County planning commission to review moratorium

Art cabinet project to be reviewed The Ormond Beach City Commission will review a request to allow public art cabinet wraps in the downtown at its meeting on Tuesday, Dec. 19. The project wil consist of wraps for nine traffic signal cabinets and two streetlight cabinets along West and East Granada Boulevard. If approved, the art wraps will feature art by nine Ormond Beach artists, all of whom donated their pieces for the initiative, proposed by the Ormond Beach Arts District. The artists — Lee Dunkle, Gregory Grant, Scott Hiestand, Karlene McConnell, Barbara Perrotti, Sang Roberson, Antoinette Slick, Akiko Sugiyama and Margaret Schnebly Hodge — all use a variety of mediums, from photography to paper collage and ceramics. The cabinet wraps are slated to last about three years.

PAC seeks volunteer ushers The Ormond Beach Performing Arts Center is looking for volunteer ushers. Volunteer ushers assist at the theatre before, during and after performances by handing out programs, helping patrons find their seats and answering basic questions about the facility, according to a notice on the city’s website. Ushers may also participate in various social events and activities throughout the year. The deadline to apply is Friday, Dec. 29. An application can be downloaded at https://www.ormondbeach. org/DocumentCenter/ View/2687/VolunteerApplication. Prospective volunteers must attend a group orientation and on-the-job training sessions. Volunteers must sign up for a minimum of three events per month, from July through June. The next orientation and training session will be held from 4-5 p.m. on Thursday, Jan. 4. The PAC is undergoing a $1.7 million renovation. The project, funded in part by Volusia County ECHO grant dollars, will revamp the PAC’s lobby and building exterior, add an art installation and create a donor wall.

The Volusia County Planning and Land Development Regulation Commission will review a proposed moratorium ordinance for developments with an I-2 heavy industrial zoning on Thursday, Dec. 21. On Dec. 4 — almost two weeks after the County Council unanimously directed staff to enact the ninemonth moratorium as the county’s I-2 zoning district is reviewed — the county received a conceptual site plan application from Belvedere Terminals for the property at 874 Hull Road, near Ormond Beach. The conceptual site plan for a bulk fuel storage and distribution ter-

minal shows a total of six proposed 40-foot-tall fuel tanks. Of the six, two are proposed to be 120 feet wide, one is proposed to be 140 feet wide, and the others are 80, 60 and 40 feet wide. In a statement, Belvedere Terminals Chief Operating Officer Mike Benedetto said the site plan submitted adhered to the existing zoning in place for the site at 874 Hull Road. “We also continue to be in communication with the county about possible alternative locations, although the alternatives considered to date are missing elements needed for this project,” Benedetto said.

Condos coming to Ormond-bythe-Sea?

The conceptual site plan application also states that water utilities for the terminal would be supplied by a well and that it would use a septic system for sewer. In September, the city of Ormond Beach decided it would not be providing utilities to Belvedere Terminals for the property at 874 Hull Road, nor would it annex the property into its city limits. After the PLDRC meeting on Dec. 21, the proposed moratorium ordinance will be reviewed at the County Council’s meetings on Jan. 4 and Jan. 16, 2024. A moratorium would go into effect through Aug. 21, 2024.

Engineering consultants met with the city’s Site Plan Review Committee on Wednesday, Dec. 6, to discuss utilities for two new condominium buildings at 2020 Ocean Shore Blvd. in Ormond-by-the-Sea. The applicants informed the city that the condo buildings would be made up of eight units each. The site plan will be reviewed by Volusia County. The property at 2020 Ocean Shore Blvd. spans .91 acres and sold in late September for $1.5 million.

rmond Beach Police Cpl. Michael Bakaysa loved the force — and upon his death, his fellow officers ensured the force was with him. About 300 law enforcement vehicles and motor units made up the procession to Bakaysa’s funeral service on Thursday, Dec. 7, held at the Daytona Beach Drive-in Christian Church. The community stood on the sidewalks on Granada Boulevard and watched the procession cross the bridge, the American flag flying high from the ladders of two Ormond Beach Fire Department trucks. Bakaysa died on Friday, Dec. 1, after a medical incident following a training session two weeks prior. A big Star Wars fan, he was 54 years old and had worked for OBPD for over 27 years. “Everyone that wears a badge, or a star, knows this one truth: When you leave for work, there is no guarantee that you will make it home,” Ormond Beach Police Chief Jesse Godfrey said during the service. “Those heroes put their lives on the line every time they cross the threshold of their homes to protect and patrol our streets.” For a police chief, Godfrey said, Bakaysa was the best patrol officer anyone could ask for. “I never heard him complain,” he said. “He never got into any trouble, and I knew that he was that informal leader on the night shift that almost every department has. He was the voice of reason, and he had the institutional knowledge behind most of the decisions being made.” Godfrey described him as humble, hard-working and a “true professional.” Bakaysa was hired on Aug. 4, 1996, as a community service officer. As a teen, he had been part of the Police Explorers program with the Volusia Sheriff’s Office. During his 27-year career, he also worked as an emergency communications officer and a field training officer. As a patrol officer, he always worked the midnight shift — by choice. Assistant City Manager Claire Whitley said Bakaysa made a profound impact on the community during his 27 years on the police force. “His kindness, bravery and dedication were unparalleled,” Whitley said. “He will forever be a guiding light in our community.” Capt. DW Smith said Bakaysa never asked for a promotion, despite the number of people he helped and the impact he made on the patrol units he mentored. He shared a story of Bakaysa saving a couple from a burning townhouse many years ago, using a 10-foot aluminum ladder a neighbor threw over the fence. “He literally saved two people from a burning building that night and didn’t want a lick of credit for it,” Smith said. “He never wanted any recognition.

He showed up every shift, dependable, reliable and simply did his job.” Smith asked Godfrey to posthumously promote Bakaysa to the rank of corporal. Godfrey agreed. TEAM CHEWIE

When a person becomes a police officer, they choose other officers to act as liaisons to their family in case of an emergency. Those forms are sealed and locked until something happens, Smith said. When they opened Bakaysa’s about three weeks ago, he saw that Bakaysa had chosen him and Sgt. Ray Llanes. Smith met Bakaysa when he first joined the department, as Smith had been hired as a community service officer in January of 1996. They hit it off immediately, Smith said, and during their time as dispatchers, they spent a lot of time talking all things nerdy — Star Wars, Transformers, Back to the Future. And from the beginning, Smith said, they both knew they would be sworn cops one day. “The work we were doing at the time, as hard as it was, was a rite of passage to become sworn,” he said. Giving rookie cops a nickname was also a rite of passage, and Smith gave Bakaysa his: Chewie. Why? Bakaysa loved Star Wars, was “built like a wookie” and the first four letters of his last name sounded like Chewbacca. “Chewie ran with his nickname,” Smith said. “He embraced it. Clearly, I messed up, because you’re not supposed to enjoy your rookie name as much as Chewie did.” He signed notes in the office as Chewie. Even changed his email to the nickname. In his memory, his fellow night shift officers have created a “Team Chewie” special patch to wear: a caricature of Chewbacca with the thin blue line police badge, and Bakaysa’s badge number. ‘TEACHING ‘TILL THE END’

Llanes met with Bakaysa seven years

ago when he started working with OBPD after retiring from the Miami Dade Police Department. When Bakaysa was assigned as one of his field training officers, Llanes was told he was a man of few words. “My response was, ‘Well, he’s met his match. I’m a man of many words,’” Llanes recalled. And during that first assignment together, Llanes said he talked his ears off. They became friends, bonding over cigars and ’80s pop culture, and later worked on the same shift. “Officer Bakaysa was not only a friend, he was also my senior officer,” Llanes said. “He was my rock and the one I could bounce questions off regarding policy, previous department practice and anything that had to be done correctly. He was instrumental in my development as a sergeant and learning how to do things the Ormond way.” Capt. Chris Roos, looking out at the crowd that gathered for the funeral service, said Bakaysa would probably have been annoyed at it all. He never wanted the spotlight. “Although he never wanted to be the center of attention, Mike was definitely a leader, trainer and mentor for the men and women he worked with,” Roos said. Bakaysa prided himself of training new hires and junior personnel, Roos added. In his final days, he was still training. Roos said that when he visited him in the hospital during his final days, one of the nurses tending to him was in training. “A few days later, I shared this story with Mike’s wife Jennifer, who agreed — that was Mike, teaching till the end,” Roos said. Instead of saying goodbye to Mike during his remarks, Roos said the most fitting thing he could recite was the Star Wars Jedi Code: “There is no emotion, there is peace. There is no ignorance, there is knowledge. There is no passion, there is serenity. There is no chaos, there is harmony. There is no death, there is the Force.”

The Florida Department of Education released school grades for the 2022-2023 school year on Monday, Dec. 11, and all Ormond Beach area schools either maintained or improved their letter grade. Four of the local elementary schools — Ormond Beach Elementary, Pine Trail Elementary, Tomoka Elementary and Pathways Elementary — earned an “A” grade. Tomoka and Pathways improved from last year’s “B” grade. Beachside Elementary improved from a “C” grade to a “B.” Ormond Beach Middle School and Hinson Middle School both earned a “B.” Hinson improved from a “C” last year. Seabreeze High School earned a “B,” up from a “C” last year, and Mainland High School maintained its “C” grade. The new school grades are a compliment to all the teachers and paraprofessionals who work hard each day, Volusia County School Board member Carl Persis said. They’re also a reflection of VCS Superintendent Carmen Balgobin’s focus on student achievement, he

added, even though it put a lot of pressure on the principals, assistant principals and teachers. “The whole story here is that the Volusia County school district is definitely trending up, and we just have to keep that momentum going,” Persis said. One of the major improvements that caught his eye was Seabreeze High School’s “B” grade. They missed an “A” grade by two points. “High schools are the most difficult to earn that ‘A’ because, number one, they are the largest, so it’s much harder to improve the total student achievement of a group of 2,000 or 3,000 students, as it is compared to an elementary school of 300 students,” Persis said. Persis, who represents District 4, gave kudos to Seabreeze Principal Tucker Harris, who has made it his goal to turn it into an “A” school since he came on board. Persis was also pleased to see the improvements in all the elementary schools. He can’t remember a time when all of the elementary schools within Ormond Beach’s city limits were all “A” schools. (Beachside Elementary is located in Daytona Beach.) The Volusia County School district maintained its district grade of “B,” with 54% of schools earning an “A” or “B,” according to a press release. No schools earned a “D” or an “F” in the district. Two — Taylor Middle-High School and Volusia Online — were given an incomplete grade, which the press release noted means the grade was withheld. A school grade can be withheld if less than 95% of the eligible students participated in testing. This is the first year that grades were calculated using the Florida Assessment of

Student Thinking Progress Monitoring and Benchmarks for Excellent Student Thinking End-of-Course assessment results. “These school grades serve as a baseline for districts and provide a starting point for future achievement,” Florida Commissioner of Education Manny Diaz, Jr. said in a press release. “I look forward to seeing schools rise to the occasion as they continue to provide Florida students a first-rate education.” According to the Department of Education, the new baseline school grades carry no “negative consequences for schools or districts” and provide the chance for schools to receive the benefits of increased grades by qualifying for school recognition or exiting turnaround status. Under the previous district grade calculation guidelines, the district stated, VCS would be one percentage point away from earning a district grade of “A.” “Volusia County Schools has been committed to our students’ academic and personal growth,” Balgobin said in a press release. “The 202223 school and district grades are evidence of the hard work students, school-based staff, district-based staff and families have put in to ensure increased success year over year. We are thrilled to see increases in so many areas, including all graded schools achieving an A, B or C.”

The Volusia County Council unanimously voted to give the county manager and county attorney a 5% raise after discussing their annual performance at the council’s meeting on Tuesday, Dec. 6. This brings County Manager George Recktenwald’s salary to about $259,041.79 from $246,706.47; and County Attorney Mike Dyer’s salary to about $242,138.33 from $230,607.93, both retroactive to Sept. 30. The 5% raise equals what county employees received this fiscal year and totals about $24,000 in increases. Overall, the council expressed confidence in their leadership and guidance. “In my time in ... state and local government, the overall experience that I’ve had with your teams, your leadership teams that serve beneath both of you have been exemplary,” County Councilman David Santiago said. County Councilman Don Dempsey said he had nothing bad to say about Recktenwald or Dyer, saying both have given him good advice. As an attorney himself for 33 years, however, Dempsey said, he wished Dyer would give the council more direction or emphasis on what paths to take when faced with certain issues. “I know that can be a challenge for Mike trying to keep us under control sometimes and following his advice, but I am very satisfied with both George and Mike, and I’m fully satisfied with their service,” Dempsey said. Councilman Troy Kent rated Recktenwald and Dyer on a 1-5 scale on certain categories, similar to the way the city of Ormond Beach rates its city manager and city attorney. Dyer received an average of 4.64, and Recktenwald an average of 4.04. Most of his scores were high for both men; the lowest score he doled out was a “2” for Recktenwald’s communication skills with the council. “Council goals need to be a priority every January and updates given often on our progress towards those goals,” Kent said. “As a council member, I should not be learning about events that look negatively towards our county from the media. I should receive a call so I’m not caught off guard with what’s taking place in our county.” County Councilman Danny Robins said he appreciates the accessibility to both Recktenwald and Dyer, and how that extends to county staff. “I trust their judgment and their legal advice has always been on point,” Robins said. County Council Chair Jeff Brower said that he received letters from the public asking the council to bring up a vote of no confidence for both Recktenwald and Dyer. But a lot of the criticism, he said, came from actions that originated with the council. “While it was encouraging to me that the public is paying attention and wants to see things changed, I think sometimes the blame is misplaced,” Brower said. “That blame should have rested on the seven people here. We give you direction and then you carry out that direction.”

The Ormond Beach Arts District wants to bring a sculpture tour to the downtown next fall. A longtime mission of the district — which works closely with Ormond MainStreet — is to bring public art to Ormond Beach. When attending a MainStreet conference in spring of 2022, Ormond MainStreet Executive Director Becky Parker discovered artist Seward Johnson’s sculptures. Parker, who is the president of the Ormond Beach Arts District board, said she thought the artist’s sculp-

tures were something cool and different. “I think it obviously goes in line with Ormond MainStreet’s desire to enliven the district and to create new experiences for people,” Parker said. “This is really awe-inspiring. This is really going to make people stop and want to spend time looking and being curious, and that’s really what we want. We want to create that kind of vibrancy in the district.” The arts district is hoping to host at least 10 of Johnson’s sculptures in town, said Judith Stein, vice president of the arts district board. The plan is to place the sculptures outdoors for public interaction for about six months. But for that, the arts district needs 10 individual sponsors.

“We don’t have a price set yet,” Stein said. “We have to figure it out — how much it’s going to cost to bring it here, exactly.” Stein recently traveled to the Seward Johnson Atelier in New Jersey to get a closer look at the sculptures. She was impressed. “They’re just so evocative,” Stein said. “Some of them are just interesting, because you don’t know if they’re real people or not. Others, they tell a story.” Johnson, who died in 2020, created over 1,200 sculptures in his lifetime. He’s known for his life-size hyperrealistic bronze sculptures, and his works are exhibited worldwide and have been touring since the 1960s. said Johnson believed in the idea of connectivity through art. “When I place these artworks, I really try to talk to the community and see what their goals are and what they want to amplify,” Losavio said. “So these artworks take a life of their own in every community they go into, and they are kind of like catalysts for whatever the community wants their story to be.” Ormond Beach City Commissioner Lori Tolland, who serves as the city’s liaison on the Ormond MainStreet board, said that when Stein spoke to her about the sculpture tour, she thought it was a great idea. “Why not beautify our city and share art from other places within our city?” Tolland said. “... I think it would be fun for the city and maybe

attract a little bit of outside curiosity from other towns.” Art in public spaces elevates residents’ quality of life, she said. The Seward Johnson Atelier strives to keep Johnson’s legacy alive by continuing to exhibit his works. Some communities fall in love with his sculptures so much, Losavio said, that they bring a tour back every year or every two years. Other communities go on to create their own arts program, modeled after what the atelier does. “I feel like that’s what we try to do because it just seems so overwhelming sometimes, and a lot of people don’t know what artwork is durable for outside or how to keep works installed outside and maintained properly,” Losavio said. “And we do, so we try to also help give guidelines and show how it can be done in a successful way.” The sculptures may be placed on public or private property, depending on the sponsor, who will also receive recognition. RUSH JOB 2:24 p.m. — 1500 block of West Granada Boulevard, Ormond Beach Petit theft. A 43-year-old woman and 46-year-old man, both from Ormond Beach, were arrested after they tried to steal about $180 worth of merchandise from a big box store. When asked by police why they did it, the man said he “thought he could get away with it.” The store’s loss prevention employees told police that the pair attempted to walk out of the store without properly scanning all of their items, according to a police report. The reporting officer asked the pair if they had enough money to pay for the unscanned items, and the man said they did. Why didn’t they pay for them? The man claimed he had been rushing because he was late for work, the report states. The store wished to press charges. The man was arrested and taken to jail, and the woman was released with a notice to appear in court.

NOT SO SNEAKY 1:30 p.m. — 2400 block of East Moody Boulevard, Flagler County Fraudulent practices, violation of parole. A man on parole tried to fool his urine test by filling a hand lotion bottle with synthetic urine. The man — who is on parole for a drug offense — was required to submit to an observed urinalysis as part of his parole. As the parole officer watched the man give a sample, he noticed a device of some kind hidden within the “center ‘pocket’ underwear,” according to the man’s arrest report.

The man handed over the item when the officer demanded it — it turned out to be a small lotion bottle filled with synthetic urine, the report said. The man was arrested for violating his parole and attempting to scam his urine test.

OFFENSIVE ACTIONS 7:03 p.m. — First block of Advent Health Way, Palm Coast Battery. A 56-year-old woman yanked the ponytail of another woman who commented on the reckless driving of a red pickup truck in a hospital drop-off area. The victim was walking into the hospital with her son when the pickup sped through the parking lot in front of them to the pickup area where the suspect was waiting, according to an arrest report. Before the victim and her son went inside the hospital, she turned around to tell the driver he was being reckless. That is when the suspect, who was walking toward the pickup, reached up and grabbed the other woman’s ponytail, pulling her to the ground. Hospital security separated the two, and the victim called the police. The red pickup truck did not belong to the suspect, but a man who lived at her home. Sheriff’s Office deputies later picked up the suspect from her home on Brian Lane. They have charged her with battery.

THAT’S FOWL 9:03 a.m. — Intersection of Division Avenue and South Orchard Street, Ormond Beach Suspicious incident. Police were notified that a bowl containing a “decapitated chicken carcass” was left at the above-mentioned intersection. According to an incident report, a tea can-

dle had been placed on top of the carcass, which officers found at the northeast corner of the intersection. Officers reported that it appeared to be a Santería shrine. Santería originates in Cuba and is a mix of Catholic practices and African folk beliefs. Officers took photos of the shrine before disposing of the chicken carcass and the bowl. PLAYGROUND VANDALIZED 5:37 p.m. — 300 block of Sanchez Avenue, Ormond Beach Vandalism. An Ormond Beach woman took her children to a local park and soon discovered “derogatory and demonic” writing on the playground equipment. The woman took photos of the writing before trying to wipe it off with baby wipes, according to a police incident report. About 45 minutes later, she saw four teen boys arrive at the playground, one of whom approached one of her sons and asked him to go down the slide with him. The woman said no. The other teen boys, she told police, were standing by the bathrooms telling their friends, “Let’s go before she takes our picture,” according to the report. The boys then left and the woman called police to report the vandalism on the playground. Officers noted in their report that the vandalism on the equipment appeared to have been written with a marker. The boys’ bathroom was vandalized with spraypainted graffiti.

Ormond vet surprises kids in parade Chris Washington is not just home for the holidays. The U.S. Navy vet is home for good. JARLEENE ALMENAS MANAGING EDITOR

Chris Washington knew exactly how his three children would react upon seeing him show up at the Ormond Beach Home for the Holidays Parade on Saturday, Dec. 9. He predicted his 9-year-old daughter Bailey would cry. His 12-year-old son Scott would give him a big hug. If he got any reaction out of his oldest, 14-year-old Logan, he would consider it a win. And that’s exactly how it went when he surprised them at the end of the parade. “I’m home, and I’m not home for two weeks,” Washington said prior to the surprise. “This is it. I’m home and I’m home forever. ... I’m hoping they’ll be super excited — hoping I can control my own tears.” Washington is retiring from the U.S. Navy after 20 years,

having enlisted in 2003. He has been stationed in Cleveland, Ohio, for the past three years, visiting only every six months. The family moved to Ormond in 2020, but Washington had never seen the local parade, as he usually came down the week of Christmas. This year, all three of his children were in the parade: Bailey was with the Pop Warner cheer team, Scott was with the Pop Warner Sandcrabs football team and Logan was playing with the Seabreeze High School marching band. About two weeks ago,

Washington said, he and his wife were talking about their kids being in the parade and thinking of ideas to surprise their kids with his homecoming when he put those two thoughts together. So he reached out to the city and was able to make the surprise happen. His wife, Leah Washington, said her children’s reaction to seeing their father at the parade was “priceless.” “We’re not oblivious to that there’s definitely going to be some challenges ahead, but it’s worth it,” she said.

December 25, 1930 - November 30, 2023 Charles Zulauf, loving husband and father, passed away peacefully at home in Palm Coast FL on November 30th at the age of 92. Charles is survived by his wife of 70 years Barbara, his daughters Penny, Paula, and Patty(Eric), son Edward(Lesa) and grandsons Colin, Justin and Ryan, several in-laws and many nieces and nephews, and his cat Munchkin. He was predeceased by his daughter Pamela and his sister Elizabeth. Charles was born in Bellefontaine, OH on December 25, 1930 to Warner and Georgia Zulauf. After graduating from high school he enlisted in the Air Force and served as a radio operator on the island of Okinawa during the Korean War. On leaving the military and working as a truck driver for a number of years, Charles moved from Ohio to

Skaneateles, NY where he and Barbara raised their five children while he served as Director of Transportation at Red Star Express Lines in Auburn NY. After retiring Charles and Barbara moved to Haines City, FL for 10 years before moving to Palm Coast, FL to be closer to family. He was a lifelong member of the Elks Club in Willard, OH and an avid coin collector, but his favorite hobby was helping others. Charles was a man of few words but spoke through his actions. He was kind and generous and a man of great moral character. He was always willing to help both strangers and friends. Charles will be greatly missed by all that knew him but will remain in their hearts forever. There will be no public services per his request.

Our mom, Sally “Diane” (Straus) Roberts of Palm Coast, sadly passed away on October 17, 2023 at the age of 87. She was born in Port Chester, NY, August 28, 1936 to Arnum & Mildred (Johnson) Straus. She grew up in Greenwich, CT, and graduated from Greenwich High School. She was known as a gifted equestrian, and for her archery & rifle skills. She worked as a contracted bookkeeper for various companies. She became a long term Girl Scout Leader in Norwalk, CT (15+ years) and put a lot of mileage on her car taking us to sports practices, meets, and scouting activities. She was a lifetime member of the Beta Sigma Phi sorority. She made the best

baked beans and chocolate chip cookies. She and our dad retired to Palm Coast Florida in 1992 where she became an active member of St. Thomas Episcopal Church and the VFW Auxiliary. She liked spending time tag saling with family and reading. She was predeceased by her husband of 60 years, John E. Roberts. She is survived by three children: Terry (Dennis Canaday) Roberts, Kris Roberts, Debra (Matthew) Murawski, and 4 grand children: John Abelkis, Ariel Murawski, Jessica Murawski, and CJ Murawski. The placement of her ashes with our dad’s will be a small private event.

Teacher charged in Walmart thefts Antisemitic vandalism suspect ID’d Matanzas teacher Anthony Zaksewicz stole $3,178.61 in merchandise over five months, according to the Sheriff’s Office.

There were three 30-day periods in which Zaksewicz stole $750 within the 30 days, according to the report. The Flagler County Sheriff’s Office first became aware of the thefts in October when a Walmart loss protection investigator handed over receipts and video evidence of Zaksewicz swapping out the price tags of expensive items with less expensive items and “skip-scanning” other merchandise, the report said. Flagler Schools Communication Coordinator Jason Wheeler told the Observer that Zaksewicz is on paid administrative leave as Flagler Schools conducts its own investigation into the allegations. In October 2022, Zaksewicz was honored by Flagler Schools for receiving the Florida Council Social Studies Harry T. Moore Teaching for Civil Rights and Civil Liberties Award, according to an October 2022 Flagler Schools press release. The press release said Zaksewicz received the award in part “for the passion he brings to the classroom and for all the opportunities he takes to bring Civil Rights education to all his students.”

A 17-year Matanzas High School teacher was arrested on Dec. 5 after he allegedly stole over $3,000 worth of merchandise from the Walmart on Cypress Point Parkway in Palm Coast. Anthony Zaksewicz, 45, has been a history teacher at MHS since 2006. He is facing 14 theft-related charges, according to his court records: 10 counts of misdemeanor petit theft, one felony charge of using an antitheft countermeasure device, two counts of felony retail theft and one count of grand theft. The thefts span a five-month period from May to October of this year, according to Zaksewicz’s arrest report.

The Flagler Beach Police Department has identified a citizen of Ireland as the man who spray-painted antisemitic messages on local businesses in November. Six businesses in Flagler Beach — owned by either Israeli nationals or those of Jewish heritage — were vandalized late Nov. 19 with graffiti messages that read “Jew Murder,” “290,000 child killers,” “500,000 Jew child killer,” “501,110 Jew child murderer,” according to a press release from the FBPD. The FBPD has identified Liam Mackin, 70 — a citizen of Ireland with a local address in Flagler Beach — as the suspect. A warrant was issued for Mackin’s arrest on Dec. 6, but, according to the Central Florida Intelligence Exchange, he left for Ireland on Dec. 5, with no known return date. Mackin is charged with felony

criminal mischief, evidencing prejudice while committing offense. The warrant for his arrest has nationwide pickup, the press release said. “Should this criminal attempt to re-enter this country at any border crossing, airport, etc., he will be arrested on the outstanding arrest warrant so he can answer to his crimes,” FBPD Chief Matt Doughney said. FBPD Detective Rosanna Vinci worked with FBPD staff and the Flagler County Sheriff’s Office’s Real Time Crime Center team to identify Mackin. Local Flagler Beach businesses also handed over surveillance footage to help identify Mackin and track his movements that night. “These types of crimes don’t occur very often in Flagler Beach, but when they do, we will utilize every resource available,” Doughney said. “Our community should rest easy knowing that this coward is no longer a threat to our community. ... This message is specifically directed to Mr. Mackin, should he happen to see this news release on social media: Happy Hanukkah!”

CRIME REPORT Man stole cash register drawer from Walmart, FCSO says A man stole an entire cash register drawer from Walmart in Palm Coast on Dec. 10, according to the Flagler County Sheriff’s Office. The theft occurred at around 8:25 p.m., according to the FCSO. The FCSO posted a photo from security camera footage on its Facebook page on Dec. 11, asking for the public’s help identifying the man. FCSO is looking for a tall, white man with short brown hair in a red shirt carrying a black rectangular box, according to the incident report. The drawer was estimated to hold $3,500. Festival of lights: Ormond Beach celebrates Hanukkah

habad of Greater Daytona hosted a Mega Chanukah event on Dec. 10 to honor and celebrate Chanukah. The event offered various outdoor activities such as rock climbing, bungee jumping, bounce houses, an obstacle course, train rides and a petting zoo. The event also offered personalized caricature drawings, an LED light show, a live concert from Jewish singer Shuky Sadon and a menorah lighting and prayer by Rabbi Asher Farkash and Eric Pekarsky. Gili’s Kitchen held a booth for hungry guests, with all Kosher options. When rain came, Farkash handed out jelly doughnuts inside the Chabad center while guests waited for the weather to clear.

Sugar, stuffing and spice: OMAM hosts gingerbread plushie workshop To get in the holiday spirit, children gathered at the Ormond Memorial Art Museum to create a gingerbread plushie. EMMA BRUGNA CONTRIBUTING WRITER

Children ages 8-12 created their own gingerbread plushies in a workshop titled, “Oh Snap! Gingerbread Plushies,” hosted by the Ormond Memorial Art Museum on Wednesday, Dec. 6, as they celebrated the upcoming Christmas season. The children gathered with Diamond Johnson, curator of youth and outreach programs, to create a gingerbread plushie during the workshop. Each person was able to choose the pose they wanted their plushies to be in by tracing a cutout of their selected gingerbread shape onto brown felt. The children then cut out two of the same shape and worked with Johnson to sew the two together, leaving an opening to add in the stuffing, which participant Aaron Dye said was his favorite part of the activity. Once their gingerbread friends were sewn together, with the stuffing inside, the children uniquely

LETTERS Our police station is fine Dear Editor: I am sorry if I have missed keeping up on those who want to build a new police station in Ormond Beach. I have been involved in other matters going on in Ormond Beach, but I had to take pause when I read the latest article in the Observer dated Dec. 7, 2023, titled “City pursues study to relocate police

station.” Have we not already done a study on the Ormond Beach Police station some years ago? As my mother used to say, “Money doesn’t grow on trees,” but in the city of Ormond Beach, perhaps it does. Why would we want another police station when the one we have is fine and in a great location? It was interesting to read that Mayor Partington would like to pursue a new emergency operations center also. In the article, he referenced stories of first responders sleeping in tight quarters during

emergencies and the lack of facilities available to them. Then we find out that our city’s EOC is based out of the fire station on Nova Road. Do you mean to tell me that we do not have facilities such as a bathroom and a kitchen in our fire station? Who is Mayor Partington to decide what are “tight quarters?” Perhaps my husband should have asked for a bigger cockpit when he was a pilot for TWA/American, perhaps the workers sitting in their toll booths on the beach need a big-

ger facility with at least a bathroom and a microwave. Perhaps there are many professions that are subject to “tight quarters.” Show us the tight quarters and let the citizens of Ormond Beach decide. were being bred and then used in an organized dog fighting ring. All of the dogs were either chained or caged for isolation and many had wounds that were in different stages of healing consistent with organized dog fights. Noble Geathers, who was determined to be the leader of the organized dog fighting ring, and his two co-defendants were charged the following month with a long list of felony counts. In May 2023, Willard and Megaro took the case against Geathers to trial. After five days of testimony and argument, a Volusia County jury found the defendant guilty of 12 counts of Principal to Felony Cruelty to Animals, nine counts of Principal to Animal Fighting and one count of Animal Fighting-Property Promoting. Geathers was then sentenced to 18 years in prison. “How we treat other living things is a reflection of our heart and soul,” State Attorney R.J. Larizza said. “We will continue to aggressively prosecute and seek lengthy prison sentences for those who choose to commit such crimes.”

The Ormond Beach Historical Society hosted folklorist and dramatist Diane Jacoby as she brought her holiday show: “Christmas with Mrs. Flagler” to the Anderson-Price Memorial building on Saturday, Dec. 9. Jacoby performed on stage in period dress in front of a live audience and featured the historical drama of the elegant Mary Lily Kenan Flagler, wife of industrialist Henry Morrison Flagler. of colorful Christmas decor as she recounted the fascinating origins of America’s beloved Christmas decorations, traditions and celebrations. The Christmas adventure started with the first Winter Solstice celebrations, and included the wild frolics of Medieval 12th Night feasts, and its grand finale was highlighted with glittering Victorian Christmas Celebrations at Henry Flagler’s Grand Florida Hotels. Many in the audience were intrigued to learn that Christmas trees did not originate with Christianity or Christmas traditions. The heritage of hanging evergreen and spruce branches at doors and windows dates back to ancient times when it was a symbol of good luck, and when many people believed this practice would keep evil spirits, ghosts, and witches away from their

homes. What we would recognize as a traditional Christmas tree appeared in Germany in the Middle Ages. Documentation from the 1400s reveals that early Christmas trees were decorated with such items as apples, flour-paste wafers, gingerbread, nuts, pretzels, straw, tinsel, and wool thread. The first Christmas tree tradition arrived in America during the 18th and 19th centuries with German immigrants, mainly settling in Pennsylvania. In 1846, English Queen Victoria and Prince Albert, who was from Germany, were sketched around a Christmas tree with their children. This sketch was published in England and the United States and it caused a sensation (today we would say it went viral). The sketch made

Sixties-themed floats, hippie-styled walkers, jeeps galore and a roaming “Abraham Lincoln” cruised the streets of Ormond Beach on Saturday, Dec. 9. for the city’s 32nd annual Home for the Holidays Christmas Parade. The parade’s theme — “A Groovy Christmas” — added a splash of tie dye to the holiday tradition. This year there were close to 100 entrants and approximately 20 event sponsors who were instrumental in making the parade a success. Abaco Windows was one of the contributors and also took home the Ormond Beach MainStreet Ryke Hundredmark President Cup award. They were responsible for carrying Santa and Mrs. Claus in the procession. Ormond Beach MainStreet provided cookies and water while the Daytona State College orchestra played holiday tunes. Mentor Victoria Lancaster is the Evidence and Crime Scene Supervisor for the Ormond Beach Police Department. She has been with the department for 10 years and a mentor for 5. “They needed a female mentor because we have girls on the team,” she said. “I haven’t looked back since. Even when my daughter is done with it (being a cadet), I’ll stay on because they become your kids and you just have to see them through.”

M

ainland High School (14-1) snagged the coveted FHSAA Class 3S football state championship with a dramtic 21-19 victory over the St. Augustine Yellow Jackets (13-1) on Thursday, Dec. 7 at the Bragg Memorial Stadium in Tallahassee. After a second-half takeover and a game-ending 23-yard field goal by Jacob Gettman, the Buccaneers quashed their 20-year dry spell and replace the memories of the 2022 championship game loss to Lake Wales. Mainland head coach Travis Roland was on the Bucs’ last titlewinning team in 2003. “I am full of joy and full of happiness,” Roland said. “My heart is so full. These kids earned this — worked hard for this. I’m just thankful to our community, thankful to my mom and dad for raising me how they raised me and thankful for every lesson I’ve gone through to get to this point. (I am) so grateful.” St. Augustine’s special teams made a statement in the quarter with a 93-yard touchdown return by Trenton Jones on the game-opening kickoff and a 67-yard touchdown return by Marquice King off of a blocked field goal to take a 13-0 halftime lead. While the Yellow Jackets had the

halftime lead, the Bucs out-gained them 240 yards to 40 in the first two quarters. During halftime, Mainland’s coaches and players decided it was imperative to score on the first possession when they returned to the field. “We came out and we did what we wanted to do,” said Terry Anthony, Mainland assistant coach and athletic director. “Defense held them and we took the lead. When they came back to take the lead again, we did what we always do. That’s how we practice — to stay in the moment, stand up in the paint and the big times. We responded and came back with a victory at the end.” The Buccaneers came out blazing in the third quarter with a kick return by E’Zaiah Shine followed by a barrage of big plays orchestrated by quarterback Dennis Murray Jr. A long pass by Murray to wide receiver Tyree Weatherspoon landed the Bucs on their 45-yard line. Clarence McCloud then caught a 15-yard touchdown pass with eight minutes left in the third quarter, putting the Bucs on the board. “I don’t think the yardage or driving down the field was a problem, it was just a matter of finishing those drives,” Murray said. “Coming out in the second half, we were able to do just that — finish.” Murray passed for 210 yards and ran for 170 yards with a 44-yard touchdown run in the fourth quarter. The Mainland offense had a total of 505 yards. “Just the sheer will of wanting to win and put it all out there for my guys kept me going,” Murray said. “I’ve been telling them all week that

I’m going to lead with every ounce of energy and every ounce of everything I have left in my body. I’m going to leave it all out there on the field because this is my last game ever playing high school. I asked the same thing of them and they did just that. I’m so proud of them. I just want to give all glory to God for allowing me to be in this position.” Mainland owned the second half with the strength of the Bucs’ defense led by University of Florida commit L.J. McCray. Outside linebacker Rodney Hill sacked Yellow Jackets quarterback Locklan Hewlett before the half and rushed for a 4-yard touchdown in the third quarter while playing both sides of the ball. Murray said he did not have any doubts that his teammates would push through the adversity-ridden first quarter. Even after losing the final season game to Lake Mary, he said they did not listen to the outside noise and continued to play for each other every week. “I want to give a special shout out to the whole O-line and the whole receiving corps,” he said. “Everybody was out there making plays when we needed them the most. I just had so much faith in the guys to get it done. When you have faith like that, everything happens — faith in God, faith in your teammates, faith in your brothers, faith in your family.” A pivotal moment came at the end of the third quarter when safety Bubba Westbrook intercepted a Hewlett pass intended for wide receiver Carl Jenkins. Westbrook’s father, Arthur Westbrook, coaches the Bucs’ running backs and is in his 13th year coaching for Mainland. He said he could not have made that play. “Since the doctor gave him to me, I’ve been hard on him, but it’s tough love,” Arthur Westbrook said. “He played tonight. That interception was nice. There’s nothing I can say but good game and I love you.”

Arthur Westbrook said he was hard on his running backs because of their level of responsibility. Running back Khamani Robinson led the team with over 1,100 rushing yards. He ran for 94 yards in the title game. “It’s like there was a big cloud over my head, then the sun and now there’s a rainbow,” Westbrook said. “Since May 1, we have been working — practice, film, running, going through plays and telling them to keep their grades up. This is where it pays off, right here.” Westbrook said he had also coached kicker Gettman, knew that he would not be nervous and would make decisive field goal. Gettman has been kicking for six or seven years and trains with Dan Lundy. “I was just confident in my ability and I knew that I made it as soon as I hit the ball,” Gettman said. “I

knew my teammates got in the best position they could and I knocked it down. I’m glad that it ended the way that it did. I’m glad that we won the game.” Anthony said he was pleased that Gettman was ending his high school career with the play that won the championship at Florida A&M’s stadium. Anthony was also grateful to be back in Tallahassee where he was a wide receiver at Florida State. “To win it here is surreal,” he said. “This was a testament of our guys finishing what we started last year. Our motto was, ‘We left food on the table last year,’ so we wanted to finish eating tonight. I’m so proud of, not just this team, but the Mainland Buccaneer program. I’m glad that ‘Buc Pride Never Dies’. That’s not a saying, it’s a feeling. It comes from the heart.”
