City prepares cyber security initiatives

A new state cyber security bill will go into effect July 1, requiring local governments to take certain steps to protect their data and train employees on security while barring local and state government from complying with ransomware demands.

City IT Director Doug Akins hopes to add a new cyber security staff position next year and hire a firm to conduct a cyber security review, Akins told the Palm Coast City Council at a workshop on June 28.

“I think sometimes it can be misconstrued that cyber security can be a product that you take and just plug in, and once you do, you’re safe and you’re good,” Akins said. “It is ultimately more complex than that.”

Keeping the city’s systems safe, he said, involves physical security, managing equipment access, supply chain management, understanding software vulnerabilities and training employees to recognize phishing emails. The work requires balancing ease of access with security improvements, Akins said.

Too many apartments? Or not enough?

The city government wants to know what locals think about Palm Coast’s housing stock. But the city is still determining how to phrase the question — and what it could do in response to the answer.

City Councilman Eddie Branquinho suggested at a June 28 council workshop that the city consider placing two questions on the upcoming November ballot.

His proposed questions were: “Are you in favor of additional multifamily housing development in the city of Palm Coast?” and, “Are you in favor of Palm Coast allowing single-family homes to be built on lots less than 60 feet wide?”

“I think those questions are fair, they’re simple, and let the people of Palm Coast decide what they want,” Branquinho said.

As of late last year, Palm Coast’s housing stock was about 9% multifamily.

Branquinho consistently votes against potential new apartment complexes when they come to the council for approval and has criticized proposed single-family developments with narrow lots, saying increased density could degrade local quality of life.

In March, Branquinho suggested that the city implement a moratorium on the construction of multifamily housing east of U.S. 1. He later canceled his call for a moratorium, opting instead to raise his concerns about housing density during a review of the city’s Comprehensive Plan and suggesting that the city survey residents on the topic.

members sheets of paper containing the questions he’d written himself.

Since a survey could be expensive for the city government, Branquinho said, he’d asked the Supervisor of Elections Office about placing the questions on the ballot.

He said he was told that a referendum wouldn’t cost the city anything unless the questions bumped the ballot length up to an additional page, which would lead to a printing charge.

He suggested the city look into it.

With a referendum, he said, “Instead of 10,000 or 12,000 people, we put it out to everybody in Palm Coast.”

Mayor David Alfin asked if it might be better to survey people about a range of housing types, rather than singling out multifamily.

And, Alfin asked, is “multifamily” too vague a word? Does it include duplexes or condos?

He suggested using more precise language.

Branquinho said he wasn’t thinking of duplexes or townhouses as multifamily, and that he meant buildings with more than two floors.

But his definition of multifamily housing is at odds with the definition in the city’s Code of Ordinances, which states that multifamily includes duplexes, triplexes, quadraplexes and condos, as well as trailers and apartments.

Councilman Ed Danko asked what the city could actually do with the information it would gain from a referendum.

Would it even have the legal authority, for instance, to ban multifamily housing on land that’s already zoned for it?

Branquinho said that the council, as a legislative body, should have the authority to pass such an ordinance.

But the city’s attorney, Neysa Borkert, warned that banning multifamily on land that’s already zoned for it “would result in huge legal liability to the city,” and that a referendum wouldn’t be the right mechanism to solicit resident feedback.

The council will discuss the issue at a future meeting.

City staff members reviewed the plan with council members at a workshop on June 28. Here’s a sampling of what the city expects to spend on various priorities: $50,000 to partner with educational institutions to make Town Center a regional center for learning. The city is also planning partnerships to bring arts and culture offerings to Town Center, and is evaluating land there for potential acquisition. The city expects to launch a “United We Art” special event week for arts projects. $200,000 to prepare for smart growth out to a planning horizon of 2045. The city plans to conduct a survey seeking resident input on multifamily housing and will host neighborhood meetings to speak with locals. $100,000 to determine local recreation demands and prioritize recreation projects $120,000 to study the feasibility of using solar power on future facilities like the Regional Racquet Center and Maintenance Operations Center, or adding it at current facilities, and seek grants $180,000 to create a plan to maintain the city’s saltwater canals.

The city would have a seawall assessment and bathymetric survey conducted, and seek grant funding.

Making sense of Flagler Schools’ half-cent sales tax referendum The Flagler County school district is heading into campaign mode to convince voters to continue the halfcent sales tax.

Flagler County Commissioners had a message to the school district: The ball is in your court.

The Commission approved the placement of the school district’s referendum on the Nov. 8 ballot asking citizens to extend the half-cent sales tax for another 10 years.

“I encourage you to get the word out, because this is important,” Commissioner Greg Hansen said.

The half-cent sales tax has been in effect for 20 years, providing $8 million a year for Flagler Schools, funding instructional technology, safety and security. Voters overwhelmingly approved it in 2002 and again in 2012.

But as Commissioner David Sullivan said, it’s hard to get people’s attention when it comes to voting for a tax.

Making people aware of what the half-cent sales tax has funded so far, and what’s planned for in the next 10 years, is the job of the Funding Flagler’s Educational Future PAC. Khanh-Lien Banko, the PAC’s chairperson, said the biggest hurdle this

year is inflation.

“But over the last 20 years, the school district has proven to be a good steward (of the money),” Banko said. “The half-cent sales tax is a big reason why Flagler County is an innovative school district with individual laptops and iPads, safety and security and enhanced teaching and learning. The programs available for the size of the district is incredible.”

HALF-CENT SALES TAX This is the wording of the referendum that will appear on the Nov. 8 ballot: Shall the Flagler County School Board continue to levy a one-half cent sales surtax, beginning January 1, 2023, for a period of ten years, to finance all school technology upgrades, retrofitting, equipping and improvements (including but not limited to safety and security), school and facility construction, renovation, and remodeling; procuring and maintaining school buses; land acquisition and improvement; and allowable uses for eligible charter schools receiving their proportionate share of revenues based on district enrollment?

Commission, Flagler Schools Superintendent Cathy Mittelstadt and instructional technology specialist Teresa Phillips traced what the halfcent sales tax has accomplished in each decade. In the first 10 years, the district was able to begin its vision creating smart classrooms, handing out devices with a 3 to 1 device to student ratio, installing wireless networks, creating an online parent gradebook and addressing safety measures.

In the past 10 years, the ratio of devices to students became 1 to 1 with students able to take their devices home and bring them back to school the next day. When COVID hit, Flagler’s teachers and students were already familiar with the online learning platform, Mittlestadt said.

Innovative learning spaces were created in all buildings. Wireless networking was enhanced, and facilities and athletic fields were upgraded, allowing the county to hold regional events.

Innovative learning environments include flexible classrooms, with movable furniture that encourage collaborative learning, said Flagler County Education Foundation Executive Director Teresa Rizzo, who is working to raise awareness of the half-cent sales tax’s value.

“A teacher can use an iPad to teach from any spot in a classroom, so students can group up and collaborate together,” Rizzo said. “Only a few classrooms per school have it, but

we want to continue it.”

The county has also become a state model for its career technical education, Rizzo said. Safety and security advances have included sonar collision avoidance systems for buses, single-point entry at all schools and camera surveillance, hooked up to the Sheriff’s Office commander’s post. The district is in the process of hardening school lobbies, and plans to add more cameras.

“We’re starting to put in a keyless system for more controlled access,” Rizzo said.

Schools are becoming more efficient with remote air conditioning and light cutoffs, Banko said.

“With the last renewal, Flagler County became an A district. But not every school is an A school, so I think that’s our next goal,” Banko said.

Locals protest Supreme Court’s reversal of Roe v. Wade

TikTok videos with students lead to popular teacher’s termination Board member Jill Woolbright sent emails to district officials criticizing Abbey Cooke’s behavior.

Belle Terre Elementary School teacher Abbey Cooke struggled with her emotions as she implored the Flagler County School Board to save her job.

On the board’s consent agenda on June 21 was a request for approval of personnel appointments, resignations, retirements, requests for leave, transfers and two termination/non-reappointments. Cooke, a popular teacher for the past 12 years, was a non-reappointment.

Cooke had been investigated and suspended for one day without pay for organizing, participating in and posting a 14-second TikTok video in May that included six of her sixth grade students dancing to the Lizzo song, “About Damn Time.” The song contains the F-word and a phrase, “two shots in my cup,” referring to alcohol.

Cooke told The Observer that recording the video was positive behavior reinforcement for her students. According to the investigation report, she said the video was made after lunch. In the report, one stu-

dent said “we learned the dance in about 20 minutes and then took 20 more minutes to record the dance.”

A second investigation led to Cooke’s non-reappointment. The investigation report states that she placed more than one video on her TikTok account that included students from her class and enabled her students to access her TikTok account “regardless of appropriateness of subject matter.”

Robert Ouellette, the district’s coordinator of professional standards, conducted both investigations.

“The posting of student images identified by social media accounts showed a reckless disregard for student safety and welfare,” the report states. Cooke said in the first investigation report that she uses a Google Forms document to obtain parent permission to show pictures of the students. Other videos in Cooke’s

TikTok accounts included her “empty classroom set to music showing a version of a gay pride flag,” and videos of a person disagreeing with the “Don’t say gay legislation” and another opining about Roe v. Wade, according to the second report.

Cooke was Belle Terre Elementary School’s Teacher of the Year in the 2017-18 school year. She was the sixth grade team lead for eight years and sponsored several clubs.

At the School Board meeting, several people spoke on Cooke’s behalf, asking the board to remove her nonreappointment from the consent agenda. Cooke presented the board with 60 letters of support from coworkers and former and current students and their parents. She said she never had any other reprimands.

“I know I made a mistake, and I

apologize for that mistake,” she told the board. “I ask you not to approve that line item. It was my first offense, and it did not cause harm to a child.

It was just a stupid, stupid mistake I made, and now my career will end.”

After board member Janet McDonald made a motion to approve the consent agenda and Jill Woolbright seconded it, Cheryl Massaro asked Jewel Johnson, the school district’s chief human resources officer, if teachers who have not been reappointed can appeal. After McDonald and Woolbright initially objected to the question, Johnson confirmed that non-reappointments cannot be appealed.

The board approved the consent agenda, including the non-reappointment, 3-1 with Massaro voting no. Colleen Conklin was absent from the meeting.

Woolbright had been familiar with the TikTok issue weeks before the meeting. She sent an email on May 25, titled “Deplorable teacher behavior,” to School Board Attorney Kristy Gavin, Johnson, Superintendent Cathy Mittelstadt, Ouellette and then-Assistant Superintendent Bobby Bossardet.

Woolbright wrote: “To say that I am appalled to learn about and

view 1. the disturbing behavior of a classroom teacher in front of and with her students, 2. that you have received video evidence, and 3. that this teacher was not immediately relieved of her duties until the conclusion of of the investigation is an understatement.” Woolbright went on to send two more emails over the next two days regarding the incident to the district officials.

In her closing comments at the June 21 meeting, Woolbright said board members did not know there was an investigation going on, and that they are “not allowed to know details of an investigation for an event that does come before the board.”

In a phone conversation with The Observer, on June 27, Woolbright said she was referring to the second investigation that led to Cooke’s non-reappointment.

“There were two investigations,” Woolbright said. “The first one I knew about regarding the video by parents and staff.” Woolbright said Mittelstadt responded to her email that she should trust the process, and that after she learned about Cooke’s one-day suspension, “I was done.”

District will utilize ‘inclusive buses’

The racquet center could serve many of the same functions as the Community Center, but for residents in the southern part of the city, staff members said.

Beginning in August, Flagler County school district students who use wheelchairs will ride in the same school buses as other students.

The district’s transportation department is incorporating new inclusive buses into its fleet, transportation director Dontarrious Rowls told the School Board during an information workshop on June 21.

The state-of-the art Type C school bus has lifts to accommodate special-needs students, allowing them to ride with students who walk on to the buses. In the past, the district has used the smaller Type B bus for specialneeds students. Type B buses accommodate 30 riders. Type C buses can seat a maximum of 77 elementary-school riders with three students on a bench seat.

“With the inclusive process, we’re looking at sending one bus for all of the kids in the neighborhood,” Rowls said.

Rowls said the district has purchased two inclusive buses for the 2022 to 2023 school year. The district will continue to provide Type B buses for special-needs students who require a smaller bus, he added.

Rowls also noted that the transportation department is fully staffed for the upcoming school year.

“I don’t think there’s (another) transportation department in the state that can say that,” he said.

The department added 16 drivers since last August and will continue to recruit additional drivers, he added.

“We understand (being fully staffed) can change at any time,” Rowls said. Rowls attributed the new hires to the board’s approval in November of a salary hike for drivers.

The transportation department’s strategic plan includes reducing the average age of the fleet’s buses from 10.4 years to 8.5 years. Sixty of the fleet’s 104 buses are 11 to 20 years old with an average total maintenance cost of $289,929 a year, according to a transportation department chart.

Twelve buses are five to 10 years old with an average annual total maintenance cost of $24,808. And 32 buses are one to four years old. The newer buses are still under warranty and have an average total maintenance cost of $62,705 a year.

Although Rowls wasn’t asked directly about the arrest of a Flagler school bus driver who was charged with driving drunk with students aboard his bus, board member Cheryl Massaro asked if there are any practices in place that could identify potential problems. Rowls said the department has offered additional online training, has scheduled monthly safety meetings and supervisors are taking more ride-alongs with drivers and providing evaluations.

Beginning Tuesday, June 28, Florida Park Drive will be closed to through-traffic at the intersection of Farraday Lane (south end of the loop) due to construction of a city of Palm Coast utility project.

Barricades and signs will be placed on Florida Park Drive so that no vehicle traffic will be able to cross the intersection for the duration of the project, expected to take about four months.

A detour will be in place beginning at the intersection of Palm Coast Parkway and Old Kings Road North.

Another detour will be placed along Frontier Drive.

James F. Memorial Park Holland Park will be accessible by using Farragut Drive, Fleetwood Drive or Palm Harbor Parkway.

Crews will be reconstructing a section of sanitary sewer and building a new lift station to replace an older station at the end of its useful life.

The lift station will be moved from the center of Florida Park Drive to Farraday Lane for wastewater crew safety and to prevent routine maintenance from causing traffic obstructions on Florida Park Drive.

Crews will also be lining the sanitary sewer lines of Florida Park from Farraday Lane to Fawn Lane.

A few years ago, Palm Coast was expecting to build a regional racquet center that would attract tennis and pickleball tournaments and give local athletes a place to play and practice. Now, city staff members are envisioning a facility with a broader focus — something that offers some of the functions of the Palm Coast Community Center, but further south.

“We would like to mirror our successful concept at our Palm Coast Community Center down here,” Palm Coast Assistant City Manager Lauren Johnston said at a June 28 City Council workshop.

In the northern part of the city, Johnston said, recreation facilities serve multiple generations and many types of users. The Community Center has been reaching maximum capacity, even through the pandemic.

“We’re really seeing that the [residents’] needs in our northern facilities are met, both indoor and outdoor,” she said.

The southern portion of the city has recreation options — for instance, the Tennis Center, Central Park and the new

The proposed regional racquet center would have 10 clay courts and some pickleball courts, said city Parks and Recreation Director James Hirst. It would have exercise programs as well as tennis and pickleball programs, and would host special events.

Palm Coast’s reconsideration of how the regional racquet center could best serve the community comes as city staff analyzes what residents want in terms of recreation options, particularly in the southern part of the city.

That means determining, for instance, how much demand there is for an aquatic center versus sports fields or facilities for senior services, Johnston said.

The city is also coordinating with the county government on a countywide recreation master plan, she said, and that process will help city staff prioritize recreation projects.

Mayor David Alfin asked the city manager to work with other potential partners on an aquatic center that would meet the needs and expectations of both young people and seniors.

The City of Palm Coast brings the fun!

A project starting on July 5 will add native dune plants from Spanish Waters Drive in Ormond-by-the-Sea to Shelter Cove Drive in Beverly Beach.

Sand dunes in Ormond-bythe-Sea and Flagler Beach are about to get a plant boost from the Florida Department of Transportation.

A project starting on July 5 seeks to install and establish native sand dune vegetation along A1A from Spanish Waters Drive in Ormond-bythe-Sea to Shelter Cove Drive in Beverly Beach.

FDOT states in a project flyer that the $500,000 project will not disturb existing vegetation, but is meant to fill in gaps and supplement where vegetation is needed.

“Restoring dune vegetation in these areas throughout Flagler and Volusia counties will support the existing dune ecosystem,” Peyten Maki, an FDOT spokesperson, said in an email.

FDOT will install multiple species of dune vegetation, such as Simpson’s stopper, silver saw palmetto, blanket flower, dune sunflower, railroad vine, beach elder and sea oats.

Once planted, the vegetation’s roots are meant to stabilize the dunes by anchoring sand in place, lessening erosion from wind and rain, Maki explained.

The vegetation is also meant to deter motorists from parking along the dunes in unauthorized areas.

There are no lane closures or detours expected, and the new vegetation will not be taller than what is already there.

“Throughout the course of the project, the contractor will employ temporary protective methods to safeguard the newly planted vegetation from vehicle disturbances and other factors,” Maki said. “The methods used to safeguard the plantings after installation will be at the contractor’s discretion to ensure the vegetation flourishes and establishes properly.”

ANCHORING THE DUNE

Area environmentalists are hopeful that the project will be successful in strengthening the dunes, many of which were weakened during Hurricane Matthew in 2016 and have yet to fully recover.

“But a great deal of their success, quite frankly, based on the experiences of what we’ve seen here over the last six years especially, is going to depend upon the cooperation of residents and visitors and people driving up and down A1A,” said Melissa Lammers, vice-chair of the ECHO Volusia Forever Alliance and past president of the Halifax River Audubon.

Protecting dunes means protecting the beach, without having to put up seawalls. The dunes serve as the first line of defense during a storm surge, explained Lammers, who is an Ormond-by-the-Sea resident herself. What holds the dune in place are the roots of the native vegetation.

“So when you have big heavy cars driving over that vegetation, it can’t grow, and then you don’t have the roots, so you don’t have the strong dunes and you don’t have the defense,” Lammers said.

stop in areas marked with no parking signs, and that many people don’t see an issue with it. The same goes with pedestrian traffic, which had harmed some areas of dunes prior to Matthew.

“The more that folks can be educated to understand that it’s not a frivolous request of them to not walk down the dunes and to not drive onto the shoulder of A1A, the better, because that’s what’s ultimately going to protect the road from a washout like it happened in Flagler Beach with Matthew,” she said.

‘THIS IS A GOOD PROJECT’

As vice chair of the Ormond Scenic Loop and Trail Corridor Management Organization, Rob Bird, also of Ormond-by-the-Sea, said this is an issue of concern. He and Lammers have both been working with FDOT over the last year to address dune vegetation weaknesses caused by both prohibited vehicle and pedestrian traffic in the dunes near their neighborhoods.

“What happens on the A1A stretch of the Loop has been a concern for us for a long time, and we think that this is a good project, and we hope it’s going to succeed,” Bird said.

Maki said the project has been in the works since 2020, when FDOT, after considering citizen feedback, identified dunes in need of more vegetation.

Work will begin in Volusia County first before work in Flagler County — which could soon see the beginnings of a separate $25 million Army Corps of Engineer project to create a protective beach dune along 2.6 miles of its coast —is slated to begin.

There’s always a chance storms could damage dunes, Bird said.

“But if they’re maximallyresilient, then to the extent they damage them, that can be repaired by the plants that trap sand,” he said. “So that’s why the fortification of the dune is so important.”

The Florida Department of Health in Flagler County has lifted the health alert issued on May 31 for the presence of harmful blue-green algal toxins in Bull Creek north of the Bull Creek Fish Camp.

Follow-up water samples taken by the Department of Environmental Protection did not detect algal toxins, indicating that the public may resume water-related activities.

One of the first things I learned as a journalist is that you can’t stare at a blank page for very long. If you want to survive, you just have to start writing.

But this blank page has been one of my hardest, because it is my last as the executive editor of the Observer. After July 1, I’ll be working as operations manager for my friend’s Utah-based construction company; fortunately, I’ll still be living in Palm Coast, which has been my home for the past 12 years.

LETTERS Do not arm teachers Dear Editor: It’s time for responsible parents to step in and say no. I do not care how much training a teacher might have. A pistol in the hands of a frightened, confused, adrenalin-charged teacher may be as dangerous to students as it is to the shooter. Is a teacher, making about $50,000 per year, going to stand there calmly facing a shooter with an AR-15 spraying .223 caliber rounds at a rate of up to several hundred per minute with an extended magazine? Even the police officers first on the scene in Uvalde declined to face the shooter with their Glocks. Why would we expect a classroom teacher with screaming kids and a chaotic scenario to do so?

How about teachers running into a hallway and searching for the shooter? Will Sheriff Rick Staly train teachers to do this? I mean, they aren’t Marines. And will law enforcement officers know the difference between a young teacher and a young shooter?

This is an insane uber-right-wing distraction to avoid needed gun regulations. And children’s lives are of less importance than their perceived Second Amendment rights.

Back in the day, I could fight and was pretty good at it, but now I’m old and brittle and slow; I do good to walk, much less run. Now I rely on my arsenal to even the odds; as the old saying goes, “God didn’t make everyone equal, Sam Colt did.”

Dear Editor: Theresa Carli Pontieri is anything but a problematic candidate in the Palm Coast City Council District 2 race. It’s especially important during this time for people to base their opinions on actual events rather than on media reports.

The facts are crystal clear and must be placed in full view of all voters. Pontieri decided to resign from the Flagler County Sheriff’s Office in an amicable fashion after long, hard discussions with all parties involved. Our sheriff bore no ill will toward her as information came to light on her pro-police positions shared on social media, yet there was a concern that should a controversy arise, it might attract undeserved negative attention. That was not a position that Pontieri wanted to put our Sheriff’s Office in.

It’s important to note that the comments made by Pontieri were before she was hired and installed by oath. She discontinued her constitutionally protected commentary prior to her hiring process; however, she was subsequently held to

I’d like to share a few lessons I have learned from my interactions with the Walshes, my other journalism colleagues (including Flagler Broadcasting’s David Ayres and FlaglerLive’s Pierre Tristam), and, most importantly, from my interactions with you, the readers: Do the right thing, even when it’s hard.

When someone has a problem, big or small, try your best to empathize.

Don’t complain about what’s wrong. Try to propose a solution.

If you don’t know the answer, don’t pretend you do.

Remember that everyone is a child of God — your brother, your sister, your neighbor.

My blank page is filling up. To conclude, I’ll share one more thing I’ve learned. Over the years, I’ve seen leaders leave schools, the Chamber of Commerce, City Hall — pretty much everywhere. When I find myself thinking about what we have lost, I look up to see the new leaders — like Jonathan Simmons at the Observer — as they take on new roles and help their organizations roll forward. That’s the definition of a vibrant community.

I can’t wait to read the story on the next page.

No one disagrees that Sheriff Staly’s concern was valid: He couldn’t risk the safety or reputation of his deputies or provide any reason for the public to call into question the split-second decisions they are asked to make on a daily basis.

Pontieri’s support of law enforcement was outspoken and steadfast.

If that is a crime, then she is guilty.

If she were sounding the alarm on the facts regarding many controversial topics from a left-leaning perspective, she would be celebrated. Instead, it is a settled fact that her boldness to discuss media bias against our men and women in blue led to her resignation.

Being pro-police in an anti-police climate may limit an employee who works for a law enforcement agency from chiming in on their legitimate concerns. But Pontieri expressed those pro-police sentiments long before she was identified as the superior candidate for her distinguished position in the Sheriff’s Office. The facts — rather than false rhetoric — show Pontieri is the least problematic candidate that Palm Coast has had for a council seat in recent memory.

GOING FOR A RIDE 2:28 a.m. 600 block of South Church Street Possession of drug paraphernalia, possession of cocaine.

A deputy saw a suspicious car parked along the right of way, and approached it. There was frantic movement in the back seat from the three people inside as the deputy walked to the car.

When the deputy arrived at the car’s window, one of the passengers was coated in loose marijuana, and there was a half-full beer in the driver’s side door panel cup holder and a baggie of cocaine in the center console.

Deputies arrested two of the three occupants on drug charges.

THE TELL-TALE HAT 6 p.m. 9400 block of State Road 11 Burglary, petit theft. The owner of a convenience store noticed when securing the shop that an exterior door to a storage room had been forced open.

The next day, he realized that several cases of beer were missing. An area of grass near the shop was matted down as if someone had

slept there, and there were beer cans and cigars strewn around, along with a baseball hat.

When deputies checked surveillance footage, it showed a man wearing the same hat stealing booze from the store the previous day.

Deputies recognized the man.

He told them that he’d been drunk for several days and had blacked out at the time of the burglary. When a deputy held up the hat, the man admitted it was his.

Deputies arrested him.

FLIGHT SCAM 3:22 p.m. — First block of Circle Creek Way, Ormond Beach Fraud. Police met with a 62-year-old Ormond Beach man who said his American Airlines account had been hacked about a month prior.

The man said that he was notified by the airline that his frequent flyer miles had been cashed out. This had been done without his approval or knowledge, the incident report states.

He informed the airline about the fraudulent activity, and, while investigating the issue, both the resident and the airline representative noticed a name and email address listed in the confirmation email. However, before the man could write down the email address, the confirmation email was deleted, and it

could not be retrieved.

The man sought for his frequent flyer miles, valued at over $3,500, to be reimbursed, and needed a police report for that purpose. He didn’t wish to pursue charges.

JUNE 24

RESISTING EVICTION 11:37 a.m. — 500 block of Crowne Point Court, Ormond Beach Unarmed burglary. Police arrived at a local apartment complex to meet with its management staff, who advised the reporting officer that an apartment had been burglarized.

Staff said that they believed the suspect was still inside.

They said they had evicted a man and his grandmother from the property the day before, and suspected that man had been the one to break a rear window of the apartment and remain inside. Maintenance staff was unable to enter the apartment because the man, a 33-year-old Ormond Beach man, had locked the door from the inside with a deadbolt.

Police spoke with the man, who soon opened the front door. He was detained, and told police that he had slept in the woods the night before and went back to his old apartment around 4 a.m. The property manager wished to press charges; the damage to the window was estimated at about $535.

BRIEFS Staly to have minor surgery on July 1 after injury during drug raid Sheriff Rick Staly is scheduled for outpatient surgery July 1, to repair a meniscus tear that he sustained in an April drug house raid.

In the April raid, Staly joined members of the Flagler County Sheriff’s Office Special Investigations Unit and FCSO SWAT team to serve a narcotics search warrant in the Mondex area of Flagler County. During the raid, he hyperextended his left knee and has been under a physician’s care since.

An MRI revealed a 3mm tear in the meniscal cartilage of his left knee. Staly is scheduled for outpatient surgery on July 1 to repair the injury.

During this time, Chief of Staff Mark Strobridge will be the acting sheriff in the event that a critical incident occurs in Flagler County.

Ormond Beach Chamber creates Youth Leadership Program The Ormond Beach Chamber has created a new Youth Leadership Program that will begin in September of the 2022-

2023 school year. Sixteen high school students have been accepted, from Seabreeze High School and Father Lopez Catholic High School.

“We are excited to expand our Leadership Program into our schools and play an important role in developing the future leaders of Ormond Beach” said Don Grindle, board chairman of the Ormond Beach Chamber of Commerce.

Deputies arrest sex offender caught fentanyl Bunnell resident Todd Blanchard, 60 and a registered sex offender, was arrested on multiple felony drug charges the afternoon of Thursday, June 23, after deputies raided the trailer he lived in on County Road 302 and confiscated trafficking amounts of fentanyl.

Blanchard has a criminal history dating back to 1984 He was charged in 2011 in Flagler County with lewd and lascivious molestation of a victim under the age of 16.

Fugitive arrested after joining crew building Sheriff’s Ops Center A wanted man was arrested at the unfinished Flagler Sheriff’s Operations Center build-

ing on June 20 when deputies found him working as a day laborer on one of the crews constructing the building.

Deputies arrested the suspect, 59-year-old Terry Lee Jackson, on June 20 for failing to register as a sex offender.

“What a way to break in our new operations center,” Sheriff Rick Staly said. “Here we have a guy who is wanted in our neighboring county and thinks Flagler is the place to come to. Not only did he enter the wrong county, but he was caught working on the site of our new operations center.

Our first arrest at our new operations center happens to be a sexual predator, and we have no tolerance for predators, especially those who fail to abide by the rules of their release in Flagler County.”

The same day, other deputies responded to the Flagler County Probation Office to arrest 20-year-old Korarise Daishon Hill, who was wanted for violation of probation on original charges including attempted murder.

Ticket To The Moon, an Electric Light Orchestra tribute band and light show, played to an enthusiastic audience on Saturday, June 25, at the Flagler Auditorium. Four members of the Flagler Youth Orchestra were invited to participate in the program, much to the delight of the audience.

The four FYO members were Corey Lehnertz, who has been studying cello for eight years; Jack Lisenby, who is interested in music composition, has been playing the violin for 10 years and is currently writing a score for a short film; Luka Tristam, a student of violin for 11 years who is interested in music production, R&B and hip-hop; and Nigel-Ginola Njok, who has been playing violin for six years.

Amelia Fulmer, director of the Flagler Auditorium, introduced the band to the audience and spoke of the opportunities for the auditorium and the importance of supporting the arts in the county. Cheryl Tristam, FYO’s executive director, was on hand to support the Flagler Youth Orchestra members on stage, as was David Ayres, president of Flagler Broadcasting, who organized the opportunity for the band and the orchestra to collaborate at the venue.

“This is the sort of organic opportunity that we love seeing our students involved in,” Tristam said.

He noted that the auditorium allows for a full schedule of technical classes for Flagler Palm Coast High School students to expose them to careers in the entertainment industry, with many graduates in demand across the industry.

Flag raising at City Hall marks Portugal Day

The city of Palm Coast and the Portuguese American Cultural Center hosted a public Portugal Day flagraising ceremony at Palm Coast City Hall at 6 p.m. on Friday, June 10.

Due to the probability of bad weather, the ceremony was held inside.

Speakers included Palm Coast Mayor David Alfin, Vice Mayor Eddie Branquinho and Flagler County Sheriff Rick Staly.

The flags of the United States and Portugal were raised in celebration.

Beauty is in the eye of the ogre in “Shrek the Musical Jr.,” based on the Oscar-winning animated film and Broadway musical. The show was performed live last weekend, by the Flagler Performing Arts Academy.

The show was directed by Ann Paris, with help from Associate Director Pat Love, Stage Manager Madelyn Considine, Technical Director Frank Considine, Tech-Camp Director Jacqueline Considine and costume designers Sue Howden and Jodie Boothman.

Dennis Lanigan 1948-2022 It is with extreme sadness that we announce the passing of Dennis Lanigan, loving husband, beloved father, dedicated grandfather, and loyal friend to all.

Despite his small stature, Dennis stood out in any crowd with his mischievous grin, outgoing personality, unshakable character, and incomparable generosity.

Dennis died a loved and admired man on June 7, 2022. On October 25, 1948, Dennis came to be, joining his 6 siblings and close extended family. Prior to calling Palm Coast, FL home, Dennis resided in Southington, CT for many years. Dennis leaves behind his beloved wife of 46 years, Diane, with whom he shared a son, Nicholas (Jessica) and daughter, Ashley (Ryan). He took so much joy in seeing his grandchildren grow into nice, caring individuals.

Without question, Dennis will forever be looking down from heaven with the utmost pride watching Gianna dance like an angel, Elijah hitting dingers, Ryder protecting the neighborhood and Wyatt exploring our natural surroundings.

Dennis cherished his big family and never let petty things get in the way of his relationships. He leaves behind his brothers Richard (Donna), William (Sue), Patrick (Terri); bothers-in-law,

Dennis is also survived by many nieces and nephews, whom he loved and cherished. As Dennis entered the gates of heaven, he was welcomed by his parents, Chester and Doris; in-laws, Harold and Edith; brother, Bob; sisters, Delores and Pamela; brothers-in-law, Brian and Norman; and his life-long friend, Gary McCahill. Although we would give anything to have Dennis here with us, we take solace in knowing he is with family, friends, and our Lord. Dennis’ work ethic and leadership was unsurpassed. He worked tirelessly to provide a wonderful life for his family. Dennis was an accomplished leader with Allstate Insurance for over 38 years. He took a tremendous amount of pride in his work and his accomplishments. He worked his way up the corporate ladder to achieve success he never took for granted considering the modest beginning of his career. Although he took a great deal of pride in his accomplishments at work, Dennis cared more about and cherished the friendships he built throughout his time at Allstate. Thank you to all his Allstate friends that kept in touch and supported Dennis, especially Pam Driscoll, Karen Blanchard, and Michael Perrone. Dennis left many of us with life lessons that have and will continue to serve us well.

Some lessons that stand out, include how to tie a tight, professional necktie; hitting a high arcing jump shot that rivaled the great Robert Parish; swinging the golf club nice and easy to rip the cover off the ball; always think before you speak; offer a helping hand before blame; put caring ahead of winning; family always comes first; and when you shake a person’s hand your goal is

to break it (absolutely never a limp handshake!). He had a life-long love affair with Lipton tea, toast, oatmeal, chocolate, ice cream, old cars and watching old TV shows/movies (especially Apple Dumpling Gang and anything with John Wayne).

He loved his daily routines and wouldn’t let anything get in his way of sticking to his routines – often making us late getting out the door!

Dennis, finally, is at rest, and we will hold him close for eternity. Please hold him close in your mind and spirit. Comfort and peace now Dennis. You will be missed beyond words can express. Your legacy will last forever in the memories you leave us with, and lessons passed down. Always thinking of others ahead of himself, Dennis requested that, in lieu of a service,

had two letters of reference and wrote essays describing how the scholarships would benefit their education and career goals.

Curtain is enrolled in the summer B session at Florida A&M University and was unable to attend the scholarship presentation at the AACS Cultural Center on June 25.

She plans to major in biology, with the ultimate goal of obtaining a medical degree and becoming a pediatrician.

Headley will run track and major in exercise science at Keiser University in West Palm Beach. He plans to eventually earn a master’s degree in sports management.

Taite-Headspeth plans to attend Daytona State College to earn a bachelor’s degree in elementary education with a minor in psychology. Her goal is to become an applied behavioral analyst and help children with behavioral issues.

asked her sister, Megan Swearingen, who graduated this year, if Emma would be able to handle it.

“My sister was like, ‘Yeah!’ I was excited to do it every year,” Emma Swearingen said.

This year, despite triple-digit heat indexes, camp numbers were up, Hald and assistant coach Cat Bradley said. Twenty-nine current and potential future FPC girls soccer players participated, including forward Kaitlyn Steiner, who was limited as she recovers from ACL surgery.

“I don’t know if it’s the most campers we’ve had, but it’s close to it,” Hald said. “Last year — and we blame some of it on COVID — we were only at 18. We had at least 10 more (this year), which made it a much better camp.”

The camp participants included FPC’s current players plus three rising eighth graders and four or five rising freshmen, Hald said.

“It was really cool,” Bradley said, “to see some of our rising seniors motivate some of our rising freshmen, our sophomores. The energy was super high compared to some past years.”

Hald said the camp gives all the players a chance to train together and introduces the younger players to the team’s schemes and routines.

“We did a lot of combination drills, combining different skills together,” he said. “Everybody gets a lot of touches. Considering the heat, they worked hard. They had a lot of energy.

I’m very pleased with their effort.”

Rising junior Savannah O’Grady won the juggling competition with 180 consecutive touches. Rising senior Hailey Tucker juggled 105

times without a miss. And rising eighth grader Ivy Chen had 90 consecutive touches.

“This is my first time doing the camp, because normally I do cross country,” O’Grady said. “So, this has been a really great experience for me. Coach Hald really does run a good camp. It’s stuff that we do in practice, but it’s just like in a whole group, so we’re able to get to know each other more.”

Said Tucker: “Coach Hald takes us back to the basics of everything.

Each day he goes over a new skill.”

Hald is entering his 32nd year as FPC’s head coach. He won his 500th game with the program this past season. He said he plans to continue coaching the Bulldogs as long as he’s still teaching at the school.

The Bulldogs are active throughout the summer, participating in the weekly 7v7 Flagler Soccer League and holding summer conditioning sessions. But the centerpiece of the summer is the camp.

“I’m very happy with these younger players,” Hald said. “That’s why this camp is important. The more younger, new kids get involved, the broader the program is. Numbers drive talent. The more numbers you have, the more kids work harder to get to the top.”

Bradley was impressed as well by the participation.

“We had a weight room session, and I was claustrophobic because the weight room was so packed with girls soccer players,” she said. “The drive is there for all the girls. The difference between last year and this year is large. I’m excited.”

“I think I’ve done this for five years,” the defender/midfielder said of the four-day camp. “I did this when I was a middle schooler. It’s always very fun.”

he Palm Coast Little League’s 12U all-star softball team won its second district championship in a row and its fourth in the last five years.

Palm Coast defeated Lake Mary 11-1 on June 21 at the Indian Trails Sports Complex to win the District 19 title.

The next stop on the girls’ quest for a state championship will be the sectional tournament, which begins July 2 in Rockledge. Palm Coast finished second in the state last year.

Palm Coast’s senior baseball team also won the District 19 championship to advance to sectionals with an 11-0 win at Deltona on June 23.

David Bossardet, a former wrestler at Flagler Palm Coast who placed at the state championships, is taking over the storied program.

“This job means everything to me,” said Bossardet, who has stepped down as an assistant principal at FPC to be the Bulldogs’ head wrestling coach. He will teach physical education at the school.

Bossardet replaces Zach Sanford, who led the Bulldogs for the past four seasons.

Bossardet’s brother, Bobby Bossardet, is FPC’s new principal, which does not allow David to continue as an assistant principal at the school, he said. Both brothers wrestled for Steve DeAugustino, who led the Bulldogs to three state championships and two runner-up finishes before becoming athletic director in 2007.

Bobby Bossardet replaced DeAugustino as the team’s head coach. Now it’s David’s turn.

“This is something that has been on my mind since I moved back here in 2011,” he said. “Every time (the job) comes up, it’s something I consider. FPC wrestling has

been very good to me and my family.”

David Bossardet wrestled at LaBette Community College in Parsons, Kansas, and was an assistant wrestling coach at the school for four years.

Before becoming an assistant principal at FPC this past year, he worked in the district office, overseeing student discipline and then as the district’s safety specialist for three years.

“I think he’s going to run a great program,” DeAugustino said. “He knows the sport and how to coach it. The bonus is he knows the school and the county. He knows what the expectations are.”

David Bossardet said DeAugustino has been a mentor to him since he was an eighth grader at Buddy Taylor Middle School.

“I’ve looked up to him my whole life,” Bossardet said.

“For him to entrust me to run this program, I don’t take lightly. I know this program is something he holds dearly to his heart. I know there’s high expectations, and I’ve got to be prepared to meet those expectations, not only winning, but representing the program as it should be.”

He credits Sanford with bringing in quality kids with good morals who do things
