The Palm Coast Coast City Council has voted itself a 365% raise, doing so at an April 5 council meeting after residents lined up to lambaste the proposed raise during the meeting’s public comment period. Audience members at the meeting booed, yelled and cursed at council members after the vote.

The increases will take effect after the next election, and council members will have to approve them again in a second-reading vote at another council meeting before the raises become law.

The vote was 4-1, with Councilman Eddie Branquinho dissenting.

Palm Coast City Council members are currently paid $9,600, and the mayor makes $11,400. City Council salaries, in accordance with the ordinance the council approved at the April 5 meeting, will rise to $44,670, and the mayoral salary will rise to $46,470.

Many residents at the April 5 meeting said they thought the council deserved a raise — but not such a steep one.

“Politics and public service used to be all about giving of yourself, not asking the taxpayers to give from their wallets to you,” said resident Mike Martin “Do I think your salaries should be raised? Yes, I do. I think you deserve more money. But to go to $44,500 a year? Absolutely not.”

Former councilman Alan Peterson suggested the council raise salaries by perhaps 30%.

“That’s reasonable,” he said. “... Anything significantly more than that, you’ll

have a very difficult time telling the public why you should be entitled to more money.”

Mayor David Alfin, who’d first proposed the raises in a meeting on March 1, said he believed increasing council salaries would lead to a broader and more qualified pool of council candidates in the future.

“This is not about me or our individual council members’ needs,” Alfin said at the City Council meeting on April 5. “This is about managing, planning for and protecting the future of Palm Coast with diverse, qualified leaders who have a smart managed growth mentality. … I believe raising our salaries would expand our pool of competent applicants, giving us a City Council which we need and deserve.”

He cited numbers from the Florida League of Cities, saying that the median city council or commission salary for cities with comparably sized populations to Palm Coast was over $30,000 in 2019.

His proposed salary increase, he said, would amount to 0.07% of the city’s 2022 budget, and the cost per resident would be approximately $1.86.

That increase, Alfin said, is “easily digested within the budget without raising the taxpayers’ liability or payments in any way.”

When Palm Coast was founded over 22 years ago, he said, it had only 32,732 residents. Now it has close to 90,000. In 2002, he said, the city had 55 employees; now it has 547.

“Compensation is based on outdated duties and responsibilities,” he said. “... City Council service has become a full-time job with part-time pay.”

Branquinho said this is the wrong time for such a major

raise.

“There’s a time for everything,” he said. “Right now, with the inflation and all of it, we should be thinking more of what the other people perceive of what we’re doing here.”

He referred to Alfin’s argument that higher pay would attract more qualified candidates. “Mr. Mayor, I don’t exactly take that as a complement,” Branquinho said.

“I think that it’s an outrage, with the amount,” Branquinho said. “Do we deserve it is something else — do we put in the time, yes. But at this time ... I don’t think that we should even get close to it. If we come up with something closer to inflation rate, you’ve got my vote. Other than that, I’m completely, completely against.”

He added, “Do I work my butt off? Yes, I do. But I knew what I was getting into.”

Branquinho motioned to raise council salaries to $12,000 and the mayor’s salary to $15,000, but other council members didn’t back that proposal.

Councilman Nick Klufas noted that locals who have full-time jobs that don’t have flexible hours aren’t able to serve as council members.

He’s able to do so, he said, because of the flexibility he has in his position as a software engineer.

“I feel that we are diminishing the potential candidate pool, to a degree where we don’t have candidates that are active in our community, that are willing to run for office, because they can’t,” he said. “... The amount of work that we put in for the dollar value is crazy.”

The council needs to set the city up for success in the future, he said.

and fixing it to some type of metric, to either cost of living increase or something else that we decide — I think it’s prudent, and necessary,” Klufas said.

He added, “What other situation do you have people managing a $250 million budget that you’re paying $9,600 a year? Nowhere.”

Klufas also noted that the City Council, unlike the County Commission and School Board, has term limits that limit council members to two terms.

“We have a lot of turnover,” he said.

Councilman Ed Danko said he believed the salaries would not necessitate a tax increase, and that he was in favor.

He noted that few people are willing to run for City Council seats, and that only a handful are running for the two council seats that are up for election.

“I can tell you, this has become a full-time job,” he said. “What this council was paid a long time ago doesn’t add up in today’s world, and we need to attract better candidates.”

Interim council member John Fanelli, early in the discussion, said he hadn’t yet made up his mind on the issue of the proposed raise — the first major controversy he’s faced since he was sworn in on March 22 to fill the seat vacated by former councilman Victor Barbosa’s resignation.

The raise won’t benefit Fanelli: He’s set to step down in November, when the winner of the election for that council seat will take his place.

But Fanelli acknowledged that the position requires a lot of work. Just answering cityrelated emails, he said, is taking him two to three hours a night.

“I knew it was going to be a big job,” Fanelli said. “Honestly, it’s an even bigger job than I ever thought it was going to be.”

The scheduling of council meetings, he said, also impedes people with nine-tofive jobs from running for City Council seats.

Fanelli, an administrator at the school district, said he’s using his vacation time to attend city meetings when they’re held at 9 a.m. on Tuesdays, as they are twice a month (one meeting each month is held at 6 p.m.)

After hearing more from his colleagues and members of the public, Fanelli joined the majority, noting that even many people who’d opposed the raises had acknowledged that council members should be paid something more.

“I understand that it’s not the way we would like to see it happen,” Fanelli said before the vote. “But at the end of the day, we the citizens get to vote on who receives that money.”

The new county library branch building planned for a site near State Road 100 in Bunnell will have a conference center, micro-market cafe and podcasting room and is projected to open in summer 2024.

The library will be an approximately $16 million undertaking, replacing the small storefront library in Bunnell. It will be on Commerce Parkway, near the Wendy’s restaurant and across the street from the under-construction Sheriff’s Operations Center.

Although the county has ranked first in the state for a $500,000 library grant program for six years in a row, the state Legislature has annually opted not to fund the grant program, and the county now hopes to pay for the new library by using $10 million in American Rescue Plan Act money and selling off some of the vacant county-owned land next to the Palm Coast Parkway library branch building, which only uses 5 acres of its 19-acre site.

The county also has about $400,000 saved from the library’s passport application service revenue.

Modern libraries offer a range of services, Flagler County Public Library Director Holly Albanese said.

“Today, libraries are much more than just a warehouse for books — which, I think, is what a lot of nonlibrary-users imagine when they think of a library,” she said. “Libraries have existed for more than 5,000 years, and we’ve gone from clay tablets to digital tablets. And the reason why we continue to survive is because we adapt to the changing times.”

The new library, she said, will be a “joint-use facility” that includes

conference space, plus offices for the county’s Human Services and Senior Services staff.

The bulk of the 32,000-squarefoot building — about 22,000 square feet — will be library services, including community meeting rooms and study rooms, plus the podcasting room, where people can create and edit audio and video.

The conference center area would have video and audio capability, plus a catering kitchen, so it could be used for corporate retreats and other events.

“If people wanted to hold weddings, this could be a wedding venue, because we also will have an outdoor performing area,” Albanese said. “...

Not only could it be used by community groups, nonprofits, but we could also rent it out and build revenue.”

The planned micro-market would likely have a coffee machine, plus some bakery goods and refrigerated food brought in by a vendor, so that the market could be operated by a single cashier, Albanese said.

The library’s wide front porch would have a seating area. The idea, Albanese said, is that “everybody’s going to sit on it and communicate and connect. ... It’s an area to engage.”

It will also allow people who are attending conferences at the conference center to have a space where they can sit and relax for a few minutes, she said.

Sullivan said the community will benefit from having a full-size library on State Road 100.

“When we built the original library over on Palm Coast Parkway, there were probably less than 50,000 people in the county. We’re now approaching 120,000,” he said.

“We’ve got a north part of the county and kind of a south part of the county here, where there’s tremendous growth along [State Road] 100. It’s just time.”

He noted that the Sheriff’s Operations Center is under construction across the road, and the county is slated to receive millions of dollars

in state funding to extend Commerce Parkway west to U.S. 1.

Adding the library on Commerce Parkway, he said, “makes a lot of sense, just for general growth.”

The current library branch on Palm Coast Parkway gets about 200,000 visitors annually, and digital resource use pushes that number over 400,000, Albanese said.

The Palm Coast branch has a collection of about 120,000 books and other media items, while the existing Bunnell branch has had about 20,000. The county hopes to open the new Bunnell branch location with about 40,000 to 50,000, Albanese said.

The Florida Agricultural Museum is planning to use its expected $4.5 million in state funding to build a new welcome center with a cafe and gift shop to help draw in visitors who might otherwise speed past the interactive museum and its 460-acre site on the east side of U.S. 1 north of Old Kings Road.

The state allocation has been approved by the Florida Legislature and will make its way to the museum if the governor doesn’t veto it.

“The intent is to bring people into Flagler County and get them to stay and leave a little bit of their money in the county,” Agricultural Museum Executive Director Kara Hoblick said

“’Museum’ does not explain at all what we are, because people think of museums as static and boring and cold and not touchable. We’re more of an experience.”

admission area, cafe, gift shop, an introductory film, rotating exhibits, administration offices and an area for private events like weddings, she said.

“This center will also teach about the future of agriculture,” she said.

“We would like to have a rooftop garden to teach about current agriculture.”

The Agricultural Museum’s management is also considering adding some short-term RV sites.

“We’re still in the very, very beginning planning stages,” Hoblick said. “… There’s just so many RVs that are passing us every day that don’t have a place to park by us.”

The Agricultural Museum offers horseback riding trails, hosts events, and holds school tours. Tours for the general public — $10 for adults, $8 for kids, and free for children under 3 — are offered on Fridays, Saturdays and Sundays, and wind through the property and its historic buildings for about an hour and a half per tour, said Hoblick.

The first building the museum acquired was a 1920s dairy barn from Tallahassee. There’s also complex of five buildings from a Volusia County citrus operation, an 1880 Cracker house and a general store from north of Gainesville, among others.

The general store was also built in 1880. “When you walk in, you feel like you’re in 1880,” Hoblick said.

“It’s completely stocked with all the

merchandise that was available during that time period.”

The museum also has Cracker livestock — including horses, cattle and sheep — that can be viewed during the museum’s agricultural animals tour.

Palm Coast recognizes its public safety staff

Lauren Johnston appointed assistant city manager

Lauren Johnston is Palm Coast’s new assistant city manager: City Manager Denise Bevan announced the appointment during an April 5 City Council meeting.

“Over the last 10-plus years, I’ve had the honor of watching Lauren put others before herself, improve communication throughout the organization, set a clear vision for the future and mentor and develop members of the organization into leadership roles,” Bevan said.

“She has the skills, talent, and fortitude needed to help lead our city into the future.”

Johnston, most recently the city’s chief of staff, was previously the Palm Coast Parks and Recreation director, and began working for the city when she was 17 years old as a summer camp counselor.

“I’m truly grateful for the investment that the city’s put into me, and I’m happy to carry the torch with me for the future,” she said.

She’s currently attending the 2022 Northeast Florida Regional Council Regional Leadership Academy, according to a city government news release.

Bevan said each city department is working on succession planning.

“Depth of leadership should be in place and, with that, a city manager designee should be appointed,” Bevan said.

Palm Coast celebrated its public safety staff — including a volunteer firefighter intern, Animal Control staff and four local firefighters — with a proclamation at a City Council meeting on April 5.

The volunteer firefighter intern, Palm Coast lifeguard Jericho Taylor, had pulled over at the scene of a fatal car crash on March 2 and performed CPR on a crash victim until fire rescue staff arrived.

The patient, a woman, later died of her injuries, but Taylor’s efforts restored her pulse, giving her a chance, according to a city government news release.

When fire rescue staff arrived up at the crash site at the intersection of Belle Terre Parkway at Pine Grove Drive, Fire Chief Jerry Forte said at the council meeting, “They immediately recognized that a bystander happened to be on the road and performing chest compressions on a patient. His actions led to the prompt return of spontaneous circulation to the body. ... His CPR brought back this person to a certain level of sus-

Taylor had been on his way home from EMT school when he came upon the crash, pulled over and checked the patient, who had no pulse. He immediately started CPR. “What goes through their mind as you’re approaching the scene in their nervous system — I’m sure increased heart rate, anxiety, stress,” Forte said.

A 2019 graduate of Matanzas High School and a lifelong resident of Flagler County, Taylor is studying in the Emergency Medical Technician program at Flagler Technical College, according to the news release.

He’s worked for the city since 2019 as a lifeguard at the Palm Coast Aquatics Center, and became a volunteer intern with the city’s Fire Department in September 2021.

Taylor will start the firefighter training program at Daytona State College this May, and had been told earlier on March 2, the day of the crash, that the Palm Coast Fire Department would be sponsoring his firefighter certification training.

Palm Coast created the intern program in 2017, and interns have hiring preference if they apply for Fire Department positions.

There are now almost 30 graduates of the intern program serving as firefighters, driver engineers and

lieutenants, according to the news release.

Council members also recognized four city firefighters — Lt. Matthew Stevens, Driver Engineer Daniel Bouillon, Driver Engineer Joseph Fajardo, and Firefighter Paramedic Bill Kerek — who were activated to assist with the Chipola Complex wildfires in Bay County on March 17 and deployed within three hours of being notified.

The city’s three Animal Control officers also received kudos for several recent rescues: Animal Control officer Heather Priestap this past March rescued a mini-horse found living in unsafe conditions, identifying a new home for him; Animal Control Officer Shelley Burton found a dog named Ginger that had been missing for 11 days; and Officer Kasey Hagan last Thursday brought a dehydrated and underweight fawn from a local animal hospital to a wildlife rehabilitation center in St. Augustine.

“These are just a few examples of the selfless actions of our Animal Control officers,” mayor David Alfin said, reading a proclamation at the City Council meeting. “Thank you to our incredible Animal Control Division for looking out for our four-legged friends and keeping them safe.”

based on suggestions from a wide range of stakeholders including parents, students, instructors and administrators.

The latest draft contained adjustments suggested by board members at their March 22 workshop.

“One of the things we heard in feedback was that the dress code be enforced equitably from kindergarten to 12th grade,” Fanelli said.

Fanelli said one change suggested by school deans was that students in grades 6-12 could show a digital picture of their school IDs on their phones instead of being required to present their IDs at all times.

Board member Cheryl Massaro said the the dress code “started out crazy, and now it’s brought in where it needs to be.”

A relaxed dress code for next school year will be headed to the Flagler County School Board in June for approval.

Board members looked over an updated draft at their agenda workshop on April 5.

Their latest changes were tweaks that had more to do with language than changes to the proposals.

The new code will allow any solid or patterned shirt that covers shoulders and midriff.

Small logos are acceptable.

Flagler Schools-sponsored shirts, including sports jerseys, will be allowed. School Board member Colleen Conklin suggested adding any community team jerseys.

Pants, shorts, skirts, skorts, yoga pants and sweat pants, all worn securely at the waist and no shorter than mid-thigh, will be acceptable. Board Chair Trevor Tucker suggested that the draft should be amended to read, “no rips or tears above mid-thigh,” instead of rips and tears above mid-thigh “must not expose skin or undergarments.”

Move Heroes Memorial Park to Town Center A place of dignity and honor SCOTT ADIE GUEST WRITER

As a infantry combat veteran with the 1st Cavalry Air Mobile in Vietnam (1968-69), on March 29, National Vietnam War Veterans Day, I went to our Palm Coast Heroes Memorial Park to pay my respects, give thanks and contemplate all the memories that routinely flood over me on this and many other days.

I visited the Memorial Park in a solemn frame of mind not just for the over 100 members of Lean Apache A Co. 2/5th, my unit, who were killed in action in Vietnam. I also wanted to pay my respects to our police, deputies, firemen, first responders and victims of 9/11 who are supposed to be honored by our Heroes Memorial Park, contemplating the sacrifices made by men and women of valor who serve our country so that we can enjoy the peace and freedoms we have.

What I found completely frustrated, angered and saddened me.

The condition of the park was deplorable.

Instead of feeling I had honored those who gave their best, sometimes their all, in service to the

City Council hasn’t earned a raise Dear Editor: Mayor Alfin has wasted no time crying for more money. He knew the salary when he ran for council.

I believe in giving good people the money. Our city manager deserves the money; after all, she does the job. She doesn’t complain, she just does a good job.

The mayor and City Council raised our taxes again! Now our garbage costs more, and the citizens get less in return. More money, less service.

Traffic in Palm Coast is a disaster, yet the mayor and council keep approving construction for more houses. Our roads are crumbling, and our green space is disappearing. How many more people have to complain about this urban sprawl?

When will you folks listen?

When the council does a better job, then we can talk about compensation. At the present time, they have done nothing to deserve a raise. If they don’t want the job, quit.

For every one of you, there are three ready to take your place.

Times are too tough for a council raise Dear Editor: One can only wonder what our elected officials are thinking by asking for a $35,000 increase.

Mayor David Alfin was aware of his salary. Now, a few months after being elected, he wants a salary increase. Come on, Mr. Mayor, you are a neophyte, still learning the job, and you want an increase in salary?

Councilmen Nick Klufas and Ed Danko stated that they didn’t take the job for the money. Why, then, are they in favor of a nearly 400% increase? I am certain that many of our citizens would be happy to step into your position should you decide to resign. With the exception of Vice Mayor Eddie Branquinho, all others voted for the increase. Congratulations to our vice mayor.

The citizens of our great city are enduring extremely difficult times.

All necessities are expensive, and low- to medium-wage earners are hard pressed to meet their obligations. Add the price of gasoline, and these folks are suffering. Certainly, given the opportunity, each of them would be overjoyed with the opportunity to vote to give themselves a raise.

The grounds were unkempt, covered with leaves, dying plants, flags lying on the ground and generally in a state of decay. I went home and wrote the city’s parks department, the newspaper and posted on Nextdoor.com. I’m getting warmed up now; you will hear more from me.

I have yet to see what the city is going to do, but they have informed me they received my letter and will look into it. I hope they follow through and the park gets cleaned up.

On Nextdoor, I have not heard one negative response to my issues with the Heroes Memorial Park, and there have been very many comments posted many volunteering to help clean up the park ourselves if the city does not get it done. Additionally, and more importantly, all the veterans who responded stated that having the memorial next to the water treatment is a slap in the face to them.

They all want to see the Hero’s Memorial Park relocated. I wholeheartedly agree. Even if the park gets cleaned up, which it should be immediately, it needs to be relocated to a place of honor in our Central Park at Town Center, where all who go there would see it and know that

Palm Coast honors the service of our men and women who sacrifice for their peace, safety and freedom.

It is my intention to launch a citywide campaign to make that happen. Of course you all can save me and others a lot of time and energy by beginning to pursue that as our city leaders. (You might also diffuse some of the angst over the proposed ordinance to increase City Council and mayor’s salaries.)

I will enlist the help of veterans, churches and civic organizations to circulate petitions to demand that Heroes Memorial Park be relocated to the Central Park at Town Center.

My hope is not to stir up controversy but rather to demonstrate a cooperative effort on behalf of our citizens and our city government to provide a place of honor for those who have served this city and our country. Central Park at Town Center is the perfect place to do that.

I will start the process of circulating a petition during this week and next. I hope that it’s not needed.

The ball is in your court, gentlemen.

I have engaged in battles before. I don’t want to battle again but, if need be I will. Will you return the serve or wait for another volley? It’s your choice.

There’s storms and issues that now go on 24/7. This isn’t the town that International Telephone and Telegraph built anymore, but this is what they were intending: that this area would one day become a small city.

That’s why it’s voted the No. 1 place in America to retire. But you have to pay the mayor more than 25 bucks a day!

Twenty-five bucks a day will only ever give you a rich mayor. I had to drop out as a candidate because I didn’t have $30,000 in my savings per year to get done what needs to get done here. Pay the mayor what’s needed: $150 per day.

But make sure they stretch the budget so they don’t raise the taxes, so we can keep this a middle-class town.

City Council’s compensation is service Dear Editor: Perhaps it’s not appropriate for me to comment upon Mayor David Alfin’s proposal to increase mayoral and council compensation so extravagantly, as I live in Flagler Beach. Nevertheless, I served as a township supervisor with a Pennsylvania community for 14 years.

On average, I committed a minimum of 15 hours per week between meetings, workshops, committees and department liaisons, as did my fellow board members. We were compensated with only $1,200 per year; therefore, we were not in it for the money! We were all professionals with a vision, each of us with special skill sets.

Why did we commit to these positions? It’s called “public service,” and giving back to the community. Those were the rewards we received. We took pride in our community in order to make it a better place to live.

Should the current compensation be addressed? Absolutely, but not the massive increases the mayor has suggested. Finally, if these are indeed now full-time employments, then they should be required 40-hour-per week positions and compensated as such.

A salary perspective from a former candidate Dear Editor: I couldn’t run this town on $9,600 a year.

While running for mayor, I drove down to Slow Way, an issue at the time. Driving, talking to people, then coming back up to Cimarron Drive and talking to them about their road issues.

Then driving out to Crystal River, Florida, a town that has a similar road to our Cimarron Drive, but has a high number of deaths due to curves in the road and walkers, bicycles and cars sharing the road.

They took action to dramatically reduce the number of accidents.

Before I was ready to have a stance on the multimillion dollar pickleball courts, I went out to a few towns and all saw them doing the same thing. They wanted a regional court, also. We would be in direct competition with them for business. We might spend millions and find it very under used.

But more importantly, I wanted to focus on getting our downtown

I would like to say, me and my mother were driving down Palm Coast Parkway, and there was a sign that said, “Men working.” But, there were women on the site. In all, I would like to request that the sings change to “Workers present” or something equal to women, too.

Don’t ‘say’ gay, or don’t ‘be’ gay?

Dear Editor: In response to last week’s letter in support of the controversial “Parental Rights Education Bill,” dubbed the “Don’t Say Gay Bill,” it may be of interest to explore a possible motive behind the bill, whether you agree with its content or not, and look into the bill’s Florida Senate sponsor, Dennis Baxley.

Senator Baxley has proclaimed that in Florida there is an “infestation of homosexuals that are pushing their agenda.” He has also expressed his disdain for adoptions by gay couples, opposed same-sex marriage, equated the children of drug addicts and alcoholics with the children of lesbian parents, compared being transgender as “believing you are an automobile”

Senator Baxley’s overall troubling anti-gay bias speaks loudly as to a motive behind his sponsorship of the bill. The bill does not put limits on sex education in general but rather chooses to target, and limit, gender identity and sexual orientation instruction.

And because perception is everything in politics, does it appear that this senator is actually attempting to sponsor a “Don’t Be Gay” bill rather than a “Don’t Say Gay” bill?

Sex offender to spend 30 years in prison Family members, suspicious, had hidden iPads that recorded his abuse of the victim. He pleaded guilty.

Sex offender Charles Swindell, 52, has been sentenced to 30 years in state prison for raping a teenage girl.

Swindell, a violent felon with a long criminal history, was arrested in October 2020. He’d raped the girl in his pickup truck multiple times over the course of a year until family members hid two iPads inside the truck and recorded the abuse.

Swindell, suspicious about the possibility that someone had placed a recording device in the vehicle, on one occasion made the victim search it before assaulting her, according to his arrest report.

She found both devices — but only showed him one, leaving the other set to record and creating an evidence trail that led to Swindell’s arrest.

He pleaded guilty to three charges of rape of a minor child 12-18 years old by a person in familial or custodial authority, and Circuit Judge Terence Perkins sentenced him on March 31 to 30 years in prison — the maximum of the 15-30 year range Swindell and the State Attorneys Office had settled on in his plea agreement.

Swindell had a lengthy rap sheet at the time of his arrest in 2020.

ing child abuse — for a case in which he burned an 11-yearold boy’s face with a pair of hot sunglasses — petit theft, burglary, dealing in stolen property, illegally possessing a firearm as a felon, witness tampering and aggravated battery.

Swindell will also be designated as a sexual offender and predator.

“I hope this sentencing can bring some closure to the victim and her family,” Flagler County Sheriff Rick Staly said in a Flagler County Sheriff’s Office news release. “I want to thank our Major Case Unit for all of their hard work in gathering the evidence that made this conviction and sentence possible. I also thank the judge for handing down a tough sentence to this disgusting pervert who will remain behind bars where he belongs. I applaud the victim for speaking out so this guy can never prey on another child again.”

Swindell is at the Flagler County jail awaiting extradition to the Florida Department of Corrections, according to the news release.

BRIEFS Two children, 7 and 8, severely hurt in I-95 crash

A rear-end car crash on Interstate 95 in Palm Coast left a 7-year-old boy with critical injuries and an 8-year-old girl with serious injuries the night of April 4, according to a news release from the Florida Highway Patrol.

The crash involved two SUVs and occurred at about 9:14 p.m. in the northbound lanes near the weight station at mile marker 287.

One of the SUVs was stopped in traffic when the other rear-ended it, and one of the vehicles left the road and caught fire, according to the news release.

The two children in one of the SUVs, driven by a 33-yearold woman, had severe injuries, while the driver and a 31-year-old male passenger in the vehicle had minor injuries.

The 20-year-old woman who was driving the other SUV had minor injuries, as did an 18-year-old woman who was a passenger in that vehicle. All of the people in the car that caught fire made it out before firefighters arrived. All are Palm Coast residents.

Fleeing felon caught by Sheriff’s Office K9 A wanted felon was caught by an Flagler County Sheriff’s Office K9 on March 30 after trying to flee from deputies.

Deputies had arrived at a home on Avocado Boulevard in Bunnell that morning to serve a felony warrant for suspect Anthony Petrillo, 31, who was wanted for a Violation of Drug Probation for Aggravated Assault with a Deadly Weapon and Resisting Officers without Violence in 2020.

Deputies kicked in the door in, and Petrillo then turned and charged at deputies.

FCSO K9 Axle caught Petrillo, who fell to the ground.

The dog latched onto Petrillo’s shoulder, holding him as deputies handcuffed him.

“K9 Axle quickly took a bite out of crime and put a quick end to his attempt to avoid arrest,” Sheriff Rick Staly said.

“He’s been in and out of our jail and has not learned that if you resist, be prepared to be bit!”

Man, 64, dies after stepping into traffic on I-95

A 64-year-old Palm Coast man died the night of March 31 after stepping into the path of a vehicle on Interstate-95 in Flagler County, according to a news release by the Florida Highway Patrol.

The man was struck at about 9 p.m. near mile marker 287, according to the news release.

He was in the southbound travel lanes and stepped into the path of an SUV driven by a 58-year-old Ormond Beach woman.

The SUV knocked him to the road’s west shoulder, killing him. The woman in the SUV was not injured, according to the FHP report.

The FHP’s report does not list the name of the victim or state why he was on the roadway.

Two felons were arrested on Friday, April 1, after they led deputies and police officers on a chase in a stolen pickup truck, crashed the vehicle and fled into the woods, where deputies caught them.

Randy Moore, 28, and his wife, 27-year-old Brooke Moore, are now at the county jail. The truck had been stolen in Volusia County, where both suspects have had felony convictions in Volusia County.

“Another couple of felons thought it was a good idea to steal a vehicle and drive recklessly through our county,” Sheriff Rick Staly said. “I’m glad no one was hurt during the apprehension of the stolen vehicle, and that deputies were able to safely arrest them. Moscowitz, along with his wife, Cherish, created their Brookie Sensory Boxes with items to engage all five senses and limit sensory overload.

Each box includes toys and objects, such as touchand-feel books, plush toys, fidget toys, and hearing protection. Boxes also contain dry-erase boards with markers to allow communication for those who are non-verbal.

Driver who ran red light arrested for drug charges

A Palm Coast driver who ran a red light, leading to a crash at the intersection of Belle Terre Parkway and Royal Palms Parkway, was arrested April 1 for four felony drug crimes discovered during the crash investigation. He was out of jail less than five hours later after posting $10,500 bond.

Deputies found a Glock 19 handgun, a Pioneer 7.62 caliber rifle, 68.1 grams of marijuana, oxycodone pills and paraphernalia associated with drug sales in his car, and arrested him.

“This dirtbag endangered the lives of others by running a red light,” Flagler County Sheriff Rick Staly said. “He was also involved in a drug-related home invasion last year.

He came to our attention then and stayed on our radar. All I can say is karma! I commend our deputies for going beyond the crash investigation and arresting him.”

Man shoots and injures his dog, County expects $1 million COPS then locks him in kennel for hours in state money for housing CORNER NEWS EDITOR

A 25-year-old Palm Coast man shot his dog, locked the injured animal in a kennel, dug a large hole in his backyard and was trying to clean the animal’s blood off his lanai when Flagler County Sheriff’s Office deputies checked his house in response to concerned neighbors’ phone calls.

The suspect’s family members then lied to hide the wounded dog when deputies arrived, according to deputies’ reports.

Multiple people had called 911 at about 7:40 p.m. on April 4, telling dispatchers they’d heard a gunshot and then dogs crying from a nearby home.

When deputies arrived at the house at 21 Seaman Trail East, suspect Jamier Lee-Bright, his 24-yearold girlfriend Candace Brice, her mother and a friend at the home all said they didn’t know why deputies were there, according to an FCSO case report.

When deputies told the four about the 911 calls reporting the gunshots, Lee-Bright said he’d heard shots from the other side of the canal.

When deputies mentioned that the caller had heard dogs yelping, the four “all stated there were two dogs in the residence, and one may have yelped when it was playing outside earlier,” according to the report.

Deputies asked the homeowner to show them the backyard. When she led them there, deputies saw LeeBright spraying the lanai with a hose, a jug of bleach by his side. He set the hose down and stepped away when he noticed a deputy watching him.

A deputy who checked the yard found a freshly dug hole in its rear corner, with a shovel and mound of dirt still beside it.

When a deputy asked Lee-Bright about it, he said he was planting a new tree, and that it was out front. “I did not observe any new or unplanted trees anywhere on the property,” a deputy wrote in the report.

Deputies asked to see the family’s dogs. The family members showed them two dogs, both uninjured, and denied that they had any others.

Then a detective interviewed Brice, who, “after initial attempts at deception,” admitted the family had three dogs, not two, and that she believed Lee-Bright had shot the third, a 1-year-old named Rocky, after he had bitten her on the hand when she tried to take his toy away.

She said she’d screamed repeatedly that the dog was biting her, and that Lee-Bright then took the dog out to the backyard. She said she’d heard a loud noise, but hadn’t known what it was.

“It should be noticed that Candace did not sustain any injuries from ‘Rocky,’” a deputy wrote in an arrest report.

Lee-Bright, questioned separately, at first denied that anything had happened, but, when pressed, said, “Yeah. I shot him,” according to the report.

Deputies asked if the dog was dead, and Lee-Bright said no: He was still alive, inside the house.

When Lee-Bright let deputies inside, they found “a large amount of blood smeared across the ground,” and the dog laying in the kennel in a back bedroom.

“The dog, a medium male brindle shepherd/terrier mix, was covered in blood,” a deputy wrote in the report. “... The dog was trembling and crying.”

The deputy removed Rocky from the kennel and found a gunshot wound near his nose, and another in his left chest and shoulder area.

The dog had been locked in the kennel for more than two hours.

“At no time did Jamier display any remorse for his actions,” a deputy wrote in the arrest report.

Deputies took the dog to Flagler Animal Hospital. He lost consciousness several times on the way.

Rocky is expected to make a full recovery. Lee-Bright has been arrested for felony animal cruelty and tampering with evidence.

Eight local families’ homes are being improved so far.

Flagler County staff are working to help rehabilitate eight local families’ homes through the State Housing Initiatives Partnership program, known as SHIP, so far this year.

The program is returning for the 2022 fiscal year after Gov. Ron DeSantis vetoed state funding for it for the 2021 fiscal year. The county expects to receive about $1 million this year.

“We have done walkthroughs already — we’ve gotten the bids out to contractors — to fix homes for people, because that creates longterm affordable housing, builds wealth and it also contributes to our local economy,” Flagler County Housing Program Coordinator Devrie Paradowski said at an April 4 County Commission meeting.

Most SHIP money must be used to promote homeownership, rather than on rental assistance.

Last year’s veto, Paradowski said, wasn’t the first time a veto happened, “but it should be the last time that it’s going to happen, because the funding is now recurring funding.”

“We’re going to be seeing more funds than we’ve seen in the past decade, because instead of sweeping some of those funds into the state’s general revenue, we’re going to be seeing a little bit more of that funding than we’re used to seeing,” she said.

In the 2021 calendar year, county staff closed on four homes and hardened another nine; in 2020, they’d helped make 20 people new homeowners, assisted 25 people affected

by COVID-19, helped prevent foreclosures on three homes and helped keep four people from becoming homeless, according to Paradowski’s presentation.

COUNTY TO HIRE COASTAL ENGINEERING ADMINISTRATOR

Flagler County will add a new full-time engineering position this year to develop beach management plans and conduct other work on the county’s coast.

“This additional position will help the engineering department tremendously,” County Engineer Faith Alkhatib said at an April 4 County Commission meeting. “We have been working on the dunes project and coastal issues for the last 20 years without having specific positions to do all these tasks.”

The county has therefore had to rely on engineering consultants, she said.

“There is a lot of activity going on in that 18 miles of coastline,” she said.

The person hired for the new position will manage the county’s dunes program and a range of grant-funded initiatives, and seek out grant opportunities.

County Commissioner Andy Dance said that a previous county staff presentation on beach management had made it clear that the county needed someone to coordinate those issues.

“I know Rep. [Paul] Renner’s big push in the next two years is on resiliency and funding,” Dance said. “If we can be proactive from our end, we might be able to take advantage of funding opportunities over the next year from the state.”

The salary range for the new position’s pay grade is $76,939 to $126,942, but the county expects to hire someone at around $90,000, according to county documents.

MAN ON ’SHROOM TRIP CAUSES OVER $1,000 IN DAMAGE 10:15 p.m. Flagler County.

Criminal mischief over $1,000, grand theft of a motor vehicle. A woman was house sitting/dog-sitting with her boyfriend. The two invited a 28-year-old coworker over to the house, and later told him to leave.

The woman and her boyfriend went upstairs to take a nap, but awoke to the sound of running water.

When they got downstairs, they found that the bathroom had been wrecked: Someone had snapped the faucet — which was flowing water — and broken the sink and fixtures.

Broken glass vases were strewn around the living room, and half an inch of water covered the floor of the hallway, kitchen, dining room and living room. The woman’s car was also missing.

Deputies tracked down the 28-year-old man. He had the woman’s car and admitted that he’d taken mushrooms and “became very confused” while at the house, and “remembers seeing a lot of running water.” Deputies arrested him.

WOMAN EXTENDS CAR DEALERSHIP’S 24-HOUR TEST DRIVE TO 17 DAYS 4:00 p.m. Coconut Court Grand theft of a motor vehicle. A vehicle dealership reported a car as stolen: A woman, the dealership staff said, had arranged for a 24hour test drive of a car on March 14, but never returned it.

The woman had given the dealership all of her information when she agreed to test drive, so deputies quickly found her house — with the missing car out front — and set up surveillance.

When she walked outside and got in the car, deputies ordered her out of the vehicle and arrested her.

She insisted she’d been in touch with the dealership and was “in good standing,” but the test-drive agreement in the glove box showed that she’d agreed to return it by March 15.

YOUR NEIGHBORS HALEY MARTIN DESOUZA DeSouza is a wedding and portrait photographer. Her business, Native Expressions, is based in Palm Coast. She photographed her first wedding as a senior in high school 10 years ago when she was three months pregnant.

She said being a photographer and owning her own business allows her to make connections with people while giving her the freedom to spend time with her family. An introvert who was diagnosed with depression at age 16, DeSouza said her business has helped her break out of her shell.

According to her Hall of Fame bio, her mission is to not only provide her clients with beautiful photos, but to also cultivate friendships and spread love through sharing her mental health journey. What started as an 18-year-old girl’s dream in photo class has turned into a six-figure business that keeps growing.

lagler Palm Coast digital media and AP art and design instructor Ed Beckett had hoped to introduce the fifth annual FPC Artists Hall of Fame class at the 2020 Art Works program.

But the event was canceled because of the pandemic in 2020 and 2021. Without a sponsor, Art Works

couldn’t be rescheduled, but two years later, Beckett wants to finally recognize the Hall of Fame class of Haley Martin DeSouza, Kim Fitzgerald and Aaron DeYoe. To join the Hall of Fame, artists had to be FPC graduates who are veterans in their fields.

“They have to be contributors to the art world and give back to their community,” Beckett said.

Here is a look at each of the members of the 2020 Hall of Fame class.

AARON DEYOE DeYoe graduated from FPC in 2004. According to his bio, during his high school years, he explored his creativity by playing music, making websites, exploring film photography, and helping to design the 2004 FPC yearbook.

He received a bachelor of fine arts degree from Florida State University and a mas-

ter’s degree from Minneapolis College of Art and Design.

He freelanced for many ad agencies in the Minneapolis area, creating work for such companies as Target, Five Below, Radisson Hotels, Omni Hotels and Zevia soft drinks.

DeYoe is currently a senior designer for the Haberman marketing agency in Minneapolis, creating branding, ads and other marketing pieces.

“I’ve probably done 1,500 logos,” she said. “Logos and branding are my favorite things to do.”

Fitzgerald has lived in Palm Coast most of her life. The Flagler Auditorium Dennis Fitzgerald Performing Arts Center is named after her father.

She attended Bunnell Elementary School and graduated from FPC in 1985. Her elementary school art teacher, Stewart Maxcy; her main high school art teacher, Sheila Crawford; and Beckett, her high school pottery instructor, helped her decide on a career in art.

“Their support throughout the years still continues,” she said. “Stewart is a cartoonist, and I still give him work.”

Maxcy’s son, Patrick, is also a member of FPC’s

Artists Hall of Fame.

Fitzgerald graduated from Flagler College and continued her education in advertising art direction at the Portfolio Center in Atlanta. She is married and has three boxer dogs.

A Palm Coast woman who was born and raised in Greece organized a dance event on March 18 that raised $4,000 to help Ukrainian refugees.

Xenia Preveziotis has been a wellness and dance teacher at Fitness One, in Flagler Beach, and other locations for four years. The event’s proceeds are being sent to IRC Refugees of Ukraine, in Poland.

She was pleased with the local participation.

“The response was beautiful,” she said. “Through a dignified and heartwarming event, I shared traditional dancing and culture. I am grateful to all who donated.”

A memorial service for Beatrice A. (Bea) Little Schmucker, 82, who passed away on 29 March, 2022 will be held on April 18, 2022 at National Veterans Cemetery Jacksonville at 11:30 with full military honors.

Mrs. Schmucker was born in Boothbay Harbor, Maine and moved to Palm Coast from Goldsboro, NC in 1972.

Since then, the Palm Coast Historical Society holds the Schmuckers as the longest living original residents at this 100,000 population. She was a graduate of Boothbay Regional High School class of 1957 and a Women’s Army Corps (WAC) veteran serving from 1957-1959 as a Dental Technician, her highlight was having Elvis Presley in her dental chair.

She married her husband Ron, then an Army Platoon Sergeant at Fort Dix, NJ in December 1958 and when her husband was commissioned in June 1959, she was forced to resign from the WAC’s under the Army regulation that stated that enlisted persons and officers could not co-habitate, even though they were husband and wife. She had 3 children in less than 4 years and soon took over the difficult task of every service wife, packing and moving as your husband

Since then, the Palm Coast Historical Society holds the Schmuckers as the longest living original residents at this 100,000 population. is assigned to 21 different duty stations, being both Mother and Father as he served in overseas stations unaccompanied by family, reassuring the children as he twice went to Vietnam as an Infantryman and making new friends at new homes every 6 to 12 months. She often spoke of enrolling her son, Jon, in Bunnell Junior High School, his 13th School in 7 years. She watched him become an Army Airborne, Infantry Ranger and Platoon Sergeant, watched his brother Kurt become a Navy Chief Petty Officer and retire from

the Navy, her daughter Beth become a Florida Park Ranger. Total military service of the family was 65 years.

She was notorious for spoiling her 6 grandchildren and 14 great-grandchildren and was an avid and talented woodcarver who continually turned down offers for her carvings, instead giving them to or setting them aside them aside for family members. Her miniatures of US Army, Navy, Marines, Air Force, and Coast Guard Service men with US and service flags are located in American Legion Post #1 in London, England.

Mrs. Schmucker was a loving and caring wife, mother, grandmother and great-grandmother. She will be sadly missed by her husband,

One Love: Tennis for a good cause Kerry Cooke and Julie McDonald-Silva have started Women With Wings and are hosting the One Love Tennis Tournament to support the Family Life Center.

Twenty years ago, Kerry Cooke and Julie McDonaldSilva became casual friends, raising their children in Flagler County.

Ten years into their friendship, they became closer as they helped each other escape abusive relationships.

Now that they have made it to the other side, they want to give back.

“We didn’t know it at the time, but one in four women are victims of domestic (violence),” McDonald-Silva said.

“We got to the point where we realized that we’re the lucky ones. We’re whole. Our children are whole. But there are a lot of women in Flagler County who are victims.”

Three years ago, Cooke and McDonald-Silva founded the One Love Tennis Tournament at Hammock Beach Resort to raise money for the Family Life Center in Flagler County, which provides refuge for adult victims of domestic abuse and accompanying minors.

Now they have started their own nonprofit, Women With Wings, to raise more money for the Family Life Center and shelters in other communities and help victims of abuse receive the support they need.

They raised $42,000 for the Family Life Center through the first One Love tournament

“We opened registration on Feb. 7 and sold out in 10 days, with 128 women coming from all over to help support women who have been affected by domestic violence here in Flagler County,” Cooke said.

The Tennis Ball and auction is scheduled for May 13 at 7 p.m. at the Yacht Harbor Village lobby and veranda overlooking the pool and Intracoastal Waterway. Admission is $75. Cooke and McDonaldSilva are also looking for additional sponsors, especially one more food sponsor to help provide meals for the tennis players.

She was born in the Bronx and after losing both parents as a teenager; she came to Buffalo to live with her Uncle Bill and Aunt Mary Metzger.

After graduating from Buffalo State Teachers College, she taught first grade, second grade, and kindergarten.

She spent many summers at the family lake cottage in Angola, NY and winters skiing at Sitzmarker Ski Club.

After retiring, Ardis and her late husband Sy, moved to Palm Coast, FL living on a canal and enjoying time on their boat. She was an active member at the United Methodist Church and after moving to Penney Retirement Community, she continued to worship at the Methodist Church in Port Orange.

Ardis took up tennis at the age of 57 and played until she was 83. She was also an exceptional Bridge player and enjoyed bird watching.

She loved her Buffalo Bills Football team and was a season ticket holder for many years.

Ardis and her husband traveled extensively throughout the world. They also traveled the entire US and Canada in their camper.

After Sy passed away, she

McDonald-Silva said some people perceive domestic abuse and strictly physical, but there are many other forms of abuse that trap women in perilous relationships.

“There’s financial abuse where women don’t have access to money,” she said.

“There’s emotional abuse, there’s verbal abuse. And a lot of women dismiss it, that it’s OK. It’s never OK.” Both women say they now have supportive husbands, who assist them in their cause.

“Our lives are so parallel,” Cooke said. “We went

For decades, John Moden was one of the forces behind the shaping of Palm Coast — even before it became Palm Coast.

His life was celebrated with the planting of a live oak tree April 5, near the trail entrance at the Waterfront Park parking lot.

Vincent Lyon, president of the Rotary Club of Flagler County, welcomed Moden’s wife, Patsy; and two sons, Curtis and Luke. Also in attendance were many city staff members, former and current elected officials, friends and neighbors.

“He lived the spirt of service throughout his life,” Lyon said. “Let this memorial stay as a sign of his presence from here forward.”

in 1977, and moved to Palm Coast shortly after his honeymoon in Daytona Beach. In 38 years here, he was vice president of engineering for Palm Coast developer ITT; director of the Palm Coast Service District; and he retired in 2015 as director of engineering and stormwater management for the city.

“A good part of the infrastructure of what we stand on every day is the direct result of John Moden’s blood, sweat and tears,” Mayor David Alfin said.

Former sheriff Jim Manfre and his wife, Cornelia, rode their bicycles on trails to arrive at the memorial; Moden had lived nearby and also frequented the park with his family. Jim Manfre said to me that he recalled Moden being a

consummate professional, resolving problems quickly.

Also in attendance were Robin Turknett and her twin teenagers, Cadyn and Ashlyn.

Moden was a father figure to them; he helped them with homework after school. He helped Cadyn make Pinewood Derby cars for Cub Scouts.

Barbara Grossman, who worked with Moden for more than 20 years, said, “ I couldn’t ask for a better boss, a better friend. … I’m so glad I got to be part of John Moden’s life.”

Moden was a member of the Rotary Club and was an elder at Trinity Presbyterian Church.

Before the ceremony, retired landscape architect Bill Butler, who worked with Moden for many years, guided the tree with its cylindrical root ball into the hole that had been prepared, and then he jumped in and helped loosen the soil. Butler then jabbed a flowing garden hose into the dirt to eliminate air pockets round the tree, “so the roots don’t dry out,” he said.

Butler said the funds to buy the tree were raised by donations from a children’s train ride at the city’s Arbor Day celebration; it was fitting because Moden drove the train for Rotary events in the past.

“There’s nothing more appropriate than planting a tree, because you’re thinking about how someone’s life impacts the future,” Rotarian Mike Kuypers said at the memorial. To Moden’s wife, he added, “Patsy, we love John, and we’re here for you.”

In response, Patsy Moden blew him a kiss.

irst-year Matanzas coach Adam Frys would like to see his boys’ lacrosse program climb to the level where Flagler Palm Coast is now.

While the Bulldogs expect to be in the hunt for a playoff spot, most of the Pirates’ players are learning the game.

Matanzas recently dominated the Flagler County rivalry, winning five straight against FPC from 2015 to 2019. Now, the Bulldogs have gained the upper hand, winning 19-2 on April 4 at Matanzas, a year after ending the Pirates’ streak with an 11-4 victory.

The Bulldogs improved to 9-3, while Matanzas fell to 2-8.

“The rivalry is different this year,” said FPC coach Tom Morgello. “There’s not a lot of animosity between the schools. They lost a lot of players. Their program is rebuilding.”

Matanzas has no seniors on the team. Its seven juniors have taken on a leadership role, which includes helping many of their teammates learn the fundamentals.

“We have 12 freshmen who never played lacrosse before six to eight weeks ago,” Frys said. “They’ve come a long way.”

When Frys took over the program, he wasn’t sure he’d have enough players to field a team. Assistant Tim Sandersfield combed the school for recruits.

“I’m pretty sure he asked every boy in school if they want to play lacrosse, probably twice,” Frys said.

The Bulldogs played their starters only in the first and third quarters against the Pirates. Their younger players took the field in the second and fourth quarters.

FPC honored its seniors the following night, April 5, in a home game against Jacksonville Mandarin. The Bulldogs’ final regular-season game is at Oviedo Hagerty on April 8. They expected to land the No. 3 seed in the district and host a first-round district tournament game on April 11, likely against Fleming Island.

and the No. 1 seed in the district, is the only team to beat the Bulldogs by multiple goals, winning 13-5 on March 22.

“The boys are looking forward to a rematch with Fleming Island,” Morgello said. “We’ve got some work to do against the zone defense. Bartram Trail and Creekside both played zone against us.”

In their nine victories, FPC has outscored its opponents 150-33.

Matanzas defeated St. Joseph and Father Lopez and closes its regular season with home games against Jacksonville Riverside (April 5) and Atlantic Coast (April 7).

Frys, who teaches math at Matanzas, is a former assistant coach at Johnson City High School in Central New York and played college lacrosse at Hartwick College in Oneonta, New York. He and his wife, who is also a teacher, moved to Flagler County two years ago.

With a roster filled with freshmen, he hopes the Pirates have a foundation they can build on.

“We’re playing good in these games considering half our starters have never played before,” Frys said.

“The boys are playing hard every game. They never quit. They keep playing to the final whistle.”

FPC alumna Breaza Robinson emerges as a flag football star in college Robinson plays both linebacker and wide receiver for Webber International University.

In her first year of college competition, Breaza Robinson was a part of history.

The Flagler Palm Coast High School graduate emerged as a standout for Webber International University’s inaugural women’s flag football program, and she was named a linebacker on the all-Sun Conference defense.

The sophomore linebacker and wide receiver said she received a plaque with her name on it for the conference honor recognizing her 66.5 tackles, team-high six interceptions, team-high eight pass breakups

and two sacks.

“There’s a lot of talent in the NAIA,” said Robinson, who led the team with 43 receptions and had 422 receiving yards and three touchdown catches. “It was kind of unexpected.”

This season she hasn’t lost a bit on either side of the ball as the competition has grown stiffer.

“Everybody has gained more than what they had,” she said. “I’ve got to be better than I was last year.”

During the offseason the 5-foot7 Robinson prepared accordingly to remain a two-way player.

“I ran more to stay in shape and to be able to hold longer. I have to be able to hold my energy,” she said.

Her staying power has sustained.

Jeffrey Melesky, Webber’s head flag football coach, said the defense usually uses two linebackers, and she is one of them.

“They are pretty much the center points and focus of our defense.

They run the defense,” he said. “She has a huge football IQ.” Through nine games (5-4) this season, Robinson made 56 tackles and had three interceptions and one fumble recovery. She had season highs of 12 tackles and two interceptions against St. Thomas, leading players from both teams in each.

She said reading the quarterback’s eyes last year helped her recognize the opponent’s offensive plays. This year quarterbacks been able to disguise their intentions.

“Quarterbacks now are being able to look you off,” she said. “You’ve got to be careful. They just pull you away

The coach cited her preparation for games. “She watches a lot of film,” he said. “She’s able to recognize plays.”

Her makeup works to her favor as well. “Her tenacity and her aggressiveness,” Melesky said. “She does have the instincts to attack.”

Robinson is one of the team’s

inside receivers. She had 30 receptions, including five touchdowns, for 352 yards in the nine games.

“She’s got good hands. She’s got great routes,” the coach said. “She works to get open.”

In a 42-12 win over Milligan, she led players from both teams with four receptions for her season highs

of 90 yards and two scores. She is shifty enough to elude defenders, according to the coach.

“I make a couple people miss,” she said. “Once you’re going through two people, when you don’t hear a whistle, you have to kick in another gear.”

FPC qualifies 14 weightlifters for regionals

Flagler Palm Coast finished third in the traditional competition and second in snatch at the District 4-3A boys weightlifting meet on March 30.

The Bulldogs qualified 14 lifters for regionals. FPC will host half of the regional meet (Districts 3 and 4) on April 9 with the competition beginning at 10:30 a.m.

Nick Lilavois (119 pounds), Dom Bennett (139 pounds) and Rigens Andre (219 pounds) won district titles in both the traditional bench press/clean and jerk and snatch competitions.

Lilavois lifted a 390-pound total in bench/clean and jerk and 155 pounds in snatch. Bennett lifted a 505-pound bench/clean and jerk total and 175 pounds in snatch. Andre totaled 660 pounds, the most among all weight classes, in the traditional competition. He won the snatch championship by body weight, tying University’s Julio Hernandez with a 165-pound lift.

Wood Registe (183 pounds) also won a traditional title with a 575 total. Ron Proctor (183 pounds) and Kobe Murphy (unlimited) also won snatch titles. Proctor lifted 175

Matanzas will host DeLand at 3 p.m. at Wadsworth Park.

The Pirates will honor their seniors before the match.

Matanzas played DeLand twice this season, losing both matches — 4-1 in DeLand and 3-2 at DME. This is the first season the Florida High School Athletic Association has sanctioned girls beach volleyball.

FPC bowling team invited to nationals

Javelin thrower breaks record FPC sophomore Daniel DeFalco continues to improve his own school record in javelin. DeFalco upped the mark to a 167 feet and a quarter inch at the Tocoi Creek Toro Showdown on April 1.

The new record ranks DeFalco fifth in the state in Class 4A.

Pirates fall in extra innings Matanzas’ baseball team went into extra innings for the third time this season on April 4, losing to Menendez 8-7 in 10 innings on an unearned run. The Pirates had 13 hits in the game and left 12 on base.

The Pirates (6-5) host Pine Ridge on April 7 and then visit FPC on April 11. The Bulldogs (49) won the first meeting between the county rivals, 5-2 on March 4.

Matanzas softball rout Freshman Skylar Ludovici went 4 for 4 and pitched the final inning as Matanzas blanked Atlantic 15-0 in a four-inning softball onehitter on April 5. The Pirates (7-4) smacked 21 hits in the shortened contest.

Matanzas went 1-2 in the Kissimmee Klassic on March 31 to April 2. Emma Wood was voted to the all-defensive team in the Gold Bracket.

FPC’s girls bowling team, which finished third in the state in November, has been invited to the U.S. High School Bowling National Championship, June 18-20 in Louisville, Kentucky.

The Bulldogs are trying to raise $4,000 to make the trip through donations and a nine-pin, no tap tournament.

The Bulldogs are led by Maddie Oliva, who signed a women’s bowling scholarship with the University of Alabama at Birmingham.

In another signing, Matanzas’ Corbin Payne signed a men’s bowling scholarship on April 5 with NAIA school Grace College of Indiana.

Doreen Chase says her color seems to be bronze. She’d like to upgrade to gold.

Chase has won three bronze medals in fast-pitch softball at the World Masters Games.

Next month, the 58-yearold Palm Coast resident will chase gold again when she plays shortstop for a Louisiana fast-pitch team at the National Senior Games in Fort Lauderdale.

She’s never played with that team before. She received a call from a team official saying they were looking for a shortstop.

“I know they’re great players. Apparently, they medal in every (tournament) they go to,” she said.

Chase isn’t worried about fitting in, because the language of softball is universal.

“You can play with someone you’ve never met before if you both know how to play the game,” she said. “It all boils back to the basics. You need to know where you’re going with the ball and where you’re supposed to be. And you always need to know how many outs there are.”

Chase has been playing softball since she was 6. She played for her high school team in New Jersey and for Palm Beach Community College.

She’s played in the World Masters Games four times, winning bronze medals in Edmonton, Alberta, in 2005; Sydney, Australia, in 2009; and Turin, Italy, in 2013. Her

team fell short in Auckland, New Zealand, in 2017.

“When I travel out of the country, I’ll meet people from other countries and other states,” she said. “It’s a great, great way to make new friends.

I have made friends all over the world, and it’s lovely.”

Chase’s team will play in the 55 to 59 age group at the National Senior Games, which will run May 10-23 in Fort Lauderdale. She hopes to play in another World Masters Games. The 2021 games in Japan have been postponed indefinitely because the country is still closed to most travelers.

As she gets older, she adapts her game.

“I don’t think I’m as quick as I used to be, but I’m working on it,” Chase said. “I’ve always played a deep shortstop. I find myself creeping in more now. I still have a good arm.”

First Insurance in Ormond Beach. She’s preparing for the Senior National Games by taking grounders from her husband, Mark, making trips to batting cages and going to the gym every day to work on her upper body and cardio.

She also plays co-ed slowpitch softball.

She said she’s probably broken every one of her fingers over the years and has been hit in the face with a fast pitch.

But she’s not even thinking about retiring from the sport.

Instead, she’s looking forward to joining the daytime senior leagues when she retires from her job.

“I always said, when I retire, I’m just going to play softball every day. I’m going to live at the softball fields,” she said.

“I’ll play until I can’t play anymore, which will be a very sad day.”

Quantum expands brand with Auto Repair Joe Wright and Bob Gordon have added a second automotive business to Quantum Tires.

The Quantum brand has expanded again.

Joe Wright and Bob Gordon bought Barrow Auto Repair in Bunnell, and the business has been operating as Quantum Auto Repair for the past three months.

Wright started Quantum Electrical Contractors in 2004. He opened Quantum Tires in Palm Coast with Gordon in 2017. Gordon is now running both the tire store at 15 Hargrove Lane and the auto repair shop at 102 N. Main St.

“My gas bill has gone way up,” Gordon said. “There’s not enough time in my day right now.”

Quantum Auto Repair is a full service shop, Gordon said, doing everything from oil changes to full motor work. Gordon has kept mechanics Rob Hamel and Jim Day, who worked for Barrow, and added diesel mechanic Pete Stephens.

“When people call, the first thing they ask is, ‘Are Rob and Jim still working there?’ The building itself has a good name,” Gordon said.

Gordon said he has known Wright for most of his life. Five years ago, Wright gave him the chance to run his own business.

“I had to get the courage to come out of my comfort zone and stop working for someone else,” Gordon said.

Now, Gordon said he and Wright want to continue to expand the auto-

A new Goodwill store is being constructed at 420 Palm Coast Parkway SW, across the street from AdventHealth’s new hospital.

The Goodwill store, which will cover about 16,000 square feet, will be on

the southside of Palm Coast Parkway eastbound in the St. Joe Corporate Park.

Palm Coast Mayor David Alfin said on the March 31 episode of “Observer Now” that the new Goodwill store will replace the current thrift store at 20 Cypress Point Parkway.

Alfin said the Cypress Point property is being sold.

The new hospital is scheduled to open next spring.

Henry Hotel to open next year The Old Dixie hotel will be a ‘boutique’ with a restaurant that will serve as a steak house on weekends.

The new owners of the derelict hotel structure on Old Dixie Highway expect to finish remodeling in about a year and plan to add a 30-by-90-foot pool, a 3,500-square-foot banquet center, and a restaurant that will be a steak house on the weekends, representatives told Flagler County commissioners at a March 21 meeting.

The renovated structure will be called the Henry Hotel.

“We’re anxiously awaiting to get started, and we’re looking at a one-year construction schedule from when we receive our permit,” said Jim Albano, representing architect Bespoke Group and general contractor Albano Design Studios.

The county and the hotel’s ownership have been at odds over the renovation process missing construction deadlines, and the slow pace of the redevelopment process has frustrated some area residents.

The development company’s representatives acknowledged that the property still isn’t much to look at.

“Listen, the property doesn’t look pretty right now, even though it was cleaned up,” said Greg Kong, a local real estate agent representing owner MG Capital Partners.

But, he added, “All of the dirty beds, the bathrooms — all of those things were removed. ... I don’t know how many dumpster loads there were, but there were a lot.”

Recent illegal dumping has been a problem, Albano said, that has since been fixed: A breach in the construction fence had allowed trespassers to slip onto the property, but the breach has been mended and the trash cleared.

The general contractor expects to have 24-hour security on site once they break ground.

The hotel itself will be modeled after a boutique hotel in Scottsdale, Arizona, and will be 96 rooms — down from the current 100 rooms as some of the rooms are converted to suites, Albano said.

Commissioner Andy Dance asked what defines a “boutique hotel.”

Albano said they’re generally small, but upscale.

“Even though this is an outside corridor hotel, it is going to be on the on the higher-

end side,” Albano said. “The interior furnishings are quite luxurious for each room.”

One of the owners, he said, is a restaurateur who owns five restaurants in New York City.

“The plan is at night and on the weekends, the restaurant becomes a nice steak house or chophouse,” Albano said.

“Additionally, there’s a full service bar, as well as outdoor seating around the pool.”

The owners are considering adding a second additional building with 90 rooms, spread across three stories, in the future. That one would have interior corridors.

MG Capital, Albano said, owns 18 other hotels, and this one will be managed by Reliance Hotel Group, based in Phoenix, Arizona.

Dance asked if the owners plan to keep the hotel or flip it. Albano said they expect to keep it.

Commissioners spoke favorably of the company’s plans. Commissioner David Sullivan said, “It’s been vacant for a number of years, so it’s not an easy project to take on and try to fix up again, but it’s a great location — right on Interstate 95 and across from Plantation Bay — so seeing progress is the most important thing here.”

Aspiring for a Willy Wonka wow factor, Cupcake Cafe reopens JULIA AMBROSE CONTRIBUTING WRITER

T

heresa Tazewell whips up more than 1,000 cupcakes herself every day.

She does it for that look on her customers’ faces.

“I wanted the same wow factor as when you walked into Willy Wonka’s chocolate factory and your mouth drops,” she said. “You see 500 cupcakes in 40 or 50 different flavors, and you stand there in awe for five minutes not knowing what to choose. That’s what you get every time you visit the Cupcake Cafe.”

The Cupcake Cafe, which originally opened in 2015 in Bunnell before closing in 2018, reopened March 3, 2022, this time at 230 St. Joe Plaza Drive, in Palm Coast. Tazewell spoke with me over the phone recently about her inspiration and her dreams for the future.

WHY DID YOU CHOOSE TO REOPEN YOUR CAFE AT THIS TIME?

I had just left my job at Publix and I was trying to figure out what I wanted to do with my life. My cousin inspired me to reopen my cafe. So I went over and I immediately talked to my dad. He was like, “Yeah, but we’ve got to do it in Palm Coast, because this is where people live.”

WHAT IS YOUR DAILY ROUTINE IN THE STORE?

Usually a typical day starts around 6 a.m. I have to go and pick up my Walmart order. I probably go through about 700-800 eggs in

a week. We make about 1,000 or 1,500 cupcakes every day. It’s a lot of stuff. And it’s just me that bakes.

I bake everything, and I decorate everything myself. I have a girl who runs the counter as well. I usually put on a Netflix show like “The Office.” I quote it the whole time, and I laugh. I put on music sometimes and I jam out. It’s a happy process. It’s very happy and upbeat and it’s great. I love it. I absolutely love it. My oven, Big Bertha, is a beast. She pumps out some cupcakes, let me tell you.

WHICH CUPCAKE IS YOUR CUSTOMERS’ FAVORITE?

Our top three sellers are the red velvet, carrot cake, and we have a maple bacon that has a maple buttercream and baked in pieces of bacon on top of it. We also have a cupcake filled with fudge frosting and frosting on top of it with flakes of red pepper and cayenne pepper.

DO YOU PREDICT EVEN MORE GROWTH FOR YOUR COMPANY THIS YEAR?

Absolutely. What we make in a day here is what we used to make in a week. What we make in one week is usually 3 ½ to 4 months in Bunnell. I want people to know that I’m back and better than ever. We predict that

Brief Description: The Piney Point Phosphogypsum Stack System (the “Stack System”) is located in Manatee County, Florida. The Stack System currently has four partially closed phosphogypsum compartments. Phosphogypsum is a byproduct of fertilizer production. On August 25, 2021, the Manatee Circuit Court entered an order appointing Herbert R. Donica as a Receiver to take control of the Stack System and oversee its final closure. The purpose of the Receivership is to remove the pond water inventory, maintain, repair, and permanently close the Stack System so that it is no longer a threat to public safety and the environment. This procurement is for the closure of one of the four former phosphogypsum stack compartments, the Old Gyp Stack – South (the “OGS-S”). The OGSS has an area of approximately 24 acres and does not currently hold standing water, except any accumulated rainfall. The OGS-S compartment was partially closed (i.e., lined with HDPE liner) and used to store marine sediments generated by the

dredge operations, and does not contain phosphate industry related process water.

The permanent closure of the OGS-S compartment will involve the following main tasks but not limited to: (i) installation of a high-strength woven geotextile over a portion of the pond that has soft marine sediments (approximately 14 acres); (ii) placement of a layer of clean sand (to be provided by the Receiver), approximately 3 to 6 feet in thickness, to act as a surcharge and to provide a stable base for light construction equipment traffic; (iii) installation of a consolidation water collection drain system within the sand layer; (iv) installation of a gas venting system on top of the sand layer; (v) placement of a sand or gypsum layer (approximately 1 foot thick) on top of the10-acre area of the compartment that is filled with coarse dredge materials; (vi) installation of a 60-mil high-density polyethylene (HDPE) geomembrane (i.e., liner) over the entire pond; (vii) placement of a minimum of 24” of compacted clean soil cover (to be provided by the Receiver) on top of the HDPE Liner; (viii) installation of a stormwater control system (comprised of a sand drain, a control structure and a broad-crested weir with erosion protection cut in the gypsum perimeter dike); (ix) Pipe penetrations through the existing gypsum perimeter dike for the drain and stormwater system to discharge water outside of the pond; (x) grassing, and; (xi) any other related tasks as shown in the design Drawings and Engineering Specifications to support complete closure of the OGS-S pond to meet the Florida Department of Environmental Protection’s approved Conceptual Closure Plan and the closure requirements of Rule 62-673, Fla. Admin. Code.

On August 25, 2021, the Manatee Circuit Court entered an order appointing Herbert R. Donica as a Receiver to take control of the Stack System and oversee its final closure. The purpose of the Receivership is to remove the pond water inventory, maintain, repair, and permanently close the Stack System so that it is no longer a threat to public safety and the environment. This procurement is for the closure of one of the four former phosphogypsum stack compartments, the Old Gyp Stack – South (the “OGS-S”). The OGSS has an area of approximately 24 acres and does not currently hold standing water, except any accumulated rainfall.
