On Jan. 25, a cardboard box containing five puppies was left outside the Halifax Humane Society animal shelter. All of the puppies needed immediate medical attention.

Unfortunately, one died before the puppies could be transported to an emergency veterinary clinic. The remaining four received blood transfusions and are undergoing medical treatments for parasites. They will be placed in foster care in hopes of a full recovery.

Regal Cinemas property to be divided for redevelopment

The new owners of the former Regal Cinemas movie theater at 215 Williamson Blvd. were granted on Feb. 1 a rezoning of 12 acres, as well as a development order, to develop the property. The agenda items passed 4-0, on second reading.

The land had been zoned B-8 Commercial and was annexed into the city in 1995, to enable the construction of a 12-screen, 2,300-seat theater. Due to the pandemic, the theater closed a year ago and was purchased by an LLC called 215 Williamson Investors. The new owners have now been granted a more flexible zoning, Planned Business Development.

City documents call the current site development “unique,” with a 36-foot greenbelt buffer along Williamson Boulevard, two stormwater ponds, a large parking area, with 620 spaces.

The applicant said the property is not ideal for a big-box retailer and plans to divide it into five parcels, requiring relocation of retention ponds, for redevelopment.

Detective Garcia named Officer of the Year

Bonarrigo appointed

Detective Thomas Garcia, a 12-year veteran of the Ormond Beach Police Department, was recognized as the Volusia County Crime Stoppers Officer of the Year in September 2021. He and his family were honored at the City Commission meeting Feb. 1, 2022.

“We have the best of the best here tonight,” said Crime Stoppers Board member Ed Fuller.

“We’re proud of you,” Chief Jesse Godfrey said. “You’re shining tonight.”

Among the cases cited by Crime Stoppers was a burglary at a phone store. Garcia was able to track down the burglars in Houston and link them to a string of other similar burglaries around the state.

Barbara Bonarrigo, a 24-year resident of Ormond Beach, was appointed as an alternate member of the Board of Adjustment and Appeals, filling the spot vacated by Anthony Britto. Her term ends Jan. 2, 2023. Bonarrigo was formerly a candidate for County Council.

“I’m quite honored,” Garcia said in a phone interview after the meeting. “It’s a pretty prestigious thing to be recognized. There were a lot of deserving candidates.”

He also praised the officers he works with. “I’m not a one-man band,” he said. “It’s really the team work of the unit that pulls these cases together.”

Capt. Chris Roos, who sponsored Garcia for the award, called him tenacious and relentless.

“He never gives up on the smallest, most remote possibility of that one thing that might lead to solving a case,” Roos wrote. “ ... He continues to evolve as an investigator, always questioning and never accepting ‘you’ve done everything you could.’”

At the commission meeting, Garcia led his daughter, Dylan, by the hand and posed for a photo with his wife, Amanda; and his children, Jaxon and Dylan.

As the meeting concluded, Commissioner Rob Littleton said he had gone on a ride-along with Garcia, calling him “a work horse.”

“He goes above and beyond, and the city of Ormond Beach is lucky to have him,” Littleton said.

Mayor Bill Partington said he has followed Garcia’s career through the years. “It’s been amazing to see him develop into a quality, sworn officer,” Partington said. “For Detective Garcia to win, it’s an honor for him, and it reflects so positively on the city of Ormond Beach.”

CDBG improvements The City Commission awarded $151,165 of Community Development Block Grant dollars to install a 4-foot-wide sidewalk on the west side of South Washington Street from Live Oak Avenue to Division Avenue.

The city also awarded $22,500 in CDBG funds to Hope Place to help with operational costs.

T

he Ormond Beach Chamber of Commerce annual installation banquet was a sold-out affair held amid the glitz and glam of the Hard Rock Hotel Daytona Beach on Friday, Jan. 28.

Despite a year fraught with COVID disruptions, the Chamber of Commerce experienced the highest increase in membership growth in over five years. There are currently 632 members, and 114 are new.

“When the year started, we were coming out of one of the most difficult years and most challenging,” past chairwoman Billie Jo Kaler said.

“My goal was to focus on membership and development.”

Chamber CEO and President Debbie Cotton touted the outgoing chairwoman for her enthusiastic leadership and passion for her community. During her tenure, Kaler’s drive has strengthened the chamber’s programs. One example is the Rob Ridder Scholarship program, formed in 2014. The chamber was able to give away six $1,000 scholarships to seniors in Volusia County because Kaler successfully raised the goal from three scholarships to six.

“She has that let’s-get-it-done drive, or as she would say, ‘Steam roll, Debbie, we’ve got this,’” Cotton said.

The chamber had 30 events with 1,700 attendees, 880 member referrals, 53,000 visitors through walkins and calls and 16 business ribbon cuttings.

Kaler is proud of the successes during her year as chair, but is looking forward to being able to take a step back and give 100% to the programs she is passionate about without having the title and the inherent expectations. Prior to her year as chair, she oversaw community programs for the chamber and was responsible for the scholarship program, Teacher of the Quarter and the leadership program.

“I’m not even a teacher,” she said.

“I’m a title agent. I push papers. I look at what the teachers do, and I know they have a really hard job.

They’re not appreciated for what they do. I want to continue to support them on a personal level.”

City of Ormond Beach Mayor Bill Partington swore in the Chamber of Commerce’s new Board of Directors for 2022. As he told each of them to raise their hand and repeat after him, he stressed the importance of one particular part of the oath.

“Now, here is the important part,” he said. “‘And strive to make Ormond Beach a better place for all who live, work and visit.’”

Newly installed Executive Board Chairman Don Grindle will take the chamber’s helm this year. Even though he is not a native of Ormond Beach, he has lived here since 1987 when he moved here with his family

from Birmingham, Alabama.

Believing that the Chamber of Commerce was a welcome center and a place where visitors could get the name of a good restaurant, he was impressed with how they advocated for local businesses, both big and small. He knew he had to get involved and joined immediately.

“As we move into 2022, let’s keep our chamber mission in the forefront,” he said. “Advocate for local businesses, develop leaders and focus on development of this wonderful city.”

Awards were also given out at the chamber’s annual installation banquet. “He was only 4 feet long,” she recalled. “He was a little guy.”

The reproductive rate for manatees is low. Manatees are not sexually mature until they are about 5 years old. It is believed that one calf is born every two to five years, and twins are rare. The gestation period is about a year.

Mothers nurse their young for one to two years, during which time a calf remains dependent on its mother.

arrived to assess the situation. She learned that the manatee had likely been separated from its mother and strayed into cold water.

“They don’t know which direction they should go to get away from the cold water,” she said. “Then they get cold stress, and they’ll get frostbite, kind of like we do if we were to go into the snow without shoes on. The tips of their flippers and their nose will get looking [frostbitten], and it’ll just stress them out, and their bodies can’t handle it. If it’s under 68 degrees, they don’t last very long. …

There was no indication of any boat strike or entanglement.”

Howard has admired manatees for years: The Florida native spends a lot of her time on the water helping guide eco tours. For the past four years, she has been paying close attention to the

Manatees are a migratory species. Within the United States, they are concentrated in Florida in the winter. In summer months, they can be found as far west as Texas and as far north as Massachusetts, but summer sightings in Alabama, Georgia and South Carolina are more common. West Indian manatees can also be found in the coastal and inland waterways of Central America and along the northern coast of South America, although distribution in these areas may be discontinuous.

As she watched the volunteers do their work that day, about one year ago, the team encouraged her to volunteer, and she agreed.

“We’re on the side of things where it is sad, but it’s also an opportunity to research and see what happened and how we can prevent it in the future,” she said.

Volusia County created the Manatee Watch program for individuals 16 years or older to observe and report the conditions of manatees in local waterways.

Manatee Watch volunteers document sightings and sketch any specific markings or scars a manatee may possess. This process helps track the local manatee population.

of how manatees are using Volusia County waterways,” said Debbie Wright, Volusia County’s manatee protection program manager.

She added: “The Manatee Watch training is a great opportunity to learn all about Florida’s official marine mammal.”

Howard and other observers have discovered manatees that have been hit by boats. Help from the team arrived shortly thereafter.

“We see the animals on our boats frequently,” Howard said. “We’re out every day on the water, from 8 o’clock in the morning until 7 o’clock in the evening sometimes.”

Now more than ever, manatees are facing hazardous living conditions, as food is becoming more scarce in the waters they inhabit. Manatees can weigh up to 1,800 pounds and must eat 10% of their body weight daily.

“The problem is the pollution in the water right now,” Howard said.

“It’s killing off a lot of the seagrass manatees naturally eat. They are purely vegetation eaters, so they’re always looking for some sort of greenery to snack on.”

According to The News Service of Florida, 1,003 manatees have died in Florida waters in 2021, more than 10% of the estimated population of manatees in the state waters. Nearly twothirds of the deaths have occurred along the East Coast. Last year, the state recorded 637 manatees deaths.

School Board raises Madison Miller named Nonstop teacher starting pay Teacher of the Year flights to D.C. offered Board members said they’d like to raise veteran teachers’ pay next year.

The Volusia County School Board voted 5-0 at a Jan. 25 meeting to approve a collective bargaining agreement with the teacher’s union, the Volusia United Educators.

But even as they did so, some School Board members acknowledged that pay raises resulting from the state Legislature’s move to increase new teachers’ pay have also largely left out mid-career and veteran teachers.

The state in 2020 pushed districts to work to raise teacher starting salaries to $47,500.

Volusia County’s new contract does that, increasing the base salary for a new teacher with a bachelor’s degree to $47,500, up from $44,335 in the 2020-2021 school year.

But the state set aside little money to increase the salaries of teachers who’d been teaching for years, leading to a situation in which some midcareer teachers in some districts are not making much more than the new hires receiving the $47,500 minimum.

“We do have work that still needs to be done,” Volusia United Educators Union President Elizabeth Albert said at the meeting. “You know that we’ve got to do better for our mid-career and veteran teachers as far as salary goes. I have heard your commitment to doing that now that we’re at the $47,500.”

The district also needs to work to raise staff salaries to $15, she said.

“The pathway to $15 for our support [staff], that’s very critically important that we lay that out, and it would be wonderful if we could get there before 2026,” she said.

Shane Story, a second-year teacher, told the board that he felt things

were heading in the right direction, but that he had voted against ratification of the contract because he felt it did little to help the more experienced teachers who’d mentored him and other new teachers.

“Think about how you would feel if you spent that much time in a position, and you look down and see somebody that just got here yesterday, and they’re making almost what you make. That’s depressing,” Story said. “Why would you stay in the same field, or why would you stay in the same county?”

School Board member Jamie Haynes acknowledged the problem, then noted that the district’s ability to raise salaries is limited because of the way the state constrains school district budgets.

Several board members, she said, had travelled to Tallahassee to push the Legislature to allocate more funding for more experienced teachers, with some success — instead of 100% of the Legislature’s allocation going to raises for new teachers, as originally planned, 80% was set aside for new teachers, and 20% for raises for experienced teachers.

“We need them to continue to give us that funding, but now give us the flexibility so that next year … we can raise the salary of our experienced teachers here in Volusia County,” Haynes said.

She urged listeners to contact their representatives in the Florida Legislature.

“Call their office, send them an email, and say, ‘Please allow Volusia County the flexibility next year ... so that they can work on raising the salaries of the experienced teachers,’” she said.

Board member Linda Cuthbert agreed, and noted that step raises for teachers had also ended in 2010.

Legislators, she added, don’t seem to be moved by appeals coming from School Board members.

“They’re not listening to us anymore. We need the general pubic to advocate with us,” she said.

Miller, from Chisolm Elementary, was selected from 70 nominees representing schools countywide.

The weekly flights to DCA will be every Saturday in March and April.

Madison Miller, from Chisholm Elementary, is Volusia County Schools’ new Teacher of the Year. Miller, Chisholm’s Teacher on Assignment, started her career at the New Smyrna Beach school and continues to thrive there.

Miller was selected from 70 nominees representing schools countywide and was one of five finalists for the district award.

She will now represent Volusia in the state Teacher of the Year program.

The VCS Teacher of the Year ceremony, held Sunday, Jan. 23, at the Ocean Center, was an event attended by honorees and friends of public education.

It was presented by AdventHealth, official healthcare champion of VCS, and was co-hosted by FUTURES Foundation and Volusia County Schools.

Miller succeeds Citrus Grove Elementary School art teacher Frank Garaitonandia, who was Volusia County’s 2022 Teacher of the Year and a top-five state finalist.

Madison Miller is a product of Volusia County Schools and continued her post-secondary education in Volusia.

Her undergraduate degree is from Daytona State College, and she’s currently completing a second master’s degree from Stetson University.

American Airlines has announced that it will extend weekly, nonstop flights servicing Daytona Beach International Airport to and from Washington Reagan National Airport through April 2022.

In December, the airline announced it was adding the new D.C. destination for Saturdays in March; the airline has now extended flights through April, with tickets going on sale Saturday, Jan. 29.

“This is great news for tourism in Volusia County, and equally exciting for our residents who now can take advantage of direct flights to our nation’s capital for an extended time,” said Joanne Magley, the airport’s director of air service, marketing and customer experience.

“The route planners with American Airlines have told us the flights for March are already booked on average close to 50%, which is a very positive indicator for the airline. The planners have also said flights are likely to be extended through May as well, which goes to show the demand to travel directly to and from Daytona Beach.”

The weekly flights to DCA will be every Saturday in March and April.

On Dec. 16, American Airlines resumed its daily, non-stop service to Dallas-Fort Worth and Philadelphia. Those seasonal flights ran through Jan. 3 and will return for spring travel March 3 and March 27, respectively. American Airlines also offers multiple, daily nonstop flights to/from Charlotte, North Carolina.

Commissioners have made it perfectly clear they are willing to sacrifice Cassen Park to commercialization. Plans to build a bait house with a kitchen in order to serve food in the park, planning a dining gazebo that will block the river view, considering building yet another dock, supporting using the park to allow access and parking to develop river bottom, planning a water taxi business in the park at the expense of local cab businesses, putting a dock office at the park, and potentially allowing overnight dockage all have been mentioned.

After working on this for years, largely without public input or knowledge, now the commission wants to know what we think?

Do not support Cassen Park boondoggle Dear Editor: Bill Partington Sr.’s response to J.R. Miller’s earlier letter on Cassen Park unwittingly exposes the whole downtown problem, perpetuated by the urban myth that the two Granada blocks west of the bridge will somehow be transformed into a thriving hub for commerce and pedestrian traffic. Millions of city dollars have not achieved this transformation on a crosstown artery that is essentially a freeway, with a dangerous mid-block pedestrian crosswalk.

Partington Sr. admits the public has had no input in the Cassen Park plan developed by the Main Street committee, admits the City Commission decisions on the historic church were taken without public input.

The decisions to install a $1.3 million floating boat dock and a $900,000 bait house were made with no citizen mandate. It’s now too late for public input?

The public workshop Bill Partington Sr. suggests will be nothing more than a meaningless ritual exercise, renewing his long-rejected call for a water-taxi while ignoring our public cry to restore functional boat ramps and boater parking in Cassen Park.

Most people do not want Cassen Park commercialized, and the city giving away this priceless riverfront asset.

The workshop is scheduled for Feb. 8. If you cannot attend, please contact the commission and ask they not to support this boondoggle.

Dear Editor: We are truly blessed to live in Ormond Beach. Our taxes are low, we have very little crime, and we live near a most beautiful beach. We also have a city that does an excellent job of providing first class cultural and recreational facilities such as our youth sports complexes, Central Park, Rockefeller and Andy Romano parks, to name a few.

There are also ongoing maintenance and upgrade programs to keep all our city properties up to date and viable for all of us.

This also includes our municipal airport. In the last few years, the city has expanded taxiways, resurfaced runways and upgraded runway safety lighting. All these improvements are funded through federal dollars since the airport is part of our national transportation system.

The city has been working on a plan to continue these safety improvements by extending the east/west runway by 600 feet.

This extension will improve

safety margins and allow already based aircraft to depart with a full complement of passengers and fuel. This cannot always be done with the current runway length.

There are a few disgruntled individuals — some whom don’t even live in our city — that have been spreading false information about these improvements.

The truth is that these improvements will enhance safety and make our airport viable and attractive to potential companies considering opening facilities here and hiring our local people.

The extension will not bring commercial airline transport planes and freighters. These are some of the lies that have spread.

Let’s keep maintaining and improving all our city’s properties.

POOL CUE ALTERCATION 10 a.m. — 800 block of West Victoria Circle Aggravated battery. A 23-year-old Ormond Beach man was arrested for attacking a 19-year-old man with a pool cue.

The victim told officers that the man drove to his house, got out with the pool cue in hand and began attacking him with it in his garage, striking him several times in the heads, legs and hands. The victim said the altercation was “over a female,” according to the man’s arrest report.

The man turned himself in to police and was taken to jail.

enue at East Ohio Avenue Fleeing and eluding law enforcement, no value driver’s license, marijuana possession. A police officer on road patrol noticed that a silver car heading in the same direction as the officer seemed to be trying to avoid passing the officer’s car.

When both vehicles stopped at a light, the officer checked the car’s tag number and found that it had expired last October. The officer tried to conduct a traffic stop on the car, but it kept driving — at 15 mph.

At first, the officer thought the driver was just looking for a place to pull over, but the car continued on and on, then started to speed up until other officers cut it off from the opposite direction.

Officers detained five people from the car, and found that the 22-year-old driver had marijuana in his pocket, and no driver’s license. He was arrested.

FLEEING SUSPECT TOSSES DRUGS INTO RANDOM PERSON’S OPEN CAR WINDOW 1:12 p.m. —800 block of South Spring Garden Avenue Fleeing and eluding law enforcement, possession of narcotics. A deputy saw a man on a red bicycle leave a food store and cycle out into the middle of the road, into traffic.

The deputy tried to conduct a traffic stop on the bike, but the cyclist fled, then dropped the bike and ran.

As the man fled, deputies saw him “throwing/discarding unknown items into an unrelated civilian’s vehicle, who had the passenger window down,” according to the man’s arrest report.

Deputies caught him and retrieved the items, which turned out to be plastic baggies of marijuana.

When they searched him, he also had narcotic pills on him. Deputies arrested him.

In a move that could refuel fights about election fraud and voter suppression, Florida senators Tuesday, Feb. 1, considered a proposal that would require local supervisors to scour voter rolls each year, add steps for voting by mail and create a state office to probe alleged election irregularities.

The Senate Ethics and Elections Committee will take up the proposal, which emerged Monday as a 45-page rewrite of a bill filed by Travis Hutson.

A full complement of beach ramps — 22 in total — opened once again to vehicles on Tuesday, Feb. 1, marking the start to Volusia County’s annual in-season ramp schedule. The ramps provide access to county beaches, from Ormond Beach south to New Smyrna Beach, with multiple entry lanes at the more heavily trafficked locations.

Ormond Beach Middle School Panthers don’t crawl; they prowl.

On Saturday, Jan. 29, the school held its third-annual 5K Panther Prowl on its campus, an event that serves as its primary fundraiser.

Among the runners were members of the boys and girls cross country teams, both of which made it to the middle school state championships this past season. The girls team placed second and the boys placed first.

For coach Megan Tramaglini, who has been coaching both teams since the creation of the program four years ago, the teams competing at the state level is certainly something to celebrate.

“That in itself is amazing,” she said. “I make sure that they know it’s not about winning, but that’s just added bonus. To have both teams do so well at the Volusia County championship, and then be able to take both boys and girls to state was really something special.”

In an email to the Observer, OBMS 5K Chair Jennifer Hoobler said that Tramaglini was one of the inspirations for the school’s Parent Teacher Student Association beginning the event three years ago.

“She inspires students with her passion and dedication,” Hoobler wrote.

Tramaglini, who is a health science teacher at OBMS, has about 12 years of coaching experience. As someone who used to run competitively, she’s also no stranger to the sport in that aspect. When she started teaching at OBMS five years ago, she decided to start a running club. At the time, the only competitive sport available to middle school students was basketball.

That changed in 2018 when Volusia County Schools instituted middle school cross country programs.

Tramaglini was asked to be her school’s coach, and in the first year of the program, about 40 children participated. The number nearly doubled the next year when 75 students signed up, and Tramaglini found herself coaching the largest middle

“It’s cool to have been the coach who started the program at our school,” she said. “It’s really positive.

I always tell the kids the best part about cross country and running is that anyone can do it. You can have someone who runs 6-minute miles and you can have someone that runs 10-minute miles, and you’re all on the same team.”

The Panther Prowl event helps ensure the school’s cross country program can afford things like uniforms and buses for meets, and Tramaglini said it’s great to have locals come out and support them.

She said it’s hard to put into words how she feels coaching the students and seeing them not only enjoy the sport, but succeed, she added.

when these kids push themselves so hard and do such a great job at practice and at meets, because I’m not sure exactly what I do for them to do that,” Tramaglini said. “I treat them the way I would want to be treated. I make sure that they feel safe and they feel good about what they’re doing, but also know that I’m so proud of them no matter what they do. If they have a bad race, that doesn’t matter — they still went out there and gave it their all, and they did their best.”

Applicants must be at least 16 on or before June 1 and be able to swim 500 meters freestyle in under 10 minutes, swim 50 yards freestyle in under 30 seconds, and run a halfmile in under 3 minutes, 15 seconds.

Candidates considered for hiring will undergo a background check, physical and drug screening.

Starting pay is $13.24 per hour.

eabreeze senior Taylor Hughes scored the first goal one minute and 22 seconds into the District 6-4A semifinal game against Eustis on Jan. 31 at the Ormond Beach Sports Complex. The team then denied the Panthers access to their goal and finished a 6-0 shutout.

“I think defensively we are pretty sound,” Seabreeze coach Eli Freidus said. “The Panthers are a dangerous team. They are a good position team. The first half, they were full speed. We were half speed.”

The Sandcrabs changed gears in the second half as Chesley charged for three more goals, to give her four for the game.

Four players were involved in an altercation as the intensity increased, sending three Seabreeze players and one Eustis player to the sidelines with yellow cards with 4:50 left on the clock.

“I’m glad we picked up our intensity in the second half,” Seabreeze assistant coach Christine Goebel said. “We were not being proactive. We were being reactive and a step

behind the entire first half. To see them come out and play the right way was huge and a difference maker.”

Seabreeze was scheduled to face Bishop Moore in the final on Feb 2. The Hornets are ranked first in the state in Class 4A with a 12-3-2 record.

They advanced to the district final with an 8-0 blowout of Pine Ridge. Seabreeze (13-4) is ranked fifth in 4A and second in the region behind the Hornets.

Hall just made it into field in the unlimited weight class with a 310-pound total at the regional meet on Jan. 26. Hall had a 155-pound bench press and a 155-pound clean and jerk to place sixth in Region 2-2A. She is also the lightest lifter to qualify in the unlimited class at 219.6 pounds.

Hall is the only Seabreeze lifter to qualify for states.

$15 MINIMUM WAGE FOR STATE WORKERS NOW? Senate President Wilton Simpson led the charge last year to increase the minimum wage for state workers to $13 an hour. This year, the Trilby Republican wants to boost it to $15 per hour starting Oct. 1 — four years ahead of when the minimum wage will reach $15 for all workers.

The move would cost $1 billion in state funds and affect thousands of state workers and even more contractors.

More exact estimates of how many workers would see a raise weren’t immediately available.

Under Simpson’s plan, it would also affect workers for vendors for the state in the education and health care sectors, including all K-12 school personnel and nursing home workers.

Simpson said low-paid workers providing critical services need a raise, especially as inflation increases the cost of living.

“Look at what inflation is doing to all earners, but especially these low-wage earners,” Simpson told Florida Politics.

“You’re talking about someone that drives your kids to school on a bus every day and they’re making $10, $11, $12 an hour.”

“We have the cash this year to do it, so there’s no excuses,” he added. “If we don’t do it this year, it’s because we didn’t have the courage to do it.”

Simpson acknowledged he likely wouldn’t be moving as “aggressively” on hiking the minimum wage for state workers if it wasn’t for the constitutional amendment passed by voters in 2020 that will boost the wage floor to $15 per hour by 2026. Doing it four years ahead of schedule will ensure the state can absorb the increased costs, he said.

Amendment 2 increased the state minimum wage, which previously stood at $8.65 per

hour, to $10 on Sept. 30. Each year on Sept. 30, the minimum wage will increase by $1 until 2026, when it hits $15 per hour.

The minimum wage will be tied to inflation after that.

The Senate plan will go beyond a simple hike to $15 per hour, though. State workers and contractors making between $15 and $25 per hour could also see targeted raises to boost their pay, although it will likely be up to the heads of state agencies to develop a plan to allot those funds.

The move comes as several state agencies are struggling to retain and recruit workers, especially for positions with arduous work and low pay compared to similar positions in related fields.

WHAT’S DRIVING BUYER DEMAND IN FLORIDA?

What trends should consumers, Realtors and policymakers watch for when it comes to Florida real estate over the next year? Drivers for homebuyer demand include demographic shifts, changes in consumer housing preferences – like location, size and lot size, still-low mortgage rates and rapidly rising rental prices, Florida Realtors Chief Economist Dr. Brad O’Connor told more than 300 Realtors during the 2022 Florida Real Estate Trends summit last week.

“The biggest wave of millennials are now in their mid-30s and they’ll be in prime homebuying years for some time to come,” O’Connor said. “And who are they buying from? The Gen Xers – and there are a lot more millennials than Gen Xers. And, here in Florida, retirees are a pretty big deal – combined with the millennials, that puts pressure on the market here.”

Analysts are waiting to see what will happen with inflation and how that will impact interest rates long term, O’Connor added, noting that some predictions call for the 30-year fixed rate mortgage to

be as high as 4.5% by the end of the year. “That’s what we experienced a few years ago, and if that happens, while it will certainly impact buyer demand and financing, we’ll see the market change and return to similar conditions,” he said.

Homebuilding and supply will also be a factor to watch when it comes to buyer demand.

“It’s a long-run problem; we have a long way to go when it comes to building,” O’Connor noted. “We need construction workers. Builders continue to face constraints, but have been building at the fastest pace in recent memory. However, high prices and low rates of starter home construction will remain a challenge.”

Bonuses of up to $5,000 that Gov. Ron DeSantis has sought to entice law-enforcement officers to Florida are moving through the House as part of a broader package focused on people who don badges.

The House Appropriations Committee voted unanimously Jan. 31, to approve the measure (HB 3), which supporters say could help understaffed law-enforcement agencies and improve the morale of current officers.

The proposal, sponsored

by Rep. Tom Leek, R-Ormond Beach, would establish a bonus program to provide one-time payments of up to $5,000 to newly employed law-enforcement officers in the state, along with bonuses for officers who adopt children. It also would set up a Florida Law Enforcement Academy Scholarship Program to cover basic training tuition.

“This bill is a small sacrifice to show our appreciation,” Leek said.

Democrats lawmakers praised the package but requested more training for officers.
