Median sales prices increased slightly as Daytona Beach area home sales also increased in August. An analysis of Daytona Beach Multiple Listing Ser vice data by Wyse Home Team Realty showed that 410 existing single-family homes (detached) were sold in the Daytona Beach area, with a median home sales price of $397,750.

That’s a 15% decrease in total home sales from August 2021, and it’s 5% higher than home sales just one month prior. Total sales volume was up by 4% compared to August 2021 and was nearly 11% higher than home sales volume in July.

The boat ramp at Highbridge Park at 39 High Bridge Road is now open, according to an announcement by Volusia County.Theboat ramp was closed by the county in January for upgrades. These upgrades, according to a county press release, include the replacement of two wood walkways with concrete walkways, the addition of a new pavilion and picnic table, repairs of the existing sheet pile walls, installation of rock for shoreline revetment and the construction of ADAcompliant parking spaces.

PAC Supervisor Marc Schwartz said the PAC is grateful for Holub’s offer, and that the new seats will greatly improve guests’ experiences when the PAC reopens. The seats have not been upgraded since the PAC first opened in 1991.“When people walk into this theater after this renovation, they’re going to be amazed, because it’s not going to look anything like it used to,” Schwartz said.

“We want to hire anybody that wants to work and is willing to go through the training course and get certified to transport children,” Rowls said. “For me, it doesn’t mat ter if you come in as a sub and you only work three days a week or if you come in full-time and work five days a week. With the position that we’re in now, any help will suffice.”

“I get to see the kids grow, she said. “There’s nothing more exciting to me. I went to Publix the other day and this cashier rang me up, and he was like, ‘Are you Mrs. K.?’ When I go to MediQuick, I see a parent who still tells me about her kids, how they’re doing in college. While Volusia County has a pool of 14 substitute drivers, Flagler County currently has one substitute, Rowls said.That means it’s all hands on deck. Everyone with a commercial driver’s license, including supervisors, rout ers and dispatchers, have stepped in.

Rowls said the Flagler district has had to cover 10 routes a day on aver age. That equates to 1,378 students that do not have a bus driver, he said.

The starting salary for Flagler County drivers is now higher than neighboring districts, Superinten dent Cathy Mittelstadt recently told the School Board.

“I love that page, because you get to hear the concerns parents have. And as employees, we get to tell our side of the story,” she said. “Like par ents weren’t aware that the buses have three seat belts to a seat.”

Tietje, a surfer and outdoor enthu siast, would like to major in environ mental science at the University of Florida or Columbia, a school which she said “is very much a reach.” She started Bella’s Eco Warriors, where she worked with a local surfing series that traveled the East Coast cleaning up beaches and teaching kids about the environment. Both Tietje and Louissaint hope to attend medical school.

While school districts nationwide, including Flagler and Volusia, are having trouble retaining bus drivers and attendants, many veteran drivers like Ayers-White enjoy their work.

Transportation Director Rodney Smith said the dis trict is short 19 drivers and 24 atten dants.“The shortage has created increased student loads, especially at the high school levels,” Smith said. “We also deal with coverage issues that result from absenteeism.”

“Everything that we can do in our power, I think we’re doing,” Rowls said. “In the event of not having enough drivers, it’s always going to be critical.”

At the beginning of the school year, she had to put three students together in some seats, even on high school routes, Ayers-White said.

All five municipalities in Flagler County have drafted proclamations in support of the half-cent tax refer endum on the November ballot.

As a resident of a nearby com munity to the proposed devel opment, he said, he likely has “more to lose” than any of the other board members. Like the majority of the board, he voted against the project last time.

The hotel would cover 95,700 square feet on the 2.95-acre site, and the devel oper, Ormond Beach Hold ings LLC, is seeking a Planned Business Development zoning map amendment. The prop erty is currently zoned B-6 “Oceanfront Commercial” and B-7 “Highway Tour ist Commercial,” as it used to house a 139-room hotel, which was demolished over a decade ago.

The hotel would have 108 parking spaces beside it east of A1A, and 62 additional spaces west of A1A. While hotel guests would have a private walkover to the beach from the building, public

In 2018, the City Com mission denied the 144-lot Marshside Village proposal, and while the developer of that project filed a petition to repeal the commission’s deni al, it was ultimately upheld by a Volusia County circuit judge in June Paytas2020.Homes’ bought the property, and its first devel opment proposal asked for 143 lots. Paytas’ new proposal reduces the lot number to 129. The property is already zoned for a Planned Residential Development.PlanningDirector Steven Spraker said that the current application seeks to address citizens’ stormwater flooding concerns by adding a 50-foot swale from Leeway Trail that would connect to Groover Branch, a wetland within the site. The developer is also increasing the natural preser vation area to 32.47 acres, or 38.5% of the project land area — an increase of 4.4% from the last Citizens’proposal.main concerns were about traffic, loss of nat ural areas and flooding, which has been an issue in that area.

Shull, who voted against the project, said she was torn while the board discussed the proposal.“Iknow they’re working really hard to do everything they can to get this done,” she said. “I would like to see less homes, even now, I would like to see less homes.”

“At the end of the day, it’s not our job to prevent all development,” he said. “It’s our job to try to help make it better, and I know there’s people in the room that don’t want to hear that. The reality is this is the last project that can probably go in this part of town, and we’re getting close to build-out altogether in Ormond Beach. There’s peo ple that just want to see this property stay dormant for ever, and I don’t think that’s a reality.”

A ‘MONEY PIT’ School Board member Carl Persis described the time period between 2018 to 2021 as a “perfect storm of events.” He and School Board mem ber Linda Cuthbert are the only board members to remain in office who were also present when the new financial system was chosen.

FIXING THE PROBLEMS

She wrote that the vendor payment process has since been enhanced, and that background screening duties were assigned to a human resources analyst. The district hadn’t been able to perform the required property inventories after going live with the Oracle Fusion system, she reported, because the software couldn’t be used for physical inventories. The district has since acquired another school software system for that. Bal gobin also said the district is devel oping a cyber security improvement plan and training for employees.

“Without effective procedures to document independent verifica tion of vendor information changes before payments are made, there is an increased risk for fraud or errors to occur without timely detection and recovery of losses,” the report states.

For Kennedy, the audit is evidence of the prescience of his warnings to the district and supports his case that the district retaliated against him. “It’s an act of god to basically fight whistleblower retaliation,” he said. “I’ve been suffering for two yearsKennedynow.” has applied three times for the school district’s chief infor mation officer position.

As far as the ERP implementation, Balgobin wrote to the state that the district acknowledges it hasn’t been fully successful. She said a new steering committee has been estab lished to create “effective procedures to ensure efficient and effective implementation of our ERP.”

State audit details financial, IT missteps at Volusia County Schools

“District security management needs improvement,” the report states.

The unsuccessful implementation — one phase of the system could not be implemented, and the other phas es were implemented a year after the contract’s implementation dates — was an outcome that a former VCS employee had repeatedly warned the district about.

The audit also found that the dis trict needlessly spent $1.34 mil lion trying to implement the human resources application of the Oracle Fusion financial system. VCS decided in August 2021 to continue using the previous application because Oracle Fusion’s “did not produce correct employee pay amounts.”

The audit also pointed to shortfalls in the financial system: When the state asked for records identifying vendor changes for the fiscal year, district staff had said that the sys tem “could not generate a report of the changes and other records were not readily available to identify ven dor information changes.”

VOLUSIA COUNTY SCHOOLS

“We are reviewing the current ERP and possible new solutions,” Balgobin wrote. “The committee is establish ing timelines for testing and modify ing the system as we determine the full scope of functionality the district needs in its ERP and if our current systems meet those requirements.”

It conflicted with the system for human resources, payroll and tan gible property inventory. When the board had asked when the system would be fully implemented, staff would respond that they were almost there, or that outside help was need ed. Persis said it has been a learn ing experience, but that he doesn’t blame any one person because there was so much change at the district during the system’s headedmistakeaction.PersisshipItopgobin]“[Superintendentimplementation. CarmenBalhashirednewpeople attheofallofthesedepartments,andhaveconfidenceinthenewleaderthatwewillbemovingforward,”said.“WearetakingcorrectiveWe’llcertainlylearnfromthisandIfeelconfidentthatwe’reintherightdirectionnow.”

The new financial system was nev er fully implemented even though the district spent $5.2 million in 2017 in contract costs with compa ny CherryRoad Technologies, plus another $2.4 million for four change orders between December 2018 and November 2020.

Since then, two superinten dents have been fired, schools were impacted by the COVID-19 pan demic, the district has changed its chief financial officer and there have been further changes in the district’s IT department — all areas which were cited in the audit, Persis said.  “I think we obviously made a mis take in the purchasing of that sys tem,” said Persis, adding that Oracle Fusion proved to be a “money pit” as the district tried to implement it.

OVERSEAS FRAUD SCHEME

The district told the Observer that it has learned from the errors and has made changes to prevent similar problems in the future.

A resident of Ormond Beach, Ken nedy had worked for the district for 13 years. He filed a lawsuit for whis tleblower retaliation in August 2020. The judged ruled in the district’s favor in December 2021, finding that Kennedy’s situation did not consti tute a violation of the Florida Public Sector Whistleblower Act. Kennedy appealed the decision in January.

The operational audit by the state’s auditor general, released in July, found that the district had not used a board-established steering committee or “other effective procedures” to ensure the implementation of its costly new financial system was successful, according to the audit report.

“If we are ever lucky enough to ‘make’ this software work, it will most likely be the most expensive ERP [enterprise resource planning] solution ever brought forward to a K12 institution with both the mini mal and most complicated function ality,” ex-employee Alex Kennedy wrote in a 2018 email to a director who is no longer with the district.  Kennedy, who worked as an assis tant director of applications and infrastructure with the district, was told his position was going to be elim inated in May 2020. He says he was fired for warning about the software.

These issues show why it’s impor tant to have audits, Persis said: Now the board knows about the errors and what must be done to ensure that they are not repeated.

“We can’t change what has occurred, and the people who were in charge of it at that time are no longer here,” Persis said. “... Everyone who is in charge now will nod their head and say, ‘Yeah, we agree. Mistakes were made, but this is what we’re doing now and this is how we can assure you we’re on the right track.’”

A man was found dead inside the RV by SWAT after a standoff in Lake County.

Flagler County Sheriff’s Office detectives had recently identified a suspect vehicle from two catalytic converter thefts and alerted deputies to be on the lookout for the car, which looked like an old white Ford Crown Victoria, according to an FCSO news release.Deputies spotted the car on Belle Terre Parkway on Sept. 12 and tried to stop it, but the 45-year-old driver fled and crashed. He ran into a clump of bushes behind a nearby Wells Fargo bank, and depu ties caught him at about 11 p.m. A 37-year-old passenger in the car surrendered.

A recreational vehicle stolen from Flagler Beach ended up in a standoff with police in Lake County on Sept. 14.

A local condominium associa tion president arrested two weeks ago for hiding a video spy camera in a houseplant facing the master bedroom of an unsuspecting woman’s condo has been arrested again.Aforensic analysis of electronics seized from suspect Robert Orr’s home revealed that Orr had hidden other cameras elsewhere and had filmed “multiple other unidentified victims,” accord ing to an arrest report.

“Our history together goes back further than the 20 years each of us have been here,” Morris said. “I was working for the company that sold the county FireFlight, assigned to firefighting and as a searchand-rescue pilot in Yosemite.”

It was his recreational passion that led to his career: a 1978 trip to British Columbia to go helicopter skiing.

Morris’s work with helicop ters led to stints at the Grand Canyon, New Guinea, Austra lia, Berma, Yemen and most of the western United States, including Alaska.

Along with drugs and drug paraphernalia in the car, dep uties also found saws and saw blades of a type commonly used for catalytic converter thefts, according to the news release.Deputies arrested both men on multiple drug charges and are analyzing the car for evidence in the catalytic converter theft cases.

Twenty years and more than 12,500 flight hours later, Morris will power down the rotorcraft one last time as its pilot on Nov. 13 — five days before his official retirement after 43 years of flying.

A Flagler County deputy pulled over a white Dodge Charger at about 12:37 a.m. Sept. 14 at the intersection State Road 100 and Belle Terre Parkway because the car’s left headlight was out, according to an arrest report.

A traffic stop that began for a burned out headlight ended with deputies seizing 219 grams of fentanyl and arrest ing a fugitive wanted in Volusia County and Orange County.

Since its purchase, Fire Flight has dropped about 2 million gallons of a water and foam mixture from its “Bambi bucket” — about 8,653 bucket drops — for fire suppression.

“I didn’t necessarily expect to be here, and I wasn’t sure I wanted to take the job fulltime. My mother lived in Florida, so I accepted it to be near my mother,” said Morris, who has a thirst for adventure.

According to the initial theft report, the owner told police that he didn’t know how long the vehicle had been missing, as he hadn’t been to the RV storage facility to see it in a few Policeweeks.inLake County have recovered the vehicle, and the owner has been contacted.

“The beach is a huge draw to residents and visitors of Volusia County, there’s no doubt about it,” he said. “I want to make it more friendly and attract more people, bring more business to the vendors on the beach, the motels and the retailers up and down the beach who will tell you their business is not as good as it was before.”

This will raise the price of annual operations, cost ing the county an additional $528,333 from its general fund and $106,682.75 from its port district fund. The coun ty splits administrative costs proportionally between the two funds, based on vehicular entries between the inlet parks and the beach approaches.

Our practice is “unbundled”- we have one price for the hearing aids, another for the fitting and calibra tion of the devices, and offer an optional service plan for the ser vices that are provided after the fitting. If you opt not to purchase a service plan, you will pay for ser vices as you need them when you come in (i.e., fee-for-service). This model is the same model used by physicians and other medical pro viders like dentists and podiatrists. If you go to the dentist and you need a bridge, you will be paying for the appliance and you will be paying for the dentist to examine and fit the bridge- they are separate costs on the treatment plan.

On July 27, Carol McLean Boatner, of Holly Hill, celebrated her 85th birthday with her daughter, Holly Anne Stephens, of Ormond Beach; granddaughter Lindsay Stephens Hawkins, of Jacksonville; and great granddaughter 4-year-old Eleanor Hawkins, who wore the vintage dress for the first time. The dress was made in 1891 by Stephens’ great great grandmother, Ida Riggs Chap pell. It has been worn by all three women, and appeared in articles in the Daytona Beach News Journal in 1964 and 1985.

Two Ormond Beach students were named semifinalists in the 2023 National Merit Scholarship program. Matthew Monroe and Rishi Patel, students at Spruce Creek High School, are two of over 16,000 semi finalists in the 68th-annual National Merit Scholarship program, which means they will advance in the com petition for one of 7,250 scholar ships, worth nearly a combined $28 million, to be offered next spring, according to a press release. About 95% will obtain a “finalist standing,” and about half will win a scholarship.
