What should the state of Florida spend more money on this coming year? What should it cut?

Sen. Travis Hutson and Rep. Paul Renner — who’s been selected to became Florida House speaker in November 2022, provided that he’s re-elected — discussed possibilities for the coming year’s budget on Flagler Broadcasting’s “Free For All Friday” program Oct. 15.

This past year, Renner said, “We got a whole lot of reform done from a policy standpoint; we were able to make a lot of investments in infrastructure, from a budget standpoint.”

INFRASTRUCTURE SPENDING

The legislators expected good things in the coming year’s budget — but there is a caveat.

“Our budget looks great this year in terms of the dollars we’re getting, but they’re non-recurring dollars, so they’re one-time spends,” Hutson said.

The non-recurring nature of the money means it can’t be used for things like adding permanent staff positions.

“That’s not the budget that we’re in,” Renner said. “But what that means is that it’s an opportunity to look at infrastructuretype things ... that are longterm assets that benefit us over 10, 20, 30 years.”

COUNTY LIBRARY PROPOSAL

Asked whether it would be hard to support Flagler County’s request

for state grant funding to build a new library in Bunnell, Renner spoke about weighing the library proposal against potentially more pressing needs.

“I think we have to at some level look at the world we live in today,” Renner said, noting that people can now buy books with one click. “We have a brand new community center in Palm Coast — which is delightful and it’s very nice and a lot of people use it; it’s good that we have public spaces like that — but we have to make sure that we’re looking at reality in the 21st century.”

The library proposal has topped a state grant list for six years in a row, but the state has opted not to fund the grant each year, so the county hasn’t received the money. This year, funding for the new library branch is at the top of the Flagler County government’s list of requests to the state.

But at the state level, Renner said, there are other significant needs.

“That, I would say to you, is the important thing when you come to the budget ... is, ‘compared to what?’” Renner said. “... I think the job of a legislator is to say, ‘How do we order those priorities?’”

SCHOOL FUNDING

In terms of education funding, Hutson and Renner said, legislators are trying to even out the gap between what counties contribute in tax dollars for education and what they get back from the state, which collects the money and reallocates it to districts.

For years, Flagler County has been a donor county, contributing more tax dollars for education than are returned to it.

“So the question is, can we perhaps narrow that range ... where it’s little closer to, you send a dollar, you get a dollar,” Renner said.

Asked about Flagler Schools’ proposal to roughly double construction impact fees to prevent school overcrowding, Renner was critical. He noted that increases in property values have raised tax revenue for local government entities, including school districts.

“It seems like no matter whether it’s feast or famine, there’s always a crisis, there’s always a need for more money, and I just think we need to take a step back and ask some tough questions before we go and approve a doubling, in this case, of impact fees,” he said.

Lawmakers are mulling ways to help bolster education and training programs for nurses and other health care professionals to address an ongoing staffing crisis in hospitals and long-term care facilities.

Industry leaders warned the Senate Committee on Health Policy on Wednesday, Oct. 13, that worker shortages are driving up costs and leading to employee burnout.

Florida Hospital Association president and CEO Mary Mayhew told the Senate panel that an “indescribable” strain on medical professionals, compounded by a sharp increase in hospitalizations caused by the delta variant of the coronavirus over the summer, contributed to a 25% turnover rate among nurses in Florida. The turnover rate is at 30% among nurses in intensive care and critical care units, she said.

Nursing homes are experiencing similar problems, according to industry leaders.

The uphill battle posed by providing services amid a staffing crunch is costing the long-term care industry nearly $1 billion annually, according to Deborah Franklin, the Florida Health Care Association’s senior director of quality affairs.

“Costs per patient day are up almost $42 per day compared to the pre-pandemic time period, resulting in an additional cost to the profession of $660 million annually,” Franklin told the panel Wednesday.

he mockingbird — Mimus polyglottos, meaning the mimic of many languages — has been Florida’s state bird since 1927. But the mockingbird is also the state bird of Texas, Tennessee, Arkansas and Mississippi. Is it really the right bird for Florida?

A proposal to remove the mockingbird as the state bird was offered by Sen. Jeff Brandes, a Republican from St. Petersburg, and the Florida Fish and Wildlife Conservation Commission is reopening the debate on who should be the state’s avian representative, offering a new alternative: the osprey, Pandion haliaetus, also known as the fish hawk.

But given a choice between the mockingbird and the osprey, the choice for some local birders is clear: Neither.

Flagler Audubon President Jason Giraulo said his chapter members tend to favor making the Florida scrub-jay — the only bird that lives exclusively in Florida — Florida’s state bird.

It’s an idea also favored by two legislators, Sen. Tina Polsky (D- Boca Raton) and Rep. Sam Killebrew (R-Winter Haven).

“Both times over the past two decades, the scrub-jay has been suggested, and for some reason or another, was always shot down,” Giraulo said.

He suspects developers, in particular, may not be enthusiastic about making the state bird a species that’s been decimated by development.

When Giraulo started birding in Flagler eight years ago, he said, birders knew of three scrub-jays remaining in Flagler; now, as far as

they know, there are none.

Using the scrub-jay as the state bird would have the benefit of making Florida’s state bird unique, Giraulo noted.

But when the switch to the scrub-jay had been proposed in the ‘90s, the mockingbird had also earned an enthusiastic supporter in the person of Marion Hammer, a lobbyist for the National Rifle Association.

Hammer’s backing of the mockingbird helped kill the campaign for the scrub-jay, said Halifax River Audubon President and Conservation Chair David Hartgrove.

But the osprey, like the mockingbird, is found nationwide; other species of osprey are found on all continents except Antarctica.

And, Giraulo said, ospreys don’t really scream “Florida” — not nearly as much as, say, the state pie (key lime) or the state flower (the orange blossom). For that purpose, something like the flamingo might be a better pick, he said.

Hartgrove agreed.

“Personally, I would prefer to see a bird that’s suffered population declines and is an iconic, easily identified species, like the roseate spoonbill, become our state bird,” Hartgrove said.

“However, I have my doubts that anything serious will be done to change the status quo.”

When the FWC put the question of the state bird before 77,000 elementary- and middle-schoolers in 2008, there had been a clear winner — the osprey — so that’s the species the commission has proposed as an alternative this year.

“The osprey is a good, non controversial choice for Florida’s state bird,” Hartgrove said.

“Ever since the banning of DDT in 1972, the populations of all of the birds at the top of the aquatic food chain (ospreys, bald eagles, brown pelicans, etc.) have seen resurgent population increases.

So there are plenty of ospreys for people to see, not only along our coasts, but inland as well.”

Giraulo also noted the osprey’s status as a conservation success story.

“No matter what the state bird is, the most important thing — whether it’s protecting whatever little scrub-jay habitat exists, or celebrating the survival of the

COOL FACT: Mockingbird: Unmatched males sing all day and night during breeding season. Mockingbirds have around 200 songs and can mimic dogs, sirens and farm animals as well as other birds.

Osprey: The only North American bird with a diet consisting overwhelmingly of fish, and the only bird with a reversible outer toe, which lets it grasp fish with two toes in front and two toes behind. Barbs on the pads of the osprey’s feet also help keep prey fish secure during flight.

Branquinho won’t run for re-election — probably

Deputy rescues 3-year-old boy from fire A Flagler County Sheriff’s Office deputy entered a W-Section house fire and rescued a 3-year-old boy on Oct. 17.

K-9 Deputy First Class Marcus Dawson had been first at the scene, responding to a 911 call from a neighbor at about 7 p.m., arriving before firefighters.

There was light smoke showing from the home, and a neighbor outside told him that he’d seen flames in the kitchen, footage from the deputy’s body camera showed. Dawson asked how many people lived there, and the neighbor said three, and added that he hadn’t seen the residents at the home that day.

Dawson quickly checked the perimeter of the house and saw flames on the stove, spreading to cabinets.

He used his radio to alert dispatch of the location of the nearest fire hydrant, and banged at the home’s front door, yelling “Sheriff’s Office!”

No one responded, but there was a bathroom light on, and when he checked the rear of the home, he could hear dogs barking at a sliding glass door as black smoke seeped into the bedroom.

He told dispatchers that there were animals in the home and entered the screened patio, and, again, no one responded when he called out.

But he spotted movement under the covers of the bed of the master bedroom, and entered the room to find a 3-year-old boy hiding under the blankets.

“Hi buddy, where’s your Mommy?” he said, as he scooped the child up. “Come with me.” The little boy said “OK” as the deputy carried him out of the room while a cartoon continued to play on the cell phone in the child’s hands.

Fire Department paramedics checked the boy on scene, and cleared him.

Palm Coast Fire Department Engine 21, Engine 22, Engine 23, Ladder 25, Tower 24, Battalion, Fire Police & Rescue 24 responded the home, according to a Facebook post by the Fire Department, and firefighters determined

that the fire began in the microwave.

They were able to contain the damage to the kitchen.

“The child was in good spirits and grateful to his heroes for the rescue,” the department said in the post.

Deputies met with the child’s father, and determined that he’d left the sleeping 3-year-old in the care of a 17-year-old sibling while picking up dinner, according to an FCSO news release.

All three residents of the home were uninjured.

Palm Coast City Councilman Eddie Branquinho will not run for re-election — unless those who run for the seat turn out to be “extremists,” he said Oct. 19.

“I have to announce today that I will be not running in the next election,” he said toward the close of the Oct. 19 City Council meeting. “Upon speaking with my family and my good friends, I made a decision. This last year has been tough for me, especially after my son passed.”

He added a caveat.

“I would like to leave the door open. If the crew out there running for my seat are in any way, shape or form, a bunch of extremists, and I mean left and right ... then I’ll leave the door open for running. But I would like to see, first, who’s out there. But right now, Eddie Branquinho will not be running.”

Branquinho, who holds the council’s District 4 seat, was elected in 2018.

In addition to Branquinho’s District 4 seat, the District 2 seat held by Victor Barbosa will be up for grabs in 2022: Barbosa has already filed to run for County Commission next year.

The remaining three City Council seats are not scheduled to be up for election until 2024.

After pushback, School Board will reconsider impact fee options A discussion has been added to an Oct. 28 meeting, preceding the county’s action.

Concerned that the Flagler County Board of Commissioners might reject Flagler Schools’ proposed impact fee hike, the School Board appears to be heading toward a Plan B. At its information workshop on Oct. 19, the board asked staff to present options it can discuss at its special board meeting on Oct. 28. The special meeting had been designated to approve a salary increase allocation agreement with the school unions.

The impact fee discussion will be added to the agenda.

Citing extraordinary circumstances based on student growth projections, the school district had proposed raising impact fees, including an increase for single-family homes from $3,600 to $7,175. The increase would be the district’s first since 2004.

The County Commission has scheduled a workshop and special meeting for Nov. 2 to discuss and decide the fate of the district’s proposal.

School Board Chair Trevor Tucker brought up the matter at the end of the four-hour workshop. He said he does not want to see the School Board get into a dispute with the County Commission, and he also does not want to see the district get into a

lengthy mediation over the issue.

“Can we ask for something (the commission) would find more palatable?” Tucker asked.

One suggestion is for the district to recommend a “stair-step” approach in which fees are gradually raised.

“What I want to do is come up (with a proposal) as soon as possible,” Tucker said.

The other board members agreed.

“As a community, we do not need a board against a board,” School Board member Jill Woolbright said. “We went for the gusto. If that’s not going to be approved, I don’t say we butt heads to get the whole amount.”

While board members stressed the district’s proposed increase is necessary to pay for future school expansion, Superintendent Cathy Mittelstadt praised the board and district staff for doing all it can to present its case, noting that the district has limited options for expanding schools.

‘EQUITY’: A FRAUGHT WORD

During an update on middle school and high school rezoning, which is scheduled to be finalized in December, Woolbright said there is “a growing concern among a large constituency group” over the word “equity,” in regard to the rezoning plan, noting the word is used in the district’s strategic plan.

Some speakers during public comment at the regular School Board meeting that followed the workshop criticized the use of “equity” as opposed to “equality.”

The district’s program’s include STREAM, which is housed on both high school campuses; High School High Tech, a club for young people with disabilities; Project Search, a full-time vocationally-based program at Grand Villa and the TRAIL Transition program.

Gavin said Flagler County is one of five school districts in the state still under a federal desegregation order from 1972 and is attempting to achieve unitary status.

“I will need to file a request for approval in federal court with any rezoning we do,” she said.

Mittelstadt said equity is providing the resources to give all students an equal opportunity to succeed.

“We need to make sure these targeted efforts are out there,” she said.

Conklin said there is a perception that the school district is rezoning to readjust demographics, and stated that’s not the case.

Gavin said, “We are rezoning because of (Flagler Palm Coast

High School’s) excess capacity and (Matanzas High School) is not at capacity, and we will have the same issue with our middle schools.”

Gavin said desegregation is a federal requirement, but it is not the driving force for rezoning.

The only change in the proposed middle school and high school zoning map is the R-section and everything west moving from Buddy Taylor Middle School and FPC to Indian Trails Middle School and Matanzas, said Patty Bott, the district’s coordinator of planning and intergovernmental relations.

“Everything else is the same,” Bott said “We’re keeping the entire neighborhood together.”

REVISITING MASK DEBATE

At the meeting, a disagreement resurfaced between board members Janet McDonald and Conklin that stemmed from the Aug. 17 board meeting. McDonald said board members “were blindsided” when Conklin made three motions to issue mask mandates.

All three motions were defeated.

McDonald said the item should have been discussed at the workshop before the meeting.

Conklin said it was an emergency item. “In my opinion (the delta variant) was rampant.”

“It wasn’t rampant,” McDonald responded.

Gavin, as parliamentarian, took responsibility for “failing to communicate” the possibility of a vote.

As the city of Palm Coast contemplates its littering problem, I have started paying more attention to the roadsides. If I count in my head as I drive along U.S. 1, Matanzas Woods Parkway and Palm Harbor Parkway, I see about one piece of trash per second (“One 1,000, two 1,000”) on both sides of the road.

That’s too much.

To help find a solution, let’s look at a scenario.

In a multilevel parking garage at a university-affiliated hospital, a visitor exits the elevator to head to his car. Walking toward him is a college-age student, reading a large flyer — a piece of paper 8 inches wide and 14 inches long.

About five yards in front of the visitor, the student tosses the flyer on the ground.

When he gets to his car, the visitor is confronted with an identical flyer on his windshield.

In large lettering, the flyer has this message: “This is Automotive Safety Week. Please drive carefully.” He looks around and sees the same flyers on the windshields of every car.

Holding the paper in his hand, the visitor has a decision to make. Does he toss it on the ground like the student did?

Or does he keep it in his car to discard it later?

In a paper published in 1990, in the Journal of Personal and Social Psychology, the authors report on this scenario, which they set up as an experiment designed to test people’s littering tendencies based on their surroundings.

What the visitor didn’t know is that the student was a “confederate” — an actor in the experiment. He had been tossing that flyer on the ground over and over again, all day, as visitors exited the elevator.

The variable in the experiment was the amount of trash on the ground. During some portions of the day, a crew would scatter trash around the parking garage, including flyers and candy wrappers, so that when the visitor arrived at his car, he had the impression that, if he were to toss his flyer on the ground, he would merely be adding one more piece of litter to an already trashy environment. During other portions of the day, the

The results were decisive: 54% of the visitors tossed their flyers on the ground when the parking garage was already full of litter, compared with 6% when the garage was clean.

What does this have to do with Palm Coast?

If we have a clean city, we are likely to keep it that way. If we are surrounded by litter, we are likely to see the situation get worse.

This is certainly my experience in my own home. If I spend five minutes clearing the clutter from the kitchen counters, and then my children come home

from school and put their lunchboxes and flyers on the counter, I jump to my feet.

“What do you think you’re doing?!?” I shout indignantly.

“Don’t you see that counter is clean?!?”

I’m motivated to keep the kitchen spotless if it already is spotless. On the other hand, if the counter is already cluttered, I’m the first one to add my keys and mail and water bottle, out of convenience.

WOULD A HARSHER PENALTY HELP?

The City Council is considering raising the fine from $150 to $1,000, hoping it will be a deterrent. But even the $150 isn’t being enforced. The Flagler County Sheriff’s Office has issued zero fines in the past year for littering. To issue a fine, a law enforcement officer has to witness the littering personally. And even if that happens, is it the best use of deputies’ time?

Chief of Staff Mark Strobridge said that, during their careers, both he and Sheriff Rick Staly have stopped people for littering — and made them pick up the trash. But the traffic stop is more useful because, sometimes, they discover more serious charges.

“People who litter sometimes also have warrants and other issues in life,” Strobridge said, with his dry sense of humor.

The study from 1990 teaches me that we can solve the problem by cleaning up the litter that’s already on the roadsides.

If there were more citywide cleanups, with local volunteers, I would gladly join in. Physically cleaning a roadside is a powerful experience, teaching us to be part of the solution and never part of the problem.

Tax increases are painful on fixed income Dear Editor: I attended a recent City Council meeting when elected officials were discussing property taxes. City Councilman Nick Klufas brought up the fact that the approved millage rate would mean that taxes would only increase about $15 per household; and, in the same breath, he also made the point that the city employees need a pay raise and some bonuses.

I feel that he’s a little out of touch with the citizens of Palm Coast.

Quite a few of us here are on fixed incomes. Fifteen dollars doesn’t sound like much, but the cost of living is going up.

The water bill just went up, and taxes just went up because of the increase in value of homes, while other things like the roads and swales lacked funding.

I currently spend $20.59 a month on stormwater. If I’m not mistaken, some of that money should be going toward the swales! Pay raises or bonuses will offset tax increases for the city employees but won’t help

those who are on fixed incomes in the city.

Until they start doing the job that they were asked to fill, with the budget at hand, all pay raises and bonuses should come to a halt. After all, if we don’t have the funding to fix all our problems, why are we giving the money away in pay raises and bonuses?

Real estate agents should inform customers about codes Dear Editor: This is in response to a previous letter titled, “People values over property values.” First, if you don’t like the city’s “little rules.” You and the others who are against the restrictions shouldn’t have moved here.

Second, the city’s 12-page booklet of the Top Code Violations has been around since the days of ITT. The real estate agents had to hand these booklets out to every home buyer up until 2005. For some reason, they stopped. Big mistake.

Many real estate agents won’t tell the buyers so as not to lose a sale, so who is to blame?

Palm Coast is not a homeowners association with fees, which is great, but it always had covenants and restrictions in the form of city codes. I don’t fight for these codes because of property values; my sole reason is to keep Palm Coast beautiful.

I know business owners who rent spaces in Bunnell, and they park their commercial vehicles there. If people wouldn’t use their garages for items they haven’t used in years, maybe they could fit a vehicle in them.

Some of the problem stems from renters, who have no idea about the codes. I have spoken to many real estate agents who have been here for 32 years and new home buyers themselves.

Mayor David Alfin has come up with two wonderful ideas for informing people about these codes; one is to have the title companies give out the booklets.

I would like to see it mandatory for real estate agents to hand them out; renters don’t deal with title companies.

What will Palm Coast look like in two years if the codes aren’t enforced? It will not be beautiful for long.

BRIEFS Flagler sheriff upgrades cameras for $500,000 In the next few weeks, the Flagler County Sheriff’s Office will be upgrading to new Axon body and fleet cameras.

The new body cameras replace the Axon2 currently being used

by FCSO deputies and include new technology and features.

“We started implementing the Axon Fleet in 2018,” said Sheriff Rick Staly. “This upgrade now takes us to the next level of transparency and provides a safety net for deputies in critical situations.

The Axon Fleet3 enhances our existing LPR technology making every marked patrol car a moving LPR system enhancing our ability to fight and reduce crime and apprehend offenders before they can prey on our community using today’s cutting edge technology.”

The total cost of all of the upgrades was $469,164.41.

The student was arrested without incident and transported to the Sheriff Perry Hall Inmate Detention Facility for processing.

Man arrested for attempted murder after violently stabbing, beating his roommate

On Tuesday, Oct. 12, the Flagler County Sheriff’s Office was notified of a Buddy Taylor Middle School student threatening to shoot a teacher and a student.

The BTMS teacher stated that other students in the classroom overheard what the student said.

After deputies were notified, they made contact with the student at his residence, and he was arrested. The student did not wish to speak with deputies any

On Oct. 13, the Flagler County Sheriff’s Office responded to a call about a stabbing on Berkshire Lane in Palm Coast. The caller reported that his neighbor showed up at his residence asking him to call 9-1-1 after his roommate, identified as Steven Schneider, attacked him with a knife and hammer.

The victim received medical attention on scene and was transported to the hospital with

non-life-threatening injuries.

“This was remarkable investigative work by everyone involved,” Sheriff Staly said.

“Thankfully the injuries the victim sustained do not appear lifethreatening, and we hope he will make a full recovery.”

Schneider was arrested for Attempted Murder and transported to the Sheriff Perry Hall Inmate Detention Facility. He is being held on a $100,000 bond. ‘

During a search of the stolen vehicle deputies located a brown leather bag with a loaded semiautomatic firearm, a scale covered with white residue, a straw lined with a white crystalline substance, a cutting board, methamphetamine, and cocaine. It was later determined the license plate and the vehicle were reported stolen from Jacksonville.

“This was a wild and one of the most bizarre chases I have seen in my career,” said Sheriff Rick Staly. Hendricks is being held on no bond. Pecor is being held on a $76,000 bond. Both have many previous arrests.

‘Wild chase’ of armed felons On Monday, Oct. 11, the Flagler County Sheriff’s Office received a ‘Be-On-the-Look Out’ for a white Ford F-250 traveling on State Road 100 that was reported stolen from Jacksonville. Shane Hendricks and Tammy Pecor were eventually arrested after fleeing from deputies; Hendricks threw tools and other objects at pursuing officers from the back of the stolen vehicle.

StopSticks were successful in flattening three tires during a chase, but the fleeing vehicle continued onto State Road 11.

The driver, later identified as Shane Hendricks, began throwing tools from the driver’s side window at pursuing deputies.

Hendricks then climbed through a window into the bed of the truck while the passenger, later identified as Tammy Pecor took over driving the stolen vehicle.

Matanzas student arrested for drugs, battering deputy On Oct. 14, a Matanzas High School student was caught with a dab pen by the school administration. The Flagler County Sheriff’s Office school resource deputies were notified and, during the investigation, one of the SRDs was battered when the student resisted arrest. “We have zero tolerance for drugs or violence on school campuses, especially battering a deputy sheriff,’ Sheriff Rick Staly said.

MAN TORCHES PICNIC TABLE 6 p.m. First block of Florida Park Drive Arson. A deputy responded to a complaint that someone lit a picnic table on fire at a local park. On his way to the park, the deputy passed a 20-year-old man who fit the description of the suspect.

The deputy stopped the man, who denied lighting the fire and said he’d just been smoking a cigarette at the park pavilion.

But the park’s surveillance footage showed otherwise, revealing that the man sat at the table trying to get it to light, then walked away after a flame caught. The deputy arrested him.

MAN WITH NO LICENSE CAUGHT SPEEDING WITH OPEN BEER 12:32 p.m. 1200 block of State Road A1A Driving on a suspended license, open container. A deputy was driving south on S.R. A1A when a car passed him heading in the other direction at a high rate of speed.

The deputy pulled over the car, and noticed the driver fidgeting as the deputy approached.

The male driver admitted that he didn’t have a driver’s license.

When the deputy checked the car, there was a cooler in the back seat containing opened beers, including a still-cold one in a beer cozy. The deputy arrested the man.

Flagler Beach to hold holiday parade, light show Former NYC detective works The First Friday event for the Starry Nights light show will be Dec. 3, with the lighting of the pier.

Flagler Beach hopes to inspire some holiday spirit this year, with a Christmas Parade plus a Starry Nights Christmas light show at Veterans Park.

The Flagler Beach Business Bureau is putting on the Starry Nights program for this second year, looking to St. Augustine’s Nights of Lights as an inspiration.

The show is expected to run for about two months.

“As businesses, we have a very hard time during the months of December and January,” Flagler Beach Business Bureau President and Oceanside Beach Bar & Grill co-owner Johnny Lulgjuraj told Flagler Beach city commissioners at an Oct. 14 commission

meeting. “As a resident, I feel like it’s a time of healing: We’ve been through so much the last five years, and we needed something that’s going to bring some holiday spirit, some warm and welcomingness and some fun to our town, and so Starry Nights was birthed.”

The park will be professionally decorated this year, Lulgjuraj said.

And, on Mayor Suzie Johnston’s recommendation, eight lifeguard chairs will also be decorated as part of a fundraiser to raise money for future Starry Nights events.

“It shouldn’t cost the city anything and should be promoting tourism, but more importantly, community,” Lulgjuraj said. “I’ve got three wonderful boys that are 5 and under ... and instead of traveling to St. Augustine, instead of traveling to Disney, I want to enjoy our little town.”

The county’s Tourism Development Council will also be decorating the Flagler Beach pier, and the Flagler Beach Business Bureau has encouraged member businesses to light up as well.

“We’ve all agreed to make this a new staple event during the slowest time of the year, but also make it safe,” Lulgjuraj said.

Last year, because of COVID, the business bureau decided to spread the event over two months so people would be encouraged to get out and enjoy it, but wouldn’t be clustered together.

There are many more partnerships this year, Lulgjuraj said, and to raise awareness, the city is including a message about the event with this month’s water bill, while a sponsor is creating a flier for locals.

Lulgjuraj asked the City Commission’s permission to open the light show with a First Friday event on Dec. 3, featuring the lighting of the pier.

First Friday sponsor Vern Shank supported Lulgjuraj’s proposal.

“As Johnny said, the morale needs to be brought back, and no better time to do it than Christmas,” Shank said. “... I’m all for it.”

Commissioners agreed, and also supported a Christmas parade this year.

Flagler Beach City Manager William Whitson recommended keeping the parade on the short side — he suggested a cap of 40 entries — to limit potential COVID-19 exposure.

The parade had 100 entries last year, if each vehicle, including golf carts, was counted as a separate entry.

The parade is expected to occur on the afternoon of Saturday, Dec. 4.

County OKs contract and $14,000 raise for County Administrator Heidi Petito

County commissioners approved a new contract with Heidi Petito on Oct. 18, granting her a $14,000 increase as the commission reclassified her post from that of interim county administrator to simply county administrator, without the “interim” qualifier.

The decision drew one dissenter on the commission: Commissioner Andy Dance, who was quick to clarify that his objection wasn’t to Petito — he’d previously voted along with his fellow commissioners to select her for the position — but to some of the particulars of the proposed contract, including the absence of a performance evaluation mechanism and the $14,000 raise, which the commission had never previously discussed.

“My discussion does not have anything to do with Ms. Petito — that was a unanimous vote that we all agreed on,” Dance said. “...

Moving forward, Ms. Petito isn’t going to be the county administrator forever, and we’re setting a precedent with each contract ... I think it’s our duty to establish a more precise format for reviews.

Every employee in the county goes through a review process; ours is very informal. It’s not spelled out.”

As to the $14,0000 increase, Dance said, “... I’m not ready quite yet to bump the starting salary to 179; I think there’s room in here to sit down and do some, maybe, incentive-based options that can give Ms. Petito some goals.”

He added, “We really didn’t discuss an increase in salary; it just appeared as if it was going to be this formality of signing the contract.”

Dance, a former School Board member, proposed an addendum to Petito’s contact: Using some of the particulars of the school district’s contract with its superintendent as a model, he’d prepared one that would set goals and objectives for Petito and provide for annual commission reviews of her performance.

He suggested a roadmap that would phase in the $14,000 increase over several years as Petito met pre-determined benchmarks.

Other commissioners weren’t interested in that, noting that county staff members had determined that the average county administrator salary for similarly sized coastal coun-

ties this year — $192,564, according to the meeting’s backup documentation — was higher than the one proposed for Petito.

“Commissioner Dance, no offense, but the School Board and what’s all going on over there and how it’s ran — I’m not a fan of all that,” Commissioner Joe Mullins said. “Not a fan of some of the structure that’s been put in place over there.”

Commissioner Greg Hansen said he appreciated the work Dance had put into the addendum.

“But you know, we evaluate the administrator every year,” Hansen said, “and quite honestly, I evaluate the administrator every day.

And I’m not hesitant to walk in and say, ‘We need to do this better,’ and I think my colleagues ... would do the same thing.”

The commission did take Dance’s advice on one aspect of the contract, deciding to add at some point in the future an addendum that would spell out how the county should proceed if Petito were to become incapacitated. Dance, suggesting that addition, had recalled the School Board’s consternation in 2013 when its then-superintendent was incapacitated by a stroke, and her contract provided no clear direction on what should be done.

Dance, on multiple occasions, has said he’d prefer a more deliberative process on major County Commission decisions. And although he’d voted with the majority, Dance had also raised objections when Hansen, at an Oct. 4 commission meeting, had

Four pals are National Merit Scholarship semifinalists BRENT WORONOFF STAFF WRITER

H

ow difficult is it to become a National Merit Scholarship semifinalist?

Of the 1.5 million high school juniors who took the PSAT/National Merit Scholarship Qualifying Test, only 16,000 — or just over 1% — were chosen as semifinalists based on their scores.

Four of them are seniors in the International Baccalaureate program at Flagler Palm Coast.

Sean Gilliam, Paul Grau, Kenny Logan and Danny Wolcott will find out in February if they make the next cut, which is not as demanding as the last one. Based on their applications and personal essays, recommendations, and test scores, about 15,000 of the semifinalists will be named named finalists. About half of those will win the $2,500 scholarships.

But making it this far opens doors to more substantial college and corporate scholarships. Wolcott’s sister, Ellie, was a National Merit Scholarship finalist and received the Benacquisto Scholarship to the University of Florida.

The four students all have weighted GPAs higher than 5.0. And they have been friends since they were in the gifted program together at Bunnell Elementary School.

Logan, Gilliam and Grau have been in the same class since the third grade. Wolcott joined the pack in fifth grade.

FPC’s four National Merit Scholarship semifinalists met with the Palm Coast Observer recently and spoke about their success; some of their favorite teachers — Mrs. Panameno in elementary school and math teacher Mr. Warren at FPC (“He’s an angel of a human being,” Logan said); and how three of them got their only “B” in the third grade.

Let’s go inside your applications. You had to list your first college choice. Where do you want to go to school,

and, when you get there, what are your aspirations?

Logan: Ideally, I’d like to go to Yale and major

in mechanical engineering and maybe minor in business.

Grau: For a long time I was really hazy on what I want to do, and I’m still kind of hazy on the specific college, but I chose to be remote the whole COVID year, so I got really into the LINUX operating system, so I’m probably going to head down into the computer science route and ideally stick some music in there. I play the cello and I was in chorus when it fit into my schedule.

Gilliam: I don’t really know what I want to major in. Kind of like Paul, I definitely want to do something with computer science because I think technology can be applied to almost any field. As far as school, I mean Yale or any of the Ivy Leagues that I’m applying to, those would be, like, awesome. However, if I was to do an in-state school, the University of Florida would be my top choice, especially if I get the National Merit Benacquisto Scholarship. That would be the full ride.

Wolcott: My intended major now is very open to change: public policy and international affairs. And I’m looking at possible minors in statistics and data science and also music because I’m a composer. I am in the marching band. I play trombone. As far as college, Yale has been my dream school since freshman year, so I guess that’s a connecting factor between the four of us.

So, have any of you ever gotten a B on your report card?

Logan: I got a B in math in third grade. Honestly, I was never interested in math until very recently. Until I got into calculus, math just always seemed

kind of dull, and then calculus made math fun. And now that’s my favorite subject.

Grau: One writing assignment in third grade brought my quarter grade down to a B. Wolcott: I got one B in third grade as well, the first quarter. I think it was English because I hated English tests in third grade.

Gilliam: At eighth grade graduation ceremony, they gave me a plaque for getting straight A’s for six years. I haven’t gotten a B in my academic career. I’m sorry.

What advice would you give your classmates?

Logan: Pick a goal. Find something that you aspire to be and just set your mind to it and accomplish it at all costs. If you really want to do something, you can do it. You just have to work hard.

Gilliam: Don’t procrastinate.

I feel like a hypocrite for saying this, but in general I’m able to balance sports — I’m on the varsity cross country and track teams — academics, extracurriculars, all that stuff. It’s not too much work if you just do it at the time. A lot of people say, “I’m going to delay this task,” and then it snowballs and another task is piled on, and by the time they realize how much work is assigned, it’s just too much and overwhelming. I think if you just stay on top of the task, it really isn’t too much.

Wolcott: I definitely went through what Sean was just explaining, especially last year in multiple classes. I would say, use your disadvantages to your advantage. As far as COVID goes, and being remote, my parents were very strict.

Instead of just giving up and getting grades I wasn’t happy with, I persevered and found opportunities as far as extracurriculars that were remote, that were virtual, that I wouldn’t have found otherwise. So COVID was obviously a disadvantage, but we all learned to take what we can from it and make it better for ourselves.

Grau: I feel that it’s also important to remember that you need to take breaks. If you just push yourself and push yourself, the time that you’re spending is going to be increased. If you take short productive breaks and get back on the work, that really helps. Also, build a community. Make sure you have people who will support you and who you will support.

Gilliam: One of the biggest things that has helped us on our journey is we’re into making learning fun. We’ve really developed our relationships with each other and in turn we’ve made learning in the classroom fun and not like a chore.

Logan: We’re all life-long learners. We all really enjoy learning, and that’s not necessarily because the topics are so exciting. We’ve just been able to find things that are exciting within those topics.

Wolcott: I feel like the culture we have in the IB program — it’s very collaborative. It’s not competitive. We see each other like our teammates. We’ve cultivated that environment where we all want to help each other. Even though it’s difficult, we love having academically vigorous classes and we love pushing ourselves to the fullest potential.

Actor Beau Wade has some advice for people who attend the City Repertory Theatre’s production of “Urinetown.”

“Bring your pennies,” says Wade, who plays Officer Lockstock in the show. “Because all the poor people beg for money from the audience.”

If you know anything about the show, you know it’s urgent that you don’t let them down.

Adapting the show, which originally had a cast of 30, to CRT’s intimate theatre, which seats about 50, was also fun to do, Sbordone said.

“We literally have to climb the walls to get our people in there along with the audience,” he said.

The seats are divided into groups. Some face the small stage, some don’t, but the actors go everywhere in the room, performing on and off the stage and the two thrusts – stages that protrude into the audience.

“We use the entire room,” Sbordone said. “The audience is part of the show.”

“We bend our cast and material and venue to the audience. It’s a coming together of all those elements.”

In fact, two seats next to the stage are designated as action seats. If you sit there you are asked to participate in the rebellion.

“Every show will have a different shape,” Sbordone said. “We bend our cast and material and venue to the audience. It’s a coming together of all those elements.

You can’t transplant one of our shows someplace else, because it’s designed for here, shaped for the environment.”

Other villains include Penelope Pennywise, played by Phillipa Rose, who runs Amenity No. 9, which is the poorest amenity in Urinetown (the place not the musical).

“Our amenities of course are bathrooms,” Rose said. “She has been around since the start of the stink years when the drought started, and she’s become tough and one of the evil people in the show.”

Danno Waddell plays the corrupt Senator Fipp.

“I take money from big corporations and make what they want to happen, happen,” Waddell

said. Just like the real world.”

Earl Levine plays Caldwell B. Cladwell, the head of the company.

“I have managed to get all the power,” Levine said. “When they decide they don’t want to pay the fees I keep hiking up, I go after them.”

Laniece Fagundes, who starred as Billie Holiday in CRT’s first production of the season “Lady Day at Emerson’s Bar and Grill,” plays female lead Hope Cladwell in “Urinetown.”

“It’s a fun show, and I think we’re having a lot of fun with it,” Sbordone said. “And we have a great music director in Ben Beck and terrific singers.”

The show is the second in CRT’s 2021-22 season.

Wade is a “Urinetown” veteran. This is the third time he has performed in a production of the show.

“It premiered in 2001, so it’s been around a long time, and it’s produced everywhere,” said director and CRT co-founder John Sbordone. “We do a lot of alternative kinds of things and this one is so conventional. It’s really very conventional. And that makes it fun to do.”

B

efore Greg Schwartz became the principal at Flagler Palm Coast High School in June, his two sons were already students there.

Garrick is a senior. Grant graduated around the time his father was moving into his office.

Greg Schwartz had been an educator in Volusia County for 25 years, starting as a substitute teacher and working his way up to principal at Pathways and South Daytona elementary schools.

He served the bulk of his career at Seabreeze High School as a teacher and a coach.

Schwartz talked to the Observer about how his son surprised him, the challenges of being a principal during a pandemic and what makes FPC special.

What is the best advice you have received about being a good principal?

Listen to your teachers, listen to your students, listen to your parents. At the end of the quarter we did a survey for our parents to give us feedback on how we’re doing in school.

We also asked the admin team to survey the teachers and staff to get input on how they feel we’re doing and how we can improve.

What are some of the challenges you’ve had to face as the new principal?

doing our meetings through Zoom because our COVID numbers were so high. So we’re going to switch starting this month.

Maybe more so than ever before, schools are experiencing teacher shortages. How do you make sure there are enough substitutes to cover classes on a daily basis?

We have our teacher spots filled, so that’s a win. But we do have days where we have struggled to find subs.

And so everyone covers classes. We try not to combine classes, and we very rarely have.

But we have either our admin team, our coaches or teachers

that are not assigned to students.

We all cover.

Well, between that and then other stuff that pops up, like family emergencies. So on top of COVID, the beginning of this year — it’s been the craziest I’ve ever seen. ... Life doesn’t stop because you’re in a pandemic.

How is it different being a principal at such a large school?

I think just the sheer volume of COVID in general. And it’s sort of touching more people now than it did before, but again it’s a large school. At Seabreeze we had 1,600, 1,700 students.

Here we have 2,700. But everyone’s been very welcoming, and it’s just getting to know all the ins and outs and all your people. And that’s the hardest part, finding the time to get to know everybody.

What are some needs of the school that you didn’t recognize when you started?

We’re not short when it comes to teachers, but we are short when it comes to paraprofessionals. ...

We’re seeing that across our district and surrounding districts.

would teach up front, and the students would take notes, and they would learn. Now there’s a lot more collaboration, and you really want it more student driven, so more student talk and less teacher talk, which is difficult to do sometimes.

Yes, you have to get the content out, but you really want the students leading, and you want the students taking ownership of their learning.

How conscious are you of the students’ circumstances at home?

We try to look at every situation.

Of course there’s a standard of rules for a reason, but then you try to dig deeper, because you don’t know what the kids are going through. A lot have not been in school for a long period of time because they’re remote students, and you don’t know

I think it really is very student driven. One of the neatest things is our [Student Government Association] is very strong. ...

For example, for Homecoming, they did the entire decorations, and they’ve been doing it for years. You would not have known that this was the school by the decorations and how they had it set up, but that’s just one of many, many examples.

I think that is a really, really strong group of students that help lead the school. We had some strong student leadership at Seabreeze, but this is an even bigger group than that that is very impactful across the school.

What have you learned about FPC that you didn’t know when you started here in June?

I’ve learned that people care about each other here a lot, and that the teachers want to be here, and the students want to be here.

When we had our initial orientation, people were happy to be back at the school. The parents were happy, and the students were happy to be back.

And I learned that it’s really like a big family. It’s a huge family, but they have each other’s back, and they’re doing the best they can for the kids. So I’m just happy to be part of that family.

heriff Rick Staly had special instructions for the children who drove through the Flagler County Sheriff’s Office’s trunk or treat Oct. 16, at the Kim C. Hammond Justice Center.

Handing out sheriff’s star stickers to children as they entered the line of trunks, he asked, “Will you be one of my deputies?” He then told the children how to use their new authority: “If they don’t start giving you candy up there, arrest them for me.”

Students in the FCSO Explorer Program and Junior Police Academy helped hand out candy, alongside deputies, Citizen Observer Patrol volunteers, Police Athletic League and other FCSO employees.

“It brings people together,” said School Resource Deputy Ralph Lilavois. “They get to see you out in the community, not just in your rearview mirror.”

The event was hosted at the Justice Center for the first time, after previous years at Rymfire Elementary School. The FCSO also handed out candy to about 100 cars at another trunk or treat Oct. 15, at the Hidden Trails Community Center, in Bunnell.

October is always a time when physicians advocate breast cancer screenings, but this year that message is even more important because women have missed mammograms and other care as a result of the COVID-19 pandemic, said Dr. Lisa Minton, a surgeon who specializes in breast cancer at AdventHealth Medical Group.

“Many patients chose to avoid screenings in 2020 and 2021,” said Minton on AdventHealth’s Oct. 14 News Briefing.

She said doctors are expecting an increase in potentially preventable deaths over the next 10 years because of missed early detection.

“Early is better and potentially preventative,” she said, noting that goes not just for breast cancer, but other cancers as well.

AdventHealth is continuing to enroll more women in clinical trials and using advanced treatments to provide the best outcomes.

Minton noted the personally tailored treatments that have come as a result of testing tumor tissue for genetic markers as well as assessing individual patient risk for breast cancer and other cancers through genetic sequencing.

Women in need of screening who are uninsured or underinsured can schedule a mammogram with AdventHealth at a reduced cost of $30.

While the number of COVID-19 cases continues to decrease, Minton recommended people going through cancer treatment make sure they get the vaccine to protect themselves while their immune system may be compromised.

On Thursday the number of patients hospitalized at AdventHealth hospitals across Central Florida dropped to about 270.

The 16th-annual Fun Coast Buddy Walk raised awareness for people with Down syndrome — and raised about $20,000, halfway to its goal, on Oct. 9, at Central Park in Palm Coast. The funds will help support the Fun Coast Down Syndrome Association Center, located at 3601 E. Moody Blvd., Bunnell, to provide programming such as cooking classes, game nights and crafts.

The association, serving Flager and Volusia counties, was started in October 2002 by Paula Wilburn, for her son. Keaton, 22, has Down syndrome and was the VIP of this year’s 2021 Fun Coast

Buddy Walk.

“Our goal is to make the community aware that people with Down syndrome are like everyone else,” Paula Wilburn said. “We want to enrich the lives of everyone who meets them.”

The event attracted a large crowd and included concessions, bounce houses, face paint, raffle tickets and even pirate re-enactors, The Krewe of the 13.

Bunnell Elementary School Principal Marcus Sanfilippo and Assistant Principal Donelle Evensen attended the event with their team of Bullpups. Their team raised over $2,075 for the association.

Painting exhibit: Marsha Tidy Galleria d’Arte in Palm Coast will host an exhibit of the work of painter, Marsha Tidy, opening on Nov. 1, with reception 4-7 p.m.

n Senior Night beneath the lights, the Matanzas seniors shined.

Before the Pirates’ Oct. 15 football game, the senior cheerleaders, band members, color guard, football players, student trainers and team managers were honored with their parents.

During the game, seniors Tate Winecoff and Noah Cundiff combined to score four touchdowns as the Pirates rolled to victory for the second consecutive week, 32-8 against Orange Park Ridgeview.

lagler Palm Coast celebrated Senior Night on Oct. 15, honoring seniors from band, color guard, sideline cheer, ROTC and football.

In the game, Lake Mary remained undefeated, beating FPC, 34-14.

Preston Roberts tossed two long touchdown passes to Trenton Williams and Elijah Gilyard had two interceptions for the Bulldogs, who fell to 2-4 overall, 0-3 in District 2-8A. Lake Mary went up 21-0 in the first quarter with three rushing touchdowns, including two within a two-minute span. An interception return to the 2-yard line set up the third score.

Dakwon Evans, ran for 100 yards on 18 carries and scored three touchdowns. Cundiff ran for one touchdown.

“We fully anticipate (Evans) will be back (Oct. 22). It’s an inhouse thing,” Matanzas coach Matt Forrest said.

With Evans out, Winecoff, Cundiff and junior Bryce Petellat shared snaps at quarterback in a run-heavy offense. Winecoff, who scored on runs of 2, 6 and 1 yards, was the QB for the majority of the snaps. He also played two other offensive positions along with getting some time at defensive end.

“We had to do some different stuff this week, trying to establish a running game,” Forrest said.

“Our kids executed the game plan perfectly — control the clock and control the line of scrimmage.”

The Pirates, who also scored on a safety early in the game and a 27-yard field goal by Landon Grover, improved to 3-5, 1-2 in District 4-6A. Ridgeview fell to 1-6 overall, 0-2 in the district.

“Since the Gainesville game (Sept. 17), we’ve had some of our best practices,” Forrest said.

“With a young team, all you can do is try to improve every day, and I think we’ve done that. The last three games, we’ve played well in all three phases. We’ve gotten better every single week.”

Winecoff, who normally plays wide receiver, said he did not know coming in how much time he’d get under center.

Forrest said his young squad was not ready earlier in the season to run the ball-control scheme.

“We have to be more than onedimensional,” he said. “But first we had to get better with our base stuff. Now we can only expand on it from here. We have five offensive linemen who are brand new starters. If you would have told me in Week 1 that we would be able to do this, I would have said it’s impossible.

“I really like where we are right now.”

If the Matanzas volleyball team thought its rival would fold after losing the first two sets, it was mistaken.

The Pirates got to celebrate on Senior Night, Oct. 14, with a 3-1 victory over Flagler Palm Coast, but not before the Bulldogs rallied to win the third set 25-20 and then battled to the end in the fourth set.

Matanzas finished the regular season with a record of 11-10.

FPC finished the regular season at 2-23, but first-year coach Anthony Favors was delighted by the progress his young team made.

“To come back with this effort ... speaks volumes about this team. I couldn’t be more proud of them.”

The Bulldogs graduate just one senior, setter Emma Laupepa.

Laupepa had 25 assists for the Bulldogs, while Jada Pavlow had 19 digs, Lily Puritis had 12 kills and Christina Calidonio had six aces.

Wood and Frankie Good led the Pirates in kills with 12 and eight respectively. Sydney Moses had

a match-high 29 assists, Revena Reed had six aces and Wood and Ballschmieder had 16 and 14 digs, respectively.

Grove, the Pirates’ 5-foot-3 middle blocker, had four blocks.

“I get a lot of touches,” said Grove, who was converted into a middle blocker last season, although the position is usually reserved for the tallest players.

“Ashley can jump out of the gym, and she has speed like lightning,” Menendez said. “Even though she doesn’t look like a middle, she is a middle.”

“It was nice to go out with a big bang,” said Grove. “ ... It was the last game of the season, the last game here for the seniors. It was nice to have the student section we did cheering for us. It was nice to beat our rival.”

Matanzas took the team and individual titles in both the boys and girls events at the Coach Hope Memorial Cross Country Invitational on Oct. 16 at Fernandina Beach.

Flagler Palm Coast, meanwhile, competed in the FSU Pre-State Invitational at Apalachee Regional Park in Tallahassee. The meet drew some of the top runners and teams in the state to the site of the Nov. 12 state championships.

Jada Williams finished 28th with a time of 19:28.80 to lead the FPC girls. Cassidy De Young was 98th with a time of 20:43.40.

Sean Gilliam led the FPC boys with a 57th individual finish, crossing the finish in 17:22.60.

Barak Olago was 90th at 17:43.30.

At the Coach Hope meet, five Matanzas boys finished among the top 10 to lead the Pirates to a first-place finish. Zach Spooner took first with a time of 17:03.7.

Hunter Smith was fourth.

Nina Rodriguez won the girls race for Matanzas which took team honors. Rodriguez finished with a time of 21:00.3. Mariah Mills was fourth at 21:18.9.

FPC will compete in the Five Star Conference Meet in DeLand on Oct. 23.

lagler Beach was the first stop for the second season of the Florida Board Riders North Region. Rolling into town were the teams of Fernandina, Jacksonville, Ponte Vedra, Saint Augustine and Daytona Beach, all vying for the Florida Series Cup. After a full day of competition, which featured seven divisions of four surfers each (under 14, 15 to 19, 20s, 30s, 40s, 50+, and open women’s), the Jacksonville Board Riders Club prevailed, with Flagler finishing second.

Contest 2 takes place at the Jax Pier on Nov. 20; contest 3 in St. Augustine on Jan. 22. The top two teams after the three contests will earn the right to compete against the South Division’s top two teams for the State Cup Title.

If you missed the surf action this past weekend, the 20thannual Tommy Tant Memorial Classic will be taking place Nov. 12-14 in Flagler Beach.

For the first time since 2008, Flagler Palm Coast’s girls basketball team will have a new head coach on its bench.

The season doesn’t begin until Nov. 18, but new coach Anthony Wagner is getting ready for tryouts Oct. 25.

Wagner replaces Javier Bevacqua, who stepped down in August. Bevacqua compiled a 239-119 record in 13 seasons. His teams won four district titles and advanced to the playoffs nine times including a Final Four appearance in 2015.

Wagner, who teaches at Buddy Taylor Middle School, joined Bevaqua’s staff in mid-season last year and coached with Bevacqua through summer activities.

“I am thankful to Javier for the support and for giving me the opportunity last year,” Wagner said. “He has done so much for FPC girls basketball. He was great mentor, and he continues to be there for the program.”

Wagner coached baseball and men’s league basketball in West Virginia before moving to Florida 10 years ago. He began coaching girls basketball in 2018 as Eustis High School’s JV coach and assistant varsity coach.

“Once I started it, I loved it,” he said. “I love the style of play of the girls. The game is built more

around the fundamentals.”

The Bulldogs return two starters — junior Kaitlyn Rose and senior Remington Montgomery.

Other returning players include junior Shyleigh LeBlanc, junior Naria Hill and sophomore Brynn Gifford, who missed most of last season with an injury.

Two other starters from last year transferred after Bevacqua stepped down, said Wagner.

“We’re going to look a little different, but as the season goes on we’re going to be more competitive,” he said.

Wagner said he prefers an uptempo offense with the objective of getting open looks at the basket before the defense can set up.

“In the half court we want to move the ball, reverse it back, get the defense out of position and get the shot we want,” he said. “It all goes back to having sound fundamentals.”

Thomas Daily joins Wagner’s staff as a varsity assistant with Daniella Knight slated to coach the JV team.

City OKs changes to three developments NEWS EDITOR

FIRST SINGLE-FAMILY RESIDENTIAL DEVELOPMENT IN TOWN CENTER APPROVED

Town Center’s first single-family residential development won the Palm Coast City Council’s approval with a unanimous council vote in favor of the development’s final plat on Oct. 19.

The development, called the Gables at Town Center, will be built by Paytas Homes and consist of 208 houses on approximately 125 acres just south of Royal Palms Parkway, west of Lake Avenue.

“It’s been a really long time since we’ve had a final plat come before city council,” city Deputy Chief Development Officer Ray Tyner noted in a presentation about the development at the Oct. 19 council meeting.

Developers laid the infrastructure for residential development in Town Center around 2004, Tyner said.

The community will have three entrances: one on Lake Avenue, plus two more on roads that have not yet been built. Construction is already underway. The homes will be on 50-foot-wide lots. The community will not be gated.

Boulevard, which will reduce the number of fire stations the city needs to construct in the southwestern portion of the city.

The council approved a Future Land Use Map amendment, rezoning, and impact fee prepayment agreement for the development with 4-1 votes Oct. 19.

Councilman Victor Barbosa cast the dissenting vote, saying he believed that the lot size range for the development includes lots that are too small. The lowest single-family-detached lot size would be 4,800 square feet, while townhome lots would be 2,000 square feet.

COUNCIL GIVES INITIAL OK TO PROPOSED 529-HOME DEVELOPMENT NEAR AIRPORT

A proposed community of 529 homes 1.6 miles south of State Road 100 on the west side of Seminole Wood Boulevard earned the Palm Coast City Council’s initial approval during a council meeting on Oct. 19.

The homes — 451 single-family detached sites, plus 78 townhomes — will be constructed on 239.6 acres of wooded land as part of a community that will be known as Seminole Palms.

The city government is also conducting a land swap with the developer, who has agreed to give the city property needed to construct an extension of Citation

A developer w h o ’d planned to build 445 homes — including 287 apartment units — on a 108-acre property at the northeast corner of Belle Terre Boulevard and Citation Boulevard has changed plans, now proposing up to 295 single-family homes on the same property instead.

The Palm Coast City Council voted 5-0 on Oct. 19 to approve a Future Land Use Map amendment and rezoning necessary for the change on the property, known as Flagler Village.

DeSantis touts Florida ports amid supply chain delays With the White House saying incremental progress has been made in alleviating the bottleneck in the global supply chain, Gov. Ron DeSantis took another swipe Tuesday, Oct. 19, at the Biden administration as he pitched using Florida ports for cargo ships logjammed in California.

“We’re here. We have capacity,” DeSantis said of Florida’s 15 ports and related transportation infrastructure during an appearance at Jacksonville’s JAXPORT. DeSantis, who has made a hallmark of challenging the White House on a variety of issues, highlighted state spending on roads, ports, rail infrastructure and workforce training during Tuesday’s appearance, along with touting incentives packages offered by state ports to try to entice shipping companies to reroute operations.

“We have to make sure people can go Christmas shopping as normal. We have to make sure that all the necessities are there,” DeSantis said. “And if it’s because ships are sitting off the coast somewhere else, and they can be rerouted here, and we can get all those shelves stocked, then we want to be a part of that solution.”
