Briley installed as District 2 VP of Florida Realtors Harold Briley, a sales associate with Adams, Cameron and Co., will be installed as the District 2 vice president of Florida Realtors, a professional trade association that provides continuing education and legislative representation to over 200,000 members.

According to a press release, Briley — who serves on the Ormond Beach Planning Board and is running to represent Zone 4 on the City Commission in the 2022 elections — is a member of the Daytona Beach Area Association of Realtors. He served as president in 2020 when he was also named “Realtor of the Year.”

Florida Realtors District 2 includes Volusia, Flagler and Brevard counties.

Briley said he will focus on helping real estate agents “deliver the highest level of service to their clients and communities through information, advocacy and support programs.

“We need to adhere to the highest standards of our profession and demonstrate the value we provide to our customers in every transaction,” he said.

Ormond Beach city limits grow by 103 acres The Ormond Beach City Commission unanimously approved the annexation of a 103-acre property near North U.S. 1 at its meeting on Tuesday, March 1.

The property is part of the city’s 2014 Interlocal Service Boundary Agreement with Volusia County, which was amended on Feb. 15 at a County Council meeting. The amendment will facilitate the development of the land, and its owners are looking into constructing a new residential project, known as Ridgehaven.

Though a site plan has not been officially submitted to the city of Ormond Beach, its Site Plan Review Committee did see a conceptual subdivision plan, according to a city memo.

A maximum number of 298 units could be developed per the city’s land use classifications, should the project be approved by the City Commission in the future. This is a reduction from the maximum number of 862 single-family and multifamily units that could have been developed under the county’s land use classifications.

“The project is going through a series of actions, which the commission will have review and approval of all of this,” Planning Director Steven Spraker said. “The Interlocal Service Boundary amendment was first.

Annexation is next.”

The City Commission approved the ISBA amendment on second reading at its Dec. 7, 2021, meeting.

A city memo states the request for annexation was voluntary, and submitted by the three property owners: Ridgehaven LLC, Snilloc Family Limited Partnership Number One and Dennis Weeks.

One part of the annexation request did catch City Commissioner Dwight Selby’s attention.

Agreement renewed with Historical Society The Ormond Beach City Commission also approved the renewal of the city’s one-year agreement with the Ormond Beach Historical Society which authorizes the organization to use the MacDonald House, at 38 E. Granada Blvd.

The Historical Society uses and maintains the historic home as a welcome center.

The agreement costs the city $15,810.

The state of real estate in Flagler and Volusia counties Inventory of homes for sale in Volusia and Flagler counties has plummeted. Let’s look at the ripple effect throughout the industry. How does it impact you? Agents? Builders?

cross the residential building and real estate industries, professionals repeatedly use one word to describe current market conditions: “crazy.”

“There are so many metrics today that are out of phase with anything we’ve seen before,” said Flagler County real estate expert Toby Tobin, publisher of www.gotoby. com and host of “Real Estate Matters” on Flagler Broadcasting.

In Flagler County, for every one home listed on the MLS system, there are three more homes that are under contract, he said.

“And that’s just upside down,” Tobin said. “Normally the homes listed is at least two times, maybe three times, the homes that are under contract.”

There are about 150 existing homes for sale on the MLS in Flagler, he said, while perhaps another 50 are under construction.

“If you divide 150 by the 46,000 homes, roughly, that exist, it’s like 3/10 of 1% of our housing stock is available for sale,” Tobin said. “This is just crazy numbers.”

The same pattern is occurring in Volusia County.

HOW LOW IS INVENTORY?

Bill Navarra, owner and broker of Realty Pros Assured, said inventory is at the lowest level he’s seen in his 23 years of experience.

As of Tuesday, March 1, there were 282 homes for sale on the MLS in Volusia County.

“Buying a home right now is extremely competitive,” Navarra said. “It’s really like going on your first date and asking the prom queen for a date. You need to make your offers as strong as possible. You need to make them very limited on contingencies. … A lot of our offers have been cash, which has made it really hard for our buyers in this market, especially the affordability.”

Over the last 15 years, Ryan Adams, a real estate agent with Adams Cameron and Co Realtors, typically could count on having about 50 listings in his personal inventory. Now, at any given time, he usually has about five.

“There was a time not too long ago when there were plenty of listings and everyone in my business was searching for a buyer, and buyers were golden,” Adams said. “And now, buyers are plentiful and listings are golden.”

WHY IS INVENTORY LOW?

Investors largely aren’t responsible for local increases in home prices and a shortage of inventory, Tobin said.

These homes are being bought by end users, either as primary residences or as second homes, or sometimes to rent out.

Nor, unlike 15 or 17 years ago, is rampant speculation and easy credit responsible for large numbers of people seeking to buy homes. In fact, Tobin said, underwriting standards are relatively strict.

“Today, you’ve got to actually show documented proof that you’re able to repay the loan, and there are higher downpayment requirements,” Tobin said.

Navarra said the lack of inven-

tory is a result of “extreme demand” due to people moving to Florida from other states in search of better weather and more open space as compared to bigger cities and metropolitan areas, a trend that emerged from the COVID-19 pandemic.

Tobin agreed.

“Florida is becoming known even outside the state as a ‘free state,’” he said. “From an economic standpoint, taxes are low; from a personal safety standpoint, we have not had riots and we have a relatively low crime rate, particularly in Flagler County.”

HOW DOES LOW INVENTORY IMPACT BUYERS AND SELLERS?

When a new property hits the market, the race is on for real estate agents and buyers. Adams said it’s typical to arrive at a new listing and already see one or two other agents with their clients waiting in line to see the property. Then, it’s all about making a competitive bid.

“I think the toughest part is for [buyers] to be completely poised and ready to jump when they see what they want,” he said.

And the current home market looks quite different depending on which side of the negotiating table you’re on, Tobin said. Sellers are “delighted” at high prices, but the best offer may be a cash offer from someone who wants to close in two weeks.

“Suddenly ... you’re now on the other side of the table — the buyer side,” Tobin said. “It takes time to get approval for a loan, so if you’re not pre-approved, you are at an extreme disadvantage.

six months that may have taken in previous years, that may now mean a wait of nine or even 12 months.

“Where do you live in the meantime?” Tobin said. “You probably have to rent something. Well, the rental market is just as crazy.”

Adams is seeing more cash offers than ever, which gives him confidence in the future of the market.

“I don’t feel like we’re going to see the crisis that we saw 15 years ago in 2007, when we basically had a foreclosure crisis,” he said. “Most people ... have 20% of skin in the game or much more.”

Sellers will typically ignore financing offers if cash is on the table.

Many buyers have missed opportunities at lower prices, or have already experienced a competitive bid atmosphere, so they’re getting aggressive at this point to make sure they get the home they want, particularly those from out of town.

“When they get here, they’re ready to roll up their sleeves and battle for a property, and often it drives the price up considerably,” Adams said.

HOW ARE PRICES CALCULATED?

With the statewide median sales price for single-family homes in the state up 23% in January 2022 from the previous year, according to data from Florida Realtors Research Department, the market is improving in value very quickly.

Navarra said real estate agents list homes based on recent sales, so that, coupled with the increased demand, drives the offer prices up.

Agents are also seeing many offers with an “acceleration clause,” which

can make a buyer’s offer more attractive to a seller by offering to beat other offers up to a certain limit.

People interested in buying a home should prepare by saving as much money as possible, and enter the market before interest rates increase, Navarra said, since mortgages are still more affordable than rental rates.

“We’re still at the most historically low [mortgage] rates that we’ve been that I can ever remember in my career,” Navarra said. “So don’t be scared to step into the market.”

According to Rentdata.org, the fair market rental price for a twobedroom apartment in the Daytona Beach metro area is $1,135 per month; the median price is $1,212.

In the Palm Coast metro area, fair market rent for a two-bedroom apartment is $1,193 per month, while the median is $1,303.

HOW DOES LOW INVENTORY IMPACT REAL ESTATE AGENTS?

Navigating a competitive bid situation takes concentration, and a willingness to be hands-on with your clients, Adams said. That means making sure your buyers have all your attention, because homes are selling very quickly.

In the past, when at a listing appointment with a potential seller, Adam would have walked through the house with a pad and pen in hand and made a long list of recommendations for the seller to address before listing the home to make it more marketable. With how fast homes are selling, this is no longer the case.

“Let’s put it on the market and let’s price it aggressively enough to where we can tap into the synergy of the market, and it very likely will sell at or above the asking price,” Adams said.

A major part of winning bids in this market is also ensuring buyers have seen the property in person, to prevent sales falling through.

“I actually have had buyers that I’ve worked with over the years that I’ve encouraged now to come to town from out of state, and they’ve come down and stayed and waited so that they were ready to see something in person,” he said.

HOW DOES LOW INVENTORY IMPACT BUILDERS?

As the owner of Coastal Windows of Flagler and Phillips Coastal Construction, Eric Phillips last week got a phone call from an impact-resistant window supplier. It was a warning.

“They said, ‘OK, we’re going to have to raise our prices by 22.5%,’” Phillips said.

Phillips had a week to get orders in

before the new price took effect.

“And that’s a big jump,” Phillips said.

Builders used to be able to order windows and then get them four or six weeks later. No more.

“They order the windows when they apply for a permit, because it’s taking five months to get windows — especially the impact windows,” Phillips said. “The window industry has definitely gone crazy.”

Phillips cited labor shortages, transportation problems and factory shutdowns due to COVID-19 as reasons for delays.

Similarly, builders are contending with precipitous rises in prices for basic supplies like lumber.

Not so many years ago, Phillips said, a 4-by-8-foot, half-inch thick sheet of plywood may have been $15.

Now it’s closer to $50.

Builders are struggling to price homes at a time when material and labor costs could increase exponentially by the time the home is under contract and completed.

“There are shortages in pretty much everything, from start to finish,” Phillips said. “It’s very difficult now to get subcontractors, trade contractors lined up, because they’re so busy.”

Phillips is largely in the window business these days, but he’s also building one house for a client.

Concrete blocks have become tough to source, he said. Major suppliers, overwhelmed, have been reluctant to take on new contracts, leaving smaller builders to head to Lowe’s or The Home Depot for supplies.

“And good luck finding specialty block. That’s impossible,” he said.

There are also other, unexpected complications.

“It’s the crazy things you’d never think about,” he said.

Dumpsters, for instance: With home construction taking longer, they’re sitting on sites longer, and there are fewer available.

Builders are facing the same problem with portable toilets.

Particular brands and types of paint suddenly become unavailable.

“You go to Sherwin Williams and say, ‘I always like buying this paint here.’

Well, you have to buy this upgraded paint, because there’s none of that other paint in the state of Florida,” Phillip said.

As executive officer of the Flagler Home Builders Association, Annamaria Long has seen a new trend: Builders are increasingly using “escalation clauses” that allow them to pass off rising building supply prices to buyers.

Builders have long had them. But actually using one was uncommon.

NATIONWIDE TREND Construction spending increased in January nationwide compared to both December and a year ago, according to an analysis by the Associated General Contractors of America on March 1.

Construction spending in January totaled $1.68 trillion nationwide, at a seasonally adjusted annual rate, 1.3% above the upwardly revised December rate and 8.2% higher than in January 2021. Private residential construction spending rose 1.3% in January from a month prior and 13.4% from January 2021.

“I’ve had builders who’ve been building here in Flagler for anywhere from 20 to 40 years come into my office distraught, because they had to enact the escalation clause for the first time in all of their business,” Long said.

She added, “Has the cost of materials ever gone up before? Absolutely. Enough to where a builder would

use that clause? No way. It’s the last thing they want to do. … They just feel really badly about doing it, because builders are known by their quality, and by their word.”

WHAT’S THE FUTURE?

Tobin expects high demand to continue.

“It’s not a temporary condition,” he said. “ … When you think about financial stability, personal health and personal safety, you’re talking about very primitive motivations.

They’re visceral. So we’ve started a migration that’s going to continue to pick up and become very long lasting. So, get used to it — we are going to have growth.”

In Palm Coast and Flagler County, he said, the relatively undeveloped regions to the west present an opportunity for more new construction.

“It’s basically agricultural or timber land,” he said, “and from a planning standpoint, it’s like a blank canvas. And we have an opportunity to get it right or to get it wrong.”

The area needs multifamily housing, he said, and the western region could be a place to add them.

“We need more townhomes, we need more multifamily, we need more what they call middle-market,” he said, referring to duplexes, triplexes and four-plexes. “Maybe even things like micro-houses, smaller housing types, homes that have a one-car garage instead of a required two-car garage. And we need to do a better job of mixing the housing types together.”

Navarra has been in the real estate industry long enough to have seen the market “roller coaster” many times, with its escalations and drops.

The current demand is stronger than he ever expected.

But he expects demand will decrease once interest rates are raised, which he said is a “bad thing overall” because the affordability in the market begins to disappear. Pricing of homes may concern buyers now, but Navarra advises people to think of the long-term interest rates.

“Even if today if you pay extra money for a home, you’re not paying that extra money over 30 years,” Navarra said. “As the interest rates increase, yes, you might be getting a home at a certain value, but you’re not paying extra for that certain value over a 30-year term. There’s nothing worse than compounding interest.”

Adams doesn’t see a lot of change in the market coming soon.

“Every indicator appears that this market is going to continue to run up,” he said.

The Volusia County Council unanimously approved a fair share agreement that will grant the county $1.14 million to address traffic impacts anticipated from the proposed LPGA Grand Champion 357home subdivision, though county officials remain wary of more growth in that corridor.

The agreement was made between the county, the city of Daytona beach and Meritage Homes of Florida Inc., and the developer will pay the dollars to the county for use in road improvement projects within the project’s impact fee zone, and County Engineer Tadd Kasbeer said the funds would most likely be used for the future $15.3 million extension of Dunn Avenue.

The Grand Champion project would also connect Champions Drive and Champions Ridge Drive within the LPGA International community, and will allow for more trips to stay within the subdivision. The LPGA Grand Champion project was designed and permitted prior to the 2008 recession.

Though the council wasn’t going to reject $1.14 million for infrastructure improvements, County Council Chair Jeff Brower highlighted that the transportation needs for the LPGA corridor exceed $30 million.

“There’s a lot of money required,” Brower said.

For 70 years, the American Legion Post 267 has occupied the Old Youth Council Building at 156 New Britain Ave., and after a unanimous approval from the Ormond Beach City Commission on Tuesday, March 1, the veterans service organization will remain there for at least another 10 years.

Via the commission meeting’s consent agenda, the commission OK’d a lease renewal to the American Legion for the use of the historic building, which was originally a schoolhouse and built in 1895, according to the

years of history.

“We’re so proud of your organization and we sincerely support it,” she said.

Commissioner Troy Kent echoed her sentiments.

“What a great partnership with those that gave so much for their country,” Kent said.

“I appreciate not only the support you give your members, but to the family members as well.”

Commissioner Rob Littleton mentioned the acts of service the Post is responsible for in the community. The Post regularly supports veterans charities, and has also gifted donations to organizations like the Halifax Humane Society, Halifax Hospice, Wreaths Across America, Boy Scouts, as well as donates and delivers goods to Barracks of Hope Veterans Home in Daytona Beach.

“You guys don’t advertise that, but you do a lot for the community,” Littleton said.

The lease, last renewed in 2012, was set to expire on March 31. Under the lease agreement, the Post is responsible for the building’s maintenance, and therefor the city states has no financial impact to the city.

Jim Bowers, commander for American Legion District 17, which includes 14 posts in Volusia, Flagler and Putnam counties, underscored the long years of partnership with the city at the meeting.

“It goes back to 1950,” said Bowers, referencing the Post’s charter date. “Also, in 1989 when the city commissioned historical buildings within the city, item number 19 on that list is listed as ‘American Legion Hall.’”

There will need to be a change in how development is done and how it’s paid for, he said.

In addition to the local option gas tax, Kasbeer said two ways to address infrastructure are a sales tax or opting for a bond. No developer will be able to come in and make up for all of the prior development that created the infrastructure needs, he said.

“They’re offsetting their portion of the impact, so when you tabulate that $37 million, again, they’re not the ones creating the entire $37 million need,” Kasbeer said.

Brower said his issue is that he believes there are actions the county can take now to prevent the need from growing.

Volusia County Manager George Recktenwald said the topic could be addressed in a future meeting or workshop, as the issue is complicated.

“In years past, we had a lot more tools that the state took away, and we can go over that and what the effect of that is, but basically, you see the effect is it helped put us in this hole,” he said.

County Councilwoman Heather Post said the longer they wait to have the discussion, the “more of a hole we get into.” The conversation needs to happen soon.

“We have to look at the impact of that and at some point we have to say, ‘No, we need to collectively have these conversations and at some point it has to not be OK,” Post said. “Because at some point, it’s really not goiing to be OK, and we’re going to be in a situation where we won’t be able to have a great impact.”

In Ormond Beach, the EDC, in partnership with the Halifax River Audubon, only one day of official observations was held, but in the 222 minutes of bird watching tours through Central Park, a total of 37 different species — and 175 birds — were spotted.

of the 2.41-mile tours, Young said, as the bird is only found in Florida in the U.S. “So that’s sort of our specialty,” said Young, who is also a member of the Pawpaw Chapter of the Florida Native Plant Society. “And there’s a story that goes with that about snails and invasive species and habitat changes. So now it’s a good single species to weave a whole tale around about how ecosystems work, how invasive species can impact ecosystems, hydrology changes can impact species and so on.”

Spotting two Egyptian geese was unexpected though. The geese, found at the corner of

Fleming Avenue and Parkview Lane, are native to Africa, and Young said he would prefer not to see them because they are escaped exotic pets. Not actually a goose, but a relative of the shelducks, the Egyptian goose is considered a pest in its native and adopted ranges; Florida, Texas and Southern California have established breeding populations, likely as a result of escaped birds, according to iBird.

The number is species seen at this year’s count did drop this year compared to 2021, but that’s because the EDC only hosted one day of observations, said Ormond Beach master naturalist Joan Tague

in an email. In 2021, a total of 49 species were seen in Central Park.

“Last year we counted under the constraints of the pandemic,” Tague said. “That meant no fun community event, but rather a call for individuals to get out there and count.”

Worldwide, the Great Backyard Bird Count reported 7,037 species observed in 253 countries. The most species, 1,228, were reported in Colombia. The U.S. reported 688 species, but turned in the most checklists at 190,102 out of 287,000.

LETTERS Cassen Park needs a wider pathway Dear Editor: I’m glad I could attend the Feb. 8 meeting about the upgrade of Cassen Park. It was well attended, and it was great to see many people coming out for information.

My husband and I walk or ride our bikes over the bridge a few times a week for exercise. Back and forth, over, under and around all four parks, and we are not the only ones. The bridge and all the parks are enjoyed by many. The only upgrades we need for Cassen Park is at least a 10-foot- (though preferably 12) wide trail/sidewalk, so everyone can move safely through the area. Right now, all the walkers and bicycle traffic have to navigate through a parking lot of cars and trucks pulling boats. This is not safe, especially with little kids on bikes.

Once the bait house and bathrooms are moved off the water, let’s leave the view uncluttered. We don’t need gazebos or pavilions on our waterfront. We have a gazebo now that is hardly used. We do not need any more commercialization of the park. A bait house to serve the needs of our boating and fishing community is fine. No restaurant, and no playground is needed here.

We have two waterfront playgrounds now — one right across the river in Fortunato Park. We need to remember it’s a boat ramp, and the only one, I believe, in Ormond Beach for boaters to use on the Intracoastal.

I believe we need to appreciate how well used and loved all these parks are by the citizens of Ormond Beach. In the case of Cassen Park, construct a wide multiuse pathway around the perimeter, move the bait house and then enhance the wide

open view all along riverfront park for all to enjoy. No restaurants, no playgrounds, leave the on street parking and fix the pot holes in the parking lot for the boaters. I believe less is better.

‘We must not be afraid to condemn acts of hatred’ On Monday, Feb. 21, a handful of neighbors in Ormond Beach were shocked to find plastic sandwich bags at their doorsteps filled with hateful antisemitic messaging. Delivered randomly along streets, this action is the result of a small, fringe extremist group that targets Jewish communities as well as other minority groups throughout the nation. Many cities across the country were also hit with identical antisemitic messaging.

As the mayor of Ormond Beach and the police chief, we are steadfast in our commitment to maintain a safe and inclusive community for all residents. We must not be afraid to condemn acts of hatred wherever and whenever we see them in our communities.

When antisemitic hate flyers are being distributed in our city as part of a national hate campaign, we have a duty to stand up and say that this is not representative of the Ormond Beach we know and love. These outliers are not the citizens we all pride our-

Cassen Park should have fewer pavilions Dear Editor: In Oct. 7, 2020, the Ormond Beach Observer ran an article about the plan for a new bait house. Contrary to some views about “false information,” it gave a design cost of $47,000 and $865,000 cost for a bathroom/bait house combined, and one pavilion, not eight. That totals $912,000. The city’s number. Recently revealed plans show the project to be way bigger than originally stated. Putting eight new pavilions/gazebos along the waterfront will block the view of the river, especially if they are raised on pilings. It is gross overkill.

Two existing gazebos are occasionally used, mostly by fisherman and people on the move who sleep there. Birds roost in them, leave a mess, they are dingy and outright filthy in places, and in no case clean. A recent Observer article about the park stated that commissioners don’t like the idea of eight covered pavilions. We hope that’s true. Before the ink was dry on that article, the Hometown News quoted city staff saying they could install some pavilions now and put the others in later.

Planning to eliminate street parking to create more park space, then add more parking in the park and add eight pavilions, which eliminates park greenspace and spoils the view — it’s a shell game. The city’s own consultant advised them to open up the park so people could enjoy the view, which resulted in

cutting down landscaping along Beach Street. Eight pavilions along the waterfront does the opposite, and will block much of the river view. Most people come to the park for activity, not to sit around.

Yes, during the Fourth of July they would be used, just as the more than 50 unnecessary benches placed around the park and on the pier would be. But year-round, not very much. I agree with Bill Partington II that the city should not vote until they publicize what they want to do with Cassen Park. That should include divulging short and long term plans for the park and bridge to the public, and include

selves in being here in Ormond Beach and we remain strong in support of inclusion, antiracism, and the condemnation of all forms of bigotry and hatred. All Ormond Beach residents, including members of our thriving and vibrant Jewish community, have the right to practice their religion and live their lives free from fear.

Gov. Ron DeSantis could get his wish to revamp a North Florida district held by a Black Democrat, as a state House panel moved forward Friday, Feb. 25, with a plan that could increase Republican seats in Congress.

The House Redistricting Committee voted 15-9 to advance to the full House a pair of revised congressional maps that Democrats and other critics said fall short of requirements under a 2010 “Fair Districts” constitutional amendment. With two weeks left in the 60-day legislative session, lawmakers are trying to finalize a congressional map as part of the once-a-decade redistricting process.

“We are faced with a unique situation,” acknowledged committee Chairman Rep. Tom Leek, R-Ormond Beach. “This is the House’s attempt at continuing to protect the minority groups’ ability to elect a candidate of their choice, addressing (district) compactness concerns and working to make sure we bring this process in for landing during the regular session.”

DeSantis threatened to veto a congressional map that would maintain Democratic Congressman Al Lawson’s district, which is designed to help elect a Black candidate and stretches more than 200 miles from Jacksonville to west of Tallahassee.

A map needs to be in place before candidate qualifying begins in midJune. One of the House proposals Friday was considered a “primary” map, with the other a backup.

The primary map (H 8017), introduced late Thursday, would elimi-

nate the sprawling shape of Lawson’s Congressional District 5 and make it compact within Duval County.

DeSantis has pushed for a similar compact design of the district, calling the existing configuration unconstitutional. But the state Senate’s proposed congressional map, which was approved last month, would keep the sprawling design of District 5, which was approved by the state Supreme Court in 2015. Lawmakers also have said keeping the design would avoid diminishing the ability of minorities to elect a representative of their choice.

Rep. Brad Drake, R-Eucheeanna, and Rep. Cord Byrd, R-Neptune Beach, joined most Democrats in opposing the new House proposal.

Byrd agreed with DeSantis’ contention that the current configuration of Lawson’s district is unconstitutional.

“It has been suggested that the governor has a novel legal theory,” Byrd said. “I don’t think it’s novel at all. I think it’s well grounded in the United States Constitution, the 14th and 15th amendments, which let’s remember, the 14th and 15th amendments were specifically written to prevent states from using race in voting and in redistricting.”

Under the House proposal, 35 percent of the voting-age population in the revamped district would be Black, which could grow to more than 60% in a Democratic primary.

Before the committee meeting, House Speaker Chris Sprowls, R-Palm Harbor, described the proposal as “creating a more compact North Florida district that should enable minority voters to elect the candidates of their choice” and said it “creates a singular exception to the diminishment standard.”

The map would face court tests if it is ultimately approved by the full House and survives negotiations with the Senate and DeSantis’ veto pen. If the map is found unconstitutional, the House plan includes the backup map (H 8015), which has lines for Lawson’s district that are similar to the current configuration — Jacksonville to the Jackson County

“This secondary map is one the Legislature knows is legally compliant under current law and keeps the previously proposed configuration of District 5,” Sprowls said in the memo.

Democrats called the two-map proposal “novel,” with Rep. Joe Geller, R-Aventura, saying the need for a backup plan demonstrates House leaders aren’t confident in the constitutionality of the primary map. Rep. Kelly Skidmore, D-Boca Raton, said she was disappointed the House has “acquiesced” to the governor.

Even before the emergence of the new plan, Democrats and other supporters of the Fair Districts amendment had raised concerns about a House proposal that was backed by the Congressional Redistricting Subcommittee. They said that proposal did not fully reflect the growth of Hispanic and Black populations in Central Florida and South Florida.

Leek opened Friday’s meeting by acknowledging a risk of legal challenge “is real,” while dismissing a request by Geller for a “functional analysis” of all districts, rather than just minority-access districts.

“The partisan analysis of these maps that are not protected districts will lead us down the road to disaster,” Leek said. “Stop injecting the partisan nature into this process. Let us do our work.”

BRIEFS House passes measure on racerelated instruction Overriding objections from Democrats who called the measure “wrong on all levels,” the Republicancontrolled Florida House on Thursday, Feb. 24, passed a bill that would limit how race-related concepts are taught in schools and in workplace training sessions.

The House voted 74-41 along straight party lines to approve the bill (HB 7). Under the measure, school instruction or workplace training would constitute discrimination if it “compels” people to believe certain concepts.

For example, the measure targets training sessions that would lead people to believe that they bear “responsibility for, or should be discriminated against or receive adverse treatment because of, actions committed in the past by other members of the same race” or sex.

The bill, which was given the title “Individual Freedom,” sparked a lengthy, sometimes-emotional debate.

“This bill makes it clear that in Florida, people will be judged as individuals by their words, by their character, and by their actions — not by their race, by their sex or by their national origin,” said sponsor Bryan Avila, a Miami Springs Republican who is a top lieutenant of House Speaker Chris Sprowls, R-Palm Harbor.

Debate centered, in part, on whether the bill could have a chilling effect on educators and employers’ ability to discuss real-world issues related to race.

Rep. Kelly Skidmore, D-Boca Raton, criticized the proposal as seeking to “silence” teachers.

“Anyone can read a history book, learning the facts. But the utility of teachers, professors, presenters, scholars, is to help facilitate the conversation, the analysis, of what we are doing. Silencing people is never right. And what you’re doing with this bill is silencing people’s ability to talk about deep and meaningful issues,” Skidmore said.

Property tax breaks supported for police, teachers, military The Florida House on Thursday, Feb. 24, unanimously passed a proposal that would ask voters to increase homestead property-tax exemptions for first responders, teachers and military members, with the issue expected to go before a key Senate committee Monday.

The proposal has been a priority of House Speaker Chris Sprowls, a Palm Harbor Republican who has pointed to the potential property-tax reductions as being more beneficial to Floridians than Gov. Ron DeSantis’ request to suspend state gasoline taxes for five months.

If approved by voters in November, the proposed constitutional amendment (HJR 1) would be projected to save $80.9 million for the targeted property owners next fiscal year, with the annual savings growing to $93.6 million in five years.

Sexual orientation, gender identity bill advances in Senate The Florida Senate is poised to consider a controversial measure that would prohibit school instruction on sexual orientation and gender identity in early grade levels, as one Republican called on lawmakers to “soften” the bill when it is heard on the Senate floor.

The Senate Appropriations Committee approved the bill (HB 1557) in a 12-8 vote along almost straight party lines. The measure has drawn heavy opposition from groups that have repeatedly argued it singles out LGBTQ people. Dozens of people spoke in opposition to the bill Monday, Feb. 28, during an at-times tense committee meeting.

“I am deeply concerned about the mental health and the physical health of the adolescents and kids that could be affected by this. I do agree that conversations should be age appropriate, but I do not agree that we should be adopting into law any discriminatory language that would single out specific people,” said Joseph Knoll, CEO of SPEKTRUM Health, an Orlando clinic that serves LGBTQ people.

Stuart Alan Olsen 1954-2021

Stuart Alan Olsen 67, of Ormond Beach, Florida passed away peacefully on October 20th, 2021 at Hospice Care in Edgewater, Florida. He was born in Escanaba, Michigan on January 27th, 1954. The son of Trygve and Helen (Crebo) Olsen.

Stuart was a carpenter and handy man for many years in Ormond Beach, running his business Ole’s Carpentry. He was always willing to help and always a pleasure to be around. His positivity was contagious.

He will be dearly missed by many.

He enjoyed surf fishing, (all types of fishing), woodworking, spending time with Family & Friends and chasing the Sunrise & Sunsets.

WIELDING A WEAPON 6:25 a.m. — 100 block of Interchange Boulevard Aggravated assault with a deadly weapon. A 37-year-old Ormond Beach man was arrested after he tried to attack his ex-girlfriend and her new boyfriend with a tire iron following a verbal altercation.

According to his arrest report, the man claimed that he had found meth in his ex’s purse when she arrived at his home earlier that morning.

She left the home, and the man tried to follow her in his car. He then called police, and an officer advised him to return to his home and not look for his ex.

As soon as the man hung up the call with police, he spotted her and her new boyfriend, and began to follow them. He pulled into a gas station in the 1600 block of West Granada Boulevard and they began to yell at each other, police report. The man then parked, grabbed the tire iron and approached the couple, but was intercepted and disarmed by a bystander.

He was taken to jail.

WRONG CAR 5:49 p.m. — 1400 block of Hand Avenue Vandalism. Upon leaving her workplace, a Daytona Beach woman found her car vandalized in the parking lot.

The woman told police she believed the perpetrator was a disgruntled former employee who had been fired the previous day. The woman said the employee claimed he would return to the workplace, and believed that he mistook her vehicle for that of one of the managers with whom he was upset.

She wished to pursue charges.

with murder after failed murdersuicide plot An Ormond Beach man charged with second degree murder after he shot his girlfriend in the head at a Holly Hill shooting range in October 2021 was extradited from New York to Florida on Feb. 24.

According to his arrest report, 23-year-old Alec Almanzar and his girlfriend, Ayadilis Chalas, were at the Hot Shots Shooting Range in Holly Hill on Oct. 7, when Almanzar put a gun to both of their heads while in an embrace and fired.

BIZ BUZZ DSC RECEIVES $532,000 THROUGH STATE GRANT Daytona State College is excited to partner with the Florida Department of Education as the recipient of $532,000 in funding through the Open Door Grant Programs.

Launched by Gov. Ron DeSantis, the Open Door Grant Program is a $35 million statewide investment toward creating an industry-driven supply of credentialed workers for in-demand occupations through career, technical and adult education programs.

At Daytona State College, firefighting and law enforcement programs are included in this grant. Students who enroll in these programs may be eligible for this new funding that could pay for some or all of their tuition.

The Ormond Beach Historical Society’s Mardi Gras Murder Mystery event on Saturday, Feb. 26, became one of the organization’s biggest fundraisers.

The Ormond Beach Historical Society welcomed amateur sleuths to its first Mardi Gras Murder Mystery on Saturday, Feb. 26. The event was a sold-out affair with 100 tickets purchased online at $100 per person.

So far, it has been one of its biggest fundraisers, along with the group’s annual Oktoberfest.

As an active member, Catherine Root was interested in supporting the historical society by hosting a gala event at her home. She and her husband, ophthalmologist Timothy Root, purchased the Rowallan house in 2019, and it has been included in the society’s annual virtual Tour of Homes the past two years.

The idea of having a murder mystery party was exciting to the members of the Historical Society, and they began to plan for the event beginning in July 2021. Root led the decorating charge in the summer and began to purchase the materials necessary to create a Mardi Gras-style atmosphere in her home. Preparations were put on hold during the holidays due to the annual Virtual Tour of Homes, but decorating for the event commenced Jan. 1.

“I hope that this was an inaugural murder mystery, but that will be up to the Roots,” said Joy Brown, who serves on the society’s board of directors. “I think it was very well received. I haven’t heard anything negative. Not just positive reviews but absolutely glowing. The only suggestions I heard was that this needs to be an annual event.”

The game itself was created by Dr. Root, who understood the importance of upscaling it for 100 participants and creating a more socially interactive environment. He came up with a social card game interspersed with escape room type puzzles. His background in publishing and graphic design enabled him to do most of the artwork and design of the mystery.

Root currently practices at the Tomoka Eye Associates. He does online teaching and is a cartoonist who writes and illustrates books on ophthalmology for medical students. Bill Watson is the CEO of the Tomoka Eye Associates and appreciates Root’s creativity.

“Anything that Tim Root does is cool,” Watson said. “Let me tell you, he’s a genius. We do all kinds of fun stuff together. Our whole group is like that. We all just like to laugh and have fun.”

Each participant was given a packet, which included playing and action cards. Playing cards could be exchanged with fellow gamers by following the directions on the action cards. The pseudo detectives, with cards in tow, moved between eight themed rooms manned by characters named Madam Tarot, Lady Diamond, Rita Ridler, Voodoo Mama, Laramie Lockheart, Mississippi Jones, Dr. Peeper and Royal Flush. This allowed them to work toward a conclusion by process of elimination.

Participant Cheryl Sullivan, a senior development manager for the American Cancer Society, was excited with the murder mystery game concept for a possible ACS fundraising event.

“We are always looking for neat ideas and new things to do,” she said. “We’ve all done the golf tournaments and 5Ks. This is definitely a consideration.”

Root anticipates hosting more events in the future.

“We are just happy to live in a historic home like this,” he said. “There have been many wonderful families that lived here before us and we wanted to keep the spirit of the place alive. Hopefully, we’ll have many more gatherings in the future.”

iera Williams just started her freshman track season at Mainland High, and she already has lofty goals.

By the time she graduates, she wants to break Cydney Wright’s school records in the 100- and 200-meter dashes. Last year, Wright won the Class 3A state championship in the 200 and placed third in

the 100.

Head coach Terrance Anthony doesn’t doubt Williams’ chances.

“She’s going to be a beast,” he said.

She has a long way to go, however. Williams set personal records in both events at the East Coast Classic on Feb. 25 at Flagler Palm Coast High School.

She finished 15th out of 64 com-

petitors in the 200 with a time of 27.78 and 16th out of 57 competitors in the 100 with a time of 13.34. She also helped Mainland finish seventh overall in the 4x100 relay and sixth in the 4x400 relay, running the anchor leg in both events.

Williams would still need to shave more than four seconds off her 200 time and about 1.5 seconds off her 100 time just to be in the neighborhood of Wright’s marks.

But she certainly has the work ethic, Anthony said. Williams is a four-sport athlete at Mainland. She was a member of the swim and soccer teams in the fall and winter seaSEE MAKING PAGE 12

SIDE LINES Seabreeze wrestlers fall one match short Seabreeze’s wrestling season ended at the Region 2-1A championships Feb. 26 at Palm Bay. The Sandcrabs had qualified nine wrestlers to the regional, but none could finish among the top four of their weight classes to advance to state.

Senior Joseph Kent and junior Pedro Sierra Bonilla came closest, each missing state qualification by one match.

Kent went 2-3 at 132 pounds.

After losing in the quarterfinals to eventual champ Ronald Theilacker of Palm Bay, Kent won two matches in wrestlebacks before falling to Dominic Rubino of The Master’s Academy, 5-4, in the consolation semifinals. Kent finished the season at 30-10.

After winning two matches by pinfall, Sierra Bonilla lost in the 220-pound semifinals to eventual region champ Darian Gillins of Lakeland Tenoroc, who pinned Sierra Bonilla at 4:58. Sierra Bonilla then lost a major decision in the consolation semifinals to Omarion James of Lake Region, who went on to place third.

Sierra Bonilla ended his season with a 29-9 record.

Next year, she might trade swimming for golf, she said.

“I like being busy. I’m never home,” Williams said. “Dance keeps my body in shape. Otherwise, I’d be sore like a grandma. I wouldn’t be able to get out of bed.”

Mainland’s boys team finished fifth and the girls team 14th at the East Coast Classic.

The Bucs’ best results were in the jumping events. Sophomore Zavier Mincey placed second in the boys high jump (6 feet, 1.5 inches) and third in the long jump (20-9.75).

Senior Nick Antoine was right behind Mincey in the high jump, finishing third (5-11.5).

“It’s not my PR, but I just got back into track from basketball, so I’m content with this one,” Antoine said.

“Zavier and I have been working a lot together in the high jump.”

Two other Bucs placed in the long jump. Jordan Porter was sixth, while Nathaniel Davis was seventh.

Jonathan Williams was second in the 110 hurdles (15.25 seconds), while Emmanuel Yisrael placed fifth. Davis placed seventh in the 100 meters.

Avari Walker had the best finish for the girls, placing fifth in shot put.

Cassidy Campbell was sixth in high jump, while Camryn Campbell was seventh in long jump.

“We have a very young team, full of freshmen and sophomores,” Anthony said. “This was only our second meet, so with the effort I’ve seen, I’m very happy.”
