first responders when a vaccine becomes available.

State officials outlined a threephase vaccination rollout under a draft plan Florida was required to submit to the federal government this month.

When the supply of COVID-19 vaccinations becomes more plentiful, the state would enter the second phase of the plan, which would include county health departments opening mass vaccination clinics. Also, the Florida Department of Health and the state Division of Emergency Management “might open such clinics to ensure there is equitable distribution of the vaccine, in the same way COVID-19 testing was made available,” the report said.

Also in the second phase, hospitals willing to partner with the state would provide vaccinations to inpatients and outpatients who seek care in emergency rooms, urgent-care centers and outpatient clinics.

Commercial pharmacies wouldn’t be given vaccination supplies until the third phase, under the 51-page draft dated Oct. 16.

The state based its draft plan on recent experiences with the hepatitis A vaccination program, launched by Department of Health Secretary Scott Rivkees, as well as vaccination activities related to the H1N1 pandemic and annual seasonal flu.

It’s not clear when a vaccine for COVID-19 will be approved for use in the United States, though the federal government has tried to expedite the production

through Operation Warp Speed.

As researchers have worked on development of a vaccine, widespread questions have been raised about how a vaccine would be initially distributed.

While the timeline may not be clear, the state Department of Health is taking steps to try to ensure a smooth delivery.

To help ensure proper supply for front-line workers, the state has been surveying hospitals and long-term care facilities about the numbers of staff and also can track the number of licensed health-care providers at the county level through the Department of Health’s Medical Quality Assurance Division.

County health departments are being asked to run a “vaccination administration exercise” before Dec. 1 to ensure they can respond during the second phase of the plan and provide vaccinations to the broader public.

Using seasonal influenza vaccination activities, the 67 county health departments are being asked in the exercise to increase the number of daily vaccinations and implement social distancing and COVID-19 mitigation measures into logistical planning for mass vaccination clinics and expand use of personal protective equipment. The county health departments must report the experiences back to the state.

As of last week, Florida had totaled 786,311 COVID-19 cases and 16,505 deaths since the start of the pandemic.

MISADVENTURE 3:10 p.m. — 900 block of Old Tomoka Road Burglary. Two juveniles were trespassed from a local elementary school after they entered the library building during non-school hours.

Police report the 14-year-olds ran when they spotted police but were eventually stopped

by officers while walking in a nearby neighborhood. The boys admitted to having been on school property and volunteered to go back with the officers “as they felt remorseful for their actions,” according to the report.

The boys said they were former students and had been exploring when they found the unlocked door, which they said they entered out of curiosity.

There were no missing or damaged items.

The school declined to pursue burglary charges. The boys were released to their parents.

COPS CORNER

CONCEALED CARRY 2 p.m. — 100 block of South Nova Road Suspicious incident. After being told to put on a face mask while inside a local fast food restaurant, a man lifted his shirt and showed off the firearm in his waistband to the employee, according to a police report.

The man cursed at the employee and gave her the middle finger as he left and drove off.

Additionally, on his way out, the man ripped a sign off the front door asking patrons to wear masks. The employee said the firearm was never touched and there were no threats of any harm, and that she wasn’t afraid for her safety at the time.

Police reviewed videos of the incident and determined that the man didn’t show the firearm intentionally, as it looked like he was fixing his shirt before he realized the employee was asking him to wear a mask.

OCT. 26

EXPOSED 7:45 p.m. — 100 block of Williamson Boulevard Indecent exposure. A man was arrested by police after he exposed his genitals to a restaurant manager who told him to leave the area because he was standing in the drivethru asking customers for money.

Police report the man then began “shaking his genitals” and telling the manager to “call the cops, they won’t do anything,” according to his arrest report. Once at the scene, the reporting officer made contact with the man who began cursing at the officer.

After refusing to identify himself and answer the officer’s questions, and continuing to curse, the man was placed in handcuffs. Police were unable to identify him, and transported him to jail as a John Doe.

The bait shop owner-operator who contributed $1,500 to the four incumbents seeking re-election? A handful of wealthy out-oftown transient boat owners who we guess will patronize downtown restaurants? What citizen groups pushed for the boat dock and new bait house?

Why are boats at the dock ignoring prohibitions against overnight stays and the five-

hour time limit? Why has a houseboat been allowed to moor near the boat launch for the past year while utilizing the boat dock five to six days at a time? Have trespass warnings been issued? Who has the responsibility for enforcing rules at the dock? Will enforcements require a boat dock employee or overnight security with budget impacts?

Will the dock limit boat size? What provisions in the ordinance specify how to deal with dock users found to be in noncompliance? Why give the city manager the power to unilaterally change the rules?

We have heard that the floating dock is an “enforcement nightmare.”

In regard to the mayor’s call for citizen input, what input led to unanimous commission

approval of the $47,000 design contract? Have the design specifications been made public? What is the purpose of the adjoining pavilion? Does the design include laundry and shower facilities? Will the bait house become an eating establishment with alcoholic beverages? What will happen to Cassen Park trees and parking? Does the city intend to commercialize the west end of the Granada Bridge?

What cost-analysis of the $2.2 million Cassen Park expenditures supported projects that provide so little benefit to Ormond Beach citizens?

Finally, what happened to the long-standing land development code specification that “all land on the river shall be residential or public park with access to the waterway,”

prohibiting commercialization? Was the code changed?

We believe the city’s public riverfront lands are a great asset and deserving of enhancements. But $2.2 million is being spent by the few for the few. The many unanswered questions indicate a need for greater citizen input in the decision-making process.

KIWANIS CLEANS UP OUR BEACHES The Kiwanis Club of Ormond Beach and its sponsored key club from Seabreeze High School spent their morning on Saturday, Oct. 24, cleaning the beach and parks in Ormondby-the-Sea as part of Kiwanis 1 Day of Service.

This is a special day where every Kiwanis Club worldwide performs a service project, according to an email. Kiwanis is an international service organization that helps “build communities once child at a time.”

JEWISH FEDERATION GETS GRANTS Publix Supermarket Charities recently awarded the Jewish Federation of Volusia and Flagler Counties with $13,000 in grants to help feed the community and provide backpacks full of school supplies to children in need, according to a press release.

A total of $10,000 of grant funds are slated to aid the Federation’s Jerry Doliner food bank in Ormond Beach,

and $3,000 will help the Federation’s Operation Backpack, which provided 7,400 backpacks to disadvantaged students. The backpacks were delivered to schools in Volusia and Flagler County to be distributed when students returned to school.

“Publix has always been generous in giving us funds,” said Federation Executive Director Gloria Max in the press release. “They are a very giving store, and we appreciate it very much.”

The Federation absorbs all administrative costs. All donations go toward the nonprofit’s charitable endeavors that help people of all race and religions.

A GLOBAL EXHIBITION Ocean Art Gallery is inviting the community to an opening reception at 5-8 p.m., Saturday, Nov. 7, for local photographer William Toti, at the First Saturday Art Walk event.

His exhibition, “Take a Photographic Tour of the World Without Leaving Home,” features a collection of images exploring an expansion of structure and color, according to a press release. Toti has photographed every continent and his collection allows viewers to see places far and wide without leaving Ormond Beach.

“My inspiration is to create

images that have the ability to draw viewers out of the trials and tribulations of their everyday lives and into the magnificence of creation,” said Toti in the press release.

He will be at the gallery, located at 197 E. Granada Blvd., during the Art Walk event to chat with guests, who will also be treated to live music by DrCash Band, plus refreshments. Safety guidelines outline by the Centers for Disease Control will be observed.

The exhibit will be on display through Nov. 30.

Seaside Manor resident celebrates her 106th birthday

S

easide Manor resident Erma Mohl celebrated her 106th birthday on Friday, Oct. 30, with music, a car parade and a gift from the mayor.

Many of the assisted living facility’s staff and residents wore red — Mohl’s favorite color — to the outdoor celebration. One resident brought Mohl a fabric rose.

Mohl is the oldest resident at Seaside Manor.

She was born in Ruscombmanor Township in Berks County, Pennsylvania, on Oct. 30, 1914. She grew up with four siblings on a farm where they would milk cows and do other chores before school each day.

Mohl fell in love with Florida eight years ago while on vacation and never returned to Pennsylvania. She was given a key to the city for her 105th birthday in 2019.

house in Ormond-by-the-Sea was the top real estate transaction in Ormond Beach and Ormond-by-the-Sea for the week of Sept. 27 to Oct. 3 in the Multiple Listing Service. Michael and Nancy Suah, of Ormond Beach, sold 3100 John Anderson Drive to John and Hollis Hussey, of Ormond Beach, for $1,339,050. Built in 1972, the house is a 4/3 and has a fireplace, elevator, swimming pool, boat dock, boat house and 4,696 square feet.

It sold in 2005 for $930,000.
