The omicron COVID-19 surge appears to have peaked in Florida and the nation as a whole, according to Florida Department of Health-Flagler Medical Director Dr. Stephen Bickel.

“It looks like we’re crested,” Bickel said, after reading recent weekly Flagler County case numbers on Flagler Broadcasting’s “Free For All Friday” on Jan. 21.

FLORIDA HEALTH TESTING AND VACCINATION SCHEDULE The Florida Department of Health in Flagler County will offer COVID-19 testing by appointment from 8:30 a.m. to 12 p.m. on Jan. 27 and Jan. 28.

The department will also resume its Pfizer vaccination clinic on Monday evenings at its main office in Bunnell from 3:30 p.m. to 6 p.m. Appointments are required.

The call center is open for scheduling on weekdays between 8 a.m. and 4:30 p.m. and can be reached at 386437-7350, Ext. 0.

All DOH testing is conducted across from 120 Airport Road, near the Flagler Executive Airport.

“To me, even before the numbers dropped, we’re getting to the point where it’s hard to argue — this is my personal feeling — it’s getting harder and harder to argue that our policies should be different than how we deal with the flu,” he said.

Flagler’s weekly case numbers were down about 12% since the previous week’s, Bickel said: 1,298 cases for the seven-day period ending Jan. 20, down from 1,469 cases for the week ending Jan. 13.

AdventHealth Palm Coast had 44 COVID-19 patients as of Jan. 21 and had had 101 during the delta peak, he said.

In Volusia County, there were 5,718 cases for the seven-day period ending Jan. 20, down from 7,465 for the period ending Jan. 13. Cases are also dropping in Putnam County and St. Johns County.

“Florida data are even more definitive: Florida was actually down 33% from 430,000 cases to 289,000,” Bickel said.

“That’s a substantial drop.

The U.S. has also peaked.”

The statistics in urban areas tend to shift more quickly than they do in more rural ones, he said.

During the delta wave, daily cases rates rose to about 25,000 and deaths peaked in the 400s per day. During this wave, daily case rates have risen to about 75,000 — “Which seems terrible,” Bickel said, “but if you look at our death rate ... 67 was the peak, versus 426 with delta.”

That’s three times as many cases, but a fraction the number of deaths, he said.

There’s still speculation about how much of that is due to omicron being milder, versus increasing levels of immunity in the population, he said.

“It’s still kind of up in the air a little bit, because the population’s so different; we have so much herd immunity now,” he said.

That immunity isn’t full immunity, because the immunity that worked for delta doesn’t work completely for omicron, but it offers some protection, he said.

Things are different for people in a high-risk category, he said, but there are good therapies available, although patients have to work to access them: the monoclonal therapy Sotrovimab and the oral drug Paxlovid.

“If you’re a high-risk parent, even if you’re vaccinated, if you get COVID you should probably try to get them,” Bickel said.

The Belle Terre Swim and Racquet Club will be getting a new name.

School district staff are currently calling the site “P73,” which is shorthand for its address: 73 Patricia Drive.

Soon, the current name will no longer apply as the district goes ahead with its plan to transform the site by keeping the pool and gym but demolishing the tennis courts to make room for portables accommodating the school district’s TRAIL Transition Program, office space for iFlagler virtual school and eventually the Step Up program.

Dave Freeman, the district’s plant services director, told the School Board at a Jan. 18 workshop that demolition of the tennis courts is tentatively scheduled for March 1.

The pool and gym will remain available for members’ use, said Paul Peacock, the district’s chief of operations.

“Those using the facility have not had any change to their access,” Peacock said.

“We have been updating them on our demolition schedule.

The pool and gym are still not being intruded upon.”

Phase 1 of the project includes removing a portable that is on the site, setting up three new portables for the TRAIL program and two portables for iFlagler offices on the site of the tennis courts. A shade structure will be built over the five portables, and a concrete area for basketball or other activities will be added.

“We did contact our civil engineer using our civil contract,” Freeman said. “We reached out to the City of Palm Coast and brought them into the loop. … We want them to know what our site plan is.”

Freeman said they expect to bring in the new portables sometime in May, with the infrastructure scheduled to be in place by then. He said there is an interested party that might be willing to buy the current portable on site.

“We can potentially sell it cheap, and it would beat us having to demo it for $25,000,” he said.

Moving the TRAIL program out of Indian Trails Middle School will open needed classroom space at ITMS ahead of next school year when sixth grade classes will be shifted from elementary to middle schools. With iFlagler offices moving out of Matanzas High School, that space will be converted into classrooms.

Phase 2 of the project, which would include an estimated six portables for Step Up, would begin next year, Freeman said.

Peacock said with the tennis courts soon to be demolished, the process for re-naming the site can begin.

The School Board would ultimately have to approve a new name, Superintendent Cathy Mittelstadt said, but the district can begin the process by forming a committee.

The board agreed to get the process started.

ou might think after being honored as Flagler County’s Teacher of the Year, Flagler Palm Coast High School math teacher Jim Gambone would go home and celebrate.

But that is not what Gambone had in mind.

“I do tutoring every night,” he said following Flagler Schools’ Teacher and Employee of the Year Gala on Thursday, Jan. 20, at Flagler Auditorium. “Actually, I’m late right now.

I have to get back and do so some tutoring.”

The theme for the gala was “A Year of Heroes.” Gambone and Employee of the Year Judy Gallo of Food and Nutritional Services were appropriately given Superman capes to wear after Superintendent Cathy Mittelstadt announced their selections from among the district’s nominees.

Mittelstadt said the past two-plus years have been challenging for educators. “You have risen to the challenge when facing all that has been swirling around us. That is why we chose the ‘Year of Heroes’ theme,” she wrote in the gala program’s introduction.

Gambone and Gallo will now represent Flagler County for a chance at statewide honors.

The gala honored the 11 Teacher of the Year nominees and 17 Employee of the Year nominees as well Principal of the Year Cara Cronk, of Buddy Taylor Middle School; and Assistant Principal of the Year Amy Neuenfeldt, of Indian Trails Middle School.

Cronk and Neuenfeldt’s selections were announced earlier in the school year.

Gambone is a product of Flagler County. He attended Bunnell Elementary School, Belle Terre Middle School (before it was renamed for Buddy Taylor, the school’s first principal) and FPC, where he graduated in 1990. Gambone returned to FPC as a teacher in 2000.

Since then, in addition to being a math teacher, he has coached football and basketball and taught driver’s education. He started the girls flag football program at the school and is still the team’s coach.

His online math tutoring program attracts up to 50 students a night.

“Jim Gambone has a way of connecting with students,” Mittelstadt said. “He seeks out those who may be struggling in math and is able to get them to succeed. He’s got the ability to get those kids to see that they are learning skills that will serve them well long after they graduate.”

Gambone said he was surprised to win the honor.

“I’ve been here for 21 years, and I never for one day thought I’d win Teacher of the Year,” he said. “So for me to win it for the whole county is amazing. It’s truly an amazing thing, the feeling to get that respect from everyone else. I really enjoyed that.”

Before opening the envelope and reading Gambone’s name, Mittelstadt said the Teacher of the Year winner will have “big shoes to fill” replacing 2021-22 Teacher of the Year Khady Harmon, a chemistry and French teacher at Matanzas High. Gambone agreed.

“I was reading the story of the previous Teacher of the Year, and it was incredible,” he said. “I don’t think I could top that, but I’ll do my best. I’ll definitely represent Flagler County as best I can.”

Gallo said she was also surprised to be named the district’s Employee of Year.

“First, I was elected to be the employee from my department, and that was very exciting for me,” she said. “And then the thought that I would be the overall Employee of the Year, it’s kind of odd, because I feel like I’m just doing my job. It is nice to be honored for that, but it’s just what I do.”

“I started at the low level, washing dishes,” she said. “I still wash dishes today.”

She said the pandemic has posed the most difficult challenges during her tenure. The department’s employees continued to make meals for families for pickup during remote learning in 2020. Now they are dealing with supply-chain issues, Gallo said.

“But we’re going to make sure that we get our kids fed,” she added.

“And all my staff do a wonderful job to accomplish that.”

“When you read what her peers say about her, it is jaw-dropping,” Mittelstadt said. “She doesn’t just go the extra mile for fellow employees or students, she’ll go any distance to help meet their needs.”

All of the nominees were recognized. School bus driver James Egan, who died in a motorcycle crash Oct. 5, was the Employee of the Year nominee for Transportation. Two of his family members took his place on stage.

Belle Terre Parkway lane closures to begin on Jan. 31

If Palm Coast wants builders to construct environmentally friendly homes and offer electric vehicle charging options, what’s the best way to get them to do that?

A citizen committee called the Beautification and Environmental Advisory Committee drafted a series of options for updating the city’s existing Green Building Incentive Program and presented them to the Palm Coast Planning and Land Development Regulation Board on Jan. 19.

Beautification and Environmental Advisory Committee Chairman Jeffery Seib divided the committee’s proposals into two categories — incentivizing green development, and supporting a transition from fossil fueled to electric vehicles.

To spur builders to use energy efficient technology, he told the planning board, the city could offer tax deductions for a period of five years for commercial or multifamily construction that meets standards for the green building rating program know as LEED — “Leadership in Energy and Environmental Design” — offering greater deductions for buildings that meet higher LEED rating levels.

Single-family homes would be eligible for certain incentives under the existing Green Building Incentive Program.

Another option, he said, would involve reimbursing builders for permit fees and expediting the permitting for builders.

“This would help speed up the process of construction approval, which would allow businesses to begin the process sooner rather than later,” Seib said.

In terms of electric vehicle charging stations, Palm Coast partnered with FPL several years ago to offer two stations at City Hall.

said, “And there’s another one at the Wawa gas station right down the road, but we could use some more.”

He suggested that the city speak with FPL about adding more charging stations, and consider offering per-charging-station incentives in the form of property tax deductions to apartment complexes and commercial buildings that install charging stations.

Dylan Long, a Flagler Palm Coast High School student who’d worked with the committee on the presentation, noted that people who have electric vehicles usually charge them at home, when possible, to avoid dealing with the time and cost associated with charging elsewhere.

But apartment residents wouldn’t be able to charge from home — and would therefore be disincentivized from buying an electric vehicle — unless the apartment complex makes charging available.

It would also be helpful to incentivize the addition of charging stations at hotels and the installation of charging outlets in new singlefamily homes, he said.

“Generally, it is much cheaper and quicker to install charging when the construction is new than to retrofit

it,” he said.

Seib said that he expects Palm Coast to see more multifamily construction.

“That would be a great time to incorporate electric vehicle charging stations into these locations,” he said.

For apartment complexes and condos, Seib said, the city could also allow builders to offer a certain number of charging stations in lieu of the required number of garages — for instance, swapping out one garage for one charging station, up to a predetermined number.

He noted that demand for electric vehicles is expected to grow, and some countries are embracing the technology: In Norway, for instance, electric and hybrid vehicles made up more than 90% of last year’s vehicle sales.

“Europe is jumping into this bigtime, and we can too,” Sieb said.

Ray Tyner, Palm Coast’s deputy chief development officer, noted that the city’s financial department hasn’t yet reviewed the committee’s proposals.

“There needs to be more work on fleshing some of this out,” Tyner said.

Palm Coast prepares to amend Comprehensive Plan in February Palm Coast is revising its Comprehensive Plan and will seek residents’ input through a series of neighborhood workshops.

“The [Comprehensive] Plan is a living document that’s really the vision of the community,” Palm Coast Senior Planner Jose Papa told the city’s Planning and Land Development Regulation Board at a Jan. 19 board meeting. “I would be skipping a step if I proposed changes to policies and objectives at this time without going to the public for input.”

State law requires municipalities to update their comprehensive plans every seven years, and Palm Coast’s last evaluation was in 2015, Papa said.

The planning board approved a set of housekeeping amendments at the Jan. 19 meeting. Those include changes in wording to reflect the city’s latest capital improvement plan, expected changes in school capacity, and recent work on recreational facilities.

Those changes will come before the City Council for approval at an upcoming meeting and must be sent to the state for approval by Feb. 10. After the state reviews the amendments, the city will hold a second public hearing, likely in April, to approve them.

A more extensive review of the Comprehensive Plan, including resident input, would follow, updating the plan’s timeline from 2035 to 2045. It would likely involve a consulting group that would facilitate neighborhood meetings and help city staff determine which questions to ask residents, Papa said.

Daily lane closures will begin Jan. 31 on Belle Terre Parkway as an independent, Port Orange-based contractor undertakes a milling and resurfacing project, according to a city of Palm Coast news release.

Construction will involve the northbound and southbound lanes between Royal Palms Parkway and State Road 100 and is expected to take four to six weeks.

Although only one lane will be closed at a time, the city is asking drivers to avoid the area, if possible.

“We are very excited to begin this milling and resurfacing project and get this stretch of road back up to standards,” Palm Coast Project Manager Tyler Gibson said, according to the news release. “We know that anytime there is a construction project that causes a lane closure, it can be an inconvenience.

We appreciate the public’s patience and cooperation while we work to complete this project as safely and quickly as we can.”

Flagler County is moving forward with plans to build a new southern library branch, even as the county is uncertain whether the state will come through with a $500,000 library grant.

The overall cost of the building, including design, would be approximately $16 million. The library has approximately $400,000 set aside from passport services revenue. The county has $10 million in American Rescue Plan Act money that could be used for the library, and could also sell some of the 19-acre library branch property in Palm Coast to fund construction of the new library in Bunnell, library Director Holly Albanese said: A potential buyer has expressed interest in the Palm Coast parcel, and the library there only takes up about 5 acres of the site.

Flagler County has ranked No. 1 in the state for a $500,000 state library grant for six years in a row, including this one, but for the previous five years, the state then opted not to fund the grant program.

The county won’t know until June or July whether it will do so this year.

The proposed new library building, on land the county bought on Commerce Parkway near the planned site of the Flagler County Sheriff’s Office headquarters, would be more than just a library: It would also house the county’s human services and senior services staff — making it eligible for grants for human services — and would offer a congregate meal site and con-

ference space that the county could rent out.

“We just kind of took a step back and decided we need to find another way to incorporate more needs for the county,” Albanese told county commissioners at a Jan. 24 workshop. “We revised the scope of the project from just a library to a library, a health and human services department and a conferencecenter-slash-communityroom.”

The building would be 32,000 square feet overall, with a 22,800-square-foot library portion (for comparison, the library branch in Palm Coast is approximately 30,000 square feet), plus a 4,500-square-foot community room, a 4,000-squarefoot health and human services office, and a 1,637-squarefoot covered porch.

Shifting senior services and the congregate meal site to the new library building would also save the county $50,000 a year in rent, Albanese said.

“You would have a congregate meal site that’s secure, you wouldn’t have to worry about changing location again, it would be in the same building, essentially, as the senior services department,” Albanese said.

The community room could be divided into two spaces that could be rented out simultaneously as conference rooms, she said, and the county could also use the building for an emergency shelter or as a sheltering location for employees.

A driveway would wrap around the human services area and could potentially be set up with a drive-thru service window, she said.

The library itself would have nine to 12 staff members, including the two who are assigned to the Bunnell library branch now. It would offer a recording and podcast room, study rooms, an innovation lab, 24 computer stations and a “micro-market” with prepackaged food and drinks, Albanese said.

If the county gets the state library grant money, it will be notified this summer and receive the money in December. The county would then put out a request for proposals for the construction. The library itself would likely not open before the summer or fall of 2024, Albanese said.

She asked for the commission’s consensus to move forward with the process.

“I think it’s either now, we go forward, or we give up the whole deal,” Commissioner David Sullivan said. “It’s one way or the other.”

Commissioner Andy Dance said he’d have liked to see the proposal in the context of the county’s strategic planning process to make sure that money set aside for the library wouldn’t be depleting money for other county needs, but added that he liked the idea of incorporating human services into the new library branch building.

“I think the flexibility is a pretty ingenious idea,” he said.

Airport will fast-track new hangars

There are 122 people on a waiting list for hangar space at the Flagler Executive Airport, and the airport plans to delay construction of a proposed new terminal building and instead construct a T-hangar first to add 42 new hangar spaces.

Hangar leases at the proposed new hangar are expected to bring the airport an extra $215,000 a year and increase the airport’s fuel sales, and handling the hangar first probably won’t delay the terminal construction too much, Airport Director Roy Sieger told Flagler County commissioners during a Jan. 24 commission workshop “What I’m thinking is

that’s only going to be put out another year,” he said at the workshop.

The airport recently completed design for the terminal building, which is “100% different — looks nothing like it did before,” Sieger said.

Sieger had been expecting the hangar construction to be a $4.2 million job. With rising construction costs, estimates are now coming back closer to $6 million, but the Florida Department of Transportation might bear most of the cost with an 80% or 90% matching grant, leaving the airport itself to pay approximately $1.3 million or $654,000.

The terminal building would be a $10 million project, including $7 million for the construction, and is also expected to receive some funding from FDOT. Other government funding will also cover a large chunk of the cost: The airport is receiving $69,000 in Coronavirus Aid, Relief, and Economic Security Act Air-

ports Grant money, another $57,000 in Airport Coronavirus Response Grant money and $59,000 in Airport Rescue Grant funding, and is expected to receive almost $1.5 million in federal funding over five years as a result of the bipartisan infrastructure law.

Sieger is also applying for $10 million from a $100 million nationwide federal allocation for terminal building work.

The airport has completed 59 projects since 2009, totaling $50 million, Sieger said.

Recent ones include the terminal design, runway rehabilitation, a new electrical vault and a wildlife hazard management plan with fencing to keep animals like deer off of the runways.

The airport has three projects underway, all with funding from the FDOT: the replacement of the airport’s air traffic control tower equipment, design for the T-hangar, and design for the rehabilitation of Taxiway “A,” Sieger said.

LETTERS Saltwater canal property owners should pay for dredging, if necessary Dear Editor: Recently we have been hearing about this supposed “need” to spend what could amount to tens of millions of tax dollars to dredge our saltwater canals. This is mainly being driven by a local City Council candidate and two-time former mayor candidate, Alan Lowe. Arter reading his recent letter to the editor, “How and why to maintain the canals now,” I am struggling to find the “how” or, more importantly, the “why.”

The one “why” he states, is that “the canals create some of the highest revenue generated via property tax.” A debatable statement. So I guess Mr. Lowe is suggesting that without dredging the saltwater canals surrounding property values would somehow plummet and we would lose revenue? The answer to that is, no, that would not happen.

The limited number of properties competing with high demand for water views and privacy are the main drivers of those values, and that will not change whether dredged or not. Or is he suggesting that community needs should be prioritized simply by the level one pays in property taxes?

The second “why” he states is that canals are the “oldest, biggest, most profitable and most enjoyed amenity.” Are they the ”oldest amenity?” The Palm Harbor Golf Course’s first nine holes opened in 1971. The “plug” was pulled to open the first finger canals in 1976. Are they the “most profitable?” What is this “profit” being generated that benefits all residents? Property taxes? That is simply revenue, and adding an expense that could exceed that revenue then makes them simply an expense to the community.

The city receives only about 23% of the property taxes paid by owners. Most of our taxes go to the county and schools. Yet the city handles our improvements and maintenance of our infrastructure within city limits, our amenities, and most of our services. Remarkably, the city has done so without carrying municipal debt.

How has the city accomplished this since incorporation in 1999 while providing the many improvements in infrastructure and services? The answer is by strategically investing limited-use dollars, such as park funds, into attractions that bring visitors who spend locally and generate millions in sales tax revenue — sales tax dollars that can be invested back into the community for things like infrastructure improvements that benefit all. Examples are the splash pad at James F. Holland Memorial Park that attracts out-of-towners, the baseball fields at Indian Trails Sports Complex that attracts regional and state level Little League tournaments, the improvements at Waterfront Park which will attract rowing competition and an off-season destination for rowing teams to train across the country, the plans to expand the Tennis Center to attract regional amateur tennis and pickleball tournaments bringing out-of-town players and their families, etc.

Concerning “how” to pay for the dredging, I looked through Mr. Lowe’s letter only to find that “I [Alan Lowe] believe there are ways to fund this maintenance without a tax increase on residents.” That’s it. His “belief.” Who needs specifics when suggesting a supposed “large scale” problem that could require tens of millions in expense?

The truth is that saltwater canal maintenance is not a line item on the budget because it is not necessary and there are far greater priorities. Take stormwater drainage, for example. Dredging ‌the saltwater canals does not improve stormwater drainage. The drains themselves and infrastructure to route the stormwater to the canals are important, but dredging would change nothing.

Regarding stormwater drainage, what our council should be focused on is adding swale maintenance crews and equipment. There are currently two crews that can accomplish about 12.5 miles each per year for a combined 25 miles of scheduled maintenance, which does not include other problems which naturally come up.

Spending tens of millions of dollars on dredging would waste

Here are two proposed laws and how they would really impact animals — and you those valuable funds that could be invested into actual revenue generators that benefit all and not something that is just an “enjoyment” for some. If this is truly the huge “problem” Mr. Lowe claims it is, then the most responsible solution is to create a special taxing district for those properties to pay for the maintenance. This would provide for his “enjoyment” without burdening the rest of the community and taking away from important needs that benefit all.

Dear Editor: Just last week I read one of the letters to the editor which stated that the dredging and maintenance of the canals could be done without an increase in our taxes. That’s a statement that sounds very much like the empty campaign promises we hear around election time.

Today, I read the article where Councilman Ed Danko stated that the work required would cost from $25 million to $50 million, thus my confusion.

Does the city have a spare $25 million to $50 million lying around?

Do we have a fairy godmother who is going to come in and pay for this?

Circuit Court Judge Terrence Perkins upheld the commission’s decisions. The nonprofit appealed Judge Perkins’ decision to the Fifth District Court of Appeal. The Appeals Court will consider Preserve’s Petition For Writ Of Certiorari challenging: The validity of the county’s approval of development applications for the Hammock Beach River Club; The failure of the county to abide by the Flagler County Land Development Code; The failure of the County Commission to require the developer to comply with the conditions of County Ordinance 2005—22 and the controlling original PUD Agreement; The lower court’s conclusion that neither Preserve Flagler Beach and Bulow Creek nor the adversely affected residents of nearby neighborhoods have “standing.” (The right to seek court protection in this case.)

In 2005, 16 years ago, the county approved a planned unit development for developer Bobby Ginn.

We at Flagler Humane Society are working with ASPCA, The Humane Society of the United States, Florida Animal Control Association and Florida Association of Animal Welfare Organizations to ensure that animal protection laws are strengthened.

Several of our staff attended Humane Lobby Day in Tallahassee this week.

Among the bills we’ll be discussing with our legislators in coming weeks are: House Bill 849 / Senate Bill 994 — The Pet Protection Act. Sounds like a good thing, right?

Wrong! The bill is disguised as an animal welfare bill to mislead lawmakers. It was penned by pet store chains that purchase thousands of puppies from puppy mills. These cruelly bred puppies are imported into Florida from the Midwest. This law would protect a dwindling business model. As exemplified by PetSmart, PetCo and most momand-pop shops, pet stores don’t have to sell puppies to be successful. The massive $103 billion retail pet industry is dominated by pet products and services.

Years ago, Flagler Beach was one of the first cities in the U.S. to ban retail sale of pets. Last summer, animal protection agencies and advocates worked tirelessly to pass a ban on retail sale of pets in both Orange and Manatee counties. HB 849/SB 994 is in response to those new local ordinances and would undo all that hard work.

If this bill were to pass, ordinances in Orange and Manatee counties would be void, and pet stores would continue making money off the backs of sick animals. Our law in Flagler Beach would stand as HB 849/SB 994 would only undo these local animal protection ordinances that passed since June 1, 2021.

The current developer bought the property in 2018, and county commissioners gave him the benefits of the original 2005 PUD Agreement, but they did not require the developer to comply with the conditions of PUD Ordinance 2005—22 or the Agreement.

Preserve Flagler is a nonprofit citizens’ organization that supports smart growth consistent with protecting the unique character and environment of Flagler County and Flagler Beach. Preserve’s members have volunteered hundreds of hours and donated tens of thousands of dollars trying to protect the Bulow Creek ecosystem, water recharge area and the John Anderson Scenic Highway. At jeopardy is the quality of life and property values of the citizens who wilt be directly affected by the proposed mega-development. Does anyone even care about the deer, turkeys, panther, bob cats, bears, gopher tortoises, otters, manatees, game fish hatcheries, countless exotic water birds and small creatures?

At a recent county meeting, Commissioner David Sullivan mistakenly opined that Preserve’s appeal might be for “delay.” That is simply not correct. Preserve petitioned the appellate court to block harmful county actions and to affirm the right of all citizens to seek judicial protection from harmful invalid government action.

Last year, the St. Johns River Water Management District determined that the Hammock Beach River Club was clearing land without necessary permits. The district requested that the developer immediately cease clearing land between the John Anderson Highway and the Intracoastal Waterway. The ensuing delay of many months was caused by the county not enforcing its own code and the developer’s failure to comply with the St. Johns River Water Management District permitting requirements.

The developer’s initial plan for this property was a mega-development with nearly 4,000 residential units, 12-story condo/apartments, and 510,000 square feet of commercial space. This litigation only

Many of us have pets who are fearful or aggressive. This would provide a safe option and may reduce instances of neglect by expanding access to care. Veterinary virtual care can even help lower the number of animals surrendered to shelters by helping keep pets in homes. The PETS Act would certainly not require that a veterinarian allow for telemedicine, but would give them that option.

These are just two of the potential new laws that we are watching.

In Flagler County, we are blessed to have representatives in Tallahassee who care about animals. Rep. Paul Renner and Sen. Travis Hutson have listened to us and have helped to pass animal protection laws like Pet Protection orders (passed in 2020) and banning the cruel practice of shark finning (2017). If you contact them, make sure that you thank them for their concern for animals.

This 825-acre parcel is one of the very few natural wilderness areas left along the entire coast of Florida. If we allow it to be destroyed, there will never again be a place like it. The state and county should buy this land for public use as a non-motorized wilderness park and canoe launch. Our children could experience a little piece of Florida, “as it once was.”

Don’t amplify misinformed sources Dear Editor: After reading a recent letter to the editor, “Palm Coast is affected when Supreme Court doesn’t base vaccine decisions on facts,” I note that the writer, an attorney, references Dr. Malone on the Joe Rogan Podcast, “which has now been listened to over 50,000 times,” for her premise that justices on the Supreme Court erred in their decision-making.

Perhaps she should refer to statements of law when criticizing a legal decision rather than listening to the Rogan show on Spotify.

According to a New York Daily News article dated Jan. 13, “A total of 270 ‘scientists, medical professionals, professors, and science communicators’ published an open letter to Spotify, denouncing the platform’s tacit support of dangerous anti-vaccine opinions that Joe Rogan and his guests have disseminated on his podcast The Joe Rogan Experience.”

BRIEFS Sheriff, deputies, Bunnell Police officers recover stolen work truck, arrest thief A 30-year-old man was arrested Jan. 20 after stealing a work truck and gas card from his employer.

The Flagler County Sheriff’s Office received a report Jan. 19 that a work truck had been stolen from a Palm Coast business after employees arrived to work to find a locked file cabinet had been broken into and a company Chevy Silverado was missing.

The suspect had not shown up for work and had deposited multiple unauthorized checks into his bank account from the business.

Deputies were told that the man sometimes takes a company truck home, but that he’d been notified by an employee that the business’s truck and gas card, which were taken the day prior, were to be returned immediately.

The company reported the truck as stolen when he failed to return it.

A “Be-On-the-Lookout” was issued to deputies on the truck, which was spotted in the area of U.S. 1 and Belle Terre Boulevard on Jan. 20, traveling north.

Deputies used stop sticks on South State Street in Bunnell to disable the truck to avoid a pursuit.

Sheriff Rick Staly was also in the area and joined deputies and Bunnell Police officers in conducting a felony stop.

The suspect got out of the truck and was secured without incident.

“This was a great job by all the deputies and agencies involved,” Staly said. “I’m proud of the teamwork that was able to quickly apprehend the suspect and recover the stolen truck. I commend the RealTime Crime Center, who continued to track this vehicle and kept deputies informed of its location. Now it’s time for him to see what the Green Roof Inn has to offer, and hopefully that includes him learning a lesson about stealing from our community.”

Sheriff’s Office arrests 20 on drug charges A 14-month Flagler County Sheriff’s Office investigation has led to arrest warrants for 24 drug dealers.

After a sweep the morning of Jan. 20, FCSO’s Operation “Winter Wonder Cells” resulted in 20 arrests. FCSO is still searching for the remaining four drugs dealers wanted in this operation.

Sheriff Rick Staly joined his Special Investigations Unit and the FCSO P.A.C.E. Unit to serve the felony arrest warrants.

Three arrests are still pending.

One suspect remains a part of other ongoing criminal investigations.

Some suspects of Operation Winter Wonder Cells had previously been arrested when search warrants were served, or were already in the Sheriff Perry Hall Inmate Detention Facility.

As of the arrests, more than $277,000 in narcotics have been seized in the operation. Among the controlled substances seized in the operation are Fentanyl, Heroin, Oxycodone, Cocaine, THC Oil, Methamphetamine, and Cannabis.

“These 24 poison peddlers have faced more than 160 felony charges combined over the course of their criminal activity,” FCSO Sheriff Rick Staly said. “On the whole, these poison peddlers have been convicted 48 times. These drug dealers are now finding out what happens to drug pushers in Flagler County.

If you are a drug dealer in Flagler County and we didn’t get you this time, you better watch over your shoulder, as we will get you next.”

Suspects in the operation range in age from 23 to 69. One of those facing charges, Michael McIntyre, is already facing time in prison on a first-degree murder conviction for selling a fatal dose of illegal drugs.

He is charged with Trafficking Methamphetamines as a result of this operation.

“As a result of the hard work of our Special Investigations Unit, this operation led to getting these drug dealers arrested for poison peddling in our community and will hopefully save some lives,” Sheriff Staly said.

Sheriff’s Office hires public affairs leader The Flagler County Sheriff’s Office has hired Don Foley as its new public affairs lead.

Foley comes to Northeast Florida by way of the mayor’s office in Huntsville, Alabama, where he served as a communications specialist.

Jonathan Lord awarded for service to Emergency Management Flagler County Emergency Management Director Jonathan Lord will be presented the Florida Emergency Preparedness Association “Gary Arnold Award” at its annual meeting in February.

This award is provided to an individual for dedicated, unselfish and enthusiastic service to improving

the emergency management community in Florida.

“I am humbled to be receiving this award,” Lord said. “I really love what I do, and my amazing staff. I guess my enthusiasm shows — not a bad thing, I suppose.”

Lord was notified about the award by his own Senior Planner Ryan Simpson, who nominated Lord but was uninvolved in the selection.

“I am very excited to inform you that you have been selected by the Florida Emergency Preparedness Association Annual Awards Committee to receive the FEPA Gary Arnold Award,” Simpson wrote. “This award is provided to an individual for dedicated, unselfish and enthusiastic service to improving the Emergency Management Community in Florida.”

Simpson, while still working for Putnam County, witnessed Lord’s dedication and passion for emergency management at the start of the COVID-19 pandemic.

“Everything was happening so fast – information and guidance were changing daily,” Simpson said.

“Jonathan did a great job setting up Zoom meetings to bring emergency management directors together from across the state to discuss the changes. His leadership transformed this group into a valuable resource for the state.”

The award commemorates the life and career of former Collier County Emergency Management Coordinator Gary S. Arnold, who died in 2001 at the age of 50 following a work shift supporting a wildfire operation.

He had only worked in emergency management for three years after a 20-year career in radio and television.

“Jonathan is very deserving of this award, and has been an asset to the organization in a number of ways,” said FEPA Executive Director Eve Rainey. “He’s always willing to take on leadership roles, like serving as treasurer for 10 years, despite his very demanding day-to-day work position.”

The Florida Emergency Preparedness Association was created in 1956 to help professional Emergency Managers work to protect the people of Florida.

While school choice and transportation issues are still to be hammered out, the Flagler County School Board formally approved rezoning for next school year for the district’s secondary schools.

The district needed to help level out capacity between the two middle schools and the two high schools, said Patty Bott, the district’s coordinator of planning and intergovernmental relations.

With sixth graders scheduled to be shifted from the elementary schools to the middle schools in 2022-23, secondary-school rezoning became the priority, with rezoning for elementary schools pushed back to next year.

Palm Coast’s R Section, which had been zoned for Buddy Taylor Middle School and Flagler Palm Coast High School, will now be zoned for Indian Trails Middle School and Matanzas High School. The area is bordered

by Whiteview Parkway to the north, Belle Terre Parkway to the east, Royal Palms Parkway to the south and the county line to the west.

Moving the entire R Section to Indian Trails and Matanzas made the most sense despite its closer proximity to BTMS and FPC, Bott said.

The district’s rezoning committee took transportation and traffic issues into consideration. Since parts of the W Section are within walking distance of Buddy Taylor, the committee decided to keep the section in the BTMS and FPC zones. The R Section, meanwhile, has easy access for buses and cars on U.S. 1 to both Indian Trails and Matanzas, Bott said.

According to the rezoning timeline, controlled open enrollment will begin on March 1 with the acceptance of student hardship applications and employee transfer applications.

Rising eighth graders, 11th graders and 12th graders will be allowed to remain at their current schools, with bus transportation option provided for one year.

Rising sixth and seventh graders will be allowed to attend the same middle school as their siblings, and rising ninth and 10th graders will be allowed to attend the same high school as their siblings, also with a bus option for one year.

The board unanimously approved the plan at its Jan. 18 meeting.

ning to bring eminent domain cases against both owners, though it’s still open to talking, County Attorney Al Hadeed said.

“The Army Corps has indicated that — with this last stretch that we’re in — that if we’re not able to succeed, then we may be placed in a deferred status for the funding,” Hadeed told the County Commission on Jan. 10.

“We are in the process of coordinating and collaborating with them, as well as our experts, to move forward on the eminent domain cases while we also continue dialogue with the owners who have not so far executed easements,” Hadeed said.

The Army Corps of Engineers is overseeing the project, which will involve dredging sand from an offshore borrow pit and then using it

to build up a dune that would help protect the areas west of it from flooding during major storms.

To proceed, the Corps of Engineers needs beachfront property owners’ written permission, in the form of signed easements, to access the area properties to add the sand.

If even a handful of owners don’t grant that permission, then workers could not add sand there, and that would create potential breach points that would undermine the project.

Hadeed, who’s led a push since 2019 to get owners to sign, noted that the properties in question are what are known as “remnant properties”: They’re properties east of State Road A1A that are linked to properties on the west side of A1A. Nothing can be built on the remnant properties aside from a beach walkover.

A day after the Palm Coast City Council defied resident opposition and voted 4-1 in favor of a self-storage facility on Old Kings Road near the Hidden Lakes community, the city’s planning board has voted in favor of a second self-storage that may be constructed nearby.

The Flagler County planning board also recently granted initial approval for a self-storage facility near the northern entrance to the Plantation Bay community.

The facility considered by Palm Coast’s Planning and Land Development Regulation Board on Jan. 19 would be on the east side of Old Kings Road just less than a mile north of its intersection with Town Center Boulevard and across from an Interstate 95 weigh station, near the Toscana neighborhood.

At approximately 13 acres, it would be smaller that the Secure Space facility that received the City Council’s support on Jan. 18 for a 23-acre site at the northwest corner of Old Kings Road and Town Center Boulevard.

But like Secure Space, this second storage facility — referred to as “RF2 Storage” in city documents — would feature covered RV and boat parking spots as well as airconditioned storage rooms.

Development, told planning board members at the Jan. 19 meeting that the land has been under the same ownership for 18 years, and that the owner had approached Douglas Property & Development about how best to monetize it.

“We saw the writing on the wall last year,” Douglas said.

“Palm Coasters pay about 50% more on average for storage than folks in Daytona or St. Augustine or Jacksonville.

So pair that with the fact that we’re not putting our RVs or boats in our yards or in our driveways in Palm Coast, we have sort of like a captive market with this built-in demand and a pretty severe shortage — hence the 50% premium.”

No one from the community spoke during the meeting’s public comment period to oppose the RF2 Storage facility — a contrast to the meeting the previous day about the Secure Space facility, which drew opposition from neighbors who said they worried it would generate too much noise and traffic.

district, but only if they submit, and receive approval for, a “special exception” application.

That was the step the planning board approved with a 6-0 vote on Jan. 19.

The RF2 Storage facility would have 127 boat and RV storage spaces, plus 698 storage units spread among six buildings covering 86,950 square feet of building space, city certified planner Estelle Lens told planning board members.

There would be two gated entrances.

“The site will be very well buffered — landscape and natural buffers around the perimeters,” Lens said. A conservation easement to the east, about 650 feet and owned by the Toscana homeowners association, buffers the Toscana community, she said.

Douglas presented a traffic study showing that the facility would generate an annual average of 359 daily trips, including 40 p.m. peak-hour trips. In contrast, Douglas said, a 6,000-square-foot gas station and convenience store could be expected to generate 359 daily average peak-hour trips.

“It’s about as light of a trip generation as you’re going to get for any use in [general commercial zoning],” Douglas said. “... This piece of property, it’s going to be important to get it in production, get some commercial taxpayers. If we can do that at the same time as we’re reducing pricing for storage and opening up that market and increasing supply, I think we’re doing a pretty good thing.”

THIEF STEALS OVER $18,000 IN FIREWORKS 10:00 a.m. Bunnell Commercial burglary. A commercial storage property owner noticed that the lock on a cargo container storage box — which had been full of fireworks — was wide open, with rain streaming in and wetting the fireworks.

The fireworks’ owner arrived at the site with a deputy, who noted that a thief had cut the latch on the box with a power tool.

The thief had stolen 684 fireworks artillery shells of various kinds, for a total value of $18,600.

SUSPECT ‘FORGOT’ ABOUT GUN HE WAS HIDING 3:30 p.m. State Road 100

near Garden Lane Possession of methamphetamines, carrying a concealed firearm. A deputy on road patrol saw a car going 82 mph in a 60-mph zone. The deputy stopped the car and walked up to the car’s window, and the driver said that his license was suspended and he was going to jail.

A second deputy noticed that the driver was sitting at an awkward angle. Deputies found that he was trying to conceal a handgun. Deputies asked him why it was under his seat. He said he “guessed he forgot.”

The man did not have a concealed weapons permit.

Deputies also found meth in the car. Deputies arrested the driver.

Pirate grub Matanzas culinary program opens the Black Pearl Cafe

Friday is the day Matanzas High’s culinary students prepare lunches that faculty and staff can purchase for pickup or delivery.

Soon, students will be able to serve meals as well in the culinary program’s new Black Pearl Cafe.

The Flagler County Education Foundation secured a grant for $11,500 to purchase furniture and equipment for the cafe. It is part of about $100,000 the foundation has raised this year to help supplement Flagler Schools’ Career and Technical Education programs, said Joe

Rizzo, the foundation’s executive director.

“The workforce development grants help make sure the programs can provide state certification that give kids the opportunities for jobs,” Rizzo said.

On Jan. 21, the students were practicing their back-of-the-house skills, preparing Buffalo chicken calzones and baked-from-scratch chocolate chip cookies for faculty and staff. The cafe will help the students practice their front-ofthe-house skills, serving customers directly, said culinary teacher Lisa Kittrell.

The furniture arrived this month.

In the future, the cafe will be open to the public by appointment. When the principal brings in guests for a luncheon, the Black Pearl Cafe will be the dining room they use with students preparing and serving the meals, Kittrell said.

At the end of the school day, students, faculty and staff at Matanzas will be able to purchase coffee and fresh baked pastries served at the cafe. With the help of culinary student Abrien Sundell, the program will soon be upgrading ifs coffee beverages. Sundell’s family owns SunBros Cafe in Flagler Beach, which buys its coffee beans from Kaldi’s Coffee Roasting Co. in St. Louis.

With SunBros Cafe’s help, the Black Pearl Cafe will also start serving Kaldi’s coffee, Kitrell said, and Sundell, who attended a training seminar at Kaldi’s headquarters, will help teach his fellow culinary students how to make lattes.

In St. Louis, Sundell said he learned how roasts affect flavors and what decides a good or bad flavored coffee.

What we talk about when we talk about race University Women of Flagler members began a discussion group called Seeking Insights for Solutions to explore, understand and find solutions for racial equity.

How can we better understand our neighbors of different races? One group of women decided it should start with conversation.

The group began in May 2020 when four local women — Gina McLaughlin, Trish Le Net, Joanne Mason, and Bettie Eubanks — formed a discussion group to explore, understand

and find solutions for racial equity.

The women, two Black, two white, all members of University Women of Flagler, eventually named it SIS (Seeking Insights for Solutions). The group now has 41 members.

The founders paired up crossracially to interview each other using a set of research-based questions about the neighborhoods in which they grew up, their education, their career, racial encounters and conversations about race with older and younger family members. They wanted to understand what part race played in their personal lives.

The group rapidly grew and as new members joined, they also took part in the interviews.

As the group discussed what they learned from the interviews, members saw patterns emerge. One such pattern is that the majority grew up in predominantly Black or white neighborhoods. They discovered

that the white women had grown up in a “bubble,” where race was seldom, if ever, mentioned and where they rarely, if ever, even encountered a person of another race until later in life.

On the contrary, the Black women have often had to navigate a white world which controlled schools, employment, businesses, housing, health care and the criminal justice system.

Through the interviews, discussions and research, they discovered many local historical examples of racial inequities. Here are three: Flagler Schools were not integrated until 1973, under court order; The Bunnell hospital was segregated until 1966; Flagler Beach did not allow Black

people to be in the town after dark, before the Civil Rights Act of 1964.

In order to share with the community what they learned, SIS members decided to create a video entitled “Seeking and Sharing Insights: Race and Equality.” It has been shown it to the general membership of University Women of Flagler and to local churches. Additional viewings have been scheduled in Flagler County.

After the spectators and all of the other weightlifters and their coaches left the building, Flagler Palm Coast coach Duane Hagstrom spoke quietly to his girls weightlifting team.

Hagstrom ended the District 4-3A meet on Jan. 19 by announcing that Spruce Creek had won the bench press/clean and jerk title by one point over FPC. The Bulldogs posed for pictures with the second-place trophy and the Hawks posed with the championship trophy.

Hagstrom told his lifters that in 2016 when the FPC boys team finished second in the state, it did not

win conference, district or region titles.

Turns out, that bit of information doesn’t apply. The scores were recalculated later that night, and it was discovered that FPC and Spruce Creek actually tied for the title with 65 points apiece. That made it two team championships that evening for the Bulldogs, who also captured the title in the new snatch competition.

FPC also won both competitions at the Five Star Conference meet on Dec. 16.

“Coach (David) Nelson (of Spruce Creek) and I are friends,” Hagstrom said. “I’m always happy to see them have success.”

FPC qualified 19 lifters for the Jan. 29 Region 1-3A meet, which it will also host. Thirteen FPC lifters will compete in both the snatch and bench/clean and jerk competitions.

“The most lifters we’ve taken to state was eight,” Hagstrom told his

team. “I think this year we can probably (qualify) 12 or 13.”

Several FPC lifters set personal records at the meet. Annie Buchanan is on track to repeat as the state champ at 199 pounds. Buchanan lifted a total of 450 pounds at state last year and lifted 440 in this year’s district meet. She might have been able to match that 450 total, but she decided to move up 20 pounds, from 205 to 225, in her final clean and jerk attempt and didn’t hit it.

Brianna Tucker, a first-year lifter, shattered her personal record by 15 pounds in the clean and jerk with a 150-pound lift. Tucker finished third in bench/clean and jerk and fourth in snatch to qualify for both at regional in the 129-pound class.

“Bri had a monster day for her,” Hagstrom said. “And she had to cut four pounds in the last two days (before the meet).”

Madeline Brinker won the snatch event at 101 pounds after learning the lift just three days prior to the meet, Hagstrom said.

Aryannah Rosa (101-pound class), Aun’yale Howard (139), Buchanan (199) and Colleen Haaf (unlimited) took home championship medals in both events.

“My main goal every year is not to win the district championship, but to qualify as many as we can and finish as high as possible at state,” Hagstrom said.

But he had to admit, the district titles were nice, too.

The Pirate lifters won their fifth district title — their first since moving up to Class 2A — in a tight battle with New Smyrna Beach at the Jan. 19 meet at St. Augustine High.

Matanzas edged second-place NSB 58-56 in the bench press/clean and jerk competition.

The Pirates finished third in the snatch competition.

“I told the girls the game plan, and they focused on their numbers and not what the other lifters on their platform were doing,” Pirates coach Jeremy Ossler said. “They followed the plan, and it worked.”

Winnerz Circle 10U flag football wins tourney

The local Winnerz Circle 10-and-under flag football team won the championship in its age group at the Flag Football World Championship Tour’s Youth World Championships on Jan. 21-23 in Tampa.

The locals were seeded seventh after day one but went 4-0 on day three, including a 12-7 win in the final. Winnerz Circle was down 7-0 at the half, but Eli Allen and Cooper Jones scored second-half touchdowns to propel the team to the title.

Tyler Garrison was named the team’s Offensive MVP. Semarias Arneaud was named Defensive MVP. The other players on the team were Angel BassGutierrez, Aidan Murray, Marcus London, Trace Paffrath, William Hale and quarterback Rayshawn Jeffries. Cordell Arneaud and Dennis Murray were coaches.

Winnerz Circle brought five age-group teams to the tournament. This was the club’s first flag football tournament after practicing for four weeks, said Winnerz Circle coordinator Sharell Arneaud.

FPC freshman sends off seniors with game winner Flagler Palm Coast freshman Jack Moberly may have many more days in his high school soccer career like the one on Jan. 19.

But this one was special, not just for Moberly, but for the Bulldogs’ 11 seniors who got to celebrate a victory on senior night in their final home game at FPC. Moberly scored both goals in the Bulldogs’ 2-1 victory over University with seniors Myles Clymer and Trevor Stone assisting. Moberly’s goal early in the second half tied the score at 1-1. He punched in the go-ahead goal with about 10 minutes left.

“He was just more determined to get there than the goalkeeper,” FPC coach Ramtin Amiri said. “When the goalkeeper came out, he put it right past him.”

Moberly, who had been a defender for most of the season, was moved to forward recently. He also scored the lone goal in FPC’s season-ending loss at DeLand on Jan. 21 to give him five for the season.

The fifth-seeded Bulldogs (109-2) will travel to fourth-seed Bartram Trail (5-4-4) for a District 1-7A quarterfinal at 6 p.m. Friday, Jan. 28, which happens to be Amiri’s 23rd birthday.

The winner will meet top-seed Jacksonville Mandarin in the semifinals Monday, Jan. 31 at Orange Park Oakleaf.

“I think the boys have worked hard the entire season,” Amiri said.

“We’ve beaten some pretty good teams, in my opinion.”

This will be the first year the Bulldogs will finish with at least a .500 record since 2016, when Amiri was a junior on the team.

PIRATES ARE THE TOP SEED

Matanzas is the top seed in the District 4-5A boys soccer tournament.

The defending district champion Pirates will meet the MiddleburgClay winner in the district semifinals at 7:20 p.m. Monday, Jan. 31 at Pedro Menendez High School.

The Pirates (8-4-1) are a more dangerous team up front than they have been in years past, coach Beto Aguilar said. They have scored 36 goals in 13 games with forwards Andrew Alvarez (13), Joseph “Fuji” Powell (7) and Aiden Cook (7) combining for 27 goals.

Alvarez and Cook have each scored five goals in the past three games.

Cook, a sophomore, also leads the team with seven assists.

Meanwhile, junior goalkeeper Ben Kopach has led the defense with a .970 goals-against average and five shutouts.

“Ben has made some big saves to [...] keep us in games,” Aguilar said.

“He’s one of the main figures for us in the back, holding the anchor.”

FPC boys: Five Star finalists

The Flagler Palm Coast boys basketball team was the surprise team of the Five Star Conference tournament.

The Bulldogs (9-11) defeated Atlantic and Pine Ridge before falling to DeLand in the final.

FPC had won four in a row heading into the DeLand game. They will travel to St. Augustine High on Feb. 1 and meet DeLand again on Feb. 3 before ending the regular season on Feb. 4 at home against Orangewood Christian.

Pirates: Down to the wire again The Matanzas boys basketball team lost its fourth game of the season decided by two points, 62-60 in overtime to Tocoi Creek on Jan. 21. It was the Pirates’ final home game of the season. They finish the season with six straight road games.

Matanzas also has a two-point victory, beating Seabreeze 65-63 on Jan. 13.

Gifford, Montgomery combine for 30

The FPC girls basketball team ended a four-game losing streak with a 54-32 win against Crescent City on Jan. 24. The Bulldogs were led by sophomore Brynn Gifford with 17 points and senior Remi Montgomery with 13 points.

FPC wrestlers advance to state duals semifinals Making their first appearance at the state duals tournament, the Bulldogs won their first match to advance to the Class 3A final four.

A day after reaching the state duals semifinals for the first time, Flagler Palm Coast coach Zach Sanford and his wrestlers were ready to focus on the individual portion of the season.

“We’re a better IBT team,” said Sanford, referring to the Individual Bracket Tournaments.

But the Bulldogs proved they are a pretty good duals team as well. They advanced to the state duals championships at Kissimmee Osceola High

School for the first time, defeating Oviedo Hagerty 36-30 on Jan. 21 in the Region 1-3A final before falling to Wellington 43-25 in the Class 3A semifinals on Jan. 22.

Three FPC wrestlers won both of their matches in the tournament. Heavyweight Seth Davis and 170-pounder Blane DeFord each pinned both of their opponents.

Kole Hannant pinned his opponent in the Wellington match and won by major decision against Hagerty at 120 pounds.

Hannant improved his record to 24-5 on the season, while DeFord improved to 18-4, and Davis improved to 17-6.

“Kole continued his reign of terror,” Sanford said.

Bryce Dodge (160) and Marcelo Gonzalez (182) also won their matches against Wellington. The other FPC winners in the Hagerty match were: Timothy McLean (106, by forfeit), John Hald (126), Felipe Costa (145)

and Dalton Schell (220).

One unsung hero in the Hagerty victory was 113-pounder Carson Baert, a first-year wrestler, who lost by decision, 9-3, to highly ranked Lochlann Higgins. Sanford called it a “positive loss,” because he kept it to a decision, preventing Higgins from winning his expected bonus points.

Some of the storylines for the Bulldogs during the IBT portion of the season are DeFord, who will try to win a state title after placing fourth during the past two seasons; Dodge trying to improve on his fifth-place state finish a year ago; and Hannant gunning for a state title.

Hannant, Hald, Tim King, DeFord, Dodge and Gonzalez all qualified for state last year.

The Bulldogs host the Flagler Rotary Tournament on Friday, Jan. 28, and Saturday, Jan. 29. They begin the postseason on Feb. 5 with the Five Star Conference tourney.

The Flagler Palm Coast and Matanzas high schools’ competitive cheerleading teams faced stiff competition at the Region 2, Class 2 meet Saturday, Jan. 22, held at Bishop Moore Catholic High School.

Ninety-six teams competed against each other to earn a coveted spot at the state championship to be held at the Exactech Arena in Gainesville, Feb. 1-2. After warmups, each team performed one 2.5-minute routine.

Matanzas High School performed in the small non-tumbling category against nine other teams. The Pirates placed ninth and were edged out of the state semifinals by eighth place Lake Buena Vista High School.

FPC placed eighth in the medium non-tumbling category where they performed against 13 other teams.

After a season rife with challenges, the Bulldogs are headed to the state championship tournament.

First-year coach Sara D’Esposito has worked with her team this season to improve their routine by utilizing the judges’ recommendations given on the competition score sheets. She believes the final changes have been made to should reveal her team’s full potential and help them garner the points they have worked for at the upcoming championship.

“Walking into states, I want these girls to feel confident in what they are doing,” she said. “What I hope for them is that they do not focus so much on the results, but focus on staying in the moment, enjoying the performance and focusing on execution. I always remind them that their best performance sits in the palm of their hands. It’s up to them to either grasp it or let it go.”

D’Esposito enjoys watching her team participate in the sport they are passionate about.

“I’m so proud of these girls for everything they have accomplished this season,” she said. “But most of all, I am so thankful to be their coach.”

Matanzas did not have to look far to find its next volleyball coach.

Dawn Moses is already the head coach of the Pirates’ beach volleyball team. Now she will also be the head coach of the indoor volleyball team, replacing Julie Menendez, who resigned after five seasons.

“We had a couple of external candidates, but she was clearly the best one,” said Matanzas athletic director Jordan Butler. “Her record speaks for itself.”

Moses has coached various sports over 40 years. She was the head volleyball coach at Olmstead Falls (Ohio) High School from 19992014, amassing 467 wins and a state championship. At Olmstead, she was a 10-time district coach of the year and an eight-time conference coach of the year.

Since moving to Florida, she has been an assistant volleyball coach at Flagler Palm Coast in 2015 and the head coach at Matanzas for one season (2016) before taking over the Father Lopez program for two seasons.

Moses’ primary job since moving here is the director of volleyball at DME Academy in Daytona Beach.

She has also been an assistant coach at Matanzas for the past three seasons and has established the school’s beach volleyball program, which is preparing for its first season this spring.

“I think if coaching is in your blood, it doesn’t matter what position you’re in,” Moses said.

Her passion for coaching and developing young women are more important than all the wins and honors she has accumulated, Butler said.

“She’s a perfect fit for our culture,” said Butler. “It’s not just about volleyball. She wants to see the girls grow as people and students, not just athletes.”

The Pirates will lose leading hitter Emma Wood, who had over 200 kills this past season, but they return the team’s co-MVP, libero/setter Sydney Moses, who is Dawn’s daughter.

“I’m big on camaraderie and pride and playing for your school,” Dawn Moses said. “That will be my general focus.”

She left Matanzas in 2017, thinking her daughter would be going to high school at Father Lopez. As Lopez’s coach, Moses compiled a 43-16 record and won her 500th career game. When Sydney, now a junior, enrolled at Matanzas, Dawn Moses returned to the Pirates to help the team out.

Menendez’s daughter, Andrea, will likely remain on Moses’ staff. Moses said she is also looking for another assistant.

“We’re going to focus on skill development,” she said. “I think (next season) will be a rebuilding year. You can’t replace a kid who had over 200 kills.”

On the average plane ride, overhead bins become piled with suede bags filled with toiletries, clothing and other items. But on one flight on Aug. 21, 2021, a certain passenger brought some unique items in a carry-on cooler: pizza dough, ice packs, cheese, sauce containers, pepperoni and seasoning.

That passenger was Palm Coast resident Brad Beam, and he was headed to the International Pizza Challenge, a pizza-making competition held in Las Vegas since 2007.

His odd luggage paid off, as he walked away from Vegas with three titles for his Old World Pizza, in the traditional category. He placed first in Florida, second in the Southeast region, and sixth in the world, among 95 contestants.

“That was a really cool feeling,” he said. “Very, very flattering for me and very humbling.”

For the competition, Beam chose to make a simple pizza, one he might have liked as a “picky” kid. “It kind of brings you back to your roots,” he said, before chicken bacon ranch, cheeseburger and other contemporary pizza flavors started popping up.

As an adult, Beam developed his love of pizza when he started working for Joe’s NY Pizza and Pasta in Palm Coast 17 years ago. He still enjoys hearing positive feedback from customers.

“That’s what keeps me driven to make the best product I can possibly make,” he said. “One of the biggest things that I love is when a customer bites into their pizza and comes up to me and says, ‘You’ve got the best pizza I’ve ever had.’”

He has since become a partner in the company’s two newest restaurants, both called Bronx House Pizza — one in The Hammock, which is under construction, and one on State Road 100 in Airport Commons, which should open this spring.

Pizzeria, and he decided he wanted to recreate that pie and enter it in a competition.

He chose one of the most prestigious competitions in the world.

The 2021 International Pizza Challenge consisted of four categories: traditional, nontraditional, pan and Neapolitan. The traditional category required contestants to utilize red sauce, cheese and their choice of two toppings.

Beam’s goal was to create a pizza that would stand out to the judges without compromising the ingredients he used. Ripe, flavorful tomatoes acted as the foundation of the pie.

“I wanted to let the ingredients speak for themselves and come out and shine in the competition,” he said.

Beam uses aged ingredients in his pizzas, “which makes a huge difference in not only flavor, but also digestion,” he said. “If it’s aged longer, it’s going to go down a lot easier, so you’re not going to feel nearly as stuffed.”

TRIAL RUNS

The rules stated that all contestants had to bake their pizzas in front of the judges, using ingredients they brought from home. Beam was no exception to this rule, despite the distance he had to travel.

To ensure everything would run smoothly at the competition, he conducted multiple trial runs at home in the months leading up to the August competition. He would take his dough out of the freezer, place it in his carry-on bag and leave it on his dining room table for five

“TSA is very strict,” he said.

“I had multiple phone calls with the TSA to see exactly what I was allowed to bring on the flight with me.”

Beam took into account the car ride to the airport, as well, which meant he had to buy the perfect sized cooler, with ice packs to maintain the dough’s freshness.

At the competition, he found that the oven was the same brand he used at Joe’s, so he felt comfortable. And in the end, he proved he has a pizza that should stand out, even among pizza lovers. very week for the past several years, I have joined David Ayres on WNZF’s “Free For All Friday.” Recently, after Ayres was promoted to president of Flagler Broadcasting, I decided to turn the tables and interview him, instead of helping him interview our radio guests. You can watch the interview on the Palm Coast Observer’s YouTube channel as well, from the PMG studio.

You’re now president of Flagler Broadcasting, so you get to do whatever you want, right?

Pretty much. The owners, Jim Martin, Tricia [Woods] and Gary [Smithwick], from very early on have given me a lot of freedom.

Operationally, there won’t be a big difference in anything that we’re doing, just continue having fun and trying to do good things.

One thing I’ve learned about you from co-hosting “Free For All Friday” all these years is that when children, or victims or people who may be suffering are brought up, you often tear up.

Despite your “tough persona,” are you a softie at heart?

I didn’t know I had a hard shell.

(Laughs) Great radio is about people, and people are about emotion, and what they think and feel.

Do you have any good horror stories of messing up on the air?

I was a DJ in Tampa, WDAE FM, and it was kind of an album rock station.

Every Sunday morning, we had a thing called Wax Tracks, where people get to record the album; we would take a break and flip the disc over, and then play the second half. I was a young guy, in my 20s, and I’m watching it — didn’t have to do anything, just watch it. And a piece of fuzz lands on the record, and I see it’s going around, and the tone arm gets closer and closer, and they’re very sensitive. And I’m like, “It’s gonna hit this thing. And Tam-

pa Bay is recording this new Moody Blues album, and so I’ve got to do something.” So I go (Pffff), and the tonearm goes (Vroot!), and phones light up. So that was probably my biggest nightmare. One little piece of fuzz messed up a lot of people’s lives. (Laughs) How has radio changed from when you started?

First, Cleveland, Ohio. Kind of a big radio town, Rock ’n’ Roll Hall of Fame, in the ’70s. The guys I hung out with were into media and TV and radio, and so I got a chance to develop. We got a hold of a guy that had an FM station, and eventually he said, “Just do whatever you want. Nobody’s listening to FM anyway.” And so some of my upperclassmen started what today is WMMS radio in Cleveland, which is iconic and a big reason why the Rock ’n’ Roll Hall of Fame is there, because it was an FM station that gave up-and-coming young artists, that couldn’t get airplay on Top 40, a chance to be heard.

Then I moved to Tampa to go to University of South Florida and met people in radio. I was unloading trucks at JC Penney’s, just to make something happen, and then got a job on the air.

It’s really been been a great experience. It’s a gradual spoonfeeding of education and technology and learning how to use things, and it’s just so much easier for broadcasting businesses now.

friend as far as the production, but just like newspapers, the content and distribution. It’s taken radio to new levels. We don’t care how you listen, just listen. It takes radio today way beyond how far a tower in a cornfield would reach. With smart speakers in homes, you can say, “Hey, Alexa, on Tune In, play WNZF,” and boom, there it is. So, it’s a lot different, but a lot better.

What do you love about radio?

Primarily, we’re an entertainment medium. I think the welding of entertainment and informing and being local, local, local, is what really makes it fun. You can read the story saying that a city councilman

said this, but when you hear it, it might change the way you read it when you hear the person’s sincerity. There’s a lot to be learned by reading and listening.

Developer revives plans for 416 age- REAL ESTATE restricted homes in Seminole Woods Top seller features The proposal was shelved during the Great Recession.

In 2005, a developer proposed a community of 416 age-restricted single-family homes on a 682.5-acre parcel on the west side of Seminole Woods Boulevard south of State Road 100. But the recession began, and the developer went bankrupt before construction started.

Now the land’s new owner, “Seminole Woods Blvd, LLC,” wants to begin construction as soon as possible.

The proposal came before the Flagler County Planning and Development Board at a Jan. 11 meeting as the developer sought the board’s support to pick up work on the Planned Unit Development.

But the deadline had passed unmet because of the previous owner’s bankruptcy, and that made the land’s status unclear: The Flagler County Commission will have to decide whether the PUD is still in effect despite the missed deadline. If the commission finds that the missed deadline voided the PUD, the land would revert to its previous zoning designation of “Agricultural,” Flagler County Growth Management Director Adam Mengel said.

That, Mengel said, would “penalize [the new owner] because they’re the inheritor of the inaction of the previous developer, that went defunct.”

The planning board was tasked with making a recommendation to the County Commission.

Statewide closed sales of existing single-family homes totaled 350,516 at the end of 2021, up 13% compared to the 2020 year-end level. Statewide, the number of cash sales doubled year-over-year in both property type categories at the end of 2021, up 53% for singlefamily existing homes and 50% for condo and townhouse units.

The original developer had submitted and received the county’s approval for a preliminary plat for the first phase of the project — 123 lots on 6 acres — and transferred 347 acres to the county government’s environmentally sensitive lands program before going out of business.

The land was conveyed to Bank of America to settle the developer’s bankruptcy case before the current owner bought it, Mengel said.

Local attorney Michael Chiumento, representing the new owner, said that the PUD itself did not say what would happen if the PUD standards weren’t met within the 8-year time frame.

“It doesn’t say what happens if it wasn’t complete — I think it’s an open-ended question,” Chiumento said.

The planning board decided to recommend that the Flagler County Commission find that the PUD is still valid.

The improper access appears to have arisen from an intrusion into certain infrastructure systems in January 2021. At this time, Pace has identified the following types of student information that were improperly accessed: full name, address/phone number, date of birth, Florida Department of Juvenile Justice identification numbers, enrollment data, behavioral health information and parent/guardian names.

Pace recommends that students and their parents take immediate steps to protect the students from any potential harm resulting from the data incident, such as actively monitoring accounts, Explanation of Benefits (EOBs), and credit bureau reports. Pace also recommends students register a fraud alert with the three major credit bureaus: Equifax (800-525-6285), Experian (888-3973742), or TransUnion (800-680-7289).
