7, that it had closed on 20 more homesites at Bulow Creek Preserve, part of Halifax Plantation in Ormond Beach.

According to a press release, Bulow Creek Preserve, a gated community, consists of 32 acres between Bulow Creek State Park and the 16th hole in Halifax Plantation. Residents will also have access to the golf course.

“It’s easy to see why homebuyers are drawn to

Bulow Creek Preserve, with its championship golf course and array of other exciting amenities,” said Jed Lowry, corporate vice president of the Florida and NYC Metro Divisions of Landsea Homes.

“We’re excited to expand our homebuilding and sales presence in this community and the Ormond Beach market.”

According to the homebuilder’s website, current homes for sale start at over $430,000.

New model homes will be available to tour this fall.

There are seven residential projects that have submitted site plans to the city. They are: Plantation Oaks phases 1 and 2; the Courtyards at Ormond; Ormond Grande, Pineland phases 4 and 5, the Cupola at Oceanside, the Tymber Creek Apartments; and Tattersall at Tymber Creek, which is proposed to be a 146-lot single family subdivision at the northwest corner of Tymber Creek and Airport Road.

“I’m willing to use some of the reserves, and the reason that’s my bottom line is because this was one of the toughest 18 months that Volusia County has faced ... I think we owe it to them.”

The city of Ormond Beach’s Economic Development Department will host a session of the Kauffman FastTRAC program starting Sept. 18.

The program is a “flexible course with a framework to provide information, tips, exercises and tools to help aspiring entrepreneurs think about and build their business from idea to launch,” according to a press release.

The city has partnered with with Volusia/Flagler SCORE Vice President Adrienne Barker, who will host the 10week program.

The program will run through Nov. 20.

Planning Board meeting canceled The Ormond Beach Planning Board meeting scheduled for Sept. 9 has been canceled.

The board’s next meeting is scheduled for Oct. 14.

peration Fire Scan and Rescue initiative was officially launched in a joint training session Friday, Aug. 20, at the Fire Services Training Center Station 15 on Tiger Bay Road in Daytona Beach.

Volusia County Animal Services Director Adam Leath announced that they had partnered with Volusia County Fire Rescue to purchase and distribute pet microchip scanners to all 20 fire stations in Volusia County. A few weeks ago, Leath had approached Fire Rescue Chief Howard Bailey about the joint initiative and they quickly formulated a plan to train all fire and rescue personnel on how to utilize the scanners and implement procedures to return the identified pets back to their owners.

“Volusia County Fire Services and Animal Services are committed to providing protection for our pets and our public,” Leath said.

“So today that partnership brings about some unique opportunities. If you take the opportunity to microchip your pet, your local fire station can now identify that microchip, and we can get that pet immediately home to you.”

According to the American Veterinary Medical Association, in fiscal year 2018-2019, there were over 223,145 pets in Volusia County with 5,645 brought in to local shelters. Ormond Beach had 717 pets taken in, Holly Hill had 208, and Daytona Beach had 1,691. Pets enter these facilities at an increased cost to the citizens, increased stress to local shelters and sometimes not a positive outcome.

Firefighters and animal services officers are already out in the community fighting fires, responding to medical emergencies and reuniting pets with their owners. Having the additional scanners strategically located at fire stations throughout Volusia County adds another means to effectively serve the public.

“Our motto — in most fire agencies around the world — is ‘Everybody goes home,’” Bailey said. “We want to include that with the pets. They, too, should go home.”

Station 42 Lt. Paramedic Jeremy Karaginis is a self-proclaimed animal lover with two dogs of his own, both chipped.

“This is a super great initiative,” he said. “As firefighters, anything we can do for the community to help, we look forward to every day.”

The American Humane Association estimates that 1 in 3 pets will become lost at some point during their lives, but cats and dogs with registered microchips are much more likely to to be reunited with their families. That success is dependent upon pet owners ensuring that their registration information is kept up-to-date.

A microchip is the size of a grain of rice and is usually inserted in between the shoulder blades of a dog or cat using a needle. Contrary to misinformation that has been circulated, the chip is not a GPS device. The pet is scanned upon its arrival at any county animal services facility or fire station and the coinciding microchip number is displayed on the scanner. The database is accessed at VCAS and the pet owner is contacted immediately. If necessary, the pet will be driven back to its home by an animal services officer.

“We have been offering free microchipping events for over a year-and-a-half,” Animal Services Officer Shawn Riggins said. “Some people think that since their pets don’t go outside on their own, they don’t need to microchip them. What about during a fire or hurricane? You never know. It’s better to be prepared in case of an emergency.”

Volusia County’s next free pet microchipping event will be held at the Volusia County Fairgrounds on Sept. 18 from 8 a.m. to 4 p.m.

County Council proceeds with 3.4% tax rate increase The final budget hearing is scheduled for 6 p.m. on Tuesday, Sept. 21.

Citizens pleaded with the Volusia County Council to adopt the rollback rate for property taxes at the first budget hearing on Tuesday, Sept. 7 — a week after the council slashed $2.8 million from its over $1.1 billion budget in an effort to reduce the proposed tax increase — but, citing longterm fiscal responsibility, the council moved ahead with a 3.4% tax rate increase after a 4-2 vote.

Council Chair Jeff Brower and Councilwoman Heather Post voted no. Councilman Fred Lowry was absent; he is currently hospitalized with COVID-19.

The tentative general fund ad valorem millage rate is 5.3812, which is 3.43% higher than the rollback rate of 5.2025. It is also 1.26% lower than the originally proposed millage rate of 5.45 (prior to the budget cuts). But Brower thought the county could do better.

He said that, while the county has had increases — including the financial impact of the voters approving a $15 minimum wage, increased staffing demands in public safety operations and inflation costs on health insurance contributions, materials and energy, as detailed by county staff — the public has also dealt

with the same issues. He proposed cutting an additional $3 million from the budget to go to rollback, particularly by taking it from Economic Development new infrastructure funding, which had already been reduced by over $1.5 million per the cuts made by the council at its meeting on Tuesday, Aug. 31.

However, Brower was corrected by Volusia County Finance Department Director Ryan Ossowski, who said the council would need to cut $7.3 million from the budget, and the use of reserves would have to amount $18 million to balance the general fund.

“If you were to use $18 million in reserves every year for the four years, we wouldn’t have any reserves left,” Ossowski said.

Councilman Ben Johnson said this was a tough decision, but that they have to look at the future of Volusia County. Next year, the council can take a deeper look into the budget, as suggested by Brower, but that for this fiscal year, he could not “destroy the future of Volusia County for a vote.”

BUDGET CUTS

Per council direction, Volusia County Manager George Recktenwald and other department heads explored two possible budget cuts to its original over $1 billion budget — a 3% and 5% cut — and presented options to the council at its meeting on Tuesday, Aug. 31. The council voted 4-2 to move forward with a 3% budget cut, with Brower and

Post voting against. Lowry, again, was absent.

The largest budget cut came from Economic Development new infrastructure funding, which will be reduced by over $1.5 million, and includes dollars for incentives. The fund also supports the county’s small business incubator program and Team Volusia.

Despite the reduction, there are still $8.2 million in the fund.

The budget cuts didn’t stop there. The council, following a suggestion by Post, did delve into other cuts in three different departments: Coastal, parks and recreation, and growth and resource management, and all budget reductions were proposed by the respective department heads.

“These kinds of reductions that have been offered here do not put in a financially irresponsible position,” Brower said. “It’s savings. It’s reductions in the rate of increase.”

Item by item, the council decided whether to reduce funding. Among the cuts were the following: The closing of two beach ramps (Williams Avenue and Florida Shores Boulevard) during the off-season; the beach ramp at Crawford Road in New Smyrna Beach will only operate on weekends in the off-season; the frequency of beach ramp sweeping will be reduced; outsourced educational printing for beach kiosks will be eliminated; two positions in growth and resource management were downgraded; an almost $40,000 reduction in grant match funding for water quality and sustainability projects (as the department states it has never used it in full) river clean up allocations were reduced because dollars are later reimbursed; and one vacant parks and recreation position was unfunded.

AIMING FOR EFFICIENCY

Post said at the Sept. 7 meeting that it’s hard to believe there aren’t other ways to be more efficient.

“It’s consistently said that it’s not council’s job to get into the weeds, and I agree, council,” Post said. “It’s staff’s job.”

She defended herself against the accusation that the push to go to rollback was a political move.

“Whether someone wants to vote for me or not, I say you’re welcome for trying to represent you in a way I feel I should be representing my constituents,” she said.

“A full rollback at this point would decimate us,” he said.

He did, however, ask if there was a tax increase Post and Brower could agree to that they could work on for the final hearing, but both the chair and the councilwoman remained steady in their stance: They wanted to adopt the rollback rate.

“I don’t want to go through our reserves either,” Brower said. “I’m willing to use some of the reserves, and the reason that’s my bottom line is because this was one of the toughest 18 months that Volusia County has faced, with COVID-19, people out of work, people losing their homes, people losing their jobs. I think we owe it to them.”

Public protection and public works account for the two highest operating expenditures at over $172 million and $221 million, respectively.

County Manager George Recktenwald said he would be happy to do more in-depth “mini” budget hearings for the council to review for next fiscal year, but they would have to look into some of the bigger ticket areas.

“I do think you need to have more on the table than just growth and management, leadership, business services,” Recktenwald said. “We need to have a much bigger look if you’re going to make any meaningful change on that.”

Volusia County Council passes public meeting ordinance The ordinance would limit each council member’s ability to speak per agenda item.

The Volusia County Council passed a public meeting ordinance at its meeting on Tuesday, Sept. 7, that will limit each council member’s ability to comment to two 10-minute periods per agenda item.

Though the overall ordinance passed 6-0 (Councilman Fred Lowry was absent, as he is hospitalized with COVID-19), Council Chair Jeff Brower and Councilwoman Heather Post opposed a motion to include the limit in the ordinance. Robert’s Rules of Order, the parliamentary procedure followed by the Volusia County Council, outlines the limitation of allowing a member to speak no more than twice for a total of two 10 minute periods, but it is a rule the council has not followed in the past. The 10-minute periods do not take into account questions asked by council members, nor motions made.

Councilwoman Billie Wheeler made the motion to clarify this in the ordinance, which was met by disapproval by Brower.

“I think it’s dangerous to limit the amount of time a council member can speak or represent

her or his constituents,” Brower said. “It doesn’t happen very often that it goes longer than that, but in the rare cases that it does, I think we’re on dangerous ground.”

The council does have the opportunity to extend a council member’s opportunity to speak, but a motion must be made and approved by the majority of the members, an action Brower said he did not see happening if the majority was voting now to limit the length of time. Councilman Ben Johnson said the idea behind the limit is to prevent meetings lasting 10 hours when they should last closer to five hours.

“It’s worked everywhere else in the country,” Johnson said. “There’s no reason it can’t work in Volusia County too.”

Council members often discuss key issues with staff behind the scenes, and Post said the point of public meetings is to explain those actions to their constituents. But the majority of the council saw the matter differently. Councilman Danny Robins said the time limits are meant to prevent “filibustering.”

The ordinance also limits public comment to 60 minutes at the beginning of each meeting.

The public may also speak during individual agenda items or during a second public comment period at the end of the meeting. The ordinance also creates standards for using video and preserving decorum during public comment.

BRIEFS Number of hospitalized patients declines The number of COVID-19 patients hospitalized across AdventHealth’s Central Florida hospitals declined last week to about 1,330, a level that allowed the health care system to move from Black Status to Red Status, but one that continues to remain higher than earlier surges.

“We are optimistic in that we feel that number is going to continue to go down, but it’s important to understand our hospitals and ICUs continue to be at very tight capacity,” said Dr. Victor Herrera, chief medical officer at AdventHealth Orlando on the Sept. 2 AdventHealth Morning Briefing. “It’s going to be some time before we really feel that relief.”

After about four weeks in Black Status, which meant deferring non-urgent surgeries and procedures, AdventHealth moved to Red Status to accommodate more surgeries that could become more urgent as time goes on.

Herrera said the system is still a ways from returning to normal operations, but positive signs such as a significant decrease in the COVID positivity rate at Centra Care, AdventHealth’s urgent care clinics, are steps in the right direction.

Capacity in the ICUs remains a challenge, he said, with the number of patients requiring that level of care not declining at the same rate as overall COVID patients.

He noted that more than 11,000 COVID patients have recovered and been discharged from AdventHealth’s Central Florida hospitals this year.

“It’s really an incredible number,” Herrera, an infectious disease specialist, said. “I know that we have saved many lives and our therapies, our treatments have proven to be very effective.”

He said a huge difference remains between vaccinated and unvaccinated patients with most critically-ill patients continuing to be unvaccinated.

Two new COVID-19 testing sites open in Volusia County With the recent spike in COVID-19 cases and increased demand for testing, Volusia County Government in partnership with the Florida Department of Health in Volusia County and city partners have contracted with private companies to open two testing sites within the county.

Curative, Inc. opened a testing site Friday, Sept. 3 at the Midtown Cultural and Educational Center, 925 George W. Engram Blvd., Daytona Beach. The mobile site will operate from 9 a.m. to 5 p.m. Monday through Friday and is able to accommodate up to 600 tests per day. Appointments are recommended and can be made at curative.com or 888-702-9042; walk-ups will be accommodated.

The site will operate as an outdoor, walk-up site. Curative will have trained workers on-site ob-

serving and directing patients to complete a self-collected, shallow nasal PCR test. The test is available for symptomatic and asymptomatic people ages one year and older. Patients can expect results within 48 hours upon receipt at the lab. There is no charge for the test, but patients will be asked for health insurance information.

Patients without health insurance will not be turned away. Testing will be offered as long as demand warrants.

Nomi Heath will open a testing site Wednesday, Sept. 8 at Dewey O. Boster Park, 1200 Saxon Blvd., Deltona. The site will operate from noon to 7 p.m. Sept. 8 and from 10 a.m. to 7 p.m. Monday through Friday beginning Thursday, Sept. 9. Appointments are recommended and can be made at http://testing.nomihealth. com/signup/fl; walk-ups will be accommodated.

The site will operate as an outdoor, walk-up site. Nomi Health will have clinical workers on-site to perform a shallow nasal PCR swab or rapid antigen test on patients. The tests are available for symptomatic and asymptomatic people ages one year and older.

Patients can expect results for the PCR test within 24-48 hours and results for the rapid antigen test within 20-40 minutes. There is no charge for the test, but patients will be asked for health insurance information. Patients without health insurance will not be turned away.

To ensure the safety of testing staff and community members, people should wear a mask while at either testing site.

ST. BRENDAN WINS AWARD FOR SERVICE St. Brendan the Navigator Catholic School was recently honored by the Diocese of Orlando with the St. Teresa of Calcutta Award for service in the 2020-2021 school year after the entire student body rallied around a long-time teacher battling cancer.

St. Brendan won the award, which is given annually to two schools in the diocese that demonstrate the compassion and corporal works of mercy exemplified by St. Teresa, for its care of the sick.

In a year marked by COVID-19, the St. Brendan community faced an additional struggle as their teacher, Donna Waldron, suffered from cancer. Waldron had been an educator at the school for over three decades, inspiring a love of learning and a passion for technology in generations of students. The student body put all their energy into showing their love and gratitude to Waldron by organizing a parade for her in April.

The students paraded past her home as she waved to them.

Each class had something special to share with her, be it a cheer, a card, a song, bouquets of balloons or handmade signs.

Unfortunately, she succumbed to her illness two weeks later.

“Visiting the sick was the mission of St. Teresa of Calcutta and was certainly practiced by every student that day,” said Henry Fortier, secretary of education and superintendent of schools at the Diocese of Orlando. “I would like to congratulate St. Brendan Catholic School for the compassion and love that they shared with Mrs. Waldron in her last hours.”

Fortier personally presented the award to St. Brendan’s principal, Philip Gorrasi, and pastor, Friar Thomas Barrett.

“As Catholic schools, we are charged to live the works of mercy and to have been recognized for doing that in a special way is humbling,” Gorrasi said.

The Casements Camera Club recently announced the winners for its 41st-annual show, which according to a press release, drew a variety of entries that were judged by photographer Susan Francis, co-owner of the Harmon Studio of Photography in Orlando.

On Wednesday, Aug. 25, Gallery500, a contemporary fine art gallery at One Daytona, announced that it, along with Oil and Vinegar, will be hosting a pop-up exhibition featuring Daytona Beach artist Brandon Stanley’s photographic work.

The show took place from 6-8 p.m. on Thursday, Sept. 2, at Oil and Vinegar, located at 2644 LPGA Blvd. The event is part of the gallery’s “Photography: A Fresh Perspective” exhibition, and a portion of the sales were donated to World Vision’s Clean Water Fund.

Stanley is the first artist in the gallery’s “Emerging Artist” series.

According to a press release, Stanley uses an underwater housing unit for his camera, allowing him to capture images centered around the water and his love for the ocean.

“We’re proud to support our local artists and the Emerging Artist Series allows us to open the doors for upcoming talent from our region,” said Lesa Kennedy, Gallery500 owner, in the press release.

REMEMBERING A LOCAL TEACHER Nina Masters, a retired Seabreeze High School art teacher, died last month.

According to the Ormond Beach Memorial Art Museum’s newsletter, Masters taught art at the school for almost 50 years.

She developed the “Tradewinds” annual exhibit of student art work that was exhibited at SHS and OMAM for many years.

Her obituary, published in the Daytona Beach News-Journal, states that Masters was a 1994 Teacher of the Year top five finalist, and that “her greatest achievements during her 50 years of teaching were the accomplishments of her students.”

She served as the school’s art department chair until her retirement in 2010.

arrested a 35-year-old Daytona Beach man who was seen removing items from a car port.

According to his arrest report, the man fled on foot once he was spotted by the homeowner. He ran through multiple yards before the homeowner lost track of him and called police.

Police eventually made contact with him and discovered he had an open warrant. He was taken to jail.

ASLEEP AT THE WHEEL 2:01 a.m. — Intersection of South Halifax Drive and River Beach Drive Possession of schedule II fentanyl. A 60-year-old Ormond Beach man was arrested after police found him asleep at the wheel with his vehicle still running. .

Once he woke up, he was very lethargic, according to the police report. As he exited the vehicle, he hid a small plastic bag in his left fist. The bag contained fentanyl. Throughout the police investigation, the man stated several times that he was “working with the police” as he denied being in possession of drugs.

He was taken to jail.

WEIRD CONVERSATIONS 12:41 p.m. — 200 block of Cardinal Drive Information. A 17-year-old girl and her mother reported a suspicious 55-year-old Ormond Beach man to the police after he came to her workplace and asked her odd questions and informed her he was writing a book about sex trafficking.

The girl told police that the man spoke to her for about 20 minutes late one night. The man told her, according to the police report, and wrote down his name, numbers and email and asked her if she knew anyone who would edit his book before he left.

He returned a few days later when the girl was working again and bought a soda.

Police spoke with the man at his home, where he said he did speak with the teenager about his book, but denied referencing sex trafficking. He was informed that if he returned to the business, he would be trespassed.

On Sept. 11, 2001, 2,996 people died when four planes — American Airlines Flight 11, United Airlines Flight 175, American Airlines Flight 77 and United Airlines Flight 93 — were hijacked by al Qaeda extremists. The first two planes crashed into the twin towers of the World Trade Center complex in New York City, the third plane crashed into the Pentagon, and the fourth crashed in a field in Shanksville, Pennsylvania.

It was a typical day, said Sievers. He was working as a fire chief in a small city just west of Fort Lauderdale, and he remembers he was drinking a cup of cofee when someone ran in and informed him a plane had hit the World Trade Center.

What a terrible accident, Sievers thought. Only it wasn’t, a fact that became clear to him when he watched the second plane hit the south tower. His wife, a flight attendant with American Airlines, had been on her way to work that morning.

Her flight was canceled.

Police Chief Jesse Godfrey was working for the Daytona Beach Police Department at the time, and on that day, he and other officers were doing weapons training in the department’s remote pistol range.

As officers dropped by in shifts, each would give him a piece of information of what was going on in New York.

When the news of the second plane reached him through word of mouth, that was the moment he realized the magnitude of the tragedy.

At home, he finally saw footage of the attacks.

“It’s always in the back of your mind as a first responder that today when you walk out of the door could be your last,” Godfrey said. “You hear it all the time, and we all know that, but we don’t plan on that.”

Retired U.S. Marine Corps Sgt. Major Matt Putnam may not have been in New York when the twin towers fell on Sept. 11, 2001, but he, along with thousands of other service members, bore the weight of the aftermath.

He remembers watching the news of the events of 9/11 from the the Marine Corps Recruit Depot in Parris Island. It had been a day of high activity — a staff sergeant at the time, he was going through drill instructor school.

The new recruits were completing their final challenge before graduation: the Crucible, a grueling 54-hour field exercise that Putnam said operates as a “gut check” before they are officially known as Marines.

But on that day, the recruits were called back to the training base using sirens that typically signaled lightning within 5 miles of the base. Except, initially, no one knew why they were going off; Putnam recalls there wasn’t any bad weather in the area.

“Basically, everything stopped,” he said. “And that just wouldn’t happen at a recruit training.”

Putnam, who moved to Ormond Beach after retiring from the military in 2019, remembers the sense of shock at the inactivity. In 2001, he’d been a Marine for about 12 years, and nothing like that had ever happened before.

He didn’t know then that day would trigger a 20-year war, one that he would spend five years of his own career fighting.

In fire service, 9/11 is a day to think of those individuals, said Ormond Beach Fire Chief Richard Sievers.

“Even though it’s 20 years later, we don’t want to forget that, and how terrible that was for our service, and really for our country,” he said.

It’s why he, along with other local firefighters and first responders, will be participating in the city’s memorial bridge walk on Sept. 11. Sievers and his firefighters will be wearing full gear.

Joining them will be Ormond Beach Police Chief Jesse Godfrey, who said the sacrifices made that day by first responders should be honored. They all woke up that morning and were ready to do

For Gromling, who was involved in counterinsurgency efforts when he was in the military, 9/11 is a day to never forget for multiple reasons.

“My belief is simple — that we as Americans need to remain aware and alert to the nature of the threat and honoring the lives that were lost, the lives that were affected by injury, and the families of those people who were damaged,” he said.

On Sept. 11, 2001, he watched the entire sequence of events on TV at home with his wife.

“It chilled me at that time, and it chills me to remember that time,” he said.

LOCAL 9/11 SURVIVOR Retired U.S. Navy Capt. William Toti was at Pentagon when American Airlines Flight 77 crashed inside on the morning of Sept. 11, 2001.

It’s a day he remembers vividly, and one he’s recounted several times, including to the Ormond Beach Observer in 2020.

A total of 125 people were killed inside the Pentagon that day, plus all 64 passengers aboard Flight 77. Toti lost friends that day too. And yet, he spent a lot of time trying to help anyone he could find.

Toti has appeared in a 2016 PBS documentary titled

WHAT CAME AFTER

Following the events of 9/11, the spirit of volunteerism increased in first responders, said Godfrey.

Everybody wanted to do something. He saw an America that came together.

“We wanted closure,” Godfrey said. “We wanted to know what happened and how did it happen, and when I think about it today, I still think of all the families.”

For about a year after 9/11, Putnam, who is a member of veteran organization Team Red, White and Blue, also saw an increase of people joining the military.

In 2003, he was part of an advisor team that was deployed to Iraq.

They lived with the Iraqi military, trained them and witnessed how their culture functioned.

Then on Aug. 23, 2004, he and a fellow sergeant were with Iraqi soldiers as they escorted representatives of American government agencies when his sergeant was shot. He died in Putnam’s arms, and then Putnam himself was shot in the chest.

After his recovery, he completed another 14 months in Iraq followed by two later deployments to Afghanistan. In total, he served five years in Afghanistan and Iraq, and in that time, he lost a lot of soldiers. The sergeant that died in his arms in 2004 wouldn’t be the last service member he held as they took their last breaths. It wouldn’t be the last he held as they lost limbs.

There were times he thought he wouldn’t make it home. But he did.

20 YEARS IS A LONG TIME

“9/11 Inside the Pentagon,” a 2020 History Channel documentary titled “9/11: The Pentagon” and a 2021 National Geographic six-episode series titled “9/11: One Day in America.” He appears on episode 3, and the series is available to stream on Hulu.

The recent collapse of the Afghan government, allowing for Taliban fighter to take the capital following the the U.S.’s withdrawal, has affected many veterans who served there, Putnam said.

Unfortunately, it didn’t come as a surprise; he suspected this would be the outcome all along.

Twenty years fighting a war is a long time, he added.

“There’s a lot of people that have sacrificed a lot,” Putnam said. “There’s a lot of families out there that no longer have anybody and particularly with what’s going on right now, you really do wonder if it was all worth it.”

The 10th-annual Ormond Beach Celtic Festival — usually held each spring during the third week of April — has finally arrived.

Clans, pipers and Highland Games athletes will gather on Sept. 11 and 12, at the traditional spot in Rockefeller Gardens and Fortunato Park for two days of folk music, food, and fun from the seven Celtic nations and beyond.

The festival occupies two downtown parks along the Halifax River and fills them with four music stages, a Highland Games, clans and Celtic societies from throughout the region as well as a host of other activities. The weekend attracts more than 8,000 locals and visitors each year. Admission is $10 each day for adults. Children 12 and under are admitted free. Tickets are available at the gate or online at buytickets.at/ormondbeachmainstreet. There is plenty of free parking, including free offsite parking with a free shuttle service to allow everyone access to the Festival activities.

Off Kilter, the popular Celtic Rock band, will headline both days of the event. The band is a unique blend of traditional Celtic tunes and songs with a rock

twist, popular covers arranged with a Celtic rock feel, and original songs using everything from the bagpipe to the electric guitar.

After an 18-year run as one of the most popular bands at Walt Disney World, they currently tour the country.

In addition, the festival’s two pipe bands, Rosy O’Grady’s Highlanders and the city of Mt. Dora Pipers, lead daily parades by all the attending clans and fill the air with the sound of bagpipes.

On Saturday, dress in your best costume — be it princess, pirate, kilt or armor — and compete to be the Wee Lady and Chieftain of this year’s festival. The competition is open to children between 6 and 9 years old.

On Sunday, be sure to be there for our annual Dog Parade. All breeds are welcome! Just bring a donation or food for the Halifax Humane Society and your dog will be entered in the parade.

here were a lot of potential distractions heading into the Mainland-Flagler Palm Coast football game: Mainland coach Travis Roland returning to the school where he coached the past four years; FPC coach Robert Paxia taking over at his alma mater.

Bulldogs linebacker Jason Browning Jr. decided to fix his attention on one thing.

“There were so many things going on,” Browning said. “I just mainly tried to focus on one. I was playing for Nehemiah Gilyard. He was supposed to be right next to me this game.”

Gilyard died in a single-car crash on Feb. 14. His No. 17 jersey was brought out to the field and placed on the bench at Sal Campanella Stadium. The Bulldogs went on to score 17 points in the first quarter and held on to defeat Mainland 17-13 in the delayed season opener on Sept. 3.

“We made the decision that he was going to play with us in the off-color jersey,” Paxia said.

“Today you saw the gray jersey No. 17 come with us. It stayed on the bench with us.

“His younger brother (Elyjah Gilyard) wears 17. I felt like if somebody was going to get to wear that jersey I thought it should be his little brother. We’re going to carry (Nehemiah’s jersey) every week. It will be our off-color variant for each game.”

Nehemiah Gilyard was a middle linebacker. Dedicating the game to their fallen teammate, the Bulldogs’ defense rose to the occasion. They recorded nine sacks and two interceptions and stopped a potential game-winning drive by the Bucs in the final minutes. Browning had four of the sacks.

“He was a very close childhood friend of mine,” Browning said of Nehemiah. “I grew up playing football with him. (Focusing on him) helped clear my head of all the complex, stupid things. I never tried to antagonize (Roland) or do any showboating in front of him, because that’s not what I was there to do.”

FPC’s Ashton Bracewell had an interception, a couple of sacks and a key pass breakup on the Bucs’ final drive. He started the game at linebacker and moved to safety in the second half.

“We’ve had to use him in multiple positions,” FPC defensive coordinator Brian Cox said. “He’s played outside linebacker, safety.

He played (defensive) end a little bit last year. He just comes in, works hard every single day. He wants to be a great player.”

Roland appreciated Bracewell’s work ethic too. And, despite the loss, he was pleased to see his former player have an impactful game.

“Ashton’s one of the best kids, just personality-wise,” Roland said. “He’s a great person, works hard, lifts weights hard. He used to be really hard on himself, and I told him, ‘Ashton you’ve got a lot of time.’ He’s only a junior. He’s going to be a D-I player.”

The 6-foot-3, 190-pound Bracewell wanted to have a big game in front of his former head coach.

“That was my mentor,” he said.

“When I came in Coach Roland (put) me at DB. Being able to show him what I can do at safety too, that’s what he taught me, so I felt good about it.”

LOOKING AHEAD

Paxia told his players after the game, “Winners find ways to win, and we found a way. But this cannot be our Super Bowl. We have nine more (games).”

The Bulldogs (1-0) host Atlantic (0-2) on Friday, Sept. 10.

Roland, meanwhile, was pleased with the way his Bucs battled back.

“We fight,” he said. “We fought back and had opportunities.

We’ve just got to capitalize on them. That’s a really good football team we played. I knew what kind of team I left. I left a really good football team. They run the ball well. They’ve got a really

Dancing to the pregame music may not be a typical volleyball warmup drill, but it appears to be working for Seabreeze High School.

After losing their first four matches of the season, the Sandcrabs adopted a new strategy: Stay loose, play with high energy and have fun. The result: They won road matches on consecutive nights against St. Augustine and Flagler Palm Coast to improve to 2-4.

“We talked after the last loss (3-0 to Father Lopez on Aug. 31) and we said, ‘Let’s go out there and have a lot of energy and not worry about losing,’” coach Sara Swayze said.

“We’re just playing the game that we love,” she said. “So far that’s working.”

Median sales prices rose again as Daytona Beach home sales dipped for the first time in months.

An analysis of Daytona Beach Multiple Listing Service data by Wyse Home Team Realty showed that 510 existing single-family homes (detached) were sold in the Daytona Beach area during July with a median home sales price of $326,250. The sales are 8% lower than the number of homes sold in June. It’s 16% lower than the number of home sales in July 2020, and 3% lower than in July 2019. Sales volume was down slightly from June but was 4.5% higher than July 2020, when home values were lower.

The median sale price rose 21% from July 2020 and was almost 2% higher than in June. Year to date, home sales are up nearly 12% and the median home sales price is 19.5% higher than the same seven-month period in 2020.  July 2021: 510 sales, $206,191,910 sales volume, $326,250 median sales price.  July 2020: 609 sales $196,941,537 sales volume,

JOBLESS CLAIMS TICK UP, AS RELIEF PROGRAMS END Jobless claims in Florida inched up for the second consecutive week, as two federal unemployment-aid programs tied to the COVID-19 pandemic came to an end The U.S. Department of Labor on Thursday, Sept. 2, reported an estimated 8,270 first-time unemployment claims were filed in Florida during the week that ended Aug. 28, up from a revised count of 7,977 for the week ending Aug. 21.

Another federal program, which provided $300 a week to unemployed people in addition to state benefits, was halted by Gov. Ron DeSantis’ administration in June.

“Florida businesses and employers are hiring across the state and need unemployed Floridians to return to the workforce,” the state Department of Economic Opportunity said in a recent news release that addressed the upcoming expiration of the other programs. “There continues to be many job opportunities available for Floridians throughout the state, with more than 545,000 jobs posted online.”

But Andrew Stettner, a senior fellow at The Century Foundation, a progressive New York-based think tank, cautioned that the expiration of federal benefits nationally will “suck out $5 billion in spending from the economy each week.”

“Based on numerous studies and data from states cutting off benefits early, we know that this sudden expiration will not spur hiring, but rather rob the economy of critical consumer spending,” Stettner said in a prepared statement. “And, with eviction protections ending at the same time, long-term unemployed workers are now vulnerable to lasting economic damage.”

The programs that expired Monday offer up to $275 a week to people ineligible for state unemployment compensation and extend the weeks unemployed people can receive benefits. They stem from the CARES Act federal stimulus law and have provided more than $5.56 billion to Floridians.

Since mid-May, Florida has averaged fewer than 10,000 new claims a week.
