Sidewalk banding project moves forward

OMAM to get more city funding

The city’s downtown district will soon feature new decorative sidewalk banding, a $2 million project that the city plans will begin in early 2022.

At the City Commission meeting on Tuesday, Oct. 5, commissioners voted 3-2 on the consent agenda item to move forward with a beigecolored concrete and coquina shell banding. Commissioners Dwight Selby and Rob Littleton voted against, as they favored Ormond MainStreet’s recommendation to go with an “Etruscan tile” colored concrete with coquina shells.

The commission also voted 4-1 to seek a final bid from A.M. Weigel Construction, with Selby voting against as he felt the high project cost meant the city should go out to bid.

Planning Director Steven Spraker said that going with A.M. Weigel would reduce construction time, and that the city was sure they would do the job well.

A final unanimous vote also directed staff to add decorative concrete banding where pavers currently exist along John Anderson Drive and the sidewalks connecting to West Granada Boulevard along Beach Street, Bovard

The City Commission voted 3-2 to increase annual funding by 50% for the Ormond Memorial Art Museum; funding will increase from $48,640 to $72,960.

City Commissioner Troy Kent and Mayor Bill Partington voted against, as both stated concerns over the steep increase. The funding request was made because the renovations to the museum, which will add more square footage, are anticipated to incur additional costs to maintain insurance and operate the museum, according to city staff documents.

“This has been a frustrating project for me to watch,” Mayor Bill Partington said.

“First off, I don’t think I really understood it. I thought it was like a complete replacement of the sidewalks, and it’s not. It’s strictly streetscape banding.”

Partington said he hated the fact this project was going to cost $2 million, but that he felt like going with A.M.

Weigel was the right choice instead of going out to bid, as construction costs could keep rising.

A.M. Weigel is the one the city worked with to construct the mock-ups, located along North Washington Street by the Ormond Beach Chamber of Commerce building.

The city plans to bring a final bid to the commission in November. It anticipates the project would start in January 2022 and take six months.

“I think the majority of people are going to be in agreement that things need to slow down over there so that it’s safe for pedestrians.”

Consultant to study airport land The City Commission unanimously approved a work authorization for GAI Consultants, Inc., to provide a conceptual planning and land use study of the former Riverbend Golf Course property.

The consultant will supply the city with options for the property, to cost $57,000.

There will be opportunity for public input.

Shanahan’s and Hayes’ evaluations Both City Manager Joyce Shanahan and Randy Hayes earned high marks from the commissioners.

Hayes averaged 4.94 out of 5, and Shanahan averaged 4.93 out of 5.

Ormond Beach Police hold retirement ceremony for K-9 Kane

t 5:26 p.m. on Wednesday, Sept. 30, Ormond Beach Police K-9 Kane’s call sign, 10-K92, was said in farewell once over the radio.

After eight years of serving on the police force and over 673 deployments, the 9-year-old German shepherd’s contributions to the department were celebrated in a retirement ceremony attended by fellow officers, law enforcement officials from other agencies, and members of the community. K-9 Officer Justin Hyatt and Kane walked into the ceremony, held in the Police Department’s training room, to a crowd that overwhelmed the space; several people stood in the doorway during the ceremony.

Police Chief Jesse Godfrey said this was his first K-9 retirement ceremony. It was arranged quickly, as Kane will soon lose his battle with terminal cancer.

“Kane is retiring with

honor, dignity and most importantly, in a compassion-filled environment surrounded by those who love him off- and onduty,” Godfrey said.

Kane was born on Feb. 28, 2012, and was brought to Ormond Beach from Germany after he was purchased. He began serving on the police force in January 2014, when he was assigned to now-Detective Thomas Garcia.

Kane was reassigned to Hyatt in November 2016, and the two have been inseparable since.

K-9, and this bond is unbreakable and it’s part of his family,” Godfrey said.

KEEPING STREETS SAFE

While his favorite thing to do is “find drugs and get paid with his Kong toy,” a description that won a few chuckles from the crowd, when off-duty, Godfrey said Kane enjoys watching over his human baby siblings, playing fetch, and hanging out with his German shepherd brother Cooper.

But when he and Hyatt were on duty, they got to work. Kane is trained in narcotic detection, and on May 13, he helped in the arrest of a 32-year-old Ormond Beach man who was charged with four felonies for being in possession of 48 grams of fentanyl, 18 grams of methamphetamine, and 3 grams of cocaine, after he was involved in a crash while driving under the influence. Once deployed, Kane circled the vehicle until he arrived to the front passenger door, and the drugs were discovered in the passenger side center console area. Hyatt also found over $10,000 in cash in the vehicle’s glove box.

That was one of Kane’s major cases, Godfrey said.

Throughout his career, Kane assisted agencies including the Florida Highway Patrol, Holly Hill Police Department, Volusia Sheriff’s Office, Port Orange Police Department and Daytona Beach Police Department. In 2019, he was nominated for the Crimestoppers Officer of the Year award, and in 2020, was recognized as the “Most Improved K-9” at the 23rd-annual K9 Explosives and Drug Detection seminar.

He’s a good boy, said Ormond Beach Police Capt. D.W. Smith.

One of Smith’s roles is to sign all the K-9 logs detailing the narcotics and paraphernalia seized, and Kane’s contribution has been “tremendous” he said.

“It’s a testament to how valuable Kane’s career has been and

how much he truly protected the city of Ormond Beach,” Smith said. “He kept all of that out of our city.”

TOUR OF DUTY IS COMPLETE

From a large bone gifted to him by City Commissioners Susan Persis and Rob Littleton, a commemorative plaque presented by City Manager Joyce Shanahan and a gift basket from Salzburg Animal Hospital, Kane was sent off honorably. Sworn law enforcement officers lined the hallways of the Ormond Beach Police Department as he and Hyatt exited the building to complete one final drug “bust.”

Hyatt led Kane to a parked silver sedan, and Kane circled it until issuing his final alert: He sat

down and stared intently at the rear passenger-side door. Hyatt rewarded him with his Kong toy, which Kane held in his mouth as officers said their goodbyes, stroking his head and showering him with hugs.

Kane’s call sign, 10-K92, will be retired, to be forever dedicated to his service, said Smith, a revelation that moved Hyatt during the ceremony. At the conclusion, he helped Kane into his patrol vehicle and got in the front seat.

Outside, officers turned on their radios, and heard Kane’s call sign one final time.

“With your tour of duty complete, enjoy the rest of retirement will bring you,” the radio call announced. “10-K92 has logged off.”

“Kane is retiring with honor, dignity and most importantly, in a compassion-filled environment surrounded by those who love him off and on duty.”

About 200 people marched on the Granada Bridge in Ormond Beach on Saturday, Oct. 2, to rally for the right to abortions ahead of the reconvening of the U.S. Supreme Court on Oct. 4; justices will hear a case later this year that could overturn Roe v. Wade.

The local Women’s March protest was one of hundreds held across the United States. It was organized by Daytona Beach resident Christina Quinn, who said she was spurred to action after State Rep. Webster Barnaby, R-Deltona filed a recent bill that aims to block abortion procedures should physicians discover a “detect-

able fetal heartbeat.” Texas has recently passed a similar law.

Quinn said this rally isn’t for her, but for the younger generation: Her niece is 12 years old, and Quinn doesn’t want to see a world where her reproductive rights are being infringed upon.

The turnout surprised her; she was hoping for 50 people to show up.

“That really motivates me because if we don’t speak up, then nothing is ever going to stop,” Quinn said. “They’ll just keep pushing on our rights as women, making us second-class citizens again.”

Pedestrian safety, speed management projects in the works FDOT eyes safety projects for A1A, West Granada Boulevard and Nova Road.

These are three improvements under consideration for the Florida Department of Transportation’s proposed roadway projects for A1A, Granada Boulevard and Nova Road. FDOT met with the Ormond Beach City Commission on Tuesday, Oct. 5, during a workshop to present the potential improvements and get feedback.

The three different road projects aim at increasing the safety of both pedestrians and motorists by implementing speed management and pedestrian safety measures, such as the construction of raised crosswalks that would function like speed tables.

“We listened to what the vision was because it’s important that DOT’s projects fit within the vision of our communities,” said John Tyler, director of operations for FDOT’s District 5. “If they don’t, then we’re not doing our best work.”

REVISITING A1A PROJECT

In December 2020, FDOT presented the community with a $3.3 million pedestrian safety project that would impact A1A from Milsap Road to the intersection

of East Granada Boulevard. The project proposed new crosswalks, but also concrete medians to prevent left-hand turns, a suggestion that was not received favorably by business owners — many belonging to Restaurant Row, a local nonprofit organization that aims to band beachside restaurants together — in that corridor.

They feared the turn restriction would impact business, as people could be less willing to complete a U-turn to eat or shop at their establishments.

At the time, commissioners also raised concerns about the medians, saying U-turns in that area of A1A are not easily done.

DOT went back and revised the scope of the project, significantly reducing the number of directional medians.

According to the project description, FDOT plans to construct “a raised median within the existing two-way left turn lane, providing directional median openings at several locations to improve safety along the corridor.

Six new pedestrian crossings with rapid flashing beacons, like the one in front of the Grind Gastropub at 49 W. Granada Blvd., will be built at: River Beach Drive, Rockefeller Drive, Arlington Way, Seminole Avenue beach approach, Osceola Avenue and Beach Place.

The crosswalks at Milsap Road, Benjamin Drive, and north of Bosarvey Drive will be raised.

FDOT is also considering modifying the lanes at the intersection of A1A and East Granada Boulevard, but project manager

STILL UNDER STUDY

Two other road projects were discussed at the workshop, but neither are as far along as the A1A project.

FDOT is looking at ways to manage speed on West Granada Boulevard from U.S. 1 to A1A. The scope of this project includes a speed study, which is currently underway, as well as a reduction in lane widths and curb shifts. It would also modify the mid-block pedestrian crosswalk in front of the Grind Gastropub at 49 W. Granada Blvd. so that it lines up straight across, rather than the existing zig-zagged design. FDOT is also exploring adding two new crosswalks on East Granada Boulevard.

The second project would target Nova Road, which was deter-

mined to be a dangerous road for pedestrians in 2016. Several fatalities have since occurred in the stretch of Nova Road from West Granada Boulevard to Main Trail.

FDOT is still studying this project, but it is considering raised medians to facilitate mid-block crosswalks and the repurposing of lanes, which could reduce it from six to four lanes.

With the commissioners’ support, FDOT plans to explore the Nova Road project further.

“On social media, they’ve dubbed it the Nova 500,” Mayor Bill Partington said. “It happens every single day, and so when your residents are talking about excessive speeds like that throughout your city ... I think the majority of people are going to be in agreement that things need to slow down over there so that it’s safe for pedestrians.”

L ET TERS Conversations with Federal Aviation Admininistration Dear Editor: At our last Civil Discourse/ Common Ground meeting on the Ormond Beach airport runway extension, those who were in attendance on both sides of the topic decided to move on to another format to promote their cause. As the moderator, I was asked to relay my conversation with Amy Reed, of the FAA, to all concerned.

Reed is the primary coordinator of the reviewing board for the environmental assessment. She said that the plan for the extension has been approved, but not the pending project. The pend-

ing project is now subject to the completion and approval of the environmental assessment to be submitted by the city of Ormond Beach.

Ms. Reed says the environmental assessment is an extensive document, with questions to be answered regarding environmental considerations for extending the airport runway.

She explained that this is not discretionary on her part.

After reviewing the form, Ms. Reed can send the report back to the city if there are issues, and ask for changes in the plan to comply with federal regulations. If it’s then in compliance, there will be a 30-day period in which the public may review the document and there will be

a well-advertised public hearing. She emphasized that the report and hearing shall be advertised more than is minimally required and the community will be widely informed.

When asked how long this process will take to complete, Ms. Reed could not give an exact time table, and has not yet received the environmental assessment from the city, but said it could take up to a year. She suggested that we direct questions to our airport coordinator, Steven Lichliter. I called and talked with Mr. Lichliter, and he will respond to questions from citizens, asking that they be in writing through email and he will reply by email.

It is noteworthy to me as moderator of Civil Discourse that, unless those on both sides of an issue are willing to listen to the

other, there will be no understanding reached regarding the issues involved. One suggestion I received when talking over the seeming resistance to finding common ground in regard to this and other issues, was to have a public debate, using those trained in this process to present the various viewpoints. It appears that the polarization of issues of public interest does not allow for the all-important part of communication to occur: listening to one another.

CEREMONY FOR NEW FIRE TRUCKS On Sept. 9, the Ormond Beach Fire Department celebrated a push-in ceremony for its two new fire trucks at Fire Station 92.

A push-in ceremony is a fire service tradition where firefighters wet a new vehicle with water, which is a practice that dates back to the late 1800s when fire companies used horse-drawn equipment, according to an email

According to a press release, IMPACT meets monthly to discuss its goal of making a difference in the community by giving back, and to choose a local nonprofit to support. Leighann Greco, community relations director at Benton House of Port Orange, hosted a donation drive-by at Benton House, in collaboration with Trilogy Health Services and

Vitas Healthcare.

To encourage participation, Benton House partnered with Fire House Subs to provide a box lunch to everyone who dropped off donations. These donations were then donated to Food Brings Hope.

FBH Executive Director Judi Winch was “overwhelmed with the generosity of IMPACT’s members.”

“IMPACT has grown over the years, and we are thrilled that this allows us to donate to more non-profits such as Food Brings Hope,” Greco said.

The Volusia County Council supports renaming the park to “Reid B. Hughes State Park.”

The Volusia County Council unanimously passed a resolution on Tuesday, Oct. 5, to support changing the name of North Peninsula State Park to honor a “true champion of conservation,” as described in a letter to the Florida Park Service.

The request to rename the park to the “Reid B. Hughes State Park” was brought forward by former County Councilwoman Pat Northey and Clay Henderson, the executive director of Stetson University’s Institute for Water and Environmental Resilience. Hughes, a local businessman and longtime supporter of environmental efforts, died on July 3. Henderson wrote a letter to Eric Draper, the director of the Florida Park Service, detailing the contributions Hughes made over his lifetime to the three local state parks: Tomoka State Park, Bulow Creek State Park,

and North Peninsula State Park, referred in the letter collectively as the “Tomoka Geo-Park.”

Hughes became involved in conservation while working with Walter Boardman in the late 1970s as they worked to limit the Halifax Plantation development. Over the years, their advocacy led to the preservation of almost 6,000 acres for what would become the three state parks, 500 acres of which was obtained in 1984 when Hughes, Boardman and Leonard Wirsig sought to protect land in the north peninsula.

He also campaigned for the protection of the Loop. according to Henderson’s letter.

“For this extraordinary record of conservation, it is altogether appropriate that the Florida State Parks dedicate some portion of the Tomoka Geo-Park to the memory of Reid Hughes,” Henderson wrote. “Both the Tomoka and Bulow names are historic and should not be

touched. On the other hand the name ‘North Peninsula’ is merely a handy reference to a local area without any specific historic significance.”

County Councilman Ben Johnson said those who knew Hughes knew he did a lot for the community.

“He always stepped up to the plate,” Johnson said. “He put his money where his mouth was, but more than that, work where it was needed to help this county.”

PLEADING THE FIFTH 5:11 p.m. — Intersection of North U.S. 1 and Wilmette Avenue DUI. Police arrested a 45-yearold Ormond Beach woman who caused rear end car crash while driving under the influence, and then fled the scene on foot.

Officers located the woman in a grassy area in front of local businesses, and when asked what happened, the woman “plead the fifth” and refused to answer questions.

Once at the police department, she claimed “that her father is a cop and will wipe the floor with us,” the report states.

She was taken to jail.

GROSS ENCOUNTERS 12 p.m. — 800 block of South Atlantic Avenue Vandalism. Human feces was found on an automated external defibrillator at a local park.

The machine, had been taken from its case, and left on the ground. Police couldn’t determine who removed the machine, as there are no security cameras on the property.

BEWARE OF A MAN IN A RED MUSTANG 7:47 p.m. — Intersection of Harvard Drive and Marvin Road Sex offense. A 26-year-old Ormond Beach woman called police after a man in a red Ford Mustang exposed his genitals to her while on a residential road.

As the victim walked by the stopped vehicle, the man, described to a Caucasian man in his 30s, asked for directions to Ridgewood Avenue, and also asked if she had a boyfriend.

The man exposed himself while he held cash in one hand and offered to pay her to watch him. Several neighbors were made aware of the incident, which occurred in proximity to a high school.

he Alligator Reef Lighthouse always had a special attraction for Seabreeze High School senior Brody Ochipa.

On trips with his family to the Florida Keys, he would snorkel around the reef off Islamorada and look up at the 19th-century lighthouse.

The locals in the kayaks get ready for the start of the race.

When he learned that there was an 8-mile ocean water swim race out to the lighthouse and back, he was intrigued.

“I thought it would be pretty cool if I could swim all the way out there,” Ochipa said.

But swimming 8 miles through strong currents, high surf and jellyfish blooms seemed too tall an order for a first attempt at a major open-water swim, so Ochipa recruited two other Seabreeze students and a recent graduate to form a four-person relay team.

Ochipa, Faith Partington, Delaney Kimble and Collin Alexander completed the grueling “Swim for Alligator Lighthouse” on Sept. 11 in 6 hours and 48 minutes.

The website, swimalligatorlight.com, describes the race as a “tropical open water swim not for the faint of heart ... you will encounter stunning (for some stinging) and beautiful marine life.”

Proceeds of the annual event go to the nonprofit Friends of the Pool to provide scholarships for high school swimmers and to help preserve and restore the Alligator lighthouse and other aging lighthouses off the Florida Keys.

Kimble took the second leg, and, with the current getting stronger, she went over the 45-minute limit the four had placed on themselves.

“I did (the third leg) in 35 minutes,” Ochipa said. “And I realized the current was a lot stronger, the waves were picking up and the wind was picking up.”

Alexander was right on pace on the final leg going out, Ochipa said, but a swarm of moon jellyfish came in with the tide as Ochipa was getting out of the water.

“Collin was three-fourths done when he got stung really bad,” Ochipa said. “They came in like walls almost. With a wave, a good one hit him in the chest. We pulled him out and put vinegar on the sting.”

Partington took over and swam around the lighthouse. As the current and wind strengthened, it not only got harder to swim but harder to paddle the kayaks. The buoys marking the course were being blown southward.

The pack also does a variety of service projects for the community, including taking care of Riviera Park. Recently, the Scouts walked in the city of Ormond Beach’s 9/11 Remembrance Walk alongside first responders.

“We’re always looking for ways to give back,” Mancuso said.

“We’re always looking for ways to have the kids learn about service. That’s really a cornerstone of what Scouts is all about.”

65 years in the community Ormond Beach Cub Scout Pack 74 has been around for a long time — 65 years, to be exact, a milestone marked by the pack’s first annual meeting and flag retirement ceremony, held at Oasis Church on Friday, Oct. 1.

Leading one of the oldest packs in the state, Pack 74 Cubmaster Sarah Mancuso said what makes this year especially meaningful is the fact that the pack was able to remain active through the pandemic. It wasn’t easy; COVID-19 meant the pack’s recruitment was down, and for its existing Scouts, many virtual meetings to stay connected.

“It was really, really hard, but we were able to make it through, and we’ve been able to make it through all of the difficult times,” Mancuso said. “We’re just excited to get back to some semblance of normal in Scouting as much as possible, and so tonight is really about that restart.”

Present at the ceremony was Ormond Beach Police Capt. D.W. Smith, a former Pack 74 Cub Scout himself. He looked over the small crowd as the sun set, and reminisced about his own experiences.

ravis Roland has been attending MainlandSeabreeze football games since he was 4 years old.

He’s played in the game.

He’s been on both sidelines.

When he was coaching at Flagler Palm Coast the past four years and couldn’t watch in person, he caught up on video.

As a Mainland sophomore in 2001, he was on the field when the Bucs won in overtime. “We won at this end zone,” he said pointing to the west end zone at Daytona Stadium. As a junior, with his team ranked No. 1 in the state, the Bucs got drubbed, 52-20. “We got our brains beat in,” Roland said.

Roland was even an assistant coach with Seabreeze in 2010, the last time the Sandcrabs defeated the Bucs. His job was to help his

“I bleed blue and gold through and through,” he said, minutes after his Bucs knocked off Seabreeze 35-22 on Oct. 1, in Roland’s first MainlandSeabreeze game as the Bucs’ head coach.

Of all the games between these two rivals that he’s witnessed, the latest soared to the top of his list of favorites.

“For me it’s at the top, because I get to watch the kids smile and be happy, and that’s the best part of being a coach,” he said.

NATIONWIDE ATTENTION

Mainland won its 11th in a row against Seabreeze and its previous four had all been shutouts, but that dominance did not stop the the Great American Rivalry Series from making it one of its five national featured games of the week.

The Sandcrabs quickly ended any chance for a fifth straight Bucs shutout as Toma Pouncey scored on a 4-yard run on the game’s opening drive. The teams exchanged blows throughout the first half, validating the Great American Rivalry Series’ presence.

But as the Sandcrabs moved inside the 5-yard line, down 20-14 in the final minute of the first half, Mainland defensive back Kalyb Evans stripped the ball, scooped it up and sprinted 97 yards for a touchdown to put the Bucs up 28-14 and deflate the Sandcrabs’ bubble.

“We had two defenders tackling him and he wasn’t holding the ball high and tight,” Evans said. “I just took the ball from him and I didn’t look back. And I kind of regret it too, because I could have slowed down.”

Mainland running back Isaiah Gordon was named game MVP after rushing for 163 yards with three touchdowns.

While Seabreeze’s Blake Boda passed for over 300 yards and two touchdowns, the Sandcrabs couldn’t over Isaiah Gordon’s 163 yards rushing and three touchdowns.

Gordon was named the Great American Rivarly Series’ game MVP. The Bucs committed to the running game after switching quarterbacks during the week with senior Jonathan Campbell starting over sophomore E’Zaiah Shine, who is more of a drop-back passer.

“Jonathan gives us a little more stability,” Roland said. “E’Zaiah is still going to play. He’s a talented, young player. But we’ve got to play to our strengths, and right now it’s easier (to run the ball).”

Before the game the Great American Rivalry Series presented Seabreeze’s Tommy Bunch and Mainland’s Nick Antione with team Scholar-Athlete Awards.

Seabreeze (2-4) returns home Oct. 8 with its Homecoming game against Father Lopez (3-2). Mainland (2-3) plays a Thursday night game, Oct. 7, at Palm Beach Gardens Benjamin (4-1).

The Seabreeze Sandcrabs girls swim team continued their reign of the lanes against the New Smyrna Beach Barracudas at the Aqua Park pool Wednesday, Sept.

29, placing first in all 11 events and improving the team’s combined record to 3-1 for the season.

Team captain Clare Cassidy swam the backstroke leg of the 200-yard medley relay helping the Sandcrabs to their first win of the afternoon. Cassidy rounded it off with a win in the 50 and 100 freestyles and an assist in the 200 free relay. She has been one of the top sprinters in the area for the past three seasons.

The boys’ team captain, Andrew Randolph, came in 20 seconds faster than his Barracuda opponent to win the 500 freestyle and helped his team prevail in the 400 free relay, but it was not enough to get the win for the Sandcrabs. The Barracudas won 99-71.

He began his own swim journey in elementary school on the Daytona Beach Speed team with coach Kristen Lochte-Keeler, Olympic swimmer Ryan Lochte’s sister. He swam for Spruce Creek High School then went on to swim for Florida Tech in Melbourne.

“Swimming is a wonderful sport that you can do your entire life,” he said. “It is great that part of my job is getting to share a sport I love with such amazing kids.”

Saudamini and Indravadan Shah, of Ormond Beach, sold 770 John Anderson Drive to Luis and Marcy Machado, of Ormond Beach, for $1.92 million. Built in 2000, the house is a 4/4.5 and has a fireplace, boat dock and 5,288 square feet.

Mitchell, of Ormond Beach, for $150,000. Built in 1986, the condo is a 2/2 and has a fireplace and 1,000 square feet. It sold in 2017 for $70,800.
